AB  - Growing development needs and requirements for mineral resources endorsed by the contemporary society reopen the issues of mineral resources finitude and effects that mineral industry imposes on the global scene. Mining is certainly among the activities which raise numerous environmental and social concerns being enhanced by continuous demand for new exploitation areas. Experience supports the need for continuous process of planning in the mining areas and development of extensive research, both fundamental and applied. With particular focus on spatial plans for the mining areas in Serbia, this paper addresses current mining regulatory framework and issue of harmonization between spatial plans for the mining areas with other pertinent strategic documents on environmental and social protection. Regardless they have been prescriptive or legally binding, fundamental principles of these strategic documents serve as guidance towards sustainable development in the mining sector under the new institutional, organization and economic settings.

Opšta kretanja i perspektive razvoja sektora uglja u Evropi

AB  - U radu su analizirana novija opšta kretanja i perspektive razvoja sektora uglja u Evropi, kao i globalni poslovni rizici i rizici u sektoru rudarstva koji su potencirani uticajem svetske ekonomske i finansijske krize i usvajanja regulative i mehanizama Kjoto protokola u EU decembra 2008.godine. Razmatrani su razvoj, tržišna pozicioniranost sektora, cene uglja i elektroenergije i nova uloga sektora uglja u Evropi. Ukazuje se na nove perspektive razvoja sektora uglja u Evropi koje su uslovljene promenama u ekonomskom, finansijskom, regulatornom okruženju i ekološko-prostornim performansama. Dat je osvrt na glavna scenarija buduće uloge uglja u proizvodnji elektroenergije u EU koji se zasnivaju na pretpostavkama i kombinacijama različitih cena energije i cena eliminisanja ugljenika u korišćenju uglja za proizvodnju elektroenergije, kao i na rastućoj ulozi novih i obnovljivih resursa. Ocenjuje se da su u tome ključne pretpostavke primena koncepta čistog uglja (Clean Coal), koncepta „nulte“ emisije CO2 u skladu sa Direktivom EU o zahvatanju, transportu i skladištenju ugljenika (Directive CCS) i Direktivom o trgovini dozvola za emisije ugljenika (Directive ETS) koja se primenjuje u zemljama EU, kao i primena boljih tehnologija za proizvodnju struje zasnovanu na uglju u narednom periodu. Postojeća primena  sistema trgovine emisijama CO2 je istovremeno i pokretač podrške za primenu Direktive CCS čije se uvodjenje u EU planira do 2020.godine. U radu su identifikovani globalni faktori poslovnog rizika i prikazani su osnovni rizici poslovanja u sektoru rudarstva čije je dejstvo pojačano zbog svetske ekonomske krize. Zbog dinamizma tržišnih i regulatornih promena na nadnacionalnom nivou, obnavljanja interesa za oporavak sektora uglja i zbog očekivanog rasta konkurentnosti ocenjuje se da se u neposrednoj budućnosti može očekivati sve veći pritisak na transformaciju rudarskog sektora u svim glavnim aspektima – strukturnim, socioekonomskim, tehničkim, institucionalnim, ekološko-prostornim. Dobijeni nalazi istraživanja su od značaja za donošenje budućih odluka o strateškom razvoju i integralnom planiranju sektora uglja u Srbiji u oblasti socioekonomskih uticaja, regionalnih veza, ekološko-prostornih rešenja, institucionalnih i organizacionih prilagodjavanja.
AB  - The paper analyses the latest general trends and development perspectives of the coal sector in Europe, as well as the global business risks and the risks in the mining sector that are promoted by the World economy and financial crisis and EU adoption of the Kyoto Protocol regulation and mechanisms in December 2008. Development, market position of the sector, coal and energy prices, as well as the new position of the coal sector in Europe have been addressed in the paper. New development perspectives in the European coal sector have been pointed out, which are conditioned by the changes in economy, financial and regulatory context and by the ecological-spatial performances. The key scenarios of the role that coal may have in the future EU energy production have been reviewed, and these scenarios are based on the hypotheses and various combinations of the energy prices and prices of carbon elimination when coal is used for the electric energy production, as well as they are based on the increasing role of new and renewable resources. It is estimated that in such case the key assumption would be in application of the Clean Coil Concept, the concept of zero CO2 emmissions according to the EU Directive on Carbon Capture and Geological Storage (Directive CCS) and European Trading Scheme Directive for the carbon emissions (Directive ETS) which are applied in the EU countries, as well as the assumption on better technology for the coal based electricity production to be applied in the future. At the same time, the present application of trading system for CO2 emmissions is the driver of support for the enforcement of Directive CCS which is expected to be introduced in the EU by the year 2020. The paper identifies global business risk factors and presents the basic risks in the mining sector of business, which are amplified by the global economic crisis. Due to dynamics of the market and regulatory changes at the supranational level, as well as because of the renewed interest in recovering the coal sector together with the expected growth in competitiveness, it is assumed that the near future will bring a greater pressure for the mining sector transformations in reference to all major aspects – structural, socioeconomic, technical, institutional, and ecological-spatial. The research results are significant for the future decision-making in strategic development and integral planning of the coal sector in Serbia regarding the socioeconomic influences, regional connections, ecological-spatial solutions, institutional and organisational adjustments.

