The Role of Strategic Environmental Assessment in Precautionary Protection of the Environment During the Development of Renewable Energy Projects

AB  - Despite numerous undeniably positive effects of using renewable energy sources on space, and the reduction of energy sector environmental impact and carbon footprint, certain side effects renewable energy projects could implicate in space still pertain. The intensity of negative effects is in direct correlation with the project type (a wind farm, a solar power plant, a biomass power plants, etc.), predominantly impacting biodiversity, population (e.g. noise, shadow flicker effect), landscape, repurposing of land, etc. Such impacts often come as a consequence of inappropriate spatial positioning of power plant facilities that use renewable energy sources and/or inadequate solutions applied in the project planning stage. That is why applying the principle of precautionary protection in the earliest phase of project developing, while it is still being planned, is of utmost importance, allowing minimisation or elimination of all negative effects by opting for most favourable spatial solutions. The paper underscores the significance of Strategic Environmental Assessment (SEA) process in renewable energy sources project planning as a globally adopted instrument in precautionary protection of the environment and spatial planning. The focus is on the role of the SEA process in selecting the optimum solutions for preventing potential conflicts in space, simultaneously reducing risks for the investors in the project development process. Such an approach enables sustainable solutions in renewable energy use, on the one hand, and creates a sound base for investment in such projects, on the other. Of particular importance in SEA are the holistic approach and the use of semi-quantitative method of multicriteria assessment of planning solutions, but also building foundations for the implementation of EIA and ESIA processes based on precautionary environment protection solutions. That is exactly the way the EIA and ESIA processes, which are the continuation of the SEA process, can be effectively implemented in the final phases of project development, simultaneously reducing investment risks, which is of no less importance.

National parks biodiversity preservation and improvement: the case study of Djerdap

AB  - As a country in the Danube river basin, with specific low-lying and
mountaineous terrain, Serbia abounds in quite diverse natural systems. As a part of the
Carpathian-Balkan massif, the area of the Djerdap gorge and national park boasts high level
of species and ecosystem diversity. When it comes to flora, it is one of the primary centres
of plant diversity in Southeast Europe, a home to over thousand taxons, the large number
of which are relict, endemic and endangered species. Vegetation comprises over fifty plant
communities and/or forest and shrub species. Such diversity of life has earned Đerdap its
status of national and international protected area, making it an EMERALD Network member,
a Ramsar site, an IBA, IPA and PBA area. Đerdap is featured on the World Cultural and Natural
Heritage Tentative List (UNESCO) and the list of Carpathian areas (Framework Convention
on the Protection and Sustainable Development of the Carpathians, BioREGIO Carpathians
Project, etc.), and designated to become a biosphere reserve (MаB). The greatest limitations
and threats to this area come from land repurposing, infrastructural development, forest
destruction, ecosystems degradation and similar. A major element in preventing the negative
consequences and causes of the shrinking biodiversity is advancing the management system
of a protected area. It implies efficient maintenance and preservation of natural values,
research and monitoring, conservation, rehabilitation of damages, landscape regulation,
etc. The paper presents the concept of spatial planning in such areas, with special attention
to the preservation and implementation of relevant planning solutions, laws, strategies and
international documents.

Demand for building water reservoirs as a basis for sustainable space management in the Republic of Serbia

AB  - The purpose of planning space for water reservoirs is to produce aplan as a final product of dynamic activities focused on realizing the idea of purposeful space. In a wider context, the process of spatial planning of multipurpose systems intended for water supply is a controlling structure of events directed towards producing changes in space in a certain time horizon as a precondition for progress of a community. Water supply to the population and economy, intensive erosion, and torrential floods in mountainous regions in the Republic of Serbia stress the significance of managing the existing water reservoirs and call for the need for planning and building the new ones. These key infrastructure facilities enable the integral use and protection of drainage basins and prevent degradation of certain natural resources. One of the basic characteristics of water reservoirs is their multipurpose role in the social and economic development. Apart from their major role in water supply and power production, reservoirs directly impact hydrological regimes, sediment transport, biodiversity in aquatic and terrestrial ecosystems, microclimatic characteristics, river basins management, population, economy, etc. The paper will stress the needs for planning and building water reservoirs as multipurpose systems intended to respond to the challenge of progress of the society, as well as the change in climate conditions, which result in the periods of drought and water shortage, on the one hand, and excessive rains producing floods, on the other. The focus will be on the sustainable management of water reservoirs, but also on remediating the impact on water sources, land and forests.

