Impacts of Demographic Change on Economic Development and Territorial Cohesion – Example of Serbia

AB  - Demographic change induces significant socio-economic impacts. Their extent differentiates from country to country, as well as within the national borders, which results in significant regional differences. The regional level is commonly a subject of decision-making, economic development, and spatial planning; in Serbia, however, it has been rather neglected, among other reasons, for not having administrative nor legal autonomy (except autonomous provinces Vojvodina & Kosovo and Metohija). As a result, regional disparities in Serbia are among the greatest in Europe. This research is designed as a case study that examines demographic change impacts on regional economic development. Firstly, NUTS 3 regions in Serbia will be divided into several groups as a result of cluster analysis, including testing the most optimal number of clusters. Secondly, clusters will be analysed through 30 socio-economic indicators in the field of education, mobility, occupation, employment, etc. The clusters will be determined based on population growth rate (2002-2011) and average population age (2011), i.e. the main demographic change aspects, and socioeconomic indicators will refer to 2011, as the most recent year with available data. The research results will provide further insights into the way and extent to which demographic change impacts regional economic development, hence territorial cohesion.

Impact of Repurposing Forest Land on Erosion and Sediment Production. Case Study: Krupanj Municipality—Serbia

AB  - Erosion is one of the main causes of soil degradation and sediment production. The amount
of eroded material that reaches rivers and lakes depends on the terrain but also on the climatic
and hydrological characteristics of the basin, as well as the applied land management method. The
intensity of sediment production is in direct correlation with the land use type. Repurposing forest
land as mining, urban and infrastructural development areas, etc., significantly affects sediment
production. Shrinking of forests and unplanned agricultural production are just some of the factors
that intensify erosion processes and increase the amount of eroded material, also triggering climate
change and the onset of prolonged dry and rainy periods, which increase the risk of erosion in sloping
terrain and intense sediment production. The paper presents the correlation between the change
in the forest land use method, on the one hand, and soil erosion and sediment production, on the
other, by analysing segments of river basins in the territory of the Serbian Municipality of Krupanj.
The modelling of sediment production was based on data collected from the experimental territories.
The method of erosion potential, data analysis, and procession in GIS surrounding were used for
calculating sediment production in the experimental areas. The greatest loss of soil was perceived in
the terrain with little or no vegetation on steep slopes covered with material prone to water erosion.
The smallest production of sediment was noted in the terrain with vital forest vegetation. The results
received point to the heterogeneous estimates of land loss, enabling the modelling of sediment
production in wider basin areas and the analysis of the impacts of different land management factors
on the erosion processes.

Citizen Participation Offers Lessons to Climate Change Management

AB  - The paper presents some lessons learned from the view and experience of the local population on
climate change impacts. A survey among the rural population in Serbia measured their awareness,
impact of climate change, and actions applied against it. The results indicated that respondents
recognize the role of human activities in climate change; TV and the internet are primary information sources; the distinction between adaptation and mitigation is unclear; whereas droughts, floods, and hail are the most frequent manifestations of climate change in rural Serbia. In conclusion, further awareness of climate change details should be channeled through TV and the internet as the most popular sources of information, especially regarding the unclear difference between adaptation and mitigation. Future financial measures should address repairmen of the damages caused by the most common issues.

Urgency For Protecting The Existing And Developing New Water Reservoirs In Serbia

