The Role of Strategic Environmental Assessment in Precautionary Protection of the Environment During the Development of Renewable Energy Projects

AB  - Despite numerous undeniably positive effects of using renewable energy sources on space, and the reduction of energy sector environmental impact and carbon footprint, certain side effects renewable energy projects could implicate in space still pertain. The intensity of negative effects is in direct correlation with the project type (a wind farm, a solar power plant, a biomass power plants, etc.), predominantly impacting biodiversity, population (e.g. noise, shadow flicker effect), landscape, repurposing of land, etc. Such impacts often come as a consequence of inappropriate spatial positioning of power plant facilities that use renewable energy sources and/or inadequate solutions applied in the project planning stage. That is why applying the principle of precautionary protection in the earliest phase of project developing, while it is still being planned, is of utmost importance, allowing minimisation or elimination of all negative effects by opting for most favourable spatial solutions. The paper underscores the significance of Strategic Environmental Assessment (SEA) process in renewable energy sources project planning as a globally adopted instrument in precautionary protection of the environment and spatial planning. The focus is on the role of the SEA process in selecting the optimum solutions for preventing potential conflicts in space, simultaneously reducing risks for the investors in the project development process. Such an approach enables sustainable solutions in renewable energy use, on the one hand, and creates a sound base for investment in such projects, on the other. Of particular importance in SEA are the holistic approach and the use of semi-quantitative method of multicriteria assessment of planning solutions, but also building foundations for the implementation of EIA and ESIA processes based on precautionary environment protection solutions. That is exactly the way the EIA and ESIA processes, which are the continuation of the SEA process, can be effectively implemented in the final phases of project development, simultaneously reducing investment risks, which is of no less importance.

National parks biodiversity preservation and improvement: the case study of Djerdap

AB  - As a country in the Danube river basin, with specific low-lying and
mountaineous terrain, Serbia abounds in quite diverse natural systems. As a part of the
Carpathian-Balkan massif, the area of the Djerdap gorge and national park boasts high level
of species and ecosystem diversity. When it comes to flora, it is one of the primary centres
of plant diversity in Southeast Europe, a home to over thousand taxons, the large number
of which are relict, endemic and endangered species. Vegetation comprises over fifty plant
communities and/or forest and shrub species. Such diversity of life has earned Đerdap its
status of national and international protected area, making it an EMERALD Network member,
a Ramsar site, an IBA, IPA and PBA area. Đerdap is featured on the World Cultural and Natural
Heritage Tentative List (UNESCO) and the list of Carpathian areas (Framework Convention
on the Protection and Sustainable Development of the Carpathians, BioREGIO Carpathians
Project, etc.), and designated to become a biosphere reserve (MаB). The greatest limitations
and threats to this area come from land repurposing, infrastructural development, forest
destruction, ecosystems degradation and similar. A major element in preventing the negative
consequences and causes of the shrinking biodiversity is advancing the management system
of a protected area. It implies efficient maintenance and preservation of natural values,
research and monitoring, conservation, rehabilitation of damages, landscape regulation,
etc. The paper presents the concept of spatial planning in such areas, with special attention
to the preservation and implementation of relevant planning solutions, laws, strategies and
international documents.

AB  - У раду се разматра садржај и карактер просторног плана јединице локалне самоуправе (ПП ЈЛС) са 
уређајним основама, као посебне врсте планског документа са стратешком и спроведбено регулационом димензијом, те његов третман у регулативи и у планерској пракси у Србији данас. 
Изменама Закона о планирању и изградњи из 2014. године и увођењем уређајних основа за села као 
обавезног дела ПП ЈЛС, јача спроведбено-регулациони на рачун стратешког карактера овог плана иако 
је он основни стратешки документ и оквир одрживог просторног развоја ЈЛС. Анализиран је развој 
законодавног оквира од средине ХХ века до данас, као и актуелни проблеми и изазови у планској пракси. 
Формулисане су тезе за преиспитивање могућности и модалитета директне примене ПП ЈЛС, као и 
форме и садржине уређајних основа.
AB  - The paper discusses the content and character of the spatial plan of the local self-government unit (SP LSU) with 
the basis for the development of villages, as a special type of planning document with both a strategic and 
implementation-regulatory dimension, within the legal framework and planning practice in Serbia today. 
Amendments to the Planning and construction law from 2014 and the introduction of basis for the development of 
village as a mandatory part of the SP LSU strengthen the implementation-regulatory at the expense of the strategic 
character of this plan, even though it is the basic strategic document and framework of sustainable spatial 
development of the LSU. The development of the legislative framework from the middle of the 20th century until 
today, as well as current problems and challenges in planning practice in Serbia, were analyzed. Theses were 
formulated for reviewing the possibilities and modalities of direct implementation of SP LSU, as well as the form 
and content of the basis for the development of villages.

