AB  - Despite numerous undeniably positive effects of using renewable energy sources on space, and the reduction of energy sector environmental impact and carbon footprint, certain side effects renewable energy projects could implicate in space still pertain. The intensity of negative effects is in direct correlation with the project type (a wind farm, a solar power plant, a biomass power plants, etc.), predominantly impacting biodiversity, population (e.g. noise, shadow flicker effect), landscape, repurposing of land, etc. Such impacts often come as a consequence of inappropriate spatial positioning of power plant facilities that use renewable energy sources and/or inadequate solutions applied in the project planning stage. That is why applying the principle of precautionary protection in the earliest phase of project developing, while it is still being planned, is of utmost importance, allowing minimisation or elimination of all negative effects by opting for most favourable spatial solutions. The paper underscores the significance of Strategic Environmental Assessment (SEA) process in renewable energy sources project planning as a globally adopted instrument in precautionary protection of the environment and spatial planning. The focus is on the role of the SEA process in selecting the optimum solutions for preventing potential conflicts in space, simultaneously reducing risks for the investors in the project development process. Such an approach enables sustainable solutions in renewable energy use, on the one hand, and creates a sound base for investment in such projects, on the other. Of particular importance in SEA are the holistic approach and the use of semi-quantitative method of multicriteria assessment of planning solutions, but also building foundations for the implementation of EIA and ESIA processes based on precautionary environment protection solutions. That is exactly the way the EIA and ESIA processes, which are the continuation of the SEA process, can be effectively implemented in the final phases of project development, simultaneously reducing investment risks, which is of no less importance.

AB  - У раду се разматра садржај и карактер просторног плана јединице локалне самоуправе (ПП ЈЛС) са 
уређајним основама, као посебне врсте планског документа са стратешком и спроведбено регулационом димензијом, те његов третман у регулативи и у планерској пракси у Србији данас. 
Изменама Закона о планирању и изградњи из 2014. године и увођењем уређајних основа за села као 
обавезног дела ПП ЈЛС, јача спроведбено-регулациони на рачун стратешког карактера овог плана иако 
је он основни стратешки документ и оквир одрживог просторног развоја ЈЛС. Анализиран је развој 
законодавног оквира од средине ХХ века до данас, као и актуелни проблеми и изазови у планској пракси. 
Формулисане су тезе за преиспитивање могућности и модалитета директне примене ПП ЈЛС, као и 
форме и садржине уређајних основа.
AB  - The paper discusses the content and character of the spatial plan of the local self-government unit (SP LSU) with 
the basis for the development of villages, as a special type of planning document with both a strategic and 
implementation-regulatory dimension, within the legal framework and planning practice in Serbia today. 
Amendments to the Planning and construction law from 2014 and the introduction of basis for the development of 
village as a mandatory part of the SP LSU strengthen the implementation-regulatory at the expense of the strategic 
character of this plan, even though it is the basic strategic document and framework of sustainable spatial 
development of the LSU. The development of the legislative framework from the middle of the 20th century until 
today, as well as current problems and challenges in planning practice in Serbia, were analyzed. Theses were 
formulated for reviewing the possibilities and modalities of direct implementation of SP LSU, as well as the form 
and content of the basis for the development of villages.

Приступ изградњи „парцела по парцелу“ проблематичан је не само у изграђеном градском ткиву које се трансформише, већ и на неизграђеном простору. Велики недостатак код оваквог планирања је немогућност спровођења иницијалне просторне и обликовне концепције до нивоа парцеле и пројекта/објекта, као последица је непостојања механизама да се контролише квалитет архитектонских решења, како би се формирала препознатљива амбијентална целина, а посебно имајући у виду врло низак ниво архитектонске културе.

Принцип урбанистичке заштите могуће је примењивати у свим планским документима, како за проглашена НКД и добра под претходном заштитом, тако и за остало градитељско наслеђе које нема довољно високу вредност да би се штитило по Закону о културном наслеђу, али представља важан чинилац иденитета места и колективне меморије становништва.

Литургија је основни и кључни чинилац у формулисању програмских основа православног црквеног градитељства, у односу на који су сви остали утицајни фактори и програмски елементи од другорaзредног значаја. Симболички део архитектонског програма православних цркава такође је веома значајан, али се он не може директно превести у архитектонску форму. Канони ни на који начин непосредно не условљавају архитектонско обликовање храмова. Проглашавање неких елемената архитектонске традиције или устаљене савремене градитељске праксе за „канонске“, мада без основа, отежава покушаје тражења савременог израза у области сакралне архитектуре.

AB  - The paper presents a specific method of environmental impact assessment applied in Strategic Environmental Assessment (SEA) for the National Emission Reduction Plan (NERP) 
in the Republic of Serbia, based on air quality. The specificity of the approach is in the 
application of a semiquantitative method of multicriteria evaluation based on air dispersion 
modeling and the integration of SEA goals, indicators and criteria for assessing the impact 
of the NERP on the quality of air and other environmental elements in this method. When 
predicting changes in air quality for the planning horizon to 2028, the physical, geographical and climatic characteristics of the area were taken into account, as well as technical 
measures to reduce SO2 emissions, since this was the dominant pollutant from the Serbian coal-fred power plants studied by the NERP. Air pollution modeling was carried out 
using the AERMOD software package based on the data collected, and the quantitative 
results obtained were used in a multicriteria evaluation as part of the SEA. The results of 
the research indicated the importance of applying this approach in order to significantly 
increase objectivity in the SEA process, since it is an important element of decision making at the strategic level. In addition, a comparative presentation of the modeling results 
before and after application of the NERP was an important part of the SEA process, and it 
provided a clear insight into expected changes in the air quality. This is a key argument for 
making appropriate policy decisions on spatial, energy, environmental and socio-economic 
development in the Republic of Serbia, which, like other developing countries, is sluggishly following global trends in energy transition

