Sistematizacija i regionalni pristup izučavanju i planiranju sela Branislava Kojića

AB  - Istraživač, naučnik, pedagog, praktičar. Sve navedene delatnosti ujedinjene su u radu Branislava Kojića. Učinio je mnogo na polju istraživanja srpskog sela, afirmisao njegove karakteristike i sistematizovao građu. Značaj Kojićevog rada je i komparativna analiza sa primerima iz drugih evropskih zemalja. Pored udžbenika i monografija koje je izdao i koji su dostupni javnosti, značajan je njegov rad na naučnim projektima ostvaren u Institutu za arhitekturu i urbanizam Srbije (IAUS) i na Arhitektonskom fakultetu Univerziteta u Beogradu. Naročito je isticao važnost naučnog pristupa razvitku savremene arhitekture o čijoj ulozi je i pisao članke. Naučni projekti rađeni u IAUS-u korišćeni za ovo istraživanje Kojićevog rada su: „Stari balkanski gradovi u Srbiji, Makedoniji i Crnoj Gori“ (1965-1968); „Varošice u Srbiji XIX veka od 1815 do 1865. godine“ (1966); „Seoske varošice i seoske čaršije u Srbiji“ (1966-1967); i „Perspektive razvitka sela u Srbiji“ (1972).
Kojićev doprinos sistematizaciji sela, kroz regionalni pristup, rezultirao je klasifikacijom ruralnih područja na prostoru Srbije koju je koristio i kasnije u radu na prvom, nikad dovršenom, Prostornom planu Srbije. Izučavanje seoskih naselja sprovodio je kroz niz aspekata: prema prostornim odlikama u sprezi sa agrarnim odlikama, kroz privredno-tržišni karakter, društveno-politički, hijerarhijski model, te kulturološko-običajne karakteristike. Primenjivao je metodološki sveobuhvatan multidisciplinarni pristup izučavanju i analizi sela. Značajna pažnja u naučnim projektima posvećena je izučavanju pojava u savremenom selu toga doba, naročito socio-ekonomske strukture seoskog stanovništva.
Kojićev naučnoistraživački rad na problematici seoskih naselja i seoske arhitekture bio je višedecenijski, kroz ceo radni vek, te je iznedrio veoma kvalitetne i značajne rezultate, koji su relevantni i za savremene istraživače u toj oblasti. Podela sela prema strukturi na zbijena, poluzbijena i razbijena sa niz podvarijanti, zatim po veličini, te po regionalnim karakteristikama na šumadijska, pomoravska, timočka, vojvođanska, kosovsko-metohijska i druge podvarijante, utkana je u njegov rad kao temelj za nadgradnju i sagledavanje mogućeg daljeg razvoja. U današnjim izmenjenim društveno-političkim okolnostima većina njegovih istraživanja je i dalje relevantna pošto su metodološki dosledna, aktuelna u mnogim aspektima i izvorna, zbog rada na terenu i zabeleženih svedočanstva o pojavama od kojih su mnoge nestale.
Danas selo ne bi trebalo da trpi posledice nekih od pređašnjih ograničenja, naročito prostorno-geografskih, ali to ne znači da ono treba da se otuđi od autohtone sredine i modifikuje u svojoj pojavnosti do uniformnosti. Trebalo bi da zadrži regionalne odlike u pogledu hijerarhije i broja naselja, u organizaciji, strukturi kućišta, arhitektonskom oblikovanju. Kojić je kroz svoj rad afirmisao upravo ove principe koje koristimo i danas, ističući geografske i topografske karakteristike, genezu i razvoj, specifične sisteme naselja i teritorija, zatim urbanističku strukturu naselja, te arhitekturu i izražajne karakteristike. Moderna tehnologija izgradnje, razvoj komunikacionih sistema, saobraćaja, globalno tržište, elementi su koji će uticati na dalju transformaciju sela. U isto vreme, globalni pokreti za zaštitu planete od raznih uzročnika njene degradacije i uništenja prirodnih resursa, teže ka cilju koji je u simbiozi prirode i ljudske delatnosti. U izučavanju odnosa seoskih naselja prema teritoriji na kojoj se nalaze kriju se te, i danas aktuelne poruke, dostupne upravo iz naučnog rada Branislava Kojića i njegovih savremenika, te naslednika koji su se bavili i bave se temom sela.

AB  - The paper provides an overview of a part of research related to the analysis of information technologies and measures for improving the energy efficiency in urban planning that can contribute to mitigating the impact of climate change. The first part of the paper deals with problems supported by the numerous data on negative effects of climate change on the cities, such as urban heat islands, energy and ecological crisis. The second part of the paper proposes solutions that rely on information technologies which facilitate process of urban planning. Two projects related to the implementation of measures for improving the energy efficiency in urban planning were conducted within this research. The first one is considering the design of a spa centre in an undeveloped mountain landscape and the second one is dealing with reconstruction of a residential block in urban built environment. In the first case study, the proposed solutions rely on the information technologies, while in the second case study they rely on the implementation of measures for improving the energy efficiency in urban planning. The results show that the application of different measures in urban planning depends on the level of the built environment.