Приступ изградњи „парцела по парцелу“ проблематичан је не само у изграђеном градском ткиву које се трансформише, већ и на неизграђеном простору. Велики недостатак код оваквог планирања је немогућност спровођења иницијалне просторне и обликовне концепције до нивоа парцеле и пројекта/објекта, као последица је непостојања механизама да се контролише квалитет архитектонских решења, како би се формирала препознатљива амбијентална целина, а посебно имајући у виду врло низак ниво архитектонске културе.

Принцип урбанистичке заштите могуће је примењивати у свим планским документима, како за проглашена НКД и добра под претходном заштитом, тако и за остало градитељско наслеђе које нема довољно високу вредност да би се штитило по Закону о културном наслеђу, али представља важан чинилац иденитета места и колективне меморије становништва.

Литургија је основни и кључни чинилац у формулисању програмских основа православног црквеног градитељства, у односу на који су сви остали утицајни фактори и програмски елементи од другорaзредног значаја. Симболички део архитектонског програма православних цркава такође је веома значајан, али се он не може директно превести у архитектонску форму. Канони ни на који начин непосредно не условљавају архитектонско обликовање храмова. Проглашавање неких елемената архитектонске традиције или устаљене савремене градитељске праксе за „канонске“, мада без основа, отежава покушаје тражења савременог израза у области сакралне архитектуре.

Принцип урбанистичке заштите могуће је примењивати у свим планским документима, како за проглашена НКД и добра под претходном заштитом, тако и за остало градитељско наслеђе које нема довољно високу вредност да би се штитило по Закону о културном наслеђу, али представља важан чинилац иденитета места и колективне меморије становништва.

Литургија је основни и кључни чинилац у формулисању програмских основа православног црквеног градитељства, у односу на који су сви остали утицајни фактори и програмски елементи од другорaзредног значаја. Симболички део архитектонског програма православних цркава такође је веома значајан, али се он не може директно превести у архитектонску форму. Канони ни на који начин непосредно не условљавају архитектонско обликовање храмова. Проглашавање неких елемената архитектонске традиције или устаљене савремене градитељске праксе за „канонске“, мада без основа, отежава покушаје тражења савременог израза у области сакралне архитектуре.",

AB  - The hypothesis of this totally novel research in Serbia is that the way in
which place may influence the identity of international students integrates a part of their individual identities, but also influences the variability of identities deriving from various contextual factors of the student migration’s origin. Cities can be observed through their respective role in shaping and transforming the international students’ identity. The goal is to examine emotional and functional attachment of international students to the city in
which they study, in comparison to these two components of attachment to the place of their origin. The testing of theoretical standpoints is based on qualitative research through focus-group interviews with three designed groups of respondents and the results of this testing will be additionally validated later in triangulation with questionnaires and interviews as complementing research techniques and approaches.
AB  - Претпоставка овог, у свим аспектима новог истраживања у Србији, јесте да начин на који простор утиче на идентитет академски мобилних, међународних студената интегрише део њихових индивидуалних идентитета, али истовремено утиче на варијабилност идентитета потеклих из различитих контекстуалних фактора исходишта студентских миграција. Градови се могу посматрати кроз њихову улогу у обликовању и трансформацији идентитета међународних студената. Циљ је да се испита емоционална и прагматична везаност међународних студената за град студирања, уз поређење са ова два облика везаности за место из којег потичу. Емпиријска провера теоријских поставки базира се на квалитативном истраживању путем фокус-групних интервјуа са три предефинисане групе испитаника, чији се резултати приказују у раду, а у каснијим фазама истраживања додатно ће бити валидирани у триангулацији са анкетним упитницима и интервјуима као комплементарним истраживачким техникама и приступима.

