AB  - The paper analyzes the impacts of mining activities on sustainable land management in mining areas in the Republic of Serbia and Romania and discusses the main challenges related to the management of these issues in legislation and practice. Particular attention is paid to land disturbance, mine waste management and land reclamation, as well as access to land for mining purposes, the transfer of mining royalties and the partnerships of the mining industry, governments, communities and civil society for sustainable mining. Both governments are willing to provide the adequate role to mining in strengthening the national economies, but they face numerous constraints in this matter. Sustainable mining practices and consistent implementation of the mining for the closure planning approach, within an improved legislative framework and in cooperation with stakeholders at all levels, create conditions for the development of creative, profitable, environmentally-sound and socially-responsible management and reuse of mine lands.

AB  - Starting from the fact that land use regulations can directly affect assignment and reassignment of property rights over land, the authors examine the link between land use regulation and property rights in Serbia by analyzing relevant literature, as well as legislation and regulations. Current legal framework that regulates property rights over land is inconsistent in many parts, while the effects of land use regulations are very dependent on structural institutional transformations and interdependent on property rights. In this regard, the paper gives a critical overview of framework of property rights regime over land and urban construction and agricultural land regulation in Serbia. After reviewing existing literature, legislation and institutional regulation on the main issues of land use regulations and property rights, the authors discuss in particular redefinition of property rights over land, processes of privatization and restitution of land. The authors indicate that resolving property rights over land is very important both for social issues and for economy and regarding this, land restitution, supported by efficient land administration, is the precondition for successful privatization process.

AB  - This paper analyzes natural and anthropogenic tourism resources in the Carpathian region in Serbia, as well as legal and institutional frameworks which need to be strengthened with the aim of ensuring sustainable tourism development of the region. The sustainable tourism development will necessitate the linking of stakeholders within and at the level of the region, along with an adequate support at the national level in order to take advantage of numerous opportunities offered by an increasingly intense cross-border cooperation. Taking into account the greater number of protected areas and those planned to be protected in the Carpathian region, as well as specificities of tourism development in these areas, special attention in the paper has been given to sustainable tourism development of protected areas.
