Strategic Environmental Assessment as a Support in a Sustainable National Waste Management Program—European Experience in Serbia

AB  - Strategic Environmental Assessment (SEA) is one of the most important instruments for directing the strategic planning process toward the sustainable development goals in various areas of human activity. This also applies to the field of waste management. By applying SEA in waste management planning, it is possible to see the benefits and consequences of the proposed changes in space that will occur during the implementation of strategic planning concepts and based on that make appropriate decisions respecting the capacity of the space where the planned activities are implemented. The paper presents the application of SEA for the National Waste Management Program with all its spatial, organizational, energy, environmental, and other solutions, and the way they are included in the specific method of multicriteria evaluation in SEA. The specificity of the methodological approach indicates the need for equal consideration of environmental and socio-economic aspects of development and a clear presentation of the results obtained in order to make optimal decisions in waste management planning at the national level. The National Waste Management Program in Serbia, which legislation in the field of environmental protection and waste management is harmonized with EU legislation and directives, was chosen for the case study. The obtained results indicate the importance of an interdisciplinary approach in the evaluation of strategic solutions in the field of waste management, which is achieved by specific choice of environmental and socio-economic SEA goals and indicators as a basis for valorization of the proposed concept of waste management.

AB  - This paper analyses the impact of COVID-19 pandemic on residential preferences, housing
affordability and building construction issues that have been experienced through housing sector in Serbia, especially in the case of its capital city Belgrade. The starting research question is whether COVID-19 pandemic further potentiated the already present socio-spatial issues emerging since the beginning of post-socialist urban transition. The methods used in this study include comparative analyses of statistical data and research findings on housing in the period 1990-2020 and available relevant data and knowledge in this field from the first quarter of 2020 until today. Regarding residential preferences, some recent research showed that the situation of pandemic exacerbated already encapsulated lifestyles and fear from economic recession, as well as it prompted changes of living patterns towards longer duration of staying at home. The pandemic has further disrupted affordability of housing for all social groups, and mostly for the disadvantaged ones. On the other hand, the world pandemic that nobody could predict the end of, has opened up some new opportunities in the construction sector, such as an intensified use of digital technology.

The Repercussion of the Heating Degree – days on Climate Changes in Big - sized Cities – case study of the city of Belgrade

AB  - The main objective of this manuscript is an analysis and a particular review of the heating
degree-days for a long time period (1925-2018) in the big-sized cities. In this regard, daily air
temperatures outside are important with stress on hourly and half-hourly values of air temperature which
should facilitate the- determination of heating demands for different type of buildings. Multifarious
criteria for calculating degree-days of heating and their comparison have been clarified. Different
countries with different threshold temperature parameters for buildings of multifarious purposes were
enumerated. There is noticeable decreasing of the values of heating degree-days in the big-sized cities,
which is the result of climate changes. This is essential for intermittent heating of the households and
office buildings, which is the instrument to prevent squander of energy. The regulation of threshold
temperature with the aspect of thermal comfort of inhabitants has been considered, too. All of
the paper´s hypothesis were elaborated on the territory of the Serbia´s capital city Belgrade.

Development Challenges Faced by Cities in Serbia

AB  - The cities in Serbia are a heterogeneous system of settlements of various demographic size, economic development and functional capacity, resulting from different predispositions for development in a specific geographic and socio-historical context. This chapter considers cities as urban centres which are hubs of their local government units that have a central function in their spheres of influence. Although this is not congruent with the concept of a city defined by multiple relevant laws, it aptly reflects the cities in Serbia; however, that is not the subject of this discussion. This debate examines the system of settlements in a specific territory from the perspective of urban geography, with urban systems or networks of settlements at different levels of development, but all of which have at least one central settlement, along with other surrounding subordinate settlements. This approach to urban systems enables a comprehensive view of the cause-and-effect relationships that define each urban system, namely their space, population and activities, and it avoids incomplete views by focusing on just some aspects of urban development. Finally, this approach has also been used in the long practice of spatial planning in Serbia.

Implementation of the carpathian convention in Serbia—the analysis of sustainability aspects

AB  - One of the biggest and most important mountain ranges in Europe, the Carpathians, is being threatened by different human activities. The Framework Convention on the Protection and Sustainable Development of the Carpathians (Carpathian Convention) represents one of the international efforts to protect the biodiversity of this area through multilateral cooperation. Serbia is one of the signatory parties, where the area protected by the Convention currently coincides with the Đerdap National Park (ĐNP) boundaries. Serbia mainly lags in protocol and amendment ratifications, which is suspected to hinder the potential benefits regarding the sustainable development of this region. By analysing selected sustainability indicators for the years 2003, 2011, and 2019 we tried to enlighten if developments were sustainable. Data were also presented by the spider evaluation method. Despite certain limitations in data availability, research showed that there are positive economic and environmental changes, despite depopulation and aging of local inhabitants. But major efforts are still to be undertaken, especially regarding environmental sustainability and implementation of national and international regulation.

