AB  - Održiva urbana mobilnost je važan deo urbanog planiranja, koji u sebi integriše ekonomske, ekološke, energetske i društvene uticaje. U većini gradova u Srbiji, ali i u svetu urbana mobilnost se zasniva se na konceptu prekomernog korišćenja individualnih vozila, koja troše goriva bazirana na fosilnim izvorima energije. To dovodi do zagušenja u saobraćaju sa visokim nivoom zagađenja i buke u gradovima, pojave toplotnih ostrva, gubitka vremena i mnogih drugih negativnih pojava u različitim sferama ljudskog delovanja. Rad analizira ove pojave i predlaže neka od mogućih rešenja koja se pre svega odnose na primenu obnovljivih izvora električne energije (OIEE) u oblasti urbane mobilnosti. Korišćenje električne energije za pogon vozila, ukoliko ona ne potiče iz obnovljivih izvora ili reciklažom otpada nije rešenje koje se uklapa u koncept održivog razvoja. U radu se dalje analizira koncept transportnih sistema koji podstiče razvoj i drugih oblika saobraćaja zasnovanih na korišćenju novih tehnologija, kao i sprovođenje koncepta pametnih gradova.
AB  - Sustainable urban mobility is a significant part of urban planning, which integrates economic, environmental, energy, and social impacts. In most cities in the world and Serbia, urban mobility is based on the excessive use of individual vehicles, which consume fuel based on fossil energy sources. That leads to traffic congestion with high degree of pollution and noise in cities, the appearance of heat islands, loss of time, and many other negative phenomena in various spheres of human activity. The paper analyzes these phenomena and proposes possible solutions primarily related to renewable sources of electrical energy (REES) application in urban mobility. Using electricity to drive vehicles, if it does not come from renewable sources or recycling waste, is not a solution that fits into sustainable development. The paper further analyzes the concept of transport systems that encourages the development of other forms of traffic based on the use of new technologies and the implementation of the Smart Cities concept.

Proposal of the New Nomenclature in Planning for Adaptation to Climate Change at the Level of Local Self-Government Units (LSGU) in Serbia

AB  - The impact of climate change on the implementation of various activities in Serbia is evident. The new living conditions impose a change on the existing paradigm of spatial planning and management. In addition to numerous initiatives for the adoption of strategic and legislative acts at the national level, it is necessary to simultaneously define an adequate system of horizontal and vertical planning. It would include the development of action plans for climate change adaptation at the local level, adoption of instructions, guidelines, manuals for the local government and population. Taking into account all national documents in the field of climate change and reduction of CO2 emissions (already adopted or in the process of adoption), this paper will propose a new nomenclature in planning for adaptation to climate change at the local level in Serbia. This would simplify the procedure for local government units to adequately respond to all risks arising from the growing consequences of climate change and enable an adequate response.

AB  - Rad se bavi analizom dva od četiri zakona iz oblasti energetike koji su usvojeni aprila meseca 2021. godine i to: Zakonom o korišćenju obnovljivih izvora energije i Zakonom o energetskoj efikasnosti i racionalnoj upotrebi energije. U radu su prikazana istraživanja koja se odnose na novine koje ovi zakoni donose, potrebne preduslove za njihovo sprovođenje i implementaciju, prepreke i mogućnosti na putu Srbije ka većoj primeni zelene energije, smanjenju emisija CO2 i održivom razvoju, u skladu i sa novim strateškim okvirima u ovoj oblasti (NERP, Strategija niskougljeničnog razvoja). Da bi se ovo ostvarilo, potrebno je doneti niz podzakonskih akata, kojima se u startu rešavaju brojne nedoumice. 
Rad se posebno bavi zakonskim preduslovima za sprovođenje ideje korišćenja obnovljivih izvora energije u stanovanju. Osim toga, u Nacrtu Nacionalne stambene strategije 2020-2030. ističe se da, s obzirom na činjenicu da je stambeni fond veliki potrošač energije, unapređenje energetskih svojstava ovog fonda predstavlja zadatak ne samo od nacionalnog, već i globalnog značaja (odnosi se na celokupan stambeni fond - višeporodično/kolektivno i porodično/individualno stanovanje). Prema pomenutoj Strategiji veliki udeo potrošnje energije troši se za grejanje, a sve više i za hlađenje stanova/kuća, a stalni rast ukupne potrošnje energije ukazuje na neracionalno i neodrživo korišćenja energije u sektoru stanovanja. Stoga unapređenje energetske efikasnosti i korišćenje obnovljivih izvora energije u stambenom sektoru predstavlja jedan od ključnih izazova za održivi razvoj Srbije u budućnosti. U radu se daju predlozi za permanentno, sistematsko i plansko obrazovanje, podizanje svesti građana o značaju primene i potencijalima OIE. Stimulisanje korišćenja ovog vida energije i primena energetske efikasnosti mora biti permanentna misija struke, nauke i politike. Stimulacija države kako kroz donešenu legislativu, tako i kroz praktične procedure koje neće biti previse komplikovane, i povoljne kredite, može omogućiti opredeljenje korisnika stambenih objekata i zajednica za ovaj vid proizvodnje energije.
AB  - This paper analyses two of the four laws in the field of the energy sector that were adopted in April 2021: The Law on the Use of Renewable Energy Sources and the Law on Energy Efficiency and Rational Use of Energy. It presents research related to the improve-ments brought by these laws, the necessary preconditions for their implementation, potential obstacles and opportunities on Serbia's path to greater and wider use of green energy, re-duction of CO2 emissions, and sustainable development, following the new strategic frame-work in this area (NERP, Low Carbon Development Strategy). To achieve full potential and initially resolve numerous doubts, it is necessary to pass through bylaws.
The paper deals with the legal preconditions for implementing renewable energy sources in housing. In addition, in the Draft National Housing Strategy 2020-2030, it is pointed out that, given the fact that the housing sector is a big energy consumer, improving the energy performance of housing funds is a task not only of national but also global im-portance (refers to the entire housing market - multi-family/collective and family/individual housing). According to the mentioned Strategy, a large share of energy consumption is spent on heating, and more and more on the cooling of dwellings/houses. The constant growth of total energy consumption indicates irrational and unsustainable energy use in the housing sector. Therefore, improving energy efficiency and using renewable energy sources in the housing sector is one of the key challenges for Serbia's sustainable development in the fu-ture. The paper presents proposals for permanent, systematic, and planned education and raising citizens' awareness of the importance of implementation and the potential of RES. Stimulating the use of this type of energy and the application of energy efficiency must be a permanent mission of the profession, science, and politics. Stimulation of the state, both through the adopted legislation and through practical procedures that will not be overly complicated and through favorable loans, can enable the involvement of house owners and housing communities for this type of energy production.

