Micro-location analysis in municipal solid waste management – comprehensive use of GIS in the Serbian villages

AB  - The problem of waste management in rural areas In Serbia has not been the subject of detailed specific researches, since most of the research has been directed towards the study of means, mechanisms and procedures of waste elimination in urban settlements. The reason for the reduced scope of research in this field occurs in the fact that rural settlements can not be considered as adequate subjects due to usual deficiency of specific data (population number, fluctuations, quantities of waste, waste composition, methods of eliminating waste, etc.). In addition, for several decades villages in Serbia have eliminated waste primarily spontaneously. This has proven difficult to research because of the variations of methods applied to each specific locale, and the different environmental variables. Unlike the existing, plan-based criteria for defining locations for waste elimination (i.e. hypsometry, slope angles, distance from waster-reservoirs, watercourses, infrastructure, natural and cultural assets, etc.), in villages these criteria are based on the patterns of behavior, customs and habits of the local population, as well as participation of local stakeholders in waste management. On the other hand, there is a significant problem in the absence of the Serbian and European legislation in this field. This paper will point to the possibility of changing the common practice in selection the location for waste management in rural areas, as well as some new methodological procedures (socially based GIS). The European theory and practice recognize new concepts of landfill sites selection in rural areas based on interdisciplinary research using multi-criteria analysis and model-based approaches to site selection, based on pre-defined location criteria and parameters (geographical, geomorphologic, hydrological, etc.). This paper will present the results of a research conducted in rural communities located in the Stara Planina Mt. Nature Park in Serbia. Through testing the initial hypothesis on the differences, but also correlations, between the criteria of open landfills created in rural areas and the location conditions given by theoretical parameters, as well as scientific bases (deterministic model), a location-specific model, corresponding to the research polygon, has been created for the simulation and evaluation using the GIS environment and with the support of the AHP and SAW methodologies. The research has been conducted using the ArcGIS Spatial Analyst software with the aim to stress the importance of using mathematical and geo-statistical analysis in the planning practice.

