Spatial Planning, Environmental Activism, and Politics—Case Study of the Jadar Project for Lithium Exploitation in Serbia

AB  - It is an indisputable fact in the world today that lithium is one of the key chemical elements
of the future, one that is critically important for the development of renewable energy sources,
electromobility, green industry, and the overall sustainability of our planet. Lithium ore, in the form
of jadarite, was discovered in Western Serbia in 2004, with an estimated 10% of the world’s reserves. This paper presents the basic elements and methodology of the spatial plan for implementing the Jadar project for the exploitation and processing of the mineral jadarite in Serbia and the accompanying strategic assessment of the plan’s impact on the environment, which was carried out by the authors of this paper. The procedure for public participation during the development of the plan was analyzed, as well as the subsequent campaign by environmental activists against the exploitation of lithium, and the political decision to invalidate the plan and stop the project. The aim of the paper is to point out the dilemma that arises, in the opinion of the authors, when the problem of lithium exploitation in the initial stages is moved from the domain of spatial planning to the domain of strictly environmental activism, and, in the end, the political domain. The authors take the position that if there is no plan for development, there is no foundation on which to develop and monitor the environmental dimension of development, direct the subsequent design process, or assess the environmental impact for each of the planned facilities, after which process it is possible to make final, binding decisions of a technical, legal, or financial nature. The basic conclusion is that the issue of the potential exploitation of lithium, the most important aspect of which is its environmental impact, must be considered and resolved in several steps, while the role of spatial planning cannot be neglected.

Digital participation framework for mountain areas in Serbia

AB  - Planning practice in Serbia is influenced by the transition to more efficient governance, including the digitalization of public administration. Urban areas adapt faster to new requirements in comparison to digital transition in rural areas (RA) and mountain areas (MA). This research aims to provide an understanding of the contextual factors for digital public participation in MA in the example of Serbia, with a focus on the Golija-Studenica Biosphere Reserve. The analysis is based on the contextual factors recognized in the recent literature and their testing through the available statistical data. The results suggest that RA, especially MA, have advantages in comparison to the national average only regarding a smaller share of vulnerable groups, including women. On the other hand, disadvantages are an aging population, a low level of technological equipment, and accessibility to technological advancement and knowledge. Findings suggest that future public participation formats in MA should be hybrid.

AB  - This paper analyzes post-socialist industrial development and policy in the Western Balkans through the lens of its regional specialization and spatial concentration. Against a conceptual framework revolving around place-based industrial policy, and using the Concentration index (modified Herfindahl-Hirschman index) and location coefficients (Balassa index), a comparative analysis over three decades (1990–2020) highlights weak regional diversification and intra-regional integration of industrial activity. The findings offer a new industrial policy that transcends regional specialization and spatial concentration to address regional development, planning and governance. The concluding remarks reveal some basic paths toward effective and pro-European regional industrial policy in the Western Balkans.

AB  - У професионалним круговима се често стиче утисак да су стање у нашим урбаним срединама и однос према природном окружењу одраз недовољне пажње посвећене едукацији свих генерација и подизању свести о овој теми. Слика наших насеља је заправо
слика нас самих. Из тог разлога, и из жеље да најмлађима приближе и објасне стручне теме на адекватан и прихватљив начин, да развију љубав према окружењу и свест о квалитету живота, неколико институција и организација покренуло je независне програме едукације. Ови програми и радионице реализују се делом волонтерски или у оквиру активности везаних за поједине манифестације, пројекте и редовне делатности појединих институција, а осмишљени су као допуна образовно-васпитним програмима у предшколским установама, школама и на факултетима.
У раду се анализирају познати приступи, методе и технике партиципације младих, приказани кроз изабран преглед литературе. Такође, наводе се примери неколико различитих едукативних радионица спроведених на тему архитектонског обликовања, урбанистичког планирања, заштите градитељског наслеђа и очувања еколошких коридора, у неколико београдских стручних институција и организација. На основу стечених искустава и запажених резултата формира се низ препорука за организацију и спровођење овог вида едукације. Циљ рада је да укаже на значај, могућности и бенефите едукације подмлатка у смислу схватања и бриге о простору који нас окружује, као и о другима са којима тај простор делимо. Партиципација у креативном процесу доприноси прикупљању запажања, идеја, визија и исказивању потреба, са могућношћу њихове реализације.
AB  - In professional circles, it often seems that the state of our urban environment and attitude towards the natural environment reflect a lack of attention devoted to educating all generations, and a lack of awareness raised on this topic. The picture of our settlements is actually a picture of ourselves. For this reason, and the desire to draw young people in and explain professional topics to them in an adequate and acceptable way, and to develop a love of the environment and awareness of the quality of life, several institutions and organizations have launched independent education programs. These programs and workshops are implemented partly voluntarily, or within activities related to specific events and projects and the regular activities of individual institutions, and they are designed as a supplement to educational programs in preschools, schools and universities.
The paper analyzes known approaches, methods and techniques related to youth participation, shown through a selected review of the literature. Also cited are examples of several different educational workshops in some of Belgrade’s professional institutions and organizations, based on architectural formatting, urban planning, the protection of built heritage and the preservation of ecological corridors. Based on the experiences acquired and the observed results, a series of recommendations are formed for the organization and implementation of this form of education. The aim of the research is to highlight the importance, possibilities and benefits of educating
young people in terms of understanding and caring for the space that surrounds us, as well as others with whom we share that space. Participation in the creative process contributes to gathering observations, ideas, visions and expressing needs, with the possibility of their application.

