AB  - For public space to be adequately used and considered to be for the good of all citizens, it must not be privatized, and it is desirable for it to be safe. Tertiary activities have taken primacy by introducing the concepts of consumer society, the information age, and globalization, while the context and phenomenon of public urban space has found its parallel counterpart in cyberspace. The virtual world has offered new spaces for meetings and socializing, relieved of the limitations imposed by space and time and enriched with numerous possibilities and benefits. It has become a new reality, more important than the physical environment. The authors draw a parallel between public urban spaces and virtual reality, focusing on the aspects of safety of use, as an important factor in the quality of life. The problem of how to provide the desired level of security, without encroaching on privacy and personal freedom, without conducting surveillance, and without imposing exclusivity, remains the same, and even in the virtual world, it is becoming more pronounced.

Transport Analysis of Large Projects as a Key Method in Urban Planning - Belgrade Waterfront Project

AB  - The research is based on the hypothesis that transport analysis of the impact of the attraction and production of planned content in the urban tissue on the wider transport network is a key method in the urban planning of large projects. The specificity of the methodological approach used can be seen in the quantification of the project area and the estimation of the number of trips generated by the planned content in peak hours, as well as the expected number of cars in the street network. The generation of potential trips and their distribution are determined, depending on the volume and structure of the planned content. Using the software, three possible scenarios were processed. In the conclusions, we summarize the importance of processing and the necessity of applying the results of transport analyses as a key method in urban and spatial planning, influencing the organization and connectivity.

Aspects of the public domain in regenerating waterfronts: a case study of Belgrade’s waterfront, Serbia

AB  - The paper is a presentation of the evolution of the treatment of urban public land in the urban planning and design of the regenerated waterfront area, in different social conditions. The authors assess the certainty of achieving high-quality urban space, by comparing the circumstances and aspects of the public domain. For several decades, urban plans have declared a change of land use for the attractive Sava river basin (and the Danube) in Belgrade, with the purpose of relocating industrial warehouses and traffic facilities such as train and bus stations. In order to initiate the process of regenerating a new area of the city, between the historical core and the newest and most modern part of the city, at the end of the 20th century local and international urban planners and architects were invited to propose uses and forms for the future waterfront skyline in the so-called “Project for the 3rd Millennium”. The purpose of the project was to produce a multifunctional connection with the river between two parts of the city, both different in their development concepts. The accent was on the public domain: culture, education, entertainment, and tourism, which included planning new buildings for museums, venues for opera and ballet, and concert halls, as well as scientific centers, hotels, etc., with pedestrian promenades and greenery. Unfortunately, mainly because of the political situation and economic crisis, but also because of unrealistic ideas and foundations of the concept, the implementation failed. The
future development depended on political will and demanded enormous investment, and it also had to wait for the next three decades. Belgrade’s Waterfront project started several years ago is based on this general idea to change the area’s appearance, but with significant exceptions. It is officially a result of foreign investment, and the concept was not a result of open urban competition, but rather based on a 3D model developed abroad, in addition to which, a percentage of public land was given over for residential and commercial structures, and the height of some buildings changed the skyline of Belgrade’s hill completely. All of these issues have been bitterly criticized by the professional and wider public.

Social aspects of urban safety – an outline of research under the U-SaFER project

