Sustainable Land Use and Climate Change in Belgrade -The Role of Urban Gardens

AB  - Population growth and urban sprawl are expected to continue increasing pressures on agricultural land, green infrastructure and climate change's impact on the urban environment.  Accordingly,  the challenge of securing sustainable land use and climate change mitigation needs to be confronted in cities globe wide. Urban green areas represent an asset of public interest with multiple roles –they are recreational zones, noise and pollution protection belts, areas with aesthetic, social and curative values as well as an infrastructure for combating climate change. All these functions accentuate the relevance of  urban  gardens  in  urban  development, for  which  their  preservation  and  development  play  an irreplaceable role in cities.This paper analyses  a specific form of urban gardens in Belgrade (“baštenske kolonije” or “garden colonies”) with a focus on urban land use planning. The research methodology consists of a literature and  document  review and systematic analysis.  The  study  includes  legislative in Serbia and urban planning documents in Belgrade, with the goal being to identify governmental and planning attitude towards urban gardening and their recognition of ecosystem services and climate change combat. The preliminary results indicate that this form of sustainable land in Belgrade is left to the spontaneous actions of individuals with no legally defined status in the previous period.

Land-Use Change Dynamics of Agricultural Land within Belgrade–Novi Sad Highway Corridor: A Spatial Planning Perspective

AB  - At the global level, there is an awareness of the need to protect agricultural land from permanent physical loss through land-use change. Preservation of high-quality agricultural land is currently at the center of the international debates, including those of food safety. The main aim of this paper is to provide quantitative analysis of agricultural land-use change dynamics within the area of the Belgrade–Novi Sad highway corridor, as a distinct route that connects two largest cities in Serbia. The results in land-use change and the accompanying contextual aspects are observed between 1990 and 2018, i.e., within the four research periods: 1990–2000, 2000–2006, 2006–2012 and 2012–2018, using GIS-based analysis. The research methodology used Corine Land Cover and Urban Atlas data and revealed dynamics relating to the most influential land take directions during the ca. 30 years by the means of the land take indicator. The results were complemented with the qualitative content analysis of spatial and regulatory urban plans for the study area, as one of the land-use management instruments in Serbia. The findings indicate that the most intense agricultural land-use change to non-agricultural land occurred in the period 1990-2000 due to various drivers (vicinity of large cities, illegal construction, developed transport infrastructure), but also distinguish the role of spatial and urban planning documentation in promoting the new land take.

AB  - Strategies that target food security issues through the preservation of agricultural land are presently a focal point at the global level, particularly strategies that prevent agricultural land loss (no net land take). On the other hand, conflicts over land use, as well as the high value of land in urban areas, challenge the development of sustainable agriculture. Starting from the broadly adopted premise that planning affects land use change, especially agricultural land change, and that the Spatial Plan of the Republic of Serbia directly affects land use on the strategic-developmental and general regulatory level, the authors analyse the framework of the physical, planning and institutional capacities for sustainable agriculture and agricultural land use in Serbia. In their results, the authors provide: (1) an evaluation of new sustainable approaches for agriculture and agricultural land use planning and (2) a systematization of planning solutions at the strategic-developmental and general regulatory level regarding agricultural land use planning in Serbia for the period 2021–2035.

AB  - Food security is becoming an increasingly important issue worldwide, and in this respect, urban agriculture has a substantial role. Nonetheless, pressure for agricultural land conversion and fragmentation is highest in peri-urban areas. In order to respond to these challenges, urban farmers use different adaptation strategies and business models, including product differentiation based on geographical indications (GIs). The paper considers land take (LT) issues in Futog, the settlement of the City of Novi Sad, registered as the GI of Futog cabbage, as an illustrative example which reflects the attitude of land use policy and planning in Serbia towards the specific conditions and requirements that growers of GIs have to meet. The purpose of this study is to identify the role of urban land use planning within LT processes and the implications this has on urban agriculture, accordingly. The supporting framework used for quantifying LT in the period 2000–2018 was CORINE Land Cover (CLC), specifically Urban Atlas (UA) datasets for two time series between 2012 and 2018. Since a significant part of agricultural land registered as a GI in Futog was planned for conversion into construction land, the authors conclude that current forms of land use planning in Serbia are not adequate to ensure the protection of either urban agriculture or GIs. Given that there is a clear correlation between GI products and their place of origin, this study recognized the necessary inclusion of all protected agricultural areas, as well as areas with GIs, into legislation binding for land use planning in Serbia, with limitations in terms of new LT.

