AB  - U radu se izučava dosadašnja i perspektivna politika prostorne alokacije industrije u Srbiji. Konstatuje se da su efekti tranzicijske recesije i odsustvo industrijske politike, uz niz drugih faktora, osnovni uzroci intenzivne deindustrijalizacije gradova u Srbiji, produbljavanja teritorijalnih razlika u nivou razvijenosti, koncentracije i prostorne polarizacije proizvodnih kapaciteta u beogradskom i novosadskom metropolskom području, funkcijske i prostorne fragmentacije znatnog područja zemlje, nastanka brojnih braunfild industrijskih lokaliteta u urbanim strukturama. Analizirana je uloga opšteg razvojnog konteksta, opštih pokretačkih snaga, ključnih faktora uspeha, kreativnih resursa, makrolokacionih faktora kao okvira divergentnih razvojnih i teritorijalnih procesa u horizontalnoj industrijskoj politici. Ukazuje se na osnovna polazišta za kreiranje nove politike  prostorne organizacije industrije u Srbiji, posebno na mogućnosti alokacije industrijskih zona (IZ) i industrijskih parkova (IP). Konstatuje se da su atraktivni i konkurentni lokaliteti za njihov smeštaj u metropolskom području, gradovima srednje veličine u razvijenom području, duž koridora X i VII kao i u gradovima srednje veličine na nedovoljno razvijenom području. U radu su prikazani i preliminarni nalazi uticaja dva osnovna tipa politike prostorne organizacije industrije – politike kompetitivne i kohezione teritorijalne alokacije industrije na prostorne strukture primenom inicijalnih elemenata instrumenta TIA (Territorial Impact Assessment).
AB  - In the paper are investigated recent and perspective policies of territorial allocation of industry in Serbia. It is stated that the effects of the transition recession and the lack of industrial policy, with a a numerous other factors, are the main causes of the intense de-industrialization of cities in Serbia, the deepening of the territorial differences on the level of development, concentration and spatial polarization of production facilities in Belgrade and Novi Sad metropolitan area, functional and spatial fragmentation of the substantial areas of the country, development of many brownfield sites in urban industrial structure. The focus is on the basic starting point for creating a new horizontal industrial policy. The role of the general development context, general driving forces, the key success factors, creative resources, macro-locational factors as a framework of territorial development and the process in a horizontal industrial policy, are being analyzed. The paper shows the perspectives and policies of the spatial organization of industry in Serbia, particularly the possibility of allocation of industrial zones and industrial parks. It is indicated that the attractive and competitive locations for their placement are in the metropolitan area, mid-sized cities in the developed area along the corridors X and VII and in the mid-sized cities in the under-developed area. This paper also presents preliminary findings of the impact of two basic policies types of spatial organization of industry - the policies of territorial cohesion and competitive allocation of industries on the territorial structures using the initial elements of the instrument TIA (Territorial Impact Assessment).

AB  - U radu će se analizirati neke grupe eksternih i internih rizika i njihov mogući uticaj na budući teritorijalni razvoj kolubarskog energetsko-lignitskog basena, u periodu tranzicije. Razmatrano je nekoliko mogućih uticaja ključnih rizika – globalna finansijska i ekonomska kriza i njen uticaj na investicije u eksploataciji uglja; glavne strateške orijentacije u Strategiji razvoja energetike Srbije; ''acquis communautaire'' u oblasti energetike i ekološke zaštite, Ugovor o osnivanju energetske zajednice Jugoistočne Evrope, Kjoto protokola; politika cena uglja i električne energije; proces restrukturiranja i privatizacije JP EPS (Beograd) i PD „Kolubara“ Lazarevac; primena Direktive Svetske banke o nevoljnom raseljavanju. Ukazuje se da evaluacija mogućih uticaja rizika na budući razvoj kolubarskog basena pokazuje da se oni moraju uključiti u donošenje korporativnih odluka kao i u donošenje urbanističkih i prostornih planova na lokalnom i regionalnom nivou. Ocenjuje se da nova razvojna faza mora ravnopravno uvažavati tržišna kretanja, kao i evropske standarde koji proističu iz obaveza koje je preuzela Srbija.
AB  - In the paper will analyse some group of the external and internal risks and their possible impact on the future territorial development of the Kolubara eneregy generation and lignite basin in the transition period. A few possible impacts of the key risks were considered – the global economic and financial crisis and it influence to investments in coal exploitation; the major strategic orientations in Serbia’s energy supply; ''acquis communautaire'' in the energy field and environmental protection and planning and The Energy Community Treaty of South East Europe, the Kyoto Protocol; the price policies on coal and electric energy; the restructuring and privatization process of the public enterprise „EPS“ (Belgrade) and PD „Kolubara“, Lazarevac; the implementation of Operational Directive WB of Involuntary Resettlement. Paper indicates that an evaluation of possible impacts of risks on the future development of Kolubara basin shows that these impacts must be included in the corporative decision and urban and regional plans. It is appreciated that the new development form has to equally respect market movement and the European standards proceeded from the international obligations that Serbia verified.

