Digital participation framework for mountain areas in Serbia

AB  - Planning practice in Serbia is influenced by the transition to more efficient governance, including the digitalization of public administration. Urban areas adapt faster to new requirements in comparison to digital transition in rural areas (RA) and mountain areas (MA). This research aims to provide an understanding of the contextual factors for digital public participation in MA in the example of Serbia, with a focus on the Golija-Studenica Biosphere Reserve. The analysis is based on the contextual factors recognized in the recent literature and their testing through the available statistical data. The results suggest that RA, especially MA, have advantages in comparison to the national average only regarding a smaller share of vulnerable groups, including women. On the other hand, disadvantages are an aging population, a low level of technological equipment, and accessibility to technological advancement and knowledge. Findings suggest that future public participation formats in MA should be hybrid.

AB  - Mountain areas in Serbia are not legally defined or recognized as entities
with special status. Therefore, the governance and management over
them do not appear to be significantly different in comparison to other
areas in the country. The most mountain specific measures are to be
found in the cases of mountainous protected areas such as national
parks, nature parks and biosphere reserves. Sustainable development is
one of the priority principles in such areas, which makes them special in
terms of governing and management. This presentation considers the
only mountainous protected area with both national and international
protection status in Serbia – the Golija-Studenica Biosphere Reserve. The
aim of this research is to look how the governance framework and
sustainable management over the Golija-Studenica Biosphere Reserve are
defined in the most relevant acts for this area – the Golija Nature Park
Spatial Plan (2004), the Golija Nature Park Action Plan 2018-2022 and
management programs – and then interpret their success, difficulties and
prospects through the interviews with relevant stakeholders (2020).

Land-Use Change Dynamics of Agricultural Land within Belgrade–Novi Sad Highway Corridor: A Spatial Planning Perspective

AB  - At the global level, there is an awareness of the need to protect agricultural land from permanent physical loss through land-use change. Preservation of high-quality agricultural land is currently at the center of the international debates, including those of food safety. The main aim of this paper is to provide quantitative analysis of agricultural land-use change dynamics within the area of the Belgrade–Novi Sad highway corridor, as a distinct route that connects two largest cities in Serbia. The results in land-use change and the accompanying contextual aspects are observed between 1990 and 2018, i.e., within the four research periods: 1990–2000, 2000–2006, 2006–2012 and 2012–2018, using GIS-based analysis. The research methodology used Corine Land Cover and Urban Atlas data and revealed dynamics relating to the most influential land take directions during the ca. 30 years by the means of the land take indicator. The results were complemented with the qualitative content analysis of spatial and regulatory urban plans for the study area, as one of the land-use management instruments in Serbia. The findings indicate that the most intense agricultural land-use change to non-agricultural land occurred in the period 1990-2000 due to various drivers (vicinity of large cities, illegal construction, developed transport infrastructure), but also distinguish the role of spatial and urban planning documentation in promoting the new land take.

AB  - The occurrence of the COVID-19 pandemic has changed conditions and
spurred new public participation tools in decision-making in general, as
well as in urban and spatial planning. The new conditions of public
participation and the alternative virtual methods have become an
interest of academia internationally, which resulted in the publication of
articles in this field. This presentation takes into account geographic,
demographic, and socio-economic parameters listed in the
aforementioned articles and their interpretation as
aggravated/extenuating circumstances in digitalisation on participatory
planning. Only then, these circumstances are analysed in the context of a
protected mountain area when compared to a national average. Some of
the analysed parameters of virtual participation concerning digital
participation are age and gender demographics, ICT accessibility, cultural
context, educational attainment, etc. The Golija-Studenica Biosphere
Reserve is taken as an example of a protected mountain area to compare
to the national average of Serbia. Finally, the presentation estimates
what are the most vulnerable aspects and groups of stakeholders when it
comes to e-participation and interprets what are the actions to maximize
the value of digitalized participation in urban and spatial planning in the
given context.