Peri-urban agriculture and land use change under global challenges for food security: urban planning perspective

AB  - Policies addressing food security issues are becoming an increasingly important agenda globe 
wide. The preservation of agricultural land and contribution of urban agriculture to food security is 
widely recognized as a need. The main treat to agricultural land use change (ALUC) is due to urban 
sprawl and land take, and the first under attack is the land in peri-urban areas. The current growth 
of ALUC is contrary to the principles of sustainability. The prevention of agricultural land loss and 
permanent land use change, i.e., land take is seen as the necessity and there is no dilemma on that 
issue (“no net land take”). 
Agricultural land within functional urban area (FUA) of Novi Sad face with strong land use 
change pressures. Starting from the broadly adopted theses that spatial and urban planning affect 
ALUC, the author analyses the experiences in urban planning practice regarding ALUC within part of 
Novi Sad FUA and analyses the effects of regulatory land policy instruments. The purpose of this 
approach is to contribute with such perspective to very modest domestic research practice on those 
issues. As a result, the extension of ALUC, which inevitably has implications on peri-urban 
agriculture in the context of food security, is perceived. With the reference to some international 
experiences on related issues, the author draws a parallel and concludes that binding legal 
framework providing protection of urban agriculture through land use planning practice is a key for 
the protection of agricultural land, especially high quality land within peri-urban area of Novi Sad.

Treatment of Natural Hazards Within Planning Documents in Serbia in Relation to Climate Change Issues

AB  - Corresponding to contemporary international frameworks that promote sustainable development following the adoption of the Paris agreement at the 21st  Conference on the Parties of the United Nations Framework Convention on Climate Change (UNFCCC), 17 sustainable development goals are specifically promoted, and, in addition to sustainability, resilience and, accordingly, disaster risk reduction. In this respect, the harmonization of global, regional and local development is conditioned by climate change issues. The Republic of Serbia (RS), according to the given scenarios, expects a rise in temperature and long-lasting droughts and fires, as well as more intense precipitations that could result in the occurrence of natural hazards such as floods, escarpments and other similar events. Thus, this paper provides an overview of the current planning framework that addresses the problem of preparing areas for emergency situations and disaster risk reduction with a special reference to these climate change issues and their impact in terms of natural disasters. An overview of selected case studies shows that disaster risk reduction is present in the planning documents—the spatial and urban plans—and that the natural hazards that have appeared within the last decade in Serbia have resulted in the initiating and innovating of the legal and planning bases, as well as concrete adjustments and amendments within the planning documents.

AB  - На глобалном нивоу постоји консензус о неопходној заштити
пољопривредног земљишта од трајне промене намене и деградација, његовог
рационалног коришћења и, тиме, посредног смањења притисака на остале
елементе животне средине. Политике које се баве питањима сигурности
хране кроз заштиту пољопривредног земљишта сада чине средишњу
тачку на међународној агенди, а у фокусу су нарочито висококвалитетна
пољопривредна земљишта у руралним залеђима градова. Са тог аспекта,
значајна је процена обима промена начина коришћења пољопривредног
земљишта. Кроз билансе планираних намена просторних планова јединица
локалне самоуправе проистеклих из одредница ППРС 2010-2020, односно кроз
индексе промена намена пољопривредног земљишта, аутори идентификују
обим промена и указују на који начин се на нивоу локалног планирања и
управљања дугорочно управља пољопривредним земљиштем. При томе,
овде се локални ниво планирања и управљања посматра искључиво са аспекта
просторног планирања, а не урбанистичког планирања. Циљ овог приступа
јесте да се у актуелном оквиру, када је отпочела припрема новог ППРС 2021-
2035, сагледају искуства у планирању промена намене пољопривредног земљишта у претходном периоду и дају препоруке за укључивање неких
одрживих приступа у локални ниво планирања и управљања земљиштем, те
за нову генерацију просторних планова у Србији.
AB  - At the global level, there is a consensus on the necessity for protection of
agricultural land from permanent change of use and degradation, its rational use
and, thus, indirect reduction of pressures on other elements of the environment.
Policies addressing food safety issues through the protection of agricultural land
are now at the center of the international agenda, with a particular focus on highquality
agricultural land in rural hinterlands. From that aspect, it is important to
assess the extent of changes in agricultural land use. Through the balances of
planned purposes of spatial plans of local self-government units derived from the
determinants of PPRS 2010-2020, i.e. through index of change in agricultural land
use, the authors identify the scope of changes and indicate how agricultural land
is managed in the long term at the level of local planning and management. At the
same time, the local level of planning and management is observed here only from
the aspect of spatial planning, and not urban planning. The aim of this approach
is to review the experiences in planning changes in agricultural land use in the
previous period and make recommendations for the inclusion of some sustainable
approaches in the local level of land planning and management, and for a new
generation of spatial plans in Serbia.