AB  - Пракса спровођења урбанистичких планова за грађевинско подручје града Београда је показала да они у појединим случајевима не садрже довољно елемената за непосредно
спровођење. То се нарочито односи на локације и објекте посебне намене, чије пројектовање и изградња захтевају претходно дефинисање детаљнијих услова и правила
уређења и грађења. У циљу решавања таквих питања, аутори у раду истражују праксу израде урбанистичких анализа, и то на студији случаја објекта контроле летења на аеродрому „Никола Тесла” у Београду. У раду су презентовани полазне основе за израду урбанистичке анализе и изводи из релевантних планских докумената, уз анализу постојећег стања и услова на локацији. Основни резултати анализе су приказани кроз сагледавање
рaспoлoживих мoгућнoсти и капацитета локације. Посебно је анализирана оцена испуњености критеријума за изградњу торња контроле летења као високог објекта и
будућег репера локације. Кроз закључна разматрања у раду се указује на значај урбанистичке анализе као инструмента имплементације планских решења објеката посебне намене, која су по својој природи јединствена и од највећег националног значаја. AB  - The practice of implementing urban plans for the construction area of the City of Belgrade has shown that in some cases they do not contain enough elements to implement directly. This is especially true for special purpose sites and facilities, whose design and construction require the pre-definition of more detailed conditions and rules of landscaping and construction. In order to address such issues, the authors explore the practice of developing urban analyses in the case of the air traffic control facility at Belgrade’s Nikola Tesla Airport. The paper presents the starting points for developing an urban analysis and excerpts from relevant planning documents, while analyzing the existing condition of the site. The basic results of the analysis show the available capabilities and capacity of the site. In particular, the paper analyzes how well the criteria for building a flight control tower, as a tall object and future location benchmark, were fulfilled. The findings underscore the importance of urban analysis as an instrument for implementing planning solutions for special purpose facilities, which by their nature are unique and of the utmost national importance. The authors also look at urban analysis as a scientific method, while laying out basic guidelines and emphasizing the need for further research.

Имао је посебан таленат за руковођење, а био је и „чувар пажње”, велики наставник као и оснивач научне и стручне дисциплине просторно планирање у Србији о чему је предавао у оквиру основних студија Просторно планирање на Географском одсеку ПМФ-а Универзитета у Београду, од 1977. године (година оснивања смера) до свог пензионисања 2000. године. Заувек ће остати упамћен као главни идејни творац и руководилац израде првог Просторног плана Републике Србије (усвојеног 1996. године) и аутор фундаменталне књиге за просторне планере – О просторном планирању (1985. године).
Ерудита, оштар мислилац, свестран, обдарен фантастичним памћењем, фокусиран и инспиративан у разговорима, био је природно склон лидерским позицијама у професионалним удружењима и организацијама. На пример, изабран је 1965. године за генералног секретара Урбанистичког савеза Југославије; био је први председник Урбанистичког савеза Србије (1966– 1972. године); помоћник Републичког секретара за урбанизам, стамбену и комуналну делатност СР Србије (1972–1980. године); председник Југославенског центра за просторно планирање који је организовао чувене дубровачке сусрете просторних планера Југославије (1978–1990. године) и др. Поред руковођења и стручног ангажовања на просторним плановима на свим територијалним нивоима укључујући и урбанистичка планска документа, допринео је и новим методолошким приступима у припреми радних и научноистраживачких пројеката за област просторног планирања, који су се углавном односили на територију Србије и других бивших југословенских република. Такође, не треба заборавити ни водећу улогу Димитрија Перишића у неколико југословенских консултативних мисија за просторно и урбанистичко планирање, које су слате у афричке земље као део помоћи СФРЈ земљама у развоју од средине 1970-их до почетка 1990-их година.

