Aspects of Security in Correlation Between the Use of Public, Urban, and Virtual Spaces

AB  - For public space to be adequately used and considered to be for the good of all citizens, it must not be privatized, and it is desirable for it to be safe. Tertiary activities have taken primacy by introducing the concepts of consumer society, the information age, and globalization, while the context and phenomenon of public urban space has found its parallel counterpart in cyberspace. The virtual world has offered new spaces for meetings and socializing, relieved of the limitations imposed by space and time and enriched with numerous possibilities and benefits. It has become a new reality, more important than the physical environment. The authors draw a parallel between public urban spaces and virtual reality, focusing on the aspects of safety of use, as an important factor in the quality of life. The problem of how to provide the desired level of security, without encroaching on privacy and personal freedom, without conducting surveillance, and without imposing exclusivity, remains the same, and even in the virtual world, it is becoming more pronounced.

Urgency For Protecting The Existing And Developing New Water Reservoirs In Serbia

AB  - The growth of population and the increased demand for clean water, the
reduction of living space, forests, and agricultural land, all command new,
innovative means of using and managing water basins and reservoirs in the
mountainous regions worldwide. Global warming and climate change have brought
on large oscillation of air temperature and annual distribution of precipitation in
highland regions of the Republic of Serbia as well. Prolonged dry periods are
followed by frequently intensive precipitation. Such extremes result in floods and
soil erosion. Among other functions, water reservoirs as major multifunctional
facilities greatly affect the outflow regime. By developing them, we have the
means to absorb flood flow during rainy periods, on the one hand, provide the
continuous water supply to the local population, secure the ecological minimum,
and prevent drying up of rivers during dry periods, on the other. Apart from
affecting water regimes, newly constructed water reservoirs considerably impact
the managing and use of space in the reservoir basins. This also affects
biodiversity, ecosystems, and the environment in general, which is thought to be
degraded in half the territory of the Earth. Introduction of protection measures,
restrictions, and prohibitions considerably affect land resources, resulting in the
increased forest areas, planned management of agricultural land, prevention of
unnecessary construction and opening of mines, as well as other activities that
cause water shortage and pollution, soil erosion, accumulation of mud deposits,
and similar. Constructing embankments and water course regulation downstream
reservoirs partly reduce flooding issues, as opposed the accumulation of deposits
and prolonged dry periods, still largely present. This commands the integral
analysis of the mountain basins issue and the preparation of technical, space
planning documentation, and feasibility studies for building new water reservoirs
as economically, socially, ecologically, and environmentally sustainable systems.
The Republic of Serbia has recognised the significance of building water reservoirs
in mountainous regions, and has devoted itself to protecting and preserving the
existing and planning the new water reservoirs.

AB  - Mountain areas in Serbia are not legally defined or recognized as entities
with special status. Therefore, the governance and management over
them do not appear to be significantly different in comparison to other
areas in the country. The most mountain specific measures are to be
found in the cases of mountainous protected areas such as national
parks, nature parks and biosphere reserves. Sustainable development is
one of the priority principles in such areas, which makes them special in
terms of governing and management. This presentation considers the
only mountainous protected area with both national and international
protection status in Serbia – the Golija-Studenica Biosphere Reserve. The
aim of this research is to look how the governance framework and
sustainable management over the Golija-Studenica Biosphere Reserve are
defined in the most relevant acts for this area – the Golija Nature Park
Spatial Plan (2004), the Golija Nature Park Action Plan 2018-2022 and
management programs – and then interpret their success, difficulties and
prospects through the interviews with relevant stakeholders (2020).

Implementation of the carpathian convention in Serbia—the analysis of sustainability aspects

AB  - One of the biggest and most important mountain ranges in Europe, the Carpathians, is being threatened by different human activities. The Framework Convention on the Protection and Sustainable Development of the Carpathians (Carpathian Convention) represents one of the international efforts to protect the biodiversity of this area through multilateral cooperation. Serbia is one of the signatory parties, where the area protected by the Convention currently coincides with the Đerdap National Park (ĐNP) boundaries. Serbia mainly lags in protocol and amendment ratifications, which is suspected to hinder the potential benefits regarding the sustainable development of this region. By analysing selected sustainability indicators for the years 2003, 2011, and 2019 we tried to enlighten if developments were sustainable. Data were also presented by the spider evaluation method. Despite certain limitations in data availability, research showed that there are positive economic and environmental changes, despite depopulation and aging of local inhabitants. But major efforts are still to be undertaken, especially regarding environmental sustainability and implementation of national and international regulation.

