Strategic planning of sustainable urban development in Serbia

AB  - The Europeanization of statutory and strategic spatial planning and planning
methodology has brought about dynamic changes in planning systems of Europeancountries, as well as in Serbia. Recent trends in spatial governance, statutory and strategic spatial/urban planning in EU countries and in Serbia have been briefly analysed. For some time one of the most widely used strategic planning tool has been integrated urban development policy. The new generation of urban policy reaches beyond the traditional boundaries of the city and fosters stronger horizontal and vertical linkages, as well as creative partnerships outside of the public sector in order to tackle complex urban problems in a coordinated way. First attempts of a new strategic spatial/urban planning are recently taking place in Serbia through Urban Development Strategies at local and national level, namely the National Sustainable Urban Development Strategy/NSUDS. Based on the trends in spatial governance and strategic spatial/urban planning in Europe, this paper investigates its influence on the NSUDS’s preparation. The influence has been checked through the methodology steps and principles – integrated and place-based approach, collaborative and participative approach, as well as the integrated territorial investments applied in the NSUDS. This informal strategic planning tool in combination with statutory spatial/urban planning system should improve the spatial and urban development governance in Serbia.

The significance of protected natural areas for tourism in the Vojvodina province (Northern Serbia) - analysis of sustainable tourism development

AB  - This paper presents experimental research into the attitudes of tourists towards the significance of protected areas with regard to tourism in the Autonomous Province of Vojvodina, in the northern part of the Republic of Serbia. It is an area with significant rare plant and animal resources, as well as wеtlands, ecosystems, and hilly and mountainous areas. Several research methods have been used in the paper. The first method is to collect data using a written questionnaire that was completed by 215 visitors to different protected areas in AP Vojvodina. Their answers revealed their attitudes toward sustainable tourism in selected protected areas. After examining the differences in the answers using the Kruskal-Wallis test, the results of the survey conducted by the authors were examined by means of two comparative analyses of identical, related, and similar answers in selected case studies. Based on the results of the Kruskal-Wallis Test, it can be concluded that there is a statistically significant difference in the assessments of the importance of activities and the forms of tourism chosen when visiting protected areas. The most important forms of tourism are ecotourism and adventure tourism. Tourists also identified hiking, cycling, and wildlife watching as the most important activities.

AB  - This paper aims to highlight the problems and possibilities for improving the nature protection zoning of protected areas (PA) in spatial planning. It analyses and compares the systems of spatial planning and the legal basis for protecting nature in PAs in selected EU countries and Serbia. It investigates and compares the role of nature protection zoning and the practice of spatial planning for selected European countries. The case study of a national park in each of the selected countries is used to analyse the nature protection zoning and its role in the coordination of spatial planning for PAs and their surroundings. The initial hypothesis is tested and confirmed that, regardless of differences in the planning systems of the selected European countries, the models of nature protection zoning established for PAs are defining for the coordination of planning instruments in achieving the protection and sustainable development of PAs. The lessons learnt concern the identification of similarities and differences in approaches to nature protection zoning, and their relationship with the spatial planning for PAs in six European countries. Based on these lessons and existing research, recommendations are given for improving the legal basis for the nature protection zoning and spatial planning of PAs in Serbia.

AB  - The process of making decisions on sustainable development and construction begins in spatial and urban planning when defining the suitability of using land for sustainable construction in a protected area (PA) and its immediate and regional surroundings. The aim of this research is to propose and assess a model for evaluating land-use suitability for sustainable construction in a PA and its surroundings. The methodological approach of Multi-Criteria Decision Analysis was used in the formation of this model and adapted for the research; it was combined with the adapted Analytical hierarchy process and the Delphi process, and supported by a geographical information system (GIS) within the framework of ESRI ArcGIS software Spatial analyst. The model is applied to the case study of Sara mountain National Park in Kosovo. The result of the model is a "map of integrated assessment of land-use suitability for sustainable construction in a PA for the natural factor".

AB  - The Danube River is both the international waterway E-80 and the Rhine-Danube Core Network Corridor of nine European corridors in the trans-European transport network, and it is the core area of the most significant Danubian development axis in the Republic of Serbia. The present research focus of this paper is the integrated impact of spatial planning on achieving the sustainable territorial development of the Rhine-Danube Corridor through Serbia and its potential transboundary impact. Integrated assessment (environmental and social), based on the combined application of the standard strategic environmental assessment (SEA) method and the newly presented adapted strategic environmental assessment (ASEA) method, has made it possible to predict the effects of future activities on the sustainable territorial development of the waterway corridor, not only in Serbia, but also in other Danubian countries. The applied combination of the SEA and ASEA methods is presented in the form of key planning solutions in three selected sectors: international inland waterway, water management infrastructure and tourism. The results indicate that the negative impacts of potential conflicts between the planning solutions are far greater than the negative impacts of individual planning solutions, and that it is more difficult to control and mitigate or neutralize them.