Zgrada Gradske uprave grada Pančeva

AB  - Tema rada je analiza arhitekture objekta Gradske uprave u Pančevu arhitekte Kazimira Ostrogovića. Objekat Gradske uprave je deo nasleđa moderne arhitekture sa teritorije Srbije, koju je „Docomomo - Srbija“ uvrstio u registar modernog nasleđa i jedini је takav objekat iz Pančeva. Značajno je da je Gradska uprava jedan od retkih objekata u opusu arhitekte Ostrogovića za koji postoji originalna projektna i foto-dokumentaciona građa.

Istraživanje obuhvata analizu unutrašnjeg i spoljašnjeg uređenja prostora i specifičnih elemenata u prostoru koji doprinose ambijentalnoj vrednosti Gradske uprave (unutrašnja jednokraka stepeništa, sale, krovna terasa), kao i detalja nadsvetla na krovu velike sale, sa rešenjem krovnih prizmi. Objekat Gradske uprave u Pančevu se u okviru istraživanja upoređuje sa projektom Gradske vijećnice u Zagrebu, koji je direktan prethodnik ovog projekta i jedno od kapitalnih dela arhitekte Ostrogovića. Od tri projektovana objekta u Zagrebu izveden je samo objekat Gradske vijećnice, dok je u Pančevu projekat uprave izveden u celosti.

Istraživanje se fokusira na predstavljanje elemenata rešenja projekta Gradske uprave, koja je nedovoljno istražena, a predstavlja jedan od najznačajnijih primera moderne arhitekture u Pančevu. Rad ističe doslednost primene modernih principa u delu arhitekte Ostrogovića, koje doprinose adekvatnoj vizuelnoj predstavi i funkcionalnoj organizaciji objekta.

AB  - Rad se bavi analizom dva od četiri zakona iz oblasti energetike koji su usvojeni aprila meseca 2021. godine i to: Zakonom o korišćenju obnovljivih izvora energije i Zakonom o energetskoj efikasnosti i racionalnoj upotrebi energije. U radu su prikazana istraživanja koja se odnose na novine koje ovi zakoni donose, potrebne preduslove za njihovo sprovođenje i implementaciju, prepreke i mogućnosti na putu Srbije ka većoj primeni zelene energije, smanjenju emisija CO2 i održivom razvoju, u skladu i sa novim strateškim okvirima u ovoj oblasti (NERP, Strategija niskougljeničnog razvoja). Da bi se ovo ostvarilo, potrebno je doneti niz podzakonskih akata, kojima se u startu rešavaju brojne nedoumice. 
Rad se posebno bavi zakonskim preduslovima za sprovođenje ideje korišćenja obnovljivih izvora energije u stanovanju. Osim toga, u Nacrtu Nacionalne stambene strategije 2020-2030. ističe se da, s obzirom na činjenicu da je stambeni fond veliki potrošač energije, unapređenje energetskih svojstava ovog fonda predstavlja zadatak ne samo od nacionalnog, već i globalnog značaja (odnosi se na celokupan stambeni fond - višeporodično/kolektivno i porodično/individualno stanovanje). Prema pomenutoj Strategiji veliki udeo potrošnje energije troši se za grejanje, a sve više i za hlađenje stanova/kuća, a stalni rast ukupne potrošnje energije ukazuje na neracionalno i neodrživo korišćenja energije u sektoru stanovanja. Stoga unapređenje energetske efikasnosti i korišćenje obnovljivih izvora energije u stambenom sektoru predstavlja jedan od ključnih izazova za održivi razvoj Srbije u budućnosti. U radu se daju predlozi za permanentno, sistematsko i plansko obrazovanje, podizanje svesti građana o značaju primene i potencijalima OIE. Stimulisanje korišćenja ovog vida energije i primena energetske efikasnosti mora biti permanentna misija struke, nauke i politike. Stimulacija države kako kroz donešenu legislativu, tako i kroz praktične procedure koje neće biti previse komplikovane, i povoljne kredite, može omogućiti opredeljenje korisnika stambenih objekata i zajednica za ovaj vid proizvodnje energije.
AB  - This paper analyses two of the four laws in the field of the energy sector that were adopted in April 2021: The Law on the Use of Renewable Energy Sources and the Law on Energy Efficiency and Rational Use of Energy. It presents research related to the improve-ments brought by these laws, the necessary preconditions for their implementation, potential obstacles and opportunities on Serbia's path to greater and wider use of green energy, re-duction of CO2 emissions, and sustainable development, following the new strategic frame-work in this area (NERP, Low Carbon Development Strategy). To achieve full potential and initially resolve numerous doubts, it is necessary to pass through bylaws.
The paper deals with the legal preconditions for implementing renewable energy sources in housing. In addition, in the Draft National Housing Strategy 2020-2030, it is pointed out that, given the fact that the housing sector is a big energy consumer, improving the energy performance of housing funds is a task not only of national but also global im-portance (refers to the entire housing market - multi-family/collective and family/individual housing). According to the mentioned Strategy, a large share of energy consumption is spent on heating, and more and more on the cooling of dwellings/houses. The constant growth of total energy consumption indicates irrational and unsustainable energy use in the housing sector. Therefore, improving energy efficiency and using renewable energy sources in the housing sector is one of the key challenges for Serbia's sustainable development in the fu-ture. The paper presents proposals for permanent, systematic, and planned education and raising citizens' awareness of the importance of implementation and the potential of RES. Stimulating the use of this type of energy and the application of energy efficiency must be a permanent mission of the profession, science, and politics. Stimulation of the state, both through the adopted legislation and through practical procedures that will not be overly complicated and through favorable loans, can enable the involvement of house owners and housing communities for this type of energy production.