Koncept informacionog sistema za potrebe planiranja na području lignitskih basena

AB  - Abstract: Efficient management of spatial development within the available normative framework and institutional organization, includes a coordinated participation of a large number of stakeholders, fundamental knowledge of all important spatial features, and the existence of a developed information base (database and system of indicators). Spatial Information system is a basic instrument for monitoring the spatial conditions, development tendencies, management and conduction of appropriate actions. In order to respond to these requirements, the spatial information system should be integrated with other sectoral information systems and databases at the national, regional and local level.
Areas which are featured by extensive lignite exploitation, have been characterised by significant structural changes in spatial development, which are manifested in terms of the use of space (large land encompass - a permanent change in land-use), socio-economic transformations, concentration of activities and jobs, transformation in the network of settlements, environmental impacts (degradation of natural resources, ecosystem change, pollution of the air, water, soil, etc.). Dynamic changes in the lignite basins which are caused by the development of mining and related/supporting functions may be directed according to development of a dynamic and continuous planning process and research. In that sense, information system for the purposes of planning and management of development, should be adapted to dynamic changes in the basin, as well as to the dynamics of planning, research, programming, design and control of development and regeneration of the area. Formation of an information system for lignite basin creates a common framework for the development, implementation and monitoring of spatial and urban development plans and implementation of mining - energy plans / programs and investment- technical documentation.
The paper gives an overview of the spatial information system, sectoral coordination and synchronization of activities, as well as the concept of an information system for planning in the lignite basins.

AB  - Abstract: There are numerous definitions and interpretations of what is the purpose and subject of SIA (Social Impact Assessment). A number of common determinants occur in various definitions. SIA examines the social changes that are likely to arise as a direct or indirect result of planned interventions (plans, programs, policies). In fact, SIA is a process aimed at understanding, managing and controlling the changes. The initiation of SIA application is linked to development of economic and infrastructural systems, i.e. zones in which intensive changes in social space have taken the place. There is an increased interest in SIA, and it has been applied not only in development of certain activities (large economic systems, construction of public facilities, etc.), but even more so in the implementation of programs and policies. SIA is generally associated with the five types of changes: • Demographic • Economic • Health and welfare • Environmental • Institutional changes. SIA has become a binding activity in the World Bank funded projects. In Serbia, neither the current Law on planning and construction nor the Law on expropriation would require the preparation of SIA.
During development of several spatial plans in Serbia for the areas in which the population and village displacement has been planned, only the segments of SEA methodology as it is commonly performed have been included in the analyses and programs.
The paper will show SIA development, framework and principles, as well as some results of its application in the projects of mining activity – for surface exploitation of raw mineral resources.