AB  - Национални парк „Копаоник“ је заштићено подручје изузетног значаја у односу на биодиверзитет, геодиверзитет, предеоне вредности и богато културно-историјско наслеђе. Истовремено, то је једна од најпожељнијих туристичких дестинација Балкана, првенствено због развијеног и врхунски организованог ски-туризма, са више од 60 километара ски-стаза и ски-путева, бројним ски-лифтовима и системима за производњу вештачког снега. Такође, присутна је и изградња непримерено великог броја малих хидроелектрана деривационог типа, што је довело до опште деградације живог света локалних водотокова. Кумулативни утицај изграђених и коришћених објеката довео је до крчења великих површина под шумама, загађења свих медијума животне средине, првенствено површинских и подземних вода, деструкције земљишта, угрожавања станишта заштићених и строго заштићених врста. Неопходно је детерминисати параметре граничног оптерећења екосистема и тиме створити претпоставке за ефективну реализацију концепта одрживости.

Cumulative Impact of Wind Farm Noise

AB  - Although wind farms have an undeniable beneficial impact on the environment, certain
negative environmental implications do appear as a consequence of their operation. One of them
is the production of noise. The wind farm noise values decrease with distance, so that at a certain
point they are within the legally prescribed limits. This is the case for individual wind farms noise
impact assessments. However, with two or more wind farms in the same area, there is a superposition
of noise and a consequential change in the noise value. The focus of the paper is on the results of
modeling noise propagation in space in the case of the cumulative impact of two neighboring wind
farms. The results are modeled during the process of strategically assessing the environment so as to
determine territorial impacts and make informed decisions about future development. The paper
presents the strategic answer to the model of the spatial propagation of noise in cases of cumulative
impact with a view to including the preventive protection principle in the planning of several adjacent
wind farms.

AB  - In addition to undeniably positive effects of wind farms on lessening the environmental impact and carbon footprint of the
energy sector, wind farms can also implicate certain negative effects in space. Major negative effects refer to biodiversity, noise
pollution, the shadow flicker effect, visual impact or accidental impact. All the said effects come as a consequence of improper
spatial determination of wind turbines microlocations. This is why it is of utmost importance to apply the principle of preventive
environmental protection in the earliest phase of a wind farm project development and by properly disposing wind turbines in

AB  - Erosion is one of the main causes of soil degradation and sediment production. The amount
of eroded material that reaches rivers and lakes depends on the terrain but also on the climatic
and hydrological characteristics of the basin, as well as the applied land management method. The
intensity of sediment production is in direct correlation with the land use type. Repurposing forest
land as mining, urban and infrastructural development areas, etc., significantly affects sediment
production. Shrinking of forests and unplanned agricultural production are just some of the factors
that intensify erosion processes and increase the amount of eroded material, also triggering climate
change and the onset of prolonged dry and rainy periods, which increase the risk of erosion in sloping
terrain and intense sediment production. The paper presents the correlation between the change
in the forest land use method, on the one hand, and soil erosion and sediment production, on the
other, by analysing segments of river basins in the territory of the Serbian Municipality of Krupanj.
The modelling of sediment production was based on data collected from the experimental territories.
The method of erosion potential, data analysis, and procession in GIS surrounding were used for
calculating sediment production in the experimental areas. The greatest loss of soil was perceived in
the terrain with little or no vegetation on steep slopes covered with material prone to water erosion.
The smallest production of sediment was noted in the terrain with vital forest vegetation. The results
received point to the heterogeneous estimates of land loss, enabling the modelling of sediment
production in wider basin areas and the analysis of the impacts of different land management factors
on the erosion processes.

