Urban and Building Rules and Climate Change Planning: Case Study of Zlatibor Nature Park

AB  - The issue of climate change is an integral part of urban and spatial development. Due to increasing urbanization and development within rural and natural landscapes, we are faced with various spatial demands and conflicts. However, sustainable urban and spatial regulations can improve the mitigation of climate change effects and promote adaptation.
In order to obtain needed analytical framework to identify urban and building rules that promote mitigation and adaptation for the selected case study “the educational and sports-recreational complex” within the Spatial plan of the Nature Park Zlatibor , document analyses and literature research within the planning framework for the Spatial plan in Serbia have been performed to distinguish the mitigation and adaptation background.
By addressing the urban and building rules in the context of climate change, this case study presents the planned adaptation and mitigation measures that were promoted through the spatial organization of multiple parcels, different urban land parameters, green and open spaces, the position on the parcel, maximum number of floors, energy efficiency standards, etc. Outlined urban and building rules focus on specific measures, such as energy efficiency, preserving water resources, heating and green areas, and use of natural materials in the visual appearance of buildings.
Thus, it should be assumed that spatial planning represents an important tool for building development, nature preservation, and implementing the adaptation to climate change.
As a signatory of all relevant international frameworks that promote the issue of climate change, it can be expected that in the forthcoming planning practice in Serbia the adaptation measures will be binding in a way that addresses specific problems and building development.

Climate Services for Resilient Climate Planning of the Natural Heritage—Serbian Experiences

AB  - As a signatory of all relevant international documents that support climate change issues, the Republic of Serbia is conducting a continuous process of harmonization of the legal and planning framework. The expected adoption of the National Climate Change Strategy, together with the Action plan will accomplish an important step toward establishing the needed strategic framework to combat climate change and promote adaptation. In the context of climate change, throughout the planning process there is a need for accurate climate services coming from not only national but also international sources (WMO Climate Services, FAO climate change resources, UNESCO’s climate change actions, etc.), covering data on rainfall, temperature, soil moisture and wind, as well as analyses and assessments within risk and vulnerability, together with projections and scenarios. Due to the increasingly visible effects of climate change, there is a need to enhance the level of protection of the natural and cultural heritage, and for the formation of appropriate databases. Thus, this paper gives an overview of the international and national framework regarding the climate services needed within the planning process and stresses their importance in achieving resilient climate planning of the natural and cultural heritage. Further, by presenting a selected case study, this paper outlines the main gaps as well as the advantages within the current framework in Serbia. The paper concludes by stressing that, within the planning process, climate services are playing a significant role in formulating adequate measures to cover mitigation and adaptation.

AB  - Corresponding to contemporary international frameworks that promote sustainable development following the adoption of the Paris agreement at the 21st  Conference on the Parties of the United Nations Framework Convention on Climate Change (UNFCCC), 17 sustainable development goals are specifically promoted, and, in addition to sustainability, resilience and, accordingly, disaster risk reduction. In this respect, the harmonization of global, regional and local development is conditioned by climate change issues. The Republic of Serbia (RS), according to the given scenarios, expects a rise in temperature and long-lasting droughts and fires, as well as more intense precipitations that could result in the occurrence of natural hazards such as floods, escarpments and other similar events. Thus, this paper provides an overview of the current planning framework that addresses the problem of preparing areas for emergency situations and disaster risk reduction with a special reference to these climate change issues and their impact in terms of natural disasters. An overview of selected case studies shows that disaster risk reduction is present in the planning documents—the spatial and urban plans—and that the natural hazards that have appeared within the last decade in Serbia have resulted in the initiating and innovating of the legal and planning bases, as well as concrete adjustments and amendments within the planning documents.