AB  - Vlada Srbije je 2021. godine usvojila set zakona iz oblasti energetike, od kojih je najznačajniji: Zakon o korišćenju obnovljivih izvora energije. Ovaj zakon je omogućio javnu prodaju električne energije iz obnovljivih izvora energije u skladu sa smernicama o državnoj pomoći. Novina koju ovaj zakon uneo je pojam kupac-proizvođač (prozjumer), označavajući krajnjeg kupca koji je poseduje sopstveni objekat za proizvodnju električne energije iz OIE, pri čemu se proizvedena električna energija koristi za sopstvenu potrošnju, a višak proizvedene električne energije isporučuje u distributivni sistem. 
Prema ovom zakonu nisu postojala ograničenja koja se odnose na instaliranje elektrane maksimalne snage za domaćinstva i pravna lica, međutim u aprilu 2023. godine došlo je do promene zakonske regulative s Zakonom o izmenama i dopunama Zakona o korišćenju obnovljivih izvora energije, na osnovu koga su kupci-proizvođači ograničeni da instaliraju elektrane maksimalne snage do 10,8 kW za domaćinstva, odnosno do 5 MW za pravna lica. Od stupanja zakona iz 2021. godine do jula 2023. godine u Srbiji je preko 1300 domaćinstava i više od 450 pravnih lica dobilo status kupaca-proizvođača, sa ukupno instalisanom snagom od oko 20 MW. 
Rad istražuje ulogu prozjumera u primeni obnovljivih izvora električne energije na prodručju Srbije, osvrćući se na prepoznate prepreke i mogućnosti. U uvodnom delu daje osvrt na evropska iskustva i iskustva zemalja u okruženju, gde je nakon toga rad kroz formu anketnog upitnika ispitivao trenutne probleme prozjumera na teritoriji Srbije, mapirajući konkretne proceduralne, finansijske i druge problematične aspekte, ali i motivacije aktivnih prozjumera. Takođe rad ispituje stav prozjumer, kao i nadanja, u odnosu na postojeću i buduću zakonsku regulativu, gde se ističe negativan odnos ka procedurama koju prozjumeri prolaze u registraciji, inertnosti sistema, ali i delimično pozitivan odnos ka unapređenju zakonske regulative iz 2023. godine. Sprovedeno istraživanje predstavlja polazni poligon za planirano masovnije ispitivanje posledica zakonodavnih promena i iskustava kupaca-proizvođača, a u cilju unapređenja celokupnog procesa u budućnosti.
AB  - In 2021, the Government of Serbia adopted a set of laws in the energy field, the most significant of which is the Law on the Use of Renewable Energy Sources. This law enabled the public sale of electricity from RES following state aid guidelines. The novelty introduced by this law is the term customer-producer (prosumer), denoting the end customer who owns his facility for the production of electricity from RES, using the produced electricity for his consumption, and the excess electricity is delivered to the distribution system.
Law posed no restrictions related to the installation of a maximum power of a solar plant for households and legal entities; however, in April 2023, the Law on Amendments to the Law on the Use of Renewable Energy Sources limited the prosumers’ installing maximum power to 10.8 kW for households, or up to 5 MW for legal entities. From 2021 until July 2023, over 1,300 households and more than 450 legal entities in Serbia received buyer-producer status, with a total installed power of more than 20 MW.
This paper researches consumers’ role in the RES application in Serbia, focusing on recognised problems and opportunities. In the introductory part, the paper gives an overview of European experiences and the experiences of countries in the surrounding area, after which the paper examines the current problems of prosumers in Serbia, emphasising specific procedural, financial and other potentially problematic aspects as well as the motivations of active prosumers for the use of the OIE, through the form of survey research. The paper also examines the attitude of prosumers, as well as hopes, concerning existing and future legislation. The paper points out the partly negative attitude of prosumers towards the procedures that prosumers go through in the registration process, and the inertness of the system, but also a positive attitude towards improving the legislation from 2023 is highlighted. The conducted research is a starting point for the planned further mass examination of the consequences of legislative changes and buyers-producers’ experiences, intending to improve the entire process in the future.

Assessment of brownfield locations in ten cities in Serbia: a comparative study and new ideas for improvement

AB  - Brownfield sites, characterized by abandoned or underutilized industrial or commercial properties, pose significant environmental, economic, and social challenges to urban areas. This paper aims to assess the prevalence and characteristics of brownfield locations in ten cities in Serbia and provide a comparative analysis of their potential for redevelopment. The undertaken research was developed for the World Bank Group and SECO project “Technical assistance: Strengthening capacities of local self-governments in Serbia towards low-carbon and resilient urban development investments”, and the ten cities were chosen based on the initial survey as cities of interest to the project. 
Using a combination of qualitative and quantitative research methods, as well as questionnaires developed for the purpose of research data was collected on brownfield sites in Niš, Novi Sad, Kragujevac, Kraljevo, Šabac, Zrenjanin, Novi Pazar, Sombor, Užice and Leskovac. Some of the cities provided the data of brownfield sites within various databases which encompassed basic (geographical) data about the location, site histories, environmental conditions, land use restrictions, ownership status, original and potential purpose, existing infrastructure and accessibility. 
Future studies can build upon these findings by exploring specific redevelopment strategies tailored to the distinct challenges and opportunities presented by each city's brownfield diversity.

