Implementation of Urban Solution for New Faculty Facilities within Spatial Historical and Cultural Units—A Case Study of Belgrade, Serbia

AB  - The focus of this study is buildings for public purposes, specifically for higher education,
planned in zones of spatial cultural-historical units. Sustainable urban planning in areas with
cultural-historical heritage is a particular challenge since the higher education facilities themselves
have their own functional requirements, which are much easier to fulfill in “softer” locations. The
research objective is to prove the hypothesis that it is possible to indicate a prescription for the
practical application of the theoretical model and define the necessary steps to achieve the best
sustainable quality results in practice. The paper analyses the associated process, relational settings,
circumstances, participants, and timelines, and it presents the results of final designs based on two
parallel case studies of new capital buildings for the University of Belgrade. Methodologically it
gives an overview of the context, referring to other research and examples, detailing chosen case
studies, and describing their backgrounds, conditions and requirements, frameworks, chronologies,
approaches, and results. The discussion concludes with theoretical models originating from the
comparison of implemented steps in the process of creation and evaluation of architectural ideas
and summarized similarities and differences, aiming that there is a common model suitable for
further applications. The practical result of the research is findings about the pathway for the best
original planning solution emphasized through the institution of urban architectural competitions as
a mandatory step, recommending wider participation of experts in the process of evaluation.

Importance of transport analysis in large urban projects

AB  - In a series of urban analyses used in the development of urban plans, there is
also a traffic analysis. It is aimed at assessing the impact of the capacity of planned
contents on the transport network of the narrower and wider area. In this paper, a large
city project for the Belgrade waterfront area was selected as a case study and the analysis
done as a transport study for the planning process for this location. Traffic analysis deals
with the assessment of how much load planned purposes (housing, business, commercial,
public facilities, etc.) will generate and how this will affect the existing and planned road
network, standing out approach with six basic phases used in the research and description
of the differences between three conceptualized network designs. For these purposes, the
appropriate software is used, which for the set network load parameters at different times
of the day creates scenarios of the number of vehicles and dominant directions of
movement and indicates the shortcomings of the network that needs to be adapted to the
requirements of users (0 –with modest attractiveness based on previous plans for the area,
1-3 for different network designs in the peak hours). This type of analysis with its results
provides an input or planning the spatial organization of content and connections within
the area and with a wider environment.
AB  - U nizu urbanističkih analiza koje se koriste prilikom izrade urbanističkih planova nalazi se i
saobraćajna analiza. Radi se sa ciljem sagledavanja uticaja kapaciteta planiranih sadržaja na
saobraćajnu mrežu užeg i šireg područja. U ovom radu kao studija slučaja izabran je veliki gradski
projekat za područje Beograda na void i urađena analiza kao saobraćajnastudija za potrebe procesa planiranja ovog prostora. Saobraćajna analiza se bavi procenom koliko će optećećenje genererisati planirane namene (stanovanje, poslovanje, komercijala, javni objekti i sl.) i na koji način će se to odraziti na postojeću i planiranu mrežu saobraćajnica. Za ove potrebe koristi se odgovarajući softver koji za zadate parametre opterećenja mreže u različito doba dana stvara scenarija broja vozila i dominatnih pravaca kretanja i ukazuje na nedostatke mreže koju treba prilagoditi zahtevima korisnika. Ovaj vid analize svojim rezultatima daje imput za planiranje prostorne organizacije sadržaja i veza unutar područja i sa širim okruženjem.

AB  - Development of sustainable tourism is viewed through the scope of planning procedure,
participation of all stakeholders, and resolving possible conflicts. The methodology is based on
empirical exploration and compared two case studies of the Middle Danube Flow coast segment. The common denominator, apart from the location in the same region and on the bank of an international river, is the use of recycled land for the purpose of converting it into a tourist complex. This paper has a wider theoretical background, tailored and selected for this research purpose. Ambition was expressed to answer the questions of how to carry out the strategically set tasks at the level of detailed design and implementation, what kind of interactions to expect, and if it is possible to single out key approaches and steps and form recommendations for achieving satisfactory and non-conflicting results. The authors search and look for similarities among the chosen development directions and the decisions made which can point to a common methodological framework and options for creating an attractive, profitable, and sustainable tourist product. The conclusion is that desirable sustainable tourism can be reached through careful location and content selection, choice of adequate land use, and balanced alignment between protection and development. This paper indicates the possibility of an additional step towards a joint solution, which is not only a compromise, but is valued as being of high quality and desirable.

