Impacts of Demographic Change on Economic Development and Territorial Cohesion – Example of Serbia

AB  - Demographic change induces significant socio-economic impacts. Their extent differentiates from country to country, as well as within the national borders, which results in significant regional differences. The regional level is commonly a subject of decision-making, economic development, and spatial planning; in Serbia, however, it has been rather neglected, among other reasons, for not having administrative nor legal autonomy (except autonomous provinces Vojvodina & Kosovo and Metohija). As a result, regional disparities in Serbia are among the greatest in Europe. This research is designed as a case study that examines demographic change impacts on regional economic development. Firstly, NUTS 3 regions in Serbia will be divided into several groups as a result of cluster analysis, including testing the most optimal number of clusters. Secondly, clusters will be analysed through 30 socio-economic indicators in the field of education, mobility, occupation, employment, etc. The clusters will be determined based on population growth rate (2002-2011) and average population age (2011), i.e. the main demographic change aspects, and socioeconomic indicators will refer to 2011, as the most recent year with available data. The research results will provide further insights into the way and extent to which demographic change impacts regional economic development, hence territorial cohesion.

This paper reviews and systematizes social impact methodologies, criteria, and indicators for mining regions. The research indicates the necessity of analyzing social impacts based on communication and cooperation with the local community. There is an evident need for an ex-post study that applies social impact assessment techniques and indicators for decision-making improvement.

Urban Regeneration in Post-Socialist Serbia under Neoliberal Capitalism – Belgrade Example

AB  - The modern-day practice of urban regeneration is generally perceived as a mean of
improving the physical and social tissue of cities and towns, along with involvement
of stakeholders in decision-making and respect of the basic postulates of sustainability.
The experience of the European post-socialist societies has however indicated that
market-driven urban development can raise many contradictions and critics. So far,
the research studies have shown that the current urban development of post-socialist
transitional Serbian society under the auspice of neoliberal capitalism (enthroned
on October 5, 2000) has spawned in many cases numerous negative outputs. Within
the frame of Serbian proto-democracy, this is an expected consequence of the abolition
of the general interest in favor of the private ones which paved the way to private-
investors oriented planning, simultaneously neglecting social and environmental
dimensions. Negative aspects of the prevailing neoliberal approach to urban regeneration
are primarily reflected in the example of the capital of Serbia, Belgrade. Mostly
futuristic residential and commercial/business complexes are springing up, mainly in
the core center or along waterfronts, the most famous of which is the contradictory
Belgrade Waterfront mega-project. New urban (mega)projects are most often shrouded
in secrecy, the public is informed from the media, in the phase when all decisions
have already been made without proper public participation. Numerous new housing
complexes in central municipalities contribute to densification but without provision
of accompanying social and educational facilities. The existing COVID-19 crisis has only
provided further increase of those negative trends. Though the analysis of some specific
urban regeneration projects in Belgrade we will tend to enlighten some lacks of
the existing market-oriented planning system, legal regulations, policies, partnerships
and other instruments and propose improvements of the existing practice.

Citizen Participation Offers Lessons to Climate Change Management

AB  - The paper presents some lessons learned from the view and experience of the local population on
climate change impacts. A survey among the rural population in Serbia measured their awareness,
impact of climate change, and actions applied against it. The results indicated that respondents
recognize the role of human activities in climate change; TV and the internet are primary information sources; the distinction between adaptation and mitigation is unclear; whereas droughts, floods, and hail are the most frequent manifestations of climate change in rural Serbia. In conclusion, further awareness of climate change details should be channeled through TV and the internet as the most popular sources of information, especially regarding the unclear difference between adaptation and mitigation. Future financial measures should address repairmen of the damages caused by the most common issues.