Preobražaj malih gradova u Srbiji – od urbanog propadanja do novog identiteta

AB  - U radu se analizira funkcionalno-prostorna transformacija malih gradova u Srbiji u periodu postsocijalističke tranzicije, prihvatajući mišljenje da su mali gradovi na prekretnici demografskog, ekonomskog i socijalnog razvoja. Dok prostorni planeri neprekidno upozoravaju na neophodnost decentralizacije i uravnoteženog regionalnog razvoja, stvarni trendovi pokazuju da mali gradovi gube urbane funkcije, slabe u ulozi centara ruralnog razvoja i suočavaju se sa ubrzanim procesom urbane degradacije. Otuda potreba da se preispita funkcionisanje mreže urbanih centara, sa težištem na treći nivo – opštinske centre, koji se u kontekstu ovog rada svrstavaju u kategoriju malih gradova (prvi i drugi nivo su nacionalni i regionalni centri prema osnovnoj hijerarhiji urbanih centara). Istraživanje je obuhvatilo ocenu održivosti malih gradova – opštinskih centara u Srbiji, u relaciji sa njihovim tipološkim karakteristikama. U prvom koraku, izdvojeni su pojedini tipovi malih gradova prema veličini, regionalnom položaju, dostupnosti i funkcijama. U drugom koraku, izdvojeni tipovi su analizirani preko odabranih indikatora koji uključuju demografski, ekonomski i socijalni aspekt održivog razvoja. Konačno, kvantitativna analiza razvojnih trendova dopunjena je kvalitativnim studijama slučaja za nekoliko malih gradova u Srbiji. Namera je da se osvetle perspektive i mogućnosti za male gradove, kao i da se prilagode već stečene predispozicije i atraktivnost, kako bi mogli da odgovore savremenim razvojnim izazovima.
AB  - The paper discusses urban transformation of small towns in Serbia in the period of post-socialist transition by taking a stand that small towns are at a turning point in terms of demographic, economic and societal development. While spatial planners are bringing the attention to the need for decentralisation and balanced reguonal development, real trends show that small towns are losing urban functions, have a weakening role as centers of rural development, and face accelerated process of urban decay. These challenges require evaluation of the functional aspects of urban network with the focus on the third level – municipal centres (first and second level reffer to the national and regional centers), which are in the context of this paper considered within the category of small towns. The main aim of the research is to provide an assessment of typological aspects in relation to the sustainability of small tows in Serbia. Firstly, different types of small towns were identified and singled out according to size, regional location, accessibility and urban functions. Secondly, the selected types were analysed by using demographic, economic and social indicators for sustainable development. Finally, quantitative analysis of development trends was complemented by a set of qualitative case studies of several small towns in Serbia. The intention is to shed light on the perspectives and opportunities for small towns, as well as to adjust the indogenius capacities and attractiveness to respond to contemporary development challenges.

AB  - Održiva urbana mobilnost je važan deo urbanog planiranja, koji u sebi integriše ekonomske, ekološke, energetske i društvene uticaje. U većini gradova u Srbiji, ali i u svetu urbana mobilnost se zasniva se na konceptu prekomernog korišćenja individualnih vozila, koja troše goriva bazirana na fosilnim izvorima energije. To dovodi do zagušenja u saobraćaju sa visokim nivoom zagađenja i buke u gradovima, pojave toplotnih ostrva, gubitka vremena i mnogih drugih negativnih pojava u različitim sferama ljudskog delovanja. Rad analizira ove pojave i predlaže neka od mogućih rešenja koja se pre svega odnose na primenu obnovljivih izvora električne energije (OIEE) u oblasti urbane mobilnosti. Korišćenje električne energije za pogon vozila, ukoliko ona ne potiče iz obnovljivih izvora ili reciklažom otpada nije rešenje koje se uklapa u koncept održivog razvoja. U radu se dalje analizira koncept transportnih sistema koji podstiče razvoj i drugih oblika saobraćaja zasnovanih na korišćenju novih tehnologija, kao i sprovođenje koncepta pametnih gradova.
AB  - Sustainable urban mobility is a significant part of urban planning, which integrates economic, environmental, energy, and social impacts. In most cities in the world and Serbia, urban mobility is based on the excessive use of individual vehicles, which consume fuel based on fossil energy sources. That leads to traffic congestion with high degree of pollution and noise in cities, the appearance of heat islands, loss of time, and many other negative phenomena in various spheres of human activity. The paper analyzes these phenomena and proposes possible solutions primarily related to renewable sources of electrical energy (REES) application in urban mobility. Using electricity to drive vehicles, if it does not come from renewable sources or recycling waste, is not a solution that fits into sustainable development. The paper further analyzes the concept of transport systems that encourages the development of other forms of traffic based on the use of new technologies and the implementation of the Smart Cities concept.

