Hospitals` disaster resilience on the case of healthcare institutions of small capacity

AB  - In case of disasters, caused by natural hazards or antrophogene factors, it is important to preserve the function of health institutions. The World Health Organization has developed the HSI (Hospital Safety Index) method that can categorize a healthcare facility in terms of disaster safety in a simple and relatively reliable way. If a healthcare facility has a smaller capacity (up to 20 beds) it can be assessed using a simplified method of HSI according to the recommendations of the World Health Organization. By assessing the list of elements according to the recommendations, the potential weaknesses of the facilities that can lead to security threats can be preliminarily identified. On that basis, emergency interventions could also be defined in order to increase the safety of the healthcare facility. Paper uses methods (the standard HSI method and the method applied to small-capacity hospitals) for assessing the resistance on the selected case of a low capacity healthcare facility in Belgrade.

AB  - Klimatske promene utiču na razvoj novih koncepata planiranja urbanih sistema, infrastrukture, projektovanje zgrada i instalacionih sistema u zgradama, koji podrazumevaju i primenu novih tehnologija. Optimizovanjem najnovijih planerskih, projektantskih i tehničko-tehnoloških znanja i iskustava teži se smanjenju uticaja klimatskih promena i poboljšanju komfora unutar objekata, ali i u otvorenim/javnim prostorima u gradu.
S tim u vezi, ovaj rad istražuje moguće uticaje klimatskih promena na gradsku sredinu. Rad se ne bavi pojedinačnim zgradama, već istražuje ulogu urbanih sistema i infrastructure grada u pružanju odgovora na klimatske promene. Analizirano je nekoliko odabranih, značajnih dokumenata usvojenih na globalnom, nacionalnom i lokalnom nivou, vršena su poređenja i diskutovani rezultati koji se odnose na istraživanje urbanih sistema kao integralnog dela infrastrukture.
AB  - Climate change is affecting the development of new concepts of planning urban systems, infrastructure, building design and installation systems in buildings, which also implies the application of new technologies. By optimizing the latest planning, design and technicaltechnological know-how, intention is to reduce the impact of climate change and improve comfort within buildings, as well as in open/public spaces in the city. Regarding this, the paper researches the possible impacts of climate change on the urban environment. This research does not address individual buildings, but rather explores the role of urban systems and infrastructure of the city as part of response to climate change. Focusing on urban systems as an integral part of infrastructure this paper analyzed several significant documents adopted at the global, national and local levels.

AB  - U svim evropskim zemljama poslednjih decenija prisutna je tendencija ka definisanju integralnog sistema planiranja, koji pored standardnog planerskog instrumentarijuma posebnu pažnju poklanja aspektu zaštite životne sredine i kvalitetu života stanovnika. Planiranje zaštite životne sredine u strateškom planiranju (prostornom, regionalnom i urbanističkom) predstavlja jedan od instrumenata za dostizanje održivog razvoja teritorija različitih namena. Implementacija holističkog pristupa i koordinacije između prostornog, sektorskog i planiranja zaštite životne sredine je od najvećeg značaja za integralno planiranje održivog teritorijalnog razvoja. Potreba za uključivanjem envajronmentalnih pitanja u strateške dokumente ukazala se usled neophodnosti usaglašavanja ekoloških i razvojnih interesa na nekoj teritoriji. Različite intervencije u prostoru pokazuju negativne implikacije manjeg ili većeg intenziteta po pojedine parametre zaštite životne sredine. Navedeni efekti uslovili su obavezu da se u postupak pripreme i usvajanja planova i programa integrišu i osnovna načela zaštite životne sredine, kao i definišu mere za neutralizaciju ili smanjenje negativnih efekata (koje planska rešenja mogu izazvati na nekoj teritoriji) ili potencijalnih konflikata u realizaciji aktivnosti. S obzirom na činjenicu da je planiranje proces koji se istovremeno odvija na više hijerarhijskih nivoa, neophodna je ne samo vertikalna, već i horizontalna harmonizacija planskih rešenja i mera zaštite životne sredine. Stoga, planski proces zahteva istovremeno (paralelno) formiranje strateških smernica za neku teritoriju i proveru tih smernica kroz instrumente vrednovanja kvaliteta zaštite životne sredine. Kroz rad će biti data moguća rešewa za relativizaciju konflikata koji se mogu javiti na relaciji zaštite životne sredine i prostornog razvoja. Kroz prezentaciju nekoliko SPU za različita područja posebne namene, rad će ukazati na različite pristupe za relativizaciju konflikata u prostoru.
AB  - In all European countries in the last decades, there is a tendency towards the definition of an integral planning system, which, in addition to the standard planning instrument, pays special attention to the aspect of environmental protection and the quality of life of the inhabitants. Environmental protection planning in strategic planning (spatial, regional and urban) is one of the instruments for achieving sustainable development of territories of different purposes. The implementation of a holistic approach and
coordination between spatial, sectoral and environmental planning is of utmost importance for integral planning of sustainable territorial development. The need to include the environmental issues in the strategic documents was indicated by the necessity of harmonizing ecological and development interests in a certain territory. Different interventions in the space show negative implications of lower or higher
intensity according to individual environmental parameters. These effects have caused the obligation to integrate the basic principles of environmental and life-quality protection in the process of preparation and adoption of plans and programs, as well as need to define measures for neutralization or reduction of negative effects or potential conflicts in the realization of activities. Considering the fact that planning is a process that is simultaneously taking place at several hierarchical levels, it is necessary to achieve not only vertical, but also horizontal harmonization of planned solutions and environmental protection measures. Therefore, the planning process requires the simultaneous (parallel) formation of strategic guidelines for a territory and the verification of these guidelines through instruments for evaluating the quality of environmental protection. The paper will provide some of the potential solution for the relativization of the conflicts that can appear between environmental protection on one side, and spatial development on other side. Through presentation of several SEA conducted for different special purpose area, paper will show different approaches in relativization of the conflicts.

