The shared/ opposing place identity experiences for Serbian students abroad and for international students in Serbia

AB  - Place identity is a polymorphic category and for the migrating international students it can take different forms depending on their origin and the reception country’s settings. The focus in this paper is on the two groups of international students – Serbians who have been studying abroad and the international students in Serbia, regarding their shared or distinctive features of identification with the place. Methodology of a qualitative research, i.e. focus-group and one-to-one interviews was employed alongside quantitative analyses derived from the questionnaire survey. The outcomes of the research prove a critical yet the objective perception about the place identity features of the international students’ population.

Planiranje solarnih elektrana i životna sredina

AB  - Globalni trend smanjenja ugljeničnog otiska uticao je na dinamičan razvoj projekata koji koriste OIE, uključujući i razvoj solarne energetike u velikim solarnim elektranama, zbog čega se javila potreba za sagledavanjem uticaja koje ovi projekti imaju na prostor i životnu sredinu.

U knjizi je konstatovano da uticaji projekata koji koriste OIE, uključujući i solarne elektrane, mogu imati i pozitivne i negativne uticaje na prostor i životnu sredinu, a koje neizostavno treba utvrditi u cilju izbora optimalnih prostornih/teritorijalnih rešenja kojima se obezbeđuje preventivna planska i aktivna zaštita životne sredine. U tom procesu do izražaja dolazi primena strateške procene uticaja na životnu sredinu (SPU) u planiranju i prostornoj organizaciji solarnih elektrana.

SPU karakteriše holistički pristup, u kom je u najranijoj fazi razvoja projekta (u procesu planiranja) moguće sagledati kompleksne interakcije i korelacije u prostoru u kom se planira realizacija solarne elektrane, a zatim primeniti princip preventivne zaštite kako bi se negativni uticaji eliminisali ili umanjili, a pozitivni uticaji utvrdili. Na taj način moguće je preduprediti sve potencijalne rizike koji mogu nastati u kasnijim fazama realizacije projekta, što je povoljno i sa aspekta efikasne zaštite životne sredine i iz ugla investitora koji ulažu u projekte solarnih elektrana.

Optimalna rešenja kojim se ostvaruje osnovna uloga SPU traže se prvenstveno u analizi prostornih odnosa solarne elektrane prema zemljištu, biodiverzitetu, predelu i osnovnim činiocima životne sredine. Kako je u knjizi prikazano, ovaj proces se, u metodološkom smislu, ostvaruje kombinacijom različitih metodoloških pristupa i metoda za procenu uticaja, kao deo jedinstvenog semikvantitativnog metoda višekriterijumske evaluacije planskih rešenja. 

Teorijska saznanja primenjena su u knjizi na studiji slučaja kompleksa solarne elektrane Brebeks, što je prikazano u drugom (aplikativnom) delu knjige, na osnovu čega je zaključeno da primenjeni pristup SPU predstavlja pogodnu podršku u proceni uticaja solarne elektrane na životnu sredinu, preventivnoj zaštiti životne sredine na području na kom se planira izgradnja solarne elektrane i procesu donošenja optimalnih odluka o prostornom razvoju na području planirane solarne elektrane.
AB  - The global trend of reducing the "carbon footprint" has influenced the dynamic development of projects utilizing renewable energy sources (RES), including the expansion of solar energy in large-scale solar power plants. This has led to the need for assessing the impacts these projects have on the space and the environment.
The book notes that projects using RES, including solar power plants, can have both positive and negative impacts on the space and the environment, which must be determined to choose optimal spatial/territorial solutions ensuring preventive planning and active environmental protection. In this process, the application of Strategic Environmental Assessment (SEA) in the planning and spatial organization of solar power plants becomes significant.
SEA involves a holistic approach where complex interactions and correlations in the space where the solar power plant is planned for implementation can be considered in the earliest stages of project development (in the planning process). The principle of preventive protection can then be applied to eliminate or mitigate negative impacts and ascertain positive impacts. This approach enables the anticipation of all potential risks that may arise in later stages of project implementation, which is beneficial both in terms of efficient environmental protection and from the perspective of investors investing in solar power projects.
Optimal solutions to fulfill the primary role of SEA are primarily sought in the analysis of spatial relationships of the solar power plant with land, biodiversity, landscape, and basic environmental factors. As demonstrated in the book, this process, methodologically, is achieved through a combination of various methodological approaches and impact assessment methods, as part of a unified semi-quantitative method of multicriteria evaluation of planning solutions.
Theoretical knowledge applied in the book is exemplified in a case study of the "Brebex" solar power plant complex, as shown in the second (applicative) part of the book. It is concluded based on this case study that the applied SEA approach provides suitable support in: assessing the impact of the solar power plant on the environment; preventive environmental protection in the area where the construction of the solar power plant is planned; and the process of making optimal decisions on spatial development in the area of the planned solar power plant.

