Residential preferences, housing affordability and building construction challenges during COVID-19 pandemics: Case study of Belgrade, Serbia

AB  - This paper analyses the impact of COVID-19 pandemic on residential preferences, housing
affordability and building construction issues that have been experienced through housing sector in Serbia, especially in the case of its capital city Belgrade. The starting research question is whether COVID-19 pandemic further potentiated the already present socio-spatial issues emerging since the beginning of post-socialist urban transition. The methods used in this study include comparative analyses of statistical data and research findings on housing in the period 1990-2020 and available relevant data and knowledge in this field from the first quarter of 2020 until today. Regarding residential preferences, some recent research showed that the situation of pandemic exacerbated already encapsulated lifestyles and fear from economic recession, as well as it prompted changes of living patterns towards longer duration of staying at home. The pandemic has further disrupted affordability of housing for all social groups, and mostly for the disadvantaged ones. On the other hand, the world pandemic that nobody could predict the end of, has opened up some new opportunities in the construction sector, such as an intensified use of digital technology.

Institutional capacity development within the national urban policy formation process – Participants’ views

AB  - In 2019, Serbia adopted its first national urban policy. This document was established through a communicative process during 2018–2019, formally encouraging urban governance as a practical innovation in Serbia’s planning doctrine. The main aim of this research is to explore institutional capacity development within a live setting of the policy formation process. The participants of this process are the primary subjects of the research. Data was collected through participatory events in four instances during the process. The concept of institutional capacity development is used in this paper as a basic framework to assess knowledge, relational and mobilisation capacity for urban governance. The main contribution of this paper is providing an understanding of the challenges and potentials for establishing urban governance practices in a post-socialist country planning context. Findings indicate an increase in the participants’ knowledge and understanding of governance instruments such that coordination and cooperation are continually unfolding. The identified challenges relate to the mobilisation capacity and fragility of institutions and resistance to change, while a need to deal with complexity and uncertainty remains present.

Social aspects of urban safety – an outline of research under the U-SaFER project

AB  - Science Fund of the Republic of Serbia has launched in 2020 Program IDEAS for which the evaluation of the project proposals is not yet finished. One of the project applicants which successfully passed the preliminary stage of the evaluation is entitled Urban Safety as a Qualitative Factor of Cohabitation Under Enhanced Risk (U-SaFER). The research proposal is in the field of urban planning and design, and it is also closely associated with the social context and the theory of safety. Although the actual research on this project has not started, the aim of this paper is to present the concept and planned methodology of the U-SaFER and to demonstrate the significance of the role of people’s perception and evidence in the process of enhancing urban safety in public spaces through effective urban planning, design and governance. Many parts of the world, including Serbia, are in the infancy stage of research of this topic. Therefore, the U-SaFER project proposal may attract additional attention in scientific research community as well as with the decision-makers.
AB  - Фонд за науку Републике Србије је 2020. године покренуо Програм ИДЕЈЕ у оквиру којег још увек није завршена евалуација пријављених пројеката. Један од пројеката који је конкурисао и успешно прошао прелиминарну фазу евалуације је насловљен [Урбана безбедност као квалитативни фактор суживота у условима повећаног ризика] (акроним: У-СаФЕР). Предмет истраживања пројекта тиче се урбанизма и планирања, а уско је повезан са друштвеним окружењем и теоријом безбедности. Упркос томе што истражи вање још увек није започето, у овом раду смо настојале да представимо оквир и планирану методологију У-СаФЕР-а и да прикажемо значај који има доживљај становништва и чињенично стање о процесу јачања урбане безбедности у јавним просторима кроз ефикас ност урбанизма, планирања и управљања. Србија, као и многе друге земље у свету, јесте у раној фази истраживања ове теме. Стога, предлог пројекта У-СаФЕР може да привуче додатну пажњу у научној заједници, као и међу доносиоцима одлука.

AB  - Izrada planova i projekata, koja uklјučuje sistemski pristup i sinhronizaciju većeg broja aktivnosti i aktera, predstavlјa osnov uspešne realizacije auto-putskih koridora. Polazne osnove za aktivnosti razvoja i uređenja koridora auto-puteva u Srbiji, jesu evropska načela i principi koji se odnose na jedinstvenost evropskog tržišta i obezbeđenje održive mobilnosti u transportu putnika i robe, u čemu važnu ulogu ima povezanost regionalnih i nacionalnih mreža modernom i efikasnom infrastrukturom. Stvaranje transevropskih mreža je posebno važno za Srbiju a evropski koridori su i pregovoračko poglavlјe u fazi pristupa Evropskoj uniji. Za uspostavlјanje transevropskih mreža važni su adekvatan zakonodavni okvir i strateški razvojni dokumenti, naročito Prostorni plan Republike Srbije i prostorni planovi koridora auto-puteva. U radu su prikazana novija iskustva u planiranju i projektovanju infrastrukturnih koridora auto-puteva u Srbiji kao instrumenata realizacije Nacionalnog investicionog plana, a predstavlјen je i metodološki pristup tokom izrade i interakcije dva nivoa planske dokumentacije (strateškog i urbanističkog) u korelaciji sa projektnom dokumentacijom, što je preduslov kojim se obezbeđuje zakonski osnov za realizaciju velikih investicionih projekata u putnoj infrastrukturi. Cilјevi razvoja koridora autoputeva u Srbiji, pored kompletiranja primarnih pravaca od severa ka jugu, takođe su transformacija i realizacija novih poprečnih veza između zapadnih i istočnih delova zemlјe, što je uslov za regionalni razvoj, unapređenje integracije u transevropske mreže i sprovođenje Nacionalnog investicionog plana. U zaklјučnim razmatranjima, data je sumarna ocena i istaknut je doprinos jedinstvene metodologije izrade planova i projekata auto-puteva koja je razvijana u Srbiji, u cilјu optimizacije vremena, sinhronizacije metodoloških faza i podrške sistemu donošenja odluka.
AB  - The development of plans and projects, presuming a system approach and synchronisation of a number of activities and actors, is the basis for a successful development of highway corridors. The starting premises for development of the highway corridors in Serbia are the European principles and directives for sustainable mobility of people and goods, and connectivity of regional and national networks through modern and efficient infrastructure. Trans-European Networks require an adequate legislative framework in Serbia as well as adoption of the strategic development documents, especially the Spatial Plan of the Republic of Serbia and Spatial Plans of the highway corridors. The paper shows the latest experience in planning and design of the infrastructure corridors for the highways in Serbia as the instruments of implementing the National Investment Plan, and in parallel, it demonstrates methodological approach for development and interaction between the two levels of planning documentation (strategic and urbanistic) in correlation with the project documentation. Alongside the completion of the primary road directions from the north to south of Serbia, the goals are also the transformation and substantiation of the new lateral highway connections between the west and east parts of the country, as prerequisite for regional development, better integration in the Trans-European Networks and the National Investment Plan’s implementation. Finally, the summary evaluation of this unique methodology’s contribution in Serbia is shown while preparation of plans and projects of the highways.

