AB  - In 2018, the City of Belgrade signed the Covenant of Mayors for Climate and Energy in order to reduce carbon dioxide (CO2) emissions by at least 40% and enhance the city’s resilience to the effects of climate change by 2030. To implement these goals, a team (authors of this paper) was formed to develop a Sustainable Energy and Climate Action Plan (SECAP) based on the results of the Baseline Emission Inventory (BEI) and Vulnerability and Risk Assessment (VRA). The VRA involved determining CO2 emissions using an approach based on a series of activities and the reduction of GHG emissions. The impact of the provided climate change mitigation measures was assessed on the basis of a hypothetical baseline scenario (increase in demand in the BEI sectors and socioeconomic parameters). To achieve the mitigation objectives, it is necessary to implement projects in the field of energy efficiency, expand district heating, introduce renewable energy sources in the energy potential of the city, rationalize public lighting and traffic, and continue with intensive urban greening.

Opportunities and challenges of rehabilitation of abandoned industrial heritage sites in the context of former modernizations

AB  - Rehabilitation of abandoned industrial heritage sites can be a special opportunity, challenge and a driver of new possibilities for city development. Numerous examples of conservation, restoration and repurposing of such locations that have been implemented so far, demonstrate significant development potentials, that have influenced the culture, education, environmental, social and economic aspects of the development of the respective area. In the case of industrial complexes declared as cultural monuments, it is important to preserve their monumental value during the renovation i.e. to preserve their original characteristics by repurposing, repairs and interventions on existing buildings that bring them closer to modern requirements of use. Sometimes, these actions were aggravated precisely by the procedures that took place in the name of modernization and progress in the past of that industrial complex. The negative effects of changes that have taken place in the past in the name of progress and modernization of the factory complex, regarding the possibility of its rehabilitation, are identified and analyzed on the example of the factory complex declared as a cultural monument called "Sugar factory".

AB  - The City of Belgrade signed the Covenant of Mayors for Climate and Energy in 2018, thus obliging itself to: (1) reduce CO2 emission in selected sectors by at least 40%, (2) increase resilience towards climate change and (3) secure access to sustainable and renewable energy by 2030. To achieve this, the creation of the Green City Action Plan and the Sustainable Energy and Climate Action Plan commenced. Teams of experts from Serbia and other countries were involved in the creation of both Action plans coordinated by Mott MacDonald Ltd of the United Kingdom. One of the expert teams included researchers from the IAUS and th , eir external associates.

Hospitals` disaster resilience on the case of healthcare institutions of small capacity

AB  - In case of disasters, caused by natural hazards or antrophogene factors, it is important to preserve the function of health institutions. The World Health Organization has developed the HSI (Hospital Safety Index) method that can categorize a healthcare facility in terms of disaster safety in a simple and relatively reliable way. If a healthcare facility has a smaller capacity (up to 20 beds) it can be assessed using a simplified method of HSI according to the recommendations of the World Health Organization. By assessing the list of elements according to the recommendations, the potential weaknesses of the facilities that can lead to security threats can be preliminarily identified. On that basis, emergency interventions could also be defined in order to increase the safety of the healthcare facility. Paper uses methods (the standard HSI method and the method applied to small-capacity hospitals) for assessing the resistance on the selected case of a low capacity healthcare facility in Belgrade.

AB  - In case of disasters, caused by natural hazards or antrophogene factors, it is important to preserve the function of health institutions. The World Health Organization has developed the HSI (Hospital Safety Index) method that can categorize a healthcare facility in terms of disaster safety in a simple and relatively reliable way. If a healthcare facility has a smaller capacity (up to 20 beds) it can be assessed using a simplified method of HSI according to the recommendations of the World Health Organization. By assessing the list of elements according to the recommendations, the potential weaknesses of the facilities that can lead to security threats can be preliminarily identified. On that basis, emergency interventions could also be defined in order to increase the safety of the healthcare facility. Paper uses methods (the standard HSI method and the method applied to small-capacity hospitals) for assessing the resistance on the selected case of a low capacity healthcare facility in Belgrade.