Promoting adaptation within urban planning: case study of the General Regulation Plan of the city of Požarevac

AB  - This paper, by presenting the case study of the General Regulation Plan,
provides an overview of the potentials and limitations of the planning system regarding
adaptation in the context of urban planning in the Republic of Serbia. The spatial
coverage of the Plan includes the central/urban and peri-urban area of the city of
Požarevac, within which various land uses are represented. In addition to housing,
commercial and industrial facilities, green infrastructure, as well as other land uses,
agriculture is also presented. Taking into consideration the specificity of the Plan
area, the paper presents measures that promote adaptation, with special emphasis on
the green infrastructure, the water system, energy efficiency and the urban structure.
Thus, one of the measures promoted by this Plan is the reservation of the space for
raising fast-growing forests, building green roofs and walls and as well developing
and expanding of the water drainage system network. In accordance with the current
legal and planning basis, within the conclusions that this work stresses is that, even
in an incomplete legal and planning framework, there are real possibilities for the
inclusion of adaptive measures in the process of urban planning.

area, the paper presents measures that promote adaptation, with special emphasis on
the green infrastructure, the water system, energy efficiency and the urban structure.
Thus, one of the measures promoted by this Plan is the reservation of the space for
raising fast-growing forests, building green roofs and walls and as well developing
and expanding of the water drainage system network. In accordance with the current
legal and planning basis, within the conclusions that this work stresses is that, even
in an incomplete legal and planning framework, there are real possibilities for the
inclusion of adaptive measures in the process of urban planning.",

In consequence, issues have arisen of how to strike a balance between the various interests involved in the distribution of spatial resources and how to control the outcomes of public policies. Land use planning has been identified as an efficient instrument for implementing the public policy value framework. The objective of this paper is to identify the key points of land use planning in relation to urban forest management of significance for the maintenance of urban forests in the environment of post-socialist institutional transformation in Serbia. Seen as an institutional structure, the practice of land use planning in Serbia is the product of a stable interaction between the set of interrelated rules, procedures and organisational units that allows spatial development outcomes that take into account and safeguard land resources and, ultimately, urban forests. The research was carried out in relation to the concept of institutional transformation across three scales: macro/governance, meso/coordination and micro/agency: (a) components of the regulatory framework; (b) procedures for cooperation between stakeholders; and (c) specific activities of land use planning practice. As a result, the concept of Land use Planning for Urban Forest Protection (LUPUFP) in Serbia was established. It identifies components of institutional structure of importance for regulating system changes in the post-socialist transition environment and steering them towards the establishment of a value framework that allows the agenda of saving urban forests to be implemented.

Displacement and climate change: improving planning policy and increasing community resilience

AB  - Purpose - The purpose of this paper is to present the major gaps in the field of planning policy and its implementation regarding climate change and disaster risk reduction (DRR), with special reference to the displacement of people, together with the knowledge needed to increase community resilience. The researched relations are illustrated by the example of Serbia. The Republic of Serbia has been faced with increasingly visible impacts of climate change in recent years-floods, heat waves, droughts and others. During the floods that hit Serbia in 2014, over 30,000 people experienced displacement. These events have triggered numerous efforts, both to repair the incurred damage and to analyze opportunities for prevention. Design/methodology/approach - This research has used document analysis to investigate contemporary approaches defined by policies, programs and research reports regarding climate change and DRR, with special reference to the displacement of people. An analytical framework has been used to evaluate to what extent the planning policy framework in Serbia addresses these issues in the context of achieving resilient development. Secondary analysis of research data has been used to recognize the gaps and identify needs for increasing community resilience. Findings-Based on the growing trends in projections of climate change as a result of induced natural disasters for the region in the future and international trends in coping with these issues, this paper argues that it is necessary to improve the implementation of the planning policy framework and the capacities of professionals and citizens, to reduce future displacement and increase community resilience to climate change. The key weaknesses found within DRR and the emergency management system in Serbia were the lack of an appropriate information base of the cadastre of risk zones and the lack of information and coordination of actors on the local to the national level. During the "pre-disaster" period, findings stress a weak partnership and capacity development practice at the local level, as well as between local responsible bodies and regional/national entities in charge of emergency management and DRR. The paper singles out the main preconditions for achieving effective resilient planning, so that such a plan can move "people away from marginal areas" and provide living conditions that are resilient. Originality/value - This paper provides a comprehensive insight analysis of the relations between climate change and DRR, with special reference to the planning policy. Using the lessons learned from the recent climate-induced disaster with its implications on displacement, the paper identifies needs for strengthening capacities to establish more resilient communities in Serbia. The gaps and needs identified, as well as the recommendations provided, may be of value for neighboring countries as well, who face similar challenges in climate change adaptation and who need to increase disaster risk resilience.