AB  - Циљ ове студије је да укаже на значај библиографије у научно-истраживачком поступку и дисеминацији научних резултата и да покаже да развој савремених информационих технологија и све развијенијих библиотечких информационих система ни у ком случају не умањују њену улогу. Већ напротив, ови системи су усавршили израду библиографских јединица и знатно олакшали креирање библиографија. Као студија случаја, која ће потврдити наведену хипотезу, биће приказана израда библиографије часописа  Zbornik radova. Поред тога, биће представљене разноврсне  информације о часопису, које су добијене увидом у библиографске јединице и пратеће  регистре, а могу бити значајне за истраживаче и библиотекаре.
AB  - The purpose of this study is to emphasize the importance of the bibliography in scientific process and in dissemination of the scientific results. It also should show that the development of the current information technology as well as the development of the librarian information systems do not diminish its role. On the contrary, these systems have upgraded the work on bibliography units and also helped a lot in creating bibliography. As the study case, which should confirm the above thesis, A Collection of Works will be presented. Also, various pieces of information about the magazine, which were obtained through the insight into bibliography units and its accompanying registers, will  be shown. They can also be of importance for the researchers and librarians.

AB  - Pandemic and post-pandemic conditions left significant impacts not only on human life, but also in all
of the aspects of human behavior, which consequently led to serious change in human communication. Often
overlapping and interference of “real life“, and virtual, contactless communication influenced accelerated
adaptation of people to rapid and immediate change of perspectives. This affected regular interaction among
people, but also had consequences in different performance of duties such as scientific development in different
fields, or any other development-oriented activities.
From that new adaptation, METAVERSE was born, as immersive 3D environment in which people synchronously
interact with others, and with representations of objects from the physical world. METAVERSE enables
interactions with digital environments and physical objects located in different places and enables individuals to
interact with other people in remote locations.
Within the realm of urban planning, the emergence of the METAVERSE has sparked both excitement and
skepticism. Proponents argue that it possesses the transformative power to revolutionize the way cities are
designed, managed, and experienced, while skeptics remain cautious, questioning its viability and potential to
deliver tangible benefits.
This paper aims to critically examine the METAVERSE as a potent instrument for urban planning or yet another
instance of unfulfilled technological promises. By analyzing the concept of the METAVERSE and its fundamental
principles, this study seeks to uncover its potential applications in urban planning, especially in the field of
participation. It explores the integration of virtual and augmented realities, immersive technologies, and
advanced data analytics to create interactive and participatory urban design experiences.
Ethical concerns regarding privacy, accessibility, and digital equity are addressed, acknowledging the potential
for exacerbating existing social disparities. Additionally, technical constraints, economic feasibility, and the need
for robust infrastructure are examined to assess the practicality of widespread METAVERSE adoption in urban
planning practices.
Through a comprehensive analysis, this paper aims to contribute to a deeper understanding of whether the
METAVERSE represents a truly powerful and transformative tool or merely another fleeting technological
mirage in the landscape of urban development.

AB  - The purpose of planning space for water reservoirs is to produce aplan as a final product of dynamic activities focused on realizing the idea of purposeful space. In a wider context, the process of spatial planning of multipurpose systems intended for water supply is a controlling structure of events directed towards producing changes in space in a certain time horizon as a precondition for progress of a community. Water supply to the population and economy, intensive erosion, and torrential floods in mountainous regions in the Republic of Serbia stress the significance of managing the existing water reservoirs and call for the need for planning and building the new ones. These key infrastructure facilities enable the integral use and protection of drainage basins and prevent degradation of certain natural resources. One of the basic characteristics of water reservoirs is their multipurpose role in the social and economic development. Apart from their major role in water supply and power production, reservoirs directly impact hydrological regimes, sediment transport, biodiversity in aquatic and terrestrial ecosystems, microclimatic characteristics, river basins management, population, economy, etc. The paper will stress the needs for planning and building water reservoirs as multipurpose systems intended to respond to the challenge of progress of the society, as well as the change in climate conditions, which result in the periods of drought and water shortage, on the one hand, and excessive rains producing floods, on the other. The focus will be on the sustainable management of water reservoirs, but also on remediating the impact on water sources, land and forests.