AB  - Following on from previous research, this paper provides a comparative retrospective overview of trends in the development of mountain tourism destinations (MTDs) in European countries and their influence on MTD development in Serbia. The prospects for developing tourism in the mountain regions of Serbia follow the European trends and experiences in sustainable MTD development. These trends and experiences should be selectively implemented and adapted to the social and economic conditions, the characteristics of Serbian mountain regions and the effects on the local and regional spatial development. The paper gives a critical view of the role of strategic planning in developing tourism in Serbian mountain regions. The problems that have influenced the prevailing uncontrolled development of MTDs, the marginalization of the role of strategic planning and the limited implementation of spatial planning in their development have been identified. The possibilities for achieving the coordinating role of spatial planning in strategic planning were assessed for the National Park and MTD Kopaonik. In this case the harmonization of the various sectoral plans and programs, the multisectoral coordination of development entities in the public sector, participation in the planning process and partnerships in decision making and implementation have been achieved in the process of spatial planning, and this should be implemented for other MTDs and improved in the future.

AB  - Whereas standard strategic environmental assessment (SEA) methodology aims to assess the impacts of certain activities solely on environmental quality, new tendencies in spatial and environmental planning are directed toward the application of environmental social impact assessment (ESIA). Having a wider scope, ESIA also implies assessing the impacts on quality of life as well as on natural and cultural heritage. Case studies in Serbia are used to explore whether the combined application of SEA and ESIA methodology in strategic territorial planning helps control negative effects of tourism, namely in protected areas (PA). The results/findings of the analysed case studies prove that combined implementation of SEA with ESIA methodology in spatial planning helps to overcome conflicts between tourism development and protection of natural and cultural heritage, and quality of life. Also, the analysed case studies (tourism destinations in PA such as Djerdap National Park and Stara planina Nature Park) show that the application of combined SEA and ESIA contributes to better understanding of the specific problems related to sustainable territorial development, and provides support to the planning options and solutions aimed at addressing these problems in a more ecologically and socially justifiable manner. Findings implicate that SEA and ESIA have proved to be instruments for indirect coordination between spatial and tourism planning for achieving sustainable territorial development of tourism destinations in PA.

AB  - One of the instruments in strategic planning and management of protected areas (PAs) is zoning. Changes in protection regimes for PAs occurred in the legal grounds for nature conservation in Serbia during 2009-2015. As a result of these changes difficulties in overcoming the conflicting interests between protection and development of PAs in the process of strategic planning, namely spatial planning and sectoral planning for nature conservation, have occurred. This was especially evident in the preparation of spatial plans for special purpose areas in the case of PAs which are the primary tourism destinations. in this paper the brief overview of the changing role of zoning in strategic planning and management of PAs is presented. This is the starting point for the analysis of the zoning in legal grounds and strategic planning for PAs in Serbia. This analysis is conducted at the case of Sara National Park and primary tourism destination. Based on the results of this analysis, the recommendations for the review and improvement of legal grounds and strategic planning - spatial and sectoral planning for PAs in Serbia are given.
AB  - Zoniranje predstavlja jedan od instrumenata strateškog planiranja i upravljanja zaštićenim područjima. Promene zakonskog osnova za zaštitu prirode u Srbiji 2009-2015. god. u pogledu režima zaštite uticale su na otežano prevazilaženje konfliktnih interesa između zaštite i razvoja u procesu strateškog - prostornog planiranja zaštićenih područja. To je posebno došlo do izražaja u izradi prostornih planova područja posebne namene za zaštićena područja koja su primarne turističke destinacije. U radu se polazi od kratkog pregleda uloge zoniranja u planiranju i upravljanju zaštićenim područjima u svetu. To je osnov za analizu zoniranja režima zaštite u zakonskom i planskom osnovu u Srbiji. Pristup zoniranju i njegova uloga u ostvarivanju zaštite i razvoja zaštićenih područja proveravaju se na primeru Nacionalnog parka 'Šar-planina'. Spatial and sectoral planning support to sustainable territorial and tourism development of protected mountain areas in Serbia

AB  - The starting point for easier resolution of conflicts between conservation and development should be the application of the concept of protected areas of natural heritage as social-ecological systems. This is also the precondition for attainment of strategic planning coordination for protected mountain areas (PMA). The objective of the paper is to provide the insight into the effectiveness of strategic planning support - spatial and sectoral planning - to sustainable territorial and tourism development of PMA in Serbia. The study area comprises Kopaonik and D{stroke}erdap National Parks, and Stara Planina Nature Park. This paper evaluates the effectiveness of strategic planning for PMA by means of analysis and evaluation of spatial plans, Strategic Environmental Assessment (SEA) and sector plans in tourism for the study area. The effectiveness of spatial planning is checked based on the analysis and evaluation of sustainability of zoning and land-use regimes, and of tourism development proposed by spatial plans for the study area. The conclusion is that it is necessary to apply holistic approach to sector planning for nature conservation and tourism development, and to apply SEA for tourism planning as well. Reduction of the spatial coverage of PMA and spatial differentiation of protected zones from the ones planned for intensive development is recommended.