Spatial Planning, Environmental Activism, and Politics—Case Study of the Jadar Project for Lithium Exploitation in Serbia

AB  - It is an indisputable fact in the world today that lithium is one of the key chemical elements
of the future, one that is critically important for the development of renewable energy sources,
electromobility, green industry, and the overall sustainability of our planet. Lithium ore, in the form
of jadarite, was discovered in Western Serbia in 2004, with an estimated 10% of the world’s reserves. This paper presents the basic elements and methodology of the spatial plan for implementing the Jadar project for the exploitation and processing of the mineral jadarite in Serbia and the accompanying strategic assessment of the plan’s impact on the environment, which was carried out by the authors of this paper. The procedure for public participation during the development of the plan was analyzed, as well as the subsequent campaign by environmental activists against the exploitation of lithium, and the political decision to invalidate the plan and stop the project. The aim of the paper is to point out the dilemma that arises, in the opinion of the authors, when the problem of lithium exploitation in the initial stages is moved from the domain of spatial planning to the domain of strictly environmental activism, and, in the end, the political domain. The authors take the position that if there is no plan for development, there is no foundation on which to develop and monitor the environmental dimension of development, direct the subsequent design process, or assess the environmental impact for each of the planned facilities, after which process it is possible to make final, binding decisions of a technical, legal, or financial nature. The basic conclusion is that the issue of the potential exploitation of lithium, the most important aspect of which is its environmental impact, must be considered and resolved in several steps, while the role of spatial planning cannot be neglected.

AB  - Аспект заштите животне средине и еколошке безбедности значајно је заступљен у оквиру просторног планирања и све више добија на значају. Еколошка безбедност је део свеукупне безбедности и представља одсуство претњи и опасности од наношења штете и угрожавања животне средине и становништва. Просторно и урбанистичко планирање треба посматрати као интегрисан и свеобухватан процес, у коме се
сагледавају све међусобне условљености и решавају конфликтне ситуације у простору. У
раду је анализиран пример постојеће локације складишта радиоактивног отпада у комплексу Винча, који се налази на само 12 km од центра Београда, што представља велики
безбедносни ризик. Систематизовани су међународни критеријуми и услови за локације
нуклеарних објеката и дат преглед просторних условљености са аспекта геолошких и
хидролошких услова, заштите простора, распореда становништва, насеља и објеката
и др. Доказана је полазна хипотеза да локација Винча и њено окружење нису погодни за
одлагање радиоактивног отпада и да је неопходно испоштовати опште услове који се
односе на просторни развој локација нуклеарних објеката и заштиту од зрачења. У раду
су дате препоруке за даљи просторни развој и заштиту на локацији Винча и њеном непосредном окружењу.

AB  - Аспект заштите животне средине и еколошке безбедности значајно је заступљен у оквиру просторног планирања и све више добија на значају. Еколошка безбедност је део свеукупне безбедности и представља одсуство претњи и опасности од наношења штете и угрожавања животне средине и становништва. Просторно и урбанистичко планирање треба посматрати као интегрисан и свеобухватан процес, у коме се сагледавају све међусобне условљености и решавају конфликтне ситуације у простору. У раду је анализиран пример постојеће локације складишта радиоактивног отпада у комплексу Винча, који се налази на само 12 km од центра Београда, што представља велики безбедносни ризик. Систематизовани су међународни критеријуми и услови за локације нуклеарних објеката и дат преглед просторних условљености са аспекта геолошких и хидролошких услова, заштите простора, распореда становништва, насеља и објеката и др.  Доказана је полазна хипотеза да локација Винча и њено окружење нису погодни за одлагање радиоактивног отпада и да је неопходно испоштовати опште услове који се односе на просторни развој локација нуклеарних објеката и заштиту од зрачења. У раду су дате препоруке за даљи просторни развој и заштиту на локацији Винча и њеном непосредном окружењу.

Real environment is rapidly moving into the virtual world, becoming a parallel space for meeting and exchanging but without physical contact. Network of streets and squares as gathering places are being replaced with social media networks. It's common that the public spaces are 'equipped' with Wi-Fi, ‘digitally networked’ and users are ‘connected’ to their mobile phone and ‘disconnected’ from a real-world environment. Attention is focused on the screen, but not on whoever's sitting on the bench next to us. The virtual world offers more interesting or dynamic content.  Recent pandemic conditions and isolation have significantly accelerated the process of transition. Socializing, working and education from home, absence of people in public spaces, were the 'new reality' imposed quickly. 
Fear in the urban environment is not caused by the physical space, but by personal sense of insecurity from others who can take advantage of certain characteristics of space for their intentions. Cybersecurity can be understood in the same way. It offers a range of possibilities, almost no restrictions, but at the same time it is suitable ground for abuse. It is a place where there is no delay and can be said whatever is desired, even if it is offensive, where information is manipulated, where personal data are often insufficiently protected. With all the advantages and benefits of performing everyday needs, we are not aware how dependent we are on this new 'world’ and how much time we spend in it. Basic rules in the virtual online space should be similar to the accepted form of behavior in offline mode: anything that is unacceptable or prohibited offline should be avoided online too.