AB  - Sustainability transition in urban settings requires planning and governance practice to
re-evaluate and reimagine the local community’s quality of life, including but not limited to
the domains of social wellbeing and accessibility to the services of general economic
interest and public space, sustainable forms of commuting, climate change adaptation,
green and low carbon development and economy, environmental protection and disaster
risk reduction (Green Agenda for the Western Balkans, 2020). The general public and nonexperts
have an important role in informing planning policy and practice about current
needs, capacities and anticipated risks in urban settings, which calls for re-examining of
the traditional decision-making hierarchies. Serbia recently adopted a cycle of policy
documents supporting participatory action at all levels of decision-making in line with the
opening of Chapter 22 –Regional policy and coordination of structural instruments as part
of the European Union accession trajectory, as well as the sub-goal 11.3 of the United
Nations Agenda 2030 to enhance inclusive and sustainable urbanization and capacity for
participatory, integrated and sustainable planning and governance in human settlements.
This paper outlines the objectives and instruments for the operationalization of public
participation in the recent policy framework and discusses some of the practical
experiences in planning and governance in ten Serbian cities. Methods used were semiopen
questionnaires with representatives of local urban planning departments, qualitative
content analysis of adopted urban plans, publicly available reports on conducted citizen
participation and stakeholder involvement, and local strategic documents, and, participant
observation at joint workshop with city representatives. The results indicate that urban
planning and governance practices require space for learning and experimentation, where
open and inclusive participation, as well as related empowerment, represent a necessary
condition for an urban sustainability transition. The undertaken research with city
representatives was supported by the World Bank Group and SECO project “Technical
assistance: Strengthening capacities of local self-governments in Serbia towards lowcarbon
and resilient urban development investments”.

AB  - У професионалним круговима се често стиче утисак да су стање у нашим урбаним срединама и однос према природном окружењу одраз недовољне пажње посвећене едукацији свих генерација и подизању свести о овој теми. Слика наших насеља је заправо
слика нас самих. Из тог разлога, и из жеље да најмлађима приближе и објасне стручне теме на адекватан и прихватљив начин, да развију љубав према окружењу и свест о квалитету живота, неколико институција и организација покренуло je независне програме едукације. Ови програми и радионице реализују се делом волонтерски или у оквиру активности везаних за поједине манифестације, пројекте и редовне делатности појединих институција, а осмишљени су као допуна образовно-васпитним програмима у предшколским установама, школама и на факултетима.
У раду се анализирају познати приступи, методе и технике партиципације младих, приказани кроз изабран преглед литературе. Такође, наводе се примери неколико различитих едукативних радионица спроведених на тему архитектонског обликовања, урбанистичког планирања, заштите градитељског наслеђа и очувања еколошких коридора, у неколико београдских стручних институција и организација. На основу стечених искустава и запажених резултата формира се низ препорука за организацију и спровођење овог вида едукације. Циљ рада је да укаже на значај, могућности и бенефите едукације подмлатка у смислу схватања и бриге о простору који нас окружује, као и о другима са којима тај простор делимо. Партиципација у креативном процесу доприноси прикупљању запажања, идеја, визија и исказивању потреба, са могућношћу њихове реализације.
AB  - In professional circles, it often seems that the state of our urban environment and attitude towards the natural environment reflect a lack of attention devoted to educating all generations, and a lack of awareness raised on this topic. The picture of our settlements is actually a picture of ourselves. For this reason, and the desire to draw young people in and explain professional topics to them in an adequate and acceptable way, and to develop a love of the environment and awareness of the quality of life, several institutions and organizations have launched independent education programs. These programs and workshops are implemented partly voluntarily, or within activities related to specific events and projects and the regular activities of individual institutions, and they are designed as a supplement to educational programs in preschools, schools and universities.
The paper analyzes known approaches, methods and techniques related to youth participation, shown through a selected review of the literature. Also cited are examples of several different educational workshops in some of Belgrade’s professional institutions and organizations, based on architectural formatting, urban planning, the protection of built heritage and the preservation of ecological corridors. Based on the experiences acquired and the observed results, a series of recommendations are formed for the organization and implementation of this form of education. The aim of the research is to highlight the importance, possibilities and benefits of educating
young people in terms of understanding and caring for the space that surrounds us, as well as others with whom we share that space. Participation in the creative process contributes to gathering observations, ideas, visions and expressing needs, with the possibility of their application.

