AB - Recent experiences in developing the planning documents indicate that the regulatory fra¬mework for the protection of cultural heritage in Serbia lacks elements that affirm the spatial dimension of heritage. This is manifested through: inadequate treatment of the surroundings of protected immovable cultural property (ICP), the insufficient share of spatial cultural and historical units in the total number of registered ICP non-recognition of important categories of cultural heritage in accordance with contemporary conservation approaches. The institu¬tions in charge of the protection of the ICP recognize these problems and also indicate the negative effects of their marginalized position in the process of space creation and mana¬gement. Some of the institutions apply improved methodologies and include in their data collections not only registered cultural properties but also a wider range of spatial entities through the instrument of prior protection. Also, in some planning documents, the instrument of urban protection is applied, which includes valuable objects and units that are identified in situ. Instead of such approaches based on individual attitudes, it is necessary to improve and apply a uniform approach on the entire territory of Serbia based on interdisciplinary cooperation, protection of space and establishing a balance between planning, development and protection of cultural heritage.

AB - There is global interest in the smart city, not only as an operational concept, but also as a funding mechanism of the EU Cohesion Policy, joint programs, projects and initiatives. According to the EU Commission, a smart city is a place where traditional networks and services are made more efficient with the use of digital and communication technologies, for the benefit of its inhabitants and business. Urban governance, as an instrument of integrated urban development, has an important role as a decentralization criterion in improving the smart city’s performance in more developed countries and regions. At the same time, the countries of Southeast Europe that are not members of the EU (including Serbia) are lagging in this matter. Taken that the application of urban governance in the context of a smart city can be seen as a practical novelty in Serbia, this paper presents and discusses the existing state of the art in this field. The findings presented were derived from collaborative engagement within the INTERREG project CLEVER – Co-designing Smart Local Solutions for Exploiting Values and Enhancing Resilience, during 2018/2019.

Building a Common Platform: Integrative and Territorial Approach to Planning Cultural Heritage within the Framework of the Spatial Plan of the Republic of Serbia 2021-2035

AB - In accordance with international documents, European regulations and standards, recent documents of spatial and urban planning in Serbia promote the objectives of an integrative and territorial approach for the protection and planning of cultural heritage. This is intended as a cross-institutional, cross-sectoral approach and extending the scope of the protection of single monuments to wider spatial entities. Institutional and legal frameworks of the cultural heritage protection and planning have not yet been harmonised with international recommendations and do not support achieving these goals. Cultural Property Law (1994) is still in force and does not recognise the categories of cultural landscape (although the European Landscape Convention was ratified in Serbia in 2011) and of urban landscape (as the UNESCO's Recommendation on the Historic Urban Landscape from 2011 has not been ratified yet, although the scientific and professional community has been acquainted with it). In accordance with the current law, single monuments dominate the structure of the Central Registry of immovable cultural properties. Considering that registration is not legally binding, there is a lack of additional research to recognise the architectural and urban heritage that is not under institutional protection. This has resulted in the decline of valuable buildings and ensembles, including entire urban settlements that represent important constituents of the cultural and urban identity of Serbia. Furthermore, Reports on the Implementation of the Spatial Plan of the Republic of Serbia from 2010 point to an unequal spatial distribution of registered cultural goods, which is not related to the factual cultural and historical importance of certain areas, but to the degree of economic development and the activity of certain regional protection services. This sets an additional task for the planning documents on enhanced urban protection measures in these areas. The preparation of the Spatial Plan of the Republic of Serbia 2021-2035 is underway, which affirms that cultural heritage is a resource of sustainable development as well as of national, regional and urban identity as one of the general objectives of spatial development. This paper is a summary of an initial analysis of the draft plan. It indicates the need to establish a common platform for the protection, planning and sustainable use of cultural heritage in Serbia. This platform should act on three main levels, firstly gathering data on cultural properties; secondly compounding all formal and informal documents relating to cultural heritage, especially s regards its spatial dimension; and last but not least, inolving a wide range of participants in the protection, planning and management of cultural heritage.