Institutional capacity development within the national urban policy formation process – Participants’ views

AB  - In 2019, Serbia adopted its first national urban policy. This document was established through a communicative process during 2018–2019, formally encouraging urban governance as a practical innovation in Serbia’s planning doctrine. The main aim of this research is to explore institutional capacity development within a live setting of the policy formation process. The participants of this process are the primary subjects of the research. Data was collected through participatory events in four instances during the process. The concept of institutional capacity development is used in this paper as a basic framework to assess knowledge, relational and mobilisation capacity for urban governance. The main contribution of this paper is providing an understanding of the challenges and potentials for establishing urban governance practices in a post-socialist country planning context. Findings indicate an increase in the participants’ knowledge and understanding of governance instruments such that coordination and cooperation are continually unfolding. The identified challenges relate to the mobilisation capacity and fragility of institutions and resistance to change, while a need to deal with complexity and uncertainty remains present.

AB  - Science Fund of the Republic of Serbia has launched in 2020 Program IDEAS for which the evaluation of the project proposals is not yet finished. One of the project applicants which successfully passed the preliminary stage of the evaluation is entitled Urban Safety as a Qualitative Factor of Cohabitation Under Enhanced Risk (U-SaFER). The research proposal is in the field of urban planning and design, and it is also closely associated with the social context and the theory of safety. Although the actual research on this project has not started, the aim of this paper is to present the concept and planned methodology of the U-SaFER and to demonstrate the significance of the role of people’s perception and evidence in the process of enhancing urban safety in public spaces through effective urban planning, design and governance. Many parts of the world, including Serbia, are in the infancy stage of research of this topic. Therefore, the U-SaFER project proposal may attract additional attention in scientific research community as well as with the decision-makers.
AB  - Фонд за науку Републике Србије је 2020. године покренуо Програм ИДЕЈЕ у оквиру којег још увек није завршена евалуација пријављених пројеката. Један од пројеката који је конкурисао и успешно прошао прелиминарну фазу евалуације је насловљен [Урбана безбедност као квалитативни фактор суживота у условима повећаног ризика] (акроним: У-СаФЕР). Предмет истраживања пројекта тиче се урбанизма и планирања, а уско је повезан са друштвеним окружењем и теоријом безбедности. Упркос томе што истражи вање још увек није започето, у овом раду смо настојале да представимо оквир и планирану методологију У-СаФЕР-а и да прикажемо значај који има доживљај становништва и чињенично стање о процесу јачања урбане безбедности у јавним просторима кроз ефикас ност урбанизма, планирања и управљања. The European Green Capital Award—Is It a Dream or Reality for Belgrade (Serbia)?

AB  - An agreement of cooperation and transmission of knowledge regarding the nomination for the European Green Capital Award (EGCA) was signed between the mayors of Belgrade and Ljubljana (EGCA 2016 winner) in September 2018. The candidacy of Belgrade was finally realized in October 2019. Great hope was placed in this endeavour because internationally recognized awards, such as the EGCA, represent enormous capital for both the city and the state. The EGCA requires serious preparation and significant fulfilment of preconditions. Many economically strong and environmentally responsible cities competed for the award, but did not win. On the other hand, the capital of Serbia does not appear to be an obvious winning candidate, especially as it is differentiated from the previous winners by being a non-EU city and by the fact that it is still undergoing an intense urban transformation, characteristic of transitional countries. Therefore, the main aim of this article is to present a review of the current state of Belgrade’s environmental qualities and its comparison with the EGCA criteria and with Grenoble as one of the winning competitors. The article gives a full overview of the EGCA requirements with certain details on required indicators, gives relevant insight into the procedure, which could be of use for any future candidacy, and discusses potential benefits for winners, losers and repeat candidacies.