AB  - Science Fund of the Republic of Serbia has launched in 2020 Program IDEAS for which the evaluation of the project proposals is not yet finished. One of the project applicants which successfully passed the preliminary stage of the evaluation is entitled Urban Safety as a Qualitative Factor of Cohabitation Under Enhanced Risk (U-SaFER). The research proposal is in the field of urban planning and design, and it is also closely associated with the social context and the theory of safety. Although the actual research on this project has not started, the aim of this paper is to present the concept and planned methodology of the U-SaFER and to demonstrate the significance of the role of people’s perception and evidence in the process of enhancing urban safety in public spaces through effective urban planning, design and governance. Many parts of the world, including Serbia, are in the infancy stage of research of this topic. Therefore, the U-SaFER project proposal may attract additional attention in scientific research community as well as with the decision-makers.
AB  - Фонд за науку Републике Србије је 2020. године покренуо Програм ИДЕЈЕ у оквиру којег још увек није завршена евалуација пријављених пројеката. Један од пројеката који је конкурисао и успешно прошао прелиминарну фазу евалуације је насловљен [Урбана безбедност као квалитативни фактор суживота у условима повећаног ризика] (акроним: У-СаФЕР). Предмет истраживања пројекта тиче се урбанизма и планирања, а уско је повезан са друштвеним окружењем и теоријом безбедности. Упркос томе што истражи вање још увек није започето, у овом раду смо настојале да представимо оквир и планирану методологију У-СаФЕР-а и да прикажемо значај који има доживљај становништва и чињенично стање о процесу јачања урбане безбедности у јавним просторима кроз ефикас ност урбанизма, планирања и управљања. Србија, као и многе друге земље у свету, јесте у раној фази истраживања ове теме. Стога, предлог пројекта У-СаФЕР може да привуче додатну пажњу у научној заједници, као и међу доносиоцима одлука.

AB  - The starting point in this paper is the position that spatial and urban planning
has a key role in sustainable development and the protection of cultural heritage.
The planning method used in areas of cultural heritage differs depending on the
type and level of the spatial plan. It is possible to identify aspects of protection
and sustainable development in plans, with the protection of cultural heritage
dominating in practice. Research was carried out on a case study of three spatial
plans at different levels, which both in terms of their methodology and content
make up the planning system for the protection and sustainable development of
cultural heritage in Serbia. The comparative analysis of the plans includes three
aspects: protection, the sustainable development of cultural heritage, and the
integration of cultural heritage into the planning and protection of landscapes.
The implementation models of the spatial plans were considered. The main
conclusion of the paper is that the concept of protecting cultural heritage has not
evolved into a system of comprehensive and adequate planning for its sustainable
development, nor is it sufficiently integrated with the planning and protection of
landscapes. The paper provides guidelines for improving both the methodology of
spatial planning and the concept of the sustainable development and protection
of cultural heritage in spatial plans.

AB  - In the Republic of Serbia, radioactive waste has been stored for many years at the Vin~a location near Belgrade. However, the location is not suitable for this purpose. It is necessary to define a location for radioactive waste disposal in Serbia in accordance with international criteria, strict spatial conditions, and planning solutions of national interest. The need to conduct
research that will define potential zones for radioactive waste disposal is the basic starting
point in this paper. The framework of the research is the development of the Spatial Plan of
the Republic of Serbia from 2021 to 2035, on the basis of which it is possible to determine potential zones for the construction of a radioactive waste disposal. In this paper, the authors
present the results of research on spatial constraints from the aspects of geological and hydrological conditions, spatial protection, and distribution of the population, settlements and
buildings, etc. A special contribution it makes is the additional analysis of conditionality in relation to the planned purposes and activities of national and priority importance in Serbia.
The collection, processing, and presentation of spatial data is the result of analyses conducted
with the support of geographic information systems. The research contributes to a definition
of potential zones, within the scope of which it is necessary to conduct further research and select the optimal location for a radioactive waste disposal. The paper provides methodological
guidelines for further scientific research into the spatial aspects of radioactive waste disposal
in Serbia, at the same time pointing out possible directions for further resolution of this issue
in practice.

Impact of Overtourism on Urban Life.