GIS modeling and social-oriented multicriteria evaluation in landfill site selection in rural areas-A case study of Serbian villages

AB  - GIS modeling is a new tool used in landfill site selection in urban and rural areas. Previously used deterministic methods and techno-economic criteria used within multi-criteria evaluation proved to be insufficient in any relevant and accurate theoretical considerations, since the choice of methods and criteria resulted in a subjective evaluation. In addition, the problem also lay within the fact that the planning evaluation did not include social criteria in the context of the landfill site selection. This paper will present a new, adapted, and socially adjusted methodology which will improve expert multi-criteria evaluation for the selection of landfill sites, with a clear emphasis placed on social considerations (preferences of the local population, behavioral models, etc.). This methodology was applied to the selection of landfill sites in the territory of villages in the Stara planina Nature Park, located in Eastern Serbia. The research was conducted using the ArcGIS Spatial Analyst software, with the aim of stressing the importance of using mathematical and geostatistical analysis in planning practice. The overall conclusion of this research is that the degree of success in solid waste management in rural settlements primarily depends on the degree of participation of local residents in the decision-making process (especially in landfill site selection). The GIS model used in this research could be adapted to offer multiple applications in different location studies in spatial planning.

AB  - The aim of the paper is to provide an insight into the current legal and other regulatory frameworks that introduces problems of climate change into planning practice of natural and cultural heritage, with special emphasis on the situation in the Republic of Serbia. Further, an overview of the selected case studies of natural and cultural heritage from the UNESCO World Heritage List for which were done studies of the impacts of climate change is included. The results indicate that the legal frameworks as well as actual practice are promoting the development of the ecological networks (the network of areas NATURA 2000) and landscape protection. This applies also to the planning practice in Serbia, where the planning of ecological corridors, habitat networking and other measures, provide responses to climate change. One of the conclusions of this paper is pointing out the necessity of increasing the level of protection of natural and cultural heritage within preserving the authenticity and improving flexibility or adaptability to climate change.
AB  - Rad ima za cilj da pruži uvid u aktuelne zakonske i druge regulativne okvire, kojima se problematika klimatskih promena uvodi u praksu planiranja prirodnog i kulturnog nasleđa, sa posebnim osvrtom na stanje u Republici Srbiji. Uporedo sa ovim, dat je i osvrt na primere prirodnog i kulturnog nasleđa sa UNESKO Liste svetskog nasleđa za koje su rađene studije uticaja klimatskih promena i predviđene mere zaštite. Rezultati ukazuju da se u zakonskim okvirima, kao i u aktuelnoj praksi, promoviše razvoj ekoloških mreža (mreža prostora NATURA 2000) i zaštita predela. To se odnosi i na praksu planiranja u Srbiji, gde se planiranjem ekoloških koridora, umrežavanjem staništa i drugim merama daju odgovori na klimatske promene. Jedan od zaključaka rada je ukazivanje na neophodnost povećanja stepena zaštite prirodnog i kulturnog nasleđa uz očuvanje autentičnosti i unapređenje adaptibilnosti ili prilagodljivosti na klimatske promene.

AB  - Within the recent years contemporary planning frameworks, regarding urban development in the context of climate change, are giving special attention to the development of green walls. Therefore, the paper presents an overview of the actual frameworks that promote the use of this type of greenery, with special attention on international experiences and current situation in the Republic of Serbia. The paper specially stresses the importance of green walls in the context of climate change and its positive influence in the process of adaptation and, above all, in terms of energy savings, reducing air temperatures in urban areas, the urban heat island effects etc. One of the conclusions of the paper points out the necessity for establishing an appropriate policy framework aiming to promote green walls in the Republic of Serbia and as priority activities set out the following: establishment of the procedural framework for adoption of the Law on the protection and improvement of green spaces, developing Regulations for green wall construction and researches aiming to quantify the positive impact of green walls in the context of climate change.
AB  - Savremeni okviri planiranja urbanog razvoja u kontekstu klimatskih promena poslednjih godina posebnu pažnju posvećuju razvoju zelenih zidova. Shodno tome, u radu je dat pregled aktulenih okvira kojima se promoviše primena ovog tipa zelenila, sa posebnim osvrtom na međunarodno iskustvo i aktuelno stanje u Republici Srbiji. U radu je posebno istaknut značaj zelenih zidova u kontekstu klimatskih promena i pozitivnog uticaja u procesima prilagođavanja i to, pre svega, u smislu uštede energije, snižavanja temperature vazduha u urbanim prostorima, ublažavanja efekta urbanih toplotnih ostrva i dr. Jedan od zaključaka rada ukazuje na neophodnost uspostavljanja odgovarajućeg strateškog okvira sa ciljem promovisanja zelenih zidova u Republici Srbiji, a kao prioritetne aktivnosti izdvaja: uspostavljanje proceduralnih okvira za usvajanje Zakona o zaštiti i unapređenju zelenih površina, izradu Pravilnika za izgradnju zelenih zidova i istraživanja sa ciljem kvantifikovanja pozitivnih uticaja zelenih zidova u kontekstu klimatskih promena.