Urban Regeneration in Post-Socialist Serbia under Neoliberal Capitalism – Belgrade Example

AB  - The modern-day practice of urban regeneration is generally perceived as a mean of
improving the physical and social tissue of cities and towns, along with involvement
of stakeholders in decision-making and respect of the basic postulates of sustainability.
The experience of the European post-socialist societies has however indicated that
market-driven urban development can raise many contradictions and critics. So far,
the research studies have shown that the current urban development of post-socialist
transitional Serbian society under the auspice of neoliberal capitalism (enthroned
on October 5, 2000) has spawned in many cases numerous negative outputs. Within
the frame of Serbian proto-democracy, this is an expected consequence of the abolition
of the general interest in favor of the private ones which paved the way to private-
investors oriented planning, simultaneously neglecting social and environmental
dimensions. Negative aspects of the prevailing neoliberal approach to urban regeneration
are primarily reflected in the example of the capital of Serbia, Belgrade. Mostly
futuristic residential and commercial/business complexes are springing up, mainly in
the core center or along waterfronts, the most famous of which is the contradictory
Belgrade Waterfront mega-project. New urban (mega)projects are most often shrouded
in secrecy, the public is informed from the media, in the phase when all decisions
have already been made without proper public participation. Numerous new housing
complexes in central municipalities contribute to densification but without provision
of accompanying social and educational facilities. The existing COVID-19 crisis has only
provided further increase of those negative trends. Though the analysis of some specific
urban regeneration projects in Belgrade we will tend to enlighten some lacks of
the existing market-oriented planning system, legal regulations, policies, partnerships
and other instruments and propose improvements of the existing practice.

AB  - U radu se analizira funkcionalno-prostorna transformacija malih gradova u Srbiji u periodu postsocijalističke tranzicije, prihvatajući mišljenje da su mali gradovi na prekretnici demografskog, ekonomskog i socijalnog razvoja. Dok prostorni planeri neprekidno upozoravaju na neophodnost decentralizacije i uravnoteženog regionalnog razvoja, stvarni trendovi pokazuju da mali gradovi gube urbane funkcije, slabe u ulozi centara ruralnog razvoja i suočavaju se sa ubrzanim procesom urbane degradacije. Otuda potreba da se preispita funkcionisanje mreže urbanih centara, sa težištem na treći nivo – opštinske centre, koji se u kontekstu ovog rada svrstavaju u kategoriju malih gradova (prvi i drugi nivo su nacionalni i regionalni centri prema osnovnoj hijerarhiji urbanih centara). Istraživanje je obuhvatilo ocenu održivosti malih gradova – opštinskih centara u Srbiji, u relaciji sa njihovim tipološkim karakteristikama. U prvom koraku, izdvojeni su pojedini tipovi malih gradova prema veličini, regionalnom položaju, dostupnosti i funkcijama. U drugom koraku, izdvojeni tipovi su analizirani preko odabranih indikatora koji uključuju demografski, ekonomski i socijalni aspekt održivog razvoja. Konačno, kvantitativna analiza razvojnih trendova dopunjena je kvalitativnim studijama slučaja za nekoliko malih gradova u Srbiji. Namera je da se osvetle perspektive i mogućnosti za male gradove, kao i da se prilagode već stečene predispozicije i atraktivnost, kako bi mogli da odgovore savremenim razvojnim izazovima.
AB  - The paper discusses urban transformation of small towns in Serbia in the period of post-socialist transition by taking a stand that small towns are at a turning point in terms of demographic, economic and societal development. While spatial planners are bringing the attention to the need for decentralisation and balanced reguonal development, real trends show that small towns are losing urban functions, have a weakening role as centers of rural development, and face accelerated process of urban decay. These challenges require evaluation of the functional aspects of urban network with the focus on the third level – municipal centres (first and second level reffer to the national and regional centers), which are in the context of this paper considered within the category of small towns. The main aim of the research is to provide an assessment of typological aspects in relation to the sustainability of small tows in Serbia. Firstly, different types of small towns were identified and singled out according to size, regional location, accessibility and urban functions. Secondly, the selected types were analysed by using demographic, economic and social indicators for sustainable development. Finally, quantitative analysis of development trends was complemented by a set of qualitative case studies of several small towns in Serbia. The intention is to shed light on the perspectives and opportunities for small towns, as well as to adjust the indogenius capacities and attractiveness to respond to contemporary development challenges.