AB  - One of the biggest and most important mountain ranges in Europe, the Carpathians, is being threatened by different human activities. The Framework Convention on the Protection and Sustainable Development of the Carpathians (Carpathian Convention) represents one of the international efforts to protect the biodiversity of this area through multilateral cooperation. Serbia is one of the signatory parties, where the area protected by the Convention currently coincides with the Đerdap National Park (ĐNP) boundaries. Serbia mainly lags in protocol and amendment ratifications, which is suspected to hinder the potential benefits regarding the sustainable development of this region. By analysing selected sustainability indicators for the years 2003, 2011, and 2019 we tried to enlighten if developments were sustainable. Data were also presented by the spider evaluation method. Despite certain limitations in data availability, research showed that there are positive economic and environmental changes, despite depopulation and aging of local inhabitants. But major efforts are still to be undertaken, especially regarding environmental sustainability and implementation of national and international regulation.

AB  - The study analyses the decision-making, planning and governance (DMPG) of urban mega-projects (UMPs) and elaborates on it in a case study of real estate financialization by the Belgrade Waterfront Project (BWP). In order to systematize numerous challenges in urban planning and governance that enabled the BWP, various analytical tools are applied. This approach combines the components of qualitative ex-post analysis, critical discourse analysis and stakeholder analysis. The analyses of the legislation and the DMPG related to the BWP indicate: (1) a regulationist state-led process as a ‘top-top’ approach in governance; and (2) the existence of certain controversies in the legal and planning approaches (e.g., lex specialis for expropriation, out-sourcing of planning decisions, a closed fast-track decision-making cycle, and the alienation of public construction land free of charge). It is argued that a combination of top-down political power, international business and limited citizens’ participation shapes the BWP. Finally, an improved approach for governing UMPs is suggested which is based on greater transparency, an improved regulatory and institutional framework, as well as innovation in the urban planning and governance arrangements to facilitate challenges for ongoing UMPs.

Finally, an improved approach for governing UMPs is suggested which is based on greater transparency, an improved regulatory and institutional framework, as well as innovation in the urban planning and governance arrangements to facilitate challenges for ongoing UMPs.

abstract = "The study analyses the decision-making, planning and governance (DMPG) of urban mega-projects (UMPs) and elaborates on it in a case study of real estate financialization by the Belgrade Waterfront Project (BWP). In order to systematize numerous challenges in urban planning and governance that enabled the BWP, various analytical tools are applied. This approach combines the components of qualitative ex-post analysis, critical discourse analysis and stakeholder analysis. The analyses of the legislation and the DMPG related to the BWP indicate: (1) a regulationist state-led process as a ‘top-top’ approach in governance; and (2) the existence of certain controversies in the legal and planning approaches (e.g., lex specialis for expropriation, out-sourcing of planning decisions, a closed fast-track decision-making cycle, and the alienation of public construction land free of charge). It is argued that a combination of top-down political power, international business and limited citizens’ participation shapes the BWP. Finally, an improved approach for governing UMPs is suggested which is based on greater transparency, an improved regulatory and institutional framework, as well as innovation in the urban planning and governance arrangements to facilitate challenges for ongoing UMPs.",

AB  - Like most European cities, cities in South-east Europe (SEE) have been growing throughout the 20th century, however, since the end of the 1980s, the mechanisms of urban growth and expansion have changed radically: from development fully determined by central planning to market-led urban development. This paper examines how planning in large SEE cities is coping with the challenge to balance the action of the market and achieve planning goals relating to the form of urban growth and expansion. As case studies we analyse the master plans of Sofia and Belgrade and their implementation. We have two research questions: first, whether planning in the two cities has considered the role of the market when defining its objectives, measures and solutions regarding the forms of urban growth and the development of in suburban areas, and, second, whether planning has been able to influence the market or cooperate with it in order to achieve its objectives in suburban development.

Participatory planning in the urban development of post-socialist Serbia

AB  - In recent decades (especially in the most developed parts of the world), researchers, urban decision makers, planning managers and politicians are devoting much greater attention to the opinion of the local population, as long-term experience has shown that meaningful, integrated, interactive and continuous public involvement in decision making will increase the quality, legitimacy, and overall social, economic and environmental efficiency of a planned development.

