AB - The issue of climate change is an integral part of urban and spatial development. Due to increasing urbanization and development within rural and natural landscapes, we are faced with various spatial demands and conflicts. However, sustainable urban and spatial regulations can improve the mitigation of climate change effects and promote adaptation.
In order to obtain needed analytical framework to identify urban and building rules that promote mitigation and adaptation for the selected case study “the educational and sports-recreational complex” within the Spatial plan of the Nature Park Zlatibor , document analyses and literature research within the planning framework for the Spatial plan in Serbia have been performed to distinguish the mitigation and adaptation background.
By addressing the urban and building rules in the context of climate change, this case study presents the planned adaptation and mitigation measures that were promoted through the spatial organization of multiple parcels, different urban land parameters, green and open spaces, the position on the parcel, maximum number of floors, energy efficiency standards, etc. Outlined urban and building rules focus on specific measures, such as energy efficiency, preserving water resources, heating and green areas, and use of natural materials in the visual appearance of buildings.
Thus, it should be assumed that spatial planning represents an important tool for building development, nature preservation, and implementing the adaptation to climate change.
As a signatory of all relevant international frameworks that promote the issue of climate change, it can be expected that in the forthcoming planning practice in Serbia the adaptation measures will be binding in a way that addresses specific problems and building development.

AB - Strategic Environmental Assessment (SEA), as a support to strategic planning, is
a starting point in the creation of a sustainable concept of managing waste that is
based on the principles of a circular economy. The role of SEA is to guide the planning
process towards the goal of securing the best e ects in relation to the quality of
the living environment and the socio-economic aspects of development. SEA is also
an instrument that can be used when making optimal decisions about spatial development,
which further contributes to its importance and role in the planning process.
The implementation of SEA allows developers to establish the bene ts and implications
of the proposed spatial changes, taking into account the capacity of the space
to sustain the planned development, and to determine the degree of acceptability of
the proposed spatial changes. This paper presents a speci c method used for impact
assessment in SEA for the Agro-Waste Management Plan (AWMP) for Oplenac
Vineyard. The speci city of this method is that it combines speci c goals, indicators
and criteria for assessing the e ect of planning solutions formulated in the simulated
AWMP for Oplenac Vineyard using a semi-quantitative expert method. The results
of the paper indicate the possibility of using GIS tools to increase objectivity in the
expert evaluation of planning solutions, particularly in relation to a group of criteria
for assessing the spatial dispersion of the impacts. This reduces the subjectivity
that is characteristic of all expert methods. The graphical presentation of the results
in GIS technology and the use of matrices and graphs to present the results makes
them easier to understand and creates a good basis for making optimal decisions on
future activities concerning the elimination of waste from wineries and viticulture.
The research was carried out within the framework of the NoAW project, which
is supported by the European Commission through the Horizon2020 research and
innovation program.

AB - As a signatory of all relevant international documents that support climate change issues, the Republic of Serbia is conducting a continuous process of harmonization of the legal and planning framework. The expected adoption of the National Climate Change Strategy, together with the Action plan will accomplish an important step toward establishing the needed strategic framework to combat climate change and promote adaptation. In the context of climate change, throughout the planning process there is a need for accurate climate services coming from not only national but also international sources (WMO Climate Services, FAO climate change resources, UNESCO’s climate change actions, etc.), covering data on rainfall, temperature, soil moisture and wind, as well as analyses and assessments within risk and vulnerability, together with projections and scenarios. Due to the increasingly visible effects of climate change, there is a need to enhance the level of protection of the natural and cultural heritage, and for the formation of appropriate databases. Thus, this paper gives an overview of the international and national framework regarding the climate services needed within the planning process and stresses their importance in achieving resilient climate planning of the natural and cultural heritage. Further, by presenting a selected case study, this paper outlines the main gaps as well as the advantages within the current framework in Serbia. The paper concludes by stressing that, within the planning process, climate services are playing a significant role in formulating adequate measures to cover mitigation and adaptation.