The Role of Strategic Environmental Assessment in Precautionary Protection of the Environment During the Development of Renewable Energy Projects

AB  - Despite numerous undeniably positive effects of using renewable energy sources on space, and the reduction of energy sector environmental impact and carbon footprint, certain side effects renewable energy projects could implicate in space still pertain. The intensity of negative effects is in direct correlation with the project type (a wind farm, a solar power plant, a biomass power plants, etc.), predominantly impacting biodiversity, population (e.g. noise, shadow flicker effect), landscape, repurposing of land, etc. Such impacts often come as a consequence of inappropriate spatial positioning of power plant facilities that use renewable energy sources and/or inadequate solutions applied in the project planning stage. That is why applying the principle of precautionary protection in the earliest phase of project developing, while it is still being planned, is of utmost importance, allowing minimisation or elimination of all negative effects by opting for most favourable spatial solutions. The paper underscores the significance of Strategic Environmental Assessment (SEA) process in renewable energy sources project planning as a globally adopted instrument in precautionary protection of the environment and spatial planning. The focus is on the role of the SEA process in selecting the optimum solutions for preventing potential conflicts in space, simultaneously reducing risks for the investors in the project development process. Such an approach enables sustainable solutions in renewable energy use, on the one hand, and creates a sound base for investment in such projects, on the other. Of particular importance in SEA are the holistic approach and the use of semi-quantitative method of multicriteria assessment of planning solutions, but also building foundations for the implementation of EIA and ESIA processes based on precautionary environment protection solutions. That is exactly the way the EIA and ESIA processes, which are the continuation of the SEA process, can be effectively implemented in the final phases of project development, simultaneously reducing investment risks, which is of no less importance.

Tourism as an Opportunity or the Danger of Saturation for the Historical Coastal Towns

AB  - In the era of urbanization, small towns confront challenges in sustaining and preserving their essence and population. Historical towns have discovered their potential in tourism development, yet this opportunity often escalates into overtourism, particularly in renowned cruising destinations. This paper focuses on examples of coastal historical towns dependent on tourism revenue and faced with an excessive influx of tourists in the Mediterranean Region. The objective is to examine various cases across diverse geographical, cultural, and policy contexts to evaluate their success in achieving a balance between economic development and genius loci. This analysis seeks to identify the factors that contributed to the attainment of this equilibrium. Therefore, we selected case studies throughout the Mediterranean coast—from Saint Paul de Vence and Èze at the Azure Coast, Dubrovnik and Kotor in the Adriatic Sea, to Nafplio and Monemvasia in the Aegean Sea. The selected examples range from towns that are almost entirely depopulated to those that are suffocating from the influx of tourists. Observations on the spot and review of policies led us to the conclusion that the geography of the area and cultural values represent comparative (dis)advantages that can be influenced and shaped by policies from the time of the pre-tourist phase to the phase of overtourism. Even though the success of an early policy and the effects of investments aligned with it might be uncertain, pre-tourist policies turn out to be the most successful when it comes to balanced tourist-resident development. Determination of authorities to not only see economic benefit but also genius loci and quality of life of residents is crucial, too.