Especially in more developed democratic societies, citizens are demanding and gaining more power in decision making, and at the same time they have much more influence in planning the development of their own urban environment. This is also being supported through the development of related legislation (hard and soft laws), and traditional/formal and new/informal instruments that have particularly been enabled by the development of ICT.

After explaining the contextual factors, this research will provide a brief historical overview of participatory planning in Serbia. Current trends and tendencies in public participation in post-socialist Serbia will be analysed in more detail, and related legislation compared with some of the countries in the region. A case study of Savamala neighbourhood in Belgrade will be used to portray the multiple actors that exist in a small urban area, and their relations. Beside the traditional participation tools, the paper will propose new instruments suitable for application
in post-socialist societies.

It provides recommendations for future research and application, improvement of planning approach and continuing in-depth analysis for managing the undesirable consequences of the UMPs, including the determination of the interplay between different pools of power.

AB  - This paper studies the changing roles of planning and the market in the context of urban growth and suburbanization in the capitals of Serbia and Bulgaria, specifically with regard to the socio-economic changes experienced in Southeast Europe over the past decades. With a focus on the post-socialist period, the work also examines specific features of the socialist period, so as to make important distinctions between the two. The research question in this paper is: Is planning or the market responsible for the form of growth that has occurred in Sofia and Belgrade? One methodological problem for the study is that in reality, most urban processes are to a degree both market driven and centrally planned. Thus, it can be difficult to distinguish between the distinct roles and outcomes of planning and the market. To solve this problem, the paper analyzes situations in which either planning or the market is dominant, so as to be able to clearly determine the impact of each mechanism on the resultant development. The paper concludes that urban growth and suburbanization are generally engendered by market forces, whereas the role of planning is to improve and refine the action of the market. When planning ignores the market, it results in failed or inefficient urban forms. However when planning is absent, urban development fails to meet reasonable standards.

AB  - The key aim of this contribution is to present the indicandum (the indicated issues, that is, urban sprawl and urban land) which are usually measured by a
number of indicators, the criteria for selection variables, the identification and
classification of the key indicators (quantitative) and their description. Also, a
concomitant aim is to derive some quantitative indicators critical for urban sprawl and urban land policy. As for the methodology used here for the preliminary identification of the indicators in question, the criteria are derived from standard evaluation of limit values and goals of, while the indicators are derived from measurements. Both concepts define the means or tools which have been used for the collection, analysis, evaluation and comparison of information about different issues, as well as tools for the integrated impact analysis of urban processes on urban land-use and policy. We have defined a preliminary set of indicators for urban sprawl, urban land-use and concomitant policy, grouped into five categories: 1) Key indicators of urban sprawl and urban land; 2) Anticipatory indicators of urban sprawl; 3)  Basic market indicators of urban land and real estate; 4) Indicators of multi-functional urban land-use; and 5) Composite indicators (indices).

Transformation of Housing Policy in a Post Socialist City: The Example of Belgrade

AB  - The paper explores the transformation of housing regulations and policies related to the changes in Serbia's historical and post-socialist context and its effects on the urban development of the Belgrade Metropolitan Area (BMA). The socialist concept of the welfare state was transformed in a very short time into a neoliberal economic concept, with deregulation of the housing legislation, especially by mass privatization of social (public) housing stocks. In the post-socialist era, four main types of housing policies have been identified: 1) fast and total privatisation of state-owned dwellings; 2) vast illegal housing construction; 3) dynamic growth of commercial housing, and 4) slow and limited growth of a new social housing policy. The changes to the housing laws during the transitional period include major negative implications of housing policies on the urban development policy of the BMA, and are as follows: 1) the privatisation of 266,500 state-owned dwellings for a pittance, resulting in only 1.5% of public-owned dwellings in Serbia (2.18% in the BMA); 2) vast illegal housing (1.4 million of totally 4.6 million buildings in Serbia; 0.2 million only in the BMA); 3) inefficient new social housing policy with a symbolic number of new residential units, and 4) extremely inefficient urban land use as a consequence of ineffective residential, urban and other policies (in the BMA, urban land consumption increased to 670 m2/p.c. in 2012, showing extremely inefficient urban land-use compared to the European level). These findings demonstrate a highly unsuitable post-socialist mode of housing policy transformation (by changing the previous laws according to a strong neoliberal course) and also show the patterns of short-term policies (i.e. privatisation) with marginal financial effects, very limited success of new social housing, and socially unsustainable illegal housing and urban policies.

