Појмовник просторног планирања

Abstract

„Појмовник просторног планирања“ је резултат идеје да се на једном месту обједине и систематизују термини који се користе у просторном планирању. Поред примарне функције извора информација о садржају појмова који се користе у просторном планирању, „Појмовник просторног планирања“ у великој мери доприноси теоријско-методолошкој бази просторног планирања и појашњењу његове апликативне стране. Посебна његова корист се односи на студенте студијског програма просторно планирање, али је уочљив значај овог Појмовника и за далеко шири круг научника и стручњака који желе да се информишу или подсете на теоријске и стручне појмове, који су због интердисциплинарног карактера просторног планирања, потекли из научних области и дисциплина везаних за: природне системе и ресурсе; становништво и социјални развој; социологију; право; архитектуру и урбанизам; географију; урбани и рурални развој; економију; просторни развој привредних делатности; регионални развој; инфраструктурне системе; екологију; заштиту животне средине, предела, природних и културних добара и др. Ништа мањи није значај и улога коју Појмовник може имати за остале кориснике, нпр. представнике управе или јавних установа; појединце, групе или организације са учешћем или интересом у процесу управљања просторним развојем; приватни сектор; инвеститоре/наручиоце израде планских докумената; као и за шире грађанство, са циљем да им се појмови просторног планирања изложе на јасан и разумљив начин. „Појмовник просторног планирања“ садржи 2020 појмова који нису разврстани тематски већ по азбучном редоследу. Присутни су појмови у оквиру свих слова азбуке. Како су неки појмови морали да остану наведени на изворном латиничном писму, у том случају њихово место у Појмовнику је под аналогним ћириличним почетним словом и у редоследу који прати азбуку. У приређивању овог Појмовника коришћено је укупно 378 референтних извора литературе. Читаоцима је дато јасно упутство о извору/изворима где могу да пронађу наведену дефиницију појма, као и да се тиме заинтересују да прочитају додатну литературу и више сазнају у вези са одређеном темом. Свакако треба истаћи подударност објављивања „Појмовника просторног планирања" са јубилејом којим се 2017. године обележава 40 година откад је основан и у континуитету траје студијски програм Просторно планирање на Географском факултету Универзитета у Београду. На неки начин, Појмовник чини омаж генерацијама професора који су тај курс градили и репер на основу кога се у овом тренутку може сагледати развој просторно планерске мисли у Србији и у свету. Још један искорак, у нади да је то уједно допринос овог дела, јесте промоција мултидисциплинарне сарадње и синергије приступа и знања ауторки које потичу из професија просторног планирања и библиотекарства и информатике.

The “Spatial Planning Glossary” is a scientific comprehensive review of the terms in Serbian language, which are used in spatial planning. This Glossary is a result of complex and complementary research of the authors who have joined scientific knowledge and professional expertise from the domains of spatial planning, language and informatics. A key motive for publishing the “Spatial Planning Glossary” in the form of a scientific monograph is due to the present lack of unique publications of this kind, which would be comprised of and elaborate terms that are applied in the theory and practice of spatial planning. Such an endeavour is an important milestone for Serbia as well as for international academic and professional circles. It is important to stress that the publication of the first edition of the “Spatial Planning Glossary” coincides with the 40 year jubilee of spatial planners teaching practice in Serbia. The study group of Spatial Planning was initiated in 1977 and since then the students of this group have been continually taught at the Faculty of Geography of the University of Belgrade. The “Spatial Planning Glossary” is certainly essential reading for students of this study group, however the relevance of the Glossary should not be limited to spatial planning students only or to those who are getting acquainted with the professional expertise of spatial planners. The wider scope of scholars, academics and professionals, as well as government representatives, employees in public enterprises, participants in the steering processes of spatial development, representatives of the private sector, investors, civil society, etc. may find this reading useful, especially for learning particular information or a reminder on theoretical and professional terms used in spatial planning. Understanding this, spatial planning is characterised by multi-disciplinary approach, and a large number of terms which are used in its vocabulary derive from the complementary research fields or sciences which are aligned with spatial planning: e.g. urbanism, geography, economics, regional science, sociology, architecture, civil engineering, traffic and infrastructure, industry, tourism, natural and cultural assets protection, ecology, environmental and landscape protection, agriculture, forestry, geodesy, law, management, etc. A great challenge in preparing the “Spatial Planning Glossary” has been the task of having a comprehensive approach, on the one hand, and demarcation of the choice of terms which have been “borrowed” from other scientific disciplines, on the other. Beyond the scope of this Glossary were the names and biographies of significant theorists who influenced spatial planning research and thinking. Also, the Glossary generally didn’t include names of scientific and research disciplines whose knowledge was applied in spatial planning. Exception from this rule is inclusion of terms such as “spatial planning” and “urbanism”. Among the 2,020 terms, which are listed in this edition of the “Spatial Planning Glossary”, most of them represent an integral part of the modern spatial planners’ professional vocabulary. The terms which have influenced spatial planning in the past have not been omitted as they represent its historical background and capture the dominant directions and influences on development of spatial planning’s social practice. The “Spatial Planning Glossary” includes a number of theories and concepts, and likewise selected conventions, charters, protocols, agendas, directives, important documents, initiatives, networks, funds, organisations and programmes of cooperation, especially those which have been related to European countries and are relevant for the spatial planning practice. The Glossary also comprises of elaborated terms, which are transcribed to Serbian from foreign languages, e.g. „џентрификација“, or „гентрификација“, which derive from English word “gentrification”. Also included are foreign acronyms of labels or general terms (e.g. NIMBY), which are the part of spatial planners’ vocabulary. Certain foreign terms are also presented with their full original title (e.g. French term: Acquis communautaire). A general rule was not to translate all the terms of the “Spatial Planning Glossary” in English or any other foreign language. Sometimes, the use of original title in English was inevitable, shown in brackets after the title of the term in Serbian – only because of the clear link between origin and translation in the Serbian language. Terms in the “Spatial Planning Glossary” are listed according to the Serbian Cyrillic alphabet and not according to the specific theme or topic. The nature of this Glossary allows for non-linear reading: reading which can be initiated from any of its parts and which allows the reader to skip and choose parts according to his/her quest on certain issues or in search for the term’s synonyms or antonyms. Definitions of terms derive from some 378 sources. Each term for which the definition is taken from a documented source, has the number in square brackets following the definition of the term. Such number directly links the term to the source in the list of references. The list of used abbreviations in Serbian and foreign languages can be found at the end of the “Spatial Planning Glossary”. Content of the “Spatial Planning Glossary” should not be observed as something fixed or unchangeable, it opens a space for interaction between the readers and authors, who may provide further improvements of the Glossary.