AB  - Поливалентност (грч. poly више, нлат. valentia вредност − вишевредан, вишезначан, вишенаменски) је термин који има широк опсег употребе у науци и уметностима. Поливалентност најчешће подразумева различите начине (режиме) коришћења истог простора, тј. прилагодљивост простора различитим људским потребама уз минималне физичке модификације. У науци је уврежено мишљење да се термин поливалентност у стамбеној архитектури првенствено односи на ниво читавог стана или куће, тј. на могућност реорганизације унутрашње структуре (пренамену просторија), што се може посматрати као шире тумачење појма. Са друге стране, постоји и уже тумачење, које се односи на поливалентност дела стана, једног простора или просторије, тј. на могућност преклапања стамбених функција у различитим временским терминима у истом простору, тзв. отвореном плану. У истраживању су разматрани концепти просторне организације поливалентних стамбених простора са отвореним планом. Научном анализом референтних извора, тумачењем и анализом карактеристичних примера, као и применом дедуктивне методе, истражени су поливалентни стамбени простори са отвореним планом, с циљем констатовања њихових најзначајнијих карактеристика и принципа просторне организације.
AB  - Polyvalence (gr. poly multi, nlat. valentia value – multivalued, ambiguous, multipurpose) is a term that has a wide range of uses in science and art. Polyvalence usually implies different ways (regimes) of using the same space, i.e., the adaptability of space to different human needs, with minimal physical modifications. It is a common opinion in science that the term polyvalence in residential architecture primarily refers to the level of an entire apartment or house, i.e., to the possibility of reorganizing the internal structure (conversion of the premises), which can be seen as a broader interpretation of the term. On the other hand, there is a narrower interpretation which refers to the polyvalence of a part of an apartment, to a particular space or room, i.e., to the possibility of overlapping housing functions at different times in the same space, a so-called open plan. The research considers the concepts of spatial organization in polyvalent residential spaces with an open plan. The scientific analysis of reference sources, the interpretation and analysis of characteristic examples, and the deductive method, were used to investigate polyvalent open-plan living spaces, with the aim of ascertaining their most important characteristics and the principles of their spatial organization.

Urban Regeneration in Post-Socialist Serbia under Neoliberal Capitalism – Belgrade Example

AB  - The modern-day practice of urban regeneration is generally perceived as a mean of
improving the physical and social tissue of cities and towns, along with involvement
of stakeholders in decision-making and respect of the basic postulates of sustainability.
The experience of the European post-socialist societies has however indicated that
market-driven urban development can raise many contradictions and critics. So far,
the research studies have shown that the current urban development of post-socialist
transitional Serbian society under the auspice of neoliberal capitalism (enthroned
on October 5, 2000) has spawned in many cases numerous negative outputs. Within
the frame of Serbian proto-democracy, this is an expected consequence of the abolition
of the general interest in favor of the private ones which paved the way to private-
investors oriented planning, simultaneously neglecting social and environmental
dimensions. Negative aspects of the prevailing neoliberal approach to urban regeneration
are primarily reflected in the example of the capital of Serbia, Belgrade. Mostly
futuristic residential and commercial/business complexes are springing up, mainly in
the core center or along waterfronts, the most famous of which is the contradictory
Belgrade Waterfront mega-project. New urban (mega)projects are most often shrouded
in secrecy, the public is informed from the media, in the phase when all decisions
have already been made without proper public participation. Numerous new housing
complexes in central municipalities contribute to densification but without provision
of accompanying social and educational facilities. The existing COVID-19 crisis has only
provided further increase of those negative trends. Though the analysis of some specific
urban regeneration projects in Belgrade we will tend to enlighten some lacks of
the existing market-oriented planning system, legal regulations, policies, partnerships
and other instruments and propose improvements of the existing practice.