Reform framework for urban land management in Serbia in the period of transition

AB  - A preliminary evaluation of the urban land system is presented in the article together with the instruments of land policy in Serbia. The main reason for the analysis is demand for definition of reform framework for urban land management in Serbia in the period of transition towards market-led system. It is concluded that due to the limitations of the current regulation it will be impossible in the future to apply market principles in the urban land policy (supply and demand of land, land capitalization, investment efficiency, et al.). Based on the estimation that the urban land system and land policy are key factors of competitiveness between regions and towns in Serbia, it is necessary to initiate changes in this field. There are indicated on an option of privatization of urban public land and possible establishment of leasehold land. A comparative analysis of the possibilities of the reform urban land system in Serbia has been carried out in relation to two approaches of market systems: (a) with dominant private ownership of urban land (neo/liberal approach) and (b) with dominant public ownership of urban land (system of leasehold)whose findings can be a basis for further study of the new system in Serbia. The attanied results are part of studies matter for the making of Strategy of territorial development of Serbia.

Regional competitiveness and territorial industrial development in Serbia

AB  - In the paper are investigated the regional competitiveness and the territorial aspects of industry in Serbia. There are analyzed the key recent movement in industrial development of Serbia and macrolocational factors and territorial organization of industry. The research of possible structural changes of industry and identification of its key development sectors is the important component of territorial development analysis in Serbia. This paper points to the kinds and types of industrial zones and industrial parks as fundamental models of regional and urban development of that activity with critical retrospection on the industrial zones in Serbia (greenfield and brownfield industrial locations). There are shown results of evaluation the regional competitiveness from a stand-point of possibilities of industrial development on the regional level (NUTS 3) by comparative analyzes and Spider method. Results are used as one of the bases for making preliminary draft of territorial development scenario of this activity in Serbia and for the possible allocation of the future industrial zones and industrial parks in region level.

AB  - U radu se razmatraju ključni elementi nove evropske energetske politike (uključujući ulogu novih i obnovljivih izvora) i zahtevi za zemlje članice i potencijalne kandidate u procesu širenja EU. Ukratko je prikazan institucionalni i ekonomski okvir energetske politike, prema Programu konkurentnosti i inovativnosti EU 2007-2013,  sa težištem na alternativnim izvorima u razvoju energetike EU, kao i početna iskustva Republike Srbije u primeni novijih inicijativa u oblasti energetike. Sa stanovišta energetske politike, prostorni razvoj se zasniva na budućem nisko-ugljeničkom razvoju ekonomije EU, tj., privrede u kojoj raste učešće nisko-ugljeničkih energetskih izvora. Razmatraju se zahtevi i moguće posledice Ugovora o energetskoj zajednici Jugoistočne Evrope, posebno iz aspekta novih i obnovljivih izvora.
AB  - The key elements of new European energy policy (including the role of new and renewal sources) and preferences for member countries and potential candidates in procedure of Enlargement of the EC are analyzed in the paper. Shortly is presented the institutional and economic framework of energy policy, in accordance with the Competitiveness and Innovation framework Programme EC 2007-2013, with a focus on the alternatives sources in energy development in EC, as well as the early experience of the Republic of Serbia in the energy sector. From the standpoint of energy policy, the European spatial development is founded on the future low-carbon development, i.e., an economy in which the share of low-carbon energy sources is ever larger. Basic preferences and possible consequences of  the Agreement of Energy Union of South-East Europe are also discussed, especially emphasizing the aspect of renewable energy sources.