Participatory urban transformations in Savamala, Belgrade - capacities and limitations

AB  - This paper analyses the implications of participatory urban design in Belgrade, namely of the series of recent unsolicited activities that has contributed to setting up a specific micro environment in the neighbourhood of Savamala. Its main aim is to promote bottom-up urban development, surpass current profit-oriented trends, and benefit from socio-spatial contradictions as opportunities for creativity and participation. The Savamala neighbourhood is among the most important landmarks in Belgrade. Endowed with rich historical heritage and extraordinary spatial potential, Savamala is now a traffic bottleneck with intense pollution, urban noise and socio-spatial conflicts. In order to set up an engine for urban development, several streams of participatory activities have been launched by NGOs and IOs, such as: online campaigns and networking, informal research activities, pop-up events and instant actions for societal progress and bottom-up economic activities. The Actor-network theory (ANT) methodological approach demystifies the circumstances of participation and the role of various actors in building pathways of urban transformations in Savamala, while the Multi-agent system (MAS) proposes the framework for tracing their behaviour at the neighbourhood level. A complex post-socialist framework presents a challenge for these participatory activities to provide opportunities for urban transformations, based on social interest rather than on real estate speculations. In the lack of official strategies and institutionalised support, the MAS-ANT method involves estimating whether an economy of social exchange could contribute to improving the quality of life and functionality of urban systems.

AB  - The key objective of this paper is to provide an overview of the historical context and development of construction land and its relations to urban development in Serbia. The paper discusses global developmental contexts, legal frameworks and changes of the Serbian urban land policy from the end of the 19th century until today. We emphasize the delay of reforms in Serbian urban land policy as a consequence of the complexities of legal framework, especially under the conditions of the economic and societal transformation (after 2000). The paper presents the original results of the historical changes of the legal system in the field of urban land policy and its connection with the system of spatial/urban planning. Also, we provide recommendations for the future urban land policy, which include further transformations of the legal framework in the post-socialist/transitional period. There is a long lasting need for readjusting the current planning and urban land policy in Serbia, as well as for introducing new urban land policy tools.

A Preliminary Analysis of Sustainable Development in the Belgrade Metropolitan Area

AB  - The paper provides a comprehensive analysis of the sustainable development in the Belgrade Metropolitan Region - BMA (level NUTS 2) preliminary evaluating the three chosen components: 1) economic growth and developmental changes; 2) competitiveness; and 3) territorial concentration and industrial specialization. First, we identified the main results of development changes and economic growth by applying Shift-share analysis on the metropolitan level. Second, the empirical evaluation of competitiveness in the BMA is based on the analysis of absolute and relative values of eight indicators by Spider method. Paper shows that the consideration of the national share, industrial mix and metropolitan/regional share in total Shift share of the BMA, as well as economic/functional specialization of the BMA indicate very strong process of deindustrialization. Allocative component of the BMA economic growth has positive value, reflecting the above-average sector productivity compared to the national average. Third, the important positive role of metropolitan/regional component in decomposition of the BMA economic growth is highlighted as one of the key results. Finally, comparative analysis of the industrial territorial concentration in the BMA in relation to Serbia is based on location quotient (LQ) or Balassa index as a valid measure. The results indicate absolute and relative differences in decrease of industry territorial concentration as well as inefficiency of utilizing territorial capital in the BMA. Results are important for the increase of regional competitiveness and territorial distribution in this area as well as for improvement of sustainable metropolitan and sector policies, planning and governance on this level.