Обнова СИМУ - развој, имплементација и главни резултати иии пројекта у области унапређења доношења државних одлука кроз циклус истраживања МПНТР 2011-2019. године

AB  - Научноистраживачки пројекат „Улога и имплементација државног
просторног плана и регионалних развојних докумената у обнови стратешког
истраживања, мишљења и управљања у Србији“ реализован је у оквиру
текућег истраживачког циклуса који је првобитно био предвиђен да траје до
2014. године, а затим продужаван за све пројекте, тако да је обухватио период
2011-2019. године. Пројекат је финансирало Министарство просвете, науке и
технолошког развоја Републике Србије (МПНТР), а на њему је окупљено 29
истраживача из пет научноистраживачких организација – учесница на пројекту.
Сагледавајући искушења и изазове транзиције у Србији у периоду дужем
од двадесет година, током којих је испробано неколико приступа и начина
прилагођавања у условима тзв. „управљања кризом“, нагласак истраживања
на овом пројекту је на планским приступима, који би у условима доминације
тржишног модела привређивања већинског система приватне својине и
политичког плурализма, могли довести до обнове развоја и обнове стратешког истраживања, мишљења и управљања (СИМУ) у Србији. Кроз интегрална и
интердисциплинарна истраживања (ИИИ) на Пројекту, фокус је на примени
Просторног плана Републике Србије 2010. до 2020. године, односно Програма
имплементације Просторног плана Републике Србије 2016-2020. Ради се о
стратешким документима који, поред осталог, имају за циљ да покрену и
обнову СИМУ у Србији, јер нису замишљени као уско физичко-просторни,
тј. не циљају само на тзв. „просторни развој“, или организацију и уређење
простора. У раду су приказани циљеви истраживања и њихово остваривање у

AB  - Scientific research project “The role and implementation of the National Spatial
Plan and regional development documents in renewal of strategic research, thinking
and governance in Serbia” was conducted within the research program period that
was initially planned to last until the year 2014, but was subsequently extended
for all projects of this call so it covered the whole period 2011-2019. The project
was financed by the Serbian Ministry of Education, Science and Technological
Development (MESTD) and it gathered 29 researchers from five scientific research
organisations – participants in the Project. By analysing challenges of transition
in Serbia in the period of over the two decades, during which there were tested
several approaches and ways of adjustments under the conditions of the socalled
‘crisis management’, in the circumstances of the dominant market-economy
model, as well as majority system of a private property and political pluralism, the
emphasis of this Project’s research was on planning approaches which could bring
to the renewal of strategic research, thinking and governance (SRTG) in Serbia.
Through Integral and Interdisciplinary Investigations (III) on the Project, a focus was on implementation of the Spatial Plan of the Republic of Serbia from the year 2010
till 2020, and on the Program of implementation of the Spatial Plan of the Republic
of Serbia 2016-2020. These are strategic documents which, among all, also aim for
initialising the renewal of SRTG in Serbia, because they are not conceptualised as
merely the physical-spatial ones, i.e. they don’t aim just for the so-called ‘spatial
development’, or spatial organisation and arrangement. In the paper are presented
the research goals and their implementability while the duration of the Project;
activities on the Project according to the years of its realisation and the concrete
description of the results of the activities and phases; the engagement of researchers;
as well as challenges that occurred during the Project’s implementation, including
the activities taken in order to successfully overcome these challenges. In parallel
with that, there has been emphasized the need for further development and raise

AB  - This paper emphasises the role of people who have been employed at the Institute of Architecture and Urban & Spatial Planning of Serbia as well as a number of its external associates in the development of spatial planning in Serbia. It highlights the significance of the publishing role of the Institute, which goes hand in hand with its work on scientific research and professional projects, with a special focus on the journal Savremene urbanističke teme (Engl. AB  - One of the main challenges for sustainable urban development of Belgrade with its
1.7 million citizens is prolifc informal development and uncontrolled urban sprawl. These
phenomena were initiated mainly because of rural to urban migrations, however they
continued more intensively in the 1990s, not only because of regular migration, but as after
effect of forced exile of people from Kosovo and Metohija and refugee crisis in ex-Yugoslavia
wars.
The informal settlements occupy rural land in the outskirts of Belgrade, mostly by main in
and out transit corridors. The characteristics of these neighbourhoods is unexpectedly high
standard in residential buildings, even luxury, in contrast with unfavourable environmental
conditions, the lack of urban standards and highly increased coeffcients, absence of
technical infrastructure or at least existence of the inadequate one, shortage of basic social
and public utilities and public spaces.
Underlying conditions why so many people live in informal settlements are the high cost
of “formal” housing (issues of affordability), as well as there may be discussed to less degree
some aspects of residential preference. The empirical research is carried out on the examples
of several urban plans for standardization, regulation and legalization of these settlements in
Belgrade, which established a model for resolving the situation, with a goal to obtain better
living conditions and limit the informal growth by employing urban planning tools.