AB  - The unrestrained and constant inflow of tourists to some cities can provoke the discomfort of residents. The term ‘overtourism’ describes a condition in which the limits are exceeded to the point that regular everyday urban life suffers. The quantity of visitors and resulting crowds create burdens on the functioning of some city services, and they simultaneously result in a deterioration in the quality of sightseeing. This paper gives a review of the academic literature concerning this issue, especially studies concentrating on cruising and alternative short-term renting. Major complaints raised by locals on the negative impact of tourism are not only about overcrowding, but also include the serious social and economic questions of the endangerment of rights. In order to regulate and mitigate conflicts, preserve identity and allow decent urban life in all its aspects, city governments are forced to introduce some limitations and rules in the sphere of tourism, and also with regard to the real-estate market and urban planning. The level of measures and policies required depend on the type of problem, size of the city and dispersion of the attractions.

AB  - Реална потреба за инфраструктурним опремањем територије Републике Србије наметнула је убрзану израду низа просторних планова подручја посебне намене и детаљних урбанистичких планова за аутопутске и магистралне деонице, железничке коридоре, далеководе и коридоре речног саобраћаја са пратећим функцијама. Осим инфраструктурних коридора, од великог интереса су и планови за водне акумулације, планински туризам и експлоатацију рудног блага. Однос приоритета у планирању овако важних и пре свега јавних намена, као и спровођења технички специфичних и захтевних потреба, постаје нарочито изражен када је реч о усаглашавању са условима заштите културно историјског наслеђа и природе на терену. Задатак урбанисте/планера осим уградње услова у плански документ је далеко сложенији, јер представља истраживање свих ограничења и погодности, могућности за усаглашавање и избегавање конфликтих ситуација и у најгорем случају постизање компромисног решења између захтева савременог развоја и потребе да се наслеђе очува за будућност.  Овај однос и методе рада су анализирани на неколико примера, уз изношење препорука за унапређење методологије израде планске документације
AB  - The real need for infrastructure equipping of the territory of the Republic of Serbia has imposed the accelerated development of a series of spatial plans for special purpose areas and detailed urban plans for highway and motorway sections, railway corridors, power lines and river transport corridors with accompanying functions. In addition to infrastructure corridors, plans for water accumulation, mountain tourism and exploitation of mining treasures are of great interest. The relationship of priorities in planning such important and primarily public uses, as well as the implementation of technically specific and demanding needs, becomes especially pronounced when it comes to compliance with the conditions for protection of cultural-historical heritage and nature’s values in the field. The urban planner's task besides importing conditions in the planning document is far more complex, as it explores all constraints and conveniences, opportunities for harmonization and avoidance of conflict situations, and at worst, reaching a compromise solution between the demands of contemporary development and the need to preserve heritage for the future.  This relationship and methods of work have been analyzed in several examples, with recommendations made to improve the methodology for drafting planning documentation.

AB  - Podunavlje, a region located along the Danube River in Serbia, features a very rich cultural heritage with different notable periods ranging from prehistoric to medieval times. It is also a unique and valuable region with natural beauty. Our research concentrates on this area, using a case study as the methodology. The starting hypothesis is that strategic orientation to develop tourist docks for river cruises and marinas along the corridor of 588 km, at certain locations, primarily in urban centers and near the prominent archaeological sites, will form conditions for the better accessibility and presentation of priceless cultural treasures. By collecting data about various trends in the region and comparing these data with international studies, the authors support the utilization of an integrated method derived from the context of sustainable spatial planning. Such a method would support the creation of suitable conditions for the reconstruction, presentation, and development of creative tourist offerings. The urban plans that regulate these areas must observe and harmonize all aspects, especially the conditions for preserving heritage alongside the need for creating new accompanying content and events that will stimulate the economy and thereby ensure self-preservation and protection. The goal of the strategic analysis presented here is to determine which tourist and cultural offers are effective and thus should be promoted. The purpose of this study is to indicate the steps and required conditions for the implementation of suitable strategies. Apart from decision making on the strategic level and the implementation process, it is necessary to consider further impacts and investigate other possibilities to fully utilize the potential in the region.