abstract = "U radu se analizira funkcionalno-prostorna transformacija malih gradova u Srbiji u periodu postsocijalističke tranzicije, prihvatajući mišljenje da su mali gradovi na prekretnici demografskog, ekonomskog i socijalnog razvoja. Dok prostorni planeri neprekidno upozoravaju na neophodnost decentralizacije i uravnoteženog regionalnog razvoja, stvarni trendovi pokazuju da mali gradovi gube urbane funkcije, slabe u ulozi centara ruralnog razvoja i suočavaju se sa ubrzanim procesom urbane degradacije. Otuda potreba da se preispita funkcionisanje mreže urbanih centara, sa težištem na treći nivo – opštinske centre, koji se u kontekstu ovog rada svrstavaju u kategoriju malih gradova (prvi i drugi nivo su nacionalni i regionalni centri prema osnovnoj hijerarhiji urbanih centara). Istraživanje je obuhvatilo ocenu održivosti malih gradova – opštinskih centara u Srbiji, u relaciji sa njihovim tipološkim karakteristikama. U prvom koraku, izdvojeni su pojedini tipovi malih gradova prema veličini, regionalnom položaju, dostupnosti i funkcijama. U drugom koraku, izdvojeni tipovi su analizirani preko odabranih indikatora koji uključuju demografski, ekonomski i socijalni aspekt održivog razvoja. Konačno, kvantitativna analiza razvojnih trendova dopunjena je kvalitativnim studijama slučaja za nekoliko malih gradova u Srbiji. Namera je da se osvetle perspektive i mogućnosti za male gradove, kao i da se prilagode već stečene predispozicije i atraktivnost, kako bi mogli da odgovore savremenim razvojnim izazovima., The paper discusses urban transformation of small towns in Serbia in the period of post-socialist transition by taking a stand that small towns are at a turning point in terms of demographic, economic and societal development. While spatial planners are bringing the attention to the need for decentralisation and balanced reguonal development, real trends show that small towns are losing urban functions, have a weakening role as centers of rural development, and face accelerated process of urban decay. These challenges require evaluation of the functional aspects of urban network with the focus on the third level – municipal centres (first and second level reffer to the national and regional centers), which are in the context of this paper considered within the category of small towns. The main aim of the research is to provide an assessment of typological aspects in relation to the sustainability of small tows in Serbia. Firstly, different types of small towns were identified and singled out according to size, regional location, accessibility and urban functions. Secondly, the selected types were analysed by using demographic, economic and social indicators for sustainable development. Finally, quantitative analysis of development trends was complemented by a set of qualitative case studies of several small towns in Serbia. The intention is to shed light on the perspectives and opportunities for small towns, as well as to adjust the indogenius capacities and attractiveness to respond to contemporary development challenges.",

AB  - n the 50 years since the UNESCO Man and the Biosphere Programme (MAB) was launched, 727 sites in 131 countries have gained the status of biosphere reserve (BR). Golija-Studenica BR belongs to the group of BRs that have been active for the past 20 years. This BR is one of the most prominent protected areas and the first of its kind in Serbia. A balance between biodiversity conservation, as the primary goal of protection, and the promotion of sustainable profitable activities involving diverse actors has yet to be achieved. This research aims to provide a contextual understanding of changes in Golija-Studenica BR and draw lessons for future BR development. It relies on the experiential and practical knowledge of diverse stakeholders, including management bodies, the NGO sector and the local population itself. The methodology is based on a qualitative approach, using semi-structured interviews with open-ended questions. Research results show that the BR model is a subtle, time-reliant driver of change, with some unintentional side-effects. It brings about changes in how protected areas are managed, affects the economic behaviour of the local population, raises awareness about environmental issues, and has an impact on demographic trends and social change.

