Performance indicators for monitoring Safety Management Systems in chemical industry

AB  - The development of the Safety Management System (SMS) in chemical industry appears as one of the important requirements introduced by the EU 'Seveso II' Directive on the control of major-accident hazards. This paper aims to provide a contribution regarding the SMS structure and the definition of the tools for assessing the effectiveness of this system by means of safety performance indicators. The performance indicators are linked to a reference values or policy targets, illustrating how far the SMS is from the desired level. We developed a system of performance indicators for SMS in chemical industry by using the concept of environmental performance indicators defined in standard ISO 14031. A set of three types of safety system performance indicators was proposed: management performance indicators, operational performance indicators and safety status indicators. These indicators represent the most important factors in the linkage between a possible cause of an accident and its effects.

Critical review of the law application concerning the strategic evaluation of influences on the living environment in space and town planning

AB  - Considerations of the environmental protection in spatial and urban plans in past decade have been based on propositions of the Law on Environmental protection, Law on planning and arrangement of settlements, and Spatial plan of Serbia, because other legislation did not offered suitable instruments. Recently adopted the Law on environmental protection introduce a new instrument for environmental protection in planning - the strategic environmental impact assessment (SEIA), which was regulated by the separate Law on strategic environmental impact assessment. Key characteristics of the law on strategic environmental impact assessment were analyzed in this paper, as well as problems and limitations in implementation of that law on spatial and urban plans.
AB  - Razmatranje zaštite životne sredine u prostornim i urbanističkim planovima u protekloj deceniji zasnivalo se na propozicijama Zakona o zaštiti životne sredine, Zakona o planiranju i uređenju prostora i naselja i Prostornom planu Srbije, budući da drugi zakoni nisu ponudili pogodne instrumente. Nedavno usvojeni Zakon o zaštiti životne sredine uvodi novi instrument za zaštitu životne sredine u planiranju -'Stratešku procenu uticaja na životnu sredinu' (SPU), koja je regulisana posebnim Zakonom o strateškoj procenu uticaja na životnu sredinu. U radu se analizira značenje ključnih karakteristika strateske procene i odredbi zakona o strateškoj proceni, kao i problemi i ograničenja u primeni tog zakona na prostorne i urbanističke planove.

AB  - Environmental risk management in production, use and transportation of dangerous materials having been actual theme in the world and in Serbia. Although environmental risk is mostly connected with technical issues, since chemical catastrophe in Bophal-lndia (1986) in the world was recognized that this is complex issue that besides of technical-technological, includes also social-economic, organizational and spatial factors. Spatial component of risk management which is regulated by Seveso II Directive in EU is important for planners. This paper considers basic elements of environmental risk assessment, procedures and methods used in Europe, particularly in the process of land use planning, and characteristics of method for application of separation distances used in General plan of Belgrade.
AB  - Problem upravljanja ekološkim rizikom pri proizvodnji, korišćenju i transportu opasnih materija je aktuelna tema u svetu kao i u Srbiji. Iako se kod nas ekološki rizik pretežno smatra tehnološkim pitanjem, posle hemijske katastrofe u Bopalu-Indija (1986) u svetu je postalo jasno da se radi o kompleksnom problemu, koji pored tehničko-tehnoloških obuhvata i društveno ekonomske organizacione i prostorne faktore. Za planere je posebno važna prostorna komponenta upravljanja rizikom koja je u EU regulisana u tzv. Seveso II Direktivi. U Srbiji ovo pitanje nije adekvatno zastupljeno u praksi urbanističkog i prostornog planiranja. U ovom radu razmatraju se osnovni elementi procene ekološkog rizika, procedure i metode koje se koriste u Evropi, posebno u procesu planiranja namene zemljišta, i karakteristike metoda primene zaštitnih rastojanja koji je razvijen za potrebe izrade Generalnog plana Beograda.

Chemical and radiological vulnerability assessment in urban areas

AB  - Cities and towns are faced with various types of threat from the extraordinary events involving chemical and radiological materials as exemplified by major chemical accidents, radiological incidents, fires, explosions, traffic accidents, terrorist attacks, etc. On the other hand, many sensitive or vulnerable assets exist within cities, such as: settlements, infrastructures, hospitals, schools, churches, businesses, government, and others. Besides emergency planning, the land use planning also represents an important tool for prevention or reduction of damages on people and other assets due to unwanted events. This paper considers development of method for inclusion vulnerability assessment in land use planning with objective to assess and limit the consequences in cities of likely accidents involving hazardous materials. We made preliminary assessment of criticality and vulnerability of the assets within Belgrade city area in respect to chemical sites and transportation roads that can be exposed to chemical accidents, or terrorist attacks.