AB  - Abstract: Starting with a review of brown coal exploitation capacities in Poland, firstly it was pointed out to limitations on further development of the mining-energy complex, which derive from its multiple adverse impacts on the environment, among which the CO2 emissions as well as the slowdown in financing the geological explorations have presently been given the key importance. Successful dealing with other ecological issues, which in Poland have been linked to surface overburden in coal mines, has been greatly influenced by a consistent law regulation on recultivation of degraded areas. In addition, some conceptual postulates on recultivation are addressed here since in the last half a century they have evolved from the attempts to bring a degraded soil back to previously dominant agricultural use into alternative ways for adaptation of the post-mining landscapes according to the socioeconomic needs, natural limitations, and technical and technology potentials at the location. In such context, there have been brought forward the criteria and indicators which have been lately applied in the selection process of the best recultivation use, and which involve public participation. Concluding remarks point to the instructive role of polish recultivation experience for dealing with a number of spatial development problems which may occur in the great mining basins of Serbia.

Impact of risk and uncertainty on sustainable development of Kolubara lignite basin: sectoral and some contextual aspects

AB  - The paper analyzes the risks and uncertainties and their possible impact on the future development of the Kolubara lignite basin area in the Belgrade metropolitan region. Here has been examined are the risks caused by the global financial crisis to investments in coal exploitation and processing; the preference of actors for investing in the coal exploitation and processing in the Kolubara basin; the strategic options in Serbia‘s energy supply; ''acquis communautaire'' in the energy sector, and environmental protection and planning; the impact of price policies on coal and electric energy, restructuring and the privatization of the public enterprise „EPS" and „Kolubara", etc. The key findings have been pointed out: the new development pattern must adhere to all the standards that are prescribed by the international commitments that Serbia has undertaken and the new development model requests significant institutional and organizational adjustments in the development management of the Kolubara coal basin. However, there is a number of obstacles that hinder more strategic research, thinking and governance to effect in this and other societal spheres, mostly pertaining to the poor planning and broader institutional culture in Serbia. This and some related issues are paid specific attention in the last part of this contribution.

AB  - Paper considers different aspects of spatial development management in the zones characterized by significant spatial interventions, whose consequences are structural changes in usage of space, social and economic development, environmental and ambient quality. Those are, above all, big mining regions, zones of big water accumulations and main infrastructure corridors. Paper deals with normative, institutional and organizational assumptions for managing spatial development, planning approaches, construction and spatial arrangement, searching and structuring data basis and development of information system, system of indicators and monitoring system. Special attention is given to balance and synchronization of activities during compilation of study, planning and technical documentation, as well as procedures of considering and enacting appropriate decisions by competent authorities on national, regional and local level.

Conflicts and limitations in spatial development of mining basins

AB  - A relatively high degree of conflicts between development and developmental goals is an objective condition that one has to face in planning in large mining basins. Numerous conflicts exist: between wider public larger social interests (land occupation, removal-power production), short-term and long-term goals, specific and general aims, etc. Basic developmental conflicts exist in the relationship between the miming-energy-industrial system and its environment, and they are manifested in areas of regional development, incompatible production functions (mining-agriculture), lend use and organization, exploitation of natural resources, and environmental degradation. Thus, one of the most important planning task in large mining basins is to identify, evaluate, confront and compare development conflicts and developmental goals. The task of the planning process is to offer objective parameters (indices) concerning the state of development, its potentials and limitations, as well as the concept of alternative strategies of future development, including their possible effects, conversion of larger social priorities into criteria for evaluating alternative strategies, i.e. to offer adequate analytical documents as a platform for the expression of goals and interests of numerous social subjects and their harmonization in the process of participation in planing decision making.
AB  - Relativno visok stepen konfliktnosti razvoja i razvojnih ciljeva je objektivna okolnost sa kojom se suočava planiranje u velikim rudarskim basenima. Postoje brojni konflikti: između lokalnih i širih društvenih interesa (zauzimanje zemljišta, preseljenja-proizvodnja energije) kratkoročnih i dugoročnih, posebnih (granskih) i opštih ciljeva itd. Osnovni razvojni konflikti vezani su za odnos između rudarsko-energetsko-industrijskog sistema (REIS-a) i okruženja, koji se manifestuju u domenu regionalnog razvoja, nekompatibilnih proizvodnih funkcija (rudarstvo-poljoprivreda), korišćenja i uređivanja prostora korišćenja prirodnih resursa i degradacije sredine. Prema tome, jedan od najznačajnijih zadataka planiranja u velikim rudarskim basenima je identifikacija, ocena, sučeljavanje i relativizacija konfliknosti razvoja i razvojnih ciljeva. Zadatak planiranja je da ponudi objektivizirane parametre (pokazatelje) o stanju razvoja, njegovim potencijalima i ograničenjima, zatim koncept alternativnih strategija budućeg razvoja uključujući i njihove moguće efekte, konverziju širih društvenih prioriteta u kriterijume za vrednovanje alternativnih strategija i dr., odnosno da ponudi adekvatnu studijsko-analitičku dokumentaciju kao platformu za iskazivanje ciljeva i interesa brojnih društvenih subjekata i njihovo usaglašavanje putem participacije u donošenju planskih odluka.