AB  - The aim of the paper is to present green infrastructure planning within the concept of climate-smart cities. In this context the use of Geographic Information Systems (GIS), as part of green infrastructure planning, is stressed in the establishment of climate-smart cities. In addition to presenting international examples of good practice, such as using GIS data, maps and tools for support in the USA, or designing a tool for water management and water infrastructure planning in Chicago, the paper provides an insight into the current status of green infrastructure planning in Serbia. The "Green regulation of Belgrade" project is presented as a representative example. The conclusions emphasise that the main preconditions for achieving climate-smart and green cities include legal and planning frameworks, as well as appropriate strategic and other programs that will further encourage the creation of GIS for green areas and create the conditions for climate-smart green infrastructure planning.

Energy crop planning in Serbia with special reference to fast-growing forests

AB  - Taking into consideration the reduction of energy dependence and the use of potentials of renewable energy sources (RES), which approximately amounts to 6Mt per year in Serbia, the paper considers the potential of using biomass or energy crops. According to the Energy Law (Official Gazette of the Republic of Serbia, issue No. 145/2014), energy crops represent a renewable energy source produced from non-fossil renewable sources and include primarily the plantations of crops that contain a high percentage of oil or sugar (fast-growing trees, miscanthus or elephant grass, eucalyptus, green algae). 
The paper includes a review of the current legislative and planning framework that promotes the development of energy crops, especially fast-growing forests. Also a case study is highlighted on the level of urban planning that provides an insight into the planning framework. One of the conclusions of the paper points at the importance of establishing a suitable legislative and planning framework for planting energy crops-fast-growing forests (poplar; willow) in order to gain multiple benefits which, primarily, include the production of new energy sources and the environmental protection.
AB  - Uvažavajući neophodnost smanjenje energetske zavisnosti i iskorišćavanje potencijala obnovljivih izvora energije (OIE), koji za Srbiju iznosi oko 6Mt godišnje, rad razmatra potencijal korišćenja biomase odnosno energetskih zasada. Energetski zasadi, prema Zakonu o energetici (Sl.gl.RS broj 145/2014) predstavljaju obnovljiv izvor energije proizveden iz nefosilnih obnovljivih izvora i obuhvataju pre svega plantaže biljaka koje sadrže visok procenat ulja ili šećera (brzorastuće drveće, kineska trska, eukaliptus, zelene alge).
U radu je dat pregled aktuelnog zakonskog i planskog okvira kojim se promoviše razvoj energetskih zasada, posebno brzorastućih šuma. Takođe, izdvojena je studija slučaja na nivou urbanstičkog planiranja sa ciljem uvida u planski okvir: Jedan od zaključaka rada ukazuje na značaj uspostavljanja odgovarajućeg okvira, kako zakonskog tako i planskog za podizanje energetskih zasada brzorastućih šuma (topola, vrba) sa ciljem ostvarivanja višestrukih koristi koje, pre svega, podrazumevaju stvaranje novih energetskih izvora i očuvanje životne sredine,

AB  - Spatial planning has an important role to play in addressing climate change issues, taking into account that contemporary global and other international and regional frameworks support an integrated approach in adapting to climate change. The aim of this paper is to emphasize the role of planning in the context of climate change with special reference to current practice and the legal and other planning frameworks in the Republic of Serbia. The example of the Spatial Plan for the Specific Purposes Area of the International Waterway E-80 Danube (Pan-European Corridor VII) is introduced, and issues related to the influence of climate change on water regimes are analysed by reviewing the presence of planning measures that cover natural and cultural heritage. The results indicate that despite the lack of an adequate legal base, current practice offers indirect support to adaptation measures through promoting ecological networks, increasing the extent of protected areas, and building systems for flood protection among others.