AB - Corresponding to contemporary international frameworks that promote sustainable development following the adoption of the Paris agreement at the 21st Conference on the Parties of the United Nations Framework Convention on Climate Change (UNFCCC), 17 sustainable development goals are specifically promoted, and, in addition to sustainability, resilience and, accordingly, disaster risk reduction. In this respect, the harmonization of global, regional and local development is conditioned by climate change issues. The Republic of Serbia (RS), according to the given scenarios, expects a rise in temperature and long-lasting droughts and fires, as well as more intense precipitations that could result in the occurrence of natural hazards such as floods, escarpments and other similar events. Thus, this paper provides an overview of the current planning framework that addresses the problem of preparing areas for emergency situations and disaster risk reduction with a special reference to these climate change issues and their impact in terms of natural disasters. An overview of selected case studies shows that disaster risk reduction is present in the planning documents—the spatial and urban plans—and that the natural hazards that have appeared within the last decade in Serbia have resulted in the initiating and innovating of the legal and planning bases, as well as concrete adjustments and amendments within the planning documents.

AB - There is global interest in the smart city, not only as an operational concept, but also as a funding mechanism of the EU Cohesion Policy, joint programs, projects and initiatives. According to the EU Commission, a smart city is a place where traditional networks and services are made more efficient with the use of digital and communication technologies, for the benefit of its inhabitants and business. Urban governance, as an instrument of integrated urban development, has an important role as a decentralization criterion in improving the smart city’s performance in more developed countries and regions. At the same time, the countries of Southeast Europe that are not members of the EU (including Serbia) are lagging in this matter. Taken that the application of urban governance in the context of a smart city can be seen as a practical novelty in Serbia, this paper presents and discusses the existing state of the art in this field. The findings presented were derived from collaborative engagement within the INTERREG project CLEVER – Co-designing Smart Local Solutions for Exploiting Values and Enhancing Resilience, during 2018/2019.

AB - The scientific research project entitled „The Spatial, Environmental, Energy And Social Aspects of Developing Settlements And Climate Change – Mutual Impacts“, financed by the Ministry of Education, Science and Technological Development of the Republic of Serbia in the period from 2011 to 2019, has gathered over 60 researchers from 6 scientific research institutes and faculties in Serbia. The Institute of Architecture and Urban & Spatial Planning of Serbia (IAUS) was a project coordinator. This paper shows the way of conducting the scientific research project and presents some of the results, but also the difficulties encountered by researchers over more than nine years of research work.
In addition to the official scientific research papers published within this Project (in the international and national journals and in the international and national congress proceedings), the results obtained in this Project have also found their direct implementation in drafting the planning documents in Serbia, as well as in the development of the specific web services/platforms for supporting the process of issuing the approvals on the environmental impact assessment studies and studies in the field related to the use of the solar power potential in urban areas. Added value of this scientific and wider community is the knowledge base established within the project with all relevant scientific and research contributions realized on the Project in the form of an online database that was and still is available to project participants and the entire scientific community in Serbia and worldwide. This paper presents the successfully made projects that have had a scientific research foothold in this Project.

abstract = "The scientific research project entitled „The Spatial, Environmental, Energy And Social Aspects of Developing Settlements And Climate Change – Mutual Impacts“, financed by the Ministry of Education, Science and Technological Development of the Republic of Serbia in the period from 2011 to 2019, has gathered over 60 researchers from 6 scientific research institutes and faculties in Serbia.
This paper presents the successfully made projects that have had a scientific research foothold in this Project.",

AB - The focus in the paper is on the physical reconstruction of the city core. This is especially important in areas that have suffered discontinuity in the development, as a result of the historical flow of events and war disaster. The specificity of the German cities is the combination of the cultural heritage of different periods that survived the war destruction, renewed structures, more or less according to the originals and reconstructed parts of the urban tissue in the style of the contemporary epochs and trends. One of the important conclusions is how we treat our urban heritage, no matter from which period dates. The rebuilding of the architectural content creates a testimony of duration, lifestyle, and adaptability. The beauty of the city and its identity is in visible layers set in unique dialogue.

AB - Climate change is affecting the development of new concepts of planning urban systems, infrastructure, building design and installation systems in buildings, which also implies the application of new technologies. By optimizing the latest planning, design and technicaltechnological know-how, intention is to reduce the impact of climate change and improve comfort within buildings, as well as in open/public spaces in the city. Regarding this, the paper researches the possible impacts of climate change on the urban environment. This research does not address individual buildings, but rather explores the role of urban systems and infrastructure of the city as part of response to climate change. Focusing on urban systems as an integral part of infrastructure this paper analyzed several significant documents adopted at the global, national and local levels.