AB  - Izrada planova i projekata, koja uklјučuje sistemski pristup i sinhronizaciju većeg broja aktivnosti i aktera, predstavlјa osnov uspešne realizacije auto-putskih koridora. Polazne osnove za aktivnosti razvoja i uređenja koridora auto-puteva u Srbiji, jesu evropska načela i principi koji se odnose na jedinstvenost evropskog tržišta i obezbeđenje održive mobilnosti u transportu putnika i robe, u čemu važnu ulogu ima povezanost regionalnih i nacionalnih mreža modernom i efikasnom infrastrukturom. Stvaranje transevropskih mreža je posebno važno za Srbiju a evropski koridori su i pregovoračko poglavlјe u fazi pristupa Evropskoj uniji. Za uspostavlјanje transevropskih mreža važni su adekvatan zakonodavni okvir i strateški razvojni dokumenti, naročito Prostorni plan Republike Srbije i prostorni planovi koridora auto-puteva. U radu su prikazana novija iskustva u planiranju i projektovanju infrastrukturnih koridora auto-puteva u Srbiji kao instrumenata realizacije Nacionalnog investicionog plana, a predstavlјen je i metodološki pristup tokom izrade i interakcije dva nivoa planske dokumentacije (strateškog i urbanističkog) u korelaciji sa projektnom dokumentacijom, što je preduslov kojim se obezbeđuje zakonski osnov za realizaciju velikih investicionih projekata u putnoj infrastrukturi. Cilјevi razvoja koridora autoputeva u Srbiji, pored kompletiranja primarnih pravaca od severa ka jugu, takođe su transformacija i realizacija novih poprečnih veza između zapadnih i istočnih delova zemlјe, što je uslov za regionalni razvoj, unapređenje integracije u transevropske mreže i sprovođenje Nacionalnog investicionog plana. U zaklјučnim razmatranjima, data je sumarna ocena i istaknut je doprinos jedinstvene metodologije izrade planova i projekata auto-puteva koja je razvijana u Srbiji, u cilјu optimizacije vremena, sinhronizacije metodoloških faza i podrške sistemu donošenja odluka.
AB  - The development of plans and projects, presuming a system approach and synchronisation of a number of activities and actors, is the basis for a successful development of highway corridors. The starting premises for development of the highway corridors in Serbia are the European principles and directives for sustainable mobility of people and goods, and connectivity of regional and national networks through modern and efficient infrastructure. Trans-European Networks require an adequate legislative framework in Serbia as well as adoption of the strategic development documents, especially the Spatial Plan of the Republic of Serbia and Spatial Plans of the highway corridors. The paper shows the latest experience in planning and design of the infrastructure corridors for the highways in Serbia as the instruments of implementing the National Investment Plan, and in parallel, it demonstrates methodological approach for development and interaction between the two levels of planning documentation (strategic and urbanistic) in correlation with the project documentation. Alongside the completion of the primary road directions from the north to south of Serbia, the goals are also the transformation and substantiation of the new lateral highway connections between the west and east parts of the country, as prerequisite for regional development, better integration in the Trans-European Networks and the National Investment Plan’s implementation. Finally, the summary evaluation of this unique methodology’s contribution in Serbia is shown while preparation of plans and projects of the highways.

AB  - The migrant crisis that hit Europe in 2015 established Belgrade as one of transit cities on the route along which they travel to the final destination. AB  - Podczas kryzysu migracyjny, który dotknął Europę w 2015 r., Belgrad stał się jednym z miast tranzytowych na trasie, którą migranci podróżują do miejsca docelowego. AB  - One of the main challenges for sustainable urban development of Belgrade with its
1.7 million citizens is prolifc informal development and uncontrolled urban sprawl. These
phenomena were initiated mainly because of rural to urban migrations, however they
continued more intensively in the 1990s, not only because of regular migration, but as after
effect of forced exile of people from Kosovo and Metohija and refugee crisis in ex-Yugoslavia
wars.
The informal settlements occupy rural land in the outskirts of Belgrade, mostly by main in
and out transit corridors. The characteristics of these neighbourhoods is unexpectedly high
standard in residential buildings, even luxury, in contrast with unfavourable environmental
conditions, the lack of urban standards and highly increased coeffcients, absence of
technical infrastructure or at least existence of the inadequate one, shortage of basic social
and public utilities and public spaces.
Underlying conditions why so many people live in informal settlements are the high cost
of “formal” housing (issues of affordability), as well as there may be discussed to less degree
some aspects of residential preference. The empirical research is carried out on the examples
of several urban plans for standardization, regulation and legalization of these settlements in
Belgrade, which established a model for resolving the situation, with a goal to obtain better
living conditions and limit the informal growth by employing urban planning tools.