The results indicate that despite the lack of an adequate legal base, current practice offers indirect support to adaptation measures through promoting ecological networks, increasing the extent of protected areas, and building systems for flood protection among others.",

AB  - The aim of the paper is to provide an insight into the current legal and other regulatory frameworks that introduces problems of climate change into planning practice of natural and cultural heritage, with special emphasis on the situation in the Republic of Serbia. Further, an overview of the selected case studies of natural and cultural heritage from the UNESCO World Heritage List for which were done studies of the impacts of climate change is included. The results indicate that the legal frameworks as well as actual practice are promoting the development of the ecological networks (the network of areas NATURA 2000) and landscape protection. This applies also to the planning practice in Serbia, where the planning of ecological corridors, habitat networking and other measures, provide responses to climate change. One of the conclusions of this paper is pointing out the necessity of increasing the level of protection of natural and cultural heritage within preserving the authenticity and improving flexibility or adaptability to climate change.
AB  - Rad ima za cilj da pruži uvid u aktuelne zakonske i druge regulativne okvire, kojima se problematika klimatskih promena uvodi u praksu planiranja prirodnog i kulturnog nasleđa, sa posebnim osvrtom na stanje u Republici Srbiji. Uporedo sa ovim, dat je i osvrt na primere prirodnog i kulturnog nasleđa sa UNESKO Liste svetskog nasleđa za koje su rađene studije uticaja klimatskih promena i predviđene mere zaštite. Rezultati ukazuju da se u zakonskim okvirima, kao i u aktuelnoj praksi, promoviše razvoj ekoloških mreža (mreža prostora NATURA 2000) i zaštita predela. To se odnosi i na praksu planiranja u Srbiji, gde se planiranjem ekoloških koridora, umrežavanjem staništa i drugim merama daju odgovori na klimatske promene. Jedan od zaključaka rada je ukazivanje na neophodnost povećanja stepena zaštite prirodnog i kulturnog nasleđa uz očuvanje autentičnosti i unapređenje adaptibilnosti ili prilagodljivosti na klimatske promene.

AB  - Within the recent years contemporary planning frameworks, regarding urban development in the context of climate change, are giving special attention to the development of green walls. Therefore, the paper presents an overview of the actual frameworks that promote the use of this type of greenery, with special attention on international experiences and current situation in the Republic of Serbia. The paper specially stresses the importance of green walls in the context of climate change and its positive influence in the process of adaptation and, above all, in terms of energy savings, reducing air temperatures in urban areas, the urban heat island effects etc. One of the conclusions of the paper points out the necessity for establishing an appropriate policy framework aiming to promote green walls in the Republic of Serbia and as priority activities set out the following: establishment of the procedural framework for adoption of the Law on the protection and improvement of green spaces, developing Regulations for green wall construction and researches aiming to quantify the positive impact of green walls in the context of climate change.
AB  - Savremeni okviri planiranja urbanog razvoja u kontekstu klimatskih promena poslednjih godina posebnu pažnju posvećuju razvoju zelenih zidova. Shodno tome, u radu je dat pregled aktulenih okvira kojima se promoviše primena ovog tipa zelenila, sa posebnim osvrtom na međunarodno iskustvo i aktuelno stanje u Republici Srbiji. U radu je posebno istaknut značaj zelenih zidova u kontekstu klimatskih promena i pozitivnog uticaja u procesima prilagođavanja i to, pre svega, u smislu uštede energije, snižavanja temperature vazduha u urbanim prostorima, ublažavanja efekta urbanih toplotnih ostrva i dr. Jedan od zaključaka rada ukazuje na neophodnost uspostavljanja odgovarajućeg strateškog okvira sa ciljem promovisanja zelenih zidova u Republici Srbiji, a kao prioritetne aktivnosti izdvaja: uspostavljanje proceduralnih okvira za usvajanje Zakona o zaštiti i unapređenju zelenih površina, izradu Pravilnika za izgradnju zelenih zidova i istraživanja sa ciljem kvantifikovanja pozitivnih uticaja zelenih zidova u kontekstu klimatskih promena.

AB  - This paper investigates contemporary approaches defined by the policies, programs or standards that favor green infrastructure in urban planning for cooling urban environments with special reference to Serbian experiences. The research results reveal an increasing emphasis on the multifunctionality of green infrastructure as well the determination to the development of policies, guidelines and standards with the support of the overall community. Further, special importance is given to policies that promote 'cool communities' strategies resulting in the increase of vegetation-covered areas, what has contributed in adapting urban environments to the impacts of climate change. In addition, this research indicates the important role of local authorities and planners in Serbia in promoting planning policies and programs that take into consideration the role of green infrastructure in terms of improving climatic conditions, quality of life and reducing energy needed for cooling and heating.