It highlights the significance of the publishing role of the Institute, which goes hand in hand with its work on scientific research and professional projects, with a special focus on the journal Savremene urbanističke teme (Engl. Contemporary Urban Themes), one of its five serial publications. This journal is significant because it published analytical and study articles, translations, critical reviews, and reviews of important achievements in urban and spatial planning at a time when spatial planning in Serbia was still in its pioneering phase, which resulted in the launch of ambitious projects with a wider social impact. The important contribution of this paper is the bibliography of the journal Savremene urbanističke teme, as well as four accompanying registers that present all of the authors of its texts and all of the published titles.

AB - The paper presents a part of the publishing activity of the Institute of Architecture and Urban&Spatial Planning of Serbia that took place in the period 1961–1975, in the form of a journal Zbornik radova, which mainly presents architectural and urban realizations in the area of former Yugoslavia. The aim is to get acquainted with the scientific and professional public, especially young researchers with the significance and content of this journal. With that aim, the five accompanying registers (register of titles, names, topics, geographical and chronological) are given which, together with bibliography, represent a full source of information. It is important to establish the continuity in presenting the contemporary architectural and urban realizations in Serbia – which contributes to informing, educating and documenting the changes in the built environment.

The paper presents a part of the publishing activity of the Institute of Architecture and Urban&Spatial Planning of Serbia that took place in the period 1961–1975, in the form of a journal Zbornik radova, which mainly presents architectural and urban realizations in the area of former Yugoslavia. AB - This paper, by presenting the case study of the General Regulation Plan,
provides an overview of the potentials and limitations of the planning system regarding
adaptation in the context of urban planning in the Republic of Serbia. The spatial
coverage of the Plan includes the central/urban and peri-urban area of the city of
Požarevac, within which various land uses are represented. In addition to housing,
commercial and industrial facilities, green infrastructure, as well as other land uses,
agriculture is also presented. Taking into consideration the specificity of the Plan
area, the paper presents measures that promote adaptation, with special emphasis on
the green infrastructure, the water system, energy efficiency and the urban structure.
Thus, one of the measures promoted by this Plan is the reservation of the space for
raising fast-growing forests, building green roofs and walls and as well developing
and expanding of the water drainage system network. In accordance with the current
legal and planning basis, within the conclusions that this work stresses is that, even
in an incomplete legal and planning framework, there are real possibilities for the
inclusion of adaptive measures in the process of urban planning.

AB - The paper discusses the content and character of the general regulation plan and its position in the legal framework of urban regulation in Serbia up to date. The latest Law on Planning and Construction promotes it as the basic regulatory plan, implying the direct implementation without developing the detailed regulation plans for certain parts of the planned area. Having that the planned area subsumes entire settlements, the difficulties in the implementation of general regulation plans are related with the fact that the planning guidelines do not recognize the heterogeneity of the physical structure and the specificity of certain urban entities.

AB - This paper analyses the methodology of drawing up urban plans in Serbia and identifies the effects of their implementation on the quality of built environment. It points out that certain negative effects and problems in spatial development could be related to the absence of the concept of form in planning, or to the lack of direction in the process of developing physical structure through planning guidelines. The analysis of the planning documentation shows that the approach to planning is either too general, disregarding the specificities of the location, or too deterministic, manifested in the rigidly defined building rules that do not allow for diversity in architectural design. It can be concluded that this situation is facilitated by the fact that neither the Law nor the current context of planning support research in planning which would include a systematic existing situation analysis, spatial verification of planning solutions and introduction of parameters of quality in construction, in addition to the current predominantly quantitative ones. On the other hand, this paper points to up-to-date research in the area of urban morphology and contributions to the education of researchers and professionals which could improve planning methodology, and consequently the existing urban practice in Serbia.