AB  - The paper presents a specific method of environmental impact assessment applied in Strategic Environmental Assessment (SEA) for the National Emission Reduction Plan (NERP) 
in the Republic of Serbia, based on air quality. The specificity of the approach is in the 
application of a semiquantitative method of multicriteria evaluation based on air dispersion 
modeling and the integration of SEA goals, indicators and criteria for assessing the impact 
of the NERP on the quality of air and other environmental elements in this method. When 
predicting changes in air quality for the planning horizon to 2028, the physical, geographical and climatic characteristics of the area were taken into account, as well as technical 
measures to reduce SO2 emissions, since this was the dominant pollutant from the Serbian coal-fred power plants studied by the NERP. Air pollution modeling was carried out 
using the AERMOD software package based on the data collected, and the quantitative 
results obtained were used in a multicriteria evaluation as part of the SEA. The results of 
the research indicated the importance of applying this approach in order to significantly 
increase objectivity in the SEA process, since it is an important element of decision making at the strategic level. In addition, a comparative presentation of the modeling results 
before and after application of the NERP was an important part of the SEA process, and it 
provided a clear insight into expected changes in the air quality. This is a key argument for 
making appropriate policy decisions on spatial, energy, environmental and socio-economic 
development in the Republic of Serbia, which, like other developing countries, is sluggishly following global trends in energy transition

AB  - In this paper, the methodology of contemporary architectural and urban design and planning is discussed. The main standpoint is that architectural or urban form as a complex phenomenon that results from design activities should represent not only utilitarian-technical but also spatial-experiential and visual aesthetic elements. This issue has been widely discussed in the discourse of urban morphology where the urban form has been defined in its complexity. However, the practice of urban design and planning in the contemporary context in Serbia, but also elsewhere neglects most of the non-utilitarian aspects of architectural and urban form. The concept of the spatial order has been stated as the key point of introducing the aesthetic principles in architecture and urbanism, either through means of geometry and abstraction or through instruments of architectural and urban design competitions and other spatial checks provided by professional committees and wider debates. Some of the findings have been included in the debate on the upcoming National Architectural Strategy of the Republic of Serbia.

AB  - Национални парк „Копаоник“ је заштићено подручје изузетног значаја у односу на биодиверзитет, геодиверзитет, предеоне вредности и богато културно-историјско наслеђе. Истовремено, то је једна од најпожељнијих туристичких дестинација Балкана, првенствено због развијеног и врхунски организованог ски-туризма, са више од 60 километара ски-стаза и ски-путева, бројним ски-лифтовима и системима за производњу вештачког снега. Такође, присутна је и изградња непримерено великог броја малих хидроелектрана деривационог типа, што је довело до опште деградације живог света локалних водотокова. Кумулативни утицај изграђених и коришћених објеката довео је до крчења великих површина под шумама, загађења свих медијума животне средине, првенствено површинских и подземних вода, деструкције земљишта, угрожавања станишта заштићених и строго заштићених врста. Неопходно је детерминисати параметре граничног оптерећења екосистема и тиме створити претпоставке за ефективну реализацију концепта одрживости.

Micro-location analysis in municipal solid waste management – comprehensive use of GIS in the Serbian villages

AB  - The problem of waste management in rural areas In Serbia has not been the subject of detailed specific researches, since most of the research has been directed towards the study of means, mechanisms and procedures of waste elimination in urban settlements. The reason for the reduced scope of research in this field occurs in the fact that rural settlements can not be considered as adequate subjects due to usual deficiency of specific data (population number, fluctuations, quantities of waste, waste composition, methods of eliminating waste, etc.). In addition, for several decades villages in Serbia have eliminated waste primarily spontaneously. This has proven difficult to research because of the variations of methods applied to each specific locale, and the different environmental variables. Unlike the existing, plan-based criteria for defining locations for waste elimination (i.e. hypsometry, slope angles, distance from waster-reservoirs, watercourses, infrastructure, natural and cultural assets, etc.), in villages these criteria are based on the patterns of behavior, customs and habits of the local population, as well as participation of local stakeholders in waste management. On the other hand, there is a significant problem in the absence of the Serbian and European legislation in this field. This paper will point to the possibility of changing the common practice in selection the location for waste management in rural areas, as well as some new methodological procedures (socially based GIS). The European theory and practice recognize new concepts of landfill sites selection in rural areas based on interdisciplinary research using multi-criteria analysis and model-based approaches to site selection, based on pre-defined location criteria and parameters (geographical, geomorphologic, hydrological, etc.). This paper will present the results of a research conducted in rural communities located in the Stara Planina Mt. Nature Park in Serbia. Through testing the initial hypothesis on the differences, but also correlations, between the criteria of open landfills created in rural areas and the location conditions given by theoretical parameters, as well as scientific bases (deterministic model), a location-specific model, corresponding to the research polygon, has been created for the simulation and evaluation using the GIS environment and with the support of the AHP and SAW methodologies. The research has been conducted using the ArcGIS Spatial Analyst software with the aim to stress the importance of using mathematical and geo-statistical analysis in the planning practice.