AB  - U radu se ukazuje na značaj i pozitivan uticaj šuma i šumskog zemljišta na području Podunavlja, ne samo na kvalitet životne sredine, već i na razvoj privrede i turizma. Istaknuti su problemi u upravljanju šumskim resursima na ovom području, sa posebnim  osvrtom na aktuelnu zakonsku osnovu. 
Cilj rada je da prikaže odgovarajući tretman šuma i šumskog zemljišta, kako u aktulenoj zakonskoj, tako i u planskoj osnovi, što predstavlja osnov za ostvarivanje pozitivnih uticaja na životnu sredinu i privrednu delatnost. Na primeru Prostornog plana područja posebne namene međunarodnog vodnog puta E80 – Dunav (Panevropski koridor VII), ukazano je da se planskim rešenjima za šume i šumsko zemljišta posebno ostvaruju pozitivni uticaji na zaštitu zemljišta od erozije, umanjuju se negativni uticaji rudarskih aktivnosti na životnu sredinu, promovišu reakretivne aktivnosti i ostvaruje pozitivan uticaj na razvoj lovnog turizma u Podunavlju. Jedan od zaključaka rada ukazuje na značaj planskog upravljanja šumama i šumskim zemljištem u skladu sa zakonskim okvirima, kao i korišćenja šuma u funkciji zaštite životne sredine i privrednog razvoja, uz očuvanje i zaštitu postojećih šumskih resursa.
AB  - The paper points out the importance and positive impact of forests and forests land within Danube region not only to the quality of the environment, but also to the development of the industry and tourism. In addition, specifically 1 re stated the problems regarding management of the forest resources in this area with special reference to the current legal framework. The aim of the paper is to show that the appropriate treatment of forests and forests land in both - planning and legal bases, is the foundation for achieving positive impacts on the environment and economic activity. On the case of the Spatial Plan of the area of the special purposes of the international waterway E80 - Danube (Pan - European Corridor VII) it is indicated that planning solutions of forests and forests land are having positive effects on the protection of soil from the erosion, in reducing negative environmental impacts of mining activities, within promotion of recreational activities and the development of hunting tourism in Danube region. One of the conclusions of the paper states the importance of planed management of the forests and forests land in accordance within legal acts, as well as the use of forests in the function of environmental protection, economic developme11t together with preservation and protection of existing forest resources.

AB  - The planning practice so far, already has experiences regarding many forms of damage and
threat to natural and cultural heritage as a result of industrial and urban development, as
well as problems of their protection, development and use. A new potential threat in the
form of climate change represents further uncertainty for the maintenance of these areas
and a new challenge for spatial and urban planning. The knowledge of possible
consequences to climate changes demands reconsideration of the fundamental conceptual
setting, on the protection and use of natural and cultural heritage, in accordance with
generally accepted aims and in accordance with the universally accepted standards,
initially, considers preservation of identity, uniqueness and distinctiveness. Some of the
issues that are discussed in this paper consider of climate-resistance planning and actions
for space of natural and cultural heritage, in order to develop new approaches which will

AB  - The aim of the paper is to contribute to improvement of tourism policy and practice in Serbia towards defining and implementing sustainability principles and meeting European integration requirements. It encompasses short review of international implications on Serbian tourism policy and legislation. Current policy and its sustainability are analyzed using two indicators: application of integrated (cross sector) and local community approach, with particular focus on tourism, environmental and planning documents. There is general orientation towards sustainability and involvement of local community into the planning and implementation of projects in the field. Precisely defined mechanisms for public participation and integrated approach, first of all mainstreaming of environmental issues into tourism strategic document, are preconditions for reaching country's sustainability goals and EU integration orientation. Points that should be improved are suggested and the need for mutual cooperation and capacity development of stakeholders at all levels, including further international support, strongly advocated.