AB - One of the main challenges for sustainable urban development of Belgrade with its
1.7 million citizens is prolifc informal development and uncontrolled urban sprawl. These
phenomena were initiated mainly because of rural to urban migrations, however they
continued more intensively in the 1990s, not only because of regular migration, but as after
effect of forced exile of people from Kosovo and Metohija and refugee crisis in ex-Yugoslavia
wars.
The informal settlements occupy rural land in the outskirts of Belgrade, mostly by main in
and out transit corridors. The characteristics of these neighbourhoods is unexpectedly high
standard in residential buildings, even luxury, in contrast with unfavourable environmental
conditions, the lack of urban standards and highly increased coeffcients, absence of
technical infrastructure or at least existence of the inadequate one, shortage of basic social
and public utilities and public spaces.
Underlying conditions why so many people live in informal settlements are the high cost
of “formal” housing (issues of affordability), as well as there may be discussed to less degree
some aspects of residential preference. The empirical research is carried out on the examples
of several urban plans for standardization, regulation and legalization of these settlements in
Belgrade, which established a model for resolving the situation, with a goal to obtain better
living conditions and limit the informal growth by employing urban planning tools.

AB - This paper, by presenting the case study of the General Regulation Plan,
provides an overview of the potentials and limitations of the planning system regarding
adaptation in the context of urban planning in the Republic of Serbia. The spatial
coverage of the Plan includes the central/urban and peri-urban area of the city of
Požarevac, within which various land uses are represented. In addition to housing,
commercial and industrial facilities, green infrastructure, as well as other land uses,
agriculture is also presented. Taking into consideration the specificity of the Plan
area, the paper presents measures that promote adaptation, with special emphasis on
the green infrastructure, the water system, energy efficiency and the urban structure.
Thus, one of the measures promoted by this Plan is the reservation of the space for
raising fast-growing forests, building green roofs and walls and as well developing
and expanding of the water drainage system network. In accordance with the current
legal and planning basis, within the conclusions that this work stresses is that, even
in an incomplete legal and planning framework, there are real possibilities for the
inclusion of adaptive measures in the process of urban planning.

AB - In recent decades, Serbia has been undergoing a period of post-socialist transition that has significantly altered the value system underlying spatial development due to alteration of ownership frameworks and land use rights. In consequence, issues have arisen of how to strike a balance between the various interests involved in the distribution of spatial resources and how to control the outcomes of public policies. Land use planning has been identified as an efficient instrument for implementing the public policy value framework. The objective of this paper is to identify the key points of land use planning in relation to urban forest management of significance for the maintenance of urban forests in the environment of post-socialist institutional transformation in Serbia. Seen as an institutional structure, the practice of land use planning in Serbia is the product of a stable interaction between the set of interrelated rules, procedures and organisational units that allows spatial development outcomes that take into account and safeguard land resources and, ultimately, urban forests. The research was carried out in relation to the concept of institutional transformation across three scales: macro/governance, meso/coordination and micro/agency: (a) components of the regulatory framework; (b) procedures for cooperation between stakeholders; and (c) specific activities of land use planning practice. As a result, the concept of Land use Planning for Urban Forest Protection (LUPUFP) in Serbia was established. It identifies components of institutional structure of importance for regulating system changes in the post-socialist transition environment and steering them towards the establishment of a value framework that allows the agenda of saving urban forests to be implemented.

AB - The paper discusses the content and character of the general regulation plan and its position in the legal framework of urban regulation in Serbia up to date. The latest Law on Planning and Construction promotes it as the basic regulatory plan, implying the direct implementation without developing the detailed regulation plans for certain parts of the planned area. Having that the planned area subsumes entire settlements, the difficulties in the implementation of general regulation plans are related with the fact that the planning guidelines do not recognize the heterogeneity of the physical structure and the specificity of certain urban entities.

Design Principles for Achieving Interior Spatiality

AB - Achieving spatiality is one of the essential topics in designing the ambience in which a certain visual effect can be carried out or a higher level of spatial comfort obtained. The methods relied on to achieve this are various: from shaping the physical boundaries of space by use of open plan, flexibility, enfilade or circular connection, partial, directed or complete opening of space towards its surroundings, up to application of some of the optical illusions that redefine the experience of space boundaries. Depending on the method used, spatial contours can be clearly defined or more or less obvious, or a space can be formed, which does not reveal all its qualities through static observation, inviting the viewers to pass through it in order to fully perceive it. If there is a lack of physical possibilities, and also as an addition to previous methods, it is also possible to change the perceptive image of the space through virtual build-up with the help of some of the optical illusions.
The aim of this paper is systematization and critical examination of basic designers’ principles which, in the domain of organization, shaping or materialization of the interior, achieve a higher level of spatiality.

