National parks biodiversity preservation and improvement: the case study of Djerdap

AB  - As a country in the Danube river basin, with specific low-lying and
mountaineous terrain, Serbia abounds in quite diverse natural systems. As a part of the
Carpathian-Balkan massif, the area of the Djerdap gorge and national park boasts high level
of species and ecosystem diversity. When it comes to flora, it is one of the primary centres
of plant diversity in Southeast Europe, a home to over thousand taxons, the large number
of which are relict, endemic and endangered species. Vegetation comprises over fifty plant
communities and/or forest and shrub species. Such diversity of life has earned Đerdap its
status of national and international protected area, making it an EMERALD Network member,
a Ramsar site, an IBA, IPA and PBA area. Đerdap is featured on the World Cultural and Natural
Heritage Tentative List (UNESCO) and the list of Carpathian areas (Framework Convention
on the Protection and Sustainable Development of the Carpathians, BioREGIO Carpathians
Project, etc.), and designated to become a biosphere reserve (MаB). The greatest limitations
and threats to this area come from land repurposing, infrastructural development, forest
destruction, ecosystems degradation and similar. A major element in preventing the negative
consequences and causes of the shrinking biodiversity is advancing the management system
of a protected area. It implies efficient maintenance and preservation of natural values,
research and monitoring, conservation, rehabilitation of damages, landscape regulation,
etc. The paper presents the concept of spatial planning in such areas, with special attention
to the preservation and implementation of relevant planning solutions, laws, strategies and
international documents.

Cumulative Impact of Wind Farm Noise

AB  - Although wind farms have an undeniable beneficial impact on the environment, certain
negative environmental implications do appear as a consequence of their operation. One of them
is the production of noise. The wind farm noise values decrease with distance, so that at a certain
point they are within the legally prescribed limits. This is the case for individual wind farms noise
impact assessments. However, with two or more wind farms in the same area, there is a superposition
of noise and a consequential change in the noise value. The focus of the paper is on the results of
modeling noise propagation in space in the case of the cumulative impact of two neighboring wind
farms. The results are modeled during the process of strategically assessing the environment so as to
determine territorial impacts and make informed decisions about future development. The paper
presents the strategic answer to the model of the spatial propagation of noise in cases of cumulative
impact with a view to including the preventive protection principle in the planning of several adjacent
wind farms.

Multi-Criteria Evaluation of Spatial Aspects in the Selection of Wind Farm Locations: Integrating the GIS and PROMETHEE Methods

Apart from wind potential, there are many other spatial factors which impact the possible implementation of wind farm projects. The spatial advantages and limitations of these factors can be used as criteria for selecting the most suitable location for a potential wind farm. The specific method for evaluating wind farm locations in this paper is novel because of its choice of spatial criteria and its two-stage evaluation procedure. The first stage involves the elimination of unfavorable areas for locating a wind farm, based on elimination criteria, using GIS. The second stage is the selection of the most suitable wind farm location using the PROMETHEE method. This is based on the multi-criteria evaluation of locations according to different weight categories and scenarios. The results are then multiplied based on which decision-making subjects can make appropriate decisions. The results indicate that the method presented has a universal character in terms of its application. However, its specifics in terms of quantitative statements for the individual spatial criteria used in the evaluation depend on the specifics of national and international regulations, the area in question and the particular project. By integrating the spatial criteria with the relevant legislation, this method has potential for global application. It aims towards systematicity, efficiency, simplicity and reliability in decision-making. In this way, potential conflicts and risks for investors and other users of the space are prevented in the earliest development phase of a wind farm project.

Effects Of Changing Land Use On Reducing Risks From Natural Disasters On The Case Study Of Erosion And Torrential Floods Prevention In Serbia