AB  - Rehabilitation of abandoned industrial heritage sites can be a special opportunity, challenge and a driver of new possibilities for city development.
Numerous examples of conservation, restoration and re purposing of such locations that have been implemented so far, demonstrate significant development potentials, that have influenced the culture, education, environmental, social and economic aspects of the development of the respective area. A case study in this paper is the Sugar Factory in Belgrade, which was declared as a cultural monument. The factory site is a unique industrial and urban area, located in the spatial, cultural and historic ensemble of outstanding value “Topčider”. The Sugar
Factory is a monument of industrial development of the country and urban
evelopment of Belgrade and one of the few preserved factory sites of the late 19th century. The oldest buildings in the area are also architecturally the most valuable. Common to all buildings in the area is vulnerability due to inadequate use, non-maintenance, neglect and decay. To preserve the inherited monument values and popularize the rehabilitation of industrial architecture, it is necessary to improve and recover the Sugar Factory, with the affirmation of the architectural and urban values of the area and its historical features. Starting from the premise that this cultural heritage should be treated as a unique architectural and urban site which, with adequate conversion and reconstruction, can earn a significant place in the tourist offer and cultural life of the city, the paper will consider the negative effects that result from withholding the current situation as well as problems to refurbish this site as a whole.

AB  - Очување архитектонске баштине изискује њено коришћење на одржив начин што
се може постићи адекватним управљањем ризицима и применом мера ублажавања
рањивости у односу на штетне појаве. Део тих појава се односи на природне опасности
(земљотреси, поплаве, клизишта), а део је проузрокован људским фактором (пожари).
Климатске промене такође имају утицај на архитектонску баштину, па треба управљати
ризиком како би се смањила вероватноћа и утицај штетних појава (топлотни таласи,
олује, повећана количина падавина која узрокује поплаве). Како се емисија гасова са
ефектима стаклене баште сматра покретачем климатских промена, то се применом
мера енергетске ефикасности може позитивно утицати на њихово ублажавање, а
тиме и позитивно утицати на услове коришћења архитектонске баштине. На примеру
Народног позоришта у Београду и мера које су примењене или се планирају у погледу
рестаурације и енергетског унапређења зграда које су споменици културе, приказан
је позитиван остварени еколошки ефекат смањене енергетске потрошње и емисије
угљен-диоксида (CO2), што је истовремено и мера ублажавања климатских промена
као фактора ризика за одрживост архитектонског наслеђа.
AB  - The preservation of architectural heritage requires its use in a sustainable way that
can be achieved with adequate risk management and implementation of vulnerability
mitigation measures in relation to various harmful effects. Part of them is related to natural
hazards (earthquakes, floods, landslides), and the other part is caused by human factor
(fires). Climate change also has an impact on the architectural heritage, and therefore it
is important to properly deal with risk management in order to reduce the probability and
impact of harmful effects (heat waves, storms, increased rainfall causing floods). Since
the emission of greenhouse gases is considered the main cause of climate change, the
implementation of energy efficiency measures can have a positive effect on their mitigation,
as well as regarding the use of architectural heritage. Using the example of the National
Theatre in Belgrade and the measures already implemented or planned in terms of
restoration and energy improvement of buildings as cultural monuments, we presented a
positive environmental benefits that are achieved in reducing energy consumption and CO2
emissions, that is at the same time the climate change mitigation measure as a risk factor
for sustainability of architectural heritage.