Овакви станови обично имају само најосновније садржаје, попут собе за одмор, кухиње и купатила и не испуњавају све аспекте функционалности. Њихови корисници се свесно одричу задовољења појединих животних потреба како би живели на одређеној локацији или имали мање трошкове за одржавање стана. У истраживању су анализирани карактеристични примери микростанова и референтна научна литература, да би из обимне грађе дедуктивном методом били екстраховани пројектантски принципи чијом применом је могуће постићи адекватан просторни комфор у становима минималних димензија. Принципи су класификовани према групама основних људских потреба које задовољавају, а затим хијерархијски поређани према нивоу значаја у поступку доживљаја веће просторности. Циљ истраживања је да се размотре и систематизују најзначајнији принципи којима се може постићи виши ниво просторног комфора у подстандардним условима за микростановање. У раду се преиспитује становиште по коме доњу границу квалитета микростановања чини лични доживљај пријатности и комфора у стамбеном простору, који је одређен могућностима за задовољење физиолошких потреба корисника. Према резултатима овог истраживања, за минималан просторни комфор у стану је неопходно поседовање простора за одмор (лежаја), са могућношћу коришћења заједничког простора за припрему хране и одржавање личне хигијене, што помера доњу границу квалитета микростановања која је до сада била присутна у науци
AB  - Micro-housing means living in substandard conditions, in housing units that are very small in size. These apartments usually have only the most basic facilities, such as a rest room, kitchen and bathroom, and do not meet all aspects of functionality. Their users consciously renounce the satisfaction of certain living needs in order to live in a certain location or have lower costs for the maintenance of the apartment. The research analyzed characteristic examples of micro-apartments and reference scientific literature, in order to extract design principles from the extensive material by the deductive method, the application of which makes it possible to achieve adequate spatial comfort in apartments of minimal dimensions. The principles are classified according to the groups of basic human needs that they satisfy, and then hierarchically arranged according to the level of significance in the process of experiencing greater space. The aim of the research is to consider and systematize the most important principles that can achieve a higher level of spatial comfort in substandard conditions for micro-housing. The paper examines the view that the lower limit of the quality of micro-housing is the personal experience of comfort and convenience in the living space, which is determined by the possibilities for meeting the physiological needs of users. According to the results of this research, for minimal spatial comfort in the apartment, it is necessary to have a resting place (bed), with the possibility of using a common space for food preparation and personal hygiene, which pushes the lower limit of microhabitation quality that has been present in science

AB  - Поливалентност (грч. poly више, нлат. valentia вредност − вишевредан, вишезначан, вишенаменски) је термин који има широк опсег употребе у науци и уметностима. Поливалентност најчешће подразумева различите начине (режиме) коришћења истог простора, тј. прилагодљивост простора различитим људским потребама уз минималне физичке модификације. У науци је уврежено мишљење да се термин поливалентност у стамбеној архитектури првенствено односи на ниво читавог стана или куће, тј. на могућност реорганизације унутрашње структуре (пренамену просторија), што се може посматрати као шире тумачење појма. Са друге стране, постоји и уже тумачење, које се односи на поливалентност дела стана, једног простора или просторије, тј. на могућност преклапања стамбених функција у различитим временским терминима у истом простору, тзв. отвореном плану. У истраживању су разматрани концепти просторне организације поливалентних стамбених простора са отвореним планом. Научном анализом референтних извора, тумачењем и анализом карактеристичних примера, као и применом дедуктивне методе, истражени су поливалентни стамбени простори са отвореним планом, с циљем констатовања њихових најзначајнијих карактеристика и принципа просторне организације.
AB  - Polyvalence (gr. poly multi, nlat. valentia value – multivalued, ambiguous, multipurpose) is a term that has a wide range of uses in science and art. Polyvalence usually implies different ways (regimes) of using the same space, i.e., the adaptability of space to different human needs, with minimal physical modifications. It is a common opinion in science that the term polyvalence in residential architecture primarily refers to the level of an entire apartment or house, i.e., to the possibility of reorganizing the internal structure (conversion of the premises), which can be seen as a broader interpretation of the term. On the other hand, there is a narrower interpretation which refers to the polyvalence of a part of an apartment, to a particular space or room, i.e., to the possibility of overlapping housing functions at different times in the same space, a so-called open plan. The research considers the concepts of spatial organization in polyvalent residential spaces with an open plan. The scientific analysis of reference sources, the interpretation and analysis of characteristic examples, and the deductive method, were used to investigate polyvalent open-plan living spaces, with the aim of ascertaining their most important characteristics and the principles of their spatial organization.

