Preobražaj malih gradova u Srbiji – od urbanog propadanja do novog identiteta

AB  - U radu se analizira funkcionalno-prostorna transformacija malih gradova u Srbiji u periodu postsocijalističke tranzicije, prihvatajući mišljenje da su mali gradovi na prekretnici demografskog, ekonomskog i socijalnog razvoja. Dok prostorni planeri neprekidno upozoravaju na neophodnost decentralizacije i uravnoteženog regionalnog razvoja, stvarni trendovi pokazuju da mali gradovi gube urbane funkcije, slabe u ulozi centara ruralnog razvoja i suočavaju se sa ubrzanim procesom urbane degradacije. Otuda potreba da se preispita funkcionisanje mreže urbanih centara, sa težištem na treći nivo – opštinske centre, koji se u kontekstu ovog rada svrstavaju u kategoriju malih gradova (prvi i drugi nivo su nacionalni i regionalni centri prema osnovnoj hijerarhiji urbanih centara). Istraživanje je obuhvatilo ocenu održivosti malih gradova – opštinskih centara u Srbiji, u relaciji sa njihovim tipološkim karakteristikama. U prvom koraku, izdvojeni su pojedini tipovi malih gradova prema veličini, regionalnom položaju, dostupnosti i funkcijama. U drugom koraku, izdvojeni tipovi su analizirani preko odabranih indikatora koji uključuju demografski, ekonomski i socijalni aspekt održivog razvoja. Konačno, kvantitativna analiza razvojnih trendova dopunjena je kvalitativnim studijama slučaja za nekoliko malih gradova u Srbiji. Namera je da se osvetle perspektive i mogućnosti za male gradove, kao i da se prilagode već stečene predispozicije i atraktivnost, kako bi mogli da odgovore savremenim razvojnim izazovima.
AB  - The paper discusses urban transformation of small towns in Serbia in the period of post-socialist transition by taking a stand that small towns are at a turning point in terms of demographic, economic and societal development. While spatial planners are bringing the attention to the need for decentralisation and balanced reguonal development, real trends show that small towns are losing urban functions, have a weakening role as centers of rural development, and face accelerated process of urban decay. These challenges require evaluation of the functional aspects of urban network with the focus on the third level – municipal centres (first and second level reffer to the national and regional centers), which are in the context of this paper considered within the category of small towns. The main aim of the research is to provide an assessment of typological aspects in relation to the sustainability of small tows in Serbia. Firstly, different types of small towns were identified and singled out according to size, regional location, accessibility and urban functions. Secondly, the selected types were analysed by using demographic, economic and social indicators for sustainable development. Finally, quantitative analysis of development trends was complemented by a set of qualitative case studies of several small towns in Serbia. The intention is to shed light on the perspectives and opportunities for small towns, as well as to adjust the indogenius capacities and attractiveness to respond to contemporary development challenges.

AB  - This paper analyses the impact of COVID-19 pandemic on residential preferences, housing
affordability and building construction issues that have been experienced through housing sector in Serbia, especially in the case of its capital city Belgrade. The starting research question is whether COVID-19 pandemic further potentiated the already present socio-spatial issues emerging since the beginning of post-socialist urban transition. The methods used in this study include comparative analyses of statistical data and research findings on housing in the period 1990-2020 and available relevant data and knowledge in this field from the first quarter of 2020 until today. Regarding residential preferences, some recent research showed that the situation of pandemic exacerbated already encapsulated lifestyles and fear from economic recession, as well as it prompted changes of living patterns towards longer duration of staying at home. The pandemic has further disrupted affordability of housing for all social groups, and mostly for the disadvantaged ones. On the other hand, the world pandemic that nobody could predict the end of, has opened up some new opportunities in the construction sector, such as an intensified use of digital technology.

AB  - У раду се разматра примена и развој виртуелне реалности (ВР) и проширене реалности (АР) у урбанистичком планирању, а у циљу што јасније перцепције и схватања постојећег стања, наслеђених конфликата у простору, дефинисања циљева и провере потенцијалних решења. 3Д приказ (3ДименсионВиеw) је данас заступљен у свим сферама инжењеринга, као и у процесима дефинисања проблема и изналажењу интегрисаних решења на пољу урбанистичког планирања. У раду се објашњавају могућности примене 3Д приказа и имплементације ВР и АР у урбанистичком планирању кроз одабране примере.
AB  - The paper discusses the application and development of Virtual Reality (VR) and Augmented Reality (AR) as computer-generated interactive environments, in order to more clearly perceive and understand spatially inherited conflicts in space, define goals and potential solutions. 3D display (3DimensionView) is today represented in all spheres of engineering, as well as in the processes of defining problems and finding integrated solutions in the field of urban planning. The paper explains the process of application of 3Dmodel and implementation of VR and AR in urban planning through selected examples.