AB - Serbia is characterized by rich cultural heritage and cultural diversity, as well as a developed system of protecting cultural property. The current trend is that of a constant increase in the number of registered cultural properties under protection. Urban settlements in Serbia are characterized by specific typological characteristics and recognizable architectural typologies that are valuable architectural heritage as well as an urban identity factor. Together, protected cultural property and architectural heritage belong to a wider concept of urban heritage in the sense that it is understood in modern charters on the protection of cultural heritage (HUL). The primary starting point of the paper is that the law and plans in Serbia must become more sensitive to the context. In addition to protecting registered property, the protection of buildings and other objects that are not cultural heritage should also be introduced. However, current planning practice in Serbia does not sufficiently recognize cultural heritage in the wider sense of urban heritage, nor does it affirm it as an important resource for sustainable development. By analyzing the planning context, the problems and challenges in terms of institutional, legal and governance frameworks, as well as planning methodologies, can be identified. The paper is a contribution to the contextual analysis within the National Strategy for the Sustainable and Integral Urban Development of Serbia (currently developing within wider team of experts), with the aim of affirming the cultural potential of Serbia and incorporating the topic of cultural heritage as a resource for sustainable development into Serbia’s development programs and projects.

AB - Complex urban form of the historical or traditional town has been one of the central research topics in urban morphology - as an important source of information on the developmental processes and the spatial models resulting from them. „Morphological framework“ is one of the key concepts in urban morphology which describes the empirical reality of the traditional town and helps understanding of interdependence between urban processes and urban forms. Additionaly, it stands as a broader theoretical framework where other relevant terms and definitions can be placed, which contributes to the consolidation of knowledge of the traditional town and its urban form. This paper draws attention to the possibilities of applying urban morphology theory in the practice of architectural and urban designing and planning of historical towns. It brings up the connections of contemporary approaches in the urban conservation with urban planning and urban morphology. Also it points out to the several examples of urbomorphological studies for historical areas development with special emphasize on its applicability in the case of Serbia. By using urbomorphological approach to the study of the historical town’s urban form, it is possible to relate historical data and descriptions to planning prescriptions and guidelines for the town’s future development. To this end, active relationship between urban conservation and urban designing and planning is required, where urban morphology can pave the way for making a common scientific and professional platform.

abstract = "Complex urban form of the historical or traditional town has been one of the central research topics in urban morphology - as an important source of information on the developmental processes and the spatial models resulting from them. To this end, active relationship between urban conservation and urban designing and planning is required, where urban morphology can pave the way for making a common scientific and professional platform., AB - The next year it will be 150 years of the first proposal for the regulation of the
„Belgrade’s Town in a Moat“ - the oldest urban entity in Belgrade recognized by the same
name in the current Master Plan of Belgrade. It was developed by Emilijan Josimovic,
who is considered as the first Serbian urbanist and who gave detailed description of
the plan in his book ’Explanation of the Proposal for the Regulation of the Belgrade’s
Town Part Lying in a Moat’. The book was published in 1867. with its main aim to give
recommendations for urban development of Belgrade’s town. Josimovic’s plan emerged
at the same time when for a number of cities in Western Europe – Barcelona, Vienna,
Budapest, Amsterdam the extensions of their territories beyond the original boundaries
were planned. It was a general trend of modernization and urbanization which in the
case of Belgrade could be considered as a specific type of transformation from oriental to
modern European town. Josimovic’s proposal envisages the regulation and transformation
of a street system by its conversion from irregular matrice into a regular, orthogonal block
structure which would enable consistent development, implementation of infrastructure
and traffc facilities. The urban matrice created according to the Josimovic’s plan has
maintained up to date and served as the basis for the development of elements of physical
structure that makes the main substance of the today’s protected Historical Core of
Belgrade. Considering the far-reaching contributions of Josimovic’s work, we remind the
scientific and professional community on this important anniversary, hoping that series
of activities during 2017. will contribute to revealing of Josimovic’s work, especially by
giving it a contemporary perspective.