Post-socialist urban financialization in Serbia: An empirical insight

AB  - The paper explores Serbia’s post-socialist financialization based on the  galloping urban real estate trends after the global crisis in 2008. Financialization as a global process had a significant role in the socio-economic  development  and  urban  changes  in  different  contextual  frameworks,   including the post-socialist European countries. However, there are not  enough studies on financialization in these countries, while in Serbia they  are completely absent. Focusing on post-socialist Serbia in the post-crisis  period, the paper situates the narrative of urban financialization into the  broader  context  by:  illuminating  the  financialization  dimensions;   identifying  the  indicators  for  selected  financialization  dimensions;   analyzing concrete data for selected financialization dimensions by specific  indicators, and comparing available indicators of financialization with those  in some post-socialist countries of Central and Eastern Europe (CEE)  and South-Eastern Europe (SEE). The empirical analysis provides insight  into  the  complex  nature  of  urban  financialization  which  is  measured   by specific indicators. The findings point to a connection between the  intertwining of global financial and macroeconomic trends and the urban  development processes. It is assumed that there is a certain correlation  and interconnection between (urban) financialization and developmental,  monetary and financial policies and foreign financial inflows in Serbia.

AB  - The hypothesis of this totally novel research in Serbia is that the way in
which place may influence the identity of international students integrates a part of their individual identities, but also influences the variability of identities deriving from various contextual factors of the student migration’s origin. Cities can be observed through their respective role in shaping and transforming the international students’ identity. The goal is to examine emotional and functional attachment of international students to the city in
which they study, in comparison to these two components of attachment to the place of their origin. The testing of theoretical standpoints is based on qualitative research through focus-group interviews with three designed groups of respondents and the results of this testing will be additionally validated later in triangulation with questionnaires and interviews as complementing research techniques and approaches.
AB  - Претпоставка овог, у свим аспектима новог истраживања у Србији, јесте да начин на који простор утиче на идентитет академски мобилних, међународних студената интегрише део њихових индивидуалних идентитета, али истовремено утиче на варијабилност идентитета потеклих из различитих контекстуалних фактора исходишта студентских миграција. Градови се могу посматрати кроз њихову улогу у обликовању и трансформацији идентитета међународних студената. Циљ је да се испита емоционална и прагматична везаност међународних студената за град студирања, уз поређење са ова два облика везаности за место из којег потичу. Air pollution modeling to support strategic environmental assessment: case study—National Emission Reduction Plan for coal-fired thermal power plants in Serbia

AB  - The paper presents a specific method of environmental impact assessment applied in Strategic Environmental Assessment (SEA) for the National Emission Reduction Plan (NERP) 
in the Republic of Serbia, based on air quality. The specificity of the approach is in the 
application of a semiquantitative method of multicriteria evaluation based on air dispersion 
modeling and the integration of SEA goals, indicators and criteria for assessing the impact 
of the NERP on the quality of air and other environmental elements in this method. When 
predicting changes in air quality for the planning horizon to 2028, the physical, geographical and climatic characteristics of the area were taken into account, as well as technical 
measures to reduce SO2 emissions, since this was the dominant pollutant from the Serbian coal-fred power plants studied by the NERP. Air pollution modeling was carried out 
using the AERMOD software package based on the data collected, and the quantitative 
results obtained were used in a multicriteria evaluation as part of the SEA. The results of 
the research indicated the importance of applying this approach in order to significantly 
increase objectivity in the SEA process, since it is an important element of decision making at the strategic level. In addition, a comparative presentation of the modeling results 
before and after application of the NERP was an important part of the SEA process, and it 
provided a clear insight into expected changes in the air quality. This is a key argument for 
making appropriate policy decisions on spatial, energy, environmental and socio-economic 
development in the Republic of Serbia, which, like other developing countries, is sluggishly following global trends in energy transition

AB  - In this paper, the methodology of contemporary architectural and urban design and planning is discussed. The main standpoint is that architectural or urban form as a complex phenomenon that results from design activities should represent not only utilitarian-technical but also spatial-experiential and visual aesthetic elements. This issue has been widely discussed in the discourse of urban morphology where the urban form has been defined in its complexity. However, the practice of urban design and planning in the contemporary context in Serbia, but also elsewhere neglects most of the non-utilitarian aspects of architectural and urban form. The concept of the spatial order has been stated as the key point of introducing the aesthetic principles in architecture and urbanism, either through means of geometry and abstraction or through instruments of architectural and urban design competitions and other spatial checks provided by professional committees and wider debates. Some of the findings have been included in the debate on the upcoming National Architectural Strategy of the Republic of Serbia.