AB  - This paper investigates contemporary approaches defined by the policies, programs or standards that favor green infrastructure in urban planning for cooling urban environments with special reference to Serbian experiences. The research results reveal an increasing emphasis on the multifunctionality of green infrastructure as well the determination to the development of policies, guidelines and standards with the support of the overall community. Further, special importance is given to policies that promote 'cool communities' strategies resulting in the increase of vegetation-covered areas, what has contributed in adapting urban environments to the impacts of climate change. In addition, this research indicates the important role of local authorities and planners in Serbia in promoting planning policies and programs that take into consideration the role of green infrastructure in terms of improving climatic conditions, quality of life and reducing energy needed for cooling and heating.

AB  - Strategic Environmental Assessment (SEA) is one of the key instruments for implementing sustainable development strategies in planning in general; in addition to being used in sectoral planning, it can also be used in other areas such as waste management planning. SEA in waste management planning has become a tool for considering the benefits and consequences of the proposed changes in space, also taking into account the capacity of space to sustain the implementation of the planned activities. In order to envisage both the positive and negative implications of a waste management plan for the elements of sustainable development, an adequate methodological approach to evaluating the potential impacts must be adopted and the evaluation results presented in a simple and clear way, so as to allow planners to make relevant decisions as a precondition for the sustainability of the activities planned in the waste management sector. This paper examines the multi-criteria evaluation method for carrying out an SEA for the Waste Management Plan for the city of Belgrade (BWMP). The method was applied to the evaluation of the impacts of the activities planned in the waste management sector on the basis of the environmental and socioeconomic indicators of sustainability, taking into consideration the intensity, spatial extent, probability and frequency of impact, by means of a specific planning approach and simple and clear presentation of the obtained results.

Relationship between traditional and contemporary elements in the architecture of Orthodox churches at the turn of the millennium

AB  - The paper will present the contemporary practice of church architecture in Bulgarian, Romanian, Russian and Greek orthodox churches, at the end of the XX and the beginning of the XXI century, and analyse the relationship of traditional and contemporary elements, with the aim of determining main trends and development tendencies. Free development of sacred architecture was interrupted by long reigns of authorities opposed to Orthodox Christianity. After the downfall of Communist regimes, conditions were created for the unobstructed construction of sacred buildings in all Orthodox countries, while the issue of traditional church architecture re-emerged as important. Further development of Orthodox church architecture may be affected by some issues raised in relation to the structure and form of liturgy, regarding the internal organisation of the temple. The freedom of architectural creation is strongly supported by the richness of forms created throughout history. Traditionalist approaches to the architectural shaping of churches are dominant even nowadays, tradition being understood and interpreted individually. At the same time, efforts to introduce contemporary architectural expression into church architecture have been increasing and gaining strength.
AB  - U radu se prikazuje savremena praksa crkvenog graditeljstva Bugarske, Rumunske, Ruske i Grčke pravoslavne crkve, s kraja XX i početka XXI veka, i analizira odnos tradicionalnih i savremenih elemenata, s ciljem utvrđivanja osnovnih pravaca i tendencija razvoja. Slobodan razvoj sakralnog graditeljstva prekidan je dugim periodima vladavine pravoslavlju nenaklonjenih vlasti. Posle pada komunističkih režima stvaraju se uslovi za nesmetanu izgradnju sakralnih objekata u svim pravoslavnim zemljama; istovremeno, ponovo se aktuelizuje pitanje odnosa prema tradicionalnoj crkvenoj arhitekturi. Na dalji razvoj pravoslavnog crkvenog graditeljstva mogu imati uticaja neka od pitanja koja se postavljaju u vezi sa strukturom i formom liturgije, koja se tiču unutrašnje organizacije hrama. Slobodu arhitektonskog stvaralaštva snažno podupire bogatstvo oblika nastalih kroz istoriju. Tradicionalistički pristupi arhitektonskom oblikovanju crkava i danas su najprisutniji, a tradicija se shvata i interpretira proizvoljno. U isto vreme, pokušaji uvođenja savremenog arhitektonskog izraza u crkveno graditeljstvo su sve češći i snažniji.

