Abstract

Integration of activities of collection, selection, systematisation and up-dating of information relevant to all elements of the overall environment is prerequisite for the formation of information system and for the organisation of all social structures in a task of protection and upgrading of the environment. The basic assumptions on which this research is based is related to a search for an a adequate method which would enable one to segregate the problem into several levels to one at which it is possible to conduct the exact measurements and to compare the results, in order to promote an appropriate solution. The following segments are included: the state of ecological factors, the causes that influence the change of those factors, permitted level of environmental congestion, ecological criteria, the system modelling and the measures for protection. These segments indicate the scale of problems, but in the same time they are the bases for the synthesis, whereby through the elaboration of each element one reaches the answer to a question: which changes did occur and where; who caused them, what is the intensity and duration of impact; how can these changes be controlled and what is the scale of effectiveness of undertaken measures in relation to the prevention of ecological degradation?