AB - By analysing the contemporary architectural and urban design practice in Belgrade and Serbia the challenges in urban development can be identified and explained through the perspective of an urban morphology approach. The majority of these challenges are as a result of an inadequate relationship between different scales of professional interventions in built environment, as well as, an ineffective relationship between theory and practice. It should be noted that due to these challenges in urban development, the role of architects and professionals involved in urban designing and planning has been questioned. The findings indicate an emerging belief for the need for improved dialogue between professionals in relation to urban development in Serbia, as well as, interaction with wider professional networks. The general issues have already been expanded upon through the discourse of urban morphology and can result in the drafting of guidelines for further improvement of designing and planning practice in Belgrade and Serbia. The principal issues the urban morphology network in Serbia would be faced with are: consolidating up-to-date research and contributions; translating the key references and Glossary present within the Urban Morphology discourse; integrating theoretical and applied knowledge - developing a common morphological language – as a conceptual framework applicable to various typologies and urban tissues; providing a better understanding of the complex phenomenon of urban form; and introducing the morphological dimension to plans, that is, the concept of form into planning.

AB - This paper focuses on the architectural competitions for Orthodox Christian churches in Serbia since 1990, both on the analysis of the designs submitted and the competition requirements. The first competition for an Orthodox church in Serbia after World War II was announced for Priština in 1991. After that, competitions for the temple in Čukarica, Novi Beograd, Niš, Aleksinac and Kruševac were conducted. Thanks to the fact that architectural competitions allow a greater degree of creative freedom to the architects than regular practice, various solutions were offered, from replicas of models from architectural history and tradition to fully non-traditional proposals. Depending on the relationship to tradition, architectural design approaches can be classified into three main groups: radically modernizing, conservatively traditionalist, and compromising. Of the six competitions conducted, four churches were built, which are among the most architecturally successful newer churches in Serbia. This points to the importance of the implementation of the architectural competition in this field of architecture. The diversity of the award-winning projects shows that there is awareness of the possibility for the further development of church architecture, favouring a moderate approach.

AB - The challenges of sustainable development and climate change open up the new possibilities in understanding the importance, principles and methodologies of urban renewal. The paper discusses the problem of abandoned buildings and complexes and their possible reuse in the context of climate change and sustainability at an example of the study of repurposing the military barracks complex in Bela Crkva conducted in the Institute of Architecture and Urban & Spatial Planning of Serbia in 2012. The conceptual solution of the variant 2, based on the idea of climate-aware and socially responsible design, has been embedded into the basic program scheme of the new complex, which includes the establishment of a university campus, construction of experimental social housing, cultural and artistic facilities, as well as urban agriculture, including the use of alternative energy sources and respecting the principles of energy efficiency. The problems of the abandonment of military buildings and complexes, as well as the recommendations for their adaptation, taking into account the past experience and the current environmental problems, are pointed out in the concluding remarks.
AB - Izazovi održivog razvoja i klimatskih promena otvaraju nove mogućnosti u sagledavanju značaja, principa i metodologije urbane obnove.

abstract = "The challenges of sustainable development and climate change open up the new possibilities in understanding the importance, principles and methodologies of urban renewal. The problems of the abandonment of military buildings and complexes, as well as the recommendations for their adaptation, taking into account the past experience and the current environmental problems, are pointed out in the concluding remarks., Izazovi održivog razvoja i klimatskih promena otvaraju nove mogućnosti u sagledavanju značaja, principa i metodologije urbane obnove. AB - The paper will present the contemporary practice of church architecture in Bulgarian, Romanian, Russian and Greek orthodox churches, at the end of the XX and the beginning of the XXI century, and analyse the relationship of traditional and contemporary elements, with the aim of determining main trends and development tendencies. Free development of sacred architecture was interrupted by long reigns of authorities opposed to Orthodox Christianity. After the downfall of Communist regimes, conditions were created for the unobstructed construction of sacred buildings in all Orthodox countries, while the issue of traditional church architecture re-emerged as important. Further development of Orthodox church architecture may be affected by some issues raised in relation to the structure and form of liturgy, regarding the internal organisation of the temple. The freedom of architectural creation is strongly supported by the richness of forms created throughout history. Traditionalist approaches to the architectural shaping of churches are dominant even nowadays, tradition being understood and interpreted individually. At the same time, efforts to introduce contemporary architectural expression into church architecture have been increasing and gaining strength.
AB - U radu se prikazuje savremena praksa crkvenog graditeljstva Bugarske, Rumunske, Ruske i Grčke pravoslavne crkve, s kraja XX i početka XXI veka, i analizira odnos tradicionalnih i savremenih elemenata, s ciljem utvrđivanja osnovnih pravaca i tendencija razvoja.