Paper shows that the consideration of the national share, industrial mix and metropolitan/regional share in total Shift share of the BMA, as well as economic/functional specialization of the BMA indicate very strong process of deindustrialization. Allocative component of the BMA economic growth has positive value, reflecting the above-average sector productivity compared to the national average. Third, the important positive role of metropolitan/regional component in decomposition of the BMA economic growth is highlighted as one of the key results. Finally, comparative analysis of the industrial territorial concentration in the BMA in relation to Serbia is based on location quotient (LQ) or Balassa index as a valid measure. The results indicate absolute and relative differences in decrease of industry territorial concentration as well as inefficiency of utilizing territorial capital in the BMA. Results are important for the increase of regional competitiveness and territorial distribution in this area as well as for improvement of sustainable metropolitan and sector policies, planning and governance on this level.",

The negative implications of the prolonged crisis on the new urban development policy and urban land tools can postpone the establishment and application of guidelines for limiting the urban sprawl. This paper presents a brief literature review, as well as the current urban land policy and land-use efficiency in the BMA. Traditional urban land tools will be shortly described, followed by recommendations for limiting sprawl. There is a need for readjusting the current planning and urban policy regarding the urban sprawl, from an urban "command-and-control" approach to a "learn-and-adapt" approach. We suggest the introduction of more innovative and flexible urban land policy tools.

AB  - Over the last three decades, Serbia has moved from a mixed centrally planned deliberative self-governing economy to a market-based economy, but key institutional reforms are still not complete. Based on the contextual framework of post-socialist countries and theoretical background, this research focuses on the interaction between spatial regularization and existing planning instruments versus urban land market and land-use policy, and their impact on urban expansion in the Belgrade metropolitan area (BMA). The intention is to clarify the implications of urban land use policies and their (im) balance with planning instruments and the land market. The contextual framework of post-socialist Serbia, the transformation of its urban land policy as well as the land development management in the BMA illustrate complexities of spatial regularization, further emphasized by the delay in introducing and adopting new urban land policy. Key findings include: extremely inefficient urban land use and excessive urban sprawl (in the last two decades the urban area has tripled; with high urban land consumption of 670 m(2) per capita compared to other metropolitan cities); and important role of urban land policy (existing, still untransformed instruments contribute to urban sprawl).

AB  - Apstrakt: Na području Kostolačkog ugljenog basena već više od pola veka obavlja se obimna eksploatacija lignitskog ležišta, a poslednjih 15 - 20 godina i eksploatacija nafte i gasa u neposrednoj blizini akvatorije Dunava. Obimna eksploatacija mineralnih sirovina ima značajne uticaje na privredni i socijalni razvoj područja, uslove korišćenja drugih resursa, prostorni razvoj i degradaciju životne sredine. U radu je analizirana raspoloživost prirodnih resursa na ovom prostoru i mogući konflikti koji nastaju kao posledica eksploatacije ugljenog ležišta i korišćenja drugih prirodnih resursa. U zaključnim razmatranjima ukazuje se na mogući pristup održivom korišćenju prirodnih resursa u velikim ugljenim basenima, a posebno u Kostolačkom basenu. Pritom se poseban značaj pridaje istraživanjima i planiranju u oblasti prostornog razvoja. Rad je zasnovan na studijskoj i dokumentacionoj građi prikupljenoj za potrebe Prostonog plana područja posebne namene Kostolačkog lignitskog basena.
AB  - Abstrakt: For more than half a century lignite coal is being exploited in Kolubara mining region, while in the last 15 - 20 years oil and natural gas have been also exploited near the Danube river. Extensive exploitation of mineral resources created significant impacts on economic and social regional development, on the conditions of utilising other natural resources, spatial development and environmental degradation. The paper analyses availability of natural resources in this region, as well as possible conflicts arising as the consequence of coal exploitation, as well as utilisation of other natural resources. The concluding remarks point out at possible approach to sustainable use of natural resources in big mining basins, and especially in Kostolac basin. The special attention is given to research and planning in the area of spatial development. The paper is based on study material and documentation collected for compilation of the Spatial Plan of Special Purpose Area of Kostolac Lignite Basin.
