AB - This paper analyses the impact of COVID-19 pandemic on residential preferences, housing
affordability and building construction issues that have been experienced through housing sector in Serbia, especially in the case of its capital city Belgrade. The starting research question is whether COVID-19 pandemic further potentiated the already present socio-spatial issues emerging since the beginning of post-socialist urban transition. The methods used in this study include comparative analyses of statistical data and research findings on housing in the period 1990-2020 and available relevant data and knowledge in this field from the first quarter of 2020 until today. Regarding residential preferences, some recent research showed that the situation of pandemic exacerbated already encapsulated lifestyles and fear from economic recession, as well as it prompted changes of living patterns towards longer duration of staying at home. The pandemic has further disrupted affordability of housing for all social groups, and mostly for the disadvantaged ones. On the other hand, the world pandemic that nobody could predict the end of, has opened up some new opportunities in the construction sector, such as an intensified use of digital technology.

AB - Adequate level of housing comfort, in terms of space, function
and health, is one of the key factors of quality and sustainability
of social housing. In post-socialist Serbia, the extremely residual
system of provision in this sector has been a major challenge
to achieve adequate quality standards for new social housing
construction over the past two decades. Through a review of
the national regulations in the field of planning, design and
construction of social housing after 2000 and the results of
the conducted empirical research on six completed projects (in
Valjevo, Pančevo, Čačak, Kraljevo, Kragujevac and Belgrade), the
paper discusses the situation, limitations and opportunities for
improving current housing practices in this field. In the initial
period of formation of the new housing system, through the
recommendations for planning and design social housing was
treated as below average standard and quality housing, but
since 2009 its development through the legislative framework
is increasingly directed towards the concept of sustainable
housing development. At the same time, the results of the
evaluation of the pioneering examples of practice in this area,
realized in the period 2008-2010, indicate certain deficiency
in terms of the application of sustainability criteria. Through
a survey of tenants on satisfaction with various elements of
housing comfort, the problems of overcrowding and inadequacy
of housing conditions regarding functional and health aspects
were observed in selected examples. It was found that the
tenants are mostly satisfied with the level of thermal and light
comfort in the apartments, while they expressed significant
dissatisfaction due to the lack of auxiliary and open apartment
areas, insufficient sound insulation and overall lower quality
construction. In the concluding remarks, the results of the
research are discussed and recommendations are given for the
improvement of design standards and monitoring instruments
in social housing programs in Serbia.

AB - One of the main challenges for sustainable urban development of Belgrade with its
1.7 million citizens is prolifc informal development and uncontrolled urban sprawl. These
phenomena were initiated mainly because of rural to urban migrations, however they
continued more intensively in the 1990s, not only because of regular migration, but as after
effect of forced exile of people from Kosovo and Metohija and refugee crisis in ex-Yugoslavia
wars.
The informal settlements occupy rural land in the outskirts of Belgrade, mostly by main in
and out transit corridors. The characteristics of these neighbourhoods is unexpectedly high
standard in residential buildings, even luxury, in contrast with unfavourable environmental
conditions, the lack of urban standards and highly increased coeffcients, absence of
technical infrastructure or at least existence of the inadequate one, shortage of basic social
and public utilities and public spaces.
Underlying conditions why so many people live in informal settlements are the high cost
of “formal” housing (issues of affordability), as well as there may be discussed to less degree
some aspects of residential preference. The empirical research is carried out on the examples
of several urban plans for standardization, regulation and legalization of these settlements in
Belgrade, which established a model for resolving the situation, with a goal to obtain better
living conditions and limit the informal growth by employing urban planning tools.

AB - Like most European cities, cities in South-east Europe (SEE) have been growing throughout the 20th century, however, since the end of the 1980s, the mechanisms of urban growth and expansion have changed radically: from development fully determined by central planning to market-led urban development. This paper examines how planning in large SEE cities is coping with the challenge to balance the action of the market and achieve planning goals relating to the form of urban growth and expansion. As case studies we analyse the master plans of Sofia and Belgrade and their implementation. We have two research questions: first, whether planning in the two cities has considered the role of the market when defining its objectives, measures and solutions regarding the forms of urban growth and the development of in suburban areas, and, second, whether planning has been able to influence the market or cooperate with it in order to achieve its objectives in suburban development.