Urban and Building Rules and Climate Change Planning: Case Study of Zlatibor Nature Park

AB  - The issue of climate change is an integral part of urban and spatial development. Due to increasing urbanization and development within rural and natural landscapes, we are faced with various spatial demands and conflicts. However, sustainable urban and spatial regulations can improve the mitigation of climate change effects and promote adaptation.
In order to obtain needed analytical framework to identify urban and building rules that promote mitigation and adaptation for the selected case study “the educational and sports-recreational complex” within the Spatial plan of the Nature Park Zlatibor , document analyses and literature research within the planning framework for the Spatial plan in Serbia have been performed to distinguish the mitigation and adaptation background.
By addressing the urban and building rules in the context of climate change, this case study presents the planned adaptation and mitigation measures that were promoted through the spatial organization of multiple parcels, different urban land parameters, green and open spaces, the position on the parcel, maximum number of floors, energy efficiency standards, etc. Outlined urban and building rules focus on specific measures, such as energy efficiency, preserving water resources, heating and green areas, and use of natural materials in the visual appearance of buildings.
Thus, it should be assumed that spatial planning represents an important tool for building development, nature preservation, and implementing the adaptation to climate change.
As a signatory of all relevant international frameworks that promote the issue of climate change, it can be expected that in the forthcoming planning practice in Serbia the adaptation measures will be binding in a way that addresses specific problems and building development.

Istraživanje obuhvata analizu unutrašnjeg i spoljašnjeg uređenja prostora i specifičnih elemenata u prostoru koji doprinose ambijentalnoj vrednosti Gradske uprave (unutrašnja jednokraka stepeništa, sale, krovna terasa), kao i detalja nadsvetla na krovu velike sale, sa rešenjem krovnih prizmi. Objekat Gradske uprave u Pančevu se u okviru istraživanja upoređuje sa projektom Gradske vijećnice u Zagrebu, koji je direktan prethodnik ovog projekta i jedno od kapitalnih dela arhitekte Ostrogovića. Od tri projektovana objekta u Zagrebu izveden je samo objekat Gradske vijećnice, dok je u Pančevu projekat uprave izveden u celosti.

Istraživanje se fokusira na predstavljanje elemenata rešenja projekta Gradske uprave, koja je nedovoljno istražena, a predstavlja jedan od najznačajnijih primera moderne arhitekture u Pančevu. Rad ističe doslednost primene modernih principa u delu arhitekte Ostrogovića, koje doprinose adekvatnoj vizuelnoj predstavi i funkcionalnoj organizaciji objekta.

AB  - Током друге половине двадесетог века у Југославији је била веома развијена пракса архитектонских конкурса за стамбене блокове и нова насеља. Највећи интензитет станоградње био је у великим градовима и престоници Београду, где су понуђена и примењена иновативна архитектонска и урбанистичка решења организације простора допринела побољшању комфора становања и квалитета живота становника.
Архитектонска решења вишепородичних стамбених блокова централне зоне Новог Београда истичу се квалитетом организације полуприватног и приватног животног простора и представљају значајно наслеђе модерног периода у Србији. У тим решењима се поред флексибилности станова и других унапређења склопа истиче и развој заједничких простора (унутар објекта и изван њих). Ти заједнички простори понудили су измештање првенствено колективних функција ван стана и створили додатни простор за активности станара блокова.
У раду се истражује како ти простори могу допринети квалитету стамбеног наслеђа блока и какве су разлике између појединих блокова у том погледу и по питању типологије објеката вишепородичног становања. Истраживање кроз примере Блокова 22 и 29 на Новом Београду представља различите заједничке просторе у стамбеним блоковима.
AB  - During the second half of the twentieth century Yugoslavia had very productive practice of architectural competitions for housing complexes. The highest intensity of housing construction was in large cities, especially in the capital of Belgrade, where innovative architectural and urban design of spatial organization contributed to the improvement of housing comfort and quality of life of residents. The architectural projects of the residential blocks of the central zone of New Belgrade stand out with the quality of the organization of semiprivate and private living spaces and represent a significant heritage of the modern period in Serbia. In addition to the achieved flexibility of dwellings among other improvements in multifamily housing the design of common areas (indoor and outdoor) had its advancement. These common areas offered a potential expansion of collective functions outside the dwelling and an additional space for the activities of the residents of the blocks. The paper examines how these spaces can contribute to the quality of the residential heritage of the block and how specific blocks differ from each other in terms of the typology of multi-family housing. Through the examples of Blocks 22 and 29 in New Belgrade, the research presents the different common spaces in residential multi-family complexes.