AB  - Protection and sustainable development are the backbone of the Carpathian Convention (2003). The Convention was created to ensure the application of the sustainable approach at the international level, referring to economic, social and environmental aspects. The evaluation of sustainability is under constant reconsideration, which includes the issues of indicator selection and the data availability (Bell & Morse 2018). This research considers availability of longitudinal data and, based on that, it aims to recognize 1) the trajectory of the basic sustainability indicators in Đerdap National Park and 2) whether the trajectory coincides with the signing of the Carpathian Convention and its implementation in Serbia. Here are used the annual statistical reports covering data applicable for measuring three sustainability aspects since the establishment of the Carpathian Convection. Therefore, the year of the signing the Convention (2003) is defined as the starting point of the trajectory, the year 2008 is taken for the middle point (2008), whereas the year of the last published statistical report (2019) represents the finishing time-point. Social sustainability is measured by population size, population average age, structure of employed (agriculture, forestry, fishery, tourism); economic sustainability by unemployment rate, number of employed per 1,000 inhabitants, number of tourists and touristic overnight stays, local budget incomes; and environmental sustainability by structure of employed (tourism, mining), share of forest areas, average wood volume, and share of households connected to the sewage system. Changes in the share of protection designations are used to measure protection aspect. The Đerdap National Park is chosen as the case study because its territory coincides with the geographical scope of the Carpathian Convention in Serbia.

Here are used the annual statistical reports covering data applicable for measuring three sustainability aspects since the establishment of the Carpathian Convection. Therefore, the year of the signing the Convention (2003) is defined as the starting point of the trajectory, the year 2008 is taken for the middle point (2008), whereas the year of the last published statistical report (2019) represents the finishing time-point. Social sustainability is measured by population size, population average age, structure of employed (agriculture, forestry, fishery, tourism); economic sustainability by unemployment rate, number of employed per 1,000 inhabitants, number of tourists and touristic overnight stays, local budget incomes; and environmental sustainability by structure of employed (tourism, mining), share of forest areas, average wood volume, and share of households connected to the sewage system. Changes in the share of protection designations are used to measure protection aspect. The Đerdap National Park is chosen as the case study because its territory coincides with the geographical scope of the Carpathian Convention in Serbia.",

To achieve this, the creation of the Green City Action Plan and the Sustainable Energy and Climate Action Plan commenced. Teams of experts from Serbia and other countries were involved in the creation of both Action plans coordinated by Mott MacDonald Ltd of the United Kingdom. One of the expert teams included researchers from the IAUS and th , eir external associates.

Spatial Planning in Serbia: Tourism Development Based on Water Bodies in Protected Areas

AB  - Water resources such as rivers, lakes and even wetlands have always been elements that enrich an area and, in addition to undeniable ecological functions, they represent powerful attractions for tourists. Strategically valuable and ecologically significant water bodies are often simultaneously aesthetic jams in the landscape. For their multiply values, it is clear that planning of their use and protection requires careful and formalized actions in a form of public policies. Spatial purpose area spatial plans in Serbia represent one of the mechanisms for the protection of water resources, but also a tool for bringing added value through their use in the purpose of tourism development. This paper focuses precisely on the review of spatial plans that regulate the use and protection of water resources under constitutional state protection in Serbia. Therefore, the water bodies that are a central element of the spatial plans are the case studies – Uvac Special Nature Reserve (Uvac River and Zlatar, Radoinja and Sjenica reservoirs), Đerdap National Park (Danube River and Đerdap reservoir), Tisa River Multifunctional Ecological Corridor and Vlasina Outstanding Natural Landscape (Vlasina River and Vlasina reservoir). The application of this method is expected to reveal connections between water protection and tourism development. In the other segment, this research addresses nature/water protection and tourism development measures, hence commenting on their synchronization or contradiction. The results have shown that balancing between protection and development remains a challenge where the existence or absence of spatial planning documents does not cause that much damage to water bodies ecological functions as much as negligence of prescribed measures or their misinterpretation. Spatial plans in Serbia are rather united in protection and development measures for protected areas, but still always addressing specifics of each area individually.

Tourism Competitiveness Survey Analysis of Serbian Ski Resorts

AB  - In Serbia as a continental country, the tourism industry relies on city-break, spa and mountain tourism, where ski resorts have primacy during the winter season. Even though the number of tourists has recently increased, the share of domestic tourists remained predominant. It is also noticed that tourists from Serbia eagerly travel abroad, which was so far researched in the context of summer holidays but not in the framework of ski resorts. Therefore, this paper examines the competitiveness of ski resorts in Serbia from the perspective of domestic tourists. A survey was used as a data collection method, covering various competitiveness dimensions. The aim is to recognize the main motives of consumers when choosing a ski resort in Serbia or abroad. The results showed that the choices of Serbian tourists are predominantly shaped by the cost of an offer – of accommodation above all others. They are attentive by estimating the value for money, which is the most common reason to choose a ski resort abroad over a domestic one. The crowd at ski resorts and ski runs appears to be a result of unbalanced accommodation capacities on the one hand and ski infrastructure on the other, which is currently the most notable competitiveness drawback of ski resorts in Serbia.