Развој библиотечких и језичких ресурса за организовање и проналажење информација о просторном планирању

AB  - Имајући у виду да правовремени приступ релевантним информацијама, као и дефинисање и развој адекватне терминологије представља предуслов за нова истраживања и даљи развој сваке научне области, у дисертацији су приказане могућности проналажења информација и екстраховања термина, на узорном корпусу просторног планирања коришћењем низа савремених технологија.
У раду је указано на многобројне погодности али и извесна ограничења приликом претраживања информација коришћењем Библиотечких информационих система, Географских информационих система и репозиторијума РАУмПЛАН.
У наставку је описан садржај, поступак израде и потврђена репрезентативност формираног узорног корпуса просторног планирања. Обрада текста, која подразумева токенизацију, лематизацију, обележавање врсте речи, као и екстракцију термина извршена је алатом Unitex. Корпус је потом постављен на пратформу NoSketch где је, на основу постављених упита, потврђен значај претходне обраде текстова која омогућава претраживање са знатно већим индикатором одзива и прецизности.
Издвајањем текстова просторних планова из узорног корпуса, формиран је поткорпус PPTXM, на ком су вршена преостала истраживања. Коришћењем напредних метода и технологија, алатом SrpNER извршено је обележавање и екстраховање различитих група именованих ентитета. Значајан допринос ове дисертације огледа се и у повезивању именованих ентитета у INCEpTION окружењу са ставкама из базе знања Википодаци. Поменута база знања омогућила је груписање ставки, креирањем SPARQL упита, према задатим критеријумима. Визуелизација излазних скупова представљена је у виду мапа, графова, табела и оквира са фотографијама.
У TXM окружењу хијерахијском анализом је указано на структуралне особине корпуса: број текстова, пасуса, реченица и корпусних речи. Коришћењем морфолошких етикета, у оквиру TXM система утврђена је фреквентност појављивања различитих врста речи и знакова интерпункције у читавом корпусу. Будући да систем TXM дозвољава и приказивање специфичних језичких појава, омогућено је и праћење прогресијe, односно кумулативнe фреквенцијe различитих врста речи, како кроз цео корпус, тако и кроз његове саставне делове.
AB  - Bearing in mind that timely access to relevant information, as well as defining and developing adequate terminology, is a prerequisite for new research and further development in any scientific field, this dissertation presents the possibilities with regard to retrieving information and extracting terms for the sample corpus of spatial planning using a number of modern technologies.
The study points out many benefits, but also certain limitations faced when searching
for information using Library Information Systems, Geographic Information Systems and the RAUmPLAN repository.
The content, preparation process and confirmed representativeness of the sample corpus formed for spatial planning are described below. Processing the text, which includes tokenization, lemmatization, highlighting types of words, and extracting terms was carried out using the Unitex tool. The corpus was then placed on the NoSketch platform, where, on the basis of set queries, the importance of the previous processing of the text was confirmed, making it possible to search with a significantly higher indicator of response and accuracy.
By separating the texts of spatial plans from the sample corpus, the PPTXM sub-corpus was formed, on which the remaining research was conducted. Using advanced methods and technologies, the SrpNER tool highlighted and extracted various groups of named entities. The significant contribution of this dissertation is seen in the way it connects named entities in the INCEpTION environment with items from the Wikidata knowledge base. This knowledge base enabled the grouping of items by creating SPARQL queries, according to the given criteria. The output sets were visualized in the form of maps, graphs, tables and photo frames.
Hierarchical analysis in the TXM environment indicated the structural features of the corpus: the number of texts, paragraphs, sentences and corpus words. Using morphological labels, the frequency of occurrence of different types of words and punctuation marks in the entire corpus was determined within the TXM system. Since the TXM system allows the display of specific linguistic phenomena, it was also possible to monitor the progression, i.e., the cumulative frequency of different types of words, both throughout the whole corpus and through its constituent parts.

Hierarchical analysis in the TXM environment indicated the structural features of the corpus: the number of texts, paragraphs, sentences and corpus words. Using morphological labels, the frequency of occurrence of different types of words and punctuation marks in the entire corpus was determined within the TXM system. Since the TXM system allows the display of specific linguistic phenomena, it was also possible to monitor the progression, i.e., the cumulative frequency of different types of words, both throughout the whole corpus and through its constituent parts.",