AB  - The occurrence of the COVID-19 pandemic has changed conditions and
spurred new public participation tools in decision-making in general, as
well as in urban and spatial planning. The new conditions of public
participation and the alternative virtual methods have become an
interest of academia internationally, which resulted in the publication of
articles in this field. This presentation takes into account geographic,
demographic, and socio-economic parameters listed in the
aforementioned articles and their interpretation as
aggravated/extenuating circumstances in digitalisation on participatory
planning. Only then, these circumstances are analysed in the context of a
protected mountain area when compared to a national average. Some of
the analysed parameters of virtual participation concerning digital
participation are age and gender demographics, ICT accessibility, cultural
context, educational attainment, etc. The Golija-Studenica Biosphere
Reserve is taken as an example of a protected mountain area to compare
to the national average of Serbia. Finally, the presentation estimates
what are the most vulnerable aspects and groups of stakeholders when it
comes to e-participation and interprets what are the actions to maximize
the value of digitalized participation in urban and spatial planning in the
given context.

AB  - A global issue of the modern world, erosion is one of the main causes of
two-component streams (carrying water and soil) that cause torrential floods in
the mountainous regions of the Republic of Serbia. Such natural disaster is
intensified by global climate changes reflected in the change of air temperature
and the distribution of precipitation. Climate and natural characteristics of
highland regions are locally constant categories. The introduction of planning
measures, i.e. the change in the use of space, has the greatest effect on
preventing or mitigating disasters caused by torrential floods, resulting in the
minimisation of soil erosion and surface outflow. In addition to the impact of
natural disasters, spatial distribution of infrastructure and human activities greatly
affect the security of people and the protection of property. Soil erosion, as one
of the means of land resources degradation, causes the loss of topsoil and the
reduction of infiltration characteristics, which consequently lead to surface
outflow. Natural disaster caused by torrential floods increases the risks for
population and infrastructure security. The level of topsoil degradation and the
accumulation of deposits depend on the means of exploitation. Urbanisation,
infrastructure development, construction of ski centres and other facilities,
greatly affect land exploitation characteristics, reflecting in the destruction of
forests, improper agricultural production, unplanned development of ski pistes
and infrastructure. In order to develop tourist, residential, and infrastructure
facilities in Serbian mountains, the great pressure is directed on repurposing
forest and agricultural land into building land. The purpose and the means of land
use in the Republic of Serbia is directed by planning and other strategic and legal
documents. By applying anti-erosion measures, increasing the quality of forests,
afforestation, preservation of the existing well-structured forests, a proper choice
of culture on steep terrain, contour farming, and other biological and technical
measures, land erosion can be significantly reduced. Implementation of plans is
fundamental for environment preservation, population and infrastructure safety,
resulting in the prevention or minimisation of natural disasters consequences.