Razmatraju se zahtevi i moguće posledice Ugovora o energetskoj zajednici Jugoistočne Evrope, posebno iz aspekta novih i obnovljivih izvora., The key elements of new European energy policy (including the role of new and renewal sources) and preferences for member countries and potential candidates in procedure of Enlargement of the EC are analyzed in the paper. Shortly is presented the institutional and economic framework of energy policy, in accordance with the Competitiveness and Innovation framework Programme EC 2007-2013, with a focus on the alternatives sources in energy development in EC, as well as the early experience of the Republic of Serbia in the energy sector. From the standpoint of energy policy, the European spatial development is founded on the future low-carbon development, i.e., an economy in which the share of low-carbon energy sources is ever larger. Basic preferences and possible consequences of  the Agreement of Energy Union of South-East Europe are also discussed, especially emphasizing the aspect of renewable energy sources.",

Oni uzrokuju socio-ekonomske, prostorne promene, promene urbanih struktura, ugrožavanje životne sredine i dr. Novi ekonomski polovi u mega-gradskim regionima/metropolitenskim područjima rezultat su tržišnih pritisaka, rasta konkurentnosti i delovanja multinacionalnih i drugih kompanija na teritorijalni kapital ovih prostora. Ukazuje se na uticaje novih trendova ekonomskog razvoja na prostornu organizaciju metropolitenskih područja, uz preliminarnu analizu beogradskog prostora.
AB  - In the paper are discuses genesis of new economic poles and spatial structures of the economic activities in metropolitan areas. Key factor in their establishment is influence of globalisation process.  There are shows mechanisms of the agglomeration and typology of new economic poles and spatial-economic clusters in the metropolitan areas. They have consequences on economic, spatial changes, changes of urban structures, social structures, the environmental degradation, etc. New economic poles in mega-city regions/ metropolitan areas are result of market pressures, the increasing of competitiveness and influences of multinational and other companies on the territorial capital of those areas. There are indicates on impacts of the new economic trends on making the spatial organisation of the metropolitan areas, with preliminary analyses of Belgrade territory.

AB  - A preliminary evaluation of the current urban land system is presented in the article together with the instruments of land policy in Serbia. It is concluded that due to the limitations of the current regulation it will be impossible in the future to apply market principles in the urban land policy (supply and demand of land, land capitalization, investment efficiency, et al.). Based on the estimation that the urban land system and land policy are key factors of competitiveness between regions and towns in Serbia, it is necessary to initiate changes in this field. A comparative analysis of the elements of the current urban land system in Serbia has been carried out in relation to two market systems: (a) with dominant private ownership of urban land (neoliberal approach) and (b) with dominant public ownership of urban land (Scandinavian approach) whose findings can be a basis for further study of the new system in Serbia.

The influence of the European policies of sustainable industrial development in Serbian cities

AB  - This work discusses the possible influences of industrial policy, the EU mining and energy supply policies on the restructuring and sustainable development of these sectors in Serbia, in the period of transition to a market-oriented economy. It points out the necessity to incorporate strategic goals of development of the European area and its economy, by the principles of competitiveness, innovation, entrepreneurship, sustainable development, into the policy of spatial industrial development of the cities throughout Serbia. In order to solve the main problems of long-term industrial development in Serbian towns, it is necessary to adjust the industrial policy with the policy of territorial development of this activity in order to increase the competitiveness. From the aspect of the new policy of competitiveness regarding the European area, it is advised to maximize the ever-growing involvement of the knowledge-based economy, innovations and entrepreneurship or, the socalled ’learning economy’, as well as a ’low-carbon economy’. Apart from a sustainable development of the industry, a special role is assigned to the introduction of ’low-carbon sources’ into the corporate business strategy, i.e. a reduction of the carbon consumption in industrial activities, by way of applying the ’low carbon criteria’ in the decision making process regarding business development issues. Therefore, this essay illustrates the necessity of studying and harmonizing the planning of sustainable spatial development of Serbian industry in accordance with the European policy as defined in the Lisbon Agenda, the Territorial Agenda of EU, the Program of Competitiveness in EU 2007-2012, and by the mining and energy supply policy of the EU. It is essential to explore the ways of including the policy priorities and instruments into spatial organization strategy, into spatial planning and urban policy as well as into some sector policies in Serbia. Dynamic changes in spatial structure of towns and wider areas are in the focus of attention, as well as, the development of new economic poles in urban areas, new locational- spatial forms of industry and economic activity. It is considered that the processes of globalization and market mechanisms have led to the ’break down’ of urban structures into numerous specialized and fragmented localities, by way of developing economic clusters and other activities dispersed in a populated structure. The development of new economic poles in towns is a consequence of activating new localities and changing the present territorial organization under the effect of multinational companies and the development of ’knowledge-based’ economic activities. In some big towns in Serbia (Belgrade, Novi Sad) the new economic poles – new industrial, commercial, entrepreneurial zones developed systematically or spontaneously in the suburban areas (along highways and main roads) have a major role in spatial development of economic activities and in the planning of territorial organization of certain areas.