AB  - Demographic change, technological development and economic growth are seen in the group
of the largest global challenges nowadays. Even though it might not be intentional, they are interconnected and play role of cause and consequence for each other. The nexus between demographics and technology and their interactions have the power to stimulate or to hinder growth, therefore the question what features demographic structure should have in order to push technology and economy forward is relevant to answer.
Since the time known to humanity, global population increases. The increase has been also growing, meaning that humanity needed less and less time to reach additional billion – the 2 billionth, 3 billionth, 4 billionth, 5 billionth, and the 6 billionth took 123, 33, 14, 13, and 12 years, respectively. But, for the 7 billionth the humanity took 13 years, in addition to an estimation that the total population of the Earth will stop growing within the lifespan of people who live today. In addition, OECD estimates that there is going to be 51 elderly per 100 individuals of working age, which is only one among arguments proving another aspect of demographic change – aging population.
This paper aims at better understating of relations between demography, technology and economy in urban context of Serbia. Statistical data at the level of cities, as they are defined by the Law on Territorial Organization of the Republic of Serbia (2007), are analysed regarding all three aspects, including depopulation, population aging, education structure, working population capacity, employment in technology, etc. The analysed sections of data are interpreted in mutual correlation, thus indicating features of demographic change and their expected outcomes in technology and economics.

AB  - This paper starts from the fact that spatial and urban planning promote rational land use planning
and express interests in the sustainable development of land, water and related resources and
infrastructure. The authors here look for sustainable land use planning solutions in the domain of
water management within the spatial plans. A starting point of this paper is the fact that integration
of water management issues (i.e. drinking water management) into land use planning is essential in achieving sustainable development. Considering this, the paper focuses on analysis of land use
planning solutions given within three spatial plans that include areas of water supply reservoirs. The authors give an analysis of the set of measures prescribed by zoning ordinances within spatial plans concerning water protection and protection from water (i.e. flood water evacuation). The authors conclude that analyzed spatial planning documents give sustainable land use solutions, since land use planning, through the zoning, represent a starting point in water protection.

AB  - Land use and building regulation within protected natural areas in Serbia is
specific in comparison to areas without this status. Since urban plans define the rules
and conditions limited to urban settlements and locations of national priority (e.g.
tourism resort in natural protected areas), other areas, including significant parts of
protected natural areas, rely on spatial plans, which often contain elements of detailed
urban planning (i.e. regulation and building rules). Preservation of ecologic and
environmental functions is a priority in protected natural areas (particularly in zones
of I and II level of protection), but they are also eligible for controlled development
purposes in zone of III level of protection. Due to large distance from administrative
centre and institutions responsible for building inspection, it is not rare case in Serbia
that illegal building in protected areas makes them more exposed to illegal actions.
Therefore, this paper focuses on the role of spatial plans in balancing between land
use and building in protected natural areas on the one hand and nature protection on
the other hand. In-depth analysis of chosen spatial plans, here is given a comprehensive
review of building and land use postulates, regulations and different levels of protection
applied in spatial planning. Starting from the Spatial Plan of the Republic of Serbia 2010-
2020, analysis gives a major significance to four special purpose area spatial plans of
different kind: Gornje Podunavlje Special Nature Reserve, Tisa River Multifunctional
Ecological Corridor, Kopaonik National Park and Vlasina Landscape of Exceptional
Features. Finally, there is shown diversity and systematisation of existing measures, and
contribution to understanding of challenges and recommendations on future
improvements of methodology in planning and implementation of plans in order to
enhance balance between development and protection.