AB  - The activities of man have been concentrated around water resources since the dawn of civilization, water being his primary existential need and a precondition for all other activities, such as agriculture, transport or tourism. Only recently have water resources been considered in the context of specific and highly significant landscape value of space to be taken into account in space planning and management. However, in the Republic of Serbia, the last decades, considered transitional towards standards of developed countries in all social areas, have witnessed mostly unplanned development and the so called investor planning, having serious negative implications for water resources, space, landscape, and the environment. In addition to the devastation of landscape and water resources, there is also a reversible effect of water resources on space, such as frequent flooding, especially by rivers with unregulated riverbeds. Climate changes reflect in the changed distribution and intensity of precipitation, just contributing to the negative effects and processes. Space planning and activities in the areas rich in water should be complex and primarily based on taking stock of hydrological characteristics of space and their interaction with composite elements planned in the particular space. Such complex consideration of space in which the elements of the environment (water, forests, land, air, anthropogenic activities) are considered separately as well as in symbiosis, enables the management of water resources, space, and landscape in line with the principles of sustainable development. One of the basic planning measures in protecting people and property from floods is the spatial distribution of activities in the areas close to water resources in line with the hydrological and other spatial analysis of the wider area. Space planning in the immediate surrounding of water resources should be based on comprehensive hydrological studies and their integration in various space planning and management documents. The focus of such an approach to space planning should by all means be preventive protection of water resources, which can be realised in the planning process only by the implementation of strategic environment assessment as a universally accepted environment management document in spatial planning. This can be done by taking into account the broader context, including the analysis of the entire drainage basin in the first phase, and then the implementation of an array of planning measures and technical activities on the regulation of water bodies in the second phase. Since the largest portion of land in drainage areas of significant water bodies in the Republic of Serbia is forest and/or agricultural land, the process of planning should be directed towards the protection and preservation of sylvan and agricultural resources, and/or the improvement of infiltration characteristics and preventing surface runoff and land erosion. Taking care for the existing forest stands, new forest plantings, afforestation of steep grounds affected by erosion are but a few of activities on the biological regulation of river basins against the buildup of erosion deposits. The protection of forests include preservation and improvement of stands structure, their vitality, and/or management in line with the intended purpose of forests. It is the determination of sylvan stands as protection forests that is being considered the most important measure in preventing land degradation. Financial and educational stimuli in agriculture, directed towards defining and implementing anti-erosion and melioration land use methods, improve the infiltration capabilities of land and reduce the risk of surface runoff. Planting perennial cultures, the cultivation of land parallel to contour lines, and the enhancement of physical and chemical characteristics of land by implementing agrotechnical measures, are but a few actions with beneficial effects to preventing devastation of land structure and the incidence of surface runoff.

abstract = "The activities of man have been concentrated around water resources since the dawn of civilization, water being his primary existential need and a precondition for all other activities, such as agriculture, transport or tourism. Only recently have water resources been considered in the context of specific and highly significant landscape value of space to be taken into account in space planning and management. However, in the Republic of Serbia, the last decades, considered transitional towards standards of developed countries in all social areas, have witnessed mostly unplanned development and the so called investor planning, having serious negative implications for water resources, space, landscape, and the environment. In addition to the devastation of landscape and water resources, there is also a reversible effect of water resources on space, such as frequent flooding, especially by rivers with unregulated riverbeds. Climate changes reflect in the changed distribution and intensity of precipitation, just contributing to the negative effects and processes. Space planning and activities in the areas rich in water should be complex and primarily based on taking stock of hydrological characteristics of space and their interaction with composite elements planned in the particular space. Such complex consideration of space in which the elements of the environment (water, forests, land, air, anthropogenic activities) are considered separately as well as in symbiosis, enables the management of water resources, space, and landscape in line with the principles of sustainable development. One of the basic planning measures in protecting people and property from floods is the spatial distribution of activities in the areas close to water resources in line with the hydrological and other spatial analysis of the wider area. Space planning in the immediate surrounding of water resources should be based on comprehensive hydrological studies and their integration in various space planning and management documents. The focus of such an approach to space planning should by all means be preventive protection of water resources, which can be realised in the planning process only by the implementation of strategic environment assessment as a universally accepted environment management document in spatial planning. This can be done by taking into account the broader context, including the analysis of the entire drainage basin in the first phase, and then the implementation of an array of planning measures and technical activities on the regulation of water bodies in the second phase. AB  - The growth of population and the increased demand for clean water, the
reduction of living space, forests, and agricultural land, all command new,
innovative means of using and managing water basins and reservoirs in the
mountainous regions worldwide. Global warming and climate change have brought
on large oscillation of air temperature and annual distribution of precipitation in
highland regions of the Republic of Serbia as well. Prolonged dry periods are
followed by frequently intensive precipitation. Such extremes result in floods and
soil erosion. Among other functions, water reservoirs as major multifunctional
facilities greatly affect the outflow regime. By developing them, we have the
means to absorb flood flow during rainy periods, on the one hand, provide the
continuous water supply to the local population, secure the ecological minimum,
and prevent drying up of rivers during dry periods, on the other. Apart from
affecting water regimes, newly constructed water reservoirs considerably impact
the managing and use of space in the reservoir basins. This also affects
biodiversity, ecosystems, and the environment in general, which is thought to be
degraded in half the territory of the Earth. Introduction of protection measures,
restrictions, and prohibitions considerably affect land resources, resulting in the
increased forest areas, planned management of agricultural land, prevention of
unnecessary construction and opening of mines, as well as other activities that
cause water shortage and pollution, soil erosion, accumulation of mud deposits,
and similar. Constructing embankments and water course regulation downstream
reservoirs partly reduce flooding issues, as opposed the accumulation of deposits
and prolonged dry periods, still largely present. This commands the integral
analysis of the mountain basins issue and the preparation of technical, space
planning documentation, and feasibility studies for building new water reservoirs
as economically, socially, ecologically, and environmentally sustainable systems.
The Republic of Serbia has recognised the significance of building water reservoirs
in mountainous regions, and has devoted itself to protecting and preserving the
existing and planning the new water reservoirs.

