AB  - Collective urban gardens have attracted the attention of scholars, local organizations,
the non-governmental sector, and policymakers as they seem to provide a
valuable ground for meeting the interests and needs of different urban actors. As
part of green infrastructure, they demonstrate a challenge for open green space
governance and management. This study focuses on the concept of participatory
governance and explores top-down and bottom-up initiatives of collective urban
gardening in three European cities: Malmo, Zagreb, and Belgrade. The objectives
of the research are to describe and analyze the organization and governance models
of collective urban gardens using the governance arrangements approach and
identify the main success factors that support long-term, sustainable organization
and governance. The study is based on a qualitative research approach, including
document analysis and semi-structured interviews with local government representatives,
NGOs, and users. The results suggest that there is no single successful model
of organization and governance of collective gardens - each location requires an
understanding of the context and local conditions, as well as the users’ needs. Still,
some factors can be identified as relevant for long-term sustainable governance.
Having the support of city or municipal institutions in setting legal and planning
parameters and supplying resources such as land and education is a significant contributor
to achieving success. Another relevant aspect is the readiness of local governments
to cede some of their authority in managing green areas and transfer it
to an organization or group of users. A transparent and open participatory process,
based on the trust and equality of actors, is needed for sound cooperation between
different stakeholders involved in governance. Any support that comes from outside
the community, including support from the city or municipal government, must be
on a partnership basis. Institutional support is particularly relevant for scaling up local initiatives and integrating collective urban gardens into the system of green
areas at the city level.

Typology of micro apartments based on the structure of living space

AB  - A micro apartment is a concept of organizing living space that typically provides the basic necessities for long-term residence for one or two occupants. In general, it refers to a residential unit with a floor area ranging from 15 to 30 square meters. Micro apartments are considered to be one of the prevalent forms of sustainable housing in the future, as the concept is based on smaller living spaces and reduced consumption of energy and resources.
The research is based on a deductive method and begins with the analysis of current micro apartment typologies, along with the formulation of different theoretical models. Subsequently, an analysis and comparison of characteristic examples of micro apartments are conducted to establish a clear typology. Finally, based on the typology, an evaluation is carried out, and proposals for different approaches to micro apartment design are formulated.
The aim of the research is to comprehensively systematize the typological forms of micro apartments recognized in architectural practice and examine their characteristics and potential applications in urban environments. Additionally, the research aims to identify distinctive structural differences among various typological forms of micro apartments. The ultimate goal of the research is to contribute to the development of sustainable housing solutions in urban areas, with a particular emphasis on the concept of micro apartments.

Assessment of brownfield locations in ten cities in Serbia: a comparative study and new ideas for improvement

AB  - Brownfield sites, characterized by abandoned or underutilized industrial or commercial properties, pose significant environmental, economic, and social challenges to urban areas. This paper aims to assess the prevalence and characteristics of brownfield locations in ten cities in Serbia and provide a comparative analysis of their potential for redevelopment. The undertaken research was developed for the World Bank Group and SECO project “Technical assistance: Strengthening capacities of local self-governments in Serbia towards low-carbon and resilient urban development investments”, and the ten cities were chosen based on the initial survey as cities of interest to the project. 
Using a combination of qualitative and quantitative research methods, as well as questionnaires developed for the purpose of research data was collected on brownfield sites in Niš, Novi Sad, Kragujevac, Kraljevo, Šabac, Zrenjanin, Novi Pazar, Sombor, Užice and Leskovac. Some of the cities provided the data of brownfield sites within various databases which encompassed basic (geographical) data about the location, site histories, environmental conditions, land use restrictions, ownership status, original and potential purpose, existing infrastructure and accessibility. 
Future studies can build upon these findings by exploring specific redevelopment strategies tailored to the distinct challenges and opportunities presented by each city's brownfield diversity.

Cumulative Impact of Wind Farm Noise

AB  - Although wind farms have an undeniable beneficial impact on the environment, certain
negative environmental implications do appear as a consequence of their operation. One of them
is the production of noise. The wind farm noise values decrease with distance, so that at a certain
point they are within the legally prescribed limits. This is the case for individual wind farms noise
impact assessments. However, with two or more wind farms in the same area, there is a superposition
of noise and a consequential change in the noise value. The focus of the paper is on the results of
modeling noise propagation in space in the case of the cumulative impact of two neighboring wind
farms. The results are modeled during the process of strategically assessing the environment so as to
determine territorial impacts and make informed decisions about future development. The paper
presents the strategic answer to the model of the spatial propagation of noise in cases of cumulative
impact with a view to including the preventive protection principle in the planning of several adjacent
wind farms.