AB - The paper emphasizes the specific role of urban architectural competition as an instrument of social housing planning and design practice in Belgrade, in the post-socialistic context of Serbia. The social housing projects which are realized through design competitions represent a result of competitive and equal participation of the broadest professional public and application of clearly defined and transparent program requirements and evaluation criteria. The importance of public urban architectural competition has been recognized already in the initial stage of establishing the national social housing system from the beginning of the 21st century, while its obligatory application in the social housing development projects has been regulated through the established legislative framework in the period from 2009 to 2016. Based on the example of completed and uncompleted competition projects in Belgrade, the research discusses the significance and the potential contribution of this instrument for promoting the sustainability of design solutions in the social housing sector, as well as the restrictions in their previous application due to the lack of appropriate technical regulations, formally established criteria and guidelines, and underdeveloped body of relevant expert research. The authors recognize that the exclusion of urban architectural competition from the social housing programs prevents the further promotion of social housing design issues within the professional public in Serbia, which may limit the improvement in knowledge on specific spatial and functional requirements, contemporary design challenges and innovative methodological approaches in this field.

AB - Mixing different forms of housing tenure with the aim of fostering social integration at the neighborhood level is an important measure of housing policies in Western and Scandinavian Europe, the United States and Australia, and based on these experiences it has also been recognized as a preferred practice in other countries, including Serbia. Urban planning
measures are an important tool for the implementation of this housing concept, but it is necessary that they comply with social measures of housing policy, including adequate management.
Based on a review of relevant scientific and professional literature, the key elements of successfuly planning mixed tenure housing are systematized and presented from the aspects of social structure, spatial structure and management. Initiatives for introducing housing diversification through urban planning in Serbia are discussed, as well as how they have been applied in practice in the case of the social and non-profit housing complex in New Belgrade.

AB - Building related processes as water pollution, landfill waste, energy use and related emissions of global warming gases, material and land loss, are undisputable proofs of the devastating effects of the construction industry on our environment. Given that only a small percentage of a total building stock is made out of new work, it is not enough to develop strategies and principles for a sustainable design only for the new projects, but for the existing buildings as well. Therefore, it is essential that, through repurposing, we consider what can be done with what we already have if we are to significantly benefit sustainability agenda in the future. This research focuses on the concept of architectural recycling as a method for achieving sustainable architectural design. In the first place, two concepts, two extremes in dealing with existing buildings will be analysed: 1) preservation as radical stasis and 2) destruction as radical change. This analysis will enable the formulation of the concept of architectural recycling as the 'preservation through change', viewed as a sustainable response to rapidly changing conditions. The elaboration of the concept of architectural recycling, as a key method for responding to the sustainability agenda, is the focus of this paper.

AB - Informal development is a specific form of urban sprawl and one of the main challenges for the sustainable development of major cities in Serbia. In this paper we examine this phenomenon with regard to the influence of spatial and urban vulnerabilities of the informal settlements on the housing and environmental deprivation, especially in the context of inhabitants' vulnerability to fuel poverty. The empirical research was carried out on the example of Belgrade's suburban settlement Kaluđerica. The statistical analysis of the results has shown that the observed energy characteristics of housing have no relevant influence on households' financial burden of energy expenditure, but that they considerably influence households' perception on thermal comfort. The relation between a limited access to public services and the lack of amenities in the settlement and noted high household expenditure on transport has proved to be a particularly important indicator. Based on the perception on overall life commodities, a poor quality of the environment has been recognized as a key factor of deprivation related to housing.

AB - The problem of fuel poverty is one of the key indicators of the decrease in
housing affordability under conditions of climate change and rising energy prices.
Besides rents, an important factor in determining the affordability of social housing
is expenditure on energy in home and transport, and its reduction is necessary
in order to ensure a long-term sustainability of this housing sector. In addition
to reducing energy consumption, the key benefits of the introduction of energy
efficiency measures in social housing include: reducing greenhouse gas emissions,
promotion of social sustainability, improving living comfort and health of tenants,
increasing the value of housing stock and promotion of innovative technologies.
Energy efficiency is an essential element of the current housing policies and practice
of social housing renewal and new construction in many developed countries, and
based on the international experiences and recommendations, its importance
has been recognized in Serbia. However, the existing technical requirements for
planning, design and construction of social housing in Serbia fail to address specific
guidelines for energy optimization which could be used when making planning
decisions, and this is a significant constraint on improving future practice. Energy
efficiency measures should be integrally implemented on all levels of the realization
of the project, and the conditions for saving energy through the design and
construction need to be set already in the phase of urban planning.
Based on a review of related scientific and professional literature, in this paper
the relevant spatial and physical criteria of energy efficiency in urban planning of
social housing are defined. Taking into account the gap between the sustainability
promotion in the planned future development of the social housing sector in Serbia
and its practical application, the aim of the research is to contribute to creating a
methodological framework for the improvement of local urban and architectural
practice in this area.