The structure of design principles is conceived by applying the
deductive method and is derived from the basic motives that
most often cause interactions between the interior space and
the environment. The analysis of characteristic motives, which
are mainly a consequence of the extroverted or introverted nature
of the user, the desire for intimacy or presenting material
status, etc., formulates design principles that provide an answer
to the needs for integration of interior and exterior. The principles
are clearly presented using characteristic examples of
modern concepts of spatial organization and interior design.
The main goal of the research is to determine a methodical
structure of creative principles, which enable the integration of
interior and exterior, and supporting that relation at the same
time, but also to check the stance that the architect’s shaping of
the user’s desire to perceive the immediate environment is sufficient
for the basic connection of external and internal space.
In addition, it is important to emphasize that for higher levels
of the mentioned integration, it is necessary for the user to see,
but also to be seen, i.e. that there is a mutual interest in the interaction
of both the user of the interior space and the observer
who experiences the interior from the environment.
The results of the research indicate, first of all, the existence of a
larger number of creative principles by means of which it is possible
to connect the interior space with the immediate environment.
On the other hand, the paper states a close cause-and-effect
relationship of motives, which arise from the specific users’
needs and the architect’s competence to recognize the wishes of
users and articulate them in a contextual visual expression.
AB  - Контекст (лат. contextus – веза, спој речи, смисао) је термин који у општем смислу означава везу мисли у говору. Термин је у употреби у готово свим областима људског стваралаштва, између осталог и у архитектури и дизајну ентеријера. Када се примењује, обично подразумева релацију дела нечега према целини. Један исти појам или елемент може имати различито значење у зависности од контекста у коме се налази. У дизајну ентеријера, као и у архитектури, контекст има два нивоа значења. У ужем смислу, подразумева непосредно физичко окружење око облика или простора који се пројектује. У ширем смислу, контекст је скуп свих утицајних фактора који утичу на конципирање пројектног решења. Предмет рада овог истраживања су пројектантски принципи путем којих се може постићи интеграција ентеријера и екстеријера. Принципи су груписани према улози коју имају у остваривању релација између спољашњег и унурашњег простора. Разматрана су два смера могућих интеракција: а) утицај ентеријера на екстеријер и б) утицај екстеријера на ентеријер. Структура принципа је постављена помоћу дедуктивног метода и изведена је из основних мотива који најчешће узрокују интеракције између унутрашњег простора и окружења. Основни циљ истраживања је да се постави систематична структура стваралачких принципа, који омогућавају остваривање и јачање интеграције ентеријера и екстеријера, али и да се провери становиште по коме је за елементарно повезивање спољашњег и унутрашњег простора довољно да архитект уобличи жељу корисника да види окружење, док је за више нивое интеграције неопходно да корисник види, али и да буде виђен, тј. да постоји обострани интерес за интеракцијом и корисника унутрашњег простора и посматрача који доживљава ентеријер из окружења. Резултати истраживања указују пре свега на постојање већег броја стваралачких принципа помоћу којих је могуће повезати унутрашњи простор са непосредним окружењем. Са друге стране, у раду је констатована блиска узрочно-последична релација мотива, који проистичу из специфичних потреба корисника и спремности ствараоца да препозна жеље корисника и артикулише их у контекстуалан визуелни израз.

AB  - This paper analyses the impact of COVID-19 pandemic on residential preferences, housing
affordability and building construction issues that have been experienced through housing sector in Serbia, especially in the case of its capital city Belgrade. The starting research question is whether COVID-19 pandemic further potentiated the already present socio-spatial issues emerging since the beginning of post-socialist urban transition. The methods used in this study include comparative analyses of statistical data and research findings on housing in the period 1990-2020 and available relevant data and knowledge in this field from the first quarter of 2020 until today. Regarding residential preferences, some recent research showed that the situation of pandemic exacerbated already encapsulated lifestyles and fear from economic recession, as well as it prompted changes of living patterns towards longer duration of staying at home. The pandemic has further disrupted affordability of housing for all social groups, and mostly for the disadvantaged ones. On the other hand, the world pandemic that nobody could predict the end of, has opened up some new opportunities in the construction sector, such as an intensified use of digital technology.

Urban morphology and the sustainable development of cultural heritage in Serbia – between wishful thinking and reality

AB  - The formal planning system in Serbia has recently been upgraded with the introduction of new strategic documents. One of them is the Sustainable Urban Development Strategy of the Republic of Serbia until 2030 (2019) developed in accordance with the EU policies and UN Sustainable Development Goal 11. Multisectoral and territorial approaches have been proposed to improve the planning methodology. Several key topics were considered in the Strategy, where special attention was paid to cultural heritage. The resulting SWOT analysis showed great cultural potential of Serbia which relates to regional, European and world heritage. This potential has already been affirmed through Serbia's participation in international projects and programs, as well as through the proclamation of Novi Sad for the European Capital of Culture for 2021. However, the SWOT analysis also showed that at the national and local levels cultural potential has still not been adequately supported by current legislative which do not recognizes specific typologies of heritage (proposed by ICOMOS) such as urban and rural settlements, historic towns and villages. This leads to decline of these types of urban forms which are important landmarks of Serbia's cultural and historical past – especially smaller ones in underdeveloped areas. Furthemore, it leads to decline of valuable types of vernacular architecture and spatial entities. There are huge pressures for inadequate development even in the surroundings of the cultural assets. The approach proposed in the Strategy sought to bridge the gap between the regulatory framework of the cultural heritage protection in Serbia, which still supports a sectoral and object-oriented approach and modern conservation approaches that advocate a contextual and integrative approach. In these efforts, an active relationship between urban conservation and urban designing and planning is required where urban morphology can pave the way for making a common scientific and professional platform.