Kroz prezentaciju nekoliko SPU za različita područja posebne namene, rad će ukazati na različite pristupe za relativizaciju konflikata u prostoru., In all European countries in the last decades, there is a tendency towards the definition of an integral planning system, which, in addition to the standard planning instrument, pays special attention to the aspect of environmental protection and the quality of life of the inhabitants. Environmental protection planning in strategic planning (spatial, regional and urban) is one of the instruments for achieving sustainable development of territories of different purposes. The implementation of a holistic approach and
coordination between spatial, sectoral and environmental planning is of utmost importance for integral planning of sustainable territorial development. The need to include the environmental issues in the strategic documents was indicated by the necessity of harmonizing ecological and development interests in a certain territory. Different interventions in the space show negative implications of lower or higher
intensity according to individual environmental parameters. These effects have caused the obligation to integrate the basic principles of environmental and life-quality protection in the process of preparation and adoption of plans and programs, as well as need to define measures for neutralization or reduction of negative effects or potential conflicts in the realization of activities. Considering the fact that planning is a process that is simultaneously taking place at several hierarchical levels, it is necessary to achieve not only vertical, but also horizontal harmonization of planned solutions and environmental protection measures. Therefore, the planning process requires the simultaneous (parallel) formation of strategic guidelines for a territory and the verification of these guidelines through instruments for evaluating the quality of environmental protection. The paper will provide some of the potential solution for the relativization of the conflicts that can appear between environmental protection on one side, and spatial development on other side. Through presentation of several SEA conducted for different special purpose area, paper will show different approaches in relativization of the conflicts.",

AB  - Based on the previously adopted strategies and laws on international and national, Serbia is approaching to the implementation of standards on the risk reduction and control of the climate change on the acceptable level. The cities could be considered   place with strong vulnerability, so the special attention must be provided in ensuring the resiliency of social infrastructure. Educational institutions are part of the  secondary level of social protection in cities whose operation is necessary in terms of natural disasters.
The paper will present the methodology in the area of risk management and assessment of educational institutions on the case study of High school in Belgrade and answer the  questions - how the functionality of the facility can be obtained/improved, based on the improvement of the safety standards and how the standards could incorporate parameters that could be recognizable in the existing building overview and use?