AB - The debate over urban sprawl and its impacts is overarching and closely linked to voluntary or induced resettlement of population from the inner city or from other urban or rural settlements to the urban periphery. Residential preference drive of urban sprawl could diverse in post-socialist countries from a typical suburbanization process in the West. According to different age and income structure, people may look for the same amenities in their preferred type of neighborhood, yet the diversity of motives and the ability to fulfill the key aspirations explain a drive towards inner or peripheral city development. In this paper, a suburban case-study neighborhood in Belgrade metropolitan area was analyzed in terms of variability and continuity of residential preferences. Questionnaire survey has been conducted for obtaining the results on motives that drive people to settle in a suburban neighborhood, their satisfaction with life in it, and variability of suburban preference.

AB - Nowadays, fuel poverty is a globally recognized social
and energy problem which is significantly influenced by low
household incomes and high energy prices, as well as the built
form elements. Although official data indicate that the average
household in Serbia is a fuel poor household, namely that it
spends more than 10% of its monthly income on energy services,
this issue is not sufficiently addressed in national policies and
academic research. This paper indicates the vulnerability to fuel
poverty of people living in illegally built suburban areas in
Serbia. The results of the survey conducted in the settlement of
Kaluđerica on the outskirts of Belgrade show a low level of
energy efficiency and high car fuel consumption as key factors
affecting the pronounced burden of fuel spending within family
budgets. Due to inefficient heating systems and inadequate
energy performances of buildings, many households are forced to
use risky methods of energy saving that can have harmful effects
on their health, and also erode their quality of life.

AB - The challenges of sustainable development and climate change open up the new possibilities in understanding the importance, principles and methodologies of urban renewal. The paper discusses the problem of abandoned buildings and complexes and their possible reuse in the context of climate change and sustainability at an example of the study of repurposing the military barracks complex in Bela Crkva conducted in the Institute of Architecture and Urban & Spatial Planning of Serbia in 2012. The conceptual solution of the variant 2, based on the idea of climate-aware and socially responsible design, has been embedded into the basic program scheme of the new complex, which includes the establishment of a university campus, construction of experimental social housing, cultural and artistic facilities, as well as urban agriculture, including the use of alternative energy sources and respecting the principles of energy efficiency. The problems of the abandonment of military buildings and complexes, as well as the recommendations for their adaptation, taking into account the past experience and the current environmental problems, are pointed out in the concluding remarks.
AB - Izazovi održivog razvoja i klimatskih promena otvaraju nove mogućnosti u sagledavanju značaja, principa i metodologije urbane obnove.

Stepen njihove izvornosti, očuvanosti i zaštite predstavlja osnovu turističke valorizacije i omogućava razvoj više vrsta domaćeg i inostranog turizma. U tom pogledu, akcenat se stavlja na vrednosti zaštićenih područja, njihov povoljan geografski, turistički i saobraćajni položaj, njihove turističke i ugostiteljske kapacitete. Područje Podunavlja na osnovu izražene koncentracije zaštićenih kulturnih dobara, njihove istorijske i kulturne povezanosti, zajedno sa zaštićenim prirodnim vrednostima predstavlja polazište za očuvanje identiteta koridora vodnog puta i njegovog okruženja.

AB - Despite the absence of a defined social housing system, several programs of social housing, mainly including the organization of public architecture and urban planning competitions, have been implemented over the last decade in Serbia. This paper presents the competition practice in the field of social and non-profit housing, realized by the City of Belgrade and through Association of Belgrade Architects (DAB) in the period from 2003 to 2014, with special emphasis on the best placed and realized designs. The analysis of the results and the quality of the current design and construction practice aims to improve the knowledge about the complex issue of social housing, identifying local specificities and limitations, as well as the potentials and applicability of the winning designs. The importance of the institution of public architecture and urban planning competition in promoting sustainable and innovative social housing is pointed out in the concluding considerations.