AB  - A micro apartment is a concept of organizing living space that typically provides the basic necessities for long-term residence for one or two occupants. In general, it refers to a residential unit with a floor area ranging from 15 to 30 square meters. Micro apartments are considered to be one of the prevalent forms of sustainable housing in the future, as the concept is based on smaller living spaces and reduced consumption of energy and resources.
The research is based on a deductive method and begins with the analysis of current micro apartment typologies, along with the formulation of different theoretical models. Subsequently, an analysis and comparison of characteristic examples of micro apartments are conducted to establish a clear typology. Finally, based on the typology, an evaluation is carried out, and proposals for different approaches to micro apartment design are formulated.
The aim of the research is to comprehensively systematize the typological forms of micro apartments recognized in architectural practice and examine their characteristics and potential applications in urban environments. Additionally, the research aims to identify distinctive structural differences among various typological forms of micro apartments. The ultimate goal of the research is to contribute to the development of sustainable housing solutions in urban areas, with a particular emphasis on the concept of micro apartments.

The undertaken research was developed for the World Bank Group and SECO project “Technical assistance: Strengthening capacities of local self-governments in Serbia towards low-carbon and resilient urban development investments”, and the ten cities were chosen based on the initial survey as cities of interest to the project. 
Using a combination of qualitative and quantitative research methods, as well as questionnaires developed for the purpose of research data was collected on brownfield sites in Niš, Novi Sad, Kragujevac, Kraljevo, Šabac, Zrenjanin, Novi Pazar, Sombor, Užice and Leskovac. Some of the cities provided the data of brownfield sites within various databases which encompassed basic (geographical) data about the location, site histories, environmental conditions, land use restrictions, ownership status, original and potential purpose, existing infrastructure and accessibility. 
Future studies can build upon these findings by exploring specific redevelopment strategies tailored to the distinct challenges and opportunities presented by each city's brownfield diversity.

AB  - A micro apartment is a concept of organizing living space that typically provides the basic necessities for long-term residence for one or two occupants. In general, it refers to a residential unit with a floor area ranging from 15 to 30 square meters. Micro apartments are considered to be one of the prevalent forms of sustainable housing in the future, as the concept is based on smaller living spaces and reduced consumption of energy and resources.
The research is based on a deductive method and begins with the analysis of current micro apartment typologies, along with the formulation of different theoretical models. Subsequently, an analysis and comparison of characteristic examples of micro apartments are conducted to establish a clear typology. Finally, based on the typology, an evaluation is carried out, and proposals for different approaches to micro apartment design are formulated.
The aim of the research is to comprehensively systematize the typological forms of micro apartments recognized in architectural practice and examine their characteristics and potential applications in urban environments. Additionally, the research aims to identify distinctive structural differences among various typological forms of micro apartments. The ultimate goal of the research is to contribute to the development of sustainable housing solutions in urban areas, with a particular emphasis on the concept of micro apartments.

AB  - Territoriality is a term that is widely used in science and other areas of human activity. Usually, this term refers to a pattern of behavior of a person or group that is based on the need to control the physical space, object or idea. It can also be seen as the user's level of tolerance and willingness to share the same spaces and content with other people. Although the phenomenon of territoriality has already been researched to a considerable extent in the field of architecture, there are fewer studies in which the presence of territoriality has been analyzed in residential spaces. The subject of this research is the experience of territoriality in the domain of residential spaces, specifically in an apartment or a house.
The research starts from the analysis of the reference literature in which territoriality in residential areas was discussed, and then moves on to the analysis of the presence of territoriality among users in characteristic models of housing units (apartment for singles, for families with one, two and three generations and for coliving communities). After the synthesis of the obtained information, different levels and intensities of the experience of territoriality arising between users, facilities and visitors in the previously mentioned housing models will be compared.
The aim of the research is to examine which aspects influence the emergence and change of the intensity of the experience of territoriality in the residential space, as well as to reconsider the view that the experience of territoriality in the residential space is always present, but of different intensity depending on whether a reaction occurs to the presence of visitors, facilities or other users.