AB  - Туризам као глобална појава и процес бележи стабилан раст последњих деценија, и као такав налази се у процесу сталних промена и прилагођавања (захтевима тржишта, климатских промена и других утицаја). Промене су условиле потребу за новим развојем и различитим облицима туризма. Србија се налази на раскрсници између источне и западне Европе, где су видљива интензивна прилагођавања европским али и другим интеграцијама. Ради остваривања привредног развоја неопходно је утврдити развојне циљеве и приоритет посебно у области туризма и инфраструктуре. Потенцијали туризма у Србији нису довољно валоризовани, с обзиром на могућности развоја. Полазећи од компаративних туристичких предности, али и од искустава других земаља, Србија може постати значајнија туристичка дестинација у окружењу али и шире. Планским и развојним документима су јасно дефинисане туристичке дестинације и локалитети, а у раду ће се настојати дати кратак приказ потенцијала, циљева развоја, заштите и унапређења туризма у Србији.

Effects of Unplanned Space Utilisation on Water Resources of Serbia

AB  - The activities of man have been concentrated around water resources since the dawn of civilization, water being his primary existential need and a precondition for all other activities, such as agriculture, transport or tourism. Only recently have water resources been considered in the context of specific and highly significant landscape value of space to be taken into account in space planning and management. However, in the Republic of Serbia, the last decades, considered transitional towards standards of developed countries in all social areas, have witnessed mostly unplanned development and the so called investor planning, having serious negative implications for water resources, space, landscape, and the environment. In addition to the devastation of landscape and water resources, there is also a reversible effect of water resources on space, such as frequent flooding, especially by rivers with unregulated riverbeds. Climate changes reflect in the changed distribution and intensity of precipitation, just contributing to the negative effects and processes. Space planning and activities in the areas rich in water should be complex and primarily based on taking stock of hydrological characteristics of space and their interaction with composite elements planned in the particular space. Such complex consideration of space in which the elements of the environment (water, forests, land, air, anthropogenic activities) are considered separately as well as in symbiosis, enables the management of water resources, space, and landscape in line with the principles of sustainable development. One of the basic planning measures in protecting people and property from floods is the spatial distribution of activities in the areas close to water resources in line with the hydrological and other spatial analysis of the wider area. Space planning in the immediate surrounding of water resources should be based on comprehensive hydrological studies and their integration in various space planning and management documents. The focus of such an approach to space planning should by all means be preventive protection of water resources, which can be realised in the planning process only by the implementation of strategic environment assessment as a universally accepted environment management document in spatial planning. This can be done by taking into account the broader context, including the analysis of the entire drainage basin in the first phase, and then the implementation of an array of planning measures and technical activities on the regulation of water bodies in the second phase. Since the largest portion of land in drainage areas of significant water bodies in the Republic of Serbia is forest and/or agricultural land, the process of planning should be directed towards the protection and preservation of sylvan and agricultural resources, and/or the improvement of infiltration characteristics and preventing surface runoff and land erosion. Taking care for the existing forest stands, new forest plantings, afforestation of steep grounds affected by erosion are but a few of activities on the biological regulation of river basins against the buildup of erosion deposits. The protection of forests include preservation and improvement of stands structure, their vitality, and/or management in line with the intended purpose of forests. It is the determination of sylvan stands as protection forests that is being considered the most important measure in preventing land degradation. Financial and educational stimuli in agriculture, directed towards defining and implementing anti-erosion and melioration land use methods, improve the infiltration capabilities of land and reduce the risk of surface runoff. Planting perennial cultures, the cultivation of land parallel to contour lines, and the enhancement of physical and chemical characteristics of land by implementing agrotechnical measures, are but a few actions with beneficial effects to preventing devastation of land structure and the incidence of surface runoff.