AB  - Spatial plan of the special purpose area constitutes a
basic tool in the planning of infrastructure corridor of a highway.
The aim of the plan is to define the planning basis and provision of
spatial conditions for the construction and operation of the
highway, as well as for developing other infrastructure systems in
the corridor. This paper presents a methodology and approach to
the preparation of the Spatial Plan for the special purpose area for
the infrastructure corridor of the highway E-80, Section Niš-
Merdare in Serbia. The applied methodological approach is based
on the combined application of the integrative and participatory
method in the decision-making process on the sustainable
development of the highway corridor. It was found that, for the
planning and management of the infrastructure corridor, a key
problem is coordination of spatial and urban planning, strategic
environmental assessment and sectoral traffic planning and
designing. Through the development of the plan, special attention
is focused on increasing the accessibility of the local and regional
surrounding, reducing the adverse impacts on the development of
settlements and the economy, protection of natural resources,
natural and cultural heritage, and the development of other
infrastructure systems in the corridor of the highway. As a result of
the applied methodology, this paper analyzes the basic features
such as coverage, the concept, protected zones, service facilities
and objects, the rules of development and construction, etc. Special
emphasis is placed to methodology and results of the Strategic
Environmental Assessment of the Spatial Plan, and to the
importance of protection measures, with the special significance of
air and noise protection measures. For evaluation in the Strategic
Environmental Assessment, a multicriteria expert evaluation (semiquantitative method) of planned solutions was used in relation to
the set of goals and relevant indicators, based on the basic set of
indicators of sustainable development. Evaluation of planned
solutions encompassed the significance and size, spatial conditions
and probability of the impact of planned solutions on the
environment, and the defined goals of strategic assessment. The
framework of implementation of the Spatial Plan is presented,
which is determined for simultaneous elaboration of planning
solutions at two levels: the strategic level of spatial plan and
detailed urban plan level. It is also analyzed the relationship of the
Spatial Plan to other applicable planning documents for the
planning area. The effects of this methodological approach relate to
enabling integrated planning of the sustainable development of the
infrastructure corridor of the highway and its surrounding area,
through coordination of spatial, urban and sectoral traffic planning
and design, as well as the participation of all key actors in the
adoption and implementation of planned decisions. By the
conclusions of the paper it is pointed to direction for further
research, particularly in terms of harmonizing methodology of

AB  - This paper examines the understanding of the term ‘strategic’ in spatial planning practice in the post-socialist country Serbia. This is a context which is characterised by the EU integration processes, ongoing transition to a market economy, but also strong path dependency. The first part will present a historical overview of transition from traditional rational planning model to more strategic planning approaches considering the main European and international influences. The second part focuses on a case study of General Urban Plan of Belgrade from 1972 and explores its procedural elements in relation to the ‘strategic approach’. Here we focus on the plan preparation methodology which included strong participatory mechanisms, public competitions and other forms of deliberation, which are rarely considered as a binding component of the rational approach to planning in its purest sense. Finally, this paper discusses the commonalities and differences within General Urban Plan from 1972, contemporary city-level general urban planning documents in Belgrade and present local strategies of integrated urban development. The main
aim of this paper is to re-evaluate the socialist legacy in relation to the use of different procedural elements of strategic planning in contemporary conditions.