Environmental impact of the mining activity and revitalization of degraded space

AB  - This paper analyzes various aspects of environmental impact of the mineral resources’ exploitation in the mining basins, which can be listed as agricultural (and forest) land intake, relocation of the settlements, water course rearrangement, repositioning of roads and other infrastructure systems, decrease in level of ground water, etc. The paper points to the possible application of new technologies in mineral resources exploitation as well as to certain economic (external) effects. A special attention in this paper is made to the issues of technical and biological recultivation of damaged soil.
AB  - Rad obrađuje različite aspekte uticaja eksploatacije mineralnih sirovina u rudarskim basenima na okruženje, kao što su: zauzimanje poljoprivrednog (i šumskog) zemljišta, izmeštaje naselja, vodotokova, saobraćajnica i drugih infrastrukturnih sistema, snižavanje nivoa podzemnih voda i dr. Rad ukazuje na moguću primenu novih tehnologija u eksploataciji mineralnih sirovina kao i na određene ekonomske (eksterne) efekte. Rad se posebno bavi pitanjima tehničke i biološke rekultivacije oštećenog zemljišta.

AB  - This paper discusses the experience and current status of EIA/SEA procedures and assessment methodologies in Serbia, aiming to propose strategies that can lead to effective integration of the SEA in spatial planning. Institutional and practical problems with regard to the regulations of EIA/SEA were considered. Experience from the past decade shows that implementation of EIA system in Serbia has not been effective as expected. New legislation on EIA and SEA is harmonized with corresponding EU Directives. First steps in the application of the SEA show that the main issues are screening, scooping and decision making. According to the research results, it is suggested that extra evaluation processes should be incorporated into current assessment procedures to improve their scientific validity and integrity.

Regulations of major accident hazards control in Serbia and their implementation

AB  - The paper presents a brief summary of contents and implementation of the current Serbian regulations on the prevention and control of major accidents involving dangerous materials. Further, it discusses issues connected with implementation of the regulation, including inspection, review, and approval of safety reports. This regulation comprises legal requirements and methodological guidelines for risk analysis and preparation of emergency plans. Although the roots of the Serbian regulation are basically in the Seveso I Directive, this study revealed significant differences compared with current regulations and practice in Europe.

abstract = "The paper presents a brief summary of contents and implementation of the current Serbian regulations on the prevention and control of major accidents involving dangerous materials. Further, it discusses issues connected with implementation of the regulation, including inspection, review, and approval of safety reports. This regulation comprises legal requirements and methodological guidelines for risk analysis and preparation of emergency plans. Although the roots of the Serbian regulation are basically in the Seveso I Directive, this study revealed significant differences compared with current regulations and practice in Europe.",

AB  - This paper reviews key characteristics of the environmental situation in Yugoslavia before, during and after the NATO bombing against this country. Some principal environmental problems and their sources are described. The 'quality' of soil, water and air, as well as some other environmental parameters is documented by available data collected during the last decade. AB  - The new Law on physical planning requires establishing of the directives for environmental protection in the urban and territorial plans and environmental impact assessment in the plans of specific purpose regions. But, in   any of two cases the methodology of assessing environmental impacts and its relationship with planning process have not been defined. In this chapter we consider some foreign as well as our own experience in the environmental impact assessment of investment projects and the possibility of application to similar approach in the plan making. Proceeding sections discuss the possibility of integration the environmental impact analysis and implementation of the sustainable development concept in the planning process. An analysis of the contents of environmental impact assessment in the plans was conducted, and finally some problems related to the use of sustainable development indicators in the planning are pointed out.

AB  - The kinetics of gas adsorption were studied in an air flow apparatus using carbon tetrachloride as the adsorbate and activated carbon cloth as the absorbent. Thee theoretical models: Wheelers, Yoon-Nelsons and Ackleys were used to characterize the performance of adosrbent. Wheelers and Ackleys models are in a good agreement with experimental data only for breakthrough percentage below 15%. The Yoon-Nelsons model agrees with experimental results over the entire range of contaminant breakthrough percentage.