AB  - A global issue of the modern world, erosion is one of the main causes of
two-component streams (carrying water and soil) that cause torrential floods in
the mountainous regions of the Republic of Serbia. Such natural disaster is
intensified by global climate changes reflected in the change of air temperature
and the distribution of precipitation. Climate and natural characteristics of
highland regions are locally constant categories. The introduction of planning
measures, i.e. the change in the use of space, has the greatest effect on
preventing or mitigating disasters caused by torrential floods, resulting in the
minimisation of soil erosion and surface outflow. In addition to the impact of
natural disasters, spatial distribution of infrastructure and human activities greatly
affect the security of people and the protection of property. Soil erosion, as one
of the means of land resources degradation, causes the loss of topsoil and the
reduction of infiltration characteristics, which consequently lead to surface
outflow. Natural disaster caused by torrential floods increases the risks for
population and infrastructure security. The level of topsoil degradation and the
accumulation of deposits depend on the means of exploitation. Urbanisation,
infrastructure development, construction of ski centres and other facilities,
greatly affect land exploitation characteristics, reflecting in the destruction of
forests, improper agricultural production, unplanned development of ski pistes
and infrastructure. In order to develop tourist, residential, and infrastructure
facilities in Serbian mountains, the great pressure is directed on repurposing
forest and agricultural land into building land. The purpose and the means of land
use in the Republic of Serbia is directed by planning and other strategic and legal
documents. By applying anti-erosion measures, increasing the quality of forests,
afforestation, preservation of the existing well-structured forests, a proper choice
of culture on steep terrain, contour farming, and other biological and technical
measures, land erosion can be significantly reduced. Implementation of plans is
fundamental for environment preservation, population and infrastructure safety,
resulting in the prevention or minimisation of natural disasters consequences.

AB  - The growth of population and the increased demand for clean water, the
reduction of living space, forests, and agricultural land, all command new,
innovative means of using and managing water basins and reservoirs in the
mountainous regions worldwide. Global warming and climate change have brought
on large oscillation of air temperature and annual distribution of precipitation in
highland regions of the Republic of Serbia as well. Prolonged dry periods are
followed by frequently intensive precipitation. Such extremes result in floods and
soil erosion. Among other functions, water reservoirs as major multifunctional
facilities greatly affect the outflow regime. By developing them, we have the
means to absorb flood flow during rainy periods, on the one hand, provide the
continuous water supply to the local population, secure the ecological minimum,
and prevent drying up of rivers during dry periods, on the other. Apart from
affecting water regimes, newly constructed water reservoirs considerably impact
the managing and use of space in the reservoir basins. This also affects
biodiversity, ecosystems, and the environment in general, which is thought to be
degraded in half the territory of the Earth. Introduction of protection measures,
restrictions, and prohibitions considerably affect land resources, resulting in the
increased forest areas, planned management of agricultural land, prevention of
unnecessary construction and opening of mines, as well as other activities that
cause water shortage and pollution, soil erosion, accumulation of mud deposits,
and similar. Constructing embankments and water course regulation downstream
reservoirs partly reduce flooding issues, as opposed the accumulation of deposits
and prolonged dry periods, still largely present. This commands the integral
analysis of the mountain basins issue and the preparation of technical, space
planning documentation, and feasibility studies for building new water reservoirs
as economically, socially, ecologically, and environmentally sustainable systems.
The Republic of Serbia has recognised the significance of building water reservoirs
in mountainous regions, and has devoted itself to protecting and preserving the
existing and planning the new water reservoirs.