abstract = "The starting point for easier resolution of conflicts between conservation and development should be the application of the concept of protected areas of natural heritage as social-ecological systems. This is also the precondition for attainment of strategic planning coordination for protected mountain areas (PMA). The objective of the paper is to provide the insight into the effectiveness of strategic planning support - spatial and sectoral planning - to sustainable territorial and tourism development of PMA in Serbia. The study area comprises Kopaonik and D{stroke}erdap National Parks, and Stara Planina Nature Park. This paper evaluates the effectiveness of strategic planning for PMA by means of analysis and evaluation of spatial plans, Strategic Environmental Assessment (SEA) and sector plans in tourism for the study area. The effectiveness of spatial planning is checked based on the analysis and evaluation of sustainability of zoning and land-use regimes, and of tourism development proposed by spatial plans for the study area. The conclusion is that it is necessary to apply holistic approach to sector planning for nature conservation and tourism development, and to apply SEA for tourism planning as well. Reduction of the spatial coverage of PMA and spatial differentiation of protected zones from the ones planned for intensive development is recommended.",

Population dynamics and land cover changes of urban areas

AB  - In order to enable efficient management of spatial development of cities, it is essential to analyse changes in land cover, in the 'consumption' of the land surrounding cities and the attained rationality with respect to the use of already urban land (reflected in the urban population density). This paper provides an overview of the land cover changes in the period between 1990 and 2006, and the potential correlation between the dynamics of the total population change on the one hand, and the land cover change on the other. The initial hypotheses of this paper are: (1) occupation and sealing of productive soil in peri-urban zones is not proportional to the population dynamics of cities and their metropolitan areas; and (2) expansion of soil sealing in peri-urban zones is not significantly affected by the differences with regard to the natural surroundings and historical development of cities, nor by these cities being developed cities or cities in transition, capitalistic or post-socialist cities, etc. These hypotheses are tested and confirmed in the cases of three capital cities in South and Southeast Europe. Regarding the changes in population density, it can be concluded that central/inner-city municipalities became less populated, with sometimes very significant decrease in population density, but without any land cover change, which indicates 'depopulation'. At the same time, outer-city and peripheral municipalities also suffered a decline in population density, while their urban zones extended.

Sustainable spatial development of tourism destinations in time of crisis in Serbia

AB  - The purpose of this paper is to analyze and discuss the challenges and possibilities for sustainable spatial development of tourism destinations at the time of economic crisis in Serbia. At a time of crisis, the sustainability of more developed tourism destinations is challenged, as the pressure from the tourism industry for intensive construction of tourism facilities and their spatial concentration prevails. The proposed development is then more likely to cause negative impacts on environment, as well as on social and economic development of local communities. Primary tourism destinations in the initial stage of development do not experience the pressure of tourism industry for intensive development, thus enabling the public sector to prepare for and support their sustainable spatial development. On the other hand, in times of crisis the public sector will have difficulties to provide for necessary investments of the private sector in tourism facilities and supply. In the paper primary tourism destinations - mountain tourism destinations, Danube and Lower Danube, have been analyzed and compared in terms of sustainability and spatial development changes. Based on results of the analyzed cases, the challenges and possibilities for sustainable spatial development of tourist destinations have been evaluated and discussed. The research has multiple implications. It suggests necessary adaptations in the spatial and tourism sector planning and management of tourism destination at different stages of development. It also calls for stakeholder participation, public-private arrangements, and local community involvement in the sustainable spatial development of tourism destinations in Serbia.