Hospitals` disaster resilience on the case of healthcare institutions of small capacity

AB  - In case of disasters, caused by natural hazards or antrophogene factors, it is important to preserve the function of health institutions. The World Health Organization has developed the HSI (Hospital Safety Index) method that can categorize a healthcare facility in terms of disaster safety in a simple and relatively reliable way. If a healthcare facility has a smaller capacity (up to 20 beds) it can be assessed using a simplified method of HSI according to the recommendations of the World Health Organization. By assessing the list of elements according to the recommendations, the potential weaknesses of the facilities that can lead to security threats can be preliminarily identified. On that basis, emergency interventions could also be defined in order to increase the safety of the healthcare facility. Paper uses methods (the standard HSI method and the method applied to small-capacity hospitals) for assessing the resistance on the selected case of a low capacity healthcare facility in Belgrade.

Residential space as changeable and resilient polygon for future living

AB  - Communities today are faced with increasingly dynamic changes in the city and especially in their residential parts. It is important to consider how much residential space and its residents have the capacity to accept or endure the different aspects of changes (climate, social, environmental, functional, etc.). Although almost all changes at the city level are focused on public service facilities and spaces, the residential segment of the city is another major function that must be adequately adapted to the change.
In this regard, the research focuses on observing changes and opportunities for achieving resilience in multi-family housing. The premise of the paper is that changes manifest and can be differently absorbed/mitigated at different spatial levels within the residential complex. The paper, through a case study of a selected urban block in Belgrade, presents an analysis of three spatial levels of resilience and transformational possibilities: (1) level of the building, (2) surrounding of the building, and (3) the residential block. The assumption of the paper is that different spatial levels are interdependent in terms of the possibility of transformation and adaptability to different types of changes. 
The analysis of thrеe spatial levels in the paper shows that the spatial organization and the qualities of Block 22 can be a good base for adapting to different changes. Combining different responses to change in those spatial levels paper will show how the community and the urban block can be more resilient and can contribute to the general resilience of the city.

The possibilities for implementation of photovoltaic solar panels in multi-family housing areas

AB  - Usled dinamičnije promene klime i porasta broja ljudi u gradovima obnovljivi izvori energije (OIE) sve više doprinose racionalnijem korišćenju energije. Imajući u vidu značaj koji upotreba OIE u stanovanju donosi u pogledu finansijske uštede i smanjenja emisije CO2, rad ispituje mogućnost upotrebe OIE u područjima višeporodičnog stanovanja sa aspekta sakupljanja i konverzije solarne energije odnosno implementacije fotovoltaičnih panela i generisanja električne energije. Kod višeporodičnog stanovanja, problem održivosti i primene OIE je složen zadatak, prvenstveno zbog postojećih načina korišćenja prostora i vlasništva koje je višeslojno, ali i postojanja potrebe za aktivnim uključenjem cele stambene zajednice u procesu donošenja odluka i pokretanja inicijativa. Istraživanje analizira prednosti i mane za postavljanje solarnih panela i to na krovovima i fasadama objekata, i u okviru zajedničkih otvorenih prostora u bloku, postavljanjem solarnih svetiljki, solarnog napajanja za električna vozila, solarnih punjača itd. Ispitivanje mogućnosti za korišćenje solarne energije sprovedeno je na primeru stambenog Bloka 29 na Novom Beogradu, urbanističkom analizom uz podršku odgovarajućih podataka o solarnoj radijaciji za analizirano područje i softvera Skelion i PVGIS-a za numeričku i grafičku ilustraciju količina energije koje je moguće dobiti postavljanjem fotonaponskih solarnih panela. Rad sagledava dva različita scenarija: kada se paneli instaliraju na krovovima stambenih objekata i kada se oni postavljaju na otvorenim prostorima, istovremeno analizirajući potencijale svakog od njih i preduslove za njihovu realizaciju u praksi. Dobijeni rezultati imaju za cilj da uporede kolicine elektricne energije dobijene proracunom za dva različita scenarija.
AB  - Due to the increasingly dynamic climate change and the increase in the number of people in cities, renewable energy sources (RES) are contributing to a more rational use of energy. Given the importance that the use of RES in housing directly brings in terms of financial savings and reduction of CO2 emissions, the paper examines the possibility of using RES in multi-family housing from the aspect of solar energy collection and conversion respectively implementation of photovoltaic panels and electricity generation. In multi-family housing, the problem of sustainability and implementation of RES is a complex task, primarily due to the existing ways of using space and ownership, which is multi-layered, but also the need for the active involvement of the entire housing community in decision-making and initiatives. The research analyzes the advantages and disadvantages of installing solar panels on the rooftops and facades of buildings, and within the common open spaces in the block, by installing solar lamps, solar power for electric vehicles, solar chargers, etc. The examination of the possibilities for using solar energy was conducted on the example of the residential Block 29 in New Belgrade, using urban analysis supported by appropriate data on solar radiation for the analyzed area and Skelion software for a numerical and graphical illustration of the amount of energy that can be obtained by installing photovoltaic solar panels. The paper considers two different scenarios: when panels are installed on the roofs of buildings and when they are installed in open spaces, analyzing the potential of each and the prerequisites for their implementation in practice. The results aim to compare the quantities of electricity obtained by calculation for two different scenarios.