„Pojmovnik prostornog planiranja“ je rezultat ideje da se na jednom mestu objedine i sistematizuju termini koji se koriste u prostornom planiranju. Pored primarne funkcije izvora informacija o sadržaju pojmova koji se koriste u prostornom planiranju, „Pojmovnik prostornog planiranja“ u velikoj meri doprinosi teorijsko-metodološkoj bazi prostornog planiranja i pojašnjenju njegove aplikativne strane. Posebna njegova korist se odnosi na studente studijskog programa prostorno planiranje, ali je uočlјiv značaj ovog Pojmovnika i za daleko širi krug naučnika i stručnjaka koji žele da se informišu ili podsete na teorijske i stručne pojmove, koji su zbog interdisciplinarnog karaktera prostornog planiranja, potekli iz naučnih oblasti i disciplina vezanih za: prirodne sisteme i resurse; stanovništvo i socijalni razvoj; sociologiju; pravo; arhitekturu i urbanizam; geografiju; urbani i ruralni razvoj; ekonomiju; prostorni razvoj privrednih delatnosti; regionalni razvoj; infrastrukturne sisteme; ekologiju; zaštitu životne sredine, predela, prirodnih i kulturnih dobara i dr. Ništa manji nije značaj i uloga koju Pojmovnik može imati za ostale korisnike, npr. predstavnike uprave ili javnih ustanova; pojedince, grupe ili organizacije sa učešćem ili interesom u procesu upravlјanja prostornim razvojem; privatni sektor; investitore/naručioce izrade planskih dokumenata; kao i za šire građanstvo, sa cilјem da im se pojmovi prostornog planiranja izlože na jasan i razumlјiv način. „Pojmovnik prostornog planiranja“ sadrži 2020 pojmova koji nisu razvrstani tematski već po azbučnom redosledu. Prisutni su pojmovi u okviru svih slova azbuke. Kako su neki pojmovi morali da ostanu navedeni na izvornom latiničnom pismu, u tom slučaju njihovo mesto u Pojmovniku je pod analognim ćiriličnim početnim slovom i u redosledu koji prati azbuku. U priređivanju ovog Pojmovnika korišćeno je ukupno 378 referentnih izvora literature. Čitaocima je dato jasno uputstvo o izvoru/izvorima gde mogu da pronađu navedenu definiciju pojma, kao i da se time zainteresuju da pročitaju dodatnu literaturu i više saznaju u vezi sa određenom temom. Svakako treba istaći podudarnost objavlјivanja „Pojmovnika prostornog planiranja" sa jubilejom kojim se 2017. godine obeležava 40 godina otkad je osnovan i u kontinuitetu traje studijski program Prostorno planiranje na Geografskom fakultetu Univerziteta u Beogradu. Na neki način, Pojmovnik čini omaž generacijama profesora koji su taj kurs gradili i reper na osnovu koga se u ovom trenutku može sagledati razvoj prostorno planerske misli u Srbiji i u svetu. Još jedan iskorak, u nadi da je to ujedno doprinos ovog dela, jeste promocija multidisciplinarne saradnje i sinergije pristupa i znanja autorki koje potiču iz profesija prostornog planiranja i bibliotekarstva i informatike.