AB  - Очување архитектонске баштине изискује њено коришћење на одржив начин што
се може постићи адекватним управљањем ризицима и применом мера ублажавања
рањивости у односу на штетне појаве. Део тих појава се односи на природне опасности
(земљотреси, поплаве, клизишта), а део је проузрокован људским фактором (пожари).
Климатске промене такође имају утицај на архитектонску баштину, па треба управљати
ризиком како би се смањила вероватноћа и утицај штетних појава (топлотни таласи,
олује, повећана количина падавина која узрокује поплаве). Како се емисија гасова са
ефектима стаклене баште сматра покретачем климатских промена, то се применом
мера енергетске ефикасности може позитивно утицати на њихово ублажавање, а
тиме и позитивно утицати на услове коришћења архитектонске баштине. На примеру
Народног позоришта у Београду и мера које су примењене или се планирају у погледу
рестаурације и енергетског унапређења зграда које су споменици културе, приказан
је позитиван остварени еколошки ефекат смањене енергетске потрошње и емисије
угљен-диоксида (CO2), што је истовремено и мера ублажавања климатских промена
као фактора ризика за одрживост архитектонског наслеђа.
AB  - The preservation of architectural heritage requires its use in a sustainable way that
can be achieved with adequate risk management and implementation of vulnerability
mitigation measures in relation to various harmful effects. Part of them is related to natural
hazards (earthquakes, floods, landslides), and the other part is caused by human factor
(fires). Climate change also has an impact on the architectural heritage, and therefore it
is important to properly deal with risk management in order to reduce the probability and
impact of harmful effects (heat waves, storms, increased rainfall causing floods). Since
the emission of greenhouse gases is considered the main cause of climate change, the
implementation of energy efficiency measures can have a positive effect on their mitigation,
as well as regarding the use of architectural heritage. Using the example of the National
Theatre in Belgrade and the measures already implemented or planned in terms of
restoration and energy improvement of buildings as cultural monuments, we presented a
positive environmental benefits that are achieved in reducing energy consumption and CO2
emissions, that is at the same time the climate change mitigation measure as a risk factor
for sustainability of architectural heritage.

AB  - Rehabilitation of abandoned industrial heritage sites can be a special opportunity, challenge and a driver of new possibilities for city development. Numerous examples of conservation, restoration and repurposing of such locations that have been implemented so far, demonstrate significant development potentials, that have influenced the culture, education, environmental, social and economic aspects of the development of the respective area. A case study in this paper is the Sugar Factory in Belgrade, which was declared as a cultural monument. The factory site is a unique industrial and urban area, located in the spatial cultural and historic ensemble of outstanding value "Topčider". The Sugar Factory is a monument of industrial development of the country and urban development of Belgrade and one of the few preserved factory sites of the late 19th century. The oldest buildings in the area are also architecturally the most valuable. Common to all buildings in the area is vulnerability due to inadequate use, non-maintenance, neglect and decay. In order to preserve the inherited monument values and popularize the rehabilitation of industrial architecture, it is necessary to improve and recover the Sugar Factory, with the affirmation of the architectural and urban values of the area and its historical features. Starting from the premise that this cultural heritage should be treated as a unique architectural and urban site which, with adequate conversion and reconstruction, can earn a significant place in the tourist offer and cultural life of the city, the paper will consider the negative effects that result from withholding the current situation as well as problems to refurbish this site as a whole

Urban reconstruction as an outright solution to the legalization of the illegal construction on the example of Altina 2 settlement in Belgrade

