AB - Abstract
Apart from wind potential, there are many other spatial factors which impact the possible implementation of wind farm projects. The spatial advantages and limitations of these factors can be used as criteria for selecting the most suitable location for a potential wind farm. The specific method for evaluating wind farm locations in this paper is novel because of its choice of spatial criteria and its two-stage evaluation procedure. The first stage involves the elimination of unfavorable areas for locating a wind farm, based on elimination criteria, using GIS. The second stage is the selection of the most suitable wind farm location using the PROMETHEE method. This is based on the multi-criteria evaluation of locations according to different weight categories and scenarios. The results are then multiplied based on which decision-making subjects can make appropriate decisions. The results indicate that the method presented has a universal character in terms of its application. However, its specifics in terms of quantitative statements for the individual spatial criteria used in the evaluation depend on the specifics of national and international regulations, the area in question and the particular project. By integrating the spatial criteria with the relevant legislation, this method has potential for global application. It aims towards systematicity, efficiency, simplicity and reliability in decision-making. In this way, potential conflicts and risks for investors and other users of the space are prevented in the earliest development phase of a wind farm project.

AB - The activities of man have been concentrated around water resources since the dawn of civilization, water being his primary existential need and a precondition for all other activities, such as agriculture, transport or tourism. Only recently have water resources been considered in the context of specific and highly significant landscape value of space to be taken into account in space planning and management. However, in the Republic of Serbia, the last decades, considered transitional towards standards of developed countries in all social areas, have witnessed mostly unplanned development and the so called investor planning, having serious negative implications for water resources, space, landscape, and the environment. In addition to the devastation of landscape and water resources, there is also a reversible effect of water resources on space, such as frequent flooding, especially by rivers with unregulated riverbeds. Climate changes reflect in the changed distribution and intensity of precipitation, just contributing to the negative effects and processes. Space planning and activities in the areas rich in water should be complex and primarily based on taking stock of hydrological characteristics of space and their interaction with composite elements planned in the particular space. Such complex consideration of space in which the elements of the environment (water, forests, land, air, anthropogenic activities) are considered separately as well as in symbiosis, enables the management of water resources, space, and landscape in line with the principles of sustainable development. One of the basic planning measures in protecting people and property from floods is the spatial distribution of activities in the areas close to water resources in line with the hydrological and other spatial analysis of the wider area. Space planning in the immediate surrounding of water resources should be based on comprehensive hydrological studies and their integration in various space planning and management documents. The focus of such an approach to space planning should by all means be preventive protection of water resources, which can be realised in the planning process only by the implementation of strategic environment assessment as a universally accepted environment management document in spatial planning. This can be done by taking into account the broader context, including the analysis of the entire drainage basin in the first phase, and then the implementation of an array of planning measures and technical activities on the regulation of water bodies in the second phase. Since the largest portion of land in drainage areas of significant water bodies in the Republic of Serbia is forest and/or agricultural land, the process of planning should be directed towards the protection and preservation of sylvan and agricultural resources, and/or the improvement of infiltration characteristics and preventing surface runoff and land erosion. Taking care for the existing forest stands, new forest plantings, afforestation of steep grounds affected by erosion are but a few of activities on the biological regulation of river basins against the buildup of erosion deposits. The protection of forests include preservation and improvement of stands structure, their vitality, and/or management in line with the intended purpose of forests. It is the determination of sylvan stands as protection forests that is being considered the most important measure in preventing land degradation. Financial and educational stimuli in agriculture, directed towards defining and implementing anti-erosion and melioration land use methods, improve the infiltration capabilities of land and reduce the risk of surface runoff. Planting perennial cultures, the cultivation of land parallel to contour lines, and the enhancement of physical and chemical characteristics of land by implementing agrotechnical measures, are but a few actions with beneficial effects to preventing devastation of land structure and the incidence of surface runoff.