Uticaj proizvodnih sistema u velikim rudarskim basenima na planiranje razvoja, obnavljanje i uređenje prostora

AB  - Large mining systems evolve within large cities, along some axis of development or in the zones where certain natural resources exist as well as raw materials as a basis for production. From the aspect of the even regional developmental policy, more significant are those productive systems which are located outside the zones of high urban concentration. A relatively large capital investment following up construction and development of these systems allow that a part of the financial resources can be used for the communal and infrastructural systems of settlements, development of services, population employment, that improve the living standard both in urban settlements and rural surroundings. Beside some positive effects, the development of these mining systems, particularly those ones as the mines, electric power plans and basic chemistry, during their exploitation and raw material processing create a number of conflicts with surroundings (spatial, ecological, social etc). Spatial planning within such conditions has a very important role in the identification and relativization of the above mentioned conflicts reconciliation of opponent's interests in the use of space and reduction of other negative influences of large productive systems on surroundings. Large scale exploitation of mineral resources, based on the use of heavy mechanization for surface mining has as a consequences numerous structural changes in the immediate surroundings, such as use of land /agricultural disbalance of ecosystems, the changes in water resources systems relocation/resettlement and changes of socio - economic population structure relocation of traffic networks and other infrastructural objects/networks industrial premises etc. Management of these changes requires operationalization of a specific developmental planning system revitalization and territorial organization in the large mining basins, in fact in the areas under the impacts of large scale exploitation of mineral resources. Revitalization and territorial organization is in fact the final phase in the research and developmental planning process related to areas of surface mining of mineral resources. The large scale, intensity and the territorial dispersal of land and space degradation requires a relevant planned intervention for the revitalization and territorial organization. That is a complex process which has a several aspects such as: recultivation of degraded soil/land, the regulation of hydrological systems, landscape planning, construction of traffic networks and other technical infrastructures, construction and arrangement of settlements etc. Revitalization and arrangements of the areas of large scale exploitation of mineral resources is a dynamic process, otherwise dictated by dynamics of surface mining itself.
AB  - Veliki proizvodni sistemi se razvijaju u okviru velikih gradova, duž osovina razvoja ili u zonama obimne eksploatacije mineralnih sirovina. Sa stanovišta politike ravnomernijeg regionalnog razvoja, značajniji su oni proizvodni sistemi koji su locirani van zona visoke urbane koncentracije. Relativno velika kapitalna ulaganja koja prate izgradnju i razvoj ovih sistema omogućuju da se deo finansijskih sredstava može usmeriti na razvoj komunalnih, infrastrukturnih sistema naselja, na razvoj usluga, zapošljavanje stanovništva, unapređuju tako životni standard gradskih, ali i ruralnih naselja u okruženju. Uz neke pozitivne efekte, razvoj ovih rudarskih sistema a pre svega onih koji se tiču kopova, elektrana i bazične hemijske industrije, stvara tokom eksploatacije i obrade sirovina niz konflikata u okruženju (prostorni, ekološki, socijalni i dr). U takvim uslovima prostorno planiranje ima veoma važnu ulogu za identifikaciju i ublažavanje navedenih konflikata, usaglašavanje suprotstavljenih interesa korisnika prostora i smanjenje ostalih negativnih uticaja na okruženje. Obimna eksploatacija mineralnih resursa koja se bazira na upotrebi teške mehanizacije na površinskim kopovima, dovodi do brojnih strukturnih promena u neposrednom okruženju, kao što su: poremećaj ekosistema, degradacija /poljoprivrednog/ zemljišta, promene u vodnim sistemima premeštanje/preseljenje stanovništva i promene socioekonomske populacione strukture, premeštanje saobraćajne mreže i ostalih infrastrukturnih objekata/mreža, industrijskih postrojenja, itd. Upravljanje ovakvim promenama zahteva operacionalizaciju posebnih razvojnih planskih sistema revitalizaciju i prostornu organizaciju u velikim rudarskim basenima odnosno, u područjima koja su pod uticajem obimne eksploatacije mineralnih sirovina. Revitalizacija i uređenje prostora su u stvari, finalna faza istraživanja i razvojnog planskog procesa koja se odnosi na područja površinskih kopova mineralnih sirovina. Veliki obim, intenzitet i teritorijalnaraširenost degradacije prostora zahteva odgovarajuće planske intervencije u revitalizaciji i teritorijalnoj organizaciji. To je složen proces sa nizom aspekata, poput rekultivacije degradiranog zemljišta regulacije vodoprivrednih sistema, planiranja pejzaža, izgradnje saobraćajnih mreža i druge tehničke infrastrukture, izgradnje i uređenja naselja, itd. Revitalizacija i uređenje područja obimne eksploatacije mineralnih sirovina je dinamičan proces koji je diktiran dinamikom razvoja rudarskih radova.