AB  - The occurrence of the COVID-19 pandemic has changed conditions and
spurred new public participation tools in decision-making in general, as
well as in urban and spatial planning. The new conditions of public
participation and the alternative virtual methods have become an
interest of academia internationally, which resulted in the publication of
articles in this field. This presentation takes into account geographic,
demographic, and socio-economic parameters listed in the
aforementioned articles and their interpretation as
aggravated/extenuating circumstances in digitalisation on participatory
planning. Only then, these circumstances are analysed in the context of a
protected mountain area when compared to a national average. Some of
the analysed parameters of virtual participation concerning digital
participation are age and gender demographics, ICT accessibility, cultural
context, educational attainment, etc. The Golija-Studenica Biosphere
Reserve is taken as an example of a protected mountain area to compare
to the national average of Serbia. Finally, the presentation estimates
what are the most vulnerable aspects and groups of stakeholders when it
comes to e-participation and interprets what are the actions to maximize
the value of digitalized participation in urban and spatial planning in the
given context.

Behavior issues and safety aspects in the real and virtual spaces

AB  - The paper focuses on the similarities, differences and correlations between the real and the virtual environment, based on the issue of user safety and on establishing rules of behavior.  Real environment is rapidly moving into the virtual world, becoming a parallel space for meeting and exchanging but without physical contact. Network of streets and squares as gathering places are being replaced with social media networks. It's common that the public spaces are 'equipped' with Wi-Fi, ‘digitally networked’ and users are ‘connected’ to their mobile phone and ‘disconnected’ from a real-world environment. Attention is focused on the screen, but not on whoever's sitting on the bench next to us. The virtual world offers more interesting or dynamic content.  Recent pandemic conditions and isolation have significantly accelerated the process of transition. Socializing, working and education from home, absence of people in public spaces, were the 'new reality' imposed quickly. 
Fear in the urban environment is not caused by the physical space, but by personal sense of insecurity from others who can take advantage of certain characteristics of space for their intentions. Cybersecurity can be understood in the same way. It offers a range of possibilities, almost no restrictions, but at the same time it is suitable ground for abuse. It is a place where there is no delay and can be said whatever is desired, even if it is offensive, where information is manipulated, where personal data are often insufficiently protected. With all the advantages and benefits of performing everyday needs, we are not aware how dependent we are on this new 'world’ and how much time we spend in it. Basic rules in the virtual online space should be similar to the accepted form of behavior in offline mode: anything that is unacceptable or prohibited offline should be avoided online too.

Attention is focused on the screen, but not on whoever's sitting on the bench next to us. The virtual world offers more interesting or dynamic content.  Recent pandemic conditions and isolation have significantly accelerated the process of transition. Socializing, working and education from home, absence of people in public spaces, were the 'new reality' imposed quickly. 
Fear in the urban environment is not caused by the physical space, but by personal sense of insecurity from others who can take advantage of certain characteristics of space for their intentions. Cybersecurity can be understood in the same way. It offers a range of possibilities, almost no restrictions, but at the same time it is suitable ground for abuse. It is a place where there is no delay and can be said whatever is desired, even if it is offensive, where information is manipulated, where personal data are often insufficiently protected. With all the advantages and benefits of performing everyday needs, we are not aware how dependent we are on this new 'world’ and how much time we spend in it. Basic rules in the virtual online space should be similar to the accepted form of behavior in offline mode: anything that is unacceptable or prohibited offline should be avoided online too.",

AB  - Аспект заштите животне средине и еколошке безбедности значајно је заступљен у оквиру просторног планирања и све више добија на значају. Еколошка безбедност је део свеукупне безбедности и представља одсуство претњи и опасности од наношења штете и угрожавања животне средине и становништва. Просторно и урбанистичко планирање треба посматрати као интегрисан и свеобухватан процес, у коме се сагледавају све међусобне условљености и решавају конфликтне ситуације у простору. У раду је анализиран пример постојеће локације складишта радиоактивног отпада у комплексу Винча, који се налази на само 12 km од центра Београда, што представља велики безбедносни ризик. Систематизовани су међународни критеријуми и услови за локације нуклеарних објеката и дат преглед просторних условљености са аспекта геолошких и хидролошких услова, заштите простора, распореда становништва, насеља и објеката и др.  Доказана је полазна хипотеза да локација Винча и њено окружење нису погодни за одлагање радиоактивног отпада и да је неопходно испоштовати опште услове који се односе на просторни развој локација нуклеарних објеката и заштиту од зрачења. У раду су дате препоруке за даљи просторни развој и заштиту на локацији Винча и њеном непосредном окружењу.