AB  - The growth of population and the increased demand for clean water, the
reduction of living space, forests, and agricultural land, all command new,
innovative means of using and managing water basins and reservoirs in the
mountainous regions worldwide. Global warming and climate change have brought
on large oscillation of air temperature and annual distribution of precipitation in
highland regions of the Republic of Serbia as well. Prolonged dry periods are
followed by frequently intensive precipitation. Such extremes result in floods and
soil erosion. Among other functions, water reservoirs as major multifunctional
facilities greatly affect the outflow regime. By developing them, we have the
means to absorb flood flow during rainy periods, on the one hand, provide the
continuous water supply to the local population, secure the ecological minimum,
and prevent drying up of rivers during dry periods, on the other. Apart from
affecting water regimes, newly constructed water reservoirs considerably impact
the managing and use of space in the reservoir basins. This also affects
biodiversity, ecosystems, and the environment in general, which is thought to be
degraded in half the territory of the Earth. Introduction of protection measures,
restrictions, and prohibitions considerably affect land resources, resulting in the
increased forest areas, planned management of agricultural land, prevention of
unnecessary construction and opening of mines, as well as other activities that
cause water shortage and pollution, soil erosion, accumulation of mud deposits,
and similar. Constructing embankments and water course regulation downstream
reservoirs partly reduce flooding issues, as opposed the accumulation of deposits
and prolonged dry periods, still largely present. This commands the integral
analysis of the mountain basins issue and the preparation of technical, space
planning documentation, and feasibility studies for building new water reservoirs
as economically, socially, ecologically, and environmentally sustainable systems.
The Republic of Serbia has recognised the significance of building water reservoirs
in mountainous regions, and has devoted itself to protecting and preserving the
existing and planning the new water reservoirs.

AB  - Mountain areas in Serbia are not legally defined or recognized as entities
with special status. Therefore, the governance and management over
them do not appear to be significantly different in comparison to other
areas in the country. The most mountain specific measures are to be
found in the cases of mountainous protected areas such as national
parks, nature parks and biosphere reserves. Sustainable development is
one of the priority principles in such areas, which makes them special in
terms of governing and management. This presentation considers the
only mountainous protected area with both national and international
protection status in Serbia – the Golija-Studenica Biosphere Reserve. The
aim of this research is to look how the governance framework and
sustainable management over the Golija-Studenica Biosphere Reserve are
defined in the most relevant acts for this area – the Golija Nature Park
Spatial Plan (2004), the Golija Nature Park Action Plan 2018-2022 and
management programs – and then interpret their success, difficulties and
prospects through the interviews with relevant stakeholders (2020).

Еколошка безбедност је део свеукупне безбедности и представља одсуство претњи и опасности од наношења штете и угрожавања животне средине и становништва. Просторно и урбанистичко планирање треба посматрати као интегрисан и свеобухватан процес, у коме се
сагледавају све међусобне условљености и решавају конфликтне ситуације у простору. У
раду је анализиран пример постојеће локације складишта радиоактивног отпада у комплексу Винча, који се налази на само 12 km од центра Београда, што представља велики
безбедносни ризик. Систематизовани су међународни критеријуми и услови за локације
нуклеарних објеката и дат преглед просторних условљености са аспекта геолошких и
хидролошких услова, заштите простора, распореда становништва, насеља и објеката
и др. Доказана је полазна хипотеза да локација Винча и њено окружење нису погодни за
одлагање радиоактивног отпада и да је неопходно испоштовати опште услове који се
односе на просторни развој локација нуклеарних објеката и заштиту од зрачења. У раду
су дате препоруке за даљи просторни развој и заштиту на локацији Винча и њеном непосредном окружењу.

AB  - One of the biggest and most important mountain ranges in Europe, the Carpathians, is being threatened by different human activities. The Framework Convention on the Protection and Sustainable Development of the Carpathians (Carpathian Convention) represents one of the international efforts to protect the biodiversity of this area through multilateral cooperation. Serbia is one of the signatory parties, where the area protected by the Convention currently coincides with the Đerdap National Park (ĐNP) boundaries. Serbia mainly lags in protocol and amendment ratifications, which is suspected to hinder the potential benefits regarding the sustainable development of this region. By analysing selected sustainability indicators for the years 2003, 2011, and 2019 we tried to enlighten if developments were sustainable. Data were also presented by the spider evaluation method. Despite certain limitations in data availability, research showed that there are positive economic and environmental changes, despite depopulation and aging of local inhabitants. But major efforts are still to be undertaken, especially regarding environmental sustainability and implementation of national and international regulation.