AB - The preservation of architectural heritage requires its use in a sustainable way that
can be achieved with adequate risk management and implementation of vulnerability
mitigation measures in relation to various harmful effects. Part of them is related to natural
hazards (earthquakes, floods, landslides), and the other part is caused by human factor
(fires). Climate change also has an impact on the architectural heritage, and therefore it
is important to properly deal with risk management in order to reduce the probability and
impact of harmful effects (heat waves, storms, increased rainfall causing floods). Since
the emission of greenhouse gases is considered the main cause of climate change, the
implementation of energy efficiency measures can have a positive effect on their mitigation,
as well as regarding the use of architectural heritage. Using the example of the National
Theatre in Belgrade and the measures already implemented or planned in terms of
restoration and energy improvement of buildings as cultural monuments, we presented a
positive environmental benefits that are achieved in reducing energy consumption and CO2
emissions, that is at the same time the climate change mitigation measure as a risk factor
for sustainability of architectural heritage.

AB - Rehabilitation of abandoned industrial heritage sites can be a special opportunity, challenge and a driver of new possibilities for city development. Numerous examples of conservation, restoration and repurposing of such locations that have been implemented so far, demonstrate significant development potentials, that have influenced the culture, education, environmental, social and economic aspects of the development of the respective area. A case study in this paper is the Sugar Factory in Belgrade, which was declared as a cultural monument. The factory site is a unique industrial and urban area, located in the spatial cultural and historic ensemble of outstanding value "Topčider". The Sugar Factory is a monument of industrial development of the country and urban development of Belgrade and one of the few preserved factory sites of the late 19th century. The oldest buildings in the area are also architecturally the most valuable. Common to all buildings in the area is vulnerability due to inadequate use, non-maintenance, neglect and decay. In order to preserve the inherited monument values and popularize the rehabilitation of industrial architecture, it is necessary to improve and recover the Sugar Factory, with the affirmation of the architectural and urban values of the area and its historical features. Starting from the premise that this cultural heritage should be treated as a unique architectural and urban site which, with adequate conversion and reconstruction, can earn a significant place in the tourist offer and cultural life of the city, the paper will consider the negative effects that result from withholding the current situation as well as problems to refurbish this site as a whole

Urban reconstruction as an outright solution to the legalization of the illegal construction on the example of Altina 2 settlement in Belgrade

AB - Illegal construction in terms of its size and harmful consequences is a risk regarding to
the development goals of Serbia and must be solved by mitigation measures and
adequate management. Part of the illegal buildings in protected natural and historical
areas should be demolished with all the consequences it will produce in economic,
social and environmental terms, but which will, on the other hand, defend the general
interest that is unquestionable. The other part of illegal construction, much larger, can
be kept under certain conditions of the legal framework envisaged for this purpose. In
case of the entire settlements developed by spontaneous settling in the marginal city
areas with unappropriated land purpose and the rights of use, there was a gradual
urbanization that prompted the renewal of such settlements and the recovery of harmful
consequences in the wider environment. On the example of the Altina 2 settlement, this
paper explains the genesis and causes of the settlement development on the agricultural
land and the subsequent urban regeneration, performed for a long time at the initiative
of the settlement inhabitants and with the great efforts of the local community and the
City of Belgrade. The results of the subsequent mitigation of the harmful consequences
of illegal construction were analyzed in this case, as well as the individual and general
interests based on the Detailed urban plan Altina 2. The concluding observations
estimate the subsequent urbanization as a compulsory solution in which the harm
caused by illegal construction only partially mitigates, but the general interest is
subsequently and to a certain extent established. It also indicates importance of the
opportune spatial planning and the preparation of locations for residential and
commercial buildings, according to the commercial market requirements, as well as the
categories of socially vulnerable groups, with the aim to make an end of illegal
construction in the future.

AB - The location of the entrance and its relation to the main functional apartment groups in multi-storey, multi-family buildings, is to a great extent determined by the organizational concept of the apartment. The apartments with auxiliary entrances are less present in practice, majority of apartments fit the spatial frame of the building itself. The apartments can border with the next apartment on the same floor, be oriented towards one or more facades, but what is of key importance in determining the number of apartment entrances and their positioning is the size of contact zone between the apartment and common communication areas, as well as the configuration of the apartment. The aims of this paper include the analysis of the main positions of the entrance and the concepts of apartment organization that they determine, analysis of characteristic concepts of two-entrance apartments in multi-storey, multi-family buildings and re-examination of the relation between the introduction of the additional entrance and the necessity of having constant or occasional segregation of certain activities in them