AB  - The paper provides a systematic, qualitative and critical analysis of the regulatory framework in the management, planning and use of urban construction land in Serbia and its effects on property rights. It explores and highlights – in current domestic research in the field of spatial planning – the insufficiently investigated aspects of the impact of urban land use regulation on urban land property rights. In the period after the Second World War, parallel with a variety of changes in urban land regulations, property rights regarding urban land in Serbia were accompanied by redistributions and transformations, supported by different legal measures (confiscation, nationalization, expropriation etc.). Recent changes, typical for the post-socialist transition period, have caused a new transformation in property rights and relate to the reattribution/redefinition of property rights, and the privatization and restitution of urban construction land. Taking into account the socio-historical and contemporary social context, in terms of the facts, the paper presents changes in property rights regimes concerning urban construction land that were created under the influence of various urban construction land regulations, with a pronounced regulatory role of spatial and urban planning. The starting observation that land use regulations affect property rights on land is examined and confirmed. The results of this analysis present a framework for urban land use regulations that affect property rights on urban land in Serbia.

AB  - Urban planning in Serbia sets the land-use and building rules and conditions but limited on
urban settlements and potentially on touristic centres in protected areas, particularly in the
mountains. The land-use and building regulation outside of urban areas is, therefore, dependent on
spatial plans of various purposes and territorial embracement. As monitoring over irregularities in
building and absolutely spontaneous construction in sparsely populated areas is more difficult than
in cities, countryside and nature protected areas in Serbia remain fragile and endangered by quality
decrease or devastation of their landscape values, identity and nature protection.
This research will present problems and challenges in spatial planning when it comes to
collision between building and nature protection. In relation to it, the article will reveal measures
contained in spatial plans in order to regulate building outside of cities by taking Spatial Plan of the
Republic of Serbia 2010-2020 as the base, and particularly four special purpose area spatial plans
prepared for nature protected areas as case studies. Thus, besides the goal to show diversity and
systematisation of existing measures in nature protected, this research will also contribute to
understanding of challenges and bring up recommendations about future improvements of
methodology in planning and implementation of plans in order to more successfully balance
between development and protection.

AB  - Taking into consideration the complexity and multidisciplinarity of the land useissues, the subject of this doctoral dissertation is limited to land use changes andland ownership changes from the spatial planning aspect. The research has alsocomprised the components of the land policy related to this issues (land tenure,land administration, land acquisition, etc.).Spatial planning has fundamental impacts on land control as a legal instrument ofthe state for the realisation of the public interest. In this regard, the task of spatialplanning is to find a balance between the owner’s right to use his/her land and thepublic interest, thus, in this sense, a link between the planning, legal frameworkand owner's rights to and interest in the land is crucial. A special attention in thedoctoral dissertation is paid to the forms of limitation of the land ownershipstemming from the state’s intervention aiming at the implementation of the publicinterest. The planning establishes the obligations and limitations on the land inrespect of land use, thus, as a rule, it implies the limitations of the land ownership(e.g. through the change in ownership relations, obligation of protection, rules forland development, etc.) or full exemption in land use change for the publicpurposes, which also requires entry in land registry (real estate cadastre, etc.).At the same time, the doctoral dissertation investigates the methods andprocedures of the recent approaches of strategic and integrated planning typicalfor sustainable planning and management of agricultural land. In this respect,there is an increasing need for evaluation of land resources in the process ofviplanning, as well as for integration of recent approaches in the prevention of landdegradation into this process, in order to adequately use the planning instrumentsfor careful control of agricultural land use change...