AB  - Туризам као глобална појава и процес бележи стабилан раст последњих деценија, и као такав налази се у процесу сталних промена и прилагођавања (захтевима тржишта, климатских промена и других утицаја). Промене су условиле потребу за новим развојем и различитим облицима туризма. Србија се налази на раскрсници између источне и западне Европе, где су видљива интензивна прилагођавања европским али и другим интеграцијама. Ради остваривања привредног развоја неопходно је утврдити развојне циљеве и приоритет посебно у области туризма и инфраструктуре. Потенцијали туризма у Србији нису довољно валоризовани, с обзиром на могућности развоја. Полазећи од компаративних туристичких предности, али и од искустава других земаља, Србија може постати значајнија туристичка дестинација у окружењу али и шире. Планским и развојним документима су јасно дефинисане туристичке дестинације и локалитети, а у раду ће се настојати дати кратак приказ потенцијала, циљева развоја, заштите и унапређења туризма у Србији.

AB  - n the 50 years since the UNESCO Man and the Biosphere Programme (MAB) was launched, 727 sites in 131 countries have gained the status of biosphere reserve (BR). Golija-Studenica BR belongs to the group of BRs that have been active for the past 20 years. This BR is one of the most prominent protected areas and the first of its kind in Serbia. A balance between biodiversity conservation, as the primary goal of protection, and the promotion of sustainable profitable activities involving diverse actors has yet to be achieved. This research aims to provide a contextual understanding of changes in Golija-Studenica BR and draw lessons for future BR development. It relies on the experiential and practical knowledge of diverse stakeholders, including management bodies, the NGO sector and the local population itself. The methodology is based on a qualitative approach, using semi-structured interviews with open-ended questions. Research results show that the BR model is a subtle, time-reliant driver of change, with some unintentional side-effects. It brings about changes in how protected areas are managed, affects the economic behaviour of the local population, raises awareness about environmental issues, and has an impact on demographic trends and social change.

AB  - The basic reason for the preparation and adoption of the Spatial Plan is to create conditions for the realization of national interests in the field of transport infrastructure on the principles of sustainable development, which also included consideration of the interests of the local community. The Belgrade-South Adriatic roadway is the trans-European highway linking Serbia and Montenegro, for which the conceptual design and the spatial plan of the special purpose area are concerned. The route of the section of the highway was challenging in terms of design, as well as compliance with higher order plans and conditions of the competent authorities. During the harmonization of project and planning documentation, several variants of the route were considered, especially in order to examine the requirements of the local community. An attempt was made to harmonize and compromise between the project proposal and the Spatial Plan of the Special Purpose Area of the Infrastructure Corridor Belgrade - South Adriatic, the section Požega-Boljare (the border with Montenegro), which was achieved in a high degree during the development of the spatial plan. On this section, several undivided crossroads are planned - loops and several variants of the route are considered, especially in the Arilje area.

AB  - The Danube River is the most important and the second largest river in Europe, representing the Pan-European water corridor (VII) and system which links North sea with Black sea and Mediterranean sea. Danube River is navigable through Serbia in all its length of 588 km, and represents the most attractive part of the river in Europe for navigation. This paper starts from hypothesis that sustainable development of river corridors can be integral part and support for the development of river and marine areas. The purpose of this paper is to identify key tourist resources, navigable, ecological, cultural and historical in the first place, which would be used as a basis for the analysis of the river coridor and its role in the development and integration with marine regions. This paper analyzing Spatial plan for the special purpose area of the international waterway corridor E-80 Danube in Serbia and strategic importance of spatial–functional organization of Danube River corridor. This paper starts from the location of key tourism resources, primarily water areas, natural and cultural heritage of the coast. Based on the identified tourist resources and analyzed the planning basis, the paper proposes a differentiation of the Danube on highly valuable tourist area, which differ and interconnected. Starting with the priorities of sustainable development of tourism in the Danube region, authors proposed criteria for the selection of locations nautical points and criteria for differentiation of settlements and localities in the Danube River, according to the importance for the development of nautical tourism and nautical infrastructure. The authors especially emphasize that recreate cruise is base activity of nautical tourism, done in different boats and conditions, that ask for special infrastructural objects in function of type of aqua areas. From the aspect of sustainable tourism development, paper analyzes the opportunities for sustainable development and multimodal transport tourists in this corridor. In addition, the authors point out the importance and possibilities of uniting the tourist offer on the Danube with the tourist offer of the coastal sea zones, especially on the Black Sea, emphasizing the importance of nautical tourism in that. Special attention was paid to the guidelines for the development of nautical and other navigable infrastructure. The paper suggests that the priority should be to have a nautical infrastructure development, increase the availability and presentation of tourist resources, integration and diversification of the tourist offer on the Danube River and its marine surroundings.