AB  - The notion of territoriality is widespread and is present in many areas of human activity. This term is usually associated with the need to demarcate space, which individuals or groups use and defend. In science, so far, various parameters that determine the extent of the experience of territoriality have been investigated, among others, control, security, personalization and protection of space..
In the research, through the deductive method and the analysis of certain characteristic housing models - residential communities, residential buildings and residential units, it will be considered on a general level to what extent spatial boundaries provide different degrees of privacy and enable people to exercise control over their own activities and the activities of others. The physical and functional framework and the social division of space can increase or decrease the possibilities for resident activities.
The goal of this research is to consider the relationship between the experience of territoriality of an individual or a group in housing and the character of the boundaries that determine the domain of the territory, i.e. certain spatial levels. Another goal is to reconsider the thesis according to which the character of the boundary is one of the key parameters that influence the experience of territoriality in housing. If the boundary of the territory is more material, solid, concrete or closed, the experience of territoriality is more present, while if the boundary of the territory is immaterial, ephemeral, softer, flexible or more open, it diminishes the experience of territoriality and has the opposite effect.

AB  - Participatory planning, as a way to reform spatial and urban planning and design during the global pandemic of virus COVID - 19 in 2020 is undergoing a serious transformation, not only in form, appearance, but also in the essential, significant sense. In this regard, the current paradigms of the need for active public participation directly related to spatial and urban planning and decision-making through public workshops, round tables, discussions and debates that require the physical presence of participants are changing. Having that in mind new participatory settings are defined and they are migrating to virtual space. New circumstances raise the question of continuing active participation activities in a (permanently?) changed environment and defining new, hybrid ways of engaging stakeholders in participatory planning activities. Thus, the participatory tools and instruments used in the pre-pandemic are changing significantly, opening new opportunities for the active participation of experts in projects of wider community importance.
The paper will consider previous ways of engaging stakeholders in spatial and urban planning processes, as well as opportunities to change the participatory paradigm, which may now include hiring remote experts, where territorial distance is no longer an obstacle to participation. Through examples of different types of engagement in pandemic and post-pandemic conditions, advantages and critiques of new hybrid ways of participation will be given.

AB  - Туризам као глобална појава и процес бележи стабилан раст последњих деценија, и као такав налази се у процесу сталних промена и прилагођавања (захтевима тржишта, климатских промена и других утицаја). Промене су условиле потребу за новим развојем и различитим облицима туризма. Србија се налази на раскрсници између источне и западне Европе, где су видљива интензивна прилагођавања европским али и другим интеграцијама. Ради остваривања привредног развоја неопходно је утврдити развојне циљеве и приоритет посебно у области туризма и инфраструктуре. Потенцијали туризма у Србији нису довољно валоризовани, с обзиром на могућности развоја. Полазећи од компаративних туристичких предности, али и од искустава других земаља, Србија може постати значајнија туристичка дестинација у окружењу али и шире. Планским и развојним документима су јасно дефинисане туристичке дестинације и локалитети, а у раду ће се настојати дати кратак приказ потенцијала, циљева развоја, заштите и унапређења туризма у Србији.

AB  - The occurrence of the COVID-19 pandemic has changed conditions and
spurred new public participation tools in decision-making in general, as
well as in urban and spatial planning. The new conditions of public
participation and the alternative virtual methods have become an
interest of academia internationally, which resulted in the publication of
articles in this field. This presentation takes into account geographic,
demographic, and socio-economic parameters listed in the
aforementioned articles and their interpretation as
aggravated/extenuating circumstances in digitalisation on participatory
planning. Only then, these circumstances are analysed in the context of a
protected mountain area when compared to a national average. Some of
the analysed parameters of virtual participation concerning digital
participation are age and gender demographics, ICT accessibility, cultural
context, educational attainment, etc. The Golija-Studenica Biosphere
Reserve is taken as an example of a protected mountain area to compare
to the national average of Serbia. Finally, the presentation estimates
what are the most vulnerable aspects and groups of stakeholders when it
comes to e-participation and interprets what are the actions to maximize
the value of digitalized participation in urban and spatial planning in the
given context.