AB  - A global issue of the modern world, erosion is one of the main causes of
two-component streams (carrying water and soil) that cause torrential floods in
the mountainous regions of the Republic of Serbia. Such natural disaster is
intensified by global climate changes reflected in the change of air temperature
and the distribution of precipitation. Climate and natural characteristics of
highland regions are locally constant categories. The introduction of planning
measures, i.e. the change in the use of space, has the greatest effect on
preventing or mitigating disasters caused by torrential floods, resulting in the
minimisation of soil erosion and surface outflow. In addition to the impact of
natural disasters, spatial distribution of infrastructure and human activities greatly
affect the security of people and the protection of property. Soil erosion, as one
of the means of land resources degradation, causes the loss of topsoil and the
reduction of infiltration characteristics, which consequently lead to surface
outflow. Natural disaster caused by torrential floods increases the risks for
population and infrastructure security. The level of topsoil degradation and the
accumulation of deposits depend on the means of exploitation. Urbanisation,
infrastructure development, construction of ski centres and other facilities,
greatly affect land exploitation characteristics, reflecting in the destruction of
forests, improper agricultural production, unplanned development of ski pistes
and infrastructure. In order to develop tourist, residential, and infrastructure
facilities in Serbian mountains, the great pressure is directed on repurposing
forest and agricultural land into building land. The purpose and the means of land
use in the Republic of Serbia is directed by planning and other strategic and legal
documents. By applying anti-erosion measures, increasing the quality of forests,
afforestation, preservation of the existing well-structured forests, a proper choice
of culture on steep terrain, contour farming, and other biological and technical
measures, land erosion can be significantly reduced. Implementation of plans is
fundamental for environment preservation, population and infrastructure safety,
resulting in the prevention or minimisation of natural disasters consequences.

AB  - System of heterogeneous settlements in Serbia was shaped by phenomenon and processes rooted in their geographical position: accessibility, population dynamics, socio-economic transformation and functional capacity of the centers. This paper examines future spatial-functional development of the national urban system (consisting from urban and rural areas) with focus on geographical determinants and population dynamics. The research provides an overview of the key geographical factors and processes which influence development of the urban system. The aim of the paper is to predict future spatial-functional relationships between urban and rural areas of Serbia in the line and context with the official projection of the population. The result should contribute to wider discussion about new implementation models in the new generation of spatial planning documents.

AB  - Disproportions in the Serbian urban system, which were accumulated during the decades, manifested in unequal distribution of population, activities, highly qualified labor, accessibility of centers, have become more noticeable during the second decade of the 21st century. Concepts that were used in previous national spatial planning documents based their spatial development on the application of functional areas and functional urban areas without being able to provide balanced development – failing to implement politics of polycentrism. The national urban system of today has an irregular shape with clearly marked domination of the capital in all of the previously stated characteristics. In these circumstances, it is a necessity to seek a new instrument of spatial development that will provide "acceptable territorial imbalance" and prevent creating a further partition between the Belgrade metropolitan area and the rest of the territory. The purpose of this paper is to discuss a new framework of spatial development which is based on urban areas - using them as an instrument to optimize urban system and to contribute to territorial integration.

Komparativna analiza režima zaštite i pravila uređenja i građenja u prostornim planovima područja posebne namene

AB  - Tematika izrade prostornih planova područja posebne namene postaje naročito akutuelna u našoj praksi planiranja s kraja XX i pošetkom XXI veka. Njihova izrada definisna je Zakonom o planiranju i izgradnji, a bliže određena kroz Pravilnik o sadržini, načinu i postupku izrade dokumenata prostornog i urbanističkog planiranja iz 2015. godine, pri čemu se prostorni plan područja posebne namene donosi za područja koja zahtevaju poseban režim organizacije, uređenja, korišćenja i zaštite prostora, projekte od značaja za Republiku Srbiju, ili za područja određena drugim prostornim planovima. Navedenim pravilnikom detaljno je opisan sadržaj prostornih planova područja posebne namene i procedura stručne kontrole, javnog uvida i donošenja, pri čemu njihov suštinski deo čine režimi zaštite i pravila uređenja i građenja. Režimi zaštite regulisani su zakonima (u zavisnosti od tipa posebne namene), pa se najčeće mogu izdvojiti trostepeni režimi (kakve srećemo kod akumulacija i zaštićenih područja) i dvostepeni režimi zaštite (zastupljeni kod infrastrukturnih koridora). U ovom radu dat je kratak pregled i komparativna analiza režima zaštite i pravila uređenja i građenja u nekoliko prostornih planova područja posebne nemane, različitih preovlađujućih namena (zaštićena područja, akumulacije i saobraćajni infrastrukturni koridori), sa posebnim osvrtom na korelaciju režima zaštite definisanih zakonskom regulativom i onih definisanih planskim dokumentima, kao i na propisana pravila uređenja i građenja u obuhvatu režima zaštite.

