Implementation of Urban Solution for New Faculty Facilities within Spatial Historical and Cultural Units—A Case Study of Belgrade, Serbia

AB  - The focus of this study is buildings for public purposes, specifically for higher education,
planned in zones of spatial cultural-historical units. Sustainable urban planning in areas with
cultural-historical heritage is a particular challenge since the higher education facilities themselves
have their own functional requirements, which are much easier to fulfill in “softer” locations. The
research objective is to prove the hypothesis that it is possible to indicate a prescription for the
practical application of the theoretical model and define the necessary steps to achieve the best
sustainable quality results in practice. The paper analyses the associated process, relational settings,
circumstances, participants, and timelines, and it presents the results of final designs based on two
parallel case studies of new capital buildings for the University of Belgrade. Methodologically it
gives an overview of the context, referring to other research and examples, detailing chosen case
studies, and describing their backgrounds, conditions and requirements, frameworks, chronologies,
approaches, and results. The discussion concludes with theoretical models originating from the
comparison of implemented steps in the process of creation and evaluation of architectural ideas
and summarized similarities and differences, aiming that there is a common model suitable for
further applications. The practical result of the research is findings about the pathway for the best
original planning solution emphasized through the institution of urban architectural competitions as
a mandatory step, recommending wider participation of experts in the process of evaluation.

Relationship of urban planning and decision making and the impact on the quality of proposals

AB  - Raising the quality of life in the city as well as the protection of the public interest and sustainable urban living goals, in the broadest possible sense supposed to be in the focus of all participants in the planning and designing process. In contemporary urban planning practice in Serbia, it became rare when the sphere of politics completely believes and overhangs to the professionals and experts to provide adequately solutions, without interfering and imposing of own interest. Also, there are common examples of the absence of the public support to the planned changes in the urban area. Even when economic interest is not in the foreground, but plan primarily concerns the shaping of public space and supplement with adequate facilities, there may be differences in the perception of the site characteristics and its potentials. Despite the formal respect of statutory procedures, if the goal is implementation of in advance determined decisions, the role of the planning is denyed and negated, and participation is tantamount to formalism. The Authors give an insight to the personal experience, the parallel work on several urban plans, similar to the characteristics of the site and dominant engagement of the public interest, noting the large differences in the freedom of the professional team to provide their complete vision of space. This leads to the conclusion that it is far better if the sphere of politics recognizes only the basic programme and key needs in the space and have no other ideas, especially those of the revolutionary and megaloman manner, that sometimes have only purpose to symbolize ''their'' era.

Energy Efficient Kindergartens in Belgrade: Critical Analysis of Good Practice of Competition Solutions Implementation

AB  - The paper critically analyzes the process of realization of energy efficient kindergartens in the City of Belgrade whose solutions are obtained in the open public urban architectural competition. The process initiated, financed and realized by the city government of the City of Belgrade is an example of an effort toward meeting the EU directives and achieving the Energy Community objectives in the field of energy efficiency and usage of renewable energy sources, where facilities for public use must lead and be examples of the best practice. The whole process is analyzed, starting from planned conditionality of urban-architectural competition announcement through special conditions concerning energy efficiency and usage of renewable energy sources to construction and use of zero energy kindergartens, with a special analysis of the energy efficiency parameters of one of the kindergartens chosen as a representative of a good practice of competition solutions implementation of energy efficient facilities for the public use.

AB  - The paper analyzes the potential of renewable energy sources within the area of City of Belgrade, and explores the possibilities of their further implementation in the field of renewable energy sources and energy efficiency, in line with mandatory EU Directives. A synergetic approach has been proposed in the recommendations for the implementation of goals/targets and policies in the fields of renewable energy sources and energy efficiency in the City of Belgrade. They put an emphasis on the importance of implementation of the strategic documents of the City. Recommendations on have been provided regarding the required institutional preconditions that have to be met in order for these goals to be achieved, as well as urbanistic and building design-related measures/standards in achieving energy efficiency.
AB  - U radu su analizirani potencijali obnovljivih izvora energije područja Grada Beograda i istražene mogućnosti njihove dalje implementacije u oblasti obnovljivih izvora energije i energetske efkasnosti, u skladu sa obavezujućim dirketivama EU. Predložen je sinergijski pristup u preporukama za implementaciju ciljeva i politika Grada Beograda u oblasti obnovljivih izvora energije i energetske efkasnosti, sa naglaskom na važnosti implementacije strateških dokumenata grada.