AB  - The paper is a presentation of the evolution of the treatment of urban public land in the urban planning and design of the regenerated waterfront area, in different social conditions. The authors assess the certainty of achieving high-quality urban space, by comparing the circumstances and aspects of the public domain. For several decades, urban plans have declared a change of land use for the attractive Sava river basin (and the Danube) in Belgrade, with the purpose of relocating industrial warehouses and traffic facilities such as train and bus stations. In order to initiate the process of regenerating a new area of the city, between the historical core and the newest and most modern part of the city, at the end of the 20th century local and international urban planners and architects were invited to propose uses and forms for the future waterfront skyline in the so-called “Project for the 3rd Millennium”. The purpose of the project was to produce a multifunctional connection with the river between two parts of the city, both different in their development concepts. The accent was on the public domain: culture, education, entertainment, and tourism, which included planning new buildings for museums, venues for opera and ballet, and concert halls, as well as scientific centers, hotels, etc., with pedestrian promenades and greenery. Unfortunately, mainly because of the political situation and economic crisis, but also because of unrealistic ideas and foundations of the concept, the implementation failed. The
future development depended on political will and demanded enormous investment, and it also had to wait for the next three decades. Belgrade’s Waterfront project started several years ago is based on this general idea to change the area’s appearance, but with significant exceptions. It is officially a result of foreign investment, and the concept was not a result of open urban competition, but rather based on a 3D model developed abroad, in addition to which, a percentage of public land was given over for residential and commercial structures, and the height of some buildings changed the skyline of Belgrade’s hill completely. All of these issues have been bitterly criticized by the professional and wider public.

Spatial Planning in Serbia: Tourism Development Based on Water Bodies in Protected Areas

AB  - Water resources such as rivers, lakes and even wetlands have always been elements that enrich an area and, in addition to undeniable ecological functions, they represent powerful attractions for tourists. Strategically valuable and ecologically significant water bodies are often simultaneously aesthetic jams in the landscape. For their multiply values, it is clear that planning of their use and protection requires careful and formalized actions in a form of public policies. Spatial purpose area spatial plans in Serbia represent one of the mechanisms for the protection of water resources, but also a tool for bringing added value through their use in the purpose of tourism development. This paper focuses precisely on the review of spatial plans that regulate the use and protection of water resources under constitutional state protection in Serbia. Therefore, the water bodies that are a central element of the spatial plans are the case studies – Uvac Special Nature Reserve (Uvac River and Zlatar, Radoinja and Sjenica reservoirs), Đerdap National Park (Danube River and Đerdap reservoir), Tisa River Multifunctional Ecological Corridor and Vlasina Outstanding Natural Landscape (Vlasina River and Vlasina reservoir). The application of this method is expected to reveal connections between water protection and tourism development. In the other segment, this research addresses nature/water protection and tourism development measures, hence commenting on their synchronization or contradiction. The results have shown that balancing between protection and development remains a challenge where the existence or absence of spatial planning documents does not cause that much damage to water bodies ecological functions as much as negligence of prescribed measures or their misinterpretation. Spatial plans in Serbia are rather united in protection and development measures for protected areas, but still always addressing specifics of each area individually.