AB - Strategic Environmental Assessment (SEA) is one of the most important instruments for directing the strategic planning process toward the sustainable development goals in various areas of human activity. This also applies to the field of waste management. By applying SEA in waste management planning, it is possible to see the benefits and consequences of the proposed changes in space that will occur during the implementation of strategic planning concepts and based on that make appropriate decisions respecting the capacity of the space where the planned activities are implemented. The paper presents the application of SEA for the National Waste Management Program with all its spatial, organizational, energy, environmental, and other solutions, and the way they are included in the specific method of multicriteria evaluation in SEA. The specificity of the methodological approach indicates the need for equal consideration of environmental and socio-economic aspects of development and a clear presentation of the results obtained in order to make optimal decisions in waste management planning at the national level. The National Waste Management Program in Serbia, which legislation in the field of environmental protection and waste management is harmonized with EU legislation and directives, was chosen for the case study. The obtained results indicate the importance of an interdisciplinary approach in the evaluation of strategic solutions in the field of waste management, which is achieved by specific choice of environmental and socio-economic SEA goals and indicators as a basis for valorization of the proposed concept of waste management.

AB - A global issue of the modern world, erosion is one of the main causes of
two-component streams (carrying water and soil) that cause torrential floods in
the mountainous regions of the Republic of Serbia. Such natural disaster is
intensified by global climate changes reflected in the change of air temperature
and the distribution of precipitation. Climate and natural characteristics of
highland regions are locally constant categories. The introduction of planning
measures, i.e. the change in the use of space, has the greatest effect on
preventing or mitigating disasters caused by torrential floods, resulting in the
minimisation of soil erosion and surface outflow. In addition to the impact of
natural disasters, spatial distribution of infrastructure and human activities greatly
affect the security of people and the protection of property. Soil erosion, as one
of the means of land resources degradation, causes the loss of topsoil and the
reduction of infiltration characteristics, which consequently lead to surface
outflow. Natural disaster caused by torrential floods increases the risks for
population and infrastructure security. The level of topsoil degradation and the
accumulation of deposits depend on the means of exploitation. Urbanisation,
infrastructure development, construction of ski centres and other facilities,
greatly affect land exploitation characteristics, reflecting in the destruction of
forests, improper agricultural production, unplanned development of ski pistes
and infrastructure. In order to develop tourist, residential, and infrastructure
facilities in Serbian mountains, the great pressure is directed on repurposing
forest and agricultural land into building land. The purpose and the means of land
use in the Republic of Serbia is directed by planning and other strategic and legal
documents. By applying anti-erosion measures, increasing the quality of forests,
afforestation, preservation of the existing well-structured forests, a proper choice
of culture on steep terrain, contour farming, and other biological and technical
measures, land erosion can be significantly reduced. Implementation of plans is
fundamental for environment preservation, population and infrastructure safety,
resulting in the prevention or minimisation of natural disasters consequences.