Na dalji razvoj pravoslavnog crkvenog graditeljstva mogu imati uticaja neka od pitanja koja se postavljaju u vezi sa strukturom i formom liturgije, koja se tiču unutrašnje organizacije hrama. Slobodu arhitektonskog stvaralaštva snažno podupire bogatstvo oblika nastalih kroz istoriju. Tradicionalistički pristupi arhitektonskom oblikovanju crkava i danas su najprisutniji, a tradicija se shvata i interpretira proizvoljno. U isto vreme, pokušaji uvođenja savremenog arhitektonskog izraza u crkveno graditeljstvo su sve češći i snažniji.",

AB  - Church architecture has been developing continually within Western Christianity since the 4th century, It gradually becomes less important from the end of the Middle Ages, especially with the advent of the ideas of Reformation and Enlightment, going almost out of the focus of contemporary architecture with the advent of modernism in the 20th century. The most important factors for the development of this building type in the 20th century, were the emergence of modernism in architecture and strengthening of the movements of liturgical renewal. It was a time in which the diametrically opposed concepts - radically modernizing and conservatively traditional - were expressed to the extreme, with many transitional forms, Striving to active participation of believers can lead to completely different results - strengthening the liturgical assembly, on one hand, and radical desacralisation of worship, on the other. There is a large number of architectural solutions, some of which share common characteristics concerning spatial organization and the distribution of laity and clergy, but with a great diversity of other architectural characteristics and different relations of traditional and contemporary elements. The experiences of Western Christian countries can be of use, to some extent, in the research of contemporary Orthodox church architecture.
AB  - Crkvena arhitektura se, u okviru zapadnog hrišćanstva, razvijala u kontinuitetu od IV veka. Od kraja srednjeg veka, a naročito sa pojavom reformatorskih i prosvetiteljskih ideja, ona postepeno postaje sve manje dominantna u odnosu na svetovnu arhitekturu, da bi sa pojavom moderne, u XX veku, u velikoj meri izašla iz fokusa savremene arhitekture. Najznačajniji činioci koji su uticali na razvoj ovog graditeljskog programa u XX veku bili su pojava moderne arhitekture i jačanje pokreta i širenje ideja liturgijske obnove. To je vreme u kome su najizrazitije izraženi dijametralno suprotni koncepti - radikalno modernizatorski i konzervativno tradicionalistički, uz mnoštvo prelaznih oblika. Težnja ka aktivnom učešću vernika može dovesti do potpuno različitih rezultata - osnaživanja liturgijske zajednice, s jedne strane, i radikalne desakralizacije bogosluženja, sa druge. Javlja se veliki broj različitih arhitektonskih rešenja, od kojih neka dele zajedničke karakteristike u pogledu prostorne organizacije i odnosa vernika i sveštenoslužitelja, ali sa veoma raznorodnim ostalim arhitektonskim karakteristikama i različitim odnosom tradicionalnih i savremenih elemenata. Iskustva zemalja zapadnog hrišćanstva mogu, u izvesnoj meri, biti od koristi i za istraživanje savremene pravoslavne crkvene arhitekture.

AB  - This paper investigates the basic theoretical concepts of urban morphology related to the phenomena of a traditional city and its constitutive elements, including the city block. The traditional city is not considered an absolute model, but a subject of morphological analysis, by which its characteristics are detected, classified and described, becoming a base for new synthetic models in the context of contemporary designing and planning. The paper provides theoretical support to further studies dealing with the practical application of theoretical knowledge and concepts of urban morphology in designing and planning. It points out that the key characteristics of a traditional city identified by morphological analysis are contained within the architectural and urban entity of a city block, which can, therefore, be considered a generative element of its urban structure. Given that the scale of a city block allows for morphological analysis, as well as providing recommendations for future urban development, these research results can be applied to the contemporary context of designing and planning. The paper fits into contemporary studies that link the fields of urban morphology and urban design.

AB  - This paper presents the possibilities of the development of new forms of religious architecture in Serbian Orthodox Church, on the basis of certain traditions. Current situation in this field is analyzed with special emphasis on non-typical religious buildings and spaces. The authors show that the domination of traditionalism in architectural expression is not based on the canonical restrictions, but rather the result of striving to establish the interrupted continuity by replicating forms from previous époques. Freedom of architectural creation in this field is strongly supported with the variety of forms existing through history of which zapis is particularly interesting. / Este artículo presenta las posibilidades de desarrollo de nuevas formas de arquitectura religiosa en la Iglesia Ortodoxa Serbia, sobre la base de ciertas tradiciones. La situación actual en este ámbito se analiza con especial énfasis en los edificios y espacios religiosos atípicos. Los autores muestran que la dominación del tradicionalismo en la expresión arquitectónica no está basada en restricciones canónicas, sino el resultado del esfuerzo de establecer la continuidad interrumpida mediante la imitacion de formas de épocas anteriores. La libertad de creación arquitectónica en este campo se justifica observando con la variedad de las formas existentes a través de la historia, entre las cuales los zapis son particularmente interesantes.