AB  - The paper presents a part of the publishing activity of the Institute of Architecture and Urban&Spatial Planning of Serbia that took place in the period 1961–1975, in the form of a journal Zbornik radova, which mainly presents architectural and urban realizations in the area of former Yugoslavia. The aim is to get acquainted with the scientific and professional public, especially young researchers with the significance and content of this journal. With that aim, the five accompanying registers (register of titles, names, topics, geographical and chronological) are given which, together with bibliography, represent a full source of information. It is important to establish the continuity in presenting the contemporary architectural and urban realizations in Serbia – which contributes to informing, educating and documenting the changes in the built environment.
AB  - U radu se prikazuje deo izdavačke delatnosti Instituta koja se odvijala u periodu 1961–1975. godine, u vidu časopisa Zbornik radova u kome su poglavito predstavlјane arhitektonske i urbanističke realizacije na prostoru tadašnje Jugoslavije. Cilј je upoznavanje naučne i stručne javnosti, a naročito mladih istraživača, sa značajem i sadržajem ovog časopisa, te se u radu vrši njegova analiza, što je rezultiralo izradom njegove bibliografije. Poseban doprinos ovog rada čine pet pratećih registara (registar naslova, imenski, predmetni, geografski i hronološki), koji zajedno sa bibliografijom predstavlјaju iscrpan izvor informacija. AB  - The goal of this research is to examine the processes of suburbanization and sprawl in two post-socialist capital cities in Southeast Europe - Belgrade, Serbia and Sofia, Bulgaria. Our analysis begins with a survey of relevant historical developments in the two cities, which illustrates the impact of major political, economic and social drivers on urban development processes and form. We follow this with an empirical study aimed at identifying contemporary features of peri-urban processes occurring in the two cities. Specifically, we explore spatial patterns, general population trends and changes in urban densities. Our study confirms earlier observations by other researchers that processes of suburbanization are occurring in Belgrade and Sofia. Yet this research goes further and emphasizes the specific combination of conditions inherited from the era of state socialism and the features of South-east European urban culture. Thus regarding the form of urban expansion, we observe relatively weak trends of sprawl with strong local specifics. On this basis, we discuss our empirical results with the objective of identifying the specifics of studied processes in Belgrade and Sofia as a grounds for the articulation of an appropriate policy framework.

AB  - The focus of this article is on two typical inner urban and peripheral neighbourhoods in the city of Belgrade, e.g. Stari grad and Kaluđerica, which are comparatively analysed in terms of their residents' appreciation of the neighbourhood's social and physical environment, and development of bond and sentiment towards these neighbourhoods. By employment of a questionnaire survey analyses, the aim of the paper is to investigate individual (or group) of factors which mostly influence the components of neighbourhood attachment in the presented case study areas of a city undergoing a post-socialist transition.
AB  - Il focus di questo articolo e su due quartieri, un interno urbano e un periferico, tipici nella citta di Belgrado, ad esempio, Stari grad e Kaluđerica, che sono analizzati e comparati in termini dell’apprezzamento dell’ambiente sociale e fisico dei quartieri dai loro residenti, e dello sviluppo di legame e il loro affetto verso questi quartieri. Applicando un’analisi dell’indagine via questionari, lo scopo del lavoro e quello di esaminare i singoli (o multipli) fattori che influenzano di piu’ dei componenti di attaccamento verso il quartiere nelle aree presentate come i casi di studio di una citta nella fase di transizione post-socialista.
AB  - Članek izhaja iz vprašanja kako se občutek skupnosti in evaluacija skupnosti, kot dve komponenti navezanosti na naselje, spreminjata odvisno od socio-ekonomskih značilnosti prebivalstva, kakor tudi od različnih vrst fizičnih okolij. Raziskava temelji na dveh študijah primera mestnega in primestnega tipa v mestu Beograd. Metodologija, ki je bila uporabljena pri raziskovanju, je metodologija družbenih raziskovanj, pri čemer so bili podatki zbrani z metodo vprašalnika. Statistične analize (T-test in Pirsonova korelacija) so opravljene s pomočjo programa SPSS. Rezultati so pokazali, da prebivalci mestnih naselij kažejo višjo stopnjo skupne navezanosti na naselje v katerem živijo glede na prebivalce primestnih naselij. Pokazalo se je, da osebne spremenljivke ali one v zvezi s stanovanjem v manjšem obsegu vplivajo na občutek skupnosti in evaluacijo skupnosti kot fizično okolje in percepcija tega okolja. Poseben rezultat te raziskave predstavlja značilna zmerna do visoka pozitivna korelacija med zadovoljstvom s sistemom javnega prevoza in evaluacijo skupnosti v naseljih v katerih je bila izvedena anketa. Ta rezultat bi lahko vplival na prihodnjo politiko k bolj ambicioznim in bolj trajnostnim (pri)mestnim okoljem.