AB  - The quality of planning of space and demands of the public interest can only be provided within a democratic culture. Public insight and hearings, according to the professional public, have often been wrongly directed and conducted. The legal basis, which prescribes the procedure for presenting the planning document in its rudimentary outlines, does not provide sufficient input, however, it does not prevent the local authority from organizing more qualitative and productive communication with the interested individuals or groups. In order to better comprehend the real needs of citizens, urban planners should include them much earlier than the public insight, i.e. presentation of the already formed solutions, but rather in the concept phase. Implementation with a satisfactory level of democracy, transparency, inclusivity and effectiveness of the procedure should be provided. Some participation techniques are interviewing, organizing opinion polls, workshops, insights and meetings on specific topics, mapping common goals, identifying the opportunities and problems of the space, trying to explain the planning procedures, standards and norms, and presenting what is required in order to raise the quality of life in the community. On the other hand, since citizens know their living environment the best, they should participate more actively in its creation, by indicating problems and needs and reacting to certain topics, thus assisting the professionals in shaping and committing their planning solutions. An extraordinary phenomenon is the way that people who have experienced such an event and been encouraged to be involved in developing and exploring ideas and options have become convinced of its value. The final solutions, or the compromises, should be the real reflection of the wishes, needs and standpoints of the majority of inhabitants.

abstract = "The quality of planning of space and demands of the public interest can only be provided within a democratic culture. Public insight and hearings, according to the professional public, have often been wrongly directed and conducted. The legal basis, which prescribes the procedure for presenting the planning document in its rudimentary outlines, does not provide sufficient input, however, it does not prevent the local authority from organizing more qualitative and productive communication with the interested individuals or groups. AB  - Regulation plans have been implemented in Serbia over the past twenty years as the main operational instrument of planning. However, a general, systemic investigation of the effects of their implementation has failed. Because the elements of regulation and the rules for development and construction applied significantly affect the character of urban space, the intention is to point out the need to establish procedures and criteria for regular evaluation of the
built environment and the need to continuously re-examine planning attitudes. The input data for redefining the scope and shape of regulation can be obtained by analyzing the planning process and evaluating its results. The chosen case study encompasses the plan for four urban blocks in Vračar and includes the 15-year period since its adoption. The extent to which the Plan has met the set objectives from the point of view of urban planning and conservation will be investigated through an analysis of the results obtained in practice, while failures and possible improvements will be pointed out.

AB  - Градови, као најсавршенија људска творевина, изузетно су рањиви и подложни оштећењу и уништењу, пре свега од изненадних природних катастрофа попут поплава, земљотреса, клизишта, пожара, лавина и дејстава вулкана. Њихов положај, одaбран на основу атрактивности, често може да буде и фаталан за даљи опстанак. Tакви догађаји могу бити иницијатори нове изградње и потирања старог (примери Лисабона, Букурешта...). 
Ратна разарања, изазвана људском мржњом, спадају у најтрагичније и најпогубније догађаје који могу да задесе град, уништавајући његово наследство и идентитет. За разлику од природних појава, човек може да предвиди катастрофу ове врсте, евентуално да је избегне и спречи. Примери разарања у Другом светском рату на тлу Европе и послератни периоди реконструкције, видљиви су и данас, 75 година касније. Рад даје увид у след дешавања и анализира различит приступ и концепт обнове у неколико градова (Дрезден, Улм, Варшава, Ротердам, Ковентри, Герника...). 
Бројна рушења и обнове Београда, током његове историје, укључујући и последња 1999. године, свакако су оставили утицај на лице града и обликовали његов данашњи изглед, а још увек се воде полемике о начину презентације на појединим локацијама. На основу анализираних примера, у раду се износе смернице и принципи за обнову битних културних симбола градова.
AB  - The cities, like most perfect human creations, are extremely vulnerable and susceptible to damage and destruction, above all of sudden natural disasters such as floods, earthquakes, landslides, fires, avalanches and volcanic eruptions. Their position, based on attractiveness, can often be fatal for survival. However, such events may be the initiators of new construction and negations of previous (examples of Lisbon, Bucharest, ...). 
War destructions, caused by the human hate, are among the most tragic and fatal events that can befall the city, destroying its heritage and identity. Unlike the natural phenomena, one can predict a disaster of this kind, possibly to avoid and prevent. The examples of destruction in the Second World War on the soil of Europe, and the post-war reconstruction periods, are visible even today, 75 years later. The paper gives insight into the sequence of events and analyze different approach and concept of renewal in several cities (Dresden, Ulm, Warsaw, Rotterdam, Coventry, Guernica, ...). 
Numerious demolition and reconstruction of Belgrade, during its history, including the last 1999, left influence on the face of the city and shaped its present appearance, and still is actual the controversy about the method of presentation on some locations. Based on analyzed examples the paper gives the guidelines and principles for the restoration of the essential cultural symbols of cities.