AB  - Illegal construction in terms of its size and harmful consequences is a risk regarding to
the development goals of Serbia and must be solved by mitigation measures and
adequate management. Part of the illegal buildings in protected natural and historical
areas should be demolished with all the consequences it will produce in economic,
social and environmental terms, but which will, on the other hand, defend the general
interest that is unquestionable. The other part of illegal construction, much larger, can
be kept under certain conditions of the legal framework envisaged for this purpose. In
case of the entire settlements developed by spontaneous settling in the marginal city
areas with unappropriated land purpose and the rights of use, there was a gradual
urbanization that prompted the renewal of such settlements and the recovery of harmful
consequences in the wider environment. On the example of the Altina 2 settlement, this
paper explains the genesis and causes of the settlement development on the agricultural
land and the subsequent urban regeneration, performed for a long time at the initiative
of the settlement inhabitants and with the great efforts of the local community and the
City of Belgrade. The results of the subsequent mitigation of the harmful consequences
of illegal construction were analyzed in this case, as well as the individual and general
interests based on the Detailed urban plan Altina 2. The concluding observations
estimate the subsequent urbanization as a compulsory solution in which the harm
caused by illegal construction only partially mitigates, but the general interest is
subsequently and to a certain extent established. It also indicates importance of the
opportune spatial planning and the preparation of locations for residential and
commercial buildings, according to the commercial market requirements, as well as the
categories of socially vulnerable groups, with the aim to make an end of illegal
construction in the future.
AB  - Nelegalna gradnja po svojim razmerama i štetnim posledicama predstavlja rizik u odnosu na razvojne ciljeve Srbije i kao takva mora biti rešavana merama ublažavanja i adekvatnog upravljanja. Deo nelegalno podignutih objekata u zaštićenim prirodnim i istorijskim celinama mora biti srušen sa svim posledicama koje će to proizvesti u ekonomskom, socijalnom I ekološkom smislu, ali kojima će biti odbranjen opšti interes kao neupitan. Drugi deo nelegalne gradnje, mnogo većeg obima, može biti zadržan pod odredjenim uslovima prilagodjavanja zakonskom okviru predvidjenim u tu svrhu. U slučaju čitavih naselja, nastalih spontanim naseljavanjem rubnih gradskih područja na zemljištu neadekvatne namene i sa spornim statusom prava korišćenja, vremenom je dolazilo do naknadne urbanizacije kojom je pokušana obnova takvih naselja i sanacija štetnih posledica po šire okruženje. Na primeru naselja Altina2 prikazana je geneza i uzroci nastanka naselja na tada poljoprivrednom zemljištu i naknadna urbanistička sanacija obavljana u dužem periodu na inicijativu stanovnika naselja i uz velike napore lokalne zajednice i Grada Beograda. Analizirani su rezultati naknadnog ublažavanja štetnih posledica nelegalne gradnje u ovom slučaju i ostvareni pojedinačni i opšti interesi zasnovani na planskom aktu DUP Altina2. Zaključna razmatranja ocenjuju naknadnu urbanizaciju kao iznudjeno rešenje kojim se nastale štete od nelegalne gradnje samo delimično ublažavaju, ali se opšti interes naknadno i u odredjenoj meri ipak uspostavlja. Takodje se ukazuje na značaj blagovremenog prostornog planiranja i pripreme lokacija za izgradnju objekata stambene i poslovne namene prilagodjene zahtevima komercijalnog tržišta, ali i kategorijama socijano ugroženih grupa, a sve sa ciljem potpunog zaustavljanja nelegalne gradnje ubuduće.

U slučaju čitavih naselja, nastalih spontanim naseljavanjem rubnih gradskih područja na zemljištu neadekvatne namene i sa spornim statusom prava korišćenja, vremenom je dolazilo do naknadne urbanizacije kojom je pokušana obnova takvih naselja i sanacija štetnih posledica po šire okruženje. Na primeru naselja Altina2 prikazana je geneza i uzroci nastanka naselja na tada poljoprivrednom zemljištu i naknadna urbanistička sanacija obavljana u dužem periodu na inicijativu stanovnika naselja i uz velike napore lokalne zajednice i Grada Beograda. Analizirani su rezultati naknadnog ublažavanja štetnih posledica nelegalne gradnje u ovom slučaju i ostvareni pojedinačni i opšti interesi zasnovani na planskom aktu DUP Altina2. Zaključna razmatranja ocenjuju naknadnu urbanizaciju kao iznudjeno rešenje kojim se nastale štete od nelegalne gradnje samo delimično ublažavaju, ali se opšti interes naknadno i u odredjenoj meri ipak uspostavlja. Takodje se ukazuje na značaj blagovremenog prostornog planiranja i pripreme lokacija za izgradnju objekata stambene i poslovne namene prilagodjene zahtevima komercijalnog tržišta, ali i kategorijama socijano ugroženih grupa, a sve sa ciljem potpunog zaustavljanja nelegalne gradnje ubuduće.",

AB  - The paper will analyse some of the concepts and principles of green building in the context of cities adaptation to climate change, which could be applied more in Serbia in the future. Having in mind the problem and their impact on the adaptation, mitigation and resilience of cities to the new changes two different approaches have being considered.