AB  - „Појмовник просторног планирања“ је резултат идеје да се на једном месту обједине и систематизују термини који се користе у просторном планирању. Поред примарне функције извора информација о садржају појмова који се користе у просторном планирању, „Појмовник просторног планирања“ у великој мери доприноси теоријско-методолошкој бази просторног планирања и појашњењу његове апликативне стране. Посебна његова корист се односи на студенте студијског програма просторно планирање, али је уочљив значај овог Појмовника и за далеко шири круг научника и стручњака који желе да се информишу или подсете на теоријске и стручне појмове, који су због интердисциплинарног карактера просторног планирања, потекли из научних области и дисциплина везаних за: природне системе и ресурсе; становништво и социјални развој; социологију; право; архитектуру и урбанизам; географију; урбани и рурални развој; економију; просторни развој привредних делатности; регионални развој; инфраструктурне системе; екологију; заштиту животне средине, предела, природних и културних добара и др. Ништа мањи није значај и улога коју Појмовник може имати за остале кориснике, нпр. представнике управе или јавних установа; појединце, групе или организације са учешћем или интересом у процесу управљања просторним развојем; приватни сектор; инвеститоре/наручиоце израде планских докумената; као и за шире грађанство, са циљем да им се појмови просторног планирања изложе на јасан и разумљив начин. „Појмовник просторног планирања“ садржи 2020 појмова који нису разврстани тематски већ по азбучном редоследу. Присутни су појмови у оквиру свих слова азбуке. Како су неки појмови морали да остану наведени на изворном латиничном писму, у том случају њихово место у Појмовнику је под аналогним ћириличним почетним словом и у редоследу који прати азбуку. У приређивању овог Појмовника коришћено је укупно 378 референтних извора литературе. Читаоцима је дато јасно упутство о извору/изворима где могу да пронађу наведену дефиницију појма, као и да се тиме заинтересују да прочитају додатну литературу и више сазнају у вези са одређеном темом. Свакако треба истаћи подударност објављивања „Појмовника просторног планирања" са јубилејом којим се 2017. године обележава 40 година откад је основан и у континуитету траје студијски програм Просторно планирање на Географском факултету Универзитета у Београду. На неки начин, Појмовник чини омаж генерацијама професора који су тај курс градили и репер на основу кога се у овом тренутку може сагледати развој просторно планерске мисли у Србији и у свету. Још један искорак, у нади да је то уједно допринос овог дела, јесте промоција мултидисциплинарне сарадње и синергије приступа и знања ауторки које потичу из професија просторног планирања и библиотекарства и информатике.
AB  - The “Spatial Planning Glossary” is a scientific comprehensive review of the terms in Serbian language, which are used in spatial planning. This Glossary is a result of complex and complementary research of the authors who have joined scientific knowledge and professional expertise from the domains of spatial planning, language and informatics. A key motive for publishing the “Spatial Planning Glossary” in the form of a scientific monograph is due to the present lack of unique publications of this kind, which would be comprised of and elaborate terms that are applied in the theory and practice of spatial planning. Such an endeavour is an important milestone for Serbia as well as for international academic and professional circles. It is important to stress that the publication of the first edition of the “Spatial Planning Glossary” coincides with the 40 year jubilee of spatial planners teaching practice in Serbia. The study group of Spatial Planning was initiated in 1977 and since then the students of this group have been continually taught at the Faculty of Geography of the University of Belgrade. The “Spatial Planning Glossary” is certainly essential reading for students of this study group, however the relevance of the Glossary should not be limited to spatial planning students only or to those who are getting acquainted with the professional expertise of spatial planners. The wider scope of scholars, academics and professionals, as well as government representatives, employees in public enterprises, participants in the steering processes of spatial development, representatives of the private sector, investors, civil society, etc. may find this reading useful, especially for learning particular information or a reminder on theoretical and professional terms used in spatial planning. Understanding this, spatial planning is characterised by multi-disciplinary approach, and a large number of terms which are used in its vocabulary derive from the complementary research fields or sciences which are aligned with spatial planning: e.g. urbanism, geography, economics, regional science, sociology, architecture, civil engineering, traffic and infrastructure, industry, tourism, natural and cultural assets protection, ecology, environmental and landscape protection, agriculture, forestry, geodesy, law, management, etc. A great challenge in preparing the “Spatial Planning Glossary” has been the task of having a comprehensive approach, on the one hand, and demarcation of the choice of terms which have been “borrowed” from other scientific disciplines, on the other. Beyond the scope of this Glossary were the names and biographies of significant theorists who influenced spatial planning research and thinking. Also, the Glossary generally didn’t include