AB - Spatial and urban planning are fundamental spatial development mechanisms. Spatial development
takes into account complex relationships of different activities and functions in space with the view to
facilitating the establishment of the most optimal spatial interactions, on the one hand, and preventing
conflicts in space, on the other. That is why spatial and urban planning is so crucial in all kinds of social
activities in the specific space. With all that in mind, spatial and urban planning plays a significant part in
improving agroforestry and landscape in rural and peri-urban areas as well, since these functions are
especially important in such areas. This paper aims at stressing the significance of planning in improving
agroforestry and landscape in the times of agricultural intensification, specific changes in the ownership
over the land during the transition period in the Republic of Serbia, and the change of demographic
structure and increasingly negative demographic trends, especially in rural areas. All these circumstances
have caused the increased degradation of agricultural land (soil erosion, salinisation, chemical pollution,
etc.), the change in the endemic landscape architecture (cutting down small forested areas, alleys,
individual trees or groves, destroying wildlife habitats, flora and fauna loss, etc.), the abandonment of
certain agricultural areas, and the pollution of both groundwater and surface water. The role of planning
is to implement the EU directives and specific experience from the areas of supporting agricultural
production development, improving demographic circumstances, and reducing negative impacts of
intensive agricultural production on the environment. The concept rests on the symbiosis of the existing
phenomena and processes, which serve as a basis for shaping spatial development policies and defining
measures for the agroforestry and landscape improvement, and is an authentic European experience in
Serbia. Urban planning measures are directed towards the increase of forested areas and windbreaks,
recultivation and melioration of degraded agricultural areas, and the preservation of authentic
landscape, trees or groves. The protection of natural resources is an integral part of every urban planning
document in the Republic of Serbia. The current Spatial Plan of the Republic of Serbia, (SPRS) a framework
planning document in the country, covers the topic of forestry and recognises the significance of
protective forests. The protection and preservation of forests are planned to the purpose of preserving soil
from degradation, improving the quality of forest and agricultural land, and environmental protection in general. The guidelines stipulated in SPRS are implemented by means of the planning documents deriving
from the Plan, following the hierarchically ordered planning system in Serbia, down to the level of urban
regulatory plans. Still, the examples of planning greenfield locations and repurposing of forest land into
building land exceed the number of planned brownfield locations. A good practice example is planning
shelterbelts around recultivated former minig sites. Putting in practice such documentation, aided by GIS
tools and strategic environmental assessment, results in the integral protection and preservation of
agricultural and forest areas, landscape, and the environment.

AB - Determining the spatial position of wind turbines is the initial and most important phase
in the development of a wind farm project. In this sensitive phase, all potential problems that may
arise in the later stages of project development should be prevented by means of spatial and urban
planning instruments. This makes it possible to achieve maximum use of the potential of wind in a
particular space and, thus, fulfil the technical and economic requirements of the project while re specting the goals of environmental protection in that same area, through preventive protection.
Therefore, it is essential, even at the earliest planning and development stage of a wind farm project,
for the requirements that are important for optimal spatial solutions to be balanced. In this process,
strategic environmental assessment (SEA) is a support to the planning process and an invaluable
instrument for finding optimal spatial solutions for the possible key spatial impacts of wind power
with regard to noise, shadow flicker, ornithofauna and chiropterofauna. The weakness of SEA can
be seen in its predominant application of expert qualitative methods that bring with them subjec tivity, since they depend on expert knowledge and skills. This paper presents the aspect of noise
impact assessment and its inclusion in the SEA for the Maestrale Ring wind farm in Serbia. The
results of the research indicate how it is possible to achieve the principle of objectivity in the process
of multicriteria expert evaluation by including the results of a partial impact assessment of the noise
from wind farms, using results obtained from software modeling of the spatial dispersion of wind
turbine noise in the SoundPlan 8.1 software package in the SEA process. These quantitative results
predicting the noise level were used in a semi-quantitative method of multicriteria evaluation in the
SEA through the definition of criteria to determine the ranking of impacts, which is elaborated in
the paper. The results also show the significant of the contribution of applying a methodological
approach based on a combination of qualitative and quantitative evaluation methods in SEA. These
methods positively affect the application of the principle of preventive protection through the opti mal selection of the number and position of wind turbines on one hand and the objectivity of draw ing conclusions based on which strategic decisions are made in the final phase of the SEA process,
on the other.