AB  - Natural and technological disasters in the European countries have caused significant loss of life and damage to
structures and infrastructure, which has led to the ratification of conventions at world level in the field of disaster
preparedness (Hyogo Framework for Action and Sendai Framework for Disaster Risk Management).These strategies
were also adopted at the lower levels of national decision-making in order to establish risk reduction and control on
acceptable level. Since disasters can cause severe hazards on social infrastructure (healthcare facilities, schools etc.),
these objects should be specifically treated in urban and spatial plans in terms of resilience-improvement.
This paper presents methodology of Hospital Safety Index (HSI) adapted for the territory of Western Balkan
countries, on the case study of seismic risk zone in the Kolubara Region in Serbia. This zone has history of seismic
hazards, which have led to implementation of numerous spatial and urban plans for renovation and application of new
measures in risk reduction.
Main goal of the paper is to implement HSI as new methodology in spatial and urban planning, not only on healthcare
facilities, but also on the wider network of social infrastructure that were and still are jeopardized by seismic risk.
Also, the paper proposes measures and potential interventions for improvement of healthcare facilities in seismically
vulnerable region of Kolubara, based on HSI.

AB  - Given that mankind has occasionally been exposed to the devastation of catastrophic proportions throughout its history (extreme weather events, natural disasters, bioterrorism, and pandemics are having an increased global impact), which are increasing in the 20th century due to climate change, the risk reduction measures are being taken at the global level to reduce the severity of the consequences. Natural and technological disasters in the European countries have caused significant loss of life and damage to structures and infrastructure, which has led to the ratification of conventions at the world level in the field of disaster preparedness (Hyogo Framework for Action and Sendai Framework for Disaster Risk Management). Hospitals and other healthcare facilities are amongst those most jeopardized. The paper gives an overview of the methodology in the field of defining the resilience of healthcare facilities through determining the hospital safety index. Through the application of this and other methodologies in a case study conducted in Serbia, the paper examines the direct correlations between hospital safety index and climate change. Paper gives the results of hospital safety index calculation considering modules 2-4 and possibilities for the potential use of the module 1 (research on hazards) in separate evaluation.

The second part of the paper proposes solutions that rely on information technologies which facilitate process of urban planning. Two projects related to the implementation of measures for improving the energy efficiency in urban planning were conducted within this research. The first one is considering the design of a spa centre in an undeveloped mountain landscape and the second one is dealing with reconstruction of a residential block in urban built environment. In the first case study, the proposed solutions rely on the information technologies, while in the second case study they rely on the implementation of measures for improving the energy efficiency in urban planning. The results show that the application of different measures in urban planning depends on the level of the built environment.

AB  - GIS modeling is a new tool used in landfill site selection in urban and rural areas. Previously used deterministic methods and techno-economic criteria used within multi-criteria evaluation proved to be insufficient in any relevant and accurate theoretical considerations, since the choice of methods and criteria resulted in a subjective evaluation. In addition, the problem also lay within the fact that the planning evaluation did not include social criteria in the context of the landfill site selection. This paper will present a new, adapted, and socially adjusted methodology which will improve expert multi-criteria evaluation for the selection of landfill sites, with a clear emphasis placed on social considerations (preferences of the local population, behavioral models, etc.). This methodology was applied to the selection of landfill sites in the territory of villages in the Stara planina Nature Park, located in Eastern Serbia. The research was conducted using the ArcGIS Spatial Analyst software, with the aim of stressing the importance of using mathematical and geostatistical analysis in planning practice. The overall conclusion of this research is that the degree of success in solid waste management in rural settlements primarily depends on the degree of participation of local residents in the decision-making process (especially in landfill site selection). The GIS model used in this research could be adapted to offer multiple applications in different location studies in spatial planning.

This methodology was applied to the selection of landfill sites in the territory of villages in the Stara planina Nature Park, located in Eastern Serbia. The research was conducted using the ArcGIS Spatial Analyst software, with the aim of stressing the importance of using mathematical and geostatistical analysis in planning practice. The overall conclusion of this research is that the degree of success in solid waste management in rural settlements primarily depends on the degree of participation of local residents in the decision-making process (especially in landfill site selection). The GIS model used in this research could be adapted to offer multiple applications in different location studies in spatial planning.",