AB  - Spatial and urban planning are fundamental spatial development mechanisms. Spatial development 
takes into account complex relationships of different activities and functions in space with the view to 
facilitating the establishment of the most optimal spatial interactions, on the one hand, and preventing 
conflicts in space, on the other. That is why spatial and urban planning is so crucial in all kinds of social 
activities in the specific space. With all that in mind, spatial and urban planning plays a significant part in 
improving agroforestry and landscape in rural and peri-urban areas as well, since these functions are 
especially important in such areas. This paper aims at stressing the significance of planning in improving 
agroforestry and landscape in the times of agricultural intensification, specific changes in the ownership 
over the land during the transition period in the Republic of Serbia, and the change of demographic 
structure and increasingly negative demographic trends, especially in rural areas. All these circumstances 
have caused the increased degradation of agricultural land (soil erosion, salinisation, chemical pollution, 
etc.), the change in the endemic landscape architecture (cutting down small forested areas, alleys, 
individual trees or groves, destroying wildlife habitats, flora and fauna loss, etc.), the abandonment of 
certain agricultural areas, and the pollution of both groundwater and surface water. The role of planning 
is to implement the EU directives and specific experience from the areas of supporting agricultural 
production development, improving demographic circumstances, and reducing negative impacts of 
intensive agricultural production on the environment. The concept rests on the symbiosis of the existing 
phenomena and processes, which serve as a basis for shaping spatial development policies and defining 
measures for the agroforestry and landscape improvement, and is an authentic European experience in 
Serbia. Urban planning measures are directed towards the increase of forested areas and windbreaks, 
recultivation and melioration of degraded agricultural areas, and the preservation of authentic 
landscape, trees or groves. The protection of natural resources is an integral part of every urban planning 
document in the Republic of Serbia. The current Spatial Plan of the Republic of Serbia, (SPRS) a framework 
planning document in the country, covers the topic of forestry and recognises the significance of 
protective forests. The protection and preservation of forests are planned to the purpose of preserving soil 
from degradation, improving the quality of forest and agricultural land, and environmental protection in general. The guidelines stipulated in SPRS are implemented by means of the planning documents deriving 
from the Plan, following the hierarchically ordered planning system in Serbia, down to the level of urban 
regulatory plans. Still, the examples of planning greenfield locations and repurposing of forest land into 
building land exceed the number of planned brownfield locations. A good practice example is planning 
shelterbelts around recultivated former minig sites. Putting in practice such documentation, aided by GIS 
tools and strategic environmental assessment, results in the integral protection and preservation of 
agricultural and forest areas, landscape, and the environment.

AB  - Planning documents constitute the basis for area planning and sustainable use of land, water and other resources by taking an integral approach to space organization and protection. Spatial plans for special purpose areas (SPSPAs) for accumulation basins form the basis for basin sanitary protection, basin area protection and organization, infrastructural and communal equipment improvement etc. “Prvonek” accumulation is located in the territory of the City of Vranje as a multi-purpose facility for water supply and/or regulation of large and small watercourses. In the planning, construction and use of “Prvonek”, all its potential implications in the basin area and the accumulation have been considered. This context inevitably includes considering the impact of population on the use and management of land and water resources of the accumulation and/or the exploitation of forests, forest land and agricultural land. The pollution of surface and ground waters penetrating into the accumulation and the accumulation being filled by erosion sediments constitute limitations regarding the protection and conservation of the accumulation and other natural resources of this region.The work analyzes the basin of “Prvonek” accumulation and also presents the planning solutions and/or their impacts on the use and management of the accumulation, and thus the protection and conservation of the basin area land.