Potentials for sustainable tourism development at Danube in Serbia

AB  - The importance of Corridor VII for tourism development in spatial planning and sector planning for tourism has been presented. The key tourism assets, primarily Danube and natural and cultural heritage assets along its coastal area are identified. Based on the FAS methodology (UNWTO) the attractiveness of identified key tourism assets is evaluated. The results of this evaluation indicate there is still more factors than attractors, the least developed are the man-made attractors, while the natural attractors are underdeveloped. Based on identified tourism assets and their attractiveness the differentiation of Danube and its coastal area into three highly valuable zones are proposed. Bearing in mind that potential tourism attractiveness of identified factors and attractors has not yet been realized, necessary actions for activating and sustainable development of three proposed tourism zones are suggested. Therefore the criteria for nautical infrastructure prioritization, as well as criteria for urban and rural tourism centers differentiation at Danube coastal area are defined. The paper indicates the priority actions for sustainable tourism development, namely the upgrading of tourist presentation and interpretation in order to achieve the potential attractiveness of tourism assets, supported with their better accessibility, as well as development of tourism products, integration and diversification of tourism offer at Danube and along its coastal area. One of the key problems for achieving sustainable tourism development are insufficient institutional arrangements that need to be changed and improved for Danube primary tourism destination management in Serbia.
AB  - U radu se polazi od osvrta na značaj koridora VII za razvoj turizma u domenu prostornog planiranja i sektorskog planiranja razvoja turizma. Identifikovani su ključni turistički resursi, u prvom redu akvatorije Dunava, prirodnog i kulturnog nasleđa u priobalju. Primenom FAS metodologije UNWTO vrednovana je atraktivnost identifikovanih turističkih resursa Dunava i priobalja. Rezultati vrednovanja ukazuju da još uvek ima više faktora nego atraktora, među kojima je najmanje kreiranih i veoma malo prirodnih atraktora. Na osnovu identifikovanih turističkih resursa i njihove atraktivnosti, u radu se predlaže diferencijacija Dunava i njegovog priobalnog pojasa na tri visokovredna turistička prostora koji se međusobno razlikuju i prožimaju. Ako se pođe od ocene da potencijalna atraktivnost turističkih resursa i prostora za turiste još uvek nije ostvarena, jasno je da je utvrđivanje prioriteta aktiviranja i ostvarivanja održivog razvoja turizma na Dunavu kroz Srbiju neophodan korak. Zbog toga su predloženi kriterijumi za izbor lokacija nautičkih punktova i kriterijumi za diferencijaciju naselja i lokaliteta u priobalju Dunava prema značaju za razvoj nautičkog turizma i nautičke infrastrukture. U radu se ukazuje da bi prioritet trebalo da ima unapređenje prezentacije i razvoj interpretacije turističkih resursa za doživljaj posetilaca i ostvarivanje potencijalnog nivoa njihove atraktivnosti, kao i razvoj široke lepeze aktivnosti, integrisanje i diverzifikacija turističke ponude na Dunavu i povećanje njene pristupačnosti. Jedan od uzroka nedovoljno atraktivne i nerazvijene turističke ponude Dunava su postojeći institucionalno-organizacioni aranžamani, te je prioritet unapređenje upravljanja održivim razvojem primarnog turističkog prostora Dunava kroz Srbiju.

AB  - The paper presents an overview of the expected role of spatial and environmental planning in coordination and integration with strategic planning for sustainable spatial/territorial, landscape and tourism development. The application of an integrated approach to sustainable territorial development planning and management in the European Union is also analyzed in the context of problems associated with and possibilities to enhance the European Landscape Convention and Agenda for a sustainable and competitive European tourism implementation. We have analyzed the contributions of reforms that have so far been implemented in current legislation and of planning bases to the establishment of coordinated sustainable territorial development planning and management in Serbia and to the procurement of support for the integration of sustainable tourism development and landscape planning and management into the process of spatial, environmental and sectoral planning. The approach to and problems of landscape protection and sustainable tourism development occurring in the practice in spatial planning are analyzed through examples of a new generation of spatial plans - the Spatial Plan of the Republic of Serbia, and a spatial plan of the special-purpose area for the Nature Park and Tourism Region of Stara Planina Mountain. Through the example of Mt Stara Planina, the role of strategic environmental assessment in coordination with spatial and sectoral planning is analyzed, as well as potential contribution to landscape integration and sustainable tourism development in the process of planning. The possibilities for better coordination of Serbian strategic planning in achieving the sustainable spatial and tourism development, and possibilities to integrate landscapes into the planning process are indicated.

AB  - The paper analysis the planning framework for sustainable territorial and regional development. The spatial and environmental planning should play the key role in coordination and integration of different planning grounds in achieving the sustainable regional development. The paper discusses the spatial planning capacity to offer the integral view of the sustainable territorial development. The brief review of tendencies in new spatial planning and regional policy has been given. The focus is on the concept of balanced polycentric development of European Union. The guiding principles of spatial planning in regard of planning system reform in European countries have been pointed out. The changes in paradigm of regional policy, and the tasks of European regional spatial planning have been discussed. In Serbia problems occur in regard with the lack of coordinating sectoral planning with spatial and environmental planning. Partly the problem lies in the legal grounds, namely in non codification of laws and unregulated horizontal and vertical coordination at all levels of governance. The possibilities for the implementation of spatial planning principles and concepts of European Union sustainable territorial and regional development have been analyzed on the case of three regional spatial plans of eastern and southeastern regions in Serbia. The disadvantages in implementing the strategic environmental impact assessment as an instrument for coordination and integration of sectorial planning with spatial and environmental planning have been analyzed. The strategic environmental impact assessment has been implemented only in the spatial planning process. Through spatial planning process its feedback effect on sectorial planning has been indirectly achieved. The priority actions in Serbia for achieving the spatial and environmental planning role in coordination and integration of different planning grounds in sustainable regional development have been given.

