Effects of Unplanned Space Utilisation on Water Resources of Serbia

AB  - The activities of man have been concentrated around water resources since the dawn of civilization, water being his primary existential need and a precondition for all other activities, such as agriculture, transport or tourism. Only recently have water resources been considered in the context of specific and highly significant landscape value of space to be taken into account in space planning and management. However, in the Republic of Serbia, the last decades, considered transitional towards standards of developed countries in all social areas, have witnessed mostly unplanned development and the so called investor planning, having serious negative implications for water resources, space, landscape, and the environment. In addition to the devastation of landscape and water resources, there is also a reversible effect of water resources on space, such as frequent flooding, especially by rivers with unregulated riverbeds. Climate changes reflect in the changed distribution and intensity of precipitation, just contributing to the negative effects and processes. Space planning and activities in the areas rich in water should be complex and primarily based on taking stock of hydrological characteristics of space and their interaction with composite elements planned in the particular space. Such complex consideration of space in which the elements of the environment (water, forests, land, air, anthropogenic activities) are considered separately as well as in symbiosis, enables the management of water resources, space, and landscape in line with the principles of sustainable development. One of the basic planning measures in protecting people and property from floods is the spatial distribution of activities in the areas close to water resources in line with the hydrological and other spatial analysis of the wider area. Space planning in the immediate surrounding of water resources should be based on comprehensive hydrological studies and their integration in various space planning and management documents. The focus of such an approach to space planning should by all means be preventive protection of water resources, which can be realised in the planning process only by the implementation of strategic environment assessment as a universally accepted environment management document in spatial planning. This can be done by taking into account the broader context, including the analysis of the entire drainage basin in the first phase, and then the implementation of an array of planning measures and technical activities on the regulation of water bodies in the second phase. Since the largest portion of land in drainage areas of significant water bodies in the Republic of Serbia is forest and/or agricultural land, the process of planning should be directed towards the protection and preservation of sylvan and agricultural resources, and/or the improvement of infiltration characteristics and preventing surface runoff and land erosion. Taking care for the existing forest stands, new forest plantings, afforestation of steep grounds affected by erosion are but a few of activities on the biological regulation of river basins against the buildup of erosion deposits. The protection of forests include preservation and improvement of stands structure, their vitality, and/or management in line with the intended purpose of forests. It is the determination of sylvan stands as protection forests that is being considered the most important measure in preventing land degradation. Financial and educational stimuli in agriculture, directed towards defining and implementing anti-erosion and melioration land use methods, improve the infiltration capabilities of land and reduce the risk of surface runoff. Planting perennial cultures, the cultivation of land parallel to contour lines, and the enhancement of physical and chemical characteristics of land by implementing agrotechnical measures, are but a few actions with beneficial effects to preventing devastation of land structure and the incidence of surface runoff.

Strategic Environmental Assessment as a Support in a Sustainable National Waste Management Program—European Experience in Serbia

AB  - Strategic Environmental Assessment (SEA) is one of the most important instruments for directing the strategic planning process toward the sustainable development goals in various areas of human activity. This also applies to the field of waste management. By applying SEA in waste management planning, it is possible to see the benefits and consequences of the proposed changes in space that will occur during the implementation of strategic planning concepts and based on that make appropriate decisions respecting the capacity of the space where the planned activities are implemented. The paper presents the application of SEA for the National Waste Management Program with all its spatial, organizational, energy, environmental, and other solutions, and the way they are included in the specific method of multicriteria evaluation in SEA. The specificity of the methodological approach indicates the need for equal consideration of environmental and socio-economic aspects of development and a clear presentation of the results obtained in order to make optimal decisions in waste management planning at the national level. The National Waste Management Program in Serbia, which legislation in the field of environmental protection and waste management is harmonized with EU legislation and directives, was chosen for the case study. The obtained results indicate the importance of an interdisciplinary approach in the evaluation of strategic solutions in the field of waste management, which is achieved by specific choice of environmental and socio-economic SEA goals and indicators as a basis for valorization of the proposed concept of waste management.