Using state-socialist and post-socialist cases in Belgrade, Serbia, we explore the shift in the
realization of public interest as a basis for planning standards regarding provision of public
land use and services. The research looks at trends for planning standards on two case
studies, and reveals the underlying norms of this local interpretation of public interest via
interviews with planning professionals and residents. The results suggest the persistence of
the top-down unitary approach to public interest in planning, but also a deterioration in
prescribed standards.

Transformative potential of participatory planning in a post-socialist context of Serbia

AB  - This article considers a decade of practice and research in the field of
participatory planning in the context of a post-socialist country, Serbia. The main aim is to assess the transformative potential of participation within the following domains: 1) formation of relationships, 2) recognition of issues and priorities, 3) perception of values and results of planning process, and 4) possibility for
institutionalization of participatory practice in a post-socialist country planning context. The presented work examines urban development practices in 45 Serbian cities through the lenses of 95 professional planners that were interviewed over the course of 13 years. What is common to all of the examined cases is that participatory planning processes were realized through the support of international programs that operated in the field of territorial governance in Serbia from 2007 to 2020. Findings indicate that the acceptance of new concepts and policies in the local path-contingent practice requires pragmatic attitude of planning professionals, small steps and liberty to experiment, but also a possibility to discuss new discourses and understand their results. In the theoretical frame, this article contributes to the critical analysis of pragmatism and the flow of
transnational policy discourse.

AB  - The aim of this research is to examine the new directions of democratic practices in urban governance, including public participation and multi-stakeholder involvement in Serbia. Through the reflections of Serbian planning practitioners and planners, the paper frames their historical reality of transitional, post-socialist local context as ‘somewhere in-between’ a complex system of dynamics. Therefore, the requirements of market economy, EU policies, new planning ideas and influences together with the formal participatory procedures and professional idea of the previous, socialist practice come together to this contemporary historical reality. The paper explores, through ethnographic research with 
professional planners (from 2007 to 2020), the application of participatory methods with the support of international programs that operated in the field of urban governance in Serbia. The research framework combines critical pragmatism and collaborative planning to shed light on daily planning practice characterized by an ongoing transition through dynamics that has shifted to governance, pluralism, and markets. These dynamics have been even more evident when the urban planning challenge during COVID-19 pandemic, have provided practitioners’ insights into ‘what can, and should we do now?’. The paper defines planning actions take form of small, pragmatic steps and alternative practices that hope to contribute to effective urban governance on specific urban challenges.

AB  - Science Fund of the Republic of Serbia has launched in 2020 Program IDEAS for which the evaluation of the project proposals is not yet finished. One of the project applicants which successfully passed the preliminary stage of the evaluation is entitled Urban Safety as a Qualitative Factor of Cohabitation Under Enhanced Risk (U-SaFER). The research proposal is in the field of urban planning and design, and it is also closely associated with the social context and the theory of safety. Although the actual research on this project has not started, the aim of this paper is to present the concept and planned methodology of the U-SaFER and to demonstrate the significance of the role of people’s perception and evidence in the process of enhancing urban safety in public spaces through effective urban planning, design and governance. Many parts of the world, including Serbia, are in the infancy stage of research of this topic. Therefore, the U-SaFER project proposal may attract additional attention in scientific research community as well as with the decision-makers.
AB  - Фонд за науку Републике Србије је 2020. године покренуо Програм ИДЕЈЕ у оквиру којег још увек није завршена евалуација пријављених пројеката. Један од пројеката који је конкурисао и успешно прошао прелиминарну фазу евалуације је насловљен [Урбана безбедност као квалитативни фактор суживота у условима повећаног ризика] (акроним: У-СаФЕР). Предмет истраживања пројекта тиче се урбанизма и планирања, а уско је повезан са друштвеним окружењем и теоријом безбедности. Упркос томе што истражи вање још увек није започето, у овом раду смо настојале да представимо оквир и планирану методологију У-СаФЕР-а и да прикажемо значај који има доживљај становништва и чињенично стање о процесу јачања урбане безбедности у јавним просторима кроз ефикас ност урбанизма, планирања и управљања. Србија, као и многе друге земље у свету, јесте у раној фази истраживања ове теме. Стога, предлог пројекта У-СаФЕР може да привуче додатну пажњу у научној заједници, као и међу доносиоцима одлука.