AB  - Пракса спровођења урбанистичких планова за грађевинско подручје града Београда је показала да они у појединим случајевима не садрже довољно елемената за непосредно
спровођење. То се нарочито односи на локације и објекте посебне намене, чије пројектовање и изградња захтевају претходно дефинисање детаљнијих услова и правила
уређења и грађења. У циљу решавања таквих питања, аутори у раду истражују праксу израде урбанистичких анализа, и то на студији случаја објекта контроле летења на аеродрому „Никола Тесла” у Београду. У раду су презентовани полазне основе за израду урбанистичке анализе и изводи из релевантних планских докумената, уз анализу постојећег стања и услова на локацији. Основни резултати анализе су приказани кроз сагледавање
рaспoлoживих мoгућнoсти и капацитета локације. Посебно је анализирана оцена испуњености критеријума за изградњу торња контроле летења као високог објекта и
будућег репера локације. Кроз закључна разматрања у раду се указује на значај урбанистичке анализе као инструмента имплементације планских решења објеката посебне намене, која су по својој природи јединствена и од највећег националног значаја. AB  - The practice of implementing urban plans for the construction area of the City of Belgrade has shown that in some cases they do not contain enough elements to implement directly. This is especially true for special purpose sites and facilities, whose design and construction require the pre-definition of more detailed conditions and rules of landscaping and construction. In order to address such issues, the authors explore the practice of developing urban analyses in the case of the air traffic control facility at Belgrade’s Nikola Tesla Airport. The paper presents the starting points for developing an urban analysis and excerpts from relevant planning documents, while analyzing the existing condition of the site. The basic results of the analysis show the available capabilities and capacity of the site. In particular, the paper analyzes how well the criteria for building a flight control tower, as a tall object and future location benchmark, were fulfilled. The findings underscore the importance of urban analysis as an instrument for implementing planning solutions for special purpose facilities, which by their nature are unique and of the utmost national importance. The authors also look at urban analysis as a scientific method, while laying out basic guidelines and emphasizing the need for further research.

AB  - For public space to be adequately used and considered to be for the good of all citizens, it must not be privatized, and it is desirable for it to be safe. Tertiary activities have taken primacy by introducing the concepts of consumer society, the information age, and globalization, while the context and phenomenon of public urban space has found its parallel counterpart in cyberspace. The virtual world has offered new spaces for meetings and socializing, relieved of the limitations imposed by space and time and enriched with numerous possibilities and benefits. It has become a new reality, more important than the physical environment. The authors draw a parallel between public urban spaces and virtual reality, focusing on the aspects of safety of use, as an important factor in the quality of life. The problem of how to provide the desired level of security, without encroaching on privacy and personal freedom, without conducting surveillance, and without imposing exclusivity, remains the same, and even in the virtual world, it is becoming more pronounced.

AB  - U informatičkom dobu kontekst i fenomen javnog urbanog prostora u kome se odvija svakodnevni život, dobio je svog pararelnog pandana u sajber prostoru. Virtuelni svet je ponudio nova mesta za susrete i druženja, rasterećena od ograničenja koja nameću prostor i vreme u realnom svetu, a obogaćena brojnim mogućnostima i pogodnostima. Međutim , aspekt nebezbednosti i ugroženosti pojedinih kategorija stanovnika, posebno ženskog dela populacije, preneo se iz jednog u drugi prostor, čak postao izraženiji. Veća sloboda, mogućnost anonimnosti ili skrivanja identiteta i zloupotreba poverenja imaju ozbiljne posledice koje se prenose iz jednog miljea u drugi. U radu se analiziraju karakteristike javnih urbanih prostora i virtuelne realnosti, a zatim povlače paralele između njih i načina njihovog korišćenja, fokusirajući se na aspekt bezbednosti i sigurnosti. Definisanjem i poređenjem vrsta nasilnih dela, počinilaca i posledica po žrtve, u ovom slučaju rodno određene, dolazi se do zaključaka o mogućim korelacijama između realnog i virtulenog sveta. Cilj je predložiti odgovarajuće mere za obezbeđenje i zaštitu bezbednosti, ne kompromitujući privatnost i ličnu slobodu, ne sprovodeći nadzor i ne namećući isključivost.