Kod višeporodičnog stanovanja, problem održivosti i primene OIE je složen zadatak, prvenstveno zbog postojećih načina korišćenja prostora i vlasništva koje je višeslojno, ali i postojanja potrebe za aktivnim uključenjem cele stambene zajednice u procesu donošenja odluka i pokretanja inicijativa. Istraživanje analizira prednosti i mane za postavljanje solarnih panela i to na krovovima i fasadama objekata, i u okviru zajedničkih otvorenih prostora u bloku, postavljanjem solarnih svetiljki, solarnog napajanja za električna vozila, solarnih punjača itd. Ispitivanje mogućnosti za korišćenje solarne energije sprovedeno je na primeru stambenog Bloka 29 na Novom Beogradu, urbanističkom analizom uz podršku odgovarajućih podataka o solarnoj radijaciji za analizirano područje i softvera Skelion i PVGIS-a za numeričku i grafičku ilustraciju količina energije koje je moguće dobiti postavljanjem fotonaponskih solarnih panela. Rad sagledava dva različita scenarija: kada se paneli instaliraju na krovovima stambenih objekata i kada se oni postavljaju na otvorenim prostorima, istovremeno analizirajući potencijale svakog od njih i preduslove za njihovu realizaciju u praksi. Dobijeni rezultati imaju za cilj da uporede kolicine elektricne energije dobijene proracunom za dva različita scenarija., Due to the increasingly dynamic climate change and the increase in the number of people in cities, renewable energy sources (RES) are contributing to a more rational use of energy. Given the importance that the use of RES in housing directly brings in terms of financial savings and reduction of CO2 emissions, the paper examines the possibility of using RES in multi-family housing from the aspect of solar energy collection and conversion respectively implementation of photovoltaic panels and electricity generation. In multi-family housing, the problem of sustainability and implementation of RES is a complex task, primarily due to the existing ways of using space and ownership, which is multi-layered, but also the need for the active involvement of the entire housing community in decision-making and initiatives. The research analyzes the advantages and disadvantages of installing solar panels on the rooftops and facades of buildings, and within the common open spaces in the block, by installing solar lamps, solar power for electric vehicles, solar chargers, etc. The examination of the possibilities for using solar energy was conducted on the example of the residential Block 29 in New Belgrade, using urban analysis supported by appropriate data on solar radiation for the analyzed area and Skelion software for a numerical and graphical illustration of the amount of energy that can be obtained by installing photovoltaic solar panels. The paper considers two different scenarios: when panels are installed on the roofs of buildings and when they are installed in open spaces, analyzing the potential of each and the prerequisites for their implementation in practice. The results aim to compare the quantities of electricity obtained by calculation for two different scenarios.",

How easy we lost community with the loss of common area?

AB  - Architecture is dynamically changing with economic, social, and cultural shifts. The change is more frequent and dynamic and in the past 100 years, with architecture seen as a tool to minimize the economy and housing shortage crisis after both World wars and soon after become part of new futuristic concepts in the 1960s. 
Architecture is a strong element in connecting people or separating them. Living concepts, especially in the second half of the 20th century, tended to adequately respond to the change of family over time through new ideas in the housing. From the extended family with more generations under one roof to basic family (parents + children) and individuals - the primary community directly depends on the neighbors, especially in the form of housing that developed during the 20th century - multi-family housing. Residents joining building community directly depends on activities they perform together, whereby group activities are positioned in common areas of the building.
However, at the end of the 20th and the beginning of the 21st century, there is a significant degradation of common areas. The whole act of collectivity is reduced to necessity and the apartment becomes again a capsule for the user. In Serbia, at the end of the 20th century, common areas of the building are neglected and repurposed and users have lost part of their housing and the quality of the community. There is a need for common ground, a base space, where people in one building can build their community and relationships. It turns out that today’s community in building gathers only when they have a common problem. An important question is how to stimulate the user to use and care about something other than his dwelling?

AB  - There is global interest in the smart city, not only as an operational concept, but also as a funding mechanism of the EU Cohesion Policy, joint programs, projects and initiatives. According to the EU Commission, a smart city is a place where traditional networks and services are made more efficient with the use of digital and communication technologies, for the benefit of its inhabitants and business. Urban governance, as an instrument of integrated urban development, has  an  important  role  as  a  decentralization  criterion  in  improving  the  smart  city’s  performance  in  more  developed  countries and regions. At the same time, the countries of Southeast Europe that are not members of the EU (including Serbia) are lagging in this matter. Taken that the application of urban governance in the context of a smart city can be seen as a practical novelty in Serbia, this paper presents and discusses the existing state of the art in this field. The findings presented were derived from collaborative engagement within the INTERREG project CLEVER – Co-designing Smart Local Solutions for Exploiting Values and Enhancing Resilience, during 2018/2019.