Behavior issues and safety aspects in the real and virtual spaces

AB  - The paper focuses on the similarities, differences and correlations between the real and the virtual environment, based on the issue of user safety and on establishing rules of behavior.  Real environment is rapidly moving into the virtual world, becoming a parallel space for meeting and exchanging but without physical contact. Network of streets and squares as gathering places are being replaced with social media networks. It's common that the public spaces are 'equipped' with Wi-Fi, ‘digitally networked’ and users are ‘connected’ to their mobile phone and ‘disconnected’ from a real-world environment. Attention is focused on the screen, but not on whoever's sitting on the bench next to us. The virtual world offers more interesting or dynamic content.  Recent pandemic conditions and isolation have significantly accelerated the process of transition. Socializing, working and education from home, absence of people in public spaces, were the 'new reality' imposed quickly. 
Fear in the urban environment is not caused by the physical space, but by personal sense of insecurity from others who can take advantage of certain characteristics of space for their intentions. Cybersecurity can be understood in the same way. It offers a range of possibilities, almost no restrictions, but at the same time it is suitable ground for abuse. It is a place where there is no delay and can be said whatever is desired, even if it is offensive, where information is manipulated, where personal data are often insufficiently protected. With all the advantages and benefits of performing everyday needs, we are not aware how dependent we are on this new 'world’ and how much time we spend in it. Basic rules in the virtual online space should be similar to the accepted form of behavior in offline mode: anything that is unacceptable or prohibited offline should be avoided online too.

AB  - This paper elaborates the problems which science and the profession are facing, in relation to the development of new technologies in the function of smart cities in architecture and urbanism, with a special focus on large cities. What high technologies bring to us, and what they deprive us of, is increasingly becoming a sociological and philosophical question. Armies of scientists, experts of various profiles, politicians, journalists and even artists have been engaged in research aimed at mitigating the negative effects of climate change on large cities, increasing their resilience and the ability to adapt to numerous challenges. However, humanity, especially in cities, is reacting inadequately and inefficiently in the face of climate change. Huge funds are spent in different ways, the profits of individual countries, banks and individuals are too high, and the results achieved at the global level are not impressive. 
On the other hand, the development of new technologies has contributed to the great progress of cities around the world, but it is often a kind of illusion. Reality has been replaced by virtual reality. Economic power, consumerism and profit have become a new ideology in many areas, and it is especially visible in construction. The position of investors and politicians, in fierce competition for prestige and gaining material profit through fast and low-quality construction in cities, is becoming an important segment in the strategy of many, especially developed countries. All this further widens the gap between rich and poor across the planet. New technologies, sustainable development, new concepts in urban planning are visible, but often powerless to face the demands of big capital and economic arguments, which impose a new paradigm not only in planning, but in all spheres of society.
Are the experts and scientists numerous enough, well-trained, how much of them believe that can face, stop and resolve some of the negative trends of new technologies, to make the most of positive opportunities and adapt them to sustainable development, is probably one of the biggest dilemmas and challenges of our time. In addition, there are numerous ethical questions in the work of experts and dilemmas - whether it is possible and how to resist such large-capital development and how to justify the paradigm of a sustainable and resilient city.

AB  - Participatory and educational processes in urban planning and design have not experienced significant steps forward or transformations during the last decades of the 20th and the first decade of the 21st century. However, with the emergence of the Covid 19 pandemic, the current paradigm related to the need for active public participation and education directly related to urban planning and decision-making is changing, and new virtual space settings of participation are defined. These circumstances raise the question of continuing active participation activities in a (permanently?) changed environment and facing the obstacles caused by the global pandemic. 
New experiences gained during the pandemic, and in light of the growing digitalization and migration of various spheres of engagement in virtual space, indicate the need to change the paradigm engagement of planners as educators whose presence is necessary in the offline world. Having that in mind they can achieve wider possibilities in overcoming the communication boundaries from a narrow space to the territory of the whole world. In addition, this leads to significant reduction of fuel consumption needed to overcome distant destinations and, consequently, reducing the carbon footprint. On the other hand, this type of communication allows relaxation of all participants who from their own homes can have a real experience of participating in the conference, lecture or seminar.
However, this type of dialogue also has significant negative consequences, which are reflected in increased alienation between interlocutors/participants, frequent misunderstandings and inadequate communication due to technological barriers, as well as participants intertia resulting from long exhausting conferences without real interaction. 
On the examples of dialogue, education and participatory processes within the INTERREG ConnectGREEN project this paper will review the positive and negative repercussions of new mechanisms of participation and possible directions for achieving active participation and education that would be realized hybridlike.