The planning establishes the obligations and limitations on the land inrespect of land use, thus, as a rule, it implies the limitations of the land ownership(e.g. through the change in ownership relations, obligation of protection, rules forland development, etc.) or full exemption in land use change for the publicpurposes, which also requires entry in land registry (real estate cadastre, etc.).At the same time, the doctoral dissertation investigates the methods andprocedures of the recent approaches of strategic and integrated planning typicalfor sustainable planning and management of agricultural land. AB  - Both the characteristics of Serbia's urban land policy, the delay in reforms and land development management of the Belgrade Metropolitan Area (BMA) illustrate the complexities following the reshaping of institutional framework under the conditions of economic and other uncertainties of societal transition. AB  - The paper analyzes the impacts of mining activities on sustainable land management in mining areas in the Republic of Serbia and Romania and discusses the main challenges related to the management of these issues in legislation and practice. Particular attention is paid to land disturbance, mine waste management and land reclamation, as well as access to land for mining purposes, the transfer of mining royalties and the partnerships of the mining industry, governments, communities and civil society for sustainable mining. Both governments are willing to provide the adequate role to mining in strengthening the national economies, but they face numerous constraints in this matter. Sustainable mining practices and consistent implementation of the mining for the closure planning approach, within an improved legislative framework and in cooperation with stakeholders at all levels, create conditions for the development of creative, profitable, environmentally-sound and socially-responsible management and reuse of mine lands.

AB  - Starting from the fact that land use regulations can directly affect assignment and reassignment of property rights over land, the authors examine the link between land use regulation and property rights in Serbia by analyzing relevant literature, as well as legislation and regulations. Current legal framework that regulates property rights over land is inconsistent in many parts, while the effects of land use regulations are very dependent on structural institutional transformations and interdependent on property rights. In this regard, the paper gives a critical overview of framework of property rights regime over land and urban construction and agricultural land regulation in Serbia. After reviewing existing literature, legislation and institutional regulation on the main issues of land use regulations and property rights, the authors discuss in particular redefinition of property rights over land, processes of privatization and restitution of land. The authors indicate that resolving property rights over land is very important both for social issues and for economy and regarding this, land restitution, supported by efficient land administration, is the precondition for successful privatization process.

AB  - Taking into consideration that growth of urban population has impacts on land use and that managing urban population change is one of the most important contemporary challenges, this paper deals with the sustainable development of peri-urban zones which represent important an environment where employment opportunities are developed and resources exploited (particularly agricultural resources) and environment where important recreational and leisure activities could be pursued. Within the review of current concepts and planning practices, the concepts of multifunctional agriculture and multifunctional landscapes in peri-urban zones are pointed out, as well as EU Developing Periurban Projects. The paper particularly focuses on the current situation in Serbia, where there is no specific legal basis for the planning of peri-urban areas, although there are positive examples of strategies, regulations and planning documents which treat agriculture and greenery in peri-urban zones in a sustainable manner.

AB  - As one of the signs of demographic change, population aging influences various spatial categories: economic activities, social features, land-use, perspectives for future development and more. Even though the process is indicative on a national level, there are significant differences among geographically and functionally distinctive regions. Based on considerable regional differences in the development of Serbia, this paper analyses the key problems of rural areas related to the interdependences of population aging and agricultural activities. Research on aging processes, changes in agricultural activities and their features is based here on the examples of two case studies. The Inđija and Knjaževac Municipalities have been chosen to represent geographically different regions - lowland and mountainous. This study uses both quantitative and qualitative approaches in order to achieve a better understanding of the situation. Statistical data were used to illustrate processes of aging and agriculture where data from two census years indicate a trend of changes. Interviews conducted with representatives of local government, entrepreneurs and local citizens from the villages are the source of information for quantitative analysis. Population aging and agriculture are examined separately, followed by an illustration of their interdependences.

Some measures for soil regulation in Belgrade peri-urban zone

AB  - The development of controlled and planned construction of peri-urban areas in Belgrade and Serbia did not exist in the last decades. Depending on different factors, urban area of Belgrade sprawles on fertile agricultural soil, often causing the accelerated or progressive changes in agricultural soil use. Evidently, that kind of city development is not sustainable from the viewpoint of natural resources protection (agricultural soil protection in the first place), nor from the viewpoint of entire environment protection. This paper analyses functional and environmental measures for agricultural soil use regulation in Belgrade region. Also, paper looks into the issues of concern for substantiation of means for soil regulation and protection in Serbia, especially in Belgrade, through analysis world's and domestic soil regulatives and new EU guidelines regarding sustainable soil use and urban development. The attention is drawn to protect agricultural hinterland of Belgrade region by basic planning arrangements.