AB - Strategic Environmental Assessment (SEA), as a support to strategic planning, is
a starting point in the creation of a sustainable concept of managing waste that is
based on the principles of a circular economy. The role of SEA is to guide the planning
process towards the goal of securing the best e ects in relation to the quality of
the living environment and the socio-economic aspects of development. SEA is also
an instrument that can be used when making optimal decisions about spatial development,
which further contributes to its importance and role in the planning process.
The implementation of SEA allows developers to establish the bene ts and implications
of the proposed spatial changes, taking into account the capacity of the space
to sustain the planned development, and to determine the degree of acceptability of
the proposed spatial changes. This paper presents a speci c method used for impact
assessment in SEA for the Agro-Waste Management Plan (AWMP) for Oplenac
Vineyard. The speci city of this method is that it combines speci c goals, indicators
and criteria for assessing the e ect of planning solutions formulated in the simulated
AWMP for Oplenac Vineyard using a semi-quantitative expert method. The results
of the paper indicate the possibility of using GIS tools to increase objectivity in the
expert evaluation of planning solutions, particularly in relation to a group of criteria
for assessing the spatial dispersion of the impacts. This reduces the subjectivity
that is characteristic of all expert methods. The graphical presentation of the results
in GIS technology and the use of matrices and graphs to present the results makes
them easier to understand and creates a good basis for making optimal decisions on
future activities concerning the elimination of waste from wineries and viticulture.
The research was carried out within the framework of the NoAW project, which
is supported by the European Commission through the Horizon2020 research and
innovation program.

AB - Spatial determination planning is at an initial and very sensitive step in the development of wind farms. On one hand, it is important to maximize the potential of wind in a particular area, and on the other hand, it is important to achieve environmental protection (including the human population and natural heritage) in the same space at the same time. With this in mind, it is important to balance all the requirements that are relevant for reaching the optimal solution when determining the micro-location of wind turbines at the earliest stages of the planning and development of wind power projects. In this context, planning is a key stage in finding sustainable solutions for the implementation of such projects, and an indispensable instrument in the planning process, offering support and control is Strategic Environmental Assessment (SEA). This paper presents the role of SEA in the planning process for wind farms. The place of the SEA process is identified in relation to other environmental impact assessment instruments, such as Environmental Impact Assessment (EIA) and Environmental Social Impact Assessment (ESIA), and a comparative analysis of these instruments is made, including their advantages and disadvantages. The results of the paper indicate the importance of applying SEA in the earliest stage of wind farm planning, so as to formally apply the precautionary principle and avoid problems, which in the later stages of the project, when EIA is usually used, can be disadvantageous both economically and in terms of environmental impact.

The Spatial Aspects of the Wind Farms Impact on the Environment

AB - At a time of increasing use of renewable energy sources in the production of electricity,
including the expansion of wind energy, there is a need to examine the impact that projects
in the field of renewable energy resources have on the environment.
Although it is mainly the positive impact of projects in this field that are spoken and written
about, and these are certainly indisputable, there are also certain negative implications of
renewable energy projects. This is also the case with projects using green energy in wind
farms. For this reason, special attention must be paid to the analysis and assessment of such
impacts, as well as to responsible planning and optimal solutions for the spatial organization,
by means of which effective environmental protection is achieved. This is where we arrive at
the significance of applying strategic environmental assessment (SEA) in the planning and
spatial organization of wind farms, with the aim of achieving preventive environmental
protection.
With regard to the role and significance of SEA as an instrument for steering the planning
process towards the objectives of environmental protection, the application of SEA in the
planning of wind farms stands as the optimal solution for the prevention of the negative
effects of wind farms on environmental elements. Another argument supporting this
statement is the fact that SEA is characterized by a holistic approach in which it is possible to
see complex interactions and correlations in the space in which a wind farm project is
planned, that is, the approach analyzes the spatial aspects of the impact of wind farms on the
environment. This is precisely the theme of the book SPATIAL ASPECTS OF THE IMPACT OF
WIND FARMS ON THE ENVIRONMENT.
In addition to analyzing the possibilities and significance of applying SEA in preventive
environmental protection when planning wind farms, the book pays special attention to a
possible methodological approach in the evaluation of planning propositions. In this context,
particular significance is given to the application of the semi‐quantitative expert qualitative
method for the multi‐criteria evaluation of planning solutions, which also integrates so‐called
partial approaches in evaluating the impact of individual environmental elements, and which
can in the case of planning wind farms be based on specific simulation software models.
The theoretical knowledge is applied to a specific example in the second half of the book,
which contributes to the applicability of the research