AB  - Over 50 years urban development in Europe has been affected by extensive urban sprawl. Environmental, economic and social impacts of long lasting sprawl are threatening urban identity, urban culture and cultural identity of European territory. Last two decades the main concept in European planning and governance system has been the sustainable development, namely sustainable urban development and its implementation. We ought to be realistic about the possibilities to counter sprawl. Realistic seams to steer sprawling tendencies in more suitable and sustainable manner, so called smart urban sprawl. This paper analyzes the planning concepts and gives the brief review of current policies for steering the urban sprawl in EU, which are considered to be of importance in achieving more sustainable urban development and efficient urban management in Serbia.
AB  - U poslednjih 50 godina razvoj evropskih gradova prati ekstenzivno širenje urbanog područja, to jest pojava urbanog rasplinjavanja (urban sprawl). Rasplinjavanje predstavlja pretnju urbanom identitetu evropskih gradova, čime se narušava urbana kultura i kulturni identitet evropskih zemalja. Poslednje dve decenije u fokusu su koncept i različiti pristupi ostvarivanju održivog urbanog razvoja. Kako se dosadašnje tendencije rasta gradova ne mogu zaustaviti ni potpuno promeniti i efikasno kontrolisati, početkom ovog veka se razmatra i opcija mudrog usmeravanja, ili održivog urbanog rasplinjavanja (smart urban sprawl). U radu se analiziraju pristupi i ukazuje na politike održivog razvoja i usmeravanja rasplinjavanja gradova i regija koji se primenjuju u evropskim zemljama, a mogu da budu od značaja za održivi urbani razvoj i unapređenje upravljanja urbanim razvojem u Srbiji.

AB  - With unplanned and uncontrolled development there have emerged the whole development rings encircling the towns of Serbia. One of the key questions in producing a Spatial plan for municipality or a Master plan for an urban settlement is the issue of control, arrangement and territorial development especially in the peripheral zones of towns. In this paper it is analyzed the approach, problems and decision-making in preparing such strategic plans in terms of rehabilitation, organization and improvement of the quality of life in the peripheral town zones. Decisions which are presented here have been tested on examples of the Spatial plan for Municipality, Master plan of the urban center, and on General regulation plan for a part of the peripheral zone of Valjevo. Starting from the analyzed General regulation plan, it is pointed to the necessary level in details of planning decisions, in order to make timely reservation of space for the purposes of infrastructure servicing and arrangement of the peripheral zone. Since there are almost two decades without an adequate implementation of the already made planning decisions this paper brings out a proposal for substantiation of a special program for the peripheral town zone's rehabilitation, which should be the outcome of the local population initiative and self-organization within neighborhood communities, with provision of the local government support.
AB  - Neplanskom i nekontrolisanom izgradnjom nastali su čitavi prstenovi oko gradova u Srbiji. Jedno od osnovnih pitanja izrade prostornog plana opštine i generalnog plana urbanog naselja jeste pitanje kontrole korišćenja uređenja i izgradnje prostora, naročito u rubnoj gradskoj zoni. U radu se razmatraju pristup, problemi i opredeljenja u izradi tih strateških planova u vezi sa rehabilitacijom, uređenjem i poboljšanjem kvaliteta života u rubnim gradskim zonama. Izneta opredeljenja proveravaju se na primeru prostornog plana opštine, generalnog plana urbanog centra i plana generalne regulacije za deo rubne zone Valjeva. Polazeći od analiziranog plana generalne regulacije, ukazuje se na neophodan nivo detaljnosti planskih rešenja, radi blagovremenog rezervisanja prostora za infrastrukturno opremanje i uređenje rubne zone. Kako već skoro dve decenije nema adekvatne implementacije donetih planskih odluka, u radu se iznosi predlog za ustanovljavanje posebnog programa rehabilitacije rubne gradske zone, koji bi trebalo da bude rezultat inicijative i samoorganizovanja lokalnog stanovništva po jedinicama susedstva, uz obezbeđenje podrške lokalnog nivoa upravljanja.