Urban morphology and the sustainable development of cultural heritage in Serbia – between wishful thinking and reality

AB  - The formal planning system in Serbia has recently been upgraded with the introduction of new strategic documents. One of them is the Sustainable Urban Development Strategy of the Republic of Serbia until 2030 (2019) developed in accordance with the EU policies and UN Sustainable Development Goal 11. Multisectoral and territorial approaches have been proposed to improve the planning methodology. Several key topics were considered in the Strategy, where special attention was paid to cultural heritage. The resulting SWOT analysis showed great cultural potential of Serbia which relates to regional, European and world heritage. This potential has already been affirmed through Serbia's participation in international projects and programs, as well as through the proclamation of Novi Sad for the European Capital of Culture for 2021. However, the SWOT analysis also showed that at the national and local levels cultural potential has still not been adequately supported by current legislative which do not recognizes specific typologies of heritage (proposed by ICOMOS) such as urban and rural settlements, historic towns and villages. This leads to decline of these types of urban forms which are important landmarks of Serbia's cultural and historical past – especially smaller ones in underdeveloped areas. Furthemore, it leads to decline of valuable types of vernacular architecture and spatial entities. There are huge pressures for inadequate development even in the surroundings of the cultural assets. The approach proposed in the Strategy sought to bridge the gap between the regulatory framework of the cultural heritage protection in Serbia, which still supports a sectoral and object-oriented approach and modern conservation approaches that advocate a contextual and integrative approach. In these efforts, an active relationship between urban conservation and urban designing and planning is required where urban morphology can pave the way for making a common scientific and professional platform.

Rural and Peri-Urban Areas Planning with the View to Improving Agroforestry and Landscape – EU Experience in Serbia

AB  - Spatial and urban planning are fundamental spatial development mechanisms. Spatial development 
takes into account complex relationships of different activities and functions in space with the view to 
facilitating the establishment of the most optimal spatial interactions, on the one hand, and preventing 
conflicts in space, on the other. That is why spatial and urban planning is so crucial in all kinds of social 
activities in the specific space. With all that in mind, spatial and urban planning plays a significant part in 
improving agroforestry and landscape in rural and peri-urban areas as well, since these functions are 
especially important in such areas. This paper aims at stressing the significance of planning in improving 
agroforestry and landscape in the times of agricultural intensification, specific changes in the ownership 
over the land during the transition period in the Republic of Serbia, and the change of demographic 
structure and increasingly negative demographic trends, especially in rural areas. All these circumstances 
have caused the increased degradation of agricultural land (soil erosion, salinisation, chemical pollution, 
etc.), the change in the endemic landscape architecture (cutting down small forested areas, alleys, 
individual trees or groves, destroying wildlife habitats, flora and fauna loss, etc.), the abandonment of 
certain agricultural areas, and the pollution of both groundwater and surface water. The role of planning 
is to implement the EU directives and specific experience from the areas of supporting agricultural 
production development, improving demographic circumstances, and reducing negative impacts of 
intensive agricultural production on the environment. The concept rests on the symbiosis of the existing 
phenomena and processes, which serve as a basis for shaping spatial development policies and defining 
measures for the agroforestry and landscape improvement, and is an authentic European experience in 
Serbia. Urban planning measures are directed towards the increase of forested areas and windbreaks, 
recultivation and melioration of degraded agricultural areas, and the preservation of authentic 
landscape, trees or groves. The protection of natural resources is an integral part of every urban planning 
document in the Republic of Serbia. The current Spatial Plan of the Republic of Serbia, (SPRS) a framework 
planning document in the country, covers the topic of forestry and recognises the significance of 
protective forests. The protection and preservation of forests are planned to the purpose of preserving soil 
from degradation, improving the quality of forest and agricultural land, and environmental protection in general. The guidelines stipulated in SPRS are implemented by means of the planning documents deriving 
from the Plan, following the hierarchically ordered planning system in Serbia, down to the level of urban 
regulatory plans. Still, the examples of planning greenfield locations and repurposing of forest land into 
building land exceed the number of planned brownfield locations. A good practice example is planning 
shelterbelts around recultivated former minig sites. Putting in practice such documentation, aided by GIS 
tools and strategic environmental assessment, results in the integral protection and preservation of 
agricultural and forest areas, landscape, and the environment.

