AB  - Захваљујући просторно-функцијским односима, процесима и променама који се одвијају у простору, све је теже прецизно детерминисати урбаност или руралност одређеног подручја. Традиционална дихотомна подела која разликује рурална подручја од урбаних, не узима у обзир све већу комплексност којом се одликују ова подручја. Проблематика просторне делимитиције руралних и урбаних подручја интензивно је изучавана у европским истраживањима, укључујући и Србију. Већина ових истраживањима била је заснована на примени јасних правила и критеријума за издвајање урбаних и руралних подручја. Основни циљ докторске дисертације је утврђивање методологије за просторну делимитацију руралних и урбаних подручја у Србији. Предложени модел заснован је на примени фази логике у процесу одлучивања. Истраживање је засновано на вишедимензионалном приступу, који интегрише физичко-географске, демографске, социоекономске и функцијске карактеристике геопростора Србије. Предложени модел укључује примену седам варијабли (број становника, дневне миграције, удео активног становништва које обавља занимање у секундарном и терцијарном сектору, индекс промене броја становника, густина насељености, удео природних површина и доступност) различитих тежина и 254 правила на основу којег је изграђен фази систем закључивања (ФИС). Добијени резултати наглашавају различите степене припадности насеља руралним или урбаним подручјима у Србији. Истраживање је обухватило 4.604 насеља у Србији. На основу добијених резултата дат је преглед добијених класа насеља које садрже различите степене припадности руралним или урбаним подручјима и у складу са тим идентификовани су савремене тенденције могући правци просторно-функцијске организације Србије.
AB  - Due to the spatio-functional relations, processes, and changes taking place in an area, it is getting difficult to accurately determine urbanity and rurality of a certain area. The traditional dichotomous division which differentiates rural from urban areas does not take into consideration the growing complexity which characterizes these areas. The problem of spatial delimitation of rural and urban areas has been studied intensively in European researches, including the ones in Serbia. The majority of these studies have been based on the application of the clear rules and criteria of differentiation between urban and rural areas. The main aim of the doctoral thesis is to determine the methodology for the spatial delimitation of rural and urban areas in Serbia. The suggested model is based on the application of the fuzzy logic in the inference process. The research is based on multi-dimensional approach which integrates both socio-economic and functional characteristics of the geospace of Serbia. The suggested model includes the application of seven indicators (population number, daily migrations, the share of active population performing an occupation in secondary and tertiary sector, the index of change in the population number, population density, the share of natural areas and accessibility) of different weights and 254 rules which the fuzzy inference system (FIS) is based on. The obtained results highlight the various levels of the areas belonging to rural or urban areas in Serbia. The research comprised 4,604 settlements in Serbia. On the basis of the obtained results, a preview of the obtained classes of settlements which contain various levels of belonging to rural or urban areas has been presented. Accordingly, modern tendencies and possible directions of spatio-functional organizations of Serbia have been identified.

Multi-Criteria Evaluation of Spatial Aspects in the Selection of Wind Farm Locations: Integrating the GIS and PROMETHEE Methods

Apart from wind potential, there are many other spatial factors which impact the possible implementation of wind farm projects. The spatial advantages and limitations of these factors can be used as criteria for selecting the most suitable location for a potential wind farm. The specific method for evaluating wind farm locations in this paper is novel because of its choice of spatial criteria and its two-stage evaluation procedure. The first stage involves the elimination of unfavorable areas for locating a wind farm, based on elimination criteria, using GIS. The second stage is the selection of the most suitable wind farm location using the PROMETHEE method. This is based on the multi-criteria evaluation of locations according to different weight categories and scenarios. The results are then multiplied based on which decision-making subjects can make appropriate decisions. The results indicate that the method presented has a universal character in terms of its application. However, its specifics in terms of quantitative statements for the individual spatial criteria used in the evaluation depend on the specifics of national and international regulations, the area in question and the particular project. By integrating the spatial criteria with the relevant legislation, this method has potential for global application. It aims towards systematicity, efficiency, simplicity and reliability in decision-making. In this way, potential conflicts and risks for investors and other users of the space are prevented in the earliest development phase of a wind farm project.