AB  - In this paper, the methodology of contemporary architectural and urban design and planning is discussed. The main standpoint is that architectural or urban form as a complex phenomenon that results from design activities should represent not only utilitarian-technical but also spatial-experiential and visual aesthetic elements. This issue has been widely discussed in the discourse of urban morphology where the urban form has been defined in its complexity. AB  - Although wind farms have an undeniable beneficial impact on the environment, certain
negative environmental implications do appear as a consequence of their operation. One of them
is the production of noise. The wind farm noise values decrease with distance, so that at a certain
point they are within the legally prescribed limits. This is the case for individual wind farms noise
impact assessments. However, with two or more wind farms in the same area, there is a superposition
of noise and a consequential change in the noise value. The focus of the paper is on the results of
modeling noise propagation in space in the case of the cumulative impact of two neighboring wind
farms. The results are modeled during the process of strategically assessing the environment so as to
determine territorial impacts and make informed decisions about future development. The paper
presents the strategic answer to the model of the spatial propagation of noise in cases of cumulative
impact with a view to including the preventive protection principle in the planning of several adjacent
wind farms.

Apart from wind potential, there are many other spatial factors which impact the possible implementation of wind farm projects. The spatial advantages and limitations of these factors can be used as criteria for selecting the most suitable location for a potential wind farm. The specific method for evaluating wind farm locations in this paper is novel because of its choice of spatial criteria and its two-stage evaluation procedure. The first stage involves the elimination of unfavorable areas for locating a wind farm, based on elimination criteria, using GIS. The second stage is the selection of the most suitable wind farm location using the PROMETHEE method. This is based on the multi-criteria evaluation of locations according to different weight categories and scenarios. The results are then multiplied based on which decision-making subjects can make appropriate decisions. The results indicate that the method presented has a universal character in terms of its application. However, its specifics in terms of quantitative statements for the individual spatial criteria used in the evaluation depend on the specifics of national and international regulations, the area in question and the particular project. By integrating the spatial criteria with the relevant legislation, this method has potential for global application. It aims towards systematicity, efficiency, simplicity and reliability in decision-making. In this way, potential conflicts and risks for investors and other users of the space are prevented in the earliest development phase of a wind farm project.

pollution, the shadow flicker effect, visual impact or accidental impact. All the said effects come as a consequence of improper
spatial determination of wind turbines microlocations. This is why it is of utmost importance to apply the principle of preventive
environmental protection in the earliest phase of a wind farm project development and by properly disposing wind turbines in
space to eliminate or reduce to acceptable levels all the negative implications. The paper points out the significance of the
Strategic Environmental Assessment (SEA) process in wind farms planning as a globally adopted instrument in applying the
principle of precautionary environmental protection. The focus is on the role of the SEA process in the selection of optimum
solutions for preventing potential conflicts in space, at the same time reducing risks for investors during project development,
thus creating conditions for reaching sustainable solutions in the wind energy sector.

AB  - This paper seeks to establish the relationship between the theory of urban morphology and the practice of urban conservation and urban planning. Spatial configurations  of streets, blocks and other types of urban ensembles represent a heritage of a kind whether it is institutionally protected or its value is recognizable by experience or analysis. Good experiences of citizens’ living and good traditions of city planning and building are ignored in contemporary urban planning practice in Belgrade, but also other Serbian towns. There, new planning approaches are applied which are based mainly on fulfilling the economic interest of private investors. The main issue is how to protect the space, how to ensure positive effects of future transformations which are supposed to meet the complex demands of contemporary life. In considering these, the recommendation from the international charters on the protection of urban heritage as well as good planning practices and urban morphology approach are discussed. An example of a postmodernist open residential block, incorporated in the urban tissue of individual housing, has been analyzed in terms of spatial and functional features of the block, procedures of planning, the content of planning documents, and its implementation. The recent transformations have been discussed that have been unfolded within a new planning framework and are mainly characterized as partial interventions which neglect the context and the initial plans which once have been developed for the whole block. Urban morphology can help  in analyzing space qualities, creating scenarios for future development, and controlling planned transformations. The way of introducing the urban morphology approach depends on the capacity of the institutional and legal framework and it calls upon introducing new procedural instruments and steps: commission for check physical/morphological dimension  of plans, handbooks for assessment the qualities of the location, etc.

Spatial configurations  of streets, blocks and other types of urban ensembles represent a heritage of a kind whether it is institutionally protected or its value is recognizable by experience or analysis. AB  - Урбанистичко-архитектонско решење Tрга ослобођења у Зајечару темељи се на наглашеној интеграцији централног простора главне пешачке зоне. На тај начин формиран је простор који се ослања на широко сагледавање и слободно кретање преко површине Трга ослобођења и везаних простора. Савременим архитектонским језиком се дограђује и донекле мења идентитет простора. Урбанистичко-архитектонски израз је савремен и прати светске тенденције. Универзалност принципа на којима се гради поменути израз, донекле га измешта из културолошког контекста нашег поднебља, али истовремено ствара директну везу са традицијом.
AB  - Urban and architectural design for “Trg Oslobođenja” in Zaječar is based on the emphasized integration of the central space of the main pedestrian zone. In this way, a space was formed that relies on a wide view and free movement across the surface of the Liberation Square and connected spaces. The contemporary architectural language is used to build on and somewhat change the identity of the space. The urban-architectural expression is contemporary and follows contemporary trends. The universality of the principles on which the mentioned expression is built, somewhat displaces it from the cultural context of our ambience, but at the same time creates a direct connection with tradition.