Land use planning for sustainable development of peri-urban zones

AB  - Taking into consideration that growth of urban population has impacts on land use and that managing urban population change is one of the most important contemporary challenges, this paper deals with the sustainable development of peri-urban zones which represent important an environment where employment opportunities are developed and resources exploited (particularly agricultural resources) and environment where important recreational and leisure activities could be pursued. AB  - This paper is the result of research which included field work, analysis of relevant planning and project documentation, analysis of national legislation pertaining to environmental protection and renewable energy sources (RES), evaluation of project impact on the landscape and, finally, recommendations for overcoming potential problems that may cause conflicts. The paper presents a methodological approach in overcoming the conflicts in protected areas planned for building the small hydropower plants (SHPs), thus enabling their construction. In this context, a special reference has been made to impact analysis of three SHPs on the landscape of the "Golija" Nature Park and Biosphere Reserve in Serbia, as well as to overcoming the problem through environmental conservation, on the one hand, and development, on the other hand. The research results represent a specific contribution in overcoming these problems, which has also been proven in practice, thus making the research applicable. (C) 2012 Elsevier Ltd. AB  - In the recent years, green roofs have become increasingly important, especially within the context of climate change. Besides the fact that are contributing to the increasing of the total urban surface under vegetation, green roofs are having beneficial effects on the quality and quantity of storm water, on reducing the effect of the urban heat island (UHI), the consumption of the energy for cooling and heating etc. Taking into account the fact that the development of green roofs have being increasingly used as measure within adaptation strategy to climate change, the main aim of the paper is to present an overview of the contemporary tendencies within green roofs development. The paper provides an insight within historical context, existing framework in terms of policies and programs which are promoting green roofs development and as well researches covering the performances of the green roofs. Special attention is also given to the situation in the Republic of Serbia. Consequently, one of the conclusions of the paper stress out the necessity to provide the conditions for promotion of the green roof development, not only as a measure but also as a passive cooling technique. In that sense, the recommendations of the paper are promoting the revision of the Draft Law on the protection and promotion of the green spaces, taking into account climate change and the role of the green infrastructure, developing of the legal and planning frameworks within spatial and urban planning which will promote the green roofs development as well the promotion of the research which will quantified other positive effects of the green roofs.
AB  - Zeleni krovovi u urbanim sredinama poslednjih godina sve više dobijaju na značaju, posebno u kontekstu klimatskih promena. Pored toga što doprinose povećanju ukupne površine pod vegetacijom, zeleni krovovi povoljno utiču na kvalitet i kvantitet atmosferskih voda, umanjuju efekat urbanih toplotnih ostrva (UTO), umanjuju ukupnu potrošnju energije za hlađenje i grejanje objekata i dr. Kada se uzme u obzir činjenica da se izgradnja zelenih krovova sve više primenjuje kao jedna od mera za obezbeđivanje uslova za adaptaciju urbanih sredina na klimatske promene, osnovni cilj rada jeste da prikaže savremene tendencije razvoja zelenih krovova. Pored osvrta na istorijski kontekst, pregleda postojećih okvira, u smislu politika i programa koji zastupaju ozelenjavanje krovova kao strateški prioritet u borbi protiv klimatskih promena i pored uvida u dostupne rezultate istraživanja performansi zelenih krovova u odnosu na ispitivane parametre, poseban osvrt dat je na stanje u Republici Srbiji. Shodno tome, jedan od zaključaka rada ukazuje na neophodnost obezbeđivanja uslova za promociju razvoja zelenih krovova, ne samo kao planske mere već i pasivne tehnike hlađenja. S tim u vezi, preporuke rada su inoviranje predloga Nacrta Zakona o zaštiti i unapređenju zelenih površina u skladu sa novim tendencijama, uz uvažavanje klimatskih promena i uloge zelene infrastrukture, uspostavljanje zakonskih i planskih okvira u prostornom i urbanističkom planiranju koji bi podržali razvoj zelenih krovova kao i promovisanje istraživanja koja bi kvantifikovala ostale pozitivne uticaje koje ostvaruje zeleni krov.

Contribution to the development of the methodological approach of landscape planning in the Republic of Serbia on the example of the National Park Đerdap