Impacts of Demographic Change on Economic Development and Territorial Cohesion – Example of Serbia

AB  - Demographic change induces significant socio-economic impacts. Their extent differentiates from country to country, as well as within the national borders, which results in significant regional differences. The regional level is commonly a subject of decision-making, economic development, and spatial planning; in Serbia, however, it has been rather neglected, among other reasons, for not having administrative nor legal autonomy (except autonomous provinces Vojvodina & Kosovo and Metohija). As a result, regional disparities in Serbia are among the greatest in Europe. This research is designed as a case study that examines demographic change impacts on regional economic development. Firstly, NUTS 3 regions in Serbia will be divided into several groups as a result of cluster analysis, including testing the most optimal number of clusters. Secondly, clusters will be analysed through 30 socio-economic indicators in the field of education, mobility, occupation, employment, etc. The clusters will be determined based on population growth rate (2002-2011) and average population age (2011), i.e. the main demographic change aspects, and socioeconomic indicators will refer to 2011, as the most recent year with available data. The research results will provide further insights into the way and extent to which demographic change impacts regional economic development, hence territorial cohesion.

AB  - Development of sustainable tourism is viewed through the scope of planning procedure,
participation of all stakeholders, and resolving possible conflicts. The methodology is based on
empirical exploration and compared two case studies of the Middle Danube Flow coast segment. The common denominator, apart from the location in the same region and on the bank of an international river, is the use of recycled land for the purpose of converting it into a tourist complex. This paper has a wider theoretical background, tailored and selected for this research purpose. Ambition was expressed to answer the questions of how to carry out the strategically set tasks at the level of detailed design and implementation, what kind of interactions to expect, and if it is possible to single out key approaches and steps and form recommendations for achieving satisfactory and non-conflicting results. The authors search and look for similarities among the chosen development directions and the decisions made which can point to a common methodological framework and options for creating an attractive, profitable, and sustainable tourist product. The conclusion is that desirable sustainable tourism can be reached through careful location and content selection, choice of adequate land use, and balanced alignment between protection and development. This paper indicates the possibility of an additional step towards a joint solution, which is not only a compromise, but is valued as being of high quality and desirable.

AB  - The focus of this study is buildings for public purposes, specifically for higher education,
planned in zones of spatial cultural-historical units. Sustainable urban planning in areas with
cultural-historical heritage is a particular challenge since the higher education facilities themselves
have their own functional requirements, which are much easier to fulfill in “softer” locations. The
research objective is to prove the hypothesis that it is possible to indicate a prescription for the
practical application of the theoretical model and define the necessary steps to achieve the best
sustainable quality results in practice. The paper analyses the associated process, relational settings,
circumstances, participants, and timelines, and it presents the results of final designs based on two
parallel case studies of new capital buildings for the University of Belgrade. Methodologically it
gives an overview of the context, referring to other research and examples, detailing chosen case
studies, and describing their backgrounds, conditions and requirements, frameworks, chronologies,
approaches, and results. The discussion concludes with theoretical models originating from the
comparison of implemented steps in the process of creation and evaluation of architectural ideas
and summarized similarities and differences, aiming that there is a common model suitable for
further applications. The practical result of the research is findings about the pathway for the best
original planning solution emphasized through the institution of urban architectural competitions as
a mandatory step, recommending wider participation of experts in the process of evaluation.