AB  - Plans and projects of restoration of cultural and historical heritage if implemented in a systematic way, as in an integrated manner applied consistently over time
with long term objectives, can contribute to both architectural preservation and
increases in attractiveness to new visitors. The culture and tourism industry
are significant parts of the economy and settlements have a chance to highlight
their potential in particular regarding identity, history or their healthy environment along with possibilities for relaxation and entertainment. This is a way to
combine traditional and inherited forms of the environment with the conditions
of contemporary life and its demands. In this case study of Arnaia, Greece, the
authors examine the process of renewal which was carried out in the last three
decades, delineating its progress and positive effects. A focus on the competencies
of authorities responsible for the implementation of cultural heritage protection and
tourism development along with budgeting concerns and the participation of the
local population

AB  - Raising the quality of life in the city as well as the protection of the public interest and sustainable urban living goals, in the broadest possible sense supposed to be in the focus of all participants in the planning and designing process. In contemporary urban planning practice in Serbia, it became rare when the sphere of politics completely believes and overhangs to the professionals and experts to provide adequately solutions, without interfering and imposing of own interest. Also, there are common examples of the absence of the public support to the planned changes in the urban area. Even when economic interest is not in the foreground, but plan primarily concerns the shaping of public space and supplement with adequate facilities, there may be differences in the perception of the site characteristics and its potentials. Despite the formal respect of statutory procedures, if the goal is implementation of in advance determined decisions, the role of the planning is denyed and negated, and participation is tantamount to formalism. The Authors give an insight to the personal experience, the parallel work on several urban plans, similar to the characteristics of the site and dominant engagement of the public interest, noting the large differences in the freedom of the professional team to provide their complete vision of space. This leads to the conclusion that it is far better if the sphere of politics recognizes only the basic programme and key needs in the space and have no other ideas, especially those of the revolutionary and megaloman manner, that sometimes have only purpose to symbolize ''their'' era.

Also, there are common examples of the absence of the public support to the planned changes in the urban area. Even when economic interest is not in the foreground, but plan primarily concerns the shaping of public space and supplement with adequate facilities, there may be differences in the perception of the site characteristics and its potentials. Despite the formal respect of statutory procedures, if the goal is implementation of in advance determined decisions, the role of the planning is denyed and negated, and participation is tantamount to formalism. The Authors give an insight to the personal experience, the parallel work on several urban plans, similar to the characteristics of the site and dominant engagement of the public interest, noting the large differences in the freedom of the professional team to provide their complete vision of space. This leads to the conclusion that it is far better if the sphere of politics recognizes only the basic programme and key needs in the space and have no other ideas, especially those of the revolutionary and megaloman manner, that sometimes have only purpose to symbolize ''their'' era.",

AB  - Spatial plans for special purpose areas for natural resources are one of the main instruments for their protection and development, and significant results have been achieved in spatial planning practice in Serbia in recent years. The main purpose of this research is to consider a methodological framework for drawing up integrated plans enabling protection and development in areas of natural resources. The results of comparative analysis are presented through
a case study of four spatial plans: for the Kopaonik and Đerdap national parks and for the Stara Planina Mountain and Radan Mountain nature parks. The representation of the elements and models of implementation in the plans was considered. The main conclusion of this paper is that the integrated planning for the protection and development of natural resource areas in spatial plans is satisfactory, primarily in terms of the relativization of conflicts, through monitoring the implementation of the plans can be further improved.