Real environment is rapidly moving into the virtual world, becoming a parallel space for meeting and exchanging but without physical contact. Network of streets and squares as gathering places are being replaced with social media networks. It's common that the public spaces are 'equipped' with Wi-Fi, ‘digitally networked’ and users are ‘connected’ to their mobile phone and ‘disconnected’ from a real-world environment. AB  - U informatičkom dobu kontekst i fenomen javnog urbanog prostora u kome se odvija svakodnevni život, dobio je svog pararelnog pandana u sajber prostoru. Virtuelni svet je ponudio nova mesta za susrete i druženja, rasterećena od ograničenja koja nameću prostor i vreme u realnom svetu, a obogaćena brojnim mogućnostima i pogodnostima. Međutim , aspekt nebezbednosti i ugroženosti pojedinih kategorija stanovnika, posebno ženskog dela populacije, preneo se iz jednog u drugi prostor, čak postao izraženiji. Veća sloboda, mogućnost anonimnosti ili skrivanja identiteta i zloupotreba poverenja imaju ozbiljne posledice koje se prenose iz jednog miljea u drugi. U radu se analiziraju karakteristike javnih urbanih prostora i virtuelne realnosti, a zatim povlače paralele između njih i načina njihovog korišćenja, fokusirajući se na aspekt bezbednosti i sigurnosti. Definisanjem i poređenjem vrsta nasilnih dela, počinilaca i posledica po žrtve, u ovom slučaju rodno određene, dolazi se do zaključaka o mogućim korelacijama između realnog i virtulenog sveta. Cilj je predložiti odgovarajuće mere za obezbeđenje i zaštitu bezbednosti, ne kompromitujući privatnost i ličnu slobodu, ne sprovodeći nadzor i ne namećući isključivost.

AB  - For public space to be adequately used and considered to be for the good of all citizens, it must not be privatized, and it is desirable for it to be safe. Tertiary activities have taken primacy by introducing the concepts of consumer society, the information age, and globalization, while the context and phenomenon of public urban space has found its parallel counterpart in cyberspace. The virtual world has offered new spaces for meetings and socializing, relieved of the limitations imposed by space and time and enriched with numerous possibilities and benefits. It has become a new reality, more important than the physical environment. The authors draw a parallel between public urban spaces and virtual reality, focusing on the aspects of safety of use, as an important factor in the quality of life. The problem of how to provide the desired level of security, without encroaching on privacy and personal freedom, without conducting surveillance, and without imposing exclusivity, remains the same, and even in the virtual world, it is becoming more pronounced.

AB  - Food security is becoming an increasingly important issue worldwide, and in this respect, urban agriculture has a substantial role. Nonetheless, pressure for agricultural land conversion and fragmentation is highest in peri-urban areas. In order to respond to these challenges, urban farmers use different adaptation strategies and business models, including product differentiation based on geographical indications (GIs). The paper considers land take (LT) issues in Futog, the settlement of the City of Novi Sad, registered as the GI of Futog cabbage, as an illustrative example which reflects the attitude of land use policy and planning in Serbia towards the specific conditions and requirements that growers of GIs have to meet. The purpose of this study is to identify the role of urban land use planning within LT processes and the implications this has on urban agriculture, accordingly. The supporting framework used for quantifying LT in the period 2000–2018 was CORINE Land Cover (CLC), specifically Urban Atlas (UA) datasets for two time series between 2012 and 2018. Since a significant part of agricultural land registered as a GI in Futog was planned for conversion into construction land, the authors conclude that current forms of land use planning in Serbia are not adequate to ensure the protection of either urban agriculture or GIs. Given that there is a clear correlation between GI products and their place of origin, this study recognized the necessary inclusion of all protected agricultural areas, as well as areas with GIs, into legislation binding for land use planning in Serbia, with limitations in terms of new LT.