AB - The Strategic Environmental Assessment (SEA) represents the valuation of
potentially significant impacts of plans or strategies on the environment, and the
specification of measures for the prevention, minimization, mitigation, remediation
or compensation of adverse impacts on the environment and human health.
Adopted national strategies in Serbia were not always followed by adequate control provided by SEA, but this practice is changing in recent years. Serbian Climate strategy with Action Plan (still in the process of adaptation by the Government) has opened new chapter in the participative planning process, since the overall process of strategic planning within Climate strategy was followed by perpetual evaluation of proposed scenarios and mitigation and adaptation measures. All phases of the process were monitored and evaluated by the Working group of stakeholders from relevant institutions. For the first time in the Serbian planning practice the Scoping report was prepared, within the process of SEA. This report is obliged by EU directives, but not by Serbian law. Nevertheless, it has made a great improvement of the overall SEA and Strategy process, since it was served as a filter for non-adequate measures given within the Strategy. Having that in mind, this paper will present results of that new practice and methodological improvement of SEA process in evaluation of national strategies in Serbia.

AB - Strategic Environmental Assessment (SEA) for waste management planning (WMP) has been applied around the world for fifteen years now. In addition to identifying potential trends in space and the environment by means of WMP, the SEA process contributes to involving the general public in issues relevant to the environment. In turn, the endpoint of the SEA process is a set of results that enable appropriate decisions to be made related to WMP. Bearing this in mind, it is necessary for all the segments of the SEA process to be supported by specific spatial analyses and presentations enabling visual monitoring of the results. In this context, an important role is played by GIS tools, since they offer support to the SEA process and give it a new quality, which, in addition to visualizing the results, also increases objectivity in the evaluation of the planned solutions. This paper presents the deployment of GIS tools in spatial analysis and the support they provide for the SEA process during the development of the Agro-Waste Management Plan for Oplenac Vineyard in Serbia (AWMP). The results indicate the possibility of applying GIS tools to increase objectivity in the Multi-Criteria Evaluation (MCE) of the planned solutions in the SEA process.

AB - Evropski put E-80 (SEETO ruta 7) ima saobraćajnu funkciju I reda koja podrazumeva međusobno povezivanje
makroregionalnih saobraćajnih težišta. Predmetna deonica autoputa E-80, od Niša do Merdara, predstavlja važan deo
navedenog putnog pravca, čije je projektovanje i planiranje zahtevalo usklađivanje, posebno sa aspekta analize
varijantnih rešenja i strateške procene uticaja na životnu sredinu (SPU). Predmetna procena uticaja je obuhvatala
vrednovanje značajnih uticaja planova i programa na životnu sredinu (tzv. Procena teritorijalnih uticaja) i određivanje
mera prevencije, minimizacije, ublažavanja, remedijacije ili kompenzacije štetnih uticaja na životnu sredinu i zdravlje
ljudi.

AB - Excessive consumption of fossil fuels has severely affected our planet, which is c!early perceived in the ci imate change and degradation of basic elements of the environment. These issues have drawn significant attention to the development of projects aimed at using renewable energy sources. These so-cal!ed new renewable energy sources, including wind energy, are perceived as an alternative to the energy produced from fossil fuels. In planning, developing and operating wind farms, all the possible implications of these activities on the environment must be taken into account. AB - Out of 88,361 km² of the Republic of Serbia’s territory, 53.76% is agricultural land, amounting
to 47,502.173 km². Considerable part of that land is situated in the Autonomous Province of
Vojvodina (APV) (19.69 %, or 17,397.92 km²). Its terrain mostly consists of lowlands belonging
to the Pannonian Basin, intersected by numerous rivers and canals. About 7% (exactly 7.1%)
of land in APV is covered by forest (compared to 29.1% in the Republic of Serbia), while that
percentage in the eastern parts of the province, where the effect of the southeastern wind
called Košava is the greatest, goes between 1.5 and 7.7%. Lowland terrain and the climate
there make this area susceptible to wind erosion, i.e. degradation of the agricultural land. The
negative effect is two-fold: deflation of fertile soil particles, and deposition of infertile material
over fertile agricultural land. Degradation of the agricultural land due to the wind erosion,
salinization of the soil caused by irrigation and flooding, spreading of infrastructure and
similar negatively affect the area of land convenient for agriculture. The paper points to all the
adverse effects that lead to the decrease of arable land areas in APV, making it vital to protect
and preserve the most fertile zones. As a priority measure, raising forest windbreaks is suggested
so as to provide a long-term protection of the degraded agricultural land and preserve
the existing agricultural land, along with the crops raised there. The purpose of this paper is
to analyze the need for, the types of and the techniques of forest windbreaks on the territory
of the Autonomous Province of Vojvodina, in the Republic of Serbia, as well as to establish
other positive impacts of planting and maintaining forests. It also presents a comparative
analysis of the change in the ration between agricultural and forested areas based on CORINE