AB  - The paper focuses on the similarities, differences and correlations between the real and the virtual environment, based on the issue of user safety and on establishing rules of behavior.  Real environment is rapidly moving into the virtual world, becoming a parallel space for meeting and exchanging but without physical contact. Network of streets and squares as gathering places are being replaced with social media networks. It's common that the public spaces are 'equipped' with Wi-Fi, ‘digitally networked’ and users are ‘connected’ to their mobile phone and ‘disconnected’ from a real-world environment. Attention is focused on the screen, but not on whoever's sitting on the bench next to us. The virtual world offers more interesting or dynamic content.  Recent pandemic conditions and isolation have significantly accelerated the process of transition. Socializing, working and education from home, absence of people in public spaces, were the 'new reality' imposed quickly. Fear in the urban environment is not caused by the physical space, but by personal sense of insecurity from others who can take advantage of certain characteristics of space for their intentions. Cybersecurity can be understood in the same way. It offers a range of possibilities, almost no restrictions, but at the same time it is suitable ground for abuse. abstract = "New experiences in public participation gained during the pandemic, and in light of the growing digitalization and migration of various spheres of engagement in virtual space, indicate the need to change the paradigm engagement of planners as educators whose presence is necessary in the offline world. There are wider possibilities in overcoming the communication boundaries from a narrow space to the territory of the whole world. In addition, this leads to significant reduction of fuel consumption needed to overcome distant destinations and, consequently, reducing the carbon footprint. On the other hand, this type of communication allows relaxation of all participants who from their own homes can have a real experience of participating in the conference, lecture or seminar.
This type of dialogue also has significant negative consequences, which are reflected in increased alienation between interlocutors/participants, frequent misunderstandings and inadequate communication due to technological barriers, as well as participants inertia resulting from long exhausting conferences without real interaction. 
On the examples of dialogue, education and participatory processes within the ConnectGREEN project- .... this paper will review the positive and negative repercussions of new mechanisms of participation and possible directions for achieving active participation and education that would be realized hybrid",

Citizens' participation during COVID-19 pandemic: Lessons for the future

AB  - Since the beginning of the Covid-19 crisis, the scientific community around the world has been trying to explain and study many newly formed issues, from health problems, but also to how the city can function in adaptation to changing environment with the importance of citizen participation. The focus of these issues is mainly on city areas that have been the biggest hotbeds of infection and have seen the biggest shift in the way these areas function on daily basis. This paper gives a brief overview of some research that primarily relates to the role of how pandemic motivated the change in participation methods and how we perceive meeting spaces in physical and online spheres. Part of the paper descibes the importance of citizen participation in emerging conditions along with chosen case study of the ConnectGREEN project’s participation process during live and online workshops organized from 2019 to 2021, in which the authors of this paper participated. 
Lessons learned through research and projects aim to help understand the impact of specific, often unforeseen situations, that can change existing patterns of urban planning and design, but also change and challenge the existing quality of life, show the need for proper community involvement, good governance, etc. The paper concludes that future cities will have a semi-online way of functioning, which in the post-pandemic period opens new possibilities in different public initiatives (some already started in various cities), and also creates specific conditions with advantages and disadvantages for participation in wider initiatives, but also in scientific and similar small projects.