AB  - Ratification of the European Landscape Convention (ELC) and its entry into force after adoption of the Law on Ratification of the European Landscape Convention in 2011. created in the Republic of Serbia the conditions for further development of landscape planning and management. Taking into account new circumstances, the main aim of this paper is to determine the place and coverage of the Study which will take into consideration landscape planning and, as well formulate recommendations for the development of a methodological approach for landscape planning with special reference to spatial planning. As a result of the analysis of the existing legal and planning framework, the paper stress potentials and as well limitations and points out the necessity for creating the Action Plan for the implementation of ELC which should, above all, clear up misunderstandings and establish a framework - methodological and procedural, for inclusion of landscape planning in the process of urban and spatial planning in the Republic of Serbia. The development of the information base with a parallel development of institutional framework and capacity building are emphasized as next steps. As a contribution to the development of the methodological approach within spatial planning, the work points out the importance of preparing Study on landscape and, as an example present the Spatial Plan of the Area of the Special Purposes of the National Park Đerdap. For further development of landscape planning, as priority activities aiming the implementation of the provisions of the ELC, are stressed the following: the development of strategic documents, updating and harmonization of the legal framework, the creation of bylaws, manuals, establishing a framework and institutional framework and education.
AB  - Ratifikacijom Evropske konvencije o predelu (European Landscape Convention) i njenim stupanjem na snagu usvajanjem Zakona o ratifikaciji Evropske konvencije o predelu 2011. godine stvorili su se uslovi za dalji razvoj planiranja i uređenja predela u Republici Srbiji. Uz uvažavanje novonastalih uslova, osnovni ciljevi rada jesu određivanje mesta i obuhvata Studije o predelu kojom bi se razmatrala predmetna problematika i formulisanje preporuka za razvoj metodološkog pristupa planiranja predela sa posebnim osvrtom na prostorno planiranje. Rad posebno izdvaja potencijale i ograničenja postojećeg zakonskog i planskog okvira i ističe neophodnost izrade Akcionog plana za implementaciju EKP-a, koji bi trebalo, pre svega, da razjasni nedoumice i uspostavi okvire, metodološke i proceduralne, za uključivanje problematike planiranja predela u procese urbanističkog i prostornog planiranja u Republici Srbiji. Pored toga, kao sledeći koraci istaknuti su: izrada informacione osnove uz paralelan razvoj institucionalnog okvira i jačanje kapaciteta. Kao prilog razvoju metodološkog pristupa planiranja predela u prostornom planiranju, uvažavajući aktuelne uslove, rad ističe značaj izrade posebne Studije o predelu, a kao primer izdvaja PPPPN NP 'Đerdap'. Sa ciljem razvoja predmetne problematike, izdvojene su i prioritetne aktivnosti usmerene ka implementaciji odredbi EKP-a i uspostavljanju metodološkog i proceduralnog okvira, a koje, između ostalog, obuhvataju sledeće: izradu strateških dokumenata, inoviranje i usaglašavanje zakonske osnove, izradu podzakonskih akata, priručnika, uspostavljanje institucionalnog okvira i osposobljavanje i edukaciju.

abstract = "Ratification of the European Landscape Convention (ELC) and its entry into force after adoption of the Law on Ratification of the European Landscape Convention in 2011. created in the Republic of Serbia the conditions for further development of landscape planning and management. Taking into account new circumstances, the main aim of this paper is to determine the place and coverage of the Study which will take into consideration landscape planning and, as well formulate recommendations for the development of a methodological approach for landscape planning with special reference to spatial planning. As a result of the analysis of the existing legal and planning framework, the paper stress potentials and as well limitations and points out the necessity for creating the Action Plan for the implementation of ELC which should, above all, clear up misunderstandings and establish a framework - methodological and procedural, for inclusion of landscape planning in the process of urban and spatial planning in the Republic of Serbia. The development of the information base with a parallel development of institutional framework and capacity building are emphasized as next steps. As a contribution to the development of the methodological approach within spatial planning, the work points out the importance of preparing Study on landscape and, as an example present the Spatial Plan of the Area of the Special Purposes of the National Park Đerdap. For further development of landscape planning, as priority activities aiming the implementation of the provisions of the ELC, are stressed the following: the development of strategic documents, updating and harmonization of the legal framework, the creation of bylaws, manuals, establishing a framework and institutional framework and education., Ratifikacijom Evropske konvencije o predelu (European Landscape Convention) i njenim stupanjem na snagu usvajanjem Zakona o ratifikaciji Evropske konvencije o predelu 2011. godine stvorili su se uslovi za dalji razvoj planiranja i uređenja predela u Republici Srbiji. Uz uvažavanje novonastalih uslova, osnovni ciljevi rada jesu određivanje mesta i obuhvata Studije o predelu kojom bi se razmatrala predmetna problematika i formulisanje preporuka za razvoj metodološkog pristupa planiranja predela sa posebnim osvrtom na prostorno planiranje. Rad posebno izdvaja potencijale i ograničenja postojećeg zakonskog i planskog okvira i ističe neophodnost izrade Akcionog plana za implementaciju EKP-a, koji bi trebalo, pre svega, da razjasni nedoumice i uspostavi okvire, metodološke i proceduralne, za uključivanje problematike planiranja predela u procese urbanističkog i prostornog planiranja u Republici Srbiji. Pored toga, kao sledeći koraci istaknuti su: izrada informacione osnove uz paralelan razvoj institucionalnog okvira i jačanje kapaciteta. Kao prilog razvoju metodološkog pristupa planiranja predela u prostornom planiranju, uvažavajući aktuelne uslove, rad ističe značaj izrade posebne Studije o predelu, a kao primer izdvaja PPPPN NP 'Đerdap'. Sa ciljem razvoja predmetne problematike, izdvojene su i prioritetne aktivnosti usmerene ka implementaciji odredbi EKP-a i uspostavljanju metodološkog i proceduralnog okvira, a koje, između ostalog, obuhvataju sledeće: izradu strateških dokumenata, inoviranje i usaglašavanje zakonske osnove, izradu podzakonskih akata, priručnika, uspostavljanje institucionalnog okvira i osposobljavanje i edukaciju.",