AB - An integrated approach in spatial and environmental planning in European countries is one of the leading principles when it comes to development strategies. The approach is embedded in the institutional-organizational models that strive to coordinate multiple roles of planning (economic, environmental and social) and to approach closer to the territorial cohesion, particularly on vulnerable territories such as mountains and nature protected areas. The Alpine region is one of the most comprehensively analysed mountain areas in Europe, including research topics such as mountain resorts in a context of climate change and nature preservation.
Following this context, the poster aims to present several tourism resorts positioned in nature protected areas of Serbia. A trajectory of their development through time will be considered in light of their relation to climate change: climate change impact on tourism resorts, but also mitigation and adaptation measures taken in order to decrease development impacts on the environment through replanning activities. It is also expected to accentuate the way planning for mountain areas aims to consolidate conflicts between development and environmental protection/preservation, and how far planers have succeeded in it using legislative and spatial plans as tools. In conclusion, the analysis of few mountain tourism centres of national and international importance (e.g. Kopaonik, Stara Planina, Brezovica) will showcase recommendations for improved balancing between development and preservation according to international norms (e.g. IUCN), understanding on capacities of a particular space and an extent to which the capacities should be used in order to provide not only tourism development but also decent life quality for the local population.

AB - The implementation of spatial plans is the weakest link of planning; it is insufficiently theoretically explored, methodologically unpositioned, and in practice only partially carried out. The main direction in considering improvements in the implementation of plans is that it must be viewed and focused by means of spatial plans, in order as much as possible to reduce the impact of all those factors outside the planning system. The study points to the need for and offers the definition of a model of implementation for spatial plans rooted in the theory of planning. The elements and contents of the proposed model of implementation suggest a logical, functional and temporal coherence of all planning decisions covered by the plan. The process of implementing the plan depends directly on the type and method of planning. Four basic models of implementation are defined. The results of research on the application of the implementation model in spatial planning practice in the Republic of Serbia are presented. These are obtained on the basis of the multicriteria comparative analysis carried out on a case study of 11 spatial plans. The chapter suggests possible directions for further study, primarily in terms of applying the model of implementation in practice.

Prostorni aspekti uticaja vetroelektrana na životnu sredinu

Josimović, Boško

(Beograd : Institut za arhitekturu i urbanizam Srbije, 2017)

TY - BOOK
AU - Josimović, Boško
PY - 2017
UR - https://raumplan.iaus.ac.rs/handle/123456789/542
AB - U vremenu sve veće upotrebe obnovljivih izvora energije u proizvodnji električne energije i
Upravo tu dolazimo do značaja primene strateške
u njenom naslovu.
Pored analize mogućnosti i značaja primene SPU u preventivnoj zaštiti životne sredine

Upravo tu dolazimo do značaja primene strateške
u njenom naslovu.
Pored analize mogućnosti i značaja primene SPU u preventivnoj zaštiti životne sredine