AB  - Participatory planning, as a way to reform spatial and urban planning and design during the global pandemic of virus COVID - 19 in 2020 is undergoing a serious transformation, not only in form, appearance, but also in the essential, significant sense. In this regard, the current paradigms of the need for active public participation directly related to spatial and urban planning and decision-making through public workshops, round tables, discussions and debates that require the physical presence of participants are changing. Having that in mind new participatory settings are defined and they are migrating to virtual space. New circumstances raise the question of continuing active participation activities in a (permanently?) changed environment and defining new, hybrid ways of engaging stakeholders in participatory planning activities. Thus, the participatory tools and instruments used in the pre-pandemic are changing significantly, opening new opportunities for the active participation of experts in projects of wider community importance.
The paper will consider previous ways of engaging stakeholders in spatial and urban planning processes, as well as opportunities to change the participatory paradigm, which may now include hiring remote experts, where territorial distance is no longer an obstacle to participation. Through examples of different types of engagement in pandemic and post-pandemic conditions, advantages and critiques of new hybrid ways of participation will be given.

AB  - Development in regions with extensive mineral extraction leads to employment increase with economic and demographic growth on the local and regional level, as well as numerous negative effects during and after the extraction period. This paper reviews and systematizes social impact methodologies, criteria, and indicators for mining regions. The research indicates the necessity of analyzing social impacts based on communication and cooperation with the local community. There is an evident need for an ex-post study that applies social impact assessment techniques and indicators for decision-making improvement.

AB  - Održiva urbana mobilnost je važan deo urbanog planiranja, koji u sebi integriše ekonomske, ekološke, energetske i društvene uticaje. U većini gradova u Srbiji, ali i u svetu urbana mobilnost se zasniva se na konceptu prekomernog korišćenja individualnih vozila, koja troše goriva bazirana na fosilnim izvorima energije. To dovodi do zagušenja u saobraćaju sa visokim nivoom zagađenja i buke u gradovima, pojave toplotnih ostrva, gubitka vremena i mnogih drugih negativnih pojava u različitim sferama ljudskog delovanja. Rad analizira ove pojave i predlaže neka od mogućih rešenja koja se pre svega odnose na primenu obnovljivih izvora električne energije (OIEE) u oblasti urbane mobilnosti. Korišćenje električne energije za pogon vozila, ukoliko ona ne potiče iz obnovljivih izvora ili reciklažom otpada nije rešenje koje se uklapa u koncept održivog razvoja. U radu se dalje analizira koncept transportnih sistema koji podstiče razvoj i drugih oblika saobraćaja zasnovanih na korišćenju novih tehnologija, kao i sprovođenje koncepta pametnih gradova.
AB  - Sustainable urban mobility is a significant part of urban planning, which integrates economic, environmental, energy, and social impacts. In most cities in the world and Serbia, urban mobility is based on the excessive use of individual vehicles, which consume fuel based on fossil energy sources. That leads to traffic congestion with high degree of pollution and noise in cities, the appearance of heat islands, loss of time, and many other negative phenomena in various spheres of human activity. The paper analyzes these phenomena and proposes possible solutions primarily related to renewable sources of electrical energy (REES) application in urban mobility. Using electricity to drive vehicles, if it does not come from renewable sources or recycling waste, is not a solution that fits into sustainable development. The paper further analyzes the concept of transport systems that encourages the development of other forms of traffic based on the use of new technologies and the implementation of the Smart Cities concept.

The Repercussion of the Heating Degree – days on Climate Changes in Big - sized Cities – case study of the city of Belgrade

AB  - The main objective of this manuscript is an analysis and a particular review of the heating
degree-days for a long time period (1925-2018) in the big-sized cities. In this regard, daily air
temperatures outside are important with stress on hourly and half-hourly values of air temperature which
should facilitate the- determination of heating demands for different type of buildings. Multifarious
criteria for calculating degree-days of heating and their comparison have been clarified. Different
countries with different threshold temperature parameters for buildings of multifarious purposes were
enumerated. There is noticeable decreasing of the values of heating degree-days in the big-sized cities,
which is the result of climate changes. This is essential for intermittent heating of the households and
office buildings, which is the instrument to prevent squander of energy. The regulation of threshold
temperature with the aspect of thermal comfort of inhabitants has been considered, too. All of
the paper´s hypothesis were elaborated on the territory of the Serbia´s capital city Belgrade.