Strategic Environmental Assessment in the Application of Preventive Protection for Wind Farm Noise—Case Study: Maestrale Ring Wind Farm

AB  - Determining the spatial position of wind turbines is the initial and most important phase 
in the development of a wind farm project. In this sensitive phase, all potential problems that may 
arise in the later stages of project development should be prevented by means of spatial and urban 
planning instruments. This makes it possible to achieve maximum use of the potential of wind in a 
particular space and, thus, fulfil the technical and economic requirements of the project while re specting the goals of environmental protection in that same area, through preventive protection. 
Therefore, it is essential, even at the earliest planning and development stage of a wind farm project, 
for the requirements that are important for optimal spatial solutions to be balanced. In this process, 
strategic environmental assessment (SEA) is a support to the planning process and an invaluable 
instrument for finding optimal spatial solutions for the possible key spatial impacts of wind power 
with regard to noise, shadow flicker, ornithofauna and chiropterofauna. The weakness of SEA can 
be seen in its predominant application of expert qualitative methods that bring with them subjec tivity, since they depend on expert knowledge and skills. This paper presents the aspect of noise 
impact assessment and its inclusion in the SEA for the Maestrale Ring wind farm in Serbia. The 
results of the research indicate how it is possible to achieve the principle of objectivity in the process 
of multicriteria expert evaluation by including the results of a partial impact assessment of the noise 
from wind farms, using results obtained from software modeling of the spatial dispersion of wind 
turbine noise in the SoundPlan 8.1 software package in the SEA process. These quantitative results 
predicting the noise level were used in a semi-quantitative method of multicriteria evaluation in the 
SEA through the definition of criteria to determine the ranking of impacts, which is elaborated in 
the paper. The results also show the significant of the contribution of applying a methodological 
approach based on a combination of qualitative and quantitative evaluation methods in SEA. These 
methods positively affect the application of the principle of preventive protection through the opti mal selection of the number and position of wind turbines on one hand and the objectivity of draw ing conclusions based on which strategic decisions are made in the final phase of the SEA process, 
on the other.

AB  - Током друге половине двадесетог века у Југославији је била веома развијена пракса архитектонских конкурса за стамбене блокове и нова насеља. Највећи интензитет станоградње био је у великим градовима и престоници Београду, где су понуђена и примењена иновативна архитектонска и урбанистичка решења организације простора допринела побољшању комфора становања и квалитета живота становника.
Архитектонска решења вишепородичних стамбених блокова централне зоне Новог Београда истичу се квалитетом организације полуприватног и приватног животног простора и представљају значајно наслеђе модерног периода у Србији. У тим решењима се поред флексибилности станова и других унапређења склопа истиче и развој заједничких простора (унутар објекта и изван њих). Ти заједнички простори понудили су измештање првенствено колективних функција ван стана и створили додатни простор за активности станара блокова.
У раду се истражује како ти простори могу допринети квалитету стамбеног наслеђа блока и какве су разлике између појединих блокова у том погледу и по питању типологије објеката вишепородичног становања. Истраживање кроз примере Блокова 22 и 29 на Новом Београду представља различите заједничке просторе у стамбеним блоковима.
AB  - During the second half of the twentieth century Yugoslavia had very productive practice of architectural competitions for housing complexes. The highest intensity of housing construction was in large cities, especially in the capital of Belgrade, where innovative architectural and urban design of spatial organization contributed to the improvement of housing comfort and quality of life of residents. The architectural projects of the residential blocks of the central zone of New Belgrade stand out with the quality of the organization of semiprivate and private living spaces and represent a significant heritage of the modern period in Serbia. In addition to the achieved flexibility of dwellings among other improvements in multifamily housing the design of common areas (indoor and outdoor) had its advancement. These common areas offered a potential expansion of collective functions outside the dwelling and an additional space for the activities of the residents of the blocks. The paper examines how these spaces can contribute to the quality of the residential heritage of the block and how specific blocks differ from each other in terms of the typology of multi-family housing. Through the examples of Blocks 22 and 29 in New Belgrade, the research presents the different common spaces in residential multi-family complexes.