Considerations Regarding a New Settlement Typology in Serbia

AB  - A division between urban and rural settlements/areas has been traditionally applied in statistical reporting worldwide. The reports applying these terms have been used to create and implement development policies and measures. However, international policies such as those featured by the European Union (EU), as well as national policies, also recognize, define and render transitional types of settlements. The Program of Implementation of the Spatial Plan of the Republic of Serbia (2010) called for a new definition of the term “settlement” determined by new criteria for a settlement typology by the end of 2015. Except for theoretical contributions, this task has not been completed yet. At the same time, a trichotomous settlement typology has been recommended to Serbia by the EU as a result of the accession process. Therefore, this paper aims to analyze and discuss a new settlement categorization, taking into account considerations on the number of categories, number of variables, choice of variables and territorial level for data collection. These aspects are empirically tested on a data set collected through the Survey on Income and Living Conditions (SILC) in Serbia. The data are analyzed using two approaches: descriptive and cluster analysis. A parallel with other countries and theoretical recommendations is drawn in the discussion, based on which some recommendations are presented.
AB  - Подела насеља/подручја на урбана и рурална је традиционално примењивана у статистичком извештавању широм света. Ови извештаји се користе као база за креирање и имплементацију развојних политика и мера. Ипак, међународне политике попут оних креираних у оквиру Европске уније (ЕУ), као и националне политике, показују тенденцију ка препознавању, дефинисању и издвајању прелазних типова насеља. План имплементације Просторног плана Републике Србије (2010) позвао је на креирање нове дефиниције појма „насеље” и критеријума за одређивање нове типологије насеља до краја 2015. године. Осим теоретског доприноса, овај циљ није достигнут. С друге стране, сходно свом статусу земље која приступа ЕУ, ова заједница очекује од Србије креирање и примену трихотомне типологије. У том светлу, овај рад има за циљ да анализира и дискутује нову категоризацију насеља имајући у виду аспекте броја категорија, броја варијабли, одабира варијабли и територијални ниво на којем би се прикупљали подаци. Ови аспекти су тестирани емпиријски на сету података прикупљеном у Анкети о приходима и условима живота (SILC) у Србији. Подаци су анализирани кроз два приступа: дескриптивном и кластер анализoм. У дискусији је повучена паралела са примерима из других земаља и другим теоретским препорукама, а на основу тога су дате и препоруке за Србију.

However, international policies such as those featured by the European Union (EU), as well as national policies, also recognize, define and render transitional types of settlements. The Program of Implementation of the Spatial Plan of the Republic of Serbia (2010) called for a new definition of the term “settlement” determined by new criteria for a settlement typology by the end of 2015. Except for theoretical contributions, this task has not been completed yet. At the same time, a trichotomous settlement typology has been recommended to Serbia by the EU as a result of the accession process. Therefore, this paper aims to analyze and discuss a new settlement categorization, taking into account considerations on the number of categories, number of variables, choice of variables and territorial level for data collection. These aspects are empirically tested on a data set collected through the Survey on Income and Living Conditions (SILC) in Serbia. The data are analyzed using two approaches: descriptive and cluster analysis. A parallel with other countries and theoretical recommendations is drawn in the discussion, based on which some recommendations are presented., Подела насеља/подручја на урбана и рурална је традиционално примењивана у статистичком извештавању широм света. Ови извештаји се користе као база за креирање и имплементацију развојних политика и мера. Ипак, међународне политике попут оних креираних у оквиру Европске уније (ЕУ), као и националне политике, показују тенденцију ка препознавању, дефинисању и издвајању прелазних типова насеља. План имплементације Просторног плана Републике Србије (2010) позвао је на креирање нове дефиниције појма „насеље” и критеријума за одређивање нове типологије насеља до краја 2015. године. Осим теоретског доприноса, овај циљ није достигнут. С друге стране, сходно свом статусу земље која приступа ЕУ, ова заједница очекује од Србије креирање и примену трихотомне типологије. У том светлу, овај рад има за циљ да анализира и дискутује нову категоризацију насеља имајући у виду аспекте броја категорија, броја варијабли, одабира варијабли и територијални ниво на којем би се прикупљали подаци. Ови аспекти су тестирани емпиријски на сету података прикупљеном у Анкети о приходима и условима живота (SILC) у Србији. Подаци су анализирани кроз два приступа: дескриптивном и кластер анализoм. У дискусији је повучена паралела са примерима из других земаља и другим теоретским препорукама, а на основу тога су дате и препоруке за Србију.",

AB  - The COVID-19 pandemic has spurred significant changes in the fields of economic development, social issues, everyday life, etc. Activities that used to depend on face-to-face communication were firstly suspended and then shifted to new forms of communication. This includes the public participation process in urban and spatial planning. Therefore, this study explores the new domain developed in urban and spatial planning with regard to public participation and surmises future realms in the post-pandemic era. On the occasion of the virtual collaboration platform Cyber Agora organized by the ISOCARP (International Society of City and Regional Planners), chosen participants got together virtually to share, discuss, and compare their practical knowledge in public participation before and during COVID-19. In addition, they addressed the potential benefits of shifting from traditional to virtual participation and potential benefits in the post-COVID-19 era. Considering the collected data and understanding them in the light of the available literature, this study concludes that the application of a combined approach (using both traditional and virtual modes of participation) is recommended because it would enable a larger number and higher diversity of participants. The study also elaborates particular modes of virtual participation with the pros and cons of their use in a particular context.

