dc.description.abstractMany hundreds of DUP-s and other urban plans documents that are accumulated in Belgrade in the course of the last several decenies, are among other, the expression of a serious and good urban policy, and on the other side, they contribute to the chaotic development and construction of Belgrade. Grouping these numerous urban documents into some logical space wholes is a fore condition for the introduction of order into the Belgrade town planning. On this occasion the author proposes one of the possible criteria for the plans grouping. As the main criterion the author proposes to take the system of infrastructures with the flexible bottom, id est., infrastructures working according to the gravitational principle, as are faeces and other canalizations. These structures are greatly conditioned by morphological forms of the soil, id est., they are built according to the natural galleys of water courses, and as well are often to be entrenched very profoundly, that makes them essentially different from infrastructures flowing over the soil, going through the air or having the fixed and proportionally shallow bottom relatively to the grade line of streets or of the soil. Meanwhile, this entrenching is different in depth but proportionally makes more expensive the infrastructural underground transmission lines and specially the great collecting canals. Finally, these structures can be realized in stages relatively to the territorial inclusion, but, from the beginning they are to be built with a maximal computed capacity, so that the investment into these systems means a peculiar fore investment and the town development. The author estimates that it would be optimal to group the existing DUP-s in Belgrade according to the streams of smaller water courses or to the direct streams of the Sava and the Danube, as he estimates that the natural defining of the organization, construction and function of these systems is, before all, a very great economical reason for such a grouping. .en
dc.description.abstractMnoge stotine DUP-ova i drugih urbanističkih planskih dokumenata koji su se u Beogradu nakupili tokom poslednjih nekoliko decenija izraz su, pored ostalog nedostatka ozbiljne i kvalitetne urbanističke politike a sa druge strane doprinose haotičnom razvoju i izgradnji Beograda. Grupisanje tih mnogobrojnih urbanističkih dokumenata u neke logične prostorne celine preduslov je za uvođenje reda u urbanizam Beograda. Tim povodom autor predlaže jedan od mogućih kriterijuma za grupisanje planova. Autor predlaže da se kao osnovni kriterijum uzme sistem infrastruktura sa fleksibilnim dnom, tj. infrastruktura koje rade po gravitacionom principu kao što su fekalna i druga kanalizacije. Ti objekti su veoma uslovljeni morfološkim oblicima tla, tj. grade se po prirodno formiranim slivovima vodotokova, a osim toga se moraju ukopavati često i vrlo duboko što ih čini bitno različitim od infrastruktura koje teku po tlu, idu kroz vazduh ili imaju fiksno i srazmerno plitko dno u odnosu na niveletu ulica ili tla. Pritom, to ukopavanje je različito po dubini ali srazmerno veoma poskupljuje te infrastrukturne vodove a naročito velike kanalizacione kolektore. Konačno, ti objekti mogu se realizovati etapno u odnosu na teritorijalni obuhvat ali se moraju graditi od starta sa maksimalnim računskim kapacitetom pa investicija u ove sisteme znači i svojevrsno predinvestiranje i razvoj grada. Autor smatra da bi postojeće DUP-ove u Beogradu bilo najbolje grupisati po slivovima manjih vodotoka ili neposrednim slivovima Save i Dunava jer nalazi da je prirodno određenje organizacije, izgradnje i funkcionisanja ovih sistema veoma veliki, pre svega ekonomski razlog za takvo grupisanje. .sr