AB  - The focus of this study is buildings for public purposes, specifically for higher education,
planned in zones of spatial cultural-historical units. Sustainable urban planning in areas with
cultural-historical heritage is a particular challenge since the higher education facilities themselves
have their own functional requirements, which are much easier to fulfill in “softer” locations. The
research objective is to prove the hypothesis that it is possible to indicate a prescription for the
practical application of the theoretical model and define the necessary steps to achieve the best
sustainable quality results in practice. The paper analyses the associated process, relational settings,
circumstances, participants, and timelines, and it presents the results of final designs based on two
parallel case studies of new capital buildings for the University of Belgrade. Methodologically it
gives an overview of the context, referring to other research and examples, detailing chosen case
studies, and describing their backgrounds, conditions and requirements, frameworks, chronologies,
approaches, and results. The discussion concludes with theoretical models originating from the
comparison of implemented steps in the process of creation and evaluation of architectural ideas
and summarized similarities and differences, aiming that there is a common model suitable for
further applications. The practical result of the research is findings about the pathway for the best
original planning solution emphasized through the institution of urban architectural competitions as
a mandatory step, recommending wider participation of experts in the process of evaluation.

AB  - Становање као једна од најкомплекснијих пројектантских тема је побуђивало пажњу бројних истраживача вековима уназад. Међутим, и поред великог броја научних радова у овој области, књиге о становању, а пре свега организацији стамбеног простора су из данашње позиције посматрања доста ретке. Основни разлог за овакву ситуацију је чињеница да се архитекти у професионалном смислу остварују пре свега кроз пројектантску активност и да су не толико чести ствараоци који се поред пројектовања баве теоријским и истраживачким радом. Желећи да објединимо искуства, покушали смо да запажања о којима смо размишљали у пројектима, додатно истражимо, забележимо и публикујемо.
Идеја за приређивање ове књиге настала је као резултат вишегодишњег пројектантског рада и истраживања у области стамбене архитектуре. Материјал који је презентован у књизи чини сублимацију теоријских и историографских тема којима смо се као истраживачи до сада бавили, желећи да проникнемо у суштину различитих концепата који се примењују у пројектовању стамбених простора. Многи од наведених принципа су у употреби и у другим пољима архитектуре, у пројектовању јавних, сакралних и других објеката, те с тим у вези сматрамо да садржај ове књиге може да има ширу примену и да буде користан већем броју читалаца, студената, истраживача и пројектаната, који се интересују за архитектонску теорију и праксу. 
Књига је подељена у неколико поглавља, у којима су распоређене тематске јединице о функционалним, структуралним, организационим и перцептивним принципима, за које сматрамо да творе феномен конфигурације стамбеног простора. Термин „конфигурација простора” видимо као термин вишег реда, који обухвата претходно поменуте појмове и који чини базу за разумевање сложености и слојевитости стамбене архитектуре. У монографији нису обухваћени апсолутно сви пројектански принципи који су присутни у архитектонској професији, што нам и није била намера, већ смо желели да укажемо на њихову хијерархију и релације, као и да их до извесне границе систематизујемо и појаснимо оне за које мислимо да су карактеристични и најчешће у примени. Књигу је могуће читати и садржину пратити редом који је предложен у књизи, док се пажња може фокусирати и на поједине тематске јединице које су интересантне читаоцу.
Несумњиво је на тематски оквир ове монографије утицало наше дугогодишње блиско познанство са истакнутим српским пројектантом и истраживачем стамбене архитектуре - др Михаилом Чанком (1932-2014), кога смо дуго година познавали и са којим смо у разговорима које смо водили, у почетку слушали о различитим принципима пројектовања стамбене архитектуре, а касније и истраживали теме које су нас интересовале. Кружна веза, технички блок, људске потребе, отворени план, али и друге теме које су приказане у књизи, бојиле су наше разговоре и фокусирале су нам пажњу на област становања. Сасвим је сигурно да су поред поменутог Мике Чанка, на нас утицале и друге личности, наши професори и старије колеге, али и поједини фактори, попут истраживања наслеђа београдске школе становања и њеног значаја за архитектуру у Србији, као и публикације и научни чланци наших професора и других цењених колега на које смо наилазили, а који су фокусирали нашу пажњу на истраживања у области стамбене архитектуре.
Надамо се да ћемо овом публикацијом код читалаца проширити поље сазнања о стамбеној архитектури, те да ћемо некога од њих можда мотивисати за даља истраживања у овој области. Становање је за нас основа за промишљање о архитектури, што као став желимо да пренесемо и другим истраживачима и љубитељима архитектуре.