AB  - In addition to undeniably positive effects of wind farms on lessening the environmental impact and carbon footprint of the
energy sector, wind farms can also implicate certain negative effects in space. Major negative effects refer to biodiversity, noise
pollution, the shadow flicker effect, visual impact or accidental impact. All the said effects come as a consequence of improper
spatial determination of wind turbines microlocations. This is why it is of utmost importance to apply the principle of preventive

Apart from wind potential, there are many other spatial factors which impact the possible implementation of wind farm projects. The spatial advantages and limitations of these factors can be used as criteria for selecting the most suitable location for a potential wind farm. The specific method for evaluating wind farm locations in this paper is novel because of its choice of spatial criteria and its two-stage evaluation procedure. The first stage involves the elimination of unfavorable areas for locating a wind farm, based on elimination criteria, using GIS. The second stage is the selection of the most suitable wind farm location using the PROMETHEE method. This is based on the multi-criteria evaluation of locations according to different weight categories and scenarios. The results are then multiplied based on which decision-making subjects can make appropriate decisions. The results indicate that the method presented has a universal character in terms of its application. However, its specifics in terms of quantitative statements for the individual spatial criteria used in the evaluation depend on the specifics of national and international regulations, the area in question and the particular project. By integrating the spatial criteria with the relevant legislation, this method has potential for global application. It aims towards systematicity, efficiency, simplicity and reliability in decision-making. In this way, potential conflicts and risks for investors and other users of the space are prevented in the earliest development phase of a wind farm project.

Micro-location analysis in municipal solid waste management – comprehensive use of GIS in the Serbian villages

AB  - The problem of waste management in rural areas In Serbia has not been the subject of detailed specific researches, since most of the research has been directed towards the study of means, mechanisms and procedures of waste elimination in urban settlements. The reason for the reduced scope of research in this field occurs in the fact that rural settlements can not be considered as adequate subjects due to usual deficiency of specific data (population number, fluctuations, quantities of waste, waste composition, methods of eliminating waste, etc.). In addition, for several decades villages in Serbia have eliminated waste primarily spontaneously. This has proven difficult to research because of the variations of methods applied to each specific locale, and the different environmental variables. Unlike the existing, plan-based criteria for defining locations for waste elimination (i.e. hypsometry, slope angles, distance from waster-reservoirs, watercourses, infrastructure, natural and cultural assets, etc.), in villages these criteria are based on the patterns of behavior, customs and habits of the local population, as well as participation of local stakeholders in waste management. On the other hand, there is a significant problem in the absence of the Serbian and European legislation in this field. This paper will point to the possibility of changing the common practice in selection the location for waste management in rural areas, as well as some new methodological procedures (socially based GIS). The European theory and practice recognize new concepts of landfill sites selection in rural areas based on interdisciplinary research using multi-criteria analysis and model-based approaches to site selection, based on pre-defined location criteria and parameters (geographical, geomorphologic, hydrological, etc.). This paper will present the results of a research conducted in rural communities located in the Stara Planina Mt. Nature Park in Serbia. Through testing the initial hypothesis on the differences, but also correlations, between the criteria of open landfills created in rural areas and the location conditions given by theoretical parameters, as well as scientific bases (deterministic model), a location-specific model, corresponding to the research polygon, has been created for the simulation and evaluation using the GIS environment and with the support of the AHP and SAW methodologies. The research has been conducted using the ArcGIS Spatial Analyst software with the aim to stress the importance of using mathematical and geo-statistical analysis in the planning practice.