names of scientific and research disciplines whose knowledge was applied in spatial planning. Exception from this rule is inclusion of terms such as “spatial planning” and “urbanism”. Among the 2,020 terms, which are listed in this edition of the “Spatial Planning Glossary”, most of them represent an integral part of the modern spatial planners’ professional vocabulary. The terms which have influenced spatial planning in the past have not been omitted as they represent its historical background and capture the dominant directions and influences on development of spatial planning’s social practice. The “Spatial Planning Glossary” includes a number of theories and concepts, and likewise selected conventions, charters, protocols, agendas, directives, important documents, initiatives, networks, funds, organisations and programmes of cooperation, especially those which have been related to European countries and are relevant for the spatial planning practice. The Glossary also comprises of elaborated terms, which are transcribed to Serbian from foreign languages, e.g. „џентрификација“, or „гентрификација“, which derive from English word “gentrification”. Also included are foreign acronyms of labels or general terms (e.g. NIMBY), which are the part of spatial planners’ vocabulary. Certain foreign terms are also presented with their full original title (e.g. French term: Acquis communautaire). A general rule was not to translate all the terms of the “Spatial Planning Glossary” in English or any other foreign language. Sometimes, the use of original title in English was inevitable, shown in brackets after the title of the term in Serbian – only because of the clear link between origin and translation in the Serbian language. Terms in the “Spatial Planning Glossary” are listed according to the Serbian Cyrillic alphabet and not according to the specific theme or topic. The nature of this Glossary allows for non-linear reading: reading which can be initiated from any of its parts and which allows the reader to skip and choose parts according to his/her quest on certain issues or in search for the term’s synonyms or antonyms. Definitions of terms derive from some 378 sources. Each term for which the definition is taken from a documented source, has the number in square brackets following the definition of the term. Such number directly links the term to the source in the list of references. The list of used abbreviations in Serbian and foreign languages can be found at the end of the “Spatial Planning Glossary”. Content of the “Spatial Planning Glossary” should not be observed as something fixed or unchangeable, it opens a space for interaction between the readers and authors, who may provide further improvements of the Glossary.
AB  - „Pojmovnik prostornog planiranja“ je rezultat ideje da se na jednom mestu objedine i sistematizuju termini koji se koriste u prostornom planiranju. Pored primarne funkcije izvora informacija o sadržaju pojmova koji se koriste u prostornom planiranju, „Pojmovnik prostornog planiranja“ u velikoj meri doprinosi teorijsko-metodološkoj bazi prostornog planiranja i pojašnjenju njegove aplikativne strane. Posebna njegova korist se odnosi na studente studijskog programa prostorno planiranje, ali je uočlјiv značaj ovog Pojmovnika i za daleko širi krug naučnika i stručnjaka koji žele da se informišu ili podsete na teorijske i stručne pojmove, koji su zbog interdisciplinarnog karaktera prostornog planiranja, potekli iz naučnih oblasti i disciplina vezanih za: prirodne sisteme i resurse; stanovništvo i socijalni razvoj; sociologiju; pravo; arhitekturu i urbanizam; geografiju; urbani i ruralni razvoj; ekonomiju; prostorni razvoj privrednih delatnosti; regionalni razvoj; infrastrukturne sisteme; ekologiju; zaštitu životne sredine, predela, prirodnih i kulturnih dobara i dr. Ništa manji nije značaj i uloga koju Pojmovnik može imati za ostale korisnike, npr. predstavnike uprave ili javnih ustanova; pojedince, grupe ili organizacije sa učešćem ili interesom u procesu upravlјanja prostornim razvojem; privatni sektor; investitore/naručioce izrade planskih dokumenata; kao i za šire građanstvo, sa cilјem da im se pojmovi prostornog planiranja izlože na jasan i razumlјiv način. „Pojmovnik prostornog planiranja“ sadrži 2020 pojmova koji nisu razvrstani tematski već po azbučnom redosledu. Prisutni su pojmovi u okviru svih slova azbuke. Kako su neki pojmovi morali da ostanu navedeni na izvornom latiničnom pismu, u tom slučaju njihovo mesto u Pojmovniku je pod analognim ćiriličnim početnim slovom i u redosledu koji prati azbuku. U priređivanju ovog Pojmovnika korišćeno je ukupno 378 referentnih izvora literature. Čitaocima je dato jasno uputstvo o izvoru/izvorima gde mogu da pronađu navedenu definiciju pojma, kao i da se time zainteresuju da pročitaju dodatnu literaturu i više saznaju u vezi sa određenom temom. Svakako treba istaći podudarnost objavlјivanja „Pojmovnika prostornog planiranja" sa jubilejom kojim se 2017. godine obeležava 40 godina otkad je osnovan i u kontinuitetu traje studijski program Prostorno planiranje na Geografskom fakultetu Univerziteta u Beogradu. Na neki način, Pojmovnik čini omaž generacijama profesora koji su taj kurs gradili i reper na osnovu koga se u ovom trenutku može sagledati razvoj prostorno planerske misli u Srbiji i u svetu. Još jedan iskorak, u nadi da je to ujedno doprinos ovog dela, jeste promocija multidisciplinarne saradnje i sinergije pristupa i znanja autorki koje potiču iz profesija prostornog planiranja i bibliotekarstva i informatike.