Spatial planning within such conditions has a very important role in the identification and relativization of the above mentioned conflicts reconciliation of opponent's interests in the use of space and reduction of other negative influences of large productive systems on surroundings. Large scale exploitation of mineral resources, based on the use of heavy mechanization for surface mining has as a consequences numerous structural changes in the immediate surroundings, such as use of land /agricultural disbalance of ecosystems, the changes in water resources systems relocation/resettlement and changes of socio - economic population structure relocation of traffic networks and other infrastructural objects/networks industrial premises etc. Management of these changes requires operationalization of a specific developmental planning system revitalization and territorial organization in the large mining basins, in fact in the areas under the impacts of large scale exploitation of mineral resources. Revitalization and territorial organization is in fact the final phase in the research and developmental planning process related to areas of surface mining of mineral resources. The large scale, intensity and the territorial dispersal of land and space degradation requires a relevant planned intervention for the revitalization and territorial organization. That is a complex process which has a several aspects such as: recultivation of degraded soil/land, the regulation of hydrological systems, landscape planning, construction of traffic networks and other technical infrastructures, construction and arrangement of settlements etc. Revitalization and arrangements of the areas of large scale exploitation of mineral resources is a dynamic process, otherwise dictated by dynamics of surface mining itself., Veliki proizvodni sistemi se razvijaju u okviru velikih gradova, duž osovina razvoja ili u zonama obimne eksploatacije mineralnih sirovina. Sa stanovišta politike ravnomernijeg regionalnog razvoja, značajniji su oni proizvodni sistemi koji su locirani van zona visoke urbane koncentracije. Relativno velika kapitalna ulaganja koja prate izgradnju i razvoj ovih sistema omogućuju da se deo finansijskih sredstava može usmeriti na razvoj komunalnih, infrastrukturnih sistema naselja, na razvoj usluga, zapošljavanje stanovništva, unapređuju tako životni standard gradskih, ali i ruralnih naselja u okruženju. Uz neke pozitivne efekte, razvoj ovih rudarskih sistema a pre svega onih koji se tiču kopova, elektrana i bazične hemijske industrije, stvara tokom eksploatacije i obrade sirovina niz konflikata u okruženju (prostorni, ekološki, socijalni i dr). U takvim uslovima prostorno planiranje ima veoma važnu ulogu za identifikaciju i ublažavanje navedenih konflikata, usaglašavanje suprotstavljenih interesa korisnika prostora i smanjenje ostalih negativnih uticaja na okruženje. Obimna eksploatacija mineralnih resursa koja se bazira na upotrebi teške mehanizacije na površinskim kopovima, dovodi do brojnih strukturnih promena u neposrednom okruženju, kao što su: poremećaj ekosistema, degradacija /poljoprivrednog/ zemljišta, promene u vodnim sistemima premeštanje/preseljenje stanovništva i promene socioekonomske populacione strukture, premeštanje saobraćajne mreže i ostalih infrastrukturnih objekata/mreža, industrijskih postrojenja, itd. Upravljanje ovakvim promenama zahteva operacionalizaciju posebnih razvojnih planskih sistema revitalizaciju i prostornu organizaciju u velikim rudarskim basenima odnosno, u područjima koja su pod uticajem obimne eksploatacije mineralnih sirovina. Revitalizacija i uređenje prostora su u stvari, finalna faza istraživanja i razvojnog planskog procesa koja se odnosi na područja površinskih kopova mineralnih sirovina. Veliki obim, intenzitet i teritorijalnaraširenost degradacije prostora zahteva odgovarajuće planske intervencije u revitalizaciji i teritorijalnoj organizaciji. To je složen proces sa nizom aspekata, poput rekultivacije degradiranog zemljišta regulacije vodoprivrednih sistema, planiranja pejzaža, izgradnje saobraćajnih mreža i druge tehničke infrastrukture, izgradnje i uređenja naselja, itd. Revitalizacija i uređenje područja obimne eksploatacije mineralnih sirovina je dinamičan proces koji je diktiran dinamikom razvoja rudarskih radova.",