Uloga kupca-proizvođača (prozjumera) u primeni OIEE u Srbiji: Prepreke i mogućnosti

AB  - Vlada Srbije je 2021. godine usvojila set zakona iz oblasti energetike, od kojih je najznačajniji: Zakon o korišćenju obnovljivih izvora energije. Ovaj zakon je omogućio javnu prodaju električne energije iz obnovljivih izvora energije u skladu sa smernicama o državnoj pomoći. Novina koju ovaj zakon uneo je pojam kupac-proizvođač (prozjumer), označavajući krajnjeg kupca koji je poseduje sopstveni objekat za proizvodnju električne energije iz OIE, pri čemu se proizvedena električna energija koristi za sopstvenu potrošnju, a višak proizvedene električne energije isporučuje u distributivni sistem. 
Prema ovom zakonu nisu postojala ograničenja koja se odnose na instaliranje elektrane maksimalne snage za domaćinstva i pravna lica, međutim u aprilu 2023. godine došlo je do promene zakonske regulative s Zakonom o izmenama i dopunama Zakona o korišćenju obnovljivih izvora energije, na osnovu koga su kupci-proizvođači ograničeni da instaliraju elektrane maksimalne snage do 10,8 kW za domaćinstva, odnosno do 5 MW za pravna lica. Od stupanja zakona iz 2021. godine do jula 2023. godine u Srbiji je preko 1300 domaćinstava i više od 450 pravnih lica dobilo status kupaca-proizvođača, sa ukupno instalisanom snagom od oko 20 MW. 
Rad istražuje ulogu prozjumera u primeni obnovljivih izvora električne energije na prodručju Srbije, osvrćući se na prepoznate prepreke i mogućnosti. U uvodnom delu daje osvrt na evropska iskustva i iskustva zemalja u okruženju, gde je nakon toga rad kroz formu anketnog upitnika ispitivao trenutne probleme prozjumera na teritoriji Srbije, mapirajući konkretne proceduralne, finansijske i druge problematične aspekte, ali i motivacije aktivnih prozjumera. Takođe rad ispituje stav prozjumer, kao i nadanja, u odnosu na postojeću i buduću zakonsku regulativu, gde se ističe negativan odnos ka procedurama koju prozjumeri prolaze u registraciji, inertnosti sistema, ali i delimično pozitivan odnos ka unapređenju zakonske regulative iz 2023. godine. Sprovedeno istraživanje predstavlja polazni poligon za planirano masovnije ispitivanje posledica zakonodavnih promena i iskustava kupaca-proizvođača, a u cilju unapređenja celokupnog procesa u budućnosti.
AB  - In 2021, the Government of Serbia adopted a set of laws in the energy field, the most significant of which is the Law on the Use of Renewable Energy Sources. This law enabled the public sale of electricity from RES following state aid guidelines. The novelty introduced by this law is the term customer-producer (prosumer), denoting the end customer who owns his facility for the production of electricity from RES, using the produced electricity for his consumption, and the excess electricity is delivered to the distribution system.
Law posed no restrictions related to the installation of a maximum power of a solar plant for households and legal entities; however, in April 2023, the Law on Amendments to the Law on the Use of Renewable Energy Sources limited the prosumers’ installing maximum power to 10.8 kW for households, or up to 5 MW for legal entities. From 2021 until July 2023, over 1,300 households and more than 450 legal entities in Serbia received buyer-producer status, with a total installed power of more than 20 MW.
This paper researches consumers’ role in the RES application in Serbia, focusing on recognised problems and opportunities. In the introductory part, the paper gives an overview of European experiences and the experiences of countries in the surrounding area, after which the paper examines the current problems of prosumers in Serbia, emphasising specific procedural, financial and other potentially problematic aspects as well as the motivations of active prosumers for the use of the OIE, through the form of survey research. The paper also examines the attitude of prosumers, as well as hopes, concerning existing and future legislation. The paper points out the partly negative attitude of prosumers towards the procedures that prosumers go through in the registration process, and the inertness of the system, but also a positive attitude towards improving the legislation from 2023 is highlighted. The conducted research is a starting point for the planned further mass examination of the consequences of legislative changes and buyers-producers’ experiences, intending to improve the entire process in the future.