AB  - It is an indisputable fact in the world today that lithium is one of the key chemical elements
of the future, one that is critically important for the development of renewable energy sources,
electromobility, green industry, and the overall sustainability of our planet. Lithium ore, in the form
of jadarite, was discovered in Western Serbia in 2004, with an estimated 10% of the world’s reserves. This paper presents the basic elements and methodology of the spatial plan for implementing the Jadar project for the exploitation and processing of the mineral jadarite in Serbia and the accompanying strategic assessment of the plan’s impact on the environment, which was carried out by the authors of this paper. The procedure for public participation during the development of the plan was analyzed, as well as the subsequent campaign by environmental activists against the exploitation of lithium, and the political decision to invalidate the plan and stop the project. The aim of the paper is to point out the dilemma that arises, in the opinion of the authors, when the problem of lithium exploitation in the initial stages is moved from the domain of spatial planning to the domain of strictly environmental activism, and, in the end, the political domain. The authors take the position that if there is no plan for development, there is no foundation on which to develop and monitor the environmental dimension of development, direct the subsequent design process, or assess the environmental impact for each of the planned facilities, after which process it is possible to make final, binding decisions of a technical, legal, or financial nature. The basic conclusion is that the issue of the potential exploitation of lithium, the most important aspect of which is its environmental impact, must be considered and resolved in several steps, while the role of spatial planning cannot be neglected.

AB  - Planning practice in Serbia is influenced by the transition to more efficient governance, including the digitalization of public administration. AB  - This paper analyzes post-socialist industrial development and policy in the Western Balkans through the lens of its regional specialization and spatial concentration. Against a conceptual framework revolving around place-based industrial policy, and using the Concentration index (modified Herfindahl-Hirschman index) and location coefficients (Balassa index), a comparative analysis over three decades (1990–2020) highlights weak regional diversification and intra-regional integration of industrial activity. The findings offer a new industrial policy that transcends regional specialization and spatial concentration to address regional development, planning and governance. The concluding remarks reveal some basic paths toward effective and pro-European regional industrial policy in the Western Balkans.

AB  - Strategies that target food security issues through the preservation of agricultural land are presently a focal point at the global level, particularly strategies that prevent agricultural land loss (no net land take). On the other hand, conflicts over land use, as well as the high value of land in urban areas, challenge the development of sustainable agriculture. Starting from the broadly adopted premise that planning affects land use change, especially agricultural land change, and that the Spatial Plan of the Republic of Serbia directly affects land use on the strategic-developmental and general regulatory level, the authors analyse the framework of the physical, planning and institutional capacities for sustainable agriculture and agricultural land use in Serbia. In their results, the authors provide: (1) an evaluation of new sustainable approaches for agriculture and agricultural land use planning and (2) a systematization of planning solutions at the strategic-developmental and general regulatory level regarding agricultural land use planning in Serbia for the period 2021–2035.

AB  - The main objective of this manuscript is an analysis and a particular review of the heating
degree-days for a long time period (1925-2018) in the big-sized cities. In this regard, daily air
temperatures outside are important with stress on hourly and half-hourly values of air temperature which
should facilitate the- determination of heating demands for different type of buildings. Multifarious
criteria for calculating degree-days of heating and their comparison have been clarified. Different
countries with different threshold temperature parameters for buildings of multifarious purposes were
enumerated. There is noticeable decreasing of the values of heating degree-days in the big-sized cities,
which is the result of climate changes. This is essential for intermittent heating of the households and
office buildings, which is the instrument to prevent squander of energy. The regulation of threshold
temperature with the aspect of thermal comfort of inhabitants has been considered, too. All of
the paper´s hypothesis were elaborated on the territory of the Serbia´s capital city Belgrade.

AB  - The basic research problem is the insufficient application of sustainability criteria in urban and architectural programs and projects for social housing in post-socialist Serbia, which may lead to inadequate and low-quality new housing stock. This paper emphasizes the importance of considering social, economic and environmental sustainability aspects integrally in the further development of the existing, highly residual social housing model, with a focus on improving guidelines, rules and parameters in the design domain. Relevant criteria in the architectural and urban design of sustainable social housing were identified, systematized and interpreted, based on the analysis of scientific knowledge, applicable models and international recommendations. A conceptual multicriteria framework was designed with the aim of contributing to the improvement of methodological approaches in the design and evaluation of social housing settlements and buildings in Serbia, as well as in related housing systems.