Ти простори на примеру блоковских структура, а посебно отвореног блока, су веома запажен део вишепородичног становања нарочито у периоду након 1960их година у Србији. Рад испитује могућу поделу унутар појединачних одабраних отворених заједничких простора. Сагледава се могућа систематизацију која обухвата градацију коришћења делова тих простора, те да сваки сегмент простора у оквиру блока није идентично атрактиван нити једнако оптерећен корисницима. Простор се кроз анализу мапира у зависности од више параметара који се проистичу из типологије објеката вишепородичног становања (уређење и намена у приземљу, позиција и број улаза и сл.), позиције главних пешачких комуникација, саобраћајног решења, уређених игралишта и др. Отворени заједнички простор се може аналитички поделити на различите сегменте који су међузависни и хијерархијски одређени. Предложена хипотеза рада је да је коришћење и обликовање отвореног заједничког простора у оквиру вишепородичног становања директно везано за типологију стамбених склопова, постојање или непостојање урбаног мобилијара, важност других фокусних тачака у оквиру простора које корисник најчешће користи (паркинг, продавница и др). С тим у вези рад анализира два примера отворених заједничких простора вишепородичног становања на примеру два стамбена блока у Београду и Нишу, који служе као полигон за испитивање потенцијалне диференцијације простора. Спроведеним истраживањем уочавају се могућности искоришћења простора. Циљ рада је да се мапирањем ових зона јасно уочи шаблон коришћења и створи основ за истраживање будућих сценарија коришћења тих простора, уз унапређење комфора. Тиме се отвара могућност за даље интеревенције и прилагођавање простора новим потребама.
AB  - Public space is a significant topic in the development of the city and the opportunity as a means of socialization of users. These spaces, on the example of block structures, and especially the open block, is a very noticeable part of multi-family housing, especially in the period after the 1960s in Serbia.
This paper examines the possible division within the selected open common spaces. These spaces can be systematized, which includes the gradation of the use of different parts of these spaces, and that each segment of space within the block is not identically attractive or equally crowded by users. Such space is mapped through analysis depending on several parameters that include the typology of multi-family housing (functions of the ground floor, position, and number of entrances, etc.), the position of the main pedestrian communications, traffic solutions inside the block, furnished playgrounds, etc. An open common space can be analytically divided into different segments that are interdependent and hierarchically determined. The proposed hypothesis is that the use and design of open common space within multi-family housing is directly related to the typology of housing units, the existence or non-existence of urban furniture, the importance of other focal points within the space most often used (parking, shop, etc.). In this regard, the paper analyzes two examples of open common spaces of multi-family housing on the example of two residential blocks in Belgrade and Niš, which serve as a testing ground for examining the potential differentiation of space. This paper aims to see the pattern of use by mapping these zones and create a base for enabling new scenarios of future uses, providing sufficient comfort. Paper intends to create a framework for further interventions and adapting the space for new uses.

AB  - Klimatske promene utiču na razvoj novih koncepata planiranja urbanih sistema, infrastrukture, projektovanje zgrada i instalacionih sistema u zgradama, koji podrazumevaju i primenu novih tehnologija. Optimizovanjem najnovijih planerskih, projektantskih i tehničko-tehnoloških znanja i iskustava teži se smanjenju uticaja klimatskih promena i poboljšanju komfora unutar objekata, ali i u otvorenim/javnim prostorima u gradu.
S tim u vezi, ovaj rad istražuje moguće uticaje klimatskih promena na gradsku sredinu. Rad se ne bavi pojedinačnim zgradama, već istražuje ulogu urbanih sistema i infrastructure grada u pružanju odgovora na klimatske promene. Analizirano je nekoliko odabranih, značajnih dokumenata usvojenih na globalnom, nacionalnom i lokalnom nivou, vršena su poređenja i diskutovani rezultati koji se odnose na istraživanje urbanih sistema kao integralnog dela infrastrukture.
AB  - Climate change is affecting the development of new concepts of planning urban systems, infrastructure, building design and installation systems in buildings, which also implies the application of new technologies. By optimizing the latest planning, design and technicaltechnological know-how, intention is to reduce the impact of climate change and improve comfort within buildings, as well as in open/public spaces in the city. Regarding this, the paper researches the possible impacts of climate change on the urban environment. This research does not address individual buildings, but rather explores the role of urban systems and infrastructure of the city as part of response to climate change. Focusing on urban systems as an integral part of infrastructure this paper analyzed several significant documents adopted at the global, national and local levels.

abstract = "Klimatske promene utiču na razvoj novih koncepata planiranja urbanih sistema, infrastrukture, projektovanje zgrada i instalacionih sistema u zgradama, koji podrazumevaju i primenu novih tehnologija. Optimizovanjem najnovijih planerskih, projektantskih i tehničko-tehnoloških znanja i iskustava teži se smanjenju uticaja klimatskih promena i poboljšanju komfora unutar objekata, ali i u otvorenim/javnim prostorima u gradu.
S tim u vezi, ovaj rad istražuje moguće uticaje klimatskih promena na gradsku sredinu. Rad se ne bavi pojedinačnim zgradama, već istražuje ulogu urbanih sistema i infrastructure grada u pružanju odgovora na klimatske promene. Analizirano je nekoliko odabranih, značajnih dokumenata usvojenih na globalnom, nacionalnom i lokalnom nivou, vršena su poređenja i diskutovani rezultati koji se odnose na istraživanje urbanih sistema kao integralnog dela infrastrukture., Climate change is affecting the development of new concepts of planning urban systems, infrastructure, building design and installation systems in buildings, which also implies the application of new technologies. By optimizing the latest planning, design and technicaltechnological know-how, intention is to reduce the impact of climate change and improve comfort within buildings, as well as in open/public spaces in the city. Regarding this, the paper researches the possible impacts of climate change on the urban environment. This research does not address individual buildings, but rather explores the role of urban systems and infrastructure of the city as part of response to climate change. Focusing on urban systems as an integral part of infrastructure this paper analyzed several significant documents adopted at the global, national and local levels.",