Importance of transport analysis in large urban projects

AB  - In a series of urban analyses used in the development of urban plans, there is
also a traffic analysis. It is aimed at assessing the impact of the capacity of planned
contents on the transport network of the narrower and wider area. In this paper, a large
city project for the Belgrade waterfront area was selected as a case study and the analysis
done as a transport study for the planning process for this location. Traffic analysis deals
with the assessment of how much load planned purposes (housing, business, commercial,
public facilities, etc.) will generate and how this will affect the existing and planned road
network, standing out approach with six basic phases used in the research and description
of the differences between three conceptualized network designs. For these purposes, the
appropriate software is used, which for the set network load parameters at different times
of the day creates scenarios of the number of vehicles and dominant directions of
movement and indicates the shortcomings of the network that needs to be adapted to the
requirements of users (0 –with modest attractiveness based on previous plans for the area,
1-3 for different network designs in the peak hours). This type of analysis with its results
provides an input or planning the spatial organization of content and connections within
the area and with a wider environment.
AB  - U nizu urbanističkih analiza koje se koriste prilikom izrade urbanističkih planova nalazi se i
saobraćajna analiza. Radi se sa ciljem sagledavanja uticaja kapaciteta planiranih sadržaja na
saobraćajnu mrežu užeg i šireg područja. U ovom radu kao studija slučaja izabran je veliki gradski
projekat za područje Beograda na void i urađena analiza kao saobraćajnastudija za potrebe procesa planiranja ovog prostora. Saobraćajna analiza se bavi procenom koliko će optećećenje genererisati planirane namene (stanovanje, poslovanje, komercijala, javni objekti i sl.) i na koji način će se to odraziti na postojeću i planiranu mrežu saobraćajnica. Za ove potrebe koristi se odgovarajući softver koji za zadate parametre opterećenja mreže u različito doba dana stvara scenarija broja vozila i dominatnih pravaca kretanja i ukazuje na nedostatke mreže koju treba prilagoditi zahtevima korisnika. Ovaj vid analize svojim rezultatima daje imput za planiranje prostorne organizacije sadržaja i veza unutar područja i sa širim okruženjem.

AB  - Development of sustainable tourism is viewed through the scope of planning procedure,
participation of all stakeholders, and resolving possible conflicts. The methodology is based on
empirical exploration and compared two case studies of the Middle Danube Flow coast segment. The common denominator, apart from the location in the same region and on the bank of an international river, is the use of recycled land for the purpose of converting it into a tourist complex. This paper has a wider theoretical background, tailored and selected for this research purpose. Ambition was expressed to answer the questions of how to carry out the strategically set tasks at the level of detailed design and implementation, what kind of interactions to expect, and if it is possible to single out key approaches and steps and form recommendations for achieving satisfactory and non-conflicting results. The authors search and look for similarities among the chosen development directions and the decisions made which can point to a common methodological framework and options for creating an attractive, profitable, and sustainable tourist product. The conclusion is that desirable sustainable tourism can be reached through careful location and content selection, choice of adequate land use, and balanced alignment between protection and development. This paper indicates the possibility of an additional step towards a joint solution, which is not only a compromise, but is valued as being of high quality and desirable.

AB  - The focus of this study is buildings for public purposes, specifically for higher education,
planned in zones of spatial cultural-historical units. Sustainable urban planning in areas with
cultural-historical heritage is a particular challenge since the higher education facilities themselves
have their own functional requirements, which are much easier to fulfill in “softer” locations. The
research objective is to prove the hypothesis that it is possible to indicate a prescription for the
practical application of the theoretical model and define the necessary steps to achieve the best
sustainable quality results in practice. The paper analyses the associated process, relational settings,
circumstances, participants, and timelines, and it presents the results of final designs based on two
parallel case studies of new capital buildings for the University of Belgrade. Methodologically it
gives an overview of the context, referring to other research and examples, detailing chosen case
studies, and describing their backgrounds, conditions and requirements, frameworks, chronologies,
approaches, and results. The discussion concludes with theoretical models originating from the
comparison of implemented steps in the process of creation and evaluation of architectural ideas
and summarized similarities and differences, aiming that there is a common model suitable for
further applications. The practical result of the research is findings about the pathway for the best
original planning solution emphasized through the institution of urban architectural competitions as
a mandatory step, recommending wider participation of experts in the process of evaluation.