This paper aims to assess the prevalence and characteristics of brownfield locations in ten cities in Serbia and provide a comparative analysis of their potential for redevelopment. The undertaken research was developed for the World Bank Group and SECO project “Technical assistance: Strengthening capacities of local self-governments in Serbia towards low-carbon and resilient urban development investments”, and the ten cities were chosen based on the initial survey as cities of interest to the project. 
Using a combination of qualitative and quantitative research methods, as well as questionnaires developed for the purpose of research data was collected on brownfield sites in Niš, Novi Sad, Kragujevac, Kraljevo, Šabac, Zrenjanin, Novi Pazar, Sombor, Užice and Leskovac. Some of the cities provided the data of brownfield sites within various databases which encompassed basic (geographical) data about the location, site histories, environmental conditions, land use restrictions, ownership status, original and potential purpose, existing infrastructure and accessibility. 
Future studies can build upon these findings by exploring specific redevelopment strategies tailored to the distinct challenges and opportunities presented by each city's brownfield diversity.

Public participation supporting urban sustainability transition: recent experiences from planning and governance practice in Serbian cities

AB  - Sustainability transition in urban settings requires planning and governance practice to
re-evaluate and reimagine the local community’s quality of life, including but not limited to
the domains of social wellbeing and accessibility to the services of general economic
interest and public space, sustainable forms of commuting, climate change adaptation,
green and low carbon development and economy, environmental protection and disaster
risk reduction (Green Agenda for the Western Balkans, 2020). The general public and nonexperts
have an important role in informing planning policy and practice about current
needs, capacities and anticipated risks in urban settings, which calls for re-examining of
the traditional decision-making hierarchies. Serbia recently adopted a cycle of policy
documents supporting participatory action at all levels of decision-making in line with the
opening of Chapter 22 –Regional policy and coordination of structural instruments as part
of the European Union accession trajectory, as well as the sub-goal 11.3 of the United
Nations Agenda 2030 to enhance inclusive and sustainable urbanization and capacity for
participatory, integrated and sustainable planning and governance in human settlements.
This paper outlines the objectives and instruments for the operationalization of public
participation in the recent policy framework and discusses some of the practical
experiences in planning and governance in ten Serbian cities. Methods used were semiopen
questionnaires with representatives of local urban planning departments, qualitative
content analysis of adopted urban plans, publicly available reports on conducted citizen
participation and stakeholder involvement, and local strategic documents, and, participant
observation at joint workshop with city representatives. The results indicate that urban
planning and governance practices require space for learning and experimentation, where
open and inclusive participation, as well as related empowerment, represent a necessary
condition for an urban sustainability transition. The undertaken research with city
representatives was supported by the World Bank Group and SECO project “Technical
assistance: Strengthening capacities of local self-governments in Serbia towards lowcarbon
and resilient urban development investments”.

Sustainable Land Use and Climate Change in Belgrade -The Role of Urban Gardens

AB  - Population growth and urban sprawl are expected to continue increasing pressures on agricultural land, green infrastructure and climate change's impact on the urban environment.  Accordingly,  the challenge of securing sustainable land use and climate change mitigation needs to be confronted in cities globe wide. Urban green areas represent an asset of public interest with multiple roles –they are recreational zones, noise and pollution protection belts, areas with aesthetic, social and curative values as well as an infrastructure for combating climate change. All these functions accentuate the relevance of  urban  gardens  in  urban  development, for  which  their  preservation  and  development  play  an irreplaceable role in cities.This paper analyses  a specific form of urban gardens in Belgrade (“baštenske kolonije” or “garden colonies”) with a focus on urban land use planning. The research methodology consists of a literature and  document  review and systematic analysis.  The  study  includes  legislative in Serbia and urban planning documents in Belgrade, with the goal being to identify governmental and planning attitude towards urban gardening and their recognition of ecosystem services and climate change combat. The preliminary results indicate that this form of sustainable land in Belgrade is left to the spontaneous actions of individuals with no legally defined status in the previous period.