AB  - In 2019, Serbia adopted its first national urban policy. This document was established through a communicative process during 2018–2019, formally encouraging urban governance as a practical innovation in Serbia’s planning doctrine. The main aim of this research is to explore institutional capacity development within a live setting of the policy formation process. The participants of this process are the primary subjects of the research. Data was collected through participatory events in four instances during the process. The concept of institutional capacity development is used in this paper as a basic framework to assess knowledge, relational and mobilisation capacity for urban governance. The main contribution of this paper is providing an understanding of the challenges and potentials for establishing urban governance practices in a post-socialist country planning context. Findings indicate an increase in the participants’ knowledge and understanding of governance instruments such that coordination and cooperation are continually unfolding. The identified challenges relate to the mobilisation capacity and fragility of institutions and resistance to change, while a need to deal with complexity and uncertainty remains present.

AB  - There is global interest in the smart city, not only as an operational concept, but also as a funding mechanism of the EU Cohesion Policy, joint programs, projects and initiatives. According to the EU Commission, a smart city is a place where traditional networks and services are made more efficient with the use of digital and communication technologies, for the benefit of its inhabitants and business. Urban governance, as an instrument of integrated urban development, has  an  important  role  as  a  decentralization  criterion  in  improving  the  smart  city’s  performance  in  more  developed  countries and regions. At the same time, the countries of Southeast Europe that are not members of the EU (including Serbia) are lagging in this matter. Taken that the application of urban governance in the context of a smart city can be seen as a practical novelty in Serbia, this paper presents and discusses the existing state of the art in this field. The findings presented were derived from collaborative engagement within the INTERREG project CLEVER – Co-designing Smart Local Solutions for Exploiting Values and Enhancing Resilience, during 2018/2019.

AB  - На глобалном нивоу постоји консензус о неопходној заштити
пољопривредног земљишта од трајне промене намене и деградација, његовог
рационалног коришћења и, тиме, посредног смањења притисака на остале
елементе животне средине. Политике које се баве питањима сигурности
хране кроз заштиту пољопривредног земљишта сада чине средишњу
тачку на међународној агенди, а у фокусу су нарочито висококвалитетна
пољопривредна земљишта у руралним залеђима градова. Са тог аспекта,
значајна је процена обима промена начина коришћења пољопривредног
земљишта. Кроз билансе планираних намена просторних планова јединица
локалне самоуправе проистеклих из одредница ППРС 2010-2020, односно кроз
индексе промена намена пољопривредног земљишта, аутори идентификују
обим промена и указују на који начин се на нивоу локалног планирања и
управљања дугорочно управља пољопривредним земљиштем. При томе,
овде се локални ниво планирања и управљања посматра искључиво са аспекта
просторног планирања, а не урбанистичког планирања. Циљ овог приступа
јесте да се у актуелном оквиру, када је отпочела припрема новог ППРС 2021-
2035, сагледају искуства у планирању промена намене пољопривредног земљишта у претходном периоду и дају препоруке за укључивање неких
одрживих приступа у локални ниво планирања и управљања земљиштем, те
за нову генерацију просторних планова у Србији.
AB  - At the global level, there is a consensus on the necessity for protection of
agricultural land from permanent change of use and degradation, its rational use
and, thus, indirect reduction of pressures on other elements of the environment.
Policies addressing food safety issues through the protection of agricultural land
are now at the center of the international agenda, with a particular focus on highquality
agricultural land in rural hinterlands. From that aspect, it is important to
assess the extent of changes in agricultural land use. Through the balances of
planned purposes of spatial plans of local self-government units derived from the
determinants of PPRS 2010-2020, i.e. through index of change in agricultural land
use, the authors identify the scope of changes and indicate how agricultural land
is managed in the long term at the level of local planning and management. At the
same time, the local level of planning and management is observed here only from
the aspect of spatial planning, and not urban planning. The aim of this approach
is to review the experiences in planning changes in agricultural land use in the
previous period and make recommendations for the inclusion of some sustainable
approaches in the local level of land planning and management, and for a new
generation of spatial plans in Serbia.