The relationship between the traditional and contemporary elements in the church architecture of the Western Christian countries in the 20th century

AB - Church architecture has been developing continually within Western Christianity since the 4th century, It gradually becomes less important from the end of the Middle Ages, especially with the advent of the ideas of Reformation and Enlightment, going almost out of the focus of contemporary architecture with the advent of modernism in the 20th century. The most important factors for the development of this building type in the 20th century, were the emergence of modernism in architecture and strengthening of the movements of liturgical renewal. It was a time in which the diametrically opposed concepts - radically modernizing and conservatively traditional - were expressed to the extreme, with many transitional forms, Striving to active participation of believers can lead to completely different results - strengthening the liturgical assembly, on one hand, and radical desacralisation of worship, on the other. There is a large number of architectural solutions, some of which share common characteristics concerning spatial organization and the distribution of laity and clergy, but with a great diversity of other architectural characteristics and different relations of traditional and contemporary elements. The experiences of Western Christian countries can be of use, to some extent, in the research of contemporary Orthodox church architecture.

AB - Building rules represent important element of the system of planning in Serbia. It connects different kinds and scales of professional activities related to built environment, in first the larger scale of planning with smaller scales of designing and construction. The way the building rules are formulated, interpreted and applied in the procedures of planning, designing and construction the most directly influences the quality of the built and living environment. In this paper the professional experiences of the immediate participants in these procedures, previously exposed at the professional meeting entitled 'Contemporary architectural practice: institutional framework and building rules', are excerpted and systematized. The main goal is to point out to the problems in the current practice and to call upon the wider debate. The most important outcomes are the common attitudes as the basis for further dicussion and activities which would lead to the improvement of professional practice.

AB - This paper investigates the basic theoretical concepts of urban morphology related to the phenomena of a traditional city and its constitutive elements, including the city block. The traditional city is not considered an absolute model, but a subject of morphological analysis, by which its characteristics are detected, classified and described, becoming a base for new synthetic models in the context of contemporary designing and planning. The paper provides theoretical support to further studies dealing with the practical application of theoretical knowledge and concepts of urban morphology in designing and planning. It points out that the key characteristics of a traditional city identified by morphological analysis are contained within the architectural and urban entity of a city block, which can, therefore, be considered a generative element of its urban structure. Given that the scale of a city block allows for morphological analysis, as well as providing recommendations for future urban development, these research results can be applied to the contemporary context of designing and planning. The paper fits into contemporary studies that link the fields of urban morphology and urban design.

AB - The aim of this paper is to present one of the main issues and tasks of the ISUF – the importance of introducing concepts of urban morphology to professional practice, in a systematic and coherent way, to achieve a better built environment - in the specific context of Belgrade. A review of relevant up-to-date research topics and developed concepts found in the current theoretical discourse presented in the Urban Morphology Journal and ISUF, such as: morphological dimension of municipal plans (Oliveira), the issue of boundaries (Whitehand, Larkham and Morton), the question of scale and key concept – block or tissue (Kropf, Samuels, Hall) will be conducted. A number of major themes in the agenda of the morphological debate, will be examined to establish how existing morphological criteria in the Master plan of Belgrade and related planning documents correspond. It was determined that the morphological dimension of those criteria is questionable and that the real form-based approach in Belgrade’s planning documents and procedures were absent which had a detrimental impact on the quality of physical and urban structure. It can be stated that there is a need, firstly, for a detailed theoretical elaboration of relevant concepts of urban morphology and then integrating them into planning documents and procedures in Belgrade and Serbia. The principal conclusion reached is that urban morphologists should have a key role in the prescription of future changes through coordination of design guidance, codes and plans at different scales.