AB  - n the 50 years since the UNESCO Man and the Biosphere Programme (MAB) was launched, 727 sites in 131 countries have gained the status of biosphere reserve (BR). Golija-Studenica BR belongs to the group of BRs that have been active for the past 20 years. This BR is one of the most prominent protected areas and the first of its kind in Serbia. A balance between biodiversity conservation, as the primary goal of protection, and the promotion of sustainable profitable activities involving diverse actors has yet to be achieved. This research aims to provide a contextual understanding of changes in Golija-Studenica BR and draw lessons for future BR development. It relies on the experiential and practical knowledge of diverse stakeholders, including management bodies, the NGO sector and the local population itself. The methodology is based on a qualitative approach, using semi-structured interviews with open-ended questions. Research results show that the BR model is a subtle, time-reliant driver of change, with some unintentional side-effects. It brings about changes in how protected areas are managed, affects the economic behaviour of the local population, raises awareness about environmental issues, and has an impact on demographic trends and social change.

AB  - The main task of planning documents is to achieve maximal rationality in the use of space, spatial resources, and balanced territorial development. The preparation of plans is regulated by a legislative framework, which embraces multiple phases and stakeholders. In a perfect planning process, it would be expected that all the elements are well coordinated and brought to common understanding, but in reality, obstacles and challenges can occur in any of these steps, especially in the implementation phase. Although a plan is fully prepared to be practiced, its implementation might be omitted. Therefore, this article analyzes the full process of spatial and urban planning from the perspective of plan implementation. The methodology is based on a combination of different data collection methods (interviews, fieldwork, direct observation) with the analysis of plans and the particular mention of those plans that picture the implementation issues the most. Also, legislative acts and semi-annual and annual reports on the achievements of the local government budget are analyzed. The approach indicates that plan implementation depends the most on the willingness of the government to perform changes in the system and to peruse punitive policy comprehensively. Although it is about implementation at the local level, the success primarily depends on clear definitions given in the legislative acts, freedom of the local communities to make their own decisions, and financial decentralization, side by side with the regional and local circumstances, institutional technical and staff capacities, and application of participatory planning that involves actors from various sectors.

AB  - The starting point in this paper is the position that spatial and urban planning
has a key role in sustainable development and the protection of cultural heritage.
The planning method used in areas of cultural heritage differs depending on the
type and level of the spatial plan. It is possible to identify aspects of protection
and sustainable development in plans, with the protection of cultural heritage
dominating in practice. Research was carried out on a case study of three spatial
plans at different levels, which both in terms of their methodology and content
make up the planning system for the protection and sustainable development of
cultural heritage in Serbia. The comparative analysis of the plans includes three
aspects: protection, the sustainable development of cultural heritage, and the
integration of cultural heritage into the planning and protection of landscapes.
The implementation models of the spatial plans were considered. The main
conclusion of the paper is that the concept of protecting cultural heritage has not
evolved into a system of comprehensive and adequate planning for its sustainable
development, nor is it sufficiently integrated with the planning and protection of
landscapes. The paper provides guidelines for improving both the methodology of
spatial planning and the concept of the sustainable development and protection
of cultural heritage in spatial plans.

AB  - Скорија искуства у изради планских докумената указују на то да у регулаторном оквиру заштите културног наслеђа у Србији недостају елементи којима се афирмише просторна димензија наслеђа. То се манифестује кроз: неадекватан третман околине заштићених непокретних културних добара (НКД), недовољно учешће просторних културно-историјских целина у укупном броју регистрованих НКД, непрепознавање важних категорија културног наслеђа у складу са савременим конзерваторским приступима. Поред научне и стручне јавности, проблем препознају и надлежне институције заштите НКД, које указују на негативне ефекте њиховог маргинализованог положаја у процесу одлучивања о простору. Неки заводи примењују унапређену методологију и укључују у своје базе података не само регистрована НКД, већ и низ просторних целина кроз инструмент претходне заштите. Такође, у неким планским документима примењује се инструмент урбанистичке заштите којим се обухватају вредни објекти и целине који се рекогносцирају на терену. Уместо оваквих приступа, који су утемељени на појединачним праксама заштите и ставовима обрађивача планова, потребно је унапредити и применити уједначен приступ на читавој територији Србије, у чијој основи би били интердисциплинарна сарадња, интегративна заштита простора и успостављање равнотеже између планског развоја и заштите културног наслеђа.
AB  - Recent experiences in developing the planning documents indicate that the regulatory fra¬mework for the protection of cultural heritage in Serbia lacks elements that affirm the spatial dimension of heritage. This is manifested through: inadequate treatment of the surroundings of protected immovable cultural property (ICP), the insufficient share of spatial cultural and historical units in the total number of registered ICP non-recognition of important categories of cultural heritage in accordance with contemporary conservation approaches. The institu¬tions in charge of the protection of the ICP recognize these problems and also indicate the negative effects of their marginalized position in the process of space creation and mana¬gement. Some of the institutions apply improved methodologies and include in their data collections not only registered cultural properties but also a wider range of spatial entities through the instrument of prior protection. Also, in some planning documents, the instrument of urban protection is applied, which includes valuable objects and units that are identified in situ. Instead of such approaches based on individual attitudes, it is necessary to improve and apply a uniform approach on the entire territory of Serbia based on interdisciplinary cooperation, protection of space and establishing a balance between planning, development and protection of cultural heritage.