AB  - Spatial plan for the territory of municipality is an important strategic document. One of the basic topics while preparation of such a plan relates to dispersal of settlements, present activities and construction within the municipality territorial scope. Through planning conceptions, solutions and proposals with rules for their accomplishment, the municipality spatial plan must address certain issues of development control and territorial arrangement. The analysis is made regarding major issues of preparing the rules for development and territorial arrangement within implementation part of the municipality spatial plan. It has been pointed out to basic rules content and possibilities of their differentiation in terms of their level of obligation, detailing and flexibility. This paper analyzes the key aspects of development and arrangement of Valjevo municipality territory. The attention was drawn to potential criteria and application of typology for built-up territories within a settlement’s scope in terms of arrangement and construction, as well as it was pointed to the basic planning standpoints which are of concern for setting up the rules. It was delineated how the key problems in construction and territorial arrangement could be dealt with when certain rules are developed for different zones and protective belts, then for reserving of space and for construction, as well as for their differentiation according to already substantiated typology of settlements.
AB  - Prostorni plan opštine je osnovni strateški planski dokument. Jedno od osnovnih pitanja izrade tog plana je rasutost naselja, aktivnosti i izgradnje u prostoru opštine. Prostorni plan opštine mora da odgovori na pitanja kontrole izgradnje i uređenja prostora planskim koncepcijama rešenjima i propozicijama s pravilima za njihovo ostvarivanje. Analiziraju se osnovna pitanja izrade pravila izgradnje i uređenja prostora u delu o implementaciji prostornog plana opštine. Ukazuje se na osnovni sadržaj pravila i mogućnosti za njihovu diferencijaciju u pogledu stepena obaveznosti, detaljnosti i fleksibilnosti. U radu se analiziraju ključni problemi izgradnje i uređenja opštine Valjevo. Ukazuje se na moguće kriterijume i primenjenu tipologiju izgrađenih prostora u ataru naselja u pogledu načina uređenja i izgradnje, kao i na osnovna planska polazišta koja su od značaja za izradu pravila. Daje se mogući pristup rešavanju ključnih problema izgradnje i uređenja prostora u izradi pravila za različite zone i pojaseve zaštite, rezervisanja i izgradnje, kao i za njihovu diferencijaciju prema utvrđenoj tipologiji naselja.

'Fleemarket' as a topic for urban and spatial planning

AB  - The problem of management and balancing of city growth is more difficult to tackle under the circumstances of economic and social crises, poverty and different forms of the enhancement of development disparities and differences in quality of living between urban, peri-urban and rural areas. Because of uncontrolled and illegal development, especially in the last twenty years, there has been an emergence of the whole belts and agglomerations surrounding our cities, yet Serbia still doesn't have either a doctrine or an adequate practice for rehabilitation or at least certain territorial organization in such agglomerations. Most commonly, it is the case of individual dwellings which, because of the population density they support, are not rational enough in terms of communal and social infrastructure equipping and are in­corporating to city suffocation and loss of urban identity in urban-rural areas, i.e. in peri-urban zones. On the other hand, central city zones are formally developed according to the Regulation plans, but actually are being developed according to the particular interests based on political and economic power. Cities, and especially their central zones are being deconstructed, i.e. they are developed without a plan and without real public participation. Therefore, it seems properly to use the term 'urban fleemarket when speaking of unplanned and uncontrolled urban development in Serbia.
AB  - Neplanskom i nekontrolisanom izgradnjom, naročito poslednjih 20 godina, nastali su čitavi prstenovi i aglomeracije oko naših gradova, a da u Srbiji još uvek nemamo ni doktrinu, niti adekvatnu praksu kako je moguće rehabilitovati i, bar do nekog stepena, urediti prostor u tim aglomeracijama. U situaciji kada nema urbanističkih planova za gradove i njihove rubne zone, a ako ih ima niko ne garantuje zaštitu javnog i pojedinačnih interesa u korišćenju i izgradnji urbanog i periurbanog prostora, ne može se govoriti ni o neplanskoj niti o nelegalnoj gradnji. Čini se da je urbanističko planiranje svedeno na plansku formu i formalno pokriće gradskih i opštinskih vlasti, urbanista i arhitekata za faktičku razgradnju urbanog prostora prema partikularnim interesima zasnovanim na ekonomskoj i političkoj moći. U razvoju naših gradova, siromaštvu i drugim oblicima bede, ispravnije bi bilo govoriti o 'urbanom buvljaku' koji je kao oblik sive ekonomije zahvatio posebno periferne zone naših gradova. Problemu uređenja centralnih i periurbanih zona moralo bi se pristupiti na različite načine. Ako se kod centralnih zona radi o rekonstrukciji i očuvanju urbanog identiteta i kvaliteta, kod periurbanih zona je osnovni problem uspostavljanje minimuma urbanističkog i građevinskog reda i identiteta tih zona koji bi bio blizak urbanom.