AB  - The notion of territoriality is widespread and is present in many areas of human activity. This term is usually associated with the need to demarcate space, which individuals or groups use and defend. In science, so far, various parameters that determine the extent of the experience of territoriality have been investigated, among others, control, security, personalization and protection of space..
In the research, through the deductive method and the analysis of certain characteristic housing models - residential communities, residential buildings and residential units, it will be considered on a general level to what extent spatial boundaries provide different degrees of privacy and enable people to exercise control over their own activities and the activities of others. The physical and functional framework and the social division of space can increase or decrease the possibilities for resident activities.
The goal of this research is to consider the relationship between the experience of territoriality of an individual or a group in housing and the character of the boundaries that determine the domain of the territory, i.e. certain spatial levels. Another goal is to reconsider the thesis according to which the character of the boundary is one of the key parameters that influence the experience of territoriality in housing. If the boundary of the territory is more material, solid, concrete or closed, the experience of territoriality is more present, while if the boundary of the territory is immaterial, ephemeral, softer, flexible or more open, it diminishes the experience of territoriality and has the opposite effect.

The cultural-historical heritage as a potential for the development of tourism in the municipality of Aranđelovac

AB  - When it comes to tourism, cultural heritage keeps gaining attention and interest. A tourist’s wish to
learn more about the destination he is visiting is mirrored in his growing demand for cultural
landmarks from different historical periods, from the oldest - to the most recent ones. Today,
tourists do not decide only on one content, it is usually enriched with a whole spectrum of new
ones. In the context of cultural heritage, new approaches have a special role in the development of
tourism, so all of the aspects of its influence are being taken into consideration. The presentation
and conservation of cultural heritage can contribute to the development and advancement of local
and regional communities. In terms of tourism, each space is more interesting if cultural heritage
has been integrated into the spatial development (in the level of development). An important
segment of development and advancement of cultural tourism is the sustainable use and
management of cultural potentials. The paper explores the capability of including cultural heritage
into cultural and tourism policies. It presents and describes the tourism potential of the historically
and artistically important urban wholes of Aranđelovac, a city with a preserved historical heritage.
The municipality and town of Aranđelovac belong to the district of Šumadija in central Serbia.
Aranđelovac occupies a territory of 375.89 km2, of which 15.75% of the total area of the Šumadija
district (2.386.71 km2) belongs to the municipality of Aranđelovac. Aranđelovac is situated at the
foot of Bukulja Mountain (696 m), at about 250 m above sea level, where the river Kubršnica has
its springs. Apart from its natural beauties, this area is known for its historical importance and
abundance of cultural monuments. This is why the aim of our paper is to introduce landmarks such
as the Risovača cave, Bukovička spa, Marićevića jaruga, the Church of Saint Archangel Michael
near Aranđelovac, the Church of Saint Archangel Gabriel with a memorial fountain and plaque in
Bukovik (just to name a few) to the public, and to point out the tourism potential of those places.
Tourism is becoming one of the leading branches of economy in the world today, and its
development can be based on natural and cultural-historical values of cities. Owing to tourism, the
conservation of natural, cultural and historical values (in municipalities like Aranđelovac) can be
achieved in accordance with the economic potential it owns.

and artistically important urban wholes of Aranđelovac, a city with a preserved historical heritage.
The municipality and town of Aranđelovac belong to the district of Šumadija in central Serbia.
Aranđelovac occupies a territory of 375.89 km2, of which 15.75% of the total area of the Šumadija
district (2.386.71 km2) belongs to the municipality of Aranđelovac. Aranđelovac is situated at the
foot of Bukulja Mountain (696 m), at about 250 m above sea level, where the river Kubršnica has
its springs. Apart from its natural beauties, this area is known for its historical importance and
abundance of cultural monuments. This is why the aim of our paper is to introduce landmarks such
as the Risovača cave, Bukovička spa, Marićevića jaruga, the Church of Saint Archangel Michael
near Aranđelovac, the Church of Saint Archangel Gabriel with a memorial fountain and plaque in
Bukovik (just to name a few) to the public, and to point out the tourism potential of those places.
Tourism is becoming one of the leading branches of economy in the world today, and its
development can be based on natural and cultural-historical values of cities. Owing to tourism, the
conservation of natural, cultural and historical values (in municipalities like Aranđelovac) can be
achieved in accordance with the economic potential it owns.",