AB  - The attitude towards the values of cultural heritage is one of the important factors in shaping the character of a place and the character of a cultural and historical ambience. Cultural heritage plays an important role in strengthening the regional and local cultures and tradition with respect to economic and social issues, as well as with respect to the environmental protection regulation. The Brankovina cultural and historical complex - the immovable property of exceptional importance, is an important cultural centre of Serbia which implies an integrated protection of all structures together with the surrounding area. The illegal construction, inappropriate reconstructions and interventions in this area have resulted from a lack of urban planning regulation over a long period of time. Insufficiently developed awareness about the importance of cultural heritage for the development of this area, as well as a lack of clearly defined programmes and measures that would ensure a continuous process of protection, presents a constant threat to the survival of this important heritage. The flood risk problem is much more prominent in this area than in other parts of Serbia due to complexity in the protection of historical heritage and particular ambience qualities. The work on the area development programme which would provide spatial, environmental, economic and functional conditions for future development and protection of this area has started after the adoption of the Decision on General Regulation Plan. The achievement of objectives is moving towards the affirmation, protection and improvement of the Brankovina cultural and historical complex as a traditional cultural heritage, along with planning the new facilities that would be appropriate to the importance of the area, and without environmental consequences.
AB  - Odnos prema vrednostima kulturnog nasleđa je jedan od važnih faktora u oblikovanju karaktera mesta i karaktera kulturno-istorijskog ambijenta. Kulturno nasleđe igra važnu ulogu u jačanju regionalne i lokalne kulture i tradicije u odnosu na ekonomska i socijalna pitanja, kao i u pogledu regulisanja zaštite životne sredine. Kulturno-istorijski kompleks Brankovina - nepokretna imovina od izuzetnog značaja, je važan kulturni centar Srbije, koji podrazumeva integrisanu zaštitu svih struktura zajedno sa okolnim područjem. Bespravne gradnje, neodgovarajuće rekonstrukcije i intervencije u ovoj oblasti rezultat su nedostatka propisa urbanističkog planiranja tokom dugog vremenskog perioda. Nedovoljno razvijena svest o značaju kulturnog nasleđa za razvoj ove oblasti, kao i nedostatak jasno definisanih programa i mera koje bi obezbedile kontinuirani proces zaštite, predstavlja stalnu pretnja opstanku ovog važnog nasleđa. Problem rizika od poplava je mnogo izraženiji u ovoj oblasti nego u drugim delovima Srbije zbog složenosti zaštite istorijskog nasleđa i posebnih ambijentalnih kvaliteta. Rad na programu razvoja u oblasti koja bi omogućila prostorne, ekološke, ekonomske i funkcionalne uslove za dalji razvoj i zaštitu ovog područja je počela nakon usvajanja odluke o planu generalne regulacije. Ostvarivanjem ciljeva kreće se ka afirmaciji, zaštiti i unapređenju kulturnog i istorijskog kompleksa Brankovina, kao tradicionalne kulturne baštine, uz planiranje novih objekata koji će biti prikladni za značaj područja, a bez posledica po životnu sredinu. .

AB  - This paper assesses the potential of historical industrial buildings to be reused as office spaces. Belgrade’s industrial heritage has been classified according to the criteria that influence visual comfort, including glazing area, floor depth, and orientation. Daylight performance of two representative buildings has been analyzed using daylight factor, point in time illuminance and spatial daylight autonomy. Potential improvement strategies that would not have a negative impact on the historical character of buildings have then been discussed. Further studies include increased internal surface reflectance and introduction of roof-lights. The impact of roof-lights on the annual cooling and heating load has been addressed in parallel. Since LEED is the dominant sustainability assessment tool in Serbia, preliminary compliance with LEED v4 Daylight credit has been assessed for all options. The methodology and findings can be applied to a wide range of industrial buildings in similar climatic conditions.
AB  - U radu je analizirana prenamena industrijskih objekata izgrađenih pre Drugog svetskog rata u poslovne. Industrijsko nasleđe Beograda je klasifikovano prema kriterijuma koji utiču na vizuelni komfor, uključujući veličinu prozora, dubinu osnove i orijentaciju objekata. Količina prirodne svetlosti je analizirana korišćenjem faktora dnevne osvetljenosti (daylight factor), nivoa osvetljenosti (point in time illuminance) i prostorne autonomije dnevne svetlosti (spatial daylight autonomy). Nakon analiza, razmatrane su potencijalne strategije za unapređenje nivoa osvetljenosti koje ne bi imale negativan uticaj na istorijski karakter zgrada. Dalje analize uključuju povećanje vrednosti refleksije površina prostorije i uvođenje krovnih prozora. Uticaj krovnih prozora na godišnju potrebnu energiju za grejanje i hlađenje objekata je takođe razmatrano. LEED je dominantan program za sertifikaciju poslovnih zgrada u Srbiji. Stoga, rad uključuje preliminarane analize svih opcija za usklađenost sa zahtevima LEED v4 kredita “Prirodno osvetljenje”. Metodologija i zaključci ovog istraživanja mogu se primeniti na širok spektar industrijskih objekata u sličnim klimatskim uslovima.