Материјал који је презентован у књизи чини сублимацију теоријских и историографских тема којима смо се као истраживачи до сада бавили, желећи да проникнемо у суштину различитих концепата који се примењују у пројектовању стамбених простора. Многи од наведених принципа су у употреби и у другим пољима архитектуре, у пројектовању јавних, сакралних и других објеката, те с тим у вези сматрамо да садржај ове књиге може да има ширу примену и да буде користан већем броју читалаца, студената, истраживача и пројектаната, који се интересују за архитектонску теорију и праксу.

Sustainable Land Use and Climate Change in Belgrade -The Role of Urban Gardens

AB  - Population growth and urban sprawl are expected to continue increasing pressures on agricultural land, green infrastructure and climate change's impact on the urban environment.  Accordingly,  the challenge of securing sustainable land use and climate change mitigation needs to be confronted in cities globe wide. Urban green areas represent an asset of public interest with multiple roles –they are recreational zones, noise and pollution protection belts, areas with aesthetic, social and curative values as well as an infrastructure for combating climate change. All these functions accentuate the relevance of  urban  gardens  in  urban  development, for  which  their  preservation  and  development  play  an irreplaceable role in cities.This paper analyses  a specific form of urban gardens in Belgrade (“baštenske kolonije” or “garden colonies”) with a focus on urban land use planning. The research methodology consists of a literature and  document  review and systematic analysis.  The  study  includes  legislative in Serbia and urban planning documents in Belgrade, with the goal being to identify governmental and planning attitude towards urban gardening and their recognition of ecosystem services and climate change combat. The preliminary results indicate that this form of sustainable land in Belgrade is left to the spontaneous actions of individuals with no legally defined status in the previous period.

Collective urban gardens: Exploring the concept of participatory governance

AB  - Collective urban gardens have attracted the attention of scholars, local organizations,
the non-governmental sector, and policymakers as they seem to provide a
valuable ground for meeting the interests and needs of different urban actors. As
part of green infrastructure, they demonstrate a challenge for open green space
governance and management. This study focuses on the concept of participatory
governance and explores top-down and bottom-up initiatives of collective urban
gardening in three European cities: Malmo, Zagreb, and Belgrade. The objectives
of the research are to describe and analyze the organization and governance models
of collective urban gardens using the governance arrangements approach and
identify the main success factors that support long-term, sustainable organization
and governance. The study is based on a qualitative research approach, including
document analysis and semi-structured interviews with local government representatives,
NGOs, and users. The results suggest that there is no single successful model
of organization and governance of collective gardens - each location requires an
understanding of the context and local conditions, as well as the users’ needs. Still,
some factors can be identified as relevant for long-term sustainable governance.
Having the support of city or municipal institutions in setting legal and planning
parameters and supplying resources such as land and education is a significant contributor
to achieving success. Another relevant aspect is the readiness of local governments
to cede some of their authority in managing green areas and transfer it
to an organization or group of users. A transparent and open participatory process,
based on the trust and equality of actors, is needed for sound cooperation between
different stakeholders involved in governance. Any support that comes from outside
the community, including support from the city or municipal government, must be
on a partnership basis. Institutional support is particularly relevant for scaling up local initiatives and integrating collective urban gardens into the system of green
areas at the city level.