друштва. Проблеми који у том контексту може створити неадекватно поступање с
отпадом су несагледиви. Решавање управљања комуналним отпадом се из тог разлога
налази у сфери посебног друштвеног интереса и тражи целовит плански приступ.
Имајући у виду да простор опредељује какав ће систем управљања отпадом бити
успостављен и да се у простору реализају сви елементи система управљања отпадом,
просторни аспект је један од најзначајнијих фактора у формирању и дефинисању
концепта управљања отпадом. Не улазећи у проблематику технолошких решења
третманаотпада,укњизисетежиштестављанапросторниаспектуправљањаотпадом
где се, са једне стране, посебно говори о подручју где настаје и, са друге стране, где је
с просторно-планерског аспекта најпогоднија локација за његово одлагање. Посебна
пажња посвећена је одабиру критеријума за избор локације регионалне депоније и
метода и тежинских вредности које се примењују у вишекритеријумској евалуацији
приликом одабира најпогодније локације за депонију. Истиче се могућност, улога и
предност коришћења ГИС алата у том процесу.
Акценатсеурадустављанааспектзаштитеживотнесрединеупланирањууправљања
отпадом кроз израду стратешке процене утицаја на животну средину за планове
(регионалне) управљања отпадом. У том контексту је на конкретном примеру
извршен одабир кључних индикатора за оцену планских решења из Регионалног
плана управљања комуналним отпадом за 11 општина колубарског региона, као и
одабир индикатора за праћење стања (мониторинг) животне средине.
Један од значајнијих проблема у Србији представља неусклађеност планских
докумената из области управљања отпадом и планирања просторног развоја. У раду
се приказује модел усклађивања планских докумената који је у функцији стварања
планског основа за реализацију система управљања отпадом у конкретном простору.
AB  - Environmental and health protection are presently the priority tasks set in front of
modern society. In such context, the problems which can be created due to inadequate
treatment of waste become enormous. Therefore, the solution for municipal waste
management problems lies in the sphere of particular public interest and requires a
comprehensive planned approach.
Having in view that spatial context determines the kind of waste management system
which will be organised, and that all elements of waste management system are spatially founded, the spatial aspect is one of the key factors in formation and definition
of the waste management concept. Without getting into problematic of waste treatment technological solutions, the emphasis of this book is on the spatial aspect of waste
management, where on the one hand, the concern is about the area in which waste has
been produced and on the other hand, the concern is also about the best location for
waste disposal with spatial planning aspect in view. A special attention is dedicated to
the choice of criteria on the selection of location for a regional landfill and on methods
and weighted values which are applied in the multi-criteria evaluation while choosing
the most suitable landfill location. It is emphasised the potential, the role, and the advantage of GIS tools application in such process.
The accent of the thesis is put on the aspect of environmental protection in waste management planning, through development of Strategic Environmental Assessment for the
Waste management regional plans. With this in view, and by using the concrete example, a selection has been made regarding the key indicators for evaluation of planning
decisions from the Regional plan formunicipal waste management in 11 municipalities
of Kolubara region, as well as it has been made a choice of indicators for monitoring the
environmental conditions.
One of the major problems in Serbia is the lack of synchronisation between the planning
documents in the sphere of waste management and the spatial development planning
ones. The model for synchronising the planning documents with aim to generate the
planning basis for realisation of the waste management system in the concrete spatial
context, has been presented in the thesis.