То се манифестује кроз: неадекватан третман околине заштићених непокретних културних добара (НКД), недовољно учешће просторних културно-историјских целина у укупном броју регистрованих НКД, непрепознавање важних категорија културног наслеђа у складу са савременим конзерваторским приступима. Поред научне и стручне јавности, проблем препознају и надлежне институције заштите НКД, које указују на негативне ефекте њиховог маргинализованог положаја у процесу одлучивања о простору. Неки заводи примењују унапређену методологију и укључују у своје базе података не само регистрована НКД, већ и низ просторних целина кроз инструмент претходне заштите. Такође, у неким планским документима примењује се инструмент урбанистичке заштите којим се обухватају вредни објекти и целине који се рекогносцирају на терену. Уместо оваквих приступа, који су утемељени на појединачним праксама заштите и ставовима обрађивача планова, потребно је унапредити и применити уједначен приступ на читавој територији Србије, у чијој основи би били интердисциплинарна сарадња, интегративна заштита простора и успостављање равнотеже између планског развоја и заштите културног наслеђа., Recent experiences in developing the planning documents indicate that the regulatory fra¬mework for the protection of cultural heritage in Serbia lacks elements that affirm the spatial dimension of heritage. This is manifested through: inadequate treatment of the surroundings of protected immovable cultural property (ICP), the insufficient share of spatial cultural and historical units in the total number of registered ICP non-recognition of important categories of cultural heritage in accordance with contemporary conservation approaches. The institu¬tions in charge of the protection of the ICP recognize these problems and also indicate the negative effects of their marginalized position in the process of space creation and mana¬gement. Some of the institutions apply improved methodologies and include in their data collections not only registered cultural properties but also a wider range of spatial entities through the instrument of prior protection. Also, in some planning documents, the instrument of urban protection is applied, which includes valuable objects and units that are identified in situ. Instead of such approaches based on individual attitudes, it is necessary to improve and apply a uniform approach on the entire territory of Serbia based on interdisciplinary cooperation, protection of space and establishing a balance between planning, development and protection of cultural heritage.",

AB  - Током друге половине двадесетог века у Југославији је била веома развијена пракса архитектонских конкурса за стамбене блокове и нова насеља. Највећи интензитет станоградње био је у великим градовима и престоници Београду, где су понуђена и примењена иновативна архитектонска и урбанистичка решења организације простора допринела побољшању комфора становања и квалитета живота становника.
Архитектонска решења вишепородичних стамбених блокова централне зоне Новог Београда истичу се квалитетом организације полуприватног и приватног животног простора и представљају значајно наслеђе модерног периода у Србији. У тим решењима се поред флексибилности станова и других унапређења склопа истиче и развој заједничких простора (унутар објекта и изван њих). Ти заједнички простори понудили су измештање првенствено колективних функција ван стана и створили додатни простор за активности станара блокова.
У раду се истражује како ти простори могу допринети квалитету стамбеног наслеђа блока и какве су разлике између појединих блокова у том погледу и по питању типологије објеката вишепородичног становања. Истраживање кроз примере Блокова 22 и 29 на Новом Београду представља различите заједничке просторе у стамбеним блоковима.
AB  - During the second half of the twentieth century Yugoslavia had very productive practice of architectural competitions for housing complexes. The highest intensity of housing construction was in large cities, especially in the capital of Belgrade, where innovative architectural and urban design of spatial organization contributed to the improvement of housing comfort and quality of life of residents. The architectural projects of the residential blocks of the central zone of New Belgrade stand out with the quality of the organization of semiprivate and private living spaces and represent a significant heritage of the modern period in Serbia. In addition to the achieved flexibility of dwellings among other improvements in multifamily housing the design of common areas (indoor and outdoor) had its advancement. These common areas offered a potential expansion of collective functions outside the dwelling and an additional space for the activities of the residents of the blocks. The paper examines how these spaces can contribute to the quality of the residential heritage of the block and how specific blocks differ from each other in terms of the typology of multi-family housing. Through the examples of Blocks 22 and 29 in New Belgrade, the research presents the different common spaces in residential multi-family complexes.