AB  - Постоји општа сагласност да се концепт квалитета живота односи на
макродруштвену средину, али обухвата и микроперспективу појединца кроз
индивидуалне способности и вештине, вредности, перцепције и ставове, као
и институционалне аспекте, као што су оснаживање и удруживање, међусобна
сарадња. Концепт квалитета живота укључује и квалитет и доступност услуга
јавних служби, где се просторна димензија сматра кључним условом за
остваривање социјалних права, праведан развој и кохезију друштва. У раду се
анализирају међународне, као и националне смернице за унапређење праксе
планирања у овом домену. Указује се на институционални и законодавни
оквир социјалних права, и принципе добре праксе у остваривању ових права.
Узимајући у обзир важност тема квалитета живота и поштовање социјалних
права у процесу европских интеграција, рад указује на потребу преиспитивања
постојеће праксе, као и увођење нових модалитета обезбеђивања просторне
доступности јавних служби у развојним политикама и пракси планирања у
Србији, што је jедан од кључних услова стварања веће кохезије друштва и
квалитета живота грађана.
AB  - There is a general agreement that the concept of quality of life refers to the
macro social environment, but also includes the micro perspective of the individual
through their abilities and skills, values, perceptions and attitudes, as well as
institutional aspects such as empowerment and collaboration, mutual cooperation.
The concept of quality of life includes the quality and accessibility of public services,
where the spatial dimension is considered a key condition for the realization of
social rights, equitable development and social cohesion. The paper analyzes
international as well as Serbian national guidelines for improving planning practices
in this domain. The institutional and legislative framework of social rights, and the
principles of good practice in exercising these rights are pointed out. Taking into
account the importance of quality of life and social rights in the process of European
integration, the paper points to the need to review existing practices and introduce
new modalities to ensure spatial accessibility of public services in development
policies and planning practices in Serbia, which is one of the key conditions for
greater cohesion of society and quality of life of citizens.

AB  - This paper examines the understanding of the term ‘strategic’ in spatial planning practice in the post-socialist country Serbia. This is a context which is characterised by the EU integration processes, ongoing transition to a market economy, but also strong path dependency. The first part will present a historical overview of transition from traditional rational planning model to more strategic planning approaches considering the main European and international influences. The second part focuses on a case study of General Urban Plan of Belgrade from 1972 and explores its procedural elements in relation to the ‘strategic approach’. Here we focus on the plan preparation methodology which included strong participatory mechanisms, public competitions and other forms of deliberation, which are rarely considered as a binding component of the rational approach to planning in its purest sense. Finally, this paper discusses the commonalities and differences within General Urban Plan from 1972, contemporary city-level general urban planning documents in Belgrade and present local strategies of integrated urban development. The main
aim of this paper is to re-evaluate the socialist legacy in relation to the use of different procedural elements of strategic planning in contemporary conditions.

AB  - The evaluation of planning policies and practices has mostly been lagging behind planning activity. The evaluation of participation seems even more perplexed if taken that it has to inevitably deal with the question of values, processes and outcomes, but also the fact that such practices do not exist in a vacuum and are exposed to various internal and external dynamics. An evaluation study of public participation was carried out in seven (7) Serbian cities. The methodological approach is grounded in an interpretive analysis of policy and practice, where planners were interviewed over the course of two years after introducing an additional level of participation in planning legislation. The results imply that procedural participation represents no guarantee of actual changes in outcomes of planning, and that practical experimentation beyond minimal legal obligations may do more for achieving visible and less visible results in the field of deliberation and governance.

