Urbanizam i demokratija
Abstract
At the beginning of the text the author emphasizes, that town planning is, in its substance, a great question of democracy, but that it is conditioned as well by the main social-economic relation. The question is of great importance, but it is treated without or with very small systematism. After a short review of the earlier system, which is exhausted, the author concludes, that the rests of this system still further are acting and that is why the composition of interests in our society is quite different from that one in countries of the western capitalism. The author does not accept the assertion, that with us as well only the public and private interest exist. He exposes his systematization of interests, and explains them proving, that with us further as well the common interests exist, which has to modify its character, so not to be further opposed to all other interests, but to be the social frame, where all the other interests are presented. Autor na početku izlaganja ističe da je urbanizam u suštini veliko pitanje demokratije, ali i da je uslovljen osnovnim društveno-ekonomskim odnosom. Radi se o veoma važnom pitanju na kome se kod nas radi nimalo ili malo i nesistematski. Posle kratkog prikaza ranijeg sistema koji je iscrpen, autor konstatuje da ostaci tog sistema i dalje deluju zbog čega je kompozicija interesa u našem društvu bitno drugačija nego u zemljama zapadnog kapitalizma - autor ne prihvata stav da i kod nas postoji samo javni i privatni interes, izlaže svoju sistematizaciju interesa i objašnjava ih dokazujući da kod nas i dalje postoji opšti interes koji treba da promeni karakter tako da ne bude suprotstavljen svim drugim interesima već da bude društveni okvir u kome se izražavaju svi ostali interesi. U svom izlaganju autor navodi i primere koji potvrđuju njegovu tezu. Autor smatra daje racionalna i celishodna urbanistička politika nosilac opšteg interes. .