AB  - The enhancement of the existing urban structure aiming at reducing the impacts on climate change is a time consuming and complex task associated with planning, technology, building construction, economic mechanisms, education and modalities of the application through implementation. Belgrade is an exception model suitable for invetigating this issue because it has diverse urban tissue typology, from the city of 19th century through modern patterns to unplanned construction. On the other hand, its topography is very diverse, from plains to hills. Its microclimate is also diverse with relation to morphology and biological and hydrological characteristics. The analysis of urban tissue and physical structure, with a view of the current strategies and planning documentation, was a research staring point which was followed by the valorization of different possibilties of implementing the instruments and technologies on typical parts of urban tissue of Belgrade. The outcome is a set of urban and planning, as well as production rules which could serve as a staring criteria for future plans for the urban tissue redevelopment, but also for the development of new parts of the city.

AB  - Prilagođavanje klimatskim promenama postaje sve uticajniji faktor u procesima projektovanja i planiranja kako novog, tako i unapređenja i rekonstrukcije postojećeg urbanog tkiva. U radu se najpre razmatraju mogućnosti integracije podataka o klimi konkretnog podrucja u planske dokumente i strategije na primeru užeg centra Beograda. Prikazuju se dostupni podaci o mikroklimatskim uslovima i stanju životne sredine i njihov odnos prema planskoj regulativi. Na osnovu analize urbane i fizičke strukture predmetnog područja izdvajaju se tipični urbani sklopovi koji se mogu povezati sa specifičnim mikroklimatskim uslovima. Zatim se analizira planska dokumentacija kojom se reguliše buduća izgradnja i uočava dominantna uloga ekonomskih faktora i kvantitativnih pokazatelja u fazama izrade, usvajanja i implementacije planova. Istovremeno, uočava se odsustvo elemenata koji usmeravaju buduću izgradnju ka tipovima urbane strukture koji su prilagođeni klimatskim uslovima. Na osnovu urbanističkih i planskih analiza daju se opšte preporuke za unapređenje planske regulative koje su ugrađene u tekst Strategije održivog razvoja opštine Stari grad, koja pripada predmetnom području. Uočava se da u postojećoj teoriji postoji svest o značaju klimatskih promena i potrebi njihovog uzimanja u obzir pri projektovanju i planiranju ali ovaj aspekt još uvek nije našao mesto u praksi i konkretnim planskim dokumentima. Neophodno je uvesti jedan operativan pristup primeni mera adaptacije na klimatske promene u projektovanju i planiranju putem njihovog uključivanja u planske i zakonske dokumente kojima se reguliše budući razvoj grada.
AB  - Adaptation to climate change is increasingly becoming a decisive factor in the processes of designing and planning new or reconstructing existing urban fabric. The possibilities of integrating climate information of a specific area into the relevant planning documents and strategies are considered in this paper, giving the example of the inner city center of Belgrade. The available data on microclimate conditions and the state of the environment which can serve as the starting point for climate responsive design and planning is presented. Given the analyses of the urban and physical structure of the subject area, typical urban configurations that can be put in cause-effect links with specific microclimate conditions are pointed out. Finally, the paper analyzes how observed characteristics of urban structures, significant for establishing relationships between urban typology and climate conditions, are treated in the current planning documents. The dominant roles of economic feasibility and quantitative indicators in the processes of design and planning are recognized. At the same time, the absence of elements which guide building activities to climate responsible types of urban structure can be noticed. The main guidelines for improving the planning-related regulations, which have resulted from urban analyses and have been incorporated into the text of the Strategy, are given. Awareness of the importance of climate change and the need to take it into account while designing and planning has already been highlighted in professional circles, but this aspect has not yet fully found its place in practice and actual planning documentation. It is necessary to introduce an operational approach to the implementation of measures for adaptation to climate change in urban design and planning by including them in the design guidelines, regulatory frameworks and the legislation to control future development.