Effects of Unplanned Space Utilisation on Water Resources of Serbia

AB  - The activities of man have been concentrated around water resources since the dawn of civilization, water being his primary existential need and a precondition for all other activities, such as agriculture, transport or tourism. Only recently have water resources been considered in the context of specific and highly significant landscape value of space to be taken into account in space planning and management. However, in the Republic of Serbia, the last decades, considered transitional towards standards of developed countries in all social areas, have witnessed mostly unplanned development and the so called investor planning, having serious negative implications for water resources, space, landscape, and the environment. In addition to the devastation of landscape and water resources, there is also a reversible effect of water resources on space, such as frequent flooding, especially by rivers with unregulated riverbeds. Climate changes reflect in the changed distribution and intensity of precipitation, just contributing to the negative effects and processes. Space planning and activities in the areas rich in water should be complex and primarily based on taking stock of hydrological characteristics of space and their interaction with composite elements planned in the particular space. Such complex consideration of space in which the elements of the environment (water, forests, land, air, anthropogenic activities) are considered separately as well as in symbiosis, enables the management of water resources, space, and landscape in line with the principles of sustainable development. One of the basic planning measures in protecting people and property from floods is the spatial distribution of activities in the areas close to water resources in line with the hydrological and other spatial analysis of the wider area. Space planning in the immediate surrounding of water resources should be based on comprehensive hydrological studies and their integration in various space planning and management documents. The focus of such an approach to space planning should by all means be preventive protection of water resources, which can be realised in the planning process only by the implementation of strategic environment assessment as a universally accepted environment management document in spatial planning. This can be done by taking into account the broader context, including the analysis of the entire drainage basin in the first phase, and then the implementation of an array of planning measures and technical activities on the regulation of water bodies in the second phase. Since the largest portion of land in drainage areas of significant water bodies in the Republic of Serbia is forest and/or agricultural land, the process of planning should be directed towards the protection and preservation of sylvan and agricultural resources, and/or the improvement of infiltration characteristics and preventing surface runoff and land erosion. Taking care for the existing forest stands, new forest plantings, afforestation of steep grounds affected by erosion are but a few of activities on the biological regulation of river basins against the buildup of erosion deposits. The protection of forests include preservation and improvement of stands structure, their vitality, and/or management in line with the intended purpose of forests. It is the determination of sylvan stands as protection forests that is being considered the most important measure in preventing land degradation. Financial and educational stimuli in agriculture, directed towards defining and implementing anti-erosion and melioration land use methods, improve the infiltration capabilities of land and reduce the risk of surface runoff. Planting perennial cultures, the cultivation of land parallel to contour lines, and the enhancement of physical and chemical characteristics of land by implementing agrotechnical measures, are but a few actions with beneficial effects to preventing devastation of land structure and the incidence of surface runoff.

Urban morphology and the sustainable development of cultural heritage in Serbia – between wishful thinking and reality

AB  - The formal planning system in Serbia has recently been upgraded with the introduction of new strategic documents. One of them is the Sustainable Urban Development Strategy of the Republic of Serbia until 2030 (2019) developed in accordance with the EU policies and UN Sustainable Development Goal 11. Multisectoral and territorial approaches have been proposed to improve the planning methodology. Several key topics were considered in the Strategy, where special attention was paid to cultural heritage. The resulting SWOT analysis showed great cultural potential of Serbia which relates to regional, European and world heritage. This potential has already been affirmed through Serbia's participation in international projects and programs, as well as through the proclamation of Novi Sad for the European Capital of Culture for 2021. However, the SWOT analysis also showed that at the national and local levels cultural potential has still not been adequately supported by current legislative which do not recognizes specific typologies of heritage (proposed by ICOMOS) such as urban and rural settlements, historic towns and villages. This leads to decline of these types of urban forms which are important landmarks of Serbia's cultural and historical past – especially smaller ones in underdeveloped areas. Furthemore, it leads to decline of valuable types of vernacular architecture and spatial entities. There are huge pressures for inadequate development even in the surroundings of the cultural assets. The approach proposed in the Strategy sought to bridge the gap between the regulatory framework of the cultural heritage protection in Serbia, which still supports a sectoral and object-oriented approach and modern conservation approaches that advocate a contextual and integrative approach. In these efforts, an active relationship between urban conservation and urban designing and planning is required where urban morphology can pave the way for making a common scientific and professional platform.