AB  - In this paper we examine the possibilities of improving urban settlement structure by interpolation of passive protection concepts against global climate changes, as a measure of bioclimatic design and town planning. As a kind of passive protection concept described in this paper, the way of applying green areas in urban fabric planning is pointed out. The research applies the method of analyses of subject matter - existing legislation, planning documents, professional literature, the available foreign practice, as well as scanning in situ. The case study shows the concept of planning solution to the block 23 in Bela Crkva, with special emphasis on the role of green areas. It points to the specific position of the block in the urban fabric, where the planned use - housing - is located in proximity to the existing use - industry. Then we analyze the possibility to affirm the existing, spontaneously developed agriculture activity in the block, through some planning guidelines, based on the presented comparative examples of urban agriculture in foreign countries.
AB  - U ovom radu ispituju se mogućnosti unapređenja urbane strukture naselja putem interpolacije pasivnih koncepata zaštite od globalnih klimatskih promena, koji su jedna od mera bioklimatskog projektovanja i planiranja grada. Kao vrsta pasivnog koncepta zaštite koja se u radu opisuje izdvaja se način primene zelenih površina u planiranju urbanog tkiva. U istraživanju se primenjuje metod analize građe: postojeće zakonske regulative, planske dokumentacije, stručne literature, dostupnih inostranih iskustava, kao i snimanje postojećeg stanja na terenu. Studija slučaja prikazuje koncepciju planskog rešenja za blok 23 u Beloj Crkvi, sa posebnim osvrtom na ulogu zelenila. Ukazuje se na specifičan položaj bloka u gradskom tkivu, gde se planirana namena - stanovanje - nalazi u neposrednoj blizini postojeće namene - industrije. Zatim se analizira mogućnost da se spontano razvijena poljoprivredna delatnost u okviru bloka, afirmiše kroz davanje planskih smernica, a na osnovu prikazanih primera urbane poljoprivrede u inostranstvu.

Strategic environmental assessment and climate change in the Republic of Serbia: Support to development and adjustment process

AB  - The paper analyzes the SEA status in the Republic of Serbia in the context of climate change problem. In addition to an overview of current legal framework, status and relationship towards the planning process, special attention has also been dedicated to the analysis of current practice - the SEA of plans of different hierarchical levels - for the purpose of giving insight into the current state. The paper stress that the development of the SEA in Serbia has stagnated since the introduction of the Law on Strategic Environmental Impact Assessment ('Official Gazette of the Republic of Serbia', no.135/2004 and 88/2010) in the sense that there are no special activities in innovating methodological and procedural framework, nor public participation initiatives. Further, results of research that has been carried out indicate that climate change problems have not been systematically treated in the SEA, i.e. in plans, and that the existing legal framework is not fully supportive of this problem area. Based on the results, the recommendations have also been formulated which, amongst other things, include the formulation of special guidelines for carrying out the SEA which would, in particular, treat climate change in the sense of instructions related to phases of planning, level and coverage of plans including also examples of good practice, as well as strengthening of institutional framework and permanent education.