Ништа мањи није значај и улога коју Појмовник може имати за остале кориснике, нпр. представнике управе или јавних установа; појединце, групе или организације са учешћем или интересом у процесу управљања просторним развојем; приватни сектор; инвеститоре/наручиоце израде планских докумената; као и за шире грађанство, са циљем да им се појмови просторног планирања изложе на јасан и разумљив начин. „Појмовник просторног планирања“ садржи 2020 појмова који нису разврстани тематски већ по азбучном редоследу. Присутни су појмови у оквиру свих слова азбуке. Како су неки појмови морали да остану наведени на изворном латиничном писму, у том случају њихово место у Појмовнику је под аналогним ћириличним почетним словом и у редоследу који прати азбуку. У приређивању овог Појмовника коришћено је укупно 378 референтних извора литературе. Читаоцима је дато јасно упутство о извору/изворима где могу да пронађу наведену дефиницију појма, као и да се тиме заинтересују да прочитају додатну литературу и више сазнају у вези са одређеном темом. Свакако треба истаћи подударност објављивања „Појмовника просторног планирања" са јубилејом којим се 2017. године обележава 40 година откад је основан и у континуитету траје студијски програм Просторно планирање на Географском факултету Универзитета у Београду. На неки начин, Појмовник чини омаж генерацијама професора који су тај курс градили и репер на основу кога се у овом тренутку може сагледати развој просторно планерске мисли у Србији и у свету. Још један искорак, у нади да је то уједно допринос овог дела, јесте промоција мултидисциплинарне сарадње и синергије приступа и знања ауторки које потичу из професија просторног планирања и библиотекарства и информатике., The “Spatial Planning Glossary” is a scientific comprehensive review of the terms in Serbian language, which are used in spatial planning. This Glossary is a result of complex and complementary research of the authors who have joined scientific knowledge and professional expertise from the domains of spatial planning, language and informatics. A key motive for publishing the “Spatial Planning Glossary” in the form of a scientific monograph is due to the present lack of unique publications of this kind, which would be comprised of and elaborate terms that are applied in the theory and practice of spatial planning. Such an endeavour is an important milestone for Serbia as well as for international academic and professional circles. It is important to stress that the publication of the first edition of the “Spatial Planning Glossary” coincides with the 40 year jubilee of spatial planners teaching practice in Serbia. The study group of Spatial Planning was initiated in 1977 and since then the students of this group have been continually taught at the Faculty of Geography of the University of Belgrade. The “Spatial Planning Glossary” is certainly essential reading for students of this study group, however the relevance of the Glossary should not be limited to spatial planning students only or to those who are getting acquainted with the professional expertise of spatial planners. The wider scope of scholars, academics and professionals, as well as government representatives, employees in public enterprises, participants in the steering processes of spatial development, representatives of the private sector, investors, civil society, etc. may find this reading useful, especially for learning particular information or a reminder on theoretical and professional terms used in spatial planning. Understanding this, spatial planning is characterised by multi-disciplinary approach, and a large number of terms which are used in its vocabulary derive from the complementary research fields or sciences which are aligned with spatial planning: e.g. urbanism, geography, economics, regional science, sociology, architecture, civil engineering, traffic and infrastructure, industry, tourism, natural and cultural assets protection, ecology, environmental and landscape protection, agriculture, forestry, geodesy, law, management, etc. A great challenge in preparing the “Spatial Planning Glossary” has been the task of having a comprehensive approach, on the one hand, and demarcation of the choice of terms which have been “borrowed” from other scientific disciplines, on the other. Beyond the scope of this Glossary were the names and biographies of significant theorists who influenced spatial planning research and thinking. Also, the Glossary generally didn’t include names of scientific and research disciplines whose knowledge was applied in spatial planning. Exception from this rule is inclusion of terms such as “spatial planning” and “urbanism”. Among the 2,020 terms, which are listed in this edition of the “Spatial Planning Glossary”, most of them represent an integral part of the modern spatial planners’ professional vocabulary. The terms which have influenced spatial planning in the past have not been omitted as they represent its historical background and capture the dominant directions and influences on development of spatial planning’s social practice. The “Spatial Planning Glossary” includes a number of theories and concepts, and likewise selected conventions, charters, protocols, agendas, directives, important documents, initiatives, networks, funds, organisations and programmes of cooperation, especially those which have been related to European countries and are relevant for the spatial planning practice. The Glossary also comprises of elaborated terms, which are transcribed to Serbian from foreign languages, e.g. „џентрификација“, or „гентрификација“, which derive from English word “gentrification”. Also included are foreign acronyms of labels or general terms (e.g. NIMBY), which are the part of spatial planners’ vocabulary. Certain foreign terms are also presented with their full original title (e.g. French term: Acquis communautaire). A general rule was not to translate all the terms of the “Spatial Planning Glossary” in English or any other foreign language. Sometimes, the use of original title in English was inevitable, shown in brackets after the title of the term in Serbian – only because of the clear link between origin and translation in the Serbian language. Terms in the “Spatial Planning Glossary” are listed according to the Serbian Cyrillic alphabet and not according to the specific theme or topic. The nature of this Glossary allows for non-linear reading: reading which can be initiated from any of its parts and which allows the reader to skip and choose parts according to his/her quest on certain issues or in search for the term’s synonyms or antonyms. Definitions of terms derive from some 378 sources. Each term for which the definition is taken from a documented source, has the number in square brackets following the definition of the term. Such number directly links the term to the source in the list of references. The list of used abbreviations in Serbian and foreign languages can be found at the end of the “Spatial Planning Glossary”. Content of the “Spatial Planning Glossary” should not be observed as something fixed or unchangeable, it opens a space for interaction between the readers and authors, who may provide further improvements of the Glossary., „Pojmovnik prostornog planiranja“ je rezultat ideje da se na jednom mestu objedine i sistematizuju termini koji se koriste u prostornom planiranju. Pored primarne funkcije izvora informacija o sadržaju pojmova koji se koriste u prostornom planiranju, „Pojmovnik prostornog planiranja“ u velikoj meri doprinosi teorijsko-metodološkoj bazi prostornog planiranja i pojašnjenju njegove aplikativne strane. Posebna njegova korist se odnosi na studente studijskog programa prostorno planiranje, ali je uočlјiv značaj ovog Pojmovnika i za daleko širi krug naučnika i stručnjaka koji žele da se informišu ili podsete na teorijske i stručne pojmove, koji su zbog interdisciplinarnog karaktera prostornog planiranja, potekli iz naučnih oblasti i disciplina vezanih za: prirodne sisteme i resurse; stanovništvo i socijalni razvoj; sociologiju; pravo; arhitekturu i urbanizam; geografiju; urbani i ruralni razvoj; ekonomiju; prostorni razvoj privrednih delatnosti; regionalni razvoj; infrastrukturne sisteme; ekologiju; zaštitu životne sredine, predela, prirodnih i kulturnih dobara i dr. Ništa manji nije značaj i uloga koju Pojmovnik može imati za ostale korisnike, npr. predstavnike uprave ili javnih ustanova; pojedince, grupe ili organizacije sa učešćem ili interesom u procesu upravlјanja prostornim razvojem; privatni sektor; investitore/naručioce izrade planskih dokumenata; kao i za šire građanstvo, sa cilјem da im se pojmovi prostornog planiranja izlože na jasan i razumlјiv način. „Pojmovnik prostornog planiranja“ sadrži 2020 pojmova koji nisu razvrstani tematski već po azbučnom redosledu. Prisutni su pojmovi u okviru svih slova azbuke. Kako su neki pojmovi morali da ostanu navedeni na izvornom latiničnom pismu, u tom slučaju njihovo mesto u Pojmovniku je pod analognim ćiriličnim početnim slovom i u redosledu koji prati azbuku. AB  - Informal development is a specific form of urban sprawl and one of the main challenges for the sustainable development of major cities in Serbia. In this paper we examine this phenomenon with regard to the influence of spatial and urban vulnerabilities of the informal settlements on the housing and environmental deprivation, especially in the context of inhabitants' vulnerability to fuel poverty. The empirical research was carried out on the example of Belgrade's suburban settlement Kaluđerica. The statistical analysis of the results has shown that the observed energy characteristics of housing have no relevant influence on households' financial burden of energy expenditure, but that they considerably influence households' perception on thermal comfort. The relation between a limited access to public services and the lack of amenities in the settlement and noted high household expenditure on transport has proved to be a particularly important indicator. Based on the perception on overall life commodities, a poor quality of the environment has been recognized as a key factor of deprivation related to housing.