AB  - Prostorni plan područja posebne namene infrastrukturnog koridora železničke
pruge Beograd–Niš, deonica Velika Plana – Niš (Plan) predstavlja planski osnov za modernizaciju
i rekonstrukciju dela postojeće železničke pruge ukupne dužine 110 km, za brzine do
160 km/h. Plan takođe predstavlja osnov za izdavanje lokacijskih uslova, utvrđivanje javnog
interesa i sprovođenje postupka eksproprijacije i izradu projekata parcelacije i preparcelacije
za prostor u obuhvatu detaljne razrade. Prilikom modernizacije i rekonstrukcije predmetne
deonice koridora železničke pruge, evidentni su značajni uticaji na prostor, odnosno činioce
životne sredine. Integracija ciljeva i principa održivog razvoja, uvažavajući pri tome potrebu
da se izbegnu ili ograniče negativni uticaji na životnu sredinu, zdravlje i socio-ekonomske
aspekte, predstavlja jedan od osnovnih izazova realizacije Plana. U radu se ukazuje na važnost
određivanja mera prevencije, ublažavanja, i kompenzacije štetnih uticaja železničke
pruge na životnu sredinu i zdravlje ljudi. Prezentovani su neki od osnovnih karakteristika
trase koridora pruge i definisani mogući negativni efekti modernizacije i rekonstrukcije pruge
Beograd–Niš, kao i mere sprečavanja konflikta sa okruženjem. U zaključcima su razmotrene
mogućnosti da se u skladu sa strateškim opredeljenjima Republike Srbije, u daljim istraživanjima
i kroz izradu nove planske dokumentacije se formira posebn koridor železničke pruge
Beograd – Mladenovac – Niš – granica sa Republikom Severnom Makedonijom za brzinu do
200 km/h, koji će biti deo koridora „Put svile”. Ovaj koridor će iziskivati nove i strožije mere
zaštite životne sredine, u skladu sa međunarodnim standardima.

AB  - Prekomerna potrošnja fosilnih goriva za posledicu ima značajne poremećaje na planeti koji se manifestuju klimatskim promenama i degradacijom osnovnih činilaca životne sredine. Ovi problemi doveli su do toga da se sve veća pažnja posvećuje razvoju projekata u oblasti korišćenja obnovljivih izvora energije. Takozvani "novi obnovljivi izvori energije", među kojima je i korišćenje energije vetra u vetroelekranama, predstavljaju alternativu proizvodnji energije iz fosilnim goriva. Prilikom planiranja, izgradnje i korišćenja vetroelektrana neophodno je sagledavanje svih mogućih implikacija u životnoj sredini. U tom kontekstu, neizostavno je sagledavanje i prostornog aspekta uticaja na životnu sredinu, odnosno primena strateške procene uticaja na životnu sredinu kao najvažnijeg instrumenta za usmeravanje strateškog planiranja ka ciljevima zaštite i održivog korišćenja prostora, ali i nekih drugih imnstrumenata koji se koriste za potrebe izrade tehničke dokumentacije i finansiranje projekata. U radu će se prezentovati mogućnosti primene nekih instrumenata za procenu uticaja na životnu sredinu koji se mogu koristiti u različitim fazama razvoja projekata vetroelektrana.
AB  - Excessive consumption of fossil fuels has severely affected our planet, which is c!early perceived in the ci imate change and degradation of basic elements of the environment. These issues have drawn significant attention to the development of projects aimed at using renewable energy sources. These so-cal!ed new renewable energy sources, including wind energy, are perceived as an alternative to the energy produced from fossil fuels. In planning, developing and operating wind farms, all the possible implications of these activities on the environment must be taken into account. In that context, it is impossible to disregard the spatial aspect of environmental impacts, i.e. the application of strategic environmental assessment as the most important instrument directing strategic planning towards protection and sustainable usage of spa.ce, as its objectives, as well as some other instruments used in preparation of technical documents and project financing. This paper will present the possibilities of application of some environmental impact assessment instruments that can be used in different stages of wind farm project development.