AB  - U radu su razmatrani problemi privatizacije i mogućnosti održivog razvoja RTB Bor. Razvojni izgledi opterećeni su krupnim problemima, potenciranim tranzicionom depresijom. Prikazani su osnovni nalazi održivog razvoja rudarsko-topioničarskog basena Bor: da potencijali ne mogu biti racionalno iskorišćeni ako se nastavi sa sadašnjim trendom biskog nivoa korišćenja; neophodnosti ekološko-prostorne sanacije i prevencije ekoloških šteta, kao preduslova za novu razvojnu fazu. U perspektivama budućeg razvoja prostora postoji opasnost od potencijalno prekomernog i ekološki visoko-rizičnog korišćenja pojedinih resursa ukoliko se u strategiju razvoja i poslovanja restrukturiranog i privatizovanog preduzeća RTB „Bor“ ne budu inkorporirali elementi evropskih politika razvoja rudarstva, industrijske politike i održivog razvoja.

Development perspectives are under the pressure of crucial problems, which are emphatic by transitional depression. There are shown key results of sustainable development of RTB Bor as follows: the resources can’t be rational used if the trend of low level using continued; needs of environmental sanation and ecological damages prevention, as condition for the new developmental phases. In the perspectives of the future development of this area exists a danger from the excessive and ecologically highly risk using of resources if the elements of European policies of mining, industrial policy and sustainable development policy in development strategy of restructured and privatized company RTB „Bor“ are not incorporated.

AB  - Novije iskustvo u primeni metoda ex ante evaluacije plansko-razvojnih odluka upućuje da se u oceni tzv. ''teritorijalnog kapitala'' područja kombinovano primeni veći broj pristupa. U slučaju rudarsko-topioničarskog basena Bor, izvršena je preliminarna analiza potencijala i ograničenja ovog područja primenom SWOT analize, rudimentarne analize teritorijalnog uticaja (Territorial Impact Analysis, TIA) i grubog vrednovanja strateških prostornih uticaja (Strategic Spatial Impact Evaluation, SSIE). Rezultati ove evaluacije ukazuju na postojanje brojnih negativnih atributa (slabosti i opasnosti), kao i značajnih pozitivnih vrednosti (prednosti i mogućnosti). Borsko područje suočeno je s većim brojem razvojnih problema, ali oni ne moraju biti nepremostivo razvojno ograničenje u narednom periodu.
AB  - A more recent experience in the implementation of the ex ante evaluation methods for development planning decisions directs to the utilization of various approaches in the assessment of the so-called ‘’territorial capital’’ of an development area. In the case of the RTB Bor (a copper mine area), a preliminary analysis of its development potential and limits have been undertaken, combining a number of elements of a SWOT analysis, a rudimentary Territorial Impact Analysis (TIA), and a sketchy Strategic Spatial Impact Evaluation (SSIE). The findings indicate to a large number of positive factors, as well as to a large number of negative ones. Provided appropriate steps are timely undertaken, the negative factors need not ultimately prove to represent the insurmountable hindrance to that end.