AB  - Vlada Srbije je 2021. godine usvojila set zakona iz oblasti energetike, od kojih je najznačajniji: Zakon o korišćenju obnovljivih izvora energije. Ovaj zakon je omogućio javnu prodaju električne energije iz obnovljivih izvora energije u skladu sa smernicama o državnoj pomoći. Novina koju ovaj zakon uneo je pojam kupac-proizvođač (prozjumer), označavajući krajnjeg kupca koji je poseduje sopstveni objekat za proizvodnju električne energije iz OIE, pri čemu se proizvedena električna energija koristi za sopstvenu potrošnju, a višak proizvedene električne energije isporučuje u distributivni sistem. 
Prema ovom zakonu nisu postojala ograničenja koja se odnose na instaliranje elektrane maksimalne snage za domaćinstva i pravna lica, međutim u aprilu 2023. godine došlo je do promene zakonske regulative s Zakonom o izmenama i dopunama Zakona o korišćenju obnovljivih izvora energije, na osnovu koga su kupci-proizvođači ograničeni da instaliraju elektrane maksimalne snage do 10,8 kW za domaćinstva, odnosno do 5 MW za pravna lica. Od stupanja zakona iz 2021. godine do jula 2023. godine u Srbiji je preko 1300 domaćinstava i više od 450 pravnih lica dobilo status kupaca-proizvođača, sa ukupno instalisanom snagom od oko 20 MW. 
Rad istražuje ulogu prozjumera u primeni obnovljivih izvora električne energije na prodručju Srbije, osvrćući se na prepoznate prepreke i mogućnosti. U uvodnom delu daje osvrt na evropska iskustva i iskustva zemalja u okruženju, gde je nakon toga rad kroz formu anketnog upitnika ispitivao trenutne probleme prozjumera na teritoriji Srbije, mapirajući konkretne proceduralne, finansijske i druge problematične aspekte, ali i motivacije aktivnih prozjumera. Takođe rad ispituje stav prozjumer, kao i nadanja, u odnosu na postojeću i buduću zakonsku regulativu, gde se ističe negativan odnos ka procedurama koju prozjumeri prolaze u registraciji, inertnosti sistema, ali i delimično pozitivan odnos ka unapređenju zakonske regulative iz 2023. godine. Sprovedeno istraživanje predstavlja polazni poligon za planirano masovnije ispitivanje posledica zakonodavnih promena i iskustava kupaca-proizvođača, a u cilju unapređenja celokupnog procesa u budućnosti.
AB  - In 2021, the Government of Serbia adopted a set of laws in the energy field, the most significant of which is the Law on the Use of Renewable Energy Sources. This law enabled the public sale of electricity from RES following state aid guidelines. The novelty introduced by this law is the term customer-producer (prosumer), denoting the end customer who owns his facility for the production of electricity from RES, using the produced electricity for his consumption, and the excess electricity is delivered to the distribution system.
Law posed no restrictions related to the installation of a maximum power of a solar plant for households and legal entities; however, in April 2023, the Law on Amendments to the Law on the Use of Renewable Energy Sources limited the prosumers’ installing maximum power to 10.8 kW for households, or up to 5 MW for legal entities. From 2021 until July 2023, over 1,300 households and more than 450 legal entities in Serbia received buyer-producer status, with a total installed power of more than 20 MW.
This paper researches consumers’ role in the RES application in Serbia, focusing on recognised problems and opportunities. In the introductory part, the paper gives an overview of European experiences and the experiences of countries in the surrounding area, after which the paper examines the current problems of prosumers in Serbia, emphasising specific procedural, financial and other potentially problematic aspects as well as the motivations of active prosumers for the use of the OIE, through the form of survey research. The paper also examines the attitude of prosumers, as well as hopes, concerning existing and future legislation. The paper points out the partly negative attitude of prosumers towards the procedures that prosumers go through in the registration process, and the inertness of the system, but also a positive attitude towards improving the legislation from 2023 is highlighted. The conducted research is a starting point for the planned further mass examination of the consequences of legislative changes and buyers-producers’ experiences, intending to improve the entire process in the future.

AB  - The paper analyses the credibility of the legalization policies regarding illegally constructed buildings (ICBs) in Serbia in the socialist and post-socialist periods. It introduces the conceptual framework of the credibility thesis concerning informal  institutions  in  an  empirical  examination  of  the  credibility  of  legalization  policy  measures  in  Serbia. AB  - Brownfield sites, characterized by abandoned or underutilized industrial or commercial properties, pose significant environmental, economic, and social challenges to urban areas. This paper aims to assess the prevalence and characteristics of brownfield locations in ten cities in Serbia and provide a comparative analysis of their potential for redevelopment. The undertaken research was developed for the World Bank Group and SECO project “Technical assistance: Strengthening capacities of local self-governments in Serbia towards low-carbon and resilient urban development investments”, and the ten cities were chosen based on the initial survey as cities of interest to the project. 
Using a combination of qualitative and quantitative research methods, as well as questionnaires developed for the purpose of research data was collected on brownfield sites in Niš, Novi Sad, Kragujevac, Kraljevo, Šabac, Zrenjanin, Novi Pazar, Sombor, Užice and Leskovac. Some of the cities provided the data of brownfield sites within various databases which encompassed basic (geographical) data about the location, site histories, environmental conditions, land use restrictions, ownership status, original and potential purpose, existing infrastructure and accessibility. 
Future studies can build upon these findings by exploring specific redevelopment strategies tailored to the distinct challenges and opportunities presented by each city's brownfield diversity.