AB - The urban environment which we inhabit is not built with the intention of being environmentally sustainable and climate responsible. Rather, it facilitates most of the activities that cause climate change. Suburbanization and urban sprawl have resulted in a stimulation of activities such as car-dependent transportation, pollution and the disturbance of natural ecosystems. Therefore, integrated urban design takes an increasingly important role in the strategies and actions of climate change adaptation in the built environment. Urban form characteristics such as density, mixed use, public transport accessibility, urban patterns and application of sustainable materials are shaped by urban design, which is becoming an important tool for the sustainable development strategies and climate change adaptation actions.
This paper deals with the special importance and role of green and blue infrastructure as an integral part of the urban design toolkit for climate change adaptation. Sustainable urban design integrates green and blue spaces into a living environment and utilizes them for cooling, protection against solar radiation, maintaining the water supply and the collection of surface water.
The main task of the paper is to identify the ways of using green and blue infrastructure when adapting the different elements of urban form (neighborhood, public space, house and lot) to climate change.
As part of the research presented in the paper we used a method of case studies of several smaller settlements in Vojvodina, because of their inherited plan-based urban layout and specific infrastructure related to rural ecosystems which have the potential to be successfully 'remodeled'. The result is presented in the form of an urban design toolkit with guidelines for urban form adaptation in the context of solutions that integrate green and blue infrastructure at three levels: neighborhood, public space, and house and lot.

abstract = "The urban environment which we inhabit is not built with the intention of being environmentally sustainable and climate responsible.

AB - As one of the modern substitutes for ‘sustainable development’, ‘resilience’ marks a relatively recent and overarching concept which relates to research of urban areas and urban society. In this paper, the resilience challenges are reflected on the urban context in Serbia, with special reference to two of its biggest cities - Belgrade and Novi Sad as the key pointers in growing imbalances in the settlement network of the country. Although this is not a particularity of Serbia, other urban settlements, especially small and medium-sized towns, have not been empowered enough to substantiate better links with smaller and larger settlements within urban-rural interface, and their role has been challenged from the aspect of ‘resilience of cities’. This paper also addresses the recent changes and perspectives for ‘resilience in cities’ with examples of Belgrade and Novi Sad. Finally, some implications are drawn towards potential adaptability within urban settings of Serbia.

AB - The towns in the tropical climate zone are characterized by their bioclimatic factors, which are repeated around the world in the function of geographical features and climate dependent differences among the large regional areas. In these regions, the space in its synthetic form, through it’s vastness, warmth, sandstorms and the shortage of drinking water, at present represents a unique determinant dictating the structure and shape of these settlements, architecture of buildings, the shaping of open spaces, and consequently people’s behaviour.
Certain spatial occurrences can unwillingly provoke some changes which can establish new systems of physical relationships. Hence, climate has to be taken into account before the conceptualization of a project as a whole, as well as in its elements.
The example of Calcutta, which is in a warm humid zone, shows the sustainable development characteristics. However, there are examples which do not comply with the requirements of climate, such as the case of Islamabad.
Having this problem in mind, the authors of a project are faced with the question: how to start with regard to climate? The transformation of the climatic data into the specifications for buildings is relatively easy if the weather is invariably dry or wet. However, a large number of settlements have a mixed climate requiring an adequate approach. An irresponsible designer makes his decisions on the basis of his intuition and thus transfers the risk to the client. In order to eliminate these difficulties Carl Mahoney has developed a simple set of tables for showing climate information. In that context, the steps needed for completion of these tables are shown. Geoffrey Bawa shows a good example of the adaptation of architecture to the bioclimatic conditions. Finally, the concrete benefit of these analyses is shown on the examples such as: 1- Layout of buildings for warm and humid climate and 2 - Layout of buildings for warm and dry climate.

AB - The use of elements of bioclimatic architecture: photovoltaic solar panels, different protection from sun, double-skin facades, transparent walls, voluminous insulations, tinted glass, green facades, mirrors, as well as many other elements, creates a new aesthetics which calls for new approaches to design.
The implementation of technological and other elements in the function of bioclimatic architecture in the following three designs: Eneko Center in Budva, "Ana" Hotel in Kanjiža and Office Building at the corner of the streets of King Milan and King Milutin in Belgrade, has been a subject of analyses of the use of new and conventional concepts.
As the basis of bioclimatic architecture, the paper analyzes local climate from two essential aspects: climatic aspect and aspect of regional architecture as an exponent of accumulated experience of local community. Further, the stated examples are analyzed from the aspect of programming and functional aspect which were a staring point in design. Based on the drawn conclusions formed on the basis of previous analyses, techniques were chosen followed by their implementation which resulted in certain aesthetic expression at a macro level and in details. The analysis of these three buildings is followed by a comparative analysis of similar buildings and implemented techniques from the world practice.
The conclusive considerations are aimed at predicting the future trends in the development of future new aesthetics of architecture by implementing elements for improving energy efficiency in building, as well as how they influence freedom of architectural creativity.
