AB - In 2019, Serbia adopted its first national urban policy. This document was established through a communicative process during 2018–2019, formally encouraging urban governance as a practical innovation in Serbia’s planning doctrine. The main aim of this research is to explore institutional capacity development within a live setting of the policy formation process. The participants of this process are the primary subjects of the research. Data was collected through participatory events in four instances during the process. The concept of institutional capacity development is used in this paper as a basic framework to assess knowledge, relational and mobilisation capacity for urban governance. The main contribution of this paper is providing an understanding of the challenges and potentials for establishing urban governance practices in a post-socialist country planning context. Findings indicate an increase in the participants’ knowledge and understanding of governance instruments such that coordination and cooperation are continually unfolding. The identified challenges relate to the mobilisation capacity and fragility of institutions and resistance to change, while a need to deal with complexity and uncertainty remains present.

AB - Open public spaceis usully seen as physical, but also dialogic space that promotes social responsibility and affectsthe quality of life of citizens. Public participation in planning and design of such spaces has been observed as a fundamental emanation of democracy. This paper considers the effects of applying participatory approach to the urban design of open public spaces as a practical experimentin teaching. Different levels and methods of participation were used in order to
identify main problems and potentials for the use of public space, formulate goals and priorities, and re-evaluate the concepts of urban design. Acquiring knowledge is considered to be the most important result of a dynamic approach, directed towardslearning and achieving new skills. Thus,
this paper suggests that the capacity development through participationmay be seen as a basis for the future community development, and longitudinal care forthe public space as common good.

AB - After 6 years of Serbian-German cooperation in the field of urban land management, some
steps towards sustainable urban land management in Serbia have been taken. Existing
instruments have been adapted and new ones introduced with the objective to improve
the ecological, economic and social sustainability of urban land management processes
and their outcomes. Several new instruments, planning and management approaches
have been tested, professionals have been trained, and the regulatory framework has
been partly adjusted.