AB  - Starting from the premise that architecture and nature cannot be separated entities, the question of their mutual relations and the traditional boundaries are contained in the architectural process that follows logic of nature in the function of generating space. Nature as a substantial component of the project, in that sense, is not an ambient articulated by architecture, but architecture and nature determine each other. The natural mechanisms engaged in producing artificial environments, assume field of techniques, concepts and terms involved in the creation of new technological nature, and in the same time, in conjunction with a different, naturalized architecture. These mechanisms are not antagonized, instead they are included in the process of disappearance and emergence of various forms of materiality. Where disappears first, the second matter rises - new, artificial nature. Research of the relationship between architecture and nature defines process of disappearing borders – between inside and outside, so the architecture and landscape dissolve in the state of dynamic tension, which may challenge traditional relations - architecture / nature as inseparable or ontologically different. Concept of nature as methodology of architectural design becomes process of presentation of natural-artificial dialogue. Ecological aspect on that occasion suggests the way in which the internal organization of the project uses the information in constant process of becoming. Observing panorama of contemporary architecture, examples in this paper suggest the need for creating new models of analysis that instead of being relevant only to formal explanations of architecture, they could be integrated with environmental parameters that are constantly changing. Comparison of different approaches reveal the same preoccupation with the analysis of associated meanings, both local and global that determine the area of intervention. As a result of such a view, the topography arises as fluid construct or variable ground for current production of space.

Financial measures Serbia should offer for solar water heating systems

AB  - Hot water consumption is an important segment in the energy consumption in households in Serbia, where majority of households heat water with electric resistance storage water heaters. A more appropriate alternative is installation of solar water heating (SWH) systems in households. The current number of installed SWH systems in Serbia is negligibly small - only about 0.1% of all households. Serbia has recently adopted feed-in tariffs for generating electricity from renewable energy sources (RES), but it did not provide any incentive for SWH installations. It is generally accepted that best form of SWH incentive is a direct subsidy to reduce high upfront costs. The aim of this work is to suggest the level of the subsidy which Serbian government should offer in order to reach the level of SWH deployment comparable to that of more developed countries. After financial analysis of SWH installation in six Serbian cities, followed by contingent valuation survey among household owners in Serbia, it is concluded that 20% subsidy is justified already by CO2 mitigation potential of SWH systems, while 50% subsidy, which lowers equity payback period to 5.5-6 years, generates most interest among household owners.

AB  - Serbian government has recently introduced the system of feed-in tariffs for electricity generated from renewable sources. The proposed feed-in tariff for photovoltaic electricity is set to 0.23 (sic)/kWh paid for 12 years, with the PV electricity produced after the first 12 years being sold at the grid electricity market price for the rest of the plant lifetime. Although such FIT could have been justified by the small, average retail grid electricity price of just 0.054 (sic)/kWh for Serbian households, the investment appraisal of a real case of 2.82 kWp PV power plant in two Serbian cities of Zlatibor and Negotin, clearly illustrates that the proposed FIT framework is not sufficient to attract investments into PV in Serbia. In the second part of the paper, we have analyzed alternative, more reasonable feed-in tarrif frameworks, with the goal of selecting those able to sustain the PV adoption and diffusion in Serbia.