AB  - Main subject of this paper is the analysis of existing development documents in Republic of Serbia. Missing of development strategy and other relevant development and planning documents causes suboptimal results in last years in Serbian economy. In spite the fact that results on GDP growth are positive, it is obvious  that it is unsustainable term in long term, as there is permanent generating of two imbalances : internal, expressed in fiscal deficits, and external, expressed in large and growing balance of payment deficit and specially in current account deficit. Reforms that has been implemented in Serbia in last years are often unconsistent, even in some cases confronted each to other. Under such conditions, when we have "wild" market economy, without effective regulation of market mechanism, we adopted Development Strategy of Serbia till 2010. Critical analysis of this document and alternative solutions and scenarios of sustainable development in Serbia in following years are the key part of this paper.

AB  - Based on the former industrial development trend, planned development prognosis and further endangering of the environmental quality in Serbia, it is estimated that an approach change in spatial management, environmental protection and resource use is necessary. Sustainable industrial development implies the definition of development managing modes of this activity (at the national, regional and, local and sector level), concerted with the principles of sustainable development. The transition on the economic system towards market economy leaves deep traces on the development and spatial planning policy as well as on industrial planning in Serbia. Strategic planning of the territorial development of industry means managing change and creating change, i.e. ways to restructure the process of development as a part of its socio-economic, spatial and ecological context. It also means creating and managing the new spatial organisation, the role of new development and location factors, changing the role of space and "ecological factors", changing the location performance of industry and creating new "agregate" forms of industrial location in Serbia.

AB  - This paper analyses the influence of processes of transition, privatization, and foreign investments on space; the implications for industrial and regional politics, as well as influence on change in methodology and content of strategical spatial planning. Possible changes and spatial adjustments have been analyzed from the standpoint of: companies; localities; and regional development. The most important (potential) spatial changes and adjustments have been identified as: transfer of administrative and operational functions; growth in production; close-down of plants and implications for employment; changes in offer of products; changes in technology, etc. The two type of spatial changes are pointed to: explicit and implicit ones. It is observed that there are three ways of comprehending the regional implications of transition and privatization of companies: though changes inprivatization of companies; though "competition" effects in other development activities; and though so-called "intangible effects". It is also observed that mergers and acquisitions  (in form of direct foreign investments)can cause the fall in development of regions - targets for privatization, and this fall is connected to the: loss of resources (finances etc.); close-down of plants, and decreased level of development. By their characte, these changes belong to the so-called "transitional recession". Finding of theoretical examinations refer to the role of "target" for privatization, which assumingly belongs to small open economies of East and South-East Europe, and which happens thoghthe continual process of transffering the capital within current directions of direct foreign investments in lines that spread North-South, and West - East. In this process the key factor is the geographical and cultural proximity of an area, which is already elaborated and proven with most of the FDIs between bordering countries that are in the EU. The paper examines the methodological framework, approach, and basics of strategical planning of territorial development in the transition process. This involves: planning; managing the changes and creating the changes in a domain of restructuring of development process; changing the roles of territories, location and development factors, environment factors; new spatial organization, etc. The paper assesses the changes are needed in the strategical planning of territory, and it pinpoints the need for concrete investigations on influences that transition process and privatization may have on Serbian territory.