AB  - Illegal construction in terms of its size and harmful consequences is a risk regarding to
the development goals of Serbia and must be solved by mitigation measures and
adequate management. Part of the illegal buildings in protected natural and historical
areas should be demolished with all the consequences it will produce in economic,
social and environmental terms, but which will, on the other hand, defend the general
interest that is unquestionable. The other part of illegal construction, much larger, can
be kept under certain conditions of the legal framework envisaged for this purpose. In
case of the entire settlements developed by spontaneous settling in the marginal city
areas with unappropriated land purpose and the rights of use, there was a gradual
urbanization that prompted the renewal of such settlements and the recovery of harmful
consequences in the wider environment. On the example of the Altina 2 settlement, this
paper explains the genesis and causes of the settlement development on the agricultural
land and the subsequent urban regeneration, performed for a long time at the initiative
of the settlement inhabitants and with the great efforts of the local community and the
City of Belgrade. The results of the subsequent mitigation of the harmful consequences
of illegal construction were analyzed in this case, as well as the individual and general
interests based on the Detailed urban plan Altina 2. The concluding observations
estimate the subsequent urbanization as a compulsory solution in which the harm
caused by illegal construction only partially mitigates, but the general interest is
subsequently and to a certain extent established. It also indicates importance of the
opportune spatial planning and the preparation of locations for residential and
commercial buildings, according to the commercial market requirements, as well as the
categories of socially vulnerable groups, with the aim to make an end of illegal
construction in the future.
AB  - Nelegalna gradnja po svojim razmerama i štetnim posledicama predstavlja rizik u odnosu na razvojne ciljeve Srbije i kao takva mora biti rešavana merama ublažavanja i adekvatnog upravljanja. Deo nelegalno podignutih objekata u zaštićenim prirodnim i istorijskim celinama mora biti srušen sa svim posledicama koje će to proizvesti u ekonomskom, socijalnom I ekološkom smislu, ali kojima će biti odbranjen opšti interes kao neupitan. Drugi deo nelegalne gradnje, mnogo većeg obima, može biti zadržan pod odredjenim uslovima prilagodjavanja zakonskom okviru predvidjenim u tu svrhu. U slučaju čitavih naselja, nastalih spontanim naseljavanjem rubnih gradskih područja na zemljištu neadekvatne namene i sa spornim statusom prava korišćenja, vremenom je dolazilo do naknadne urbanizacije kojom je pokušana obnova takvih naselja i sanacija štetnih posledica po šire okruženje. Na primeru naselja Altina2 prikazana je geneza i uzroci nastanka naselja na tada poljoprivrednom zemljištu i naknadna urbanistička sanacija obavljana u dužem periodu na inicijativu stanovnika naselja i uz velike napore lokalne zajednice i Grada Beograda. Analizirani su rezultati naknadnog ublažavanja štetnih posledica nelegalne gradnje u ovom slučaju i ostvareni pojedinačni i opšti interesi zasnovani na planskom aktu DUP Altina2. AB  - The paper will analyse some of the concepts and principles of green building in the context of cities adaptation to climate change, which could be applied more in Serbia in the future. Having in mind the problem and their impact on the adaptation, mitigation and resilience of cities to the new changes two different approaches have being considered.
The first approach considers the city area as an environment defined through plans on a different level that integrates defining rules and tools for adapting to climate change. The second direction is focused on the impact of independent projects, which can be the initiators of adaptation to climate change on a wider scale.
The paper will present two case studies from Belgrade, Serbia. The first one is the “Study of the possibility of installing solar photovoltaic panels on a flat roof of the market in Blok 44 in New Belgrade", whose investor is “JKP Gradske pijace” (PE City markets), The second study analyses the competition entry for the former Beobanka building in Zeleni venac, Belgrade. The project’s aim
was to determine the possible ways of integrating the principles of green building in the processes of adaptation of existing buildings to new uses.

AB  - Natural and technological disasters in the European countries have caused significant loss of life and damage to
structures and infrastructure, which has led to the ratification of conventions at world level in the field of disaster
preparedness (Hyogo Framework for Action and Sendai Framework for Disaster Risk Management).These strategies
were also adopted at the lower levels of national decision-making in order to establish risk reduction and control on
acceptable level. Since disasters can cause severe hazards on social infrastructure (healthcare facilities, schools etc.),
these objects should be specifically treated in urban and spatial plans in terms of resilience-improvement.
This paper presents methodology of Hospital Safety Index (HSI) adapted for the territory of Western Balkan
countries, on the case study of seismic risk zone in the Kolubara Region in Serbia. This zone has history of seismic
hazards, which have led to implementation of numerous spatial and urban plans for renovation and application of new
measures in risk reduction.
Main goal of the paper is to implement HSI as new methodology in spatial and urban planning, not only on healthcare
facilities, but also on the wider network of social infrastructure that were and still are jeopardized by seismic risk.
Also, the paper proposes measures and potential interventions for improvement of healthcare facilities in seismically
vulnerable region of Kolubara, based on HSI.

This type of risk is most often in educational institutions in Serbia and for this research there is an adequate supporting documentation. Therefore this paper represents the comparison of results of the applied methodology on the selected example (building of the Technical Faculties in Belgrade) and it gives the recommendations for incorporating other criteria (nonstructural safety, urban and architectural solutions) in the evaluation of fire risks.