New Aesthetics of Bioclimatic Architecture

AB  - The use of elements of bioclimatic architecture: photovoltaic solar panels, different protection from sun, double-skin facades, transparent walls, voluminous insulations, tinted glass, green facades, mirrors, as well as many other elements, creates a new aesthetics which calls for new approaches to design.
The implementation of technological and other elements in the function of bioclimatic architecture in the following three designs: Eneko Center in Budva, "Ana" Hotel in Kanjiža and Office Building at the corner of the streets of King Milan and King Milutin in Belgrade, has been a subject of analyses of the use of new and conventional concepts.
As the basis of bioclimatic architecture, the paper analyzes local climate from two essential aspects: climatic aspect and aspect of regional architecture as an exponent of accumulated experience of local community. Further, the stated examples are analyzed from the aspect of programming and functional aspect which were a staring point in design. Based on the drawn conclusions formed on the basis of previous analyses, techniques were chosen followed by their implementation which resulted in certain aesthetic expression at a macro level and in details. The analysis of these three buildings is followed by a comparative analysis of similar buildings and implemented techniques from the world practice. 
The conclusive considerations are aimed at predicting the future trends in the development of future new aesthetics of architecture by implementing elements for improving energy efficiency in building, as well as how they influence freedom of architectural creativity.

AB  - Taking into consideration that growth of urban population has impacts on land use and that managing urban population change is one of the most important contemporary challenges, this paper deals with the sustainable development of peri-urban zones which represent important an environment where employment opportunities are developed and resources exploited (particularly agricultural resources) and environment where important recreational and leisure activities could be pursued. Within the review of current concepts and planning practices, the concepts of multifunctional agriculture and multifunctional landscapes in peri-urban zones are pointed out, as well as EU Developing Periurban Projects. The paper particularly focuses on the current situation in Serbia, where there is no specific legal basis for the planning of peri-urban areas, although there are positive examples of strategies, regulations and planning documents which treat agriculture and greenery in peri-urban zones in a sustainable manner.

Strategic environmental assessment and climate change in the Republic of Serbia: Support to development and adjustment process

AB  - The paper analyzes the SEA status in the Republic of Serbia in the context of climate change problem. In addition to an overview of current legal framework, status and relationship towards the planning process, special attention has also been dedicated to the analysis of current practice - the SEA of plans of different hierarchical levels - for the purpose of giving insight into the current state. The paper stress that the development of the SEA in Serbia has stagnated since the introduction of the Law on Strategic Environmental Impact Assessment ('Official Gazette of the Republic of Serbia', no.135/2004 and 88/2010) in the sense that there are no special activities in innovating methodological and procedural framework, nor public participation initiatives. Further, results of research that has been carried out indicate that climate change problems have not been systematically treated in the SEA, i.e. in plans, and that the existing legal framework is not fully supportive of this problem area. Based on the results, the recommendations have also been formulated which, amongst other things, include the formulation of special guidelines for carrying out the SEA which would, in particular, treat climate change in the sense of instructions related to phases of planning, level and coverage of plans including also examples of good practice, as well as strengthening of institutional framework and permanent education.

Methodological approach to the determination of landfill location for municipal solid waste: Case study: Regional landfill in Kolubara region

AB  - This paper presents a methodological approach in determining location for regional landfill municipal solid waste. The initial phase of this approach is based on defining the criteria and determining the elimination criteria of elimination (unacceptable) to locate a landfill area using GIS tools. Then define the criteria used in multicriteria evaluating potentially suitable locations and perform their grouping in weight classes that have certain specific values - wei ghts. By multiplying the weights with the assessment of individual criteria are obtained quantitative values (rates) criteria, whose simple sum received final grades of potential sites. If two or more sites rated approximately the same grade, it is possible to further evaluate the different scenarios that decision-making entities may point out advantages and disadvantages of each of these application scenarios. The research results were applied in selecting the location of a regional landfill for the eleven municipalities of Kolubara regions which received the research applicability.
AB  - U radu je prikazan metodološki pristup u određivanju lokacije regionalne deponije komunalnog čvrstog otpada. Početna faza u ovom pristupu zasniva se na definisanju eliminacionih kriterijuma i određivanju eliminacionih (neprihvatljivih) područja za lociranje deponije primenom GIS alata. Nakon toga se definišu kriterijumi koji se primenjuju u višekriterijumskoj evaluaciji potencijalno pogodnih lokacija i vrši njihovo grupisanje u težinske kategorije koje imaju određene specifične vrednosti - pondere. Množenjem pondera sa ocenom pojedinačnih kriterijuma dobijaju se kvantitativne vrednosti (ocene) pojedinačnih kriterijuma, čijim se prostim zbirom dobijaju konačne ocene potencijalnih lokacija. Ukoliko su dve ili više lokacija ocenjene približno istom ocenom, moguće je izvršiti dodatno vrednovanje po različitim scenarijima koje subjektima odlučivanja može da ukaže na prednosti i nedostatke primene svakog od navedenih scenarija. Rezultati istraživanja primenjeni su prilikom izbora lokacije regionalne deponije za jedanaest opština Kolubarskog regiona čime je istraživanje dobilo na aplikativnosti.