and energy problem which is significantly influenced by low
household incomes and high energy prices, as well as the built
form elements. Although official data indicate that the average
household in Serbia is a fuel poor household, namely that it
spends more than 10% of its monthly income on energy services,
this issue is not sufficiently addressed in national policies and
academic research. This paper indicates the vulnerability to fuel
poverty of people living in illegally built suburban areas in
Serbia. The results of the survey conducted in the settlement of
Kaluđerica on the outskirts of Belgrade show a low level of
energy efficiency and high car fuel consumption as key factors
affecting the pronounced burden of fuel spending within family
budgets. Due to inefficient heating systems and inadequate
energy performances of buildings, many households are forced to
use risky methods of energy saving that can have harmful effects
on their health, and also erode their quality of life.

AB  - The debate over urban sprawl and its impacts is overarching and closely linked to voluntary or induced resettlement of population from the inner city or from other urban or rural settlements to the urban periphery. Residential preference drive of urban sprawl could diverse in post-socialist countries from a typical suburbanization process in the West. According to different age and income structure, people may look for the same amenities in their preferred type of neighborhood, yet the diversity of motives and the ability to fulfill the key aspirations explain a drive towards inner or peripheral city development. In this paper, a suburban case-study neighborhood in Belgrade metropolitan area was analyzed in terms of variability and continuity of residential preferences. Questionnaire survey has been conducted for obtaining the results on motives that drive people to settle in a suburban neighborhood, their satisfaction with life in it, and variability of suburban preference.

AB  - Although the Energy Sector Development Strategy of the Republic of Serbia until 2015 envisages an increasing share of renewable energy (RE) in the total energy balance of the country and although there are plenty of wind energy initiatives resulting in the elaboration of planning and project documentation, no wind farms have yet been built in Serbia. One of the significant problems in the realization of these projects is the unjustifiable resistance of a part of local authorities and population, particularly related to the possible environmental impacts of the planned projects. In this context, the paper addresses the possibility of using the Leopold matrix in carrying out the Environmental Impact Assessment (EIA) for “Kladovo” Wind Farm in Serbia (case study). The Leopold matrix is a framework method for assessing the environmental impact of a project. The novelty in this method, presented herein, refers to the evaluation of planned project activities relative to a group of criteria related to: significance (spatial dispersion), probability and duration of impact. The obtained EIA results have enabled the precise identification of possible environmental impacts of “Kladovo” Wind Farm project, as well as removal of dilemmas and problems related to the public resistance to the realization of the project through a transparent relationship with stakeholders.

AB  - As one of the modern substitutes for ‘sustainable development’, ‘resilience’ marks a relatively recent and  overarching concept which relates to research of urban areas and urban society. In this paper, the resilience  challenges are reflected on the urban context in Serbia, with special reference to two of its biggest cities -  Belgrade and Novi Sad as the key pointers in growing imbalances in the settlement network of the country.  Although this is not a particularity of Serbia, other urban settlements, especially small and medium-sized  towns, have not been empowered enough to substantiate better links with smaller and larger settlements  within urban-rural interface, and their role has been challenged from the aspect of ‘resilience of cities’. This  paper also addresses the recent changes and perspectives for ‘resilience in cities’ with examples of Belgrade  and Novi Sad. Finally, some implications are drawn towards potential adaptability within urban settings of  Serbia.

AB  - Big cities, or their metropolitan areas, represent an important arena for research of spatial and socio-economic changes, with implications in a wider (national) framework. Urban dynamics, mainly from the aspect of land-use and distribution of population, is theoretically analysed following the sustainable development paradigm. Recently, with the growing influence of factors of uncertainty and vulnerability, that are exhibited also in the network of settlements, ideas such as ―renewal‖,―transformation‖ and ―reorganisation‖ gain a new significance. This paper makes an overview of the short period in which the transformations of land-use as well as some demographic and socio-economic changes of population took place and have been observed on the metropolitan areas of Belgrade and Novi Sad. Some potential directions of future changes in the selected metropolitan areas have been determined, with the goal of achieving a more successful urban areas’ steering through constant cycles of transformation and adaptation.