AB  - Скорија искуства у изради планских докумената указују на то да у регулаторном оквиру заштите културног наслеђа у Србији недостају елементи којима се афирмише просторна димензија наслеђа. То се манифестује кроз: неадекватан третман околине заштићених непокретних културних добара (НКД), недовољно учешће просторних културно-историјских целина у укупном броју регистрованих НКД, непрепознавање важних категорија културног наслеђа у складу са савременим конзерваторским приступима. Поред научне и стручне јавности, проблем препознају и надлежне институције заштите НКД, које указују на негативне ефекте њиховог маргинализованог положаја у процесу одлучивања о простору. Неки заводи примењују унапређену методологију и укључују у своје базе података не само регистрована НКД, већ и низ просторних целина кроз инструмент претходне заштите. Такође, у неким планским документима примењује се инструмент урбанистичке заштите којим се обухватају вредни објекти и целине који се рекогносцирају на терену. Уместо оваквих приступа, који су утемељени на појединачним праксама заштите и ставовима обрађивача планова, потребно је унапредити и применити уједначен приступ на читавој територији Србије, у чијој основи би били интердисциплинарна сарадња, интегративна заштита простора и успостављање равнотеже између планског развоја и заштите културног наслеђа.
AB  - Recent experiences in developing the planning documents indicate that the regulatory fra¬mework for the protection of cultural heritage in Serbia lacks elements that affirm the spatial dimension of heritage. This is manifested through: inadequate treatment of the surroundings of protected immovable cultural property (ICP), the insufficient share of spatial cultural and historical units in the total number of registered ICP non-recognition of important categories of cultural heritage in accordance with contemporary conservation approaches. The institu¬tions in charge of the protection of the ICP recognize these problems and also indicate the negative effects of their marginalized position in the process of space creation and mana¬gement. Some of the institutions apply improved methodologies and include in their data collections not only registered cultural properties but also a wider range of spatial entities through the instrument of prior protection. Also, in some planning documents, the instrument of urban protection is applied, which includes valuable objects and units that are identified in situ. Instead of such approaches based on individual attitudes, it is necessary to improve and apply a uniform approach on the entire territory of Serbia based on interdisciplinary cooperation, protection of space and establishing a balance between planning, development and protection of cultural heritage.

AB  - Strategic Environmental Assessment (SEA), as a support to strategic planning, is
a starting point in the creation of a sustainable concept of managing waste that is
based on the principles of a circular economy. The role of SEA is to guide the planning
process towards the goal of securing the best e ects in relation to the quality of
the living environment and the socio-economic aspects of development. SEA is also
an instrument that can be used when making optimal decisions about spatial development,
which further contributes to its importance and role in the planning process.
The implementation of SEA allows developers to establish the bene ts and implications
of the proposed spatial changes, taking into account the capacity of the space
to sustain the planned development, and to determine the degree of acceptability of
the proposed spatial changes. This paper presents a speci c method used for impact
assessment in SEA for the Agro-Waste Management Plan (AWMP) for Oplenac
Vineyard. The speci city of this method is that it combines speci c goals, indicators
and criteria for assessing the e ect of planning solutions formulated in the simulated
AWMP for Oplenac Vineyard using a semi-quantitative expert method. The results
of the paper indicate the possibility of using GIS tools to increase objectivity in the
expert evaluation of planning solutions, particularly in relation to a group of criteria
for assessing the spatial dispersion of the impacts. This reduces the subjectivity
that is characteristic of all expert methods. The graphical presentation of the results
in GIS technology and the use of matrices and graphs to present the results makes
them easier to understand and creates a good basis for making optimal decisions on
future activities concerning the elimination of waste from wineries and viticulture.
The research was carried out within the framework of the NoAW project, which
is supported by the European Commission through the Horizon2020 research and
innovation program.

AB  - The issue of climate change is an integral part of urban and spatial development. Due to increasing urbanization and development within rural and natural landscapes, we are faced with various spatial demands and conflicts. However, sustainable urban and spatial regulations can improve the mitigation of climate change effects and promote adaptation.
In order to obtain needed analytical framework to identify urban and building rules that promote mitigation and adaptation for the selected case study “the educational and sports-recreational complex” within the Spatial plan of the Nature Park Zlatibor , document analyses and literature research within the planning framework for the Spatial plan in Serbia have been performed to distinguish the mitigation and adaptation background.
By addressing the urban and building rules in the context of climate change, this case study presents the planned adaptation and mitigation measures that were promoted through the spatial organization of multiple parcels, different urban land parameters, green and open spaces, the position on the parcel, maximum number of floors, energy efficiency standards, etc. Outlined urban and building rules focus on specific measures, such as energy efficiency, preserving water resources, heating and green areas, and use of natural materials in the visual appearance of buildings.
Thus, it should be assumed that spatial planning represents an important tool for building development, nature preservation, and implementing the adaptation to climate change.
As a signatory of all relevant international frameworks that promote the issue of climate change, it can be expected that in the forthcoming planning practice in Serbia the adaptation measures will be binding in a way that addresses specific problems and building development.