Financial measures Serbia should offer for solar hot water systems

AB  - Hot water consumption is an important segment in the energy consumption in households, especially in Serbia, where majority of households heat water with electric immersion heaters. Having in mind that 73% of electricity in Serbia is generated in lignite-fired power plants, we arrive at an interesting situation that the thermal energy of coal is first transformed into electric energy and then back to thermal energy of water in households. Obviously, these transformations yield a very inefficient use of the energy embedded in coal. A more appropriate alternative is installation of solar hot water (SHW) systems in households. The current number of installed SHW systems in Serbia is negligibly small -only about 0.1% of all households. Serbia has recently adopted feed-in tariffs for generating electricity from renewable energy sources (RES), as part of its obligations from the Energy Community Treaty, but it did not provide any incentive for household SHW installations. It is generally accepted that best form of SHW incentive is a direct subsidy to reduce high upfront costs. The aim of this work is to suggest the level of the subsidy which Serbian government should offer in order to reach the level of SHW deployment comparable to that of more developed countries. We first perform a financial analysis of SHW installation in the southern Serbian town of Niš with RETScreen, and then use contingent valuation survey among household owners in Serbia to determine the subsidy level which would substantially increase their willingness to install a SHW system. We conclude that 20% subsidy is justified already by CO2 mitigation potential of SHW systems, while 50% subsidy, which lowers equity payback period to 5.6 years, generates most interest among household owners.

AB  - This study presents a methodology of strategic environmental impact assessment that was applied in the Strategic Environmental Assessment (SEA) of the Urban Plan for wind power plants in Bavanigte (Serbia). It deals with the experience in the making of urban planning documentation for the first wind power plant in Serbia from the aspect of possible environmental conflicts related to the utilization of alternative energy sources - preservation of natural resources. SEA is one of the most important instruments for the implementation of the sustainable development strategy in planning. By applying SEA in planning, it is possible to realize the spatial consequences of the proposed changes in space, considering the needs of subject location. Although the general methodology and procedures of SEA design and its adoption, as well as the content of SEA report are defined by the legislation of the European countries, there is no universal methodology for environmental impact assessment study plans. Specific environmental impacts of certain plans require a global perception of planning solutions in the context of realizing the aims of sustainable development.

AB  - Poslednjih 15 godina u urbanim sredinama širom Evrope sve je veća primena
fotonaponskih (PV) sistema. Implementacija PV sistema u projektovanju i izgradnji
objekata postaje deo standardnih aktivnosti u razvoju gradova. Postoje i značajne
prepreke za primenu ovih sistema, koje su evropske države prevazišle, a tiču se pre
svega legislativnog okvira koji reguliše ovakvu vrstu projekata, a zatim i načina
njihovog fi nansiranja.
Kroz primere evropskih gradova i sdudije slučaja (case study) gradova Gelsenkirchena
u Nemačkoj, Gleisdorfa u Austriji i Liona u Francuskoj, rad nastoji da
ukaže na pozitivne ekonomske i ekološke efekte ovakvog načina dobijanja energije
i ukaže na značajnije promene u pristupu i načinu planiranja novih delova grada,
važnoj ulozi eksperata, edukaciji stručnjaka, učešću javnosti i ulozi lokalnih vlasti u
implementaciji ovih projekata.
Osim toga, na osnovu inostranih primera u radu su date smernice za primenu
ovakve vrste projekata kod nas. Prikazan je projekat solarne fotonaponske elektrane
urađen za Skupštinu opštine Vračar u Beogradu. Rad predlaže mere i akcije (od
edukacije do fi nansiranja) koje bi pomogle u realizaciji ovakve vrste projekata u
Srbiji.
AB  - Photovoltaic systems have seen an expansion of their application in the past 15
years. Implementation of these systems becomes one of the standard activities in the
urban design and development processes. On the other hand, there are considerable
constraints for the application of photovoltaic systems, mainly in the legislative
area, which regulates the implementation and fi nancing of these projects. These
problems have been overcame succesfully by many European countries.
This paper tries to point to some positive economic and ecological effects of these
energy systems and present a change of the approach to design of new city districts.
Some other issues, presented in this paper are the: importance and education of experts,
participation of public and local government. The method of this paper is the
presentation of positive examples of European cities and their case studies. Some of
the cities are Gelsenkirchen (Germany), Gleisdorff (Austria), Lion (France).
Based on those experiences, the paper proposes guidelines for the local application
of these projects. An example of the solar photovoltaic plant for the Municipality of
Vračar in Belgrade is presented in detail. The paper proposes measures and actions
(from education to fi nancing) which would help in realizations of similar projects in
Serbia