Harmonization of the National and Local Interests During Planning and Designing of Highway Corridors with a Case Study

AB  - The basic reason for the preparation and adoption of the Spatial Plan is to create conditions for the realization of national interests in the field of transport infrastructure on the principles of sustainable development, which also included consideration of the interests of the local community. The Belgrade-South Adriatic roadway is the trans-European highway linking Serbia and Montenegro, for which the conceptual design and the spatial plan of the special purpose area are concerned. The route of the section of the highway was challenging in terms of design, as well as compliance with higher order plans and conditions of the competent authorities. During the harmonization of project and planning documentation, several variants of the route were considered, especially in order to examine the requirements of the local community. An attempt was made to harmonize and compromise between the project proposal and the Spatial Plan of the Special Purpose Area of the Infrastructure Corridor Belgrade - South Adriatic, the section Požega-Boljare (the border with Montenegro), which was achieved in a high degree during the development of the spatial plan. On this section, several undivided crossroads are planned - loops and several variants of the route are considered, especially in the Arilje area.

AB  - The Danube River is the most important and the second largest river in Europe, representing the Pan-European water corridor (VII) and system which links North sea with Black sea and Mediterranean sea. Danube River is navigable through Serbia in all its length of 588 km, and represents the most attractive part of the river in Europe for navigation. This paper starts from hypothesis that sustainable development of river corridors can be integral part and support for the development of river and marine areas. The purpose of this paper is to identify key tourist resources, navigable, ecological, cultural and historical in the first place, which would be used as a basis for the analysis of the river coridor and its role in the development and integration with marine regions. This paper analyzing Spatial plan for the special purpose area of the international waterway corridor E-80 Danube in Serbia and strategic importance of spatial–functional organization of Danube River corridor. This paper starts from the location of key tourism resources, primarily water areas, natural and cultural heritage of the coast. Based on the identified tourist resources and analyzed the planning basis, the paper proposes a differentiation of the Danube on highly valuable tourist area, which differ and interconnected. Starting with the priorities of sustainable development of tourism in the Danube region, authors proposed criteria for the selection of locations nautical points and criteria for differentiation of settlements and localities in the Danube River, according to the importance for the development of nautical tourism and nautical infrastructure. The authors especially emphasize that recreate cruise is base activity of nautical tourism, done in different boats and conditions, that ask for special infrastructural objects in function of type of aqua areas. From the aspect of sustainable tourism development, paper analyzes the opportunities for sustainable development and multimodal transport tourists in this corridor. In addition, the authors point out the importance and possibilities of uniting the tourist offer on the Danube with the tourist offer of the coastal sea zones, especially on the Black Sea, emphasizing the importance of nautical tourism in that. Special attention was paid to the guidelines for the development of nautical and other navigable infrastructure. The paper suggests that the priority should be to have a nautical infrastructure development, increase the availability and presentation of tourist resources, integration and diversification of the tourist offer on the Danube River and its marine surroundings.

In addition, the authors point out the importance and possibilities of uniting the tourist offer on the Danube with the tourist offer of the coastal sea zones, especially on the Black Sea, emphasizing the importance of nautical tourism in that. Special attention was paid to the guidelines for the development of nautical and other navigable infrastructure. The paper suggests that the priority should be to have a nautical infrastructure development, increase the availability and presentation of tourist resources, integration and diversification of the tourist offer on the Danube River and its marine surroundings.",

AB  - The paper is a presentation of the evolution of the treatment of urban public land in the urban planning and design of the regenerated waterfront area, in different social conditions. The authors assess the certainty of achieving high-quality urban space, by comparing the circumstances and aspects of the public domain. For several decades, urban plans have declared a change of land use for the attractive Sava river basin (and the Danube) in Belgrade, with the purpose of relocating industrial warehouses and traffic facilities such as train and bus stations. In order to initiate the process of regenerating a new area of the city, between the historical core and the newest and most modern part of the city, at the end of the 20th century local and international urban planners and architects were invited to propose uses and forms for the future waterfront skyline in the so-called “Project for the 3rd Millennium”. The purpose of the project was to produce a multifunctional connection with the river between two parts of the city, both different in their development concepts. The accent was on the public domain: culture, education, entertainment, and tourism, which included planning new buildings for museums, venues for opera and ballet, and concert halls, as well as scientific centers, hotels, etc., with pedestrian promenades and greenery. Unfortunately, mainly because of the political situation and economic crisis, but also because of unrealistic ideas and foundations of the concept, the implementation failed. The
future development depended on political will and demanded enormous investment, and it also had to wait for the next three decades. Belgrade’s Waterfront project started several years ago is based on this general idea to change the area’s appearance, but with significant exceptions. It is officially a result of foreign investment, and the concept was not a result of open urban competition, but rather based on a 3D model developed abroad, in addition to which, a percentage of public land was given over for residential and commercial structures, and the height of some buildings changed the skyline of Belgrade’s hill completely. All of these issues have been bitterly criticized by the professional and wider public.