AB  - The main objective of this manuscript is an analysis and a particular review of the heating
degree-days for a long time period (1925-2018) in the big-sized cities. In this regard, daily air
temperatures outside are important with stress on hourly and half-hourly values of air temperature which
should facilitate the- determination of heating demands for different type of buildings. Multifarious
criteria for calculating degree-days of heating and their comparison have been clarified. Different
countries with different threshold temperature parameters for buildings of multifarious purposes were
enumerated. There is noticeable decreasing of the values of heating degree-days in the big-sized cities,
which is the result of climate changes. This is essential for intermittent heating of the households and
office buildings, which is the instrument to prevent squander of energy. The regulation of threshold
temperature with the aspect of thermal comfort of inhabitants has been considered, too. All of
the paper´s hypothesis were elaborated on the territory of the Serbia´s capital city Belgrade.

AB  - The paper presents quantitative textometric research of the PP-TXM corpus of spatial plans in the TXM environment. Thanks to the application of developed methods and technologies in the field of corpus linguistics and SrpNER tools for marking named entities, different linguistic and statistical characteristics of the textual part of planning documents have been pointed out. Using the TXM tool during the research, the results were obtained that provided insight into the frequency of occurrence of different types of words and named entities, both in the whole corpus, and their distribution and progression by partitions of this corpus.

Захваљуjући примени развиjених метода и технологиjа у области корпусне лингвистике и алата SrpNER за обележавање именованих ентитета, указано jе на различите лингвистичке и статистичке карактеристике текстуалног дела планских документа. Strategic Environmental Assessment as a Support in a Sustainable National Waste Management Program—European Experience in Serbia

AB  - Strategic Environmental Assessment (SEA) is one of the most important instruments for directing the strategic planning process toward the sustainable development goals in various areas of human activity. This also applies to the field of waste management. By applying SEA in waste management planning, it is possible to see the benefits and consequences of the proposed changes in space that will occur during the implementation of strategic planning concepts and based on that make appropriate decisions respecting the capacity of the space where the planned activities are implemented. The paper presents the application of SEA for the National Waste Management Program with all its spatial, organizational, energy, environmental, and other solutions, and the way they are included in the specific method of multicriteria evaluation in SEA. The specificity of the methodological approach indicates the need for equal consideration of environmental and socio-economic aspects of development and a clear presentation of the results obtained in order to make optimal decisions in waste management planning at the national level. The National Waste Management Program in Serbia, which legislation in the field of environmental protection and waste management is harmonized with EU legislation and directives, was chosen for the case study. The obtained results indicate the importance of an interdisciplinary approach in the evaluation of strategic solutions in the field of waste management, which is achieved by specific choice of environmental and socio-economic SEA goals and indicators as a basis for valorization of the proposed concept of waste management.

AB  - The cities in Serbia are a heterogeneous system of settlements of various demographic size, economic development and functional capacity, resulting from different predispositions for development in a specific geographic and socio-historical context. This chapter considers cities as urban centres which are hubs of their local government units that have a central function in their spheres of influence. Although this is not congruent with the concept of a city defined by multiple relevant laws, it aptly reflects the cities in Serbia; however, that is not the subject of this discussion. This debate examines the system of settlements in a specific territory from the perspective of urban geography, with urban systems or networks of settlements at different levels of development, but all of which have at least one central settlement, along with other surrounding subordinate settlements. This approach to urban systems enables a comprehensive view of the cause-and-effect relationships that define each urban system, namely their space, population and activities, and it avoids incomplete views by focusing on just some aspects of urban development. Finally, this approach has also been used in the long practice of spatial planning in Serbia.

Transport Analysis of Large Projects as a Key Method in Urban Planning - Belgrade Waterfront Project

AB  - The research is based on the hypothesis that transport analysis of the impact of the attraction and production of planned content in the urban tissue on the wider transport network is a key method in the urban planning of large projects. The specificity of the methodological approach used can be seen in the quantification of the project area and the estimation of the number of trips generated by the planned content in peak hours, as well as the expected number of cars in the street network. The generation of potential trips and their distribution are determined, depending on the volume and structure of the planned content. Using the software, three possible scenarios were processed. In the conclusions, we summarize the importance of processing and the necessity of applying the results of transport analyses as a key method in urban and spatial planning, influencing the organization and connectivity.