AB  - U svim evropskim zemljama poslednjih decenija prisutna je tendencija ka definisanju integralnog sistema planiranja, koji pored standardnog planerskog instrumentarijuma posebnu pažnju poklanja aspektu zaštite životne sredine i kvalitetu života stanovnika. Planiranje zaštite životne sredine u strateškom planiranju (prostornom, regionalnom i urbanističkom) predstavlja jedan od instrumenata za dostizanje održivog razvoja teritorija različitih namena. Implementacija holističkog pristupa i koordinacije između prostornog, sektorskog i planiranja zaštite životne sredine je od najvećeg značaja za integralno planiranje održivog teritorijalnog razvoja. Potreba za uključivanjem envajronmentalnih pitanja u strateške dokumente ukazala se usled neophodnosti usaglašavanja ekoloških i razvojnih interesa na nekoj teritoriji. Različite intervencije u prostoru pokazuju negativne implikacije manjeg ili većeg intenziteta po pojedine parametre zaštite životne sredine. Navedeni efekti uslovili su obavezu da se u postupak pripreme i usvajanja planova i programa integrišu i osnovna načela zaštite životne sredine, kao i definišu mere za neutralizaciju ili smanjenje negativnih efekata (koje planska rešenja mogu izazvati na nekoj teritoriji) ili potencijalnih konflikata u realizaciji aktivnosti. S obzirom na činjenicu da je planiranje proces koji se istovremeno odvija na više hijerarhijskih nivoa, neophodna je ne samo vertikalna, već i horizontalna harmonizacija planskih rešenja i mera zaštite životne sredine. Stoga, planski proces zahteva istovremeno (paralelno) formiranje strateških smernica za neku teritoriju i proveru tih smernica kroz instrumente vrednovanja kvaliteta zaštite životne sredine. Kroz rad će biti data moguća rešewa za relativizaciju konflikata koji se mogu javiti na relaciji zaštite životne sredine i prostornog razvoja. Kroz prezentaciju nekoliko SPU za različita područja posebne namene, rad će ukazati na različite pristupe za relativizaciju konflikata u prostoru.
AB  - In all European countries in the last decades, there is a tendency towards the definition of an integral planning system, which, in addition to the standard planning instrument, pays special attention to the aspect of environmental protection and the quality of life of the inhabitants. Environmental protection planning in strategic planning (spatial, regional and urban) is one of the instruments for achieving sustainable development of territories of different purposes. The implementation of a holistic approach and
coordination between spatial, sectoral and environmental planning is of utmost importance for integral planning of sustainable territorial development. The need to include the environmental issues in the strategic documents was indicated by the necessity of harmonizing ecological and development interests in a certain territory. Different interventions in the space show negative implications of lower or higher
intensity according to individual environmental parameters. These effects have caused the obligation to integrate the basic principles of environmental and life-quality protection in the process of preparation and adoption of plans and programs, as well as need to define measures for neutralization or reduction of negative effects or potential conflicts in the realization of activities. Considering the fact that planning is a process that is simultaneously taking place at several hierarchical levels, it is necessary to achieve not only vertical, but also horizontal harmonization of planned solutions and environmental protection measures. Therefore, the planning process requires the simultaneous (parallel) formation of strategic guidelines for a territory and the verification of these guidelines through instruments for evaluating the quality of environmental protection. The paper will provide some of the potential solution for the relativization of the conflicts that can appear between environmental protection on one side, and spatial development on other side. Through presentation of several SEA conducted for different special purpose area, paper will show different approaches in relativization of the conflicts.

Safety standards of educational institutions − Case study of the High school in Belgrade

AB  - Based on the previously adopted strategies and laws on international and national, Serbia is approaching to the implementation of standards on the risk reduction and control of the climate change on the acceptable level. The cities could be considered   place with strong vulnerability, so the special attention must be provided in ensuring the resiliency of social infrastructure. Educational institutions are part of the  secondary level of social protection in cities whose operation is necessary in terms of natural disasters.
The paper will present the methodology in the area of risk management and assessment of educational institutions on the case study of High school in Belgrade and answer the  questions - how the functionality of the facility can be obtained/improved, based on the improvement of the safety standards and how the standards could incorporate parameters that could be recognizable in the existing building overview and use?

AB  - Multi-family housing as opposed to individual housing is recognized as a model for solving multiple problems as an intensification of social changes and changes in the demographic picture of the population and increase in the number of inhabitants in cities. Need to change and adapt is one of the key determinants of modern life in the city. However, the special focus of this paper is on common areas as collective spaces of the multi-family housing. The research examines the use of common areas by guidelines/propositions for overall housing design given by Milenković:  the examination of hierarchy, the relationship between the individual and the collective sphere, 	the need for the built space to provide an active relationship of planned and spontaneous.  Paper researches case study of Cerak Vinogradi housing complex as one of the recently protected sites and only protected site in its entirety form the second part of the 20th century. The paper shows that the proper common areas can led to multifunctional spaces for activities and it can be a more sustainable and livable space.

AB  - Период 20. века одликују већи број друштвених промена, развој индустрије, као и промена у структури породице. Поред тога, један од великих покретача потребе за новим стамбеним простором је велико ратно разарање на територији Европе у току Другог светска рата. Знатан недостатак стамбеног простора је довео до масовне изградње. 
У раду су идентификована три различита периода у развоју вишепородичног становања на основу промена током 20. века. Први период представља време након Првог светског рата и од двадесетих до тридесетих година прошлог века, други период обележен је развојем индустрије у становању око и након Другог светског рата, од тридесетих до педесетих година, и трећи период обележавају промене које наступају у времену од педесетих до осамдесетих година прошлог века. Сваки временски период одликује напредак или еволуирање, како проблема који мотивишу развој вишепородичног становања, тако и иновативних решења у пројектовању. Услед јаснијег сагледавања промена одабрана су три примера изведених објеката , по један из сваког периода. Сваки пример је у одређеном својству експериментална архитектура и све примере издвајају специфични концепти у приступу пројектовању у том периоду, посебно заједничких садржаја у објекту. Рад, кроз одабране примере вишепородичног становања, сагледава просторну манифестацију друштвених и других промена. Фокус анализе у одабраним примерима представљају заједнички простори, док простор стана није предмет детаљније анализе. Сваки од три периода одликују висока иновативност и показатељ да вишепородично становање може на различите начине да одговори на захтеве и идеје у различитим периодима.

