AB - The research is based on the hypothesis that transport analysis of the impact of the attraction and production of planned content in the urban tissue on the wider transport network is a key method in the urban planning of large projects. The specificity of the methodological approach used can be seen in the quantification of the project area and the estimation of the number of trips generated by the planned content in peak hours, as well as the expected number of cars in the street network. The generation of potential trips and their distribution are determined, depending on the volume and structure of the planned content. Using the software, three possible scenarios were processed. In the conclusions, we summarize the importance of processing and the necessity of applying the results of transport analyses as a key method in urban and spatial planning, influencing the organization and connectivity.

AB - The unrestrained and constant inflow of tourists to some cities can provoke the discomfort of residents. The term ‘overtourism’ describes a condition in which the limits are exceeded to the point that regular everyday urban life suffers. The quantity of visitors and resulting crowds create burdens on the functioning of some city services, and they simultaneously result in a deterioration in the quality of sightseeing. This paper gives a review of the academic literature concerning this issue, especially studies concentrating on cruising and alternative short-term renting. Major complaints raised by locals on the negative impact of tourism are not only about overcrowding, but also include the serious social and economic questions of the endangerment of rights. In order to regulate and mitigate conflicts, preserve identity and allow decent urban life in all its aspects, city governments are forced to introduce some limitations and rules in the sphere of tourism, and also with regard to the real-estate market and urban planning. The level of measures and policies required depend on the type of problem, size of the city and dispersion of the attractions.

AB - The implementation of spatial plans is the weakest link of planning; it is insufficiently theoretically explored, methodologically unpositioned, and in practice only partially carried out. The main direction in considering improvements in the implementation of plans is that it must be viewed and focused by means of spatial plans, in order as much as possible to reduce the impact of all those factors outside the planning system. The study points to the need for and offers the definition of a model of implementation for spatial plans rooted in the theory of planning. The elements and contents of the proposed model of implementation suggest a logical, functional and temporal coherence of all planning decisions covered by the plan. The process of implementing the plan depends directly on the type and method of planning. Four basic models of implementation are defined. The results of research on the application of the implementation model in spatial planning practice in the Republic of Serbia are presented. These are obtained on the basis of the multicriteria comparative analysis carried out on a case study of 11 spatial plans. The chapter suggests possible directions for further study, primarily in terms of applying the model of implementation in practice.

Possible impact of migrant crisis on the concept of urban planning

AB - The migrant crisis that hit Europe has been addressed many times by the highest EU bodies, without offering concrete solutions and uniform measures. The EU member states, as well as other countries on the migrant route to the desired destination, respond in a different way to the inflow of migrants, either by acceptance, transmission to other countries, or finally, by closing their borders for migrants. The crisis has not yet got its epilogue, i.e. the consequences of the immigrant inflows to the cities on the migrant route cannot be perceived at the moment. It is inevitable to reflect on the future social integration and inclusion, the segregation of newcommers, or on cultural differences, xenophobia, fear of terrorism, safety, mutual understanding and ignorance, or the key issues of the economic limit. The research hypothesis is that this problem will also spill over into the field of urban planning, and it should be addressed in a holistic way and from all apsects of integrated urban development to ensure social, economic and environmental urban sustainability. The paper recognizes the following spatial determinants: cities of migrant arrivals (border places, ports, etc.), transit cities on the migrant route, with different period of stay, and the cities of the desired final destination, with their classification based on their size. At the level of the undertaken measures, the paper differentiates between the short- and long-term solutions of different size and coverage. In conclusions, the migration effects in the West Europen cities have been used to find an appropriate planning response to a new situation in our Region, avoid segregation, enclaves, and enabling an undisturbed inclusion.

AB - The implementation of spatial plans in past practice in Serbia was the weakest link of planning - theoretically insufficiently studied, methodologically vague and non-positioned, and only formally and partially carried out in practice. There is a general agreement that implementation should be perceived and oriented through spatial plans, in order to maximize the effect on other factors beyond the planning system. For that reason it is necessary to define theoretically the model of implementation for the spatial plan, the elements and contents of which reflect the logical, functional and time coherence of all planning decisions. Since there are several different methods and objects of planning, this paper has singled out four basic models and presents the results of the research (comparative analyses) into the role of application in the planning practice in Serbia using the example of a model of implementation for planning rules. An evaluated and studied model of implementation was applied in spatial plans for areas of special purpose and spatial plans of the local government units. This paper provides recommendations for further application of the model in the planning practice in Serbia.