Početna faza u ovom pristupu zasniva se na definisanju eliminacionih kriterijuma i određivanju eliminacionih (neprihvatljivih) područja za lociranje deponije primenom GIS alata. Nakon toga se definišu kriterijumi koji se primenjuju u višekriterijumskoj evaluaciji potencijalno pogodnih lokacija i vrši njihovo grupisanje u težinske kategorije koje imaju određene specifične vrednosti - pondere. Množenjem pondera sa ocenom pojedinačnih kriterijuma dobijaju se kvantitativne vrednosti (ocene) pojedinačnih kriterijuma, čijim se prostim zbirom dobijaju konačne ocene potencijalnih lokacija. Ukoliko su dve ili više lokacija ocenjene približno istom ocenom, moguće je izvršiti dodatno vrednovanje po različitim scenarijima koje subjektima odlučivanja može da ukaže na prednosti i nedostatke primene svakog od navedenih scenarija. Rezultati istraživanja primenjeni su prilikom izbora lokacije regionalne deponije za jedanaest opština Kolubarskog regiona čime je istraživanje dobilo na aplikativnosti.",

AB  - The paper represents an analysis of the emergence and development of the urban structure of Bela Crkva, small town in southern Banat Danube area, and gives its urban morphology analysis, in order to make recommendations for future development and improvement of the quality of the built environment. Urban planning models upon which this settlement was developped and the factors that led to deviations from the initial planning concepts, along with a brief overview of the emergence and development of the planned settlements in present-day Vojvodina are explored and presented. Specific factors that led to the emergence of atypical elements in Bela Crkva urban structure are pointed out, and the relationship between typical and specific is analysed. Particular attention was given to the most important factors that led to deviations from strict geometric form, such as topography, climate, transportation, economy and demographics. Problems plaguing Bela Crkva today - negative demographic balance, the economic crisis and the deterioration of the existing built structure - are identified. The authors conclude that one can not expect further development of the urban structure of this settlement in the horizontal direction, but the transformation within the existing urban matrix, in the field of urban reconstruction. Some recommendations for further planning and development planning policies that are used for logical development and growth of settlements, in particular in order to preserve the identity of the village, are proposed.
AB  - U radu se razmatra nastanak i razvoj urbane strukture Bele Crkve, malog podunavskog grada u južnom Banatu, i daje njena urbomorfološka analiza, u cilju formiranja preporuka za budući razvoj i unapređenje kvaliteta izgrađene sredine. Istraženi su i prikazani planski modeli na osnovu kojih se odvijao razvoj ovog naselja i činioci koji su doveli do odstupanja od inicijalne planske koncepcije, uz kratak osvrt na pojavu i razvoj planskih naselja u današnjoj Vojvodini. Ukazuje se na specifične faktore razvoja koji su doveli do atipičnosti u urbanoj strukturi Bele Crkve i analizira odnos tipičnog i specifičnog. Dat je poseban osvrt na najznačajnije činioce koji su doveli do odstupanja od strogo geometrijskog oblika urbane strukture - na topografiju, klimu, saobraćaj, privredu i demografiju. Uočeni su problemi koji opterećuju Belu Crkvu danas - negativan demografski bilans, ekonomska kriza i propadanje postojeće fizičke strukture. AB  - Application of bioclimatic parameters in the design of tourist objects is an important factor for reducing energy consumption and preserving the environment. It represents the response to constant changing of climate conditions. Given the fact that development of tourism has negative consequences on the environment, it is necessary to examine the way design process can affect the reduction of energy and environmental pollution. This paper analyzes the principles of bioclimatic planning and design of the Spa Center at the Balkan Mountain that is one of the most valuable ecosystems in Serbia. Adaptation to the existing climate change was analyzed on two levels. The first level was urban factors that include analysis of local climate and environment that affect the positioning of the object and preliminary form. The second level was architecture factors with technical and technological solutions that can be achieved through the application of climate and energy responsible designing. Final analyses indicate that the bioclimatic approach is necessary in the initial stage of setting preliminary design for the building, because later it would take more effort to install technology that requires time and the whole process makes much more expensive. The work indicates that the energy needs of optimized Spa center like represented, from the very beginning of planning and designing, can be drastically reduced.
AB  - Primena bioklimatskih parametara kod turističkih objekata bitan je faktor smanjenja energetske potrošnje i očuvanja okoline i predstavlja odgovor na promenljive klimatske uslove. S obzirom da razvoj turizma u neurbanizovanom prirodnom okruženju ima negativne posledice na njega, bilo je potrebno ispitati na koji način se u procesu projektovanja može uticati na smanjenje zagađenja i uklopiti u okruženje. Ovaj rad analizira principe bioklimatskog planiranja i projektovanja na primeru Spa centra na Staroj planini koja spada u jedan od najvrednijih ekosistema u Srbiji. Adaptacija objekta na postojeće klimatske promene analizirana je na dva nivoa. Prvi nivo razmatra urbanističke faktore koji obuhvataju analizu uticaja lokalne klime i predela na pozicioniranje objekta i definisanje preliminaranih formi. Drugi nivo su arhitektonska i tehničko-tehnološka rešenja čijom primenom se postiže energetski odgovorno projektovanje. Finalne analize ukazuju da je bioklimatski pristup neophodan u početnim fazama projektovanja, od postavke idejnih skica objekta, jer kasnija ugradnja tehnologija u objekat traži vreme i poskupljuje ceo proces. Ovaj rad ukazuje da utrošak energenata od fosilnih goriva, ovako optimizovanog Spa centra, od samog početka planiranja i projektovanja može biti značajno smanjen.