AB  - The period of the 20th century is characterized by a large number of social changes, the development of industry, as well as changes in the structure of the traditional family. In addition, one of the major drivers of the need for new housing is the wartime destruction in Europe during two world wars. Significant housing shortage resulted in Mass housing development.
This paper recognizes three different periods of development of multi-family housing, as a result of different changes during the 20th century. The first period represents the period after the First world war from the 1920s to the 1930s, the second period features industry involvement in housing around and after the Second world war from the 1930s to the 1950s and the third period centers around changes in spatial and cultural sphere of housing from the 1950s to the 1980s. Each time period is characterized by the progress or evolution of both problems that motivate the development of multi-family housing and innovative solutions for multi-family housing. Paper analyses three examples of built buildings from each time period. Each example is in a certain way an experimental architecture from its time and is distinguished by specific qualities and aspirations especially in the design of common areas of these buildings. The paper through selected examples of multi-family housing researches spatial manifestation of social and other changes. The focus of the analysis of the chosen buildings is on common areas, while the space of the dwelling is not subject to detail analysis. Each of the three periods is characterized by high innovation and an indication that multi-family housing can respond to requests and manifest new different ideas.

The paper through selected examples of multi-family housing researches spatial manifestation of social and other changes. The focus of the analysis of the chosen buildings is on common areas, while the space of the dwelling is not subject to detail analysis. Each of the three periods is characterized by high innovation and an indication that multi-family housing can respond to requests and manifest new different ideas.",

AB  - Јавни простор у граду садржи просторну, али и друштвену компоненту. Док регенерација јавног простора може да буде катализатор урбаног развоја, квалитет јавног простра представља значајан индикатор квалитета живота. Уређеност јавног простора утиче и на развијање свести о граду као заједничком добру. Један од кључних аспеката развоја јавног простора почива на принципима доброг управљања, уз задовољавање сета просторних и друштвених критеријума. У међународним оквирима се указује на потребу за учешћем спектра друштвених актера у планирању јавног простора, као његове значајне дијалошке компоненте. Савремене тенденције указују на потребу за ширењем поља деловања
праксе урбаног развоја, где се мења и традиционална улога управе у регенерацији и одржавању јавних простора. Овај рад пружа увид у глобални и ЕУ оквир за планирања урбаног развоја. Након тога, рад указује на постојеће стање јавног простора у Србији. Затим, анализира се улога постојећих инструмената урбаног развоја у Србији, при чему је посебан фокус на стратешком аспекту урбаног развоја (национална стратегија) и употреби 
савремених паметних и инклузивних решења у регенерацији јавног простора.

AB  - The paper will analyse some of the concepts and principles of green building in the context of cities adaptation to climate change, which could be applied more in Serbia in the future. Having in mind the problem and their impact on the adaptation, mitigation and resilience of cities to the new changes two different approaches have being considered.
The first approach considers the city area as an environment defined through plans on a different level that integrates defining rules and tools for adapting to climate change. The second direction is focused on the impact of independent projects, which can be the initiators of adaptation to climate change on a wider scale.
The paper will present two case studies from Belgrade, Serbia. The first one is the “Study of the possibility of installing solar photovoltaic panels on a flat roof of the market in Blok 44 in New Belgrade", whose investor is “JKP Gradske pijace” (PE City markets), The second study analyses the competition entry for the former Beobanka building in Zeleni venac, Belgrade. The project’s aim
was to determine the possible ways of integrating the principles of green building in the processes of adaptation of existing buildings to new uses.

AB  - Natural and technological disasters in the European countries have caused significant loss of life and damage to
structures and infrastructure, which has led to the ratification of conventions at world level in the field of disaster
preparedness (Hyogo Framework for Action and Sendai Framework for Disaster Risk Management).These strategies
were also adopted at the lower levels of national decision-making in order to establish risk reduction and control on
acceptable level. Since disasters can cause severe hazards on social infrastructure (healthcare facilities, schools etc.),
these objects should be specifically treated in urban and spatial plans in terms of resilience-improvement.
This paper presents methodology of Hospital Safety Index (HSI) adapted for the territory of Western Balkan
countries, on the case study of seismic risk zone in the Kolubara Region in Serbia. This zone has history of seismic
hazards, which have led to implementation of numerous spatial and urban plans for renovation and application of new
measures in risk reduction.
Main goal of the paper is to implement HSI as new methodology in spatial and urban planning, not only on healthcare
facilities, but also on the wider network of social infrastructure that were and still are jeopardized by seismic risk.
Also, the paper proposes measures and potential interventions for improvement of healthcare facilities in seismically
vulnerable region of Kolubara, based on HSI.

Analysis of view of stakeholders on temporary accommodation after disasters in Serbia