AB  - Планови и пројекти обнове и очувања културно-историјског наслеђа, уколико се спроводе системски, тј. на интегралан и континуиран начин, доприносе не само аспекту очувања вредног архитектонског фонда, већ дају нови подстрек животу места, а уједно привлаче и нове посетиоце.Туризам је свакако значајна грана привреде, а мање средине имају шансу да истакну своје потенцијале, посебно ако су аутентични и тичу се здраве животне средине, садржаја за одмор, културу и забаву. На тај начин се комбинују традиционалне и наслеђене форме са савременим условима и захтевима живота. Аутори, на примеру урбаног насеља Арнеа, које се налази у централном делу Халкидикија (Грчка), донекле изоловано од атрактивних приобалних места, анализирају поступак обнове која се спроводи у последње три деценије. Боравећи у месту у различитим периодима, са значајним временским размацима, примећују напредак у процесу, као и позитивне ефекте. На примеру се истичу надлежности и међусекторска сарадња различитих нивоа од локалне власти до институција при министарству задужених за интегрално спровођење заштите културне баштине и развоја туризма, али и активно учешће локалног становништва.Такође је битно буџетирање не малих средстава, као и коришћење различитих европских програма и фондова. Фазност реализације је везана и за адекватно изабрану пренамену напуштених објеката и промену власништва, тј. прелазак у јавну својину.
AB  - Plans and projects of restoration and conservation of the cultural and historical heritage, if they are implemented in systematical way, in the integral and continuous manner, may contribute not only to the aspect of preservation of valuable architectural  fund, but  to give new inciative to the life of the place, and at the same time to attract new visitors. Tourism is certainly a significant part of economy, and smaller settlements have a chance to highlight their potentials, particularly if they are authentic and that concern the health of the environment, possibilities for relaxation, culture and entertainment. This is a way to  combine traditional and inherited forms with contemporary life conditions and demands. Authors, with case study of urban settlement, Arnaia, located in the central part of Chalkidiki (Greece), partially isolated from the attractive coastal places, examines the process of renewal which is carried out in the last three decades. While staying in place in different periods, with significant intervals, they note progress in the process, as well as positive effects. By example, it is emphasized competencies and cross-sectoral cooperation between different levels of local authorities to institutions in the Ministry responsible for the integral implementation of the cultural heritage protection and tourism development, but also the active participation of the local population. It is also important budgeting of significant funds, as well as the use of different European programs and funds. Implementation in phases is also connected with adequately selected reuse of abandoned buildings and a change of ownership, that is moved to public goods.

AB  - The implementation of spatial plans is the weakest link of planning; it is insufficiently theoretically explored, methodologically unpositioned, and in practice only partially carried out. The main direction in considering improvements in the implementation of plans is that it must be viewed and focused by means of spatial plans, in order as much as possible to reduce the impact of all those factors outside the planning system. The study points to the need for and offers the definition of a model of implementation for spatial plans rooted in the theory of planning. The elements and contents of the proposed model of implementation suggest a logical, functional and temporal coherence of all planning decisions covered by the plan. The process of implementing the plan depends directly on the type and method of planning. Four basic models of implementation are defined. The results of research on the application of the implementation model in spatial planning practice in the Republic of Serbia are presented. These are obtained on the basis of the multicriteria comparative analysis carried out on a case study of 11 spatial plans. The chapter suggests possible directions for further study, primarily in terms of applying the model of implementation in practice.