Because of uncontrolled and illegal development, especially in the last twenty years, there has been an emergence of the whole belts and agglomerations surrounding our cities, yet Serbia still doesn't have either a doctrine or an adequate practice for rehabilitation or at least certain territorial organization in such agglomerations. Most commonly, it is the case of individual dwellings which, because of the population density they support, are not rational enough in terms of communal and social infrastructure equipping and are in­corporating to city suffocation and loss of urban identity in urban-rural areas, i.e. in peri-urban zones. On the other hand, central city zones are formally developed according to the Regulation plans, but actually are being developed according to the particular interests based on political and economic power. Cities, and especially their central zones are being deconstructed, i.e. they are developed without a plan and without real public participation. Therefore, it seems properly to use the term 'urban fleemarket when speaking of unplanned and uncontrolled urban development in Serbia., Neplanskom i nekontrolisanom izgradnjom, naročito poslednjih 20 godina, nastali su čitavi prstenovi i aglomeracije oko naših gradova, a da u Srbiji još uvek nemamo ni doktrinu, niti adekvatnu praksu kako je moguće rehabilitovati i, bar do nekog stepena, urediti prostor u tim aglomeracijama. U situaciji kada nema urbanističkih planova za gradove i njihove rubne zone, a ako ih ima niko ne garantuje zaštitu javnog i pojedinačnih interesa u korišćenju i izgradnji urbanog i periurbanog prostora, ne može se govoriti ni o neplanskoj niti o nelegalnoj gradnji. Čini se da je urbanističko planiranje svedeno na plansku formu i formalno pokriće gradskih i opštinskih vlasti, urbanista i arhitekata za faktičku razgradnju urbanog prostora prema partikularnim interesima zasnovanim na ekonomskoj i političkoj moći. U razvoju naših gradova, siromaštvu i drugim oblicima bede, ispravnije bi bilo govoriti o 'urbanom buvljaku' koji je kao oblik sive ekonomije zahvatio posebno periferne zone naših gradova. Problemu uređenja centralnih i periurbanih zona moralo bi se pristupiti na različite načine. Ako se kod centralnih zona radi o rekonstrukciji i očuvanju urbanog identiteta i kvaliteta, kod periurbanih zona je osnovni problem uspostavljanje minimuma urbanističkog i građevinskog reda i identiteta tih zona koji bi bio blizak urbanom.",

AB  - The trans-European transport network has different effects at macro regional mezzo-regional and micro-regional level, and its effectiveness rises with the lower regional levels. Possible approaches to the trans-European transport network impact and effect survey and policy options have been pointed out. The importance of increased accessibility and mobility for regional expansion and for a more balanced and polycentric system of city networks has been underlined. Changes in the spatial organization utilization and structure of cities, as well as in social benefits and losses subsequent to impacts of trans-European transport corridor "X" section Belgrade-Niš have been analyzed. The new trans-European or major transport infrastructure does not per se create regional and urban system network development, although it can affect the conditions for the processes that create growth and development. The effects can be increased by co-ordination of measures of regional, spatial and urban policy, land use transport, environmental and other policies. The necessary measure is the introduction of spatial impact assessment as sartorial policy instrument for the large transport infrastructure plans and projects.
AB  - U radu se polazi od pretpostavke da se uticaj trans evropskih saobraćajnih koridora različito manifestuje na makro, mezo i mikroregionalnom planu odnosno da se povećava sa snižavanjem regionalnog nivoa. Polazeći od iskustava evropskih zemalja, ukazuje se na moguće pristupe istraživanju pozitivnih i negativnih efekata trans evropskog saobraćajnog koridora. Analiziraju se uticaji i efekti panevropskog saobraćajnog koridora na razvoj aglomeracionih sistema i urbanih centara, organizaciju i namenu urbanog prostora i promene u ekonomskom i socijalnom životu lokalnog stanovništva na primeru deonice koridora "X", od Beograda do Niša. Trans evropski i magistralni infrastrukturni koridori predstavljaju jedan od značajnih preduslova i podsticaja za razvoj, ali ne mogu sami po sebi da generišu očekivani razvoj, bez odgovarajućih podršci. Efekti se mogu povećati integrisanjem i koordinisanjem različitih politika - opšte ekonomske, regionalnog razvoja, prostornog uređenja, urbanog razvoja saobraćaja, zaštite životne sredine i dr. Neophodno je uvesti i procenu/analizu prostornog uticaja za trans evropske i magistralne saobraćajne koridore u proces sektorskog planiranja i pripreme tehničke dokumentacije za infrastrukturne sisteme u koridoru.