AB  - Spatial and urban planning are fundamental spatial development mechanisms. Spatial development 
takes into account complex relationships of different activities and functions in space with the view to 
facilitating the establishment of the most optimal spatial interactions, on the one hand, and preventing 
conflicts in space, on the other. That is why spatial and urban planning is so crucial in all kinds of social 
activities in the specific space. With all that in mind, spatial and urban planning plays a significant part in 
improving agroforestry and landscape in rural and peri-urban areas as well, since these functions are 
especially important in such areas. This paper aims at stressing the significance of planning in improving 
agroforestry and landscape in the times of agricultural intensification, specific changes in the ownership 
over the land during the transition period in the Republic of Serbia, and the change of demographic 
structure and increasingly negative demographic trends, especially in rural areas. All these circumstances 
have caused the increased degradation of agricultural land (soil erosion, salinisation, chemical pollution, 
etc.), the change in the endemic landscape architecture (cutting down small forested areas, alleys, 
individual trees or groves, destroying wildlife habitats, flora and fauna loss, etc.), the abandonment of 
certain agricultural areas, and the pollution of both groundwater and surface water. The role of planning 
is to implement the EU directives and specific experience from the areas of supporting agricultural 
production development, improving demographic circumstances, and reducing negative impacts of 
intensive agricultural production on the environment. The concept rests on the symbiosis of the existing 
phenomena and processes, which serve as a basis for shaping spatial development policies and defining 
measures for the agroforestry and landscape improvement, and is an authentic European experience in 
Serbia. Urban planning measures are directed towards the increase of forested areas and windbreaks, 
recultivation and melioration of degraded agricultural areas, and the preservation of authentic 
landscape, trees or groves. The protection of natural resources is an integral part of every urban planning 
document in the Republic of Serbia. The current Spatial Plan of the Republic of Serbia, (SPRS) a framework 
planning document in the country, covers the topic of forestry and recognises the significance of 
protective forests. The protection and preservation of forests are planned to the purpose of preserving soil 
from degradation, improving the quality of forest and agricultural land, and environmental protection in general. The guidelines stipulated in SPRS are implemented by means of the planning documents deriving 
from the Plan, following the hierarchically ordered planning system in Serbia, down to the level of urban 
regulatory plans. Still, the examples of planning greenfield locations and repurposing of forest land into 
building land exceed the number of planned brownfield locations. A good practice example is planning 
shelterbelts around recultivated former minig sites. Putting in practice such documentation, aided by GIS 
tools and strategic environmental assessment, results in the integral protection and preservation of 
agricultural and forest areas, landscape, and the environment.

Strategic Environmental Assessment in the Application of Preventive Protection for Wind Farm Noise—Case Study: Maestrale Ring Wind Farm

AB  - Determining the spatial position of wind turbines is the initial and most important phase 
in the development of a wind farm project. In this sensitive phase, all potential problems that may 
arise in the later stages of project development should be prevented by means of spatial and urban 
planning instruments. This makes it possible to achieve maximum use of the potential of wind in a 
particular space and, thus, fulfil the technical and economic requirements of the project while re specting the goals of environmental protection in that same area, through preventive protection. 
Therefore, it is essential, even at the earliest planning and development stage of a wind farm project, 
for the requirements that are important for optimal spatial solutions to be balanced. In this process, 
strategic environmental assessment (SEA) is a support to the planning process and an invaluable 
instrument for finding optimal spatial solutions for the possible key spatial impacts of wind power 
with regard to noise, shadow flicker, ornithofauna and chiropterofauna. The weakness of SEA can 
be seen in its predominant application of expert qualitative methods that bring with them subjec tivity, since they depend on expert knowledge and skills. This paper presents the aspect of noise 
impact assessment and its inclusion in the SEA for the Maestrale Ring wind farm in Serbia. The 
results of the research indicate how it is possible to achieve the principle of objectivity in the process 
of multicriteria expert evaluation by including the results of a partial impact assessment of the noise 
from wind farms, using results obtained from software modeling of the spatial dispersion of wind 
turbine noise in the SoundPlan 8.1 software package in the SEA process. These quantitative results 
predicting the noise level were used in a semi-quantitative method of multicriteria evaluation in the 
SEA through the definition of criteria to determine the ranking of impacts, which is elaborated in 
the paper. The results also show the significant of the contribution of applying a methodological 
approach based on a combination of qualitative and quantitative evaluation methods in SEA. These 
methods positively affect the application of the principle of preventive protection through the opti mal selection of the number and position of wind turbines on one hand and the objectivity of draw ing conclusions based on which strategic decisions are made in the final phase of the SEA process, 
on the other.