AB  - The unrestrained and constant inflow of tourists to some cities can provoke the discomfort of residents. The term ‘overtourism’ describes a condition in which the limits are exceeded to the point that regular everyday urban life suffers. The quantity of visitors and resulting crowds create burdens on the functioning of some city services, and they simultaneously result in a deterioration in the quality of sightseeing. This paper gives a review of the academic literature concerning this issue, especially studies concentrating on cruising and alternative short-term renting. Major complaints raised by locals on the negative impact of tourism are not only about overcrowding, but also include the serious social and economic questions of the endangerment of rights. In order to regulate and mitigate conflicts, preserve identity and allow decent urban life in all its aspects, city governments are forced to introduce some limitations and rules in the sphere of tourism, and also with regard to the real-estate market and urban planning. The level of measures and policies required depend on the type of problem, size of the city and dispersion of the attractions.

AB  - Реална потреба за инфраструктурним опремањем територије Републике Србије наметнула је убрзану израду низа просторних планова подручја посебне намене и детаљних урбанистичких планова за аутопутске и магистралне деонице, железничке коридоре, далеководе и коридоре речног саобраћаја са пратећим функцијама. Осим инфраструктурних коридора, од великог интереса су и планови за водне акумулације, планински туризам и експлоатацију рудног блага. Однос приоритета у планирању овако важних и пре свега јавних намена, као и спровођења технички специфичних и захтевних потреба, постаје нарочито изражен када је реч о усаглашавању са условима заштите културно историјског наслеђа и природе на терену. Задатак урбанисте/планера осим уградње услова у плански документ је далеко сложенији, јер представља истраживање свих ограничења и погодности, могућности за усаглашавање и избегавање конфликтих ситуација и у најгорем случају постизање компромисног решења између захтева савременог развоја и потребе да се наслеђе очува за будућност.  Овај однос и методе рада су анализирани на неколико примера, уз изношење препорука за унапређење методологије израде планске документације
AB  - The real need for infrastructure equipping of the territory of the Republic of Serbia has imposed the accelerated development of a series of spatial plans for special purpose areas and detailed urban plans for highway and motorway sections, railway corridors, power lines and river transport corridors with accompanying functions. In addition to infrastructure corridors, plans for water accumulation, mountain tourism and exploitation of mining treasures are of great interest. The relationship of priorities in planning such important and primarily public uses, as well as the implementation of technically specific and demanding needs, becomes especially pronounced when it comes to compliance with the conditions for protection of cultural-historical heritage and nature’s values in the field. The urban planner's task besides importing conditions in the planning document is far more complex, as it explores all constraints and conveniences, opportunities for harmonization and avoidance of conflict situations, and at worst, reaching a compromise solution between the demands of contemporary development and the need to preserve heritage for the future.  This relationship and methods of work have been analyzed in several examples, with recommendations made to improve the methodology for drafting planning documentation.

AB  - The starting point in this paper is the position that spatial and urban planning
has a key role in sustainable development and the protection of cultural heritage.
The planning method used in areas of cultural heritage differs depending on the
type and level of the spatial plan. It is possible to identify aspects of protection
and sustainable development in plans, with the protection of cultural heritage
dominating in practice. Research was carried out on a case study of three spatial
plans at different levels, which both in terms of their methodology and content
make up the planning system for the protection and sustainable development of
cultural heritage in Serbia. The comparative analysis of the plans includes three
aspects: protection, the sustainable development of cultural heritage, and the
integration of cultural heritage into the planning and protection of landscapes.
The implementation models of the spatial plans were considered. The main
conclusion of the paper is that the concept of protecting cultural heritage has not
evolved into a system of comprehensive and adequate planning for its sustainable
development, nor is it sufficiently integrated with the planning and protection of
landscapes. The paper provides guidelines for improving both the methodology of
spatial planning and the concept of the sustainable development and protection
of cultural heritage in spatial plans.