AB  - U radu se razmatra sadržaj i karakter plana generalne regulacije, kao posebne vrste urbanističkog plana, te njegova pozicija u pravnom okviru urbanističke regulacije u Srbiji XIX, XX veka i danas. Prema najskorijim izmenama Zakona o planiranju i izgradnji, on postaje osnovni regulacioni plan, što implicira da se na najvećem delu planskog obuhvata može sprovoditi neposredno, bez obaveze dalje urbanističke razrade. Imajući u vidu da obuhvat ovih planova često čine cela naselja, u praksi se javlja problem nesprovodljivosti planova generalne regulacije, s obzirom da se kroz planske smernice nedovoljno prepoznaje heterogenost fizičke strukture i specifičnost pojedinih urbanističkih celina.
AB  - The paper discusses the content and character of the general regulation plan and its position in the legal framework of urban regulation in Serbia up to date. The latest Law on Planning and Construction promotes it as the basic regulatory plan, implying the direct implementation without developing the detailed regulation plans for certain parts of the planned area. Having that the planned area subsumes entire settlements, the difficulties in the implementation of general regulation plans are related with the fact that the planning guidelines do not recognize the heterogeneity of the physical structure and the specificity of certain urban entities.

The influence of economic parameters on the level of light pollution: Causes, consequences and solutions for the improvement of the environment

AB  - The purpose of this paper is to raise the awareness of the importance of light pollution as an essential, but neglected factor that impacts the living and the built environment. One of the main causes of light pollution is the continual economic growth of the cities. Two studies have been presented with an aim of clarifying the attempts made so far in establishing the way population growth and living standards affect light pollution. The unique contribution of this paper is that the correlation between the economic parameters that imply a certain living standard of a country to the level of its light pollution is analysed using the Pearson Correlation Coefficient. For the first time a very accurate VIIRS (Visible Infrared Imaging Radiometer Suite) is used for the measurements of light radiation in order to determine such a correlation. The analysis takes into account the African continent as one of the poorest parts of the world, and Europe, as one of the richest continents. The consequences of light pollution and some ways of reducing and minimizing it have been explained through case studies. The paper highlights the need for change in local authorities' approach to solving the problem of light pollution, raising citizens' awareness of the issue, as well as proposing zoning parameters in lighting design of public spaces.
AB  - Rad ima za cilj da skrene pažnju na važnost pojave svetlosnog zagađenja kao bitnog, a zanemarenog faktora koji utiče na životnu sredinu, ali i da stavi akcenat na glavne uzročnike i posledice istog, koje mogu biti širokih razmera. Jedan od važnih uzročnika porasta nivoa svetlosnog zagađenja je ekonomski razvoj gradova. U cilju pojašnjenja dosadašnjih pokušaja da se ustanovi na koji način porast populacije i životnog standarda utiču na količinu svetlosnog zagađenja, izdvajaju se dva naučna istraživanja u kojima se analizira ovaj odnos. Jedinstven doprinos ovog rada je činjenica da je za analizu međusobne povezanosti ekonomskih parametara koji ukazuju na nivo životnog standarda u državi i nivoa svetlosnog zagađenja korišćen Pirsonov koficijent korelacije. Po prvi put se za utvrđivanje ove korelacije koriste merenja svetlosnog zračenja vrlo preciznim VIIRS uređajima o kojima će reči biti kasnije. U iznetim studijama slučaja su obuhvaćene zemlje afričkog kontinenta, kao najsiromašnijeg dela sveta i evropskog kontinenta, kao jednog od bogatijih kontinenata. U radu se ističe potreba za neophodnom i korenitom promenom u pristupu gradske uprave rešavanju problema svetlosnog zagađenja, podizanjem svesti građana i uvođenjem pojma zoniranja u domenu planiranog osvetljenja javnih gradskih prostora.