AB  - У циљу сагледавања тренутног утицаја NERP постројења која сагоревају угаљ на квалитет ваздуха, извршено је моделовање просторне дисперзије загађујућих материја из њихових емитера. Како би се потпуно увидео ефекат предвиђених мера за усклађивање са граничним вредностима емисија, моделовање је обухватило и емисије из постројења након 01.01.2028. године, са имплементираним мерама за смањење. Моделовања су за сва постројења извршена на основу детаљних података о постројењима,  метеоролошким параметрима и специфичним карактеристикама терена, на домену 50 x 50 km. Циљ моделовања био је давање репрезентативне процене NERP-а на квалитет ваздуха, који ће се користити као основ за утврђивање кумулативних и синергијских утицаја на истраживаном подручју у оквиру процеса стратешке процене утицаја на животну средину.
AB  - In order to consider the current impact of NERP plants that burn coal on air quality, a modeling of the spatial dispersion of pollutants from their emitters was performed. In order to fully see the effect of the planned measures for compliance with the emission limit values, the modeling also included emissions from the plant after 01.01.2028. years, with implemented reduction measures. Modelings were performed for all plants on the basis of detailed data on plants, meteorological parameters and specific terrain characteristics, in the domain of 50 x 50 km. The aim of the modeling was to provide a representative assessment of NERP on air quality, which will be used as a basis for determining cumulative and synergistic impacts in the study area within the process of strategic environmental assessment.

У раду се објашњавају могућности примене 3Д приказа и имплементације ВР и АР у урбанистичком планирању кроз одабране примере.
AB  - The paper discusses the application and development of Virtual Reality (VR) and Augmented Reality (AR) as computer-generated interactive environments, in order to more clearly perceive and understand spatially inherited conflicts in space, define goals and potential solutions. 3D display (3DimensionView) is today represented in all spheres of engineering, as well as in the processes of defining problems and finding integrated solutions in the field of urban planning. The paper explains the process of application of 3Dmodel and implementation of VR and AR in urban planning through selected examples.

AB  - There is global interest in the smart city, not only as an operational concept, but also as a funding mechanism of the EU Cohesion Policy, joint programs, projects and initiatives. According to the EU Commission, a smart city is a place where traditional networks and services are made more efficient with the use of digital and communication technologies, for the benefit of its inhabitants and business. Urban governance, as an instrument of integrated urban development, has  an  important  role  as  a  decentralization  criterion  in  improving  the  smart  city’s  performance  in  more  developed  countries and regions. At the same time, the countries of Southeast Europe that are not members of the EU (including Serbia) are lagging in this matter. Taken that the application of urban governance in the context of a smart city can be seen as a practical novelty in Serbia, this paper presents and discusses the existing state of the art in this field. The findings presented were derived from collaborative engagement within the INTERREG project CLEVER – Co-designing Smart Local Solutions for Exploiting Values and Enhancing Resilience, during 2018/2019.

Building a Common Platform: Integrative and Territorial Approach to Planning Cultural Heritage within the Framework of the Spatial Plan of the Republic of Serbia 2021-2035

AB  - In accordance with international documents, European regulations and standards, recent documents of spatial and urban planning in Serbia promote the objectives of an integrative and territorial approach for the protection and planning of cultural heritage. This is intended as a cross-institutional, cross-sectoral approach and extending the scope of the protection of single monuments to wider spatial entities. Institutional and legal frameworks of the cultural heritage protection and planning have not yet been harmonised with international recommendations and do not support achieving these goals. Cultural Property Law (1994) is still in force and does not recognise the categories of cultural landscape (although the European Landscape Convention was ratified in Serbia in 2011) and of urban landscape (as the UNESCO's Recommendation on the Historic Urban Landscape from 2011 has not been ratified yet, although the scientific and professional community has been acquainted with it). In accordance with the current law, single monuments dominate the structure of the Central Registry of immovable cultural properties. Considering that registration is not legally binding, there is a lack of additional research to recognise the architectural and urban heritage that is not under institutional protection. This has resulted in the decline of valuable buildings and ensembles, including entire urban settlements that represent important constituents of the cultural and urban identity of Serbia. Furthermore, Reports on the Implementation of the Spatial Plan of the Republic of Serbia from 2010 point to an unequal spatial distribution of registered cultural goods, which is not related to the factual cultural and historical importance of certain areas, but to the degree of economic development and the activity of certain regional protection services. This sets an additional task for the planning documents on enhanced urban protection measures in these areas. The preparation of the Spatial Plan of the Republic of Serbia 2021-2035 is underway, which affirms that cultural heritage is a resource of sustainable development as well as of national, regional and urban identity as one of the general objectives of spatial development. This paper is a summary of an initial analysis of the draft plan. It indicates the need to establish a common platform for the protection, planning and sustainable use of cultural heritage in Serbia. This platform should act on three main levels, firstly gathering data on cultural properties; secondly compounding all formal and informal documents relating to cultural heritage, especially s regards its spatial dimension; and last but not least, inolving a wide range of participants in the protection, planning and management of cultural heritage.