AB  - Evropski put E-80 (SEETO ruta 7) ima saobraćajnu funkciju I reda koja podrazumeva međusobno povezivanje
makroregionalnih saobraćajnih težišta. Predmetna deonica autoputa E-80, od Niša do Merdara, predstavlja važan deo
navedenog putnog pravca, čije je projektovanje i planiranje zahtevalo usklađivanje, posebno sa aspekta analize
varijantnih rešenja i strateške procene uticaja na životnu sredinu (SPU). Predmetna procena uticaja je obuhvatala
vrednovanje značajnih uticaja planova i programa na životnu sredinu (tzv. Procena teritorijalnih uticaja) i određivanje
mera prevencije, minimizacije, ublažavanja, remedijacije ili kompenzacije štetnih uticaja na životnu sredinu i zdravlje
ljudi. Primenom SPU u planiranju, otvara se prostor za sagledavanje nastalih promena u prostoru i uvažavanje potreba
predmetne sredine. U okviru nje se sve planom predviđene aktivnosti kritički razmatraju sa stanovišta uticaja na životnu
sredinu, nakon čega se donosi odluka da li će se pristupiti realizaciji plana i pod kojim uslovima, ili će se odustati od
planiranih aktivnosti. U radu će se prezentovati primena SPU u planiranju koridora predmetnog autoputa, odnosno
definisanje specifičnih ciljeva i indikatora za procenu uticaja autoputa na životnu sredinu i elemente održivog razvoja.

production, urbanisation, mining activities, erosion caused by anthropogenic factors, etc., which can easily result in its degradation. The unplanned land use increases the risks of degradation and
reduction of the land resource. Chemical pollution, unfavourable physical and mechanical
characteristics, disruption and accumulation processes, infrastructural occupancy of land represent
only few forms of the land degradation. The largest portion of the land in the Republic of Serbia is
covered by forests, and only then agricultural, water and construction land. The land use, management and protection is regulated by legislation and planning documents, which are the object of this paper.
In the first part of the document analysis, the focus is on the review of the relevant laws adopted in
Serbia, such as the Law on Forests, the Law on Spatial Planning and Construction, the Law on
Environmental Protection, the Law on Land Protection, and the Law on Agricultural Land, bearing in mind the fact that the legislation forms a basis for further implementation of the planning management and supervision of the land use of all types and purposes. The other part of the review deals with the planning acts as pioneering documents in the integral overview of space, and/or all the activities in it.
To that purpose, several spatial plans for different types of areas and different primary functions of
land use have been chosen. In its conclusion, this paper explains the symbiosis of legislation and
planning documents, and/or their implementation, as well as the significance of such symbiosis for the land function and its sustainable utilisation in the Republic of Serbia.

AB  - European countries have already a tradition in taking care of mountain area
resources. As mountain areas have multiple functions – ecological, economic, social – the main challenge is finding a balance between their colliding roles, but
also between extensive use and complete negligence.Even though the areas are
multifunctional, their prevailing role is ecological because mountains store most
of drinking water sources, ore, biodiversity, as well as they are shelters for forests
world-wide.
For successful actions it is necessary to build comprehensive framework in
order to tackle different issues at once and prepare a base for sectoral solutions.
Therefore, this article will focus on overall national policies and measures developed in European mountain countries, but with particular attention on how they
influence protection, management and development of mountain forests.This will
include review of existing legislative, institutions, financial, strategic and participatory instruments and measures.

abstract = "European countries have already a tradition in taking care of mountain area
resources. As mountain areas have multiple functions – ecological, economic, social – the main challenge is finding a balance between their colliding roles, but
also between extensive use and complete negligence.Even though the areas are
multifunctional, their prevailing role is ecological because mountains store most
of drinking water sources, ore, biodiversity, as well as they are shelters for forests
world-wide.
For successful actions it is necessary to build comprehensive framework in
order to tackle different issues at once and prepare a base for sectoral solutions.
Therefore, this article will focus on overall national policies and measures developed in European mountain countries, but with particular attention on how they
influence protection, management and development of mountain forests.This will
include review of existing legislative, institutions, financial, strategic and participatory instruments and measures.",