AB  - A micro apartment is a concept of organizing living space that typically provides the basic necessities for long-term residence for one or two occupants. In general, it refers to a residential unit with a floor area ranging from 15 to 30 square meters. Micro apartments are considered to be one of the prevalent forms of sustainable housing in the future, as the concept is based on smaller living spaces and reduced consumption of energy and resources.
The research is based on a deductive method and begins with the analysis of current micro apartment typologies, along with the formulation of different theoretical models. Subsequently, an analysis and comparison of characteristic examples of micro apartments are conducted to establish a clear typology. Finally, based on the typology, an evaluation is carried out, and proposals for different approaches to micro apartment design are formulated.
The aim of the research is to comprehensively systematize the typological forms of micro apartments recognized in architectural practice and examine their characteristics and potential applications in urban environments. Additionally, the research aims to identify distinctive structural differences among various typological forms of micro apartments. The ultimate goal of the research is to contribute to the development of sustainable housing solutions in urban areas, with a particular emphasis on the concept of micro apartments.

AB  - The chapter aims to contribute to the understanding of the transformative
potentials of participation in planning, particularly about underpinning principles
and existing models of participation, including those that affect planning professionals’
responsiveness in the face of the COVID-19 pandemic. The key research
question is: what kinds of transformations occurred through new and alternative
forms of participation in urban planning in Serbia within the last decade, and how
does participation inform the future of cities in a time of uncertainty during the
crisis? The research draws on the theoretical framework of critical pragmatism for
understanding the micro-dynamics of practitioners’ engagement. It focuses on the
experiences of planning professionals in applying non-mandatory, alternative participation
practices during the early stage of the planning process. They take the form of
small, pragmatic steps and practices of planning professionals that should contribute
to effective urban governance on specific challenges. However, the normalization of
those practices is just too earlier to evaluate if it would persist after the crisis caused
by the COVID-19 pandemic.

AB  - Sustainability transition in urban settings requires planning and governance practice to
re-evaluate and reimagine the local community’s quality of life, including but not limited to
the domains of social wellbeing and accessibility to the services of general economic
interest and public space, sustainable forms of commuting, climate change adaptation,
green and low carbon development and economy, environmental protection and disaster
risk reduction (Green Agenda for the Western Balkans, 2020). The general public and nonexperts
have an important role in informing planning policy and practice about current
needs, capacities and anticipated risks in urban settings, which calls for re-examining of
the traditional decision-making hierarchies. Serbia recently adopted a cycle of policy
documents supporting participatory action at all levels of decision-making in line with the
opening of Chapter 22 –Regional policy and coordination of structural instruments as part
of the European Union accession trajectory, as well as the sub-goal 11.3 of the United
Nations Agenda 2030 to enhance inclusive and sustainable urbanization and capacity for
participatory, integrated and sustainable planning and governance in human settlements.
This paper outlines the objectives and instruments for the operationalization of public
participation in the recent policy framework and discusses some of the practical
experiences in planning and governance in ten Serbian cities. Methods used were semiopen
questionnaires with representatives of local urban planning departments, qualitative
content analysis of adopted urban plans, publicly available reports on conducted citizen
participation and stakeholder involvement, and local strategic documents, and, participant
observation at joint workshop with city representatives. The results indicate that urban
planning and governance practices require space for learning and experimentation, where
open and inclusive participation, as well as related empowerment, represent a necessary
condition for an urban sustainability transition. The undertaken research with city
representatives was supported by the World Bank Group and SECO project “Technical
assistance: Strengthening capacities of local self-governments in Serbia towards lowcarbon
and resilient urban development investments”.

AB  - Demographic change induces significant socio-economic impacts. Their extent differentiates from country to country, as well as within the national borders, which results in significant regional differences. The regional level is commonly a subject of decision-making, economic development, and spatial planning; in Serbia, however, it has been rather neglected, among other reasons, for not having administrative nor legal autonomy (except autonomous provinces Vojvodina & Kosovo and Metohija). As a result, regional disparities in Serbia are among the greatest in Europe. This research is designed as a case study that examines demographic change impacts on regional economic development. Firstly, NUTS 3 regions in Serbia will be divided into several groups as a result of cluster analysis, including testing the most optimal number of clusters. Secondly, clusters will be analysed through 30 socio-economic indicators in the field of education, mobility, occupation, employment, etc. The clusters will be determined based on population growth rate (2002-2011) and average population age (2011), i.e. the main demographic change aspects, and socioeconomic indicators will refer to 2011, as the most recent year with available data. The research results will provide further insights into the way and extent to which demographic change impacts regional economic development, hence territorial cohesion.