AB  - Склоп наслеђених културно-историјских и амбијенталних вредности је замајац развоја туризма у руралним подручјима. Постојеће потенцијале треба афирмисати, по потреби обновити или кад се ради о природним вредностима учинити доступним. У раду се разматра обнављање привредних, културних и пољопривредних делатности које су препознате у датој средини а затим даје предлог нових садржаја културе, спорта, забаве и едукације који би са постојећим учинили понуду комплетнијом и занимљивијом за туристе. Анализирају се три подручја: Левач са својим културно-историјским споменицима, народном архитектуром, старим занатима и пољопривредном производњом, затим простор села Балта Бериловац, Ћуштица, Црни Врх и Топли До са новим ски-центром као централним мотивом и природном реткошћу Бабин зуб на Старој планини и простор између села и манастира Поганово и Звоначке бање,и на крају, кањон реке Јарма са околним селима Трнско Одоровце, Власи и Комије.
Сва ова наведена подручја су у дневној изохрони и чине понуду другачијом и уз адекватну надградњу комплетном за кориснике. Ова три одабрана примера послужила су да се дође до основних закључака и принципа за обједињавање понуде у оквиру развоја туризма у руралним подручјима.
Основна теза која се доказује у раду је да би требало остварити универзалне стандарде у домену комфора и услуга, а у томе су од великог значаја препознатљивост и разноликост туристичке понуде којима се постиже већа привлачност за кориснике али и активира локална заједница те су економски ефекти већи и долази до равномернијег територијалног развоја.
AB  - Set of  inherited cultural, historical and environmental assets give the impetus for tourism development in rural areas. Existing resources should be promoted, if necessary update and when it comes to natural assets made available. The paper discusses the restoration of economic, cultural and agricultural activities that are recognized in their communities and the proposing of new programs of culture, sports, entertainment and education to be realized and make the offer more complete and interesting for tourists.  The three rural areas are analyzed: Levac with its cultural and historical monuments, vernacular architecture, old crafts and agricultural production, then the area of rural settlements Balta Berilovac, Custica, Crni Vrh and Topli Do with the new ski center and the natural rarity Babin Zub in the mountain Stara planina. At last the area between village and monastery Poganovo and Zvonacka Banja, the canyon of the river Jerma and the surrounding villages Trnsko Odorovce, Vlasi and Komije.  All these places can be included in the daily tourist tour and make distinctive and complete tourist offer after appropriate intervening. The three selected instances were used to reach conclusions and main principles which can be implemented in strategies for tourism development in rural areas.  The main thesis to be proved in this paper is that the achievement of universal standards in the domain of comfort and services gives important contribution to uniqueness and diversity of tourist offer as well as it provides more balanced territorial development.

AB  - Етно-села представљају комерцијални дериват етно-паркова, односно музеја на отвореном. Музеолошка форма етно-паркова, настала у XIX веку као специфичан начин представљања и чувања народне културе, развијала се до данас попримајући различите појавне облике често са значајном комерцијално-туристичком компонентом. У овом раду аутори разматрају настанак и развој ових концепата са посебним освртом на стање у Србији. Дискутују се специфичности и разлике етно-паркова и етно-села и дају начелне препоруке за стварање мреже етно-паркова и еко-музеја код нас. Посебно се указује на значај који ови архитектонско-урбанистички комплекси могу да имају за привредно оживљавање окружења у коме се налазе, а нарочито за развој туризма.
AB  - Ethno-villages are a commercial form of open-air museums (ethno-parks). Museological concept of open-air museum arose in the XIX century as a specific way of presentation and preservation of folk culture and has been developing since in different forms, often with significant commercial and touristic component. In this paper the authors consider the emergence and the development of these concepts with particular reference to the situation in Serbia. The specifics of open-air museums and ethno-villages and the differences between them are discussed and general recommendations for creating a network of open-air museums and ecomuseums in our country are presented. The importance which these architectural and urban complexes may have for economic revival of the environment in which they are located, and especially for tourism development is emphasized.