Changes of the spatial organization, utilization and structure of cities, as well as of social benefits and losses subsequent to impacts of trans-European transport corridor "X" on urban system Ćuprija-Jagodina-Paraćin at section Belgrade-Nis have been analysed. The new trans-European or major transport infrastructure does not per se create regional and urban system network development, although it can affect the conditions for the processes that create growth and development. The effects can be increased by co-ordination of measures of regional and urban policy, land use, transport and other policies. The guidances and options of urban systems and urban centres development policies in trans-European transport corridor, as well as possibilities to improve our planning system have been given. The necessary measure is the introduction of spatial impact assessment as sectorial policy instrument for the large transport infrastructure projects.
AB  - U radu se polazi od pretpostavke da se uticaj transevropskih saobraćajnih koridora različito manifestuje na makro, mezo i mikroregionalnom planu, odnosno da se povećava sa snižavanjem regionalnog nivoa. Jedno od pitanja je da li i koliko ovi koridori mogu da utiču na razvoj makro i mezo regionalnih celina i aglomeracionih sistema u pogledu kretanja, rada, stanovanja, raspodele, specijalizacije funkcija naselja i sl. Analiziraju se uticaji autoputa i železničke pruge na organizaciju i namenu urbanog prostora i promene u ekonomskom i socijalnom životu lokalnog stanovništva u koridoru "X", na primeru trograđa Ćuprija-Jagodina-Paraćin na deonici od Beograda do Niša. Transevropski i magistralni infrastrukturni koridori predstavljaju jedan od značajnih preduslova i podsticaja za razvoj, ali ne mogu sami po sebi da generišu očekivani razvoj, bez podrške odgovarajućih mera i instrumenata različitih politika. Daju se smernice i opcije razvoja urbanih sistema i centara u magistralnim infrastrukturnim koridorima i, sa tog stanovišta, preporuke za unapređenje našeg sistema planiranja. Kao jedna od mera predlaže se izrada analize prostornog uticaja za transevropske i magistralne saobraćajne koridore u procesu sektorskog planiranja i pripreme tehničke dokumentacije.

AB  - The paper is dealing with questions relevant for defining the strategy and adequate policies for sustainable development of mountain areas, discussed on the case study of the Kopaonik national park In that respect the prior activity is to insure and support the sustainable agriculture development, and to sustain the rural settlements, as essential prerequisites for nature, landscape and cultural heritage protection, conservation and presentation. For achieving the necessary demographic vitality of this mountain possible option is to obtain the existing and settle the new younger population, by ameliorating the living conditions and rising up the quality of life in rural settlements. Sustainable utilization of natural resources, the agricultural land in particular, can open new perspectives for local development, preservation and transformation of the settlement network pattern. Necessary prerequisite is to increase accessibility of different services and utilities in small and medium sized towns at mountain and surrounding areas. Sustainability of mountain area and rural settlements network has been depended over the eligibility of public investments for economic activities decentralization and for increasing the accessibility of this areas. .
AB  - U radu se na primeru Nacionalnog parka Kopaonik, čija je primarna funkcija očuvanje i zaštita prirode i prirodnih vrednosti, razmatraju osnovna pitanja u vezi koncipiranja odgovarajuće strategije i pratećih politika održivog razvoja planinskih područja Srbije. U tim okvirima se primarni značaj daje obezbeđenju uslova za održivi razvoj poljoprivrede i opstanak seoskih naselja, kao osnovnim preduslovima za očuvanje specifičnih prirodnih, predeonih i kulturno-istorijskih vrednosti ove planine. Za održanje neophodne vitalnosti stanovništva opcija je zadržavanje i naseljavanje mlađeg stanovništva, uz poboljšanje uslova i povećanje kvaliteta življenja u seoskim naseljima. Održivom razvoju poljoprivrede na planinskom području može da pogoduje nasleđena mreža naselja, koju treba očuvati i transformisati i povećati dostupnost javnih službi i usluga opštinskih centara, manjih i srednjih gradova u okruženju. Opstanak planinskih područja zavisi od mogućnosti ulaganja iz javnih fondova u decentralizaciju ekonomskih aktivnosti i povećanje dostupnosti ovih područja. .

AB  - For the infrastructural corridor's area, of the national importance, is predicted making spatial plans of area of special use, as the most complex instruments for the developing and arranging management of these areas. These plans should have an integrative and problem-oriented approach towards development planning and arrangement of such an area, and it is obliged to include: a complex evaluation of state and function of infrastructural system in the corridor; an analysis of infrastructural corridor influence on the development of the planning area and its surrounding; an alternative conception of long-term protection, improvement, organization and use of the planning area; a choice of the priorities and assumption of the realization phases; instructions for the implementation of the plan etc. The approach in making of this category of plans, as well as, experiences in planning, arrangement and use of multimodal corridors, have been considered on the example of Spatial plan of the infrastructural corridor E-75 section Belgrade-Nis area.

These plans should have an integrative and problem-oriented approach towards development planning and arrangement of such an area, and it is obliged to include: a complex evaluation of state and function of infrastructural system in the corridor; an analysis of infrastructural corridor influence on the development of the planning area and its surrounding; an alternative conception of long-term protection, improvement, organization and use of the planning area; a choice of the priorities and assumption of the realization phases; instructions for the implementation of the plan etc. The approach in making of this category of plans, as well as, experiences in planning, arrangement and use of multimodal corridors, have been considered on the example of Spatial plan of the infrastructural corridor E-75 section Belgrade-Nis area.",