The supporting framework used for quantifying LT in the period 2000–2018 was CORINE Land Cover (CLC), specifically Urban Atlas (UA) datasets for two time series between 2012 and 2018. Since a significant part of agricultural land registered as a GI in Futog was planned for conversion into construction land, the authors conclude that current forms of land use planning in Serbia are not adequate to ensure the protection of either urban agriculture or GIs. Given that there is a clear correlation between GI products and their place of origin, this study recognized the necessary inclusion of all protected agricultural areas, as well as areas with GIs, into legislation binding for land use planning in Serbia, with limitations in terms of new LT.",

AB  - At the global level, there is an awareness of the need to protect agricultural land from permanent physical loss through land-use change. Preservation of high-quality agricultural land is currently at the center of the international debates, including those of food safety. The main aim of this paper is to provide quantitative analysis of agricultural land-use change dynamics within the area of the Belgrade–Novi Sad highway corridor, as a distinct route that connects two largest cities in Serbia. The results in land-use change and the accompanying contextual aspects are observed between 1990 and 2018, i.e., within the four research periods: 1990–2000, 2000–2006, 2006–2012 and 2012–2018, using GIS-based analysis. The research methodology used Corine Land Cover and Urban Atlas data and revealed dynamics relating to the most influential land take directions during the ca. 30 years by the means of the land take indicator. The results were complemented with the qualitative content analysis of spatial and regulatory urban plans for the study area, as one of the land-use management instruments in Serbia. The findings indicate that the most intense agricultural land-use change to non-agricultural land occurred in the period 1990-2000 due to various drivers (vicinity of large cities, illegal construction, developed transport infrastructure), but also distinguish the role of spatial and urban planning documentation in promoting the new land take.

Strategic Environmental Assessment as a Support in a Sustainable National Waste Management Program—European Experience in Serbia

AB  - Strategic Environmental Assessment (SEA) is one of the most important instruments for directing the strategic planning process toward the sustainable development goals in various areas of human activity. This also applies to the field of waste management. By applying SEA in waste management planning, it is possible to see the benefits and consequences of the proposed changes in space that will occur during the implementation of strategic planning concepts and based on that make appropriate decisions respecting the capacity of the space where the planned activities are implemented. The paper presents the application of SEA for the National Waste Management Program with all its spatial, organizational, energy, environmental, and other solutions, and the way they are included in the specific method of multicriteria evaluation in SEA. The specificity of the methodological approach indicates the need for equal consideration of environmental and socio-economic aspects of development and a clear presentation of the results obtained in order to make optimal decisions in waste management planning at the national level. The National Waste Management Program in Serbia, which legislation in the field of environmental protection and waste management is harmonized with EU legislation and directives, was chosen for the case study. The obtained results indicate the importance of an interdisciplinary approach in the evaluation of strategic solutions in the field of waste management, which is achieved by specific choice of environmental and socio-economic SEA goals and indicators as a basis for valorization of the proposed concept of waste management.

Citizen Participation Offers Lessons to Climate Change Management

AB  - The paper presents some lessons learned from the view and experience of the local population on
climate change impacts. A survey among the rural population in Serbia measured their awareness,
impact of climate change, and actions applied against it. The results indicated that respondents
recognize the role of human activities in climate change; TV and the internet are primary information sources; the distinction between adaptation and mitigation is unclear; whereas droughts, floods, and hail are the most frequent manifestations of climate change in rural Serbia. In conclusion, further awareness of climate change details should be channeled through TV and the internet as the most popular sources of information, especially regarding the unclear difference between adaptation and mitigation. Future financial measures should address repairmen of the damages caused by the most common issues.

with special status. Therefore, the governance and management over

areas in the country. The most mountain specific measures are to be

AB  - One of the biggest and most important mountain ranges in Europe, the Carpathians, is being threatened by different human activities. The Framework Convention on the Protection and Sustainable Development of the Carpathians (Carpathian Convention) represents one of the international efforts to protect the biodiversity of this area through multilateral cooperation. Serbia is one of the signatory parties, where the area protected by the Convention currently coincides with the Đerdap National Park (ĐNP) boundaries. Serbia mainly lags in protocol and amendment ratifications, which is suspected to hinder the potential benefits regarding the sustainable development of this region. By analysing selected sustainability indicators for the years 2003, 2011, and 2019 we tried to enlighten if developments were sustainable. Data were also presented by the spider evaluation method. Despite certain limitations in data availability, research showed that there are positive economic and environmental changes, despite depopulation and aging of local inhabitants. But major efforts are still to be undertaken, especially regarding environmental sustainability and implementation of national and international regulation.
