Financial measures Serbia should offer for solar water heating systems

AB  - Hot water consumption is an important segment in the energy consumption in households in Serbia, where majority of households heat water with electric resistance storage water heaters. A more appropriate alternative is installation of solar water heating (SWH) systems in households. The current number of installed SWH systems in Serbia is negligibly small - only about 0.1% of all households. Serbia has recently adopted feed-in tariffs for generating electricity from renewable energy sources (RES), but it did not provide any incentive for SWH installations. It is generally accepted that best form of SWH incentive is a direct subsidy to reduce high upfront costs. The aim of this work is to suggest the level of the subsidy which Serbian government should offer in order to reach the level of SWH deployment comparable to that of more developed countries. After financial analysis of SWH installation in six Serbian cities, followed by contingent valuation survey among household owners in Serbia, it is concluded that 20% subsidy is justified already by CO2 mitigation potential of SWH systems, while 50% subsidy, which lowers equity payback period to 5.5-6 years, generates most interest among household owners.

Investment appraisal of a small, grid-connected photovoltaic plant under the Serbian feed-in tariff framework

AB  - Serbian government has recently introduced the system of feed-in tariffs for electricity generated from renewable sources. The proposed feed-in tariff for photovoltaic electricity is set to 0.23 (sic)/kWh paid for 12 years, with the PV electricity produced after the first 12 years being sold at the grid electricity market price for the rest of the plant lifetime. Although such FIT could have been justified by the small, average retail grid electricity price of just 0.054 (sic)/kWh for Serbian households, the investment appraisal of a real case of 2.82 kWp PV power plant in two Serbian cities of Zlatibor and Negotin, clearly illustrates that the proposed FIT framework is not sufficient to attract investments into PV in Serbia. In the second part of the paper, we have analyzed alternative, more reasonable feed-in tarrif frameworks, with the goal of selecting those able to sustain the PV adoption and diffusion in Serbia.

Potential solar energy use in a residential district in Niš

AB  - Serbia is a suitable place for solar energy exploitation with more than 2000 sunny hours per year over 80% of its territory. In the paper, the existing state is analyzed and the possibilities of solar energy use are examined by employing a combined approach. This relies on the following elements: an attached conservatory with remote heat storage for space heating in the period October-April; a canopy covered by flexible organic photovoltaic modules for electricity production in the period May- September, and a solar water heating system throughout the year. In addition to an analysis of energy performance of the proposed design solution, its economic aspect is also discussed, which suggests that investing in energy efficiency projects should be encouraged provided the state adopts an appropriate system of subsidies for the use of renewable energy sources. .