AB  - The concept of smart city that has emerged as a response to the growing problems to which the world has been exposed over the last fifty years implies a set of multidisciplinary measures, ideas and policies oriented towards encouraging the development of human and technological resources of urban areas and their interaction aiming at enabling sustainable development and improving the quality of life of its population. All structures of different city systems in a smart city react in a clear and simple way through contemporary technologies and design. High technologies have for a long time influenced a new understanding of the role of architects and urban planners in the formation of the smart city concept. The paper highlights the problems that have led to a widely accepted concept of smart city, such as climate change, increasingly aggressive urbanization, excessive use of all resources, etc. The paper explains the role of architectural and urban planning profession in creating a smart city. Modelling of key systems of urban development requires the architects and urban planners to have new knowledge in different fields, as well as an interactive and creative approach to solving the set tasks. The philosophy of the profession is changing and new fields of activity are opening up, this being a challenge, but also an obligation to master the fields and skills on which the profession has not had influence so far. The architects and urban planners in teams formed in cities throughout the world for the purpose of conceiving this concept are losing the leading position in the processes of design and design management and are becoming equal amongst equals (in infrastructure system designs, amongst construction and traffic engineers, economists, sociologists, ecologists, programmers, city managers, management structures, equipment manufacturers, but also amongst city dwellers who are also becoming actively involved in this process, etc.). On the other hand, the development of new technologies has a positive influence on architecture and urbanism, particularly concerning the rational energy consumption and the use of renewable energy sources. Energy efficient buildings contribute to reducing the CO2 emissions, thus having significant positive effect on climate change. How to reconcile different interests and make the development of new technologies became a part of sustainable development is today one of the most important challenges in the profession, but also in the society as a whole.

abstract = "The concept of smart city that has emerged as a response to the growing problems to which the world has been exposed over the last fifty years implies a set of multidisciplinary measures, ideas and policies oriented towards encouraging the development of human and technological resources of urban areas and their interaction aiming at enabling sustainable development and improving the quality of life of its population. All structures of different city systems in a smart city react in a clear and simple way through contemporary technologies and design. High technologies have for a long time influenced a new understanding of the role of architects and urban planners in the formation of the smart city concept. The paper highlights the problems that have led to a widely accepted concept of smart city, such as climate change, increasingly aggressive urbanization, excessive use of all resources, etc. The paper explains the role of architectural and urban planning profession in creating a smart city. Modelling of key systems of urban development requires the architects and urban planners to have new knowledge in different fields, as well as an interactive and creative approach to solving the set tasks. The philosophy of the profession is changing and new fields of activity are opening up, this being a challenge, but also an obligation to master the fields and skills on which the profession has not had influence so far. The architects and urban planners in teams formed in cities throughout the world for the purpose of conceiving this concept are losing the leading position in the processes of design and design management and are becoming equal amongst equals (in infrastructure system designs, amongst construction and traffic engineers, economists, sociologists, ecologists, programmers, city managers, management structures, equipment manufacturers, but also amongst city dwellers who are also becoming actively involved in this process, etc.). AB  - Ssistemi ocene održivosti objekata i njihovog okruženja (LEED, BREEAM, CASBEE, DGNB, Green Star) na više ili manje direktan način, uzimaju u obzir faktore medjusobnog uticaja objekta i okoline. Sistem koji najdirektnije pokazuje korelaciju postignutog kvaliteta i uslovnosti objekta i njegovog dejstva na okolinu je sistem razvijan u Japanu, CASBEE sistem. Mera održivosti objekta u ovom sistemu iskazuje se BEE (Building Environmental Efficiency) indikatorom, dobijenim odnosom poena koji vrednuju postignuti kvalitet-Q i poena koji iskazuju opterećenje-L, objekta na okruženje. Veće vrednosti BEE indikatora upućuju na visok stepen održivosti predmetnog objekta.
AB  - Systems for sustainability assessment of buildings and surroundings (LEED, BREEAM, CASBEE, DGNB, Green Star) in more or less direct way, takes into account factors of interaction between buildings and neighborhoods. System which most directly shows the correlation between the achieved quality and conditionality between buildings and surroundings is the system developed in Japan, the CASBEE system. The measure of sustainability in this system is expressed in Building Environmental Efficiency (BEE) as an indicator which is based on the results of separate scores obtained for quality and load reduction. Higher values of BEE indicate a high level of sustainability of the subject building.