AB  - Natural disasters are increasingly causing damage or devastation of the settlements. In recent years, the number and intensity of natural hazards in Serbia has increased. As a result, there is a growing need for temporary accommodation of the vulnerable population. The paper through the survey, conducted in the period from April to June 2017, examines the characteristics of the housing in which the surveyed population currently live and their view regarding the temporary accommodation. The first survey (60 surveyed residents from the territory of Serbia) deals with the population who were in temporary accommodation and potentially vulnerable population which were not. Simultaneously paper conducted a survey of representatives of 11 organizations involved in the issue of temporary accommodation (NGOs, humanitarian and development organizations and academic institutions). The analysis of the results of the conducted surveys shows the differences in the current accommodation in which the population live and the one in which they would like to be or they were after disaster. Discussion of the obtained results highlights the importance of the spatial elements such as window surfaces, living area, existence of additional spaces etc. The result of this paper is to determine the opinions and desires of the vulnerable population and to set directions and recommendations for future research. The quality of temporary housing can contribute to the normalization of life activities that result in improved social and housing conditions and a sense of belonging to the community, not marginalization and social exclusion.
AB  - Prirodne katastrofe su sve češće uzročnici oštećenja ili devastiranja naselja. Na prostoru Srbije se u poslednje vreme povećava broj i razornost prirodnih hazarda. Zbog toga raste potreba za privremenim smeštajem ugroženog stanovništva. Rad putem ankete, realizovane u periodu od aprila do juna 2017. god., ispituje karakteristike stambenog prostora u kojem ispitanici trenutno žive i njihove stavove u vezi sa privremenim smeštajem. Prva anketa (uzorak od 60 ispitanika sa teritorije Srbije) bavi se stanovništvom koje je bilo u privremenom smeštaju i potencijalno ugroženim stanovništvom koje do sada nije bilo. Paralelno sa ovim istraživanjem, sprovedeno je anketiranje predstavnika 11 organizacija uključenih u pitanje privremenog smeštaja (NVO, humanitarne i razvojne organizacije i akademske instutucije). Analiza rezultata sprovedenih anketa pokazuje razlike u trenutnom smeštaju u kojem stanovništvo živi i onom u kojem bi želelo da bude ili je bilo u slučaju katastrofa. Diskusija dobijenih rezultata ističe značaj elemenata uređenja kao što su prozorske površine, veličina prostora, postojanje predbašti i dr. Rezultat ovog rada predstavlja determinisanje stavova i želja ugroženog stanovništva i pravce i preporuke za buduće istraživanje. Kvalitet privremenog stanovanja može doprineti normalizaciji životnih aktivnosti koje kao rezultat imaju poboljšanje društvenog i stambenog položaja i osećaj pripadanja zajednici, a ne marginalizaciji i socijalnoj isključenosti.

Hospitals and other healthcare facilities are amongst those most jeopardized. The paper gives an overview of the methodology in the field of defining the resilience of healthcare facilities through determining the hospital safety index. Through the application of this and other methodologies in a case study conducted in Serbia, the paper examines the direct correlations between hospital safety index and climate change. Paper gives the results of hospital safety index calculation considering modules 2-4 and possibilities for the potential use of the module 1 (research on hazards) in separate evaluation.

AB  - Zbog velike potrošnje energije u zgradama, zagađivanja životne sredine, ali i velikog potencijala za uštedu energije, energetska efikasnost i OIE postaju nezaobilazni faktori u rešavanju ovih problema. Posebno važno pitanje je raspoloživost resursa obnovljive energije, a posebno sunčeve energije u gradskoj sredini. Projekti koji obuhvataju korišćenje OIE  u zgradama dobijaju sve više na značaju, a njihovi rezultati bi trebalo da dovedu do značajnog smanjenja emisija gasova staklene bašte (GSB) u sledećim decenijama. U Institutu za arhitekturu i urbanizam Srbije izrađena je Studija mogućnosti postavljanja solarnih fotonaponskih panela na ravnom krovu pijace u Bloku 44 na Novom Beogradu, za investitora JKP Gradske pijace, Beograd. U ovom radu biće prikazani delovi ove Studije, ciljevi, varijantna rešenja i njihova ekonomska isplativost, kao i uticaj na životnu sredinu. Osnovni cilj ove Studije predstavlja korišćenje solarne energije za supstituciju potrošnje električne energije u gradskim sredinama. Kroz realizaciju ovog osnovnog cilja, ostvarili bi se i dodatni rezultati u projektovanju, eksploataciji, praćenju rada i promovisanju korišćenja obnovljivih i ekoloških izvora električne energije; afirmacija novih tehnologija koje se koriste za eksploataciju obnovljivih izvora energije, širom primenom ovih tehnologija uticaće na razvoj tržišta i veću zainteresovanost domaće industrije da se uključi u ovu vrstu poslova, što bi dovelo do otvaranja novih radnih mesta; demonstracija projekta iz oblasti obnovljivih izvora kroz uključivanje različitih aktera i ciljnih grupa;  provera ekonomske održivosti opravdanosti ulaganja u ovakve projekte (poređenje sa referentnim slučajem koji podrazumeva investiranje u povezivanje potrošača na distributivnu mrežu); pozitivnom uticaju na životnu sredinu, kroz smanjenje korišćenja klasičnih izvora energije i smanjenje emisija CO2 i drugih štetnih gasova.
AB  - Due to the high energy consumption in buildings, environmental pollution, but also great potential for energy savings, the energy efficiency and renewable energy are becoming the unavoidable factors in solving these problems. The availability of renewable energy sources is an especially important issue, and particularly the availability of solar energy in cities. Projects involving the use of RES in buildings are increasingly gaining importance, and their results should lead to a significant reduction in greenhouse gas emissions (GGE) in the coming decades. The Study of Possibilities of Installing the Solar Photovoltaic Panels on the Flat Roof of the Market in the Block 44 in New Belgrade has been carried out in the Institute of Architecture and Urban & Spatial Planning of Serbia for the investor “Belgrade City Markets”. This paper will show some parts of this Study, objectives, variant solutions and their economic profitability, as well as environmental impacts. The main objective of this Study is the use solar energy for the substitution of electricity consumption in urban environments. Through the realization of this main objective, the additional results would also be achieved in designing, exploiting, monitoring and promoting the use of renewable and environmentally friendly energy sources for electricity generation; the affirmation of new technologies used for the exploitation of renewable energy sources which would, through wider implementation of these technologies, contribute to the  market development and greater interest of domestic industry in including itself  in this kind of business, which would result in creating new jobs; demonstration of projects in the field of renewable energy sources through the inclusion of different partners and target groups; checking the economic profitability of investing in such projects (the comparison with the reference case which implies investing in linking the consumers and distribution network); positive environmental effects through reducing the use of traditional energy sources and through reducing the emissions of CO2 and other harmful gases.