U slučaju rudarsko-topioničarskog basena Bor, izvršena je preliminarna analiza potencijala i ograničenja ovog područja primenom SWOT analize, rudimentarne analize teritorijalnog uticaja (Territorial Impact Analysis, TIA) i grubog vrednovanja strateških prostornih uticaja (Strategic Spatial Impact Evaluation, SSIE). Rezultati ove evaluacije ukazuju na postojanje brojnih negativnih atributa (slabosti i opasnosti), kao i značajnih pozitivnih vrednosti (prednosti i mogućnosti). Borsko područje suočeno je s većim brojem razvojnih problema, ali oni ne moraju biti nepremostivo razvojno ograničenje u narednom periodu., A more recent experience in the implementation of the ex ante evaluation methods for development planning decisions directs to the utilization of various approaches in the assessment of the so-called ‘’territorial capital’’ of an development area. In the case of the RTB Bor (a copper mine area), a preliminary analysis of its development potential and limits have been undertaken, combining a number of elements of a SWOT analysis, a rudimentary Territorial Impact Analysis (TIA), and a sketchy Strategic Spatial Impact Evaluation (SSIE). The findings indicate to a large number of positive factors, as well as to a large number of negative ones. Provided appropriate steps are timely undertaken, the negative factors need not ultimately prove to represent the insurmountable hindrance to that end.",

AB  - У раду су разматрани елементи за прелиминарну анализу потенцијала и ограничења подручја Колубарског лигнитског басена и управљања развојем ''територијалног капитала'', применом SWOT анализе, анализе територијалног утицаја (Territorial Impact Analysis -TIA) и вредновања стратешких просторних утицаја (Strategic Spatial Impact Evaluation -SSIE). Резултати евалуације постојеће ситуације и развојних изгледа показују да има више негативних момената (слабости и опасности), него позитивних (предности и могућности), будући да је Планско подручје суочено с великим бројем проблема, чија се исходишта махом налазе ван Подручја. Оцењује се да то не мора да буде непремостиво развојно ограничење, будући да Подручје располаже и знатним потенцијалима-''територијалним капиталом''.  Указује се на основне налазе анализе: да потенцијали неће бити рационално искоришћени ако се настави са садашњим моделом развоја и уз велике директне и индиректне трошкове (посебно у области екологије и простора); да је санација, барем селективна, до сада учињених еколошко-просторних штета предуслов за квалитативно нове фазе развоја; да нови развојни образац мора у свему уважавати европске стандарде који проистичу из међународних обавеза које је Република Србија већ преузела или ће то ускоро и  да нови развојни модел тражи знатна институционална и организациона прилагођавања, нарочито у области управљања развојем колубарског лигнитског подручја.
AB  - This paper investigates the elements for a preliminary analysis of the potentials and limitations present at the territory of Kolubara lignite basin and for managing the development of “territorial capital” by application of SWOT analysis, Territorial Impact Analysis – TIA, and Strategic Spatial Impact Evaluation – SSIE. The evaluation results regarding the present situation and development prospects show that there are more negative moments (e.g. weaknesses and threats) than the positive ones (strengths and opportunities), which are due to the fact that the planned area has been faced with a number of problems whose outcomes mainly affect the territories beyond this one. This is not considered as an insurmountable obstacle for the development, having that the territory in concern also has a significant potential – “territorial capital”. It is pointed to the basic findings of the analysis: that the potentials will not be rationally used pursuing the present model of development which also involves great direct and indirect costs (especially in the sphere of ecology and physical space); that the mitigation process, at least the selective one regarding the already made ecological-spatial damages, would be a precondition for a qualitatively new phases of development; that the new development pattern has to wholly acknowledge the European standards, which derive from international duties that the Republic of Serbia has already ratified or is about to do so, and that the new development model would require considerable institutional and organisational adjustments, especially in the field of development management for the area of the Plan.