AB  - Strategic Environmental Assessment (SEA) is one of the most important instruments for directing the strategic planning process toward the sustainable development goals in various areas of human activity. This also applies to the field of waste management. By applying SEA in waste management planning, it is possible to see the benefits and consequences of the proposed changes in space that will occur during the implementation of strategic planning concepts and based on that make appropriate decisions respecting the capacity of the space where the planned activities are implemented. The paper presents the application of SEA for the National Waste Management Program with all its spatial, organizational, energy, environmental, and other solutions, and the way they are included in the specific method of multicriteria evaluation in SEA. The specificity of the methodological approach indicates the need for equal consideration of environmental and socio-economic aspects of development and a clear presentation of the results obtained in order to make optimal decisions in waste management planning at the national level. The National Waste Management Program in Serbia, which legislation in the field of environmental protection and waste management is harmonized with EU legislation and directives, was chosen for the case study. The obtained results indicate the importance of an interdisciplinary approach in the evaluation of strategic solutions in the field of waste management, which is achieved by specific choice of environmental and socio-economic SEA goals and indicators as a basis for valorization of the proposed concept of waste management.

AB  - Participatory planning, as a way to reform spatial and urban planning and design during the global pandemic of virus COVID - 19 in 2020 is undergoing a serious transformation, not only in form, appearance, but also in the essential, significant sense. In this regard, the current paradigms of the need for active public participation directly related to spatial and urban planning and decision-making through public workshops, round tables, discussions and debates that require the physical presence of participants are changing. Having that in mind new participatory settings are defined and they are migrating to virtual space. New circumstances raise the question of continuing active participation activities in a (permanently?) changed environment and defining new, hybrid ways of engaging stakeholders in participatory planning activities. Thus, the participatory tools and instruments used in the pre-pandemic are changing significantly, opening new opportunities for the active participation of experts in projects of wider community importance.
The paper will consider previous ways of engaging stakeholders in spatial and urban planning processes, as well as opportunities to change the participatory paradigm, which may now include hiring remote experts, where territorial distance is no longer an obstacle to participation. Through examples of different types of engagement in pandemic and post-pandemic conditions, advantages and critiques of new hybrid ways of participation will be given.

This term is usually associated with the need to demarcate space, which individuals or groups use and defend. In science, so far, various parameters that determine the extent of the experience of territoriality have been investigated, among others, control, security, personalization and protection of space..
In the research, through the deductive method and the analysis of certain characteristic housing models - residential communities, residential buildings and residential units, it will be considered on a general level to what extent spatial boundaries provide different degrees of privacy and enable people to exercise control over their own activities and the activities of others. The physical and functional framework and the social division of space can increase or decrease the possibilities for resident activities.
The goal of this research is to consider the relationship between the experience of territoriality of an individual or a group in housing and the character of the boundaries that determine the domain of the territory, i.e. certain spatial levels. Another goal is to reconsider the thesis according to which the character of the boundary is one of the key parameters that influence the experience of territoriality in housing. If the boundary of the territory is more material, solid, concrete or closed, the experience of territoriality is more present, while if the boundary of the territory is immaterial, ephemeral, softer, flexible or more open, it diminishes the experience of territoriality and has the opposite effect.