Forest windbreaks serving a function of the agricultural land shield from the negative effects of wind

AB  - Out of 88,361 km² of the Republic of Serbia’s territory, 53.76% is agricultural land, amounting
to 47,502.173 km². Considerable part of that land is situated in the Autonomous Province of
Vojvodina (APV) (19.69 %, or 17,397.92 km²). Its terrain mostly consists of lowlands belonging
to the Pannonian Basin, intersected by numerous rivers and canals. About 7% (exactly 7.1%)
of land in APV is covered by forest (compared to 29.1% in the Republic of Serbia), while that
percentage in the eastern parts of the province, where the effect of the southeastern wind
called Košava is the greatest, goes between 1.5 and 7.7%. Lowland terrain and the climate
there make this area susceptible to wind erosion, i.e. degradation of the agricultural land. The
negative effect is two-fold: deflation of fertile soil particles, and deposition of infertile material
over fertile agricultural land. Degradation of the agricultural land due to the wind erosion,
salinization of the soil caused by irrigation and flooding, spreading of infrastructure and
similar negatively affect the area of land convenient for agriculture. The paper points to all the
adverse effects that lead to the decrease of arable land areas in APV, making it vital to protect
and preserve the most fertile zones. As a priority measure, raising forest windbreaks is suggested
so as to provide a long-term protection of the degraded agricultural land and preserve
the existing agricultural land, along with the crops raised there. The purpose of this paper is
to analyze the need for, the types of and the techniques of forest windbreaks on the territory
of the Autonomous Province of Vojvodina, in the Republic of Serbia, as well as to establish
other positive impacts of planting and maintaining forests. It also presents a comparative
analysis of the change in the ration between agricultural and forested areas based on CORINE
Land Cover – CLC database, illustrating natural and both positive

AB  - An integrated approach in spatial and environmental planning in European countries is one of the leading principles when it comes to development strategies. The approach is embedded in the institutional-organizational models that strive to coordinate multiple roles of planning (economic, environmental and social) and to approach closer to the territorial cohesion, particularly on vulnerable territories such as mountains and nature protected areas. The Alpine region is one of the most comprehensively analysed mountain areas in Europe, including research topics such as mountain resorts in a context of climate change and nature preservation.
Following this context, the poster aims to present several tourism resorts positioned in nature protected areas of Serbia. A trajectory of their development through time will be considered in light of their relation to climate change: climate change impact on tourism resorts, but also mitigation and adaptation measures taken in order to decrease development impacts on the environment through replanning activities. It is also expected to accentuate the way planning for mountain areas aims to consolidate conflicts between development and environmental protection/preservation, and how far planers have succeeded in it using legislative and spatial plans as tools. In conclusion, the analysis of few mountain tourism centres of national and international importance (e.g. Kopaonik, Stara Planina, Brezovica) will showcase recommendations for improved balancing between development and preservation according to international norms (e.g. IUCN), understanding on capacities of a particular space and an extent to which the capacities should be used in order to provide not only tourism development but also decent life quality for the local population.

AB  - This paper starts from the fact that spatial and urban planning promote rational land use planning
and express interests in the sustainable development of land, water and related resources and
infrastructure. The authors here look for sustainable land use planning solutions in the domain of
water management within the spatial plans. A starting point of this paper is the fact that integration
of water management issues (i.e. drinking water management) into land use planning is essential in achieving sustainable development. Considering this, the paper focuses on analysis of land use
planning solutions given within three spatial plans that include areas of water supply reservoirs. The authors give an analysis of the set of measures prescribed by zoning ordinances within spatial plans concerning water protection and protection from water (i.e. flood water evacuation). The authors conclude that analyzed spatial planning documents give sustainable land use solutions, since land use planning, through the zoning, represent a starting point in water protection.