AB  - This paper, by presenting the case study of the General Regulation Plan,
provides an overview of the potentials and limitations of the planning system regarding
adaptation in the context of urban planning in the Republic of Serbia. The spatial
coverage of the Plan includes the central/urban and peri-urban area of the city of
Požarevac, within which various land uses are represented. In addition to housing,
commercial and industrial facilities, green infrastructure, as well as other land uses,
agriculture is also presented. Taking into consideration the specificity of the Plan
area, the paper presents measures that promote adaptation, with special emphasis on
the green infrastructure, the water system, energy efficiency and the urban structure.
Thus, one of the measures promoted by this Plan is the reservation of the space for
raising fast-growing forests, building green roofs and walls and as well developing
and expanding of the water drainage system network. In accordance with the current
legal and planning basis, within the conclusions that this work stresses is that, even
in an incomplete legal and planning framework, there are real possibilities for the
inclusion of adaptive measures in the process of urban planning.

AB  - U radu se razmatra sadržaj i karakter plana generalne regulacije, kao posebne vrste urbanističkog plana, te njegova pozicija u pravnom okviru urbanističke regulacije u Srbiji XIX, XX veka i danas. Prema najskorijim izmenama Zakona o planiranju i izgradnji, on postaje osnovni regulacioni plan, što implicira da se na najvećem delu planskog obuhvata može sprovoditi neposredno, bez obaveze dalje urbanističke razrade. Imajući u vidu da obuhvat ovih planova često čine cela naselja, u praksi se javlja problem nesprovodljivosti planova generalne regulacije, s obzirom da se kroz planske smernice nedovoljno prepoznaje heterogenost fizičke strukture i specifičnost pojedinih urbanističkih celina.
AB  - The paper discusses the content and character of the general regulation plan and its position in the legal framework of urban regulation in Serbia up to date. The latest Law on Planning and Construction promotes it as the basic regulatory plan, implying the direct implementation without developing the detailed regulation plans for certain parts of the planned area. Having that the planned area subsumes entire settlements, the difficulties in the implementation of general regulation plans are related with the fact that the planning guidelines do not recognize the heterogeneity of the physical structure and the specificity of certain urban entities.

The Challenges of Planning in the Field of Cultural Heritage in Serbia

AB  - Serbia is characterized by rich cultural heritage and cultural diversity, as well as a developed system of protecting cultural property. The current trend is that of a constant increase in the number of registered cultural properties under protection. Urban settlements in Serbia are characterized by specific typological characteristics and recognizable architectural typologies that are valuable architectural heritage as well as an urban identity factor. Together, protected cultural property and architectural heritage belong to a wider concept of urban heritage in the sense that it is understood in modern charters on the protection of cultural heritage (HUL). The primary starting point of the paper is that the law and plans in Serbia must become more sensitive to the context. In addition to protecting registered property, the protection of buildings and other objects that are not cultural heritage should also be introduced. However, current planning practice in Serbia does not sufficiently recognize cultural heritage in the wider sense of urban heritage, nor does it affirm it as an important resource for sustainable development. By analyzing the planning context, the problems and challenges in terms of institutional, legal and governance frameworks, as well as planning methodologies, can be identified. The paper is a contribution to the contextual analysis within the National Strategy for the Sustainable and Integral Urban Development of Serbia (currently developing within wider team of experts), with the aim of affirming the cultural potential of Serbia and incorporating the topic of cultural heritage as a resource for sustainable development into Serbia’s development programs and projects.