AB  - Sustainability transition in urban settings requires planning and governance practice to
re-evaluate and reimagine the local community’s quality of life, including but not limited to
the domains of social wellbeing and accessibility to the services of general economic
interest and public space, sustainable forms of commuting, climate change adaptation,
green and low carbon development and economy, environmental protection and disaster
risk reduction (Green Agenda for the Western Balkans, 2020). The general public and nonexperts
have an important role in informing planning policy and practice about current
needs, capacities and anticipated risks in urban settings, which calls for re-examining of
the traditional decision-making hierarchies. Serbia recently adopted a cycle of policy
documents supporting participatory action at all levels of decision-making in line with the
opening of Chapter 22 –Regional policy and coordination of structural instruments as part
of the European Union accession trajectory, as well as the sub-goal 11.3 of the United
Nations Agenda 2030 to enhance inclusive and sustainable urbanization and capacity for
participatory, integrated and sustainable planning and governance in human settlements.
This paper outlines the objectives and instruments for the operationalization of public
participation in the recent policy framework and discusses some of the practical
experiences in planning and governance in ten Serbian cities. Methods used were semiopen
questionnaires with representatives of local urban planning departments, qualitative
content analysis of adopted urban plans, publicly available reports on conducted citizen
participation and stakeholder involvement, and local strategic documents, and, participant
observation at joint workshop with city representatives. The results indicate that urban
planning and governance practices require space for learning and experimentation, where
open and inclusive participation, as well as related empowerment, represent a necessary
condition for an urban sustainability transition. The undertaken research with city
representatives was supported by the World Bank Group and SECO project “Technical
assistance: Strengthening capacities of local self-governments in Serbia towards lowcarbon
and resilient urban development investments”.

AB  - Demographic change induces significant socio-economic impacts. Their extent differentiates from country to country, as well as within the national borders, which results in significant regional differences. The regional level is commonly a subject of decision-making, economic development, and spatial planning; in Serbia, however, it has been rather neglected, among other reasons, for not having administrative nor legal autonomy (except autonomous provinces Vojvodina & Kosovo and Metohija). As a result, regional disparities in Serbia are among the greatest in Europe. This research is designed as a case study that examines demographic change impacts on regional economic development. Firstly, NUTS 3 regions in Serbia will be divided into several groups as a result of cluster analysis, including testing the most optimal number of clusters. Secondly, clusters will be analysed through 30 socio-economic indicators in the field of education, mobility, occupation, employment, etc. The clusters will be determined based on population growth rate (2002-2011) and average population age (2011), i.e. the main demographic change aspects, and socioeconomic indicators will refer to 2011, as the most recent year with available data. The research results will provide further insights into the way and extent to which demographic change impacts regional economic development, hence territorial cohesion.

Secondly, clusters will be analysed through 30 socio-economic indicators in the field of education, mobility, occupation, employment, etc. The clusters will be determined based on population growth rate (2002-2011) and average population age (2011), i.e. the main demographic change aspects, and socioeconomic indicators will refer to 2011, as the most recent year with available data. The research results will provide further insights into the way and extent to which demographic change impacts regional economic development, hence territorial cohesion.",

Digital participation framework for mountain areas in Serbia

AB  - Planning practice in Serbia is influenced by the transition to more efficient governance, including the digitalization of public administration. Urban areas adapt faster to new requirements in comparison to digital transition in rural areas (RA) and mountain areas (MA). This research aims to provide an understanding of the contextual factors for digital public participation in MA in the example of Serbia, with a focus on the Golija-Studenica Biosphere Reserve. The analysis is based on the contextual factors recognized in the recent literature and their testing through the available statistical data. The results suggest that RA, especially MA, have advantages in comparison to the national average only regarding a smaller share of vulnerable groups, including women. On the other hand, disadvantages are an aging population, a low level of technological equipment, and accessibility to technological advancement and knowledge. Findings suggest that future public participation formats in MA should be hybrid.