AB  - The paper focuses on the assessment of participatory process in formulation of national urban development policy of Serbia until 2030. The assessment of participation is attached to the complexities in defining auxiliary set of evaluation criteria, while the process itself requires activities focused on individuals, organizations and their institutional environment, and the linkages between
the different governance levels and instruments. The assessment in this paper is based on a mixed method approach. Quantification is used to measure the level of satisfaction/dissatisfaction of actors involved in the process, while the qualitative analysis provides an in-depth understanding on the visible and less visible results of their engagement. Findings point out the increase in participants’ knowledge and understanding of the planning process, and the possibility of
institutionalising such a process in a way that coordination and cooperation are continually unfolding. The most important elements of active stakeholder involvement were recognised in the possibility to attain the public discourse which enabled: 1) prioritization of the national urban development programs, 2) linking planning with financing, and 3) better understanding of the relation between traditional spatial/urban planning and new governance instruments. The identified
challenges relate to the need for further support to the implementation of the strategy through legislation, institutions, capacities and funding. The fragility of institutions and resistance to change in the transitional context of the post-socialist country is present. At the same time there is a need to deal with complexity and uncertanity, where the findings point out at the necessity to rely on the openness and vitality of the local level and experts involved in the process.

AB  - Јавни простор у граду садржи просторну, али и друштвену компоненту. Док регенерација јавног простора може да буде катализатор урбаног развоја, квалитет јавног простра представља значајан индикатор квалитета живота. Уређеност јавног простора утиче и на развијање свести о граду као заједничком добру. Један од кључних аспеката развоја јавног простора почива на принципима доброг управљања, уз задовољавање сета просторних и друштвених критеријума. У међународним оквирима се указује на потребу за учешћем спектра друштвених актера у планирању јавног простора, као његове значајне дијалошке компоненте. Савремене тенденције указују на потребу за ширењем поља деловања
праксе урбаног развоја, где се мења и традиционална улога управе у регенерацији и одржавању јавних простора. Овај рад пружа увид у глобални и ЕУ оквир за планирања урбаног развоја. Након тога, рад указује на постојеће стање јавног простора у Србији. Затим, анализира се улога постојећих инструмената урбаног развоја у Србији, при чему је посебан фокус на стратешком аспекту урбаног развоја (национална стратегија) и употреби 
савремених паметних и инклузивних решења у регенерацији јавног простора.

AB  - Овај рад преиспитује приступ урбаном планирању у периоду социјализма кроз
перспективу нормативне димензије концепта јавног интереса на студији случаја
Београда. Јавни интерес се у теорији планирања посматра двојако. Заједнички
јавни интерес представља једну или скуп вредности које деле сви чланови одређене
заједнице, док плуралистички јавни интерес представља суму појединачних и
групних интереса. И поред законске обавезе за спровођење партиципације у пракси
планирања урбаног развоја у Србији, јавни интерес се најчешће нормативно утврђује
кроз планирање јавне намене. У циљу разумевања утицаја тржишних промена на
поимање јавног интереса у пракси планирања у Србији од социјализма до данас, у
овом раду се квантитативном анализом студије случаја сагледавају трендови измена
норми и стандарда за јавне намене и јавне службе на нивоу града. У овом случају,
традиционални нормативни домени јавног интереса више се не посматрају само као
технички већ и као квалитативни показатељ квалитета живота грађана. У том смислу,
значајно је размотрити препоруке за преиспитивање норми и стандарда jавних намена
и јавних служби у урбаним подручјима, као и обнове и заштите објеката и целина
градитељског и урбаног наслеђа које укључује и социјалистички период.

AB  - The COMPASS project compares territorial governance and spatial planning in 32 European countries (the 28 EU member states plus four ESPON partner countries). COMPASS differs from previous studies in that the accent is not on a snapshot comparison of national systems, but on identifying trends in reforms from 2000 to 2016. It also seeks to give reasons for these changes with particular reference to EU directives and policies, and to identify good practices for the cross-fertilisation of spatial development policies with EU Cohesion Policy. The objective of the COMPASS project is to provide an authoritative comparative report on changes in territorial governance and spatial planning systems in Europe since 2000. It substantially improves the knowledge base on territorial governance and spatial planning, and in particular, their relationship with EU Cohesion Policy.
