The Institutional Structure of Land Use Planning for Urban Forest Protection in the Post-Socialist Transition Environment: Serbian Experiences

AB  - In recent decades, Serbia has been undergoing a period of post-socialist transition that has significantly altered the value system underlying spatial development due to alteration of ownership frameworks and land use rights. In consequence, issues have arisen of how to strike a balance between the various interests involved in the distribution of spatial resources and how to control the outcomes of public policies. Land use planning has been identified as an efficient instrument for implementing the public policy value framework. The objective of this paper is to identify the key points of land use planning in relation to urban forest management of significance for the maintenance of urban forests in the environment of post-socialist institutional transformation in Serbia. Seen as an institutional structure, the practice of land use planning in Serbia is the product of a stable interaction between the set of interrelated rules, procedures and organisational units that allows spatial development outcomes that take into account and safeguard land resources and, ultimately, urban forests. The research was carried out in relation to the concept of institutional transformation across three scales: macro/governance, meso/coordination and micro/agency: (a) components of the regulatory framework; (b) procedures for cooperation between stakeholders; and (c) specific activities of land use planning practice. As a result, the concept of Land use Planning for Urban Forest Protection (LUPUFP) in Serbia was established. It identifies components of institutional structure of importance for regulating system changes in the post-socialist transition environment and steering them towards the establishment of a value framework that allows the agenda of saving urban forests to be implemented.

AB  - After the excavation of the canals of the main canal network (MCN) of the Danube-Tisza-Danube (DTD) hydro system, specific technological schemes were used to form deposited materials. In 1958 an experiment with forest plantings was set up on the deposols of the Odzaci-Sombor Canal. Its purpose was the protection and reclamation of the newly-formed dikes. The main aim of this paper is to point to the speed of the process of reclamation and changes in soil properties in the course of a 54-year-long experiment, on the basis of a years-long study of the experimental area.

Green and blue spaces: Integral urban design as a toolkit for climate change adaptation in the case of smaller settlements in Vojvodina Region

AB  - The urban environment which we inhabit is not built with the intention of being environmentally sustainable and climate responsible. Rather, it facilitates most of the activities that cause climate change. Suburbanization and urban sprawl have resulted in a stimulation of activities such as car-dependent transportation, pollution and the disturbance of natural ecosystems. Therefore, integrated urban design takes an increasingly important role in the strategies and actions of climate change adaptation in the built environment. Urban form characteristics such as density, mixed use, public transport accessibility, urban patterns and application of sustainable materials are shaped by urban design, which is becoming an important tool for the sustainable development strategies and climate change adaptation actions.
This paper deals with the special importance and role of green and blue infrastructure as an integral part of the urban design toolkit for climate change adaptation. Sustainable urban design integrates green and blue spaces into a living environment and utilizes them for cooling, protection against solar radiation, maintaining the water supply and the collection of surface water. 
The main task of the paper is to identify the ways of using green and blue infrastructure when adapting the different elements of urban form (neighborhood, public space, house and lot) to climate change.
As part of the research presented in the paper we used a method of case studies of several smaller settlements in Vojvodina, because of their inherited plan-based urban layout and specific infrastructure related to rural ecosystems which have the potential to be successfully 'remodeled'. The result is presented in the form of an urban design toolkit with guidelines for urban form adaptation in the context of solutions that integrate green and blue infrastructure at three levels: neighborhood, public space, and house and lot.

AB  - Radom se istražuje koncept prilagođavanja klimatskim promenama iz aspekta prostornog planiranja i njegove nove uloge u suočavanju sa promenama koje su već nastupile, a koje izvesno opredeljuju pravce budućeg razvoja. Uspostavljena je razlika od dosadašnjeg razmatranja održivog razvoja i zaštite životne sredine u smislu prevencije i ublažavanja budućih klimatskih promena. Teritorijalni okvir elaboracije predstavlja Podunavlje u Srbiji kao deo dunavske regije Evrope, čime se tema razmatra u kontekstu aktuelnih promena uslovljenih globalizacijom, evropeizacijom i informatizacijom Srbije. Uspostavljanjem relacija između Prostornog Plana Republike Srbije 2010-2020 (2009) i Strategije EU za Dunavski region zajedno sa Akcionim planom (2010) trasirani su prioriteti integralnog/holističkog pristupa prostornom planiranju, kako putem povezivanja sektorskog razmatranja, tako i putem razmatranja mekih i permeabilnih granica i multi-level upravljanja, a u domenu prilagođavanja klimatskim promenama. Povećani rizici od nestašice vode, toplotnih talasa i prirodnih katastrofa ugrožavaju naselja, infrastrukturu, životnu sredinu i ljudske živote. Najveći potencijal integralnog pristupa prostornom planiranju je u sagledavanju konflikata između prevencije novih rizika i različitih interesa u korišćenju zemljišta, u njihovom rešavanju i daljem sprovođenju. Time se ostvaruje povećanje mogućnosti prilagođavanja prostora postojećim, kao i smanjenja povredljivosti prostora budućim, klimatskim promenama. Preispitivanje pristupa prostornog planiranja i njegovo prilagođavanje novim tematskim i problemskim zahtevima predstavlja osnov za formiranje platforme za dalje istraživanje u cilju formiranje preporuka za konkretne akcije prilagođavanja klimatskim promenama putem inoviranog procesa prostornog planiranja u Srbiji.