Therefore, the water bodies that are a central element of the spatial plans are the case studies – Uvac Special Nature Reserve (Uvac River and Zlatar, Radoinja and Sjenica reservoirs), Đerdap National Park (Danube River and Đerdap reservoir), Tisa River Multifunctional Ecological Corridor and Vlasina Outstanding Natural Landscape (Vlasina River and Vlasina reservoir). The application of this method is expected to reveal connections between water protection and tourism development. In the other segment, this research addresses nature/water protection and tourism development measures, hence commenting on their synchronization or contradiction. The results have shown that balancing between protection and development remains a challenge where the existence or absence of spatial planning documents does not cause that much damage to water bodies ecological functions as much as negligence of prescribed measures or their misinterpretation. Spatial plans in Serbia are rather united in protection and development measures for protected areas, but still always addressing specifics of each area individually.",

AB  - In Serbia as a continental country, the tourism industry relies on city-break, spa and mountain tourism, where ski resorts have primacy during the winter season. Even though the number of tourists has recently increased, the share of domestic tourists remained predominant. It is also noticed that tourists from Serbia eagerly travel abroad, which was so far researched in the context of summer holidays but not in the framework of ski resorts. Therefore, this paper examines the competitiveness of ski resorts in Serbia from the perspective of domestic tourists. A survey was used as a data collection method, covering various competitiveness dimensions. The aim is to recognize the main motives of consumers when choosing a ski resort in Serbia or abroad. The results showed that the choices of Serbian tourists are predominantly shaped by the cost of an offer – of accommodation above all others. They are attentive by estimating the value for money, which is the most common reason to choose a ski resort abroad over a domestic one. The crowd at ski resorts and ski runs appears to be a result of unbalanced accommodation capacities on the one hand and ski infrastructure on the other, which is currently the most notable competitiveness drawback of ski resorts in Serbia.

The European Green Capital Award—Is It a Dream or Reality for Belgrade (Serbia)?

AB  - An agreement of cooperation and transmission of knowledge regarding the nomination for the European Green Capital Award (EGCA) was signed between the mayors of Belgrade and Ljubljana (EGCA 2016 winner) in September 2018. The candidacy of Belgrade was finally realized in October 2019. Great hope was placed in this endeavour because internationally recognized awards, such as the EGCA, represent enormous capital for both the city and the state. The EGCA requires serious preparation and significant fulfilment of preconditions. Many economically strong and environmentally responsible cities competed for the award, but did not win. On the other hand, the capital of Serbia does not appear to be an obvious winning candidate, especially as it is differentiated from the previous winners by being a non-EU city and by the fact that it is still undergoing an intense urban transformation, characteristic of transitional countries. Therefore, the main aim of this article is to present a review of the current state of Belgrade’s environmental qualities and its comparison with the EGCA criteria and with Grenoble as one of the winning competitors. The article gives a full overview of the EGCA requirements with certain details on required indicators, gives relevant insight into the procedure, which could be of use for any future candidacy, and discusses potential benefits for winners, losers and repeat candidacies.

AB  - Protection and sustainable development are the backbone of the Carpathian Convention (2003). The Convention was created to ensure the application of the sustainable approach at the international level, referring to economic, social and environmental aspects. The evaluation of sustainability is under constant reconsideration, which includes the issues of indicator selection and the data availability (Bell & Morse 2018). This research considers availability of longitudinal data and, based on that, it aims to recognize 1) the trajectory of the basic sustainability indicators in Đerdap National Park and 2) whether the trajectory coincides with the signing of the Carpathian Convention and its implementation in Serbia. Here are used the annual statistical reports covering data applicable for measuring three sustainability aspects since the establishment of the Carpathian Convection. Therefore, the year of the signing the Convention (2003) is defined as the starting point of the trajectory, the year 2008 is taken for the middle point (2008), whereas the year of the last published statistical report (2019) represents the finishing time-point. Social sustainability is measured by population size, population average age, structure of employed (agriculture, forestry, fishery, tourism); economic sustainability by unemployment rate, number of employed per 1,000 inhabitants, number of tourists and touristic overnight stays, local budget incomes; and environmental sustainability by structure of employed (tourism, mining), share of forest areas, average wood volume, and share of households connected to the sewage system. Changes in the share of protection designations are used to measure protection aspect. The Đerdap National Park is chosen as the case study because its territory coincides with the geographical scope of the Carpathian Convention in Serbia.