AB  - Post-socialist societies are increasingly concerned with environmental and natural resources management issues. Their former, “state-regulated economy” practice cared more about fulfilling production goals and targets, than about negative effects on the environment that such actions may impose. This legacy left behind environmental consequences that are often hard to mend. But Serbia, as part of SFR Yugoslavia, was less degraded than the countries of Western, Central and Eastern Europe, whereas some important foundations for nature and environment protection have been laid. This analysis marked three most influential periods in recent history of Serbia, regarding environment protection: Socialistic period; Period of crisis; and Period of harmonisation with EU legislation. Serbian (post)transition society is still experiencing deep socio-economic-political crisis, that has numerous repercussions in environmental planning and management, and there is urgent need for application of newer, more successful and influential policies, tools and instruments.

Residential preferences towards urban and suburban areas and their relationship with demographic characteristics

AB  - Urban sprawl is, among all, also the result of voluntary or induced resettlement of population from the inner city to urban periphery, or by in-migration to peripheral parts of cities where the origin of migrants is in other settlements. The focus of this paper is on the influence that residential preferences have on suburbanization, with the emphasis on analysis of the residential choice and certain population groups' tendencies to prioritise living in suburbs or the inner-city living. Theoretical considerations which are set in this paper initiate with residential preference components and the hypothesis of change in dominant motives for residential choice throughout family and individual's lifecycle. Then, the demographic data have been analysed according to the latest Census results in the two pilot-areas of urban and suburban type in Belgrade. Additional research on residential preferences are founded on preparation of specific questionnaire which would enable application of more powerful statistical techniques, especially a wider use of measuring scales for the variables deriving from the questionnaire, and formulation of a model for prediction of different population groups' residential preferences in urban and suburban settings.
AB  - Nekontrolisano širenje gradova je, između ostalog, posledica voljnog ili podstaknutog preseljavanja stanovništva iz užeg gradskog jezgra na periferiju, odnosno doseljavanja iz drugih naselja u periferne delove grada. S obzirom na njihov uticaj na suburbanizaciju, u ovom radu je težište na rezidencijalnim preferencijama i analizi izbora područja stanovanja i tendencija određenih grupa stanovništva ka prioritizaciji življenja u predgrađu, odnosno življenja u gradu. Izložena teorijska razmatranja polaze od komponenti rezidencijalnih preferencija i teze o promenama preovlađujućih motiva za izbor prebivališta porodice i pojedinca tokom životnog ciklusa. Potom su analizirani podaci o stanovništvu na osnovu najnovijeg popisa u dva pilot-područja urbanog i suburbanog tipa u Beogradu. Dalja istraživanja rezidencijalnih preferencija počivaju na formiranju zasebnog upitnika koji će omogućiti primenu naprednijih tehnika statističke analize, a naročito veću upotrebu mernih skala koje mogu poslužiti za formiranje modela predviđanja rezidencijalnih preferencija kod različitih grupa stanovništva u gradskim i prigradskim sredinama.

The first results of the 2011 Census in Serbia depict a rather bleak demographic situation, which is only the continuation of population trends from the late 20th and beginning of the 21st century, substantially fuelled by dynamic political and socioeconomic processes featuring Serbia in the past few decades. The focus is on demographic changes in relation to three correlated aspects: 1) intensive ageing process; 2) depopulation and negative natural growth; and 3) migratory movements - population exodus. This paper addresses in particular the spatial consequences and institutional aspects of recent demographic changes and their reflection on urban areas in Serbia. In the past, population movements from rural to urban areas used to colour much of the migratory balance map of the country, however this situation changed due to exhaustion of the 'traditional' demographic reservoirs. Still, urban primacy of the capital city Belgrade has been even intensified with the recent demographic movements, or more precisely, a tissue of the two largest cities in relative proximity - Belgrade and Novi Sad is hypertrophied in a demographic sense. Other urban settlements in Serbia, especially the smaller towns, which are numerous but demographically shrinking, have not been empowered enough to substantiate better links with smaller and larger settlements within urban-rural interface, and their role has been challenged in that respect. Demographic changes, which affect urban growth or decline, are largely to do with border effects, economic and social gaps, educational opportunities, and search of certain 'urban lifestyles'. The latter is particularly stressed regarding the process of 'second demographic transition' which encompassed Serbia and is manifested by changes in the family domain, viz. partnership and parenthood, as well as by plurality of lifestyles, namely for the younger and middle-age generations (20-34 years - dominantly the people in reproductive age) who are able to exercise their residential choices towards bigger urban centres. Finally, this paper addresses the demographic determinants of languishing population growth in Serbia coupled with highly uneven territorial distributions of population and level of development, which in the last decade marks the ratio of 10:1 (measured by GDP/inh.) between the most developed and the least developed regions in Serbia.

AB  - Sustainability as one of the "buzz" concepts most often finds a true challenge within urban environment, especially when having in view that by the end of this decade, for the first time in history, more than half of the World's population lives in urban areas. The paper shifts the discourse to the relatively new concept of urban resilience, i.e. introspection into ability of a system (city) to accommodate shocks before it transforms into something fundamentally different. With starting point that no city today could survive on its own resources, the foreseeable ways for urban adaptation and sustainability have been interpreted. The paper draws conclusions by exploring the adaptive capacity as a process of "learning to adapt" vs. "forced adaptation".

AB  - Growing development needs and requirements for mineral resources endorsed by the contemporary society reopen the issues of mineral resources finitude and effects that mineral industry imposes on the global scene. Mining is certainly among the activities which raise numerous environmental and social concerns being enhanced by continuous demand for new exploitation areas. Experience supports the need for continuous process of planning in the mining areas and development of extensive research, both fundamental and applied. With particular focus on spatial plans for the mining areas in Serbia, this paper addresses current mining regulatory framework and issue of harmonization between spatial plans for the mining areas with other pertinent strategic documents on environmental and social protection. Regardless they have been prescriptive or legally binding, fundamental principles of these strategic documents serve as guidance towards sustainable development in the mining sector under the new institutional, organization and economic settings.