AB  - Putni pravac Beograd-Južni Jadran predstavlja saobraćajni krak Trans-evropske magistrale koji povezuje Srbiju i Crnu Goru, za šta se radi idejni projekat i prostorni plan područja posebne namene. Trasa predmetne deonice auto-puta je bila zahtevna u pogledu projektovanja, kao i usaglašavanja sa planovima višeg reda i uslovima nadležnih organa. U toku usaglašavanja projektne i planske dokumentacije razmatralo se više varijanti trase, a posebno u cilju sagledavanja zahteva lokalne zajednice. Nastojalo se usklađivanju i kompromisu između predloga projekta i rešenja Prostornog plana područja posebne namene infrastrukturnog koridora Beograd – Južni Jadran, deonica Požega-Boljare (granica sa Crnom Gorom), što je postignuto u visokom stepenu tokom izrade prostornog plana. Na predmetnoj deonici je planirano nekoliko denivelisanih raskrsnica – petlji i razmotreno više varijanti trase, posebno na području Arilja. Osnovni razlog za izradu i donošenje Prostornog plana je stvaranje uslova za realizaciju nacionalnih interesa u oblasti saobraćajne infrastrukture na principima održivog razvoja, što je podrazumevalo i sagledavanja interesa lokalne zajednice.

AB  - Changes in the trends, distribution and structures of the population identified through censuses (such as the changes in total population, gender, educational, age and other structures) are crucial for understanding spatial phenomena and processes like urbanization. Numerous urban geography studies researching the development of systems of settlements in former Yugoslavia, which carried on in Serbia, were the foundation for a singular theoretical and methodological framework for researching spatial phenomena and processes focused precisely on the understanding of dynamic changes in the structures of the population and their territorial manifestation. Other than in scientific research, this approach found direct application in spatial and urban planning, when defining the measures directing demographic development, arrangement of urban functions, formation of a system of settlements, planning infrastructure development, etc. More recently, this theoretical and methodological framework was enhanced using GIS technologies, which allow for the integration of spatial and statistical data and provide for a powerful analytical tool. Data integration has spurred new research on the correlation between demographic and spatial phenomena and the mutual relationships and influences between spatial and demographic development. This paper presents an overview of existing research on the mutual influence between population development trends and spatial changes manifest through the fluctuations in the intensity of built-up areas, population density, infrastructure development, etc. A model of population distribution was created by using selected census statistical data and correlating them with phenomena in actual geospace. Emphasis is placed on the significance of using this and similar models in further research on the population’s impact on the environment, directing economic development, protection in emergency situations, and numerous other areas.

AB  - Spatial plans for special purpose areas for natural resources are one of the main instruments for their protection and development, and significant results have been achieved in spatial planning practice in Serbia in recent years. The main purpose of this research is to consider a methodological framework for drawing up integrated plans enabling protection and development in areas of natural resources. The results of comparative analysis are presented through
a case study of four spatial plans: for the Kopaonik and Đerdap national parks and for the Stara Planina Mountain and Radan Mountain nature parks. The representation of the elements and models of implementation in the plans was considered. The main conclusion of this paper is that the integrated planning for the protection and development of natural resource areas in spatial plans is satisfactory, primarily in terms of the relativization of conflicts, through monitoring the implementation of the plans can be further improved.

AB  - Novi Sad and its surroundings are rich with the most diverse natural values that are good for the development of health tourism and recreation activities on their territory. Being in nature, next to water surfaces, forests and all green favorably affects on psycho – physical condition and improves life quality in urban environments. Aim of this work is geoecological evaluation of Novi Sad and its surroundings with the use of quantitative model of diversity, ie Hans Kiemstedt model for the purpose of health tourism and recreation. With this work authors want to contribute to further affirmation of geoecological evaluation in the area of planning and managing of urban areas. Methodology is based on Kiemstedt model, and criteria that are used are: forest and water edges, relief energy, way of land use and climate factor, or conditions of natural environment. Use of this model gives less of more favorable surfaces for the development of mentioned activities. The advantage of this model is the use of modern GIS technologies, obtaining tested and objective data that have a wide use.